In this chapter, the principles that determine the procedures selected to transform minerals in the ground into usable commodities are re¬viewed.a I argue here that straightforward mod¬ification of the modern general economic theory of production suffices to meet the practical needs of a mineral economist. Therefore, the chapter is largely a review of the general economic theory of production to which is added discussion of the special prob¬lems of the exhaustibility of mineral resources and the economics of finding and developing economically recoverable minerals. In many cases, propositions applicable to all industries are reviewed because they are not treated ade¬quately in prior texts. In the discussion, use is frequently made of basic concepts of differential calculus widely used in economics. However, this is supple¬mented by simpler verbal and graphical treat¬ments, so that those either untrained in the calculus or, as is often the case, whose skills have grown rusty, can still follow the discus¬sion. Where the argument depends critically on the mathematics, this is noted and the justifi¬cation for including the material is provided. In addition, an appendix outlines the critical mathematics and reviews some of the numerous books published that provide the most readable available introduction to the subject. Further¬more, mineral industries examples are used to suggest the relevance of the theory. THE RELEVANCE OF THE ECONOMICS OF PRODUCTION Three basic steps are involved in establishing the relevance of economic analysis to mineral ¬industries decision making. First, the general theory of production must be defined, and its relationship to the simpler models of production stressed in economics textbooks must be noted. Second, the critical modification-considera¬tion of the problems of discovering and devel¬oping mineral deposits-must be developed. It turns out this too involves a special case of the general theory of production. Third, the concept of an economics of exhaustible resources must be explored sufficiently to suggest why its practical relevance is doubtful (or at least far smaller than the numerous writers on the subject seem to believe). The present approach is heavily influenced by post-1945 developments in economic anal¬ysis. Particularly since World War II, economic theory has drastically changed its scope. First, stress has increased greatly upon viewing the economy as a network of intertwined markets known technically as the general equilibrium system.b In this view, not only is the economy viewed as an integrated system, but critical con¬cepts are viewed somewhat differently than was previously fashionable. At the beginning of the previous chapter, variation in the types of room-and-pillar stopes were briefly identified so that the reader could begin to understand the extensive application of this mining system. These same variations will be reviewed and elaborated upon in this chapter while discussing the methods by which the material is extracted. FULL-FACE SLICING BY DRILLING AND BLASTING When the entire mineralized thickness is taken in one pass of mining, it is known as full-face slicing. There is no mineral of economic value intentionally left either in the floor or the back. Theoretically, there is no limit as to how high the face could be in a single pass. But there are practical limitations to equipment size, pillar stability, and control of local loose slabs on the face, roof, and pillars that dictate current practices. The range of face height of the 15 typical room- and-pillar mines covered in Table 8 (Sec. 1, Subsec. 7) from the Dravo report, 1974 was 1.7 m (5.5 ft) to 9.8 m (32.1 ft), the average being 5.2 m (17.1 ft). In the Gaspe copper mine, Murduchville, Que., the drill jumbos were constructed with an extendable tower for full-face mining up to 15.2 m (49.9 ft) if necessary. However, a more common practice at that mine is to take the ore in multiple slices (Hall, 1959). In many metal mines the normal practice when starting stoping is to drive a single development drift into the ore zone a distance that will allow at least four or five rooms to be opened on each side of the initial drift. Since this opening will probably serve as the main haulage drift, it should be kept as straight and as level as possible. As to the other criteria for the stope developments, it might be well at this point for the mine planner to review the remarks presented earlier (Sec. 1, Subsec. 7) on drifts, entries, and crosscuts for production. After the initial drift is driven, it should be slabbed to the full room width if it is not that wide already. Next, the future pillars should be marked on the ribs and the rooms driven between them. If the ore extends beyond the length of the initial drift and is to be mined in the normal sequence of mining, care should be taken in a random room-and-pillar system to see that the extension of the initial roadway remains straight. If pillar "spotting" is left to the shift foreman or to the miners, they probably will not realize the importance of maintaining a uniform pillar line next to the roadway, and of keeping the line straight. Invariably, a pillar will end up in the middle of the future drift extension resulting in a "dogleg" in a possible main haul- age road. While this error is not catastrophic, too much weaving in and out of pillars will certainly slow down future production haulage and needlessly increase costs. Face or Breast Drilling and Blasting Practices To drill and blast the initial advances into the rock, usually some form of cut pattern must be used. In room-and-pillar mining, when a pattern is drilled in a face and that face is the only exposed surface to which all of the rock must be broken, the pattern is known as a "face round" or "swing." The face to which the rock must be broken is referred to as a "free face." Thus the most common way to advance a room into virgin rock with only one free face is by drilling swings. If, after breaking around a pillar, taking down back, or taking up bottom, there is a second (or third) face exposed, a group of holes drilled nearly parallel to a free face and breaking to it is known as a "slab round" or "slabbing." In some mining districts it is also known as "slashing." Obviously, because two faces exposed offer less resistance to fragmentation than a single face, slabbing requires less drilling and fewer explosives than required to break the same tonnage with the same degree of fragmentation with swings. Mine backfilling is a desirable method for the disposal of retorted oil shale. Hydraulic, mechanical and pneuna.cic transport and stowing methods were investigated, and the mechanical transport and stowing method using conveyors was selected as the most promising system. Transport of retorted oil shale at the rate of 3000 cons per hour (2700 t(h) to the backfill level, situated about: 2000 feet (610 m) below surface, with skips or conveyors is uneconomic. Hence, borehole transport utilizing gravity flow was investigated. This paper describes the theory of flow, flow properties of retorted oil shale, and the design of a borehole and hopper system.

Results of a preliminary study of the ammoniacal leaching of covellite (CuS) in an aqueous oxidizing system in the presence of a non-miscible organic sulfur solvent are described. Up to 60% of the sulfur can be recovered from the solvent as elemental sulfur 1 while achieving high degrees of solubilization of the mineral. The effects of temperature, particle size, oxygen pressure, ammonia concentration and ammonium ion concentration on the degree of sulfur recovery were investigated. Maximum recoveries were achieved at moderate temperatures and in well-buffered systems, with a large excess ammonia concentration. Oxygen pressure and particle size were found to have little effect on fractional recovery of sulfur. A simple empirical model based on electrochemical theory correlating the effects of some of the parameters cont-rolling the degree of sulfur recovery is presented. The results of this work also confirm that in any proposed reaction mechanism for the oxidative ammoniacal leaching of copper sulfides, the primary oxidation product of the sulfide ion in elemental sulfur.

The R-N Process is an outgrowth of the development by the National Lead Company's Norwegian subsidiary Titania A/S, of a process for producing metallic iron and a high titanium content co-product from ilmenite. Development of the process for the treatment of iron ores was continued as a joint project of the Republic Steel Corporation and the National Lead Company in 1953. More recently in July, 1957, the R-N Corporation was created by these two companies to undertake the commercial promotion of the results of this joint project. This paper has been prepared with the permission and encouragement of these three companies. The R-N process has as its objective the making of metallic iron from iron ores or iron ore concentrates. The general principles of the process have already been disclosed in technical papers and patents. In general the process comprises the following steps: 1. Iron oxide in crushed natural iron ores or iron ore concentrates is reduced to about 95% metallic iron, without fusion in a rotary kiln in the presence of solid carbonaceous fuel,*such as, coke or char, limestone and combustible gases. 2. The kiln discharge, consisting of metallized ore, coke, lime and coke ashes, is cooled. The excess coke is regenerated and recycled to the kiln feed.

Martin County Coal Corporation operates three underground mines and two surface mines on Wolf Creek in Martin County near Inez, Ky. The original underground development was begun in March of 1970. The property being developed is leased from Pocahontas Land Corporation. The A. T. Massey Coal Company, whose offices are located in Richmond, Virginia, is the parent company and sales agent for Martin County Coal. Duke Power Company is the customer who will take all the production from the mines which ultimately are scheduled to produce 2,500,000 tons annually. The Norfolk and Western Railway Company built a 24-mile railroad into this huge reserve of low-sulfur steam coal. Four coal seams, all above drainage, are included in the lease. The Middle Coalburg and Stockton seams are being deep-mined now and it is in three mines that the diesel haulage equipment is used. Those of you who attended the AIME meeting in Birmingham last October or the Diesel Symposium in Pittsburgh in January of this year are familiar with the introduction of trackless diesel-powered haulage equipment into our Martin County mines. I made a presentation at each of those meetings which dealt with our first experience with Wagner Mining Equipment haulage units. These machines are sold exclusively by Lake Shore, Inc. whose offices are in Iron Mountain, Michigan.

The importance of coal as the major energy source has led to wider interest in the recovery of waste coal fines as a usable product. An additional incentive for fine coal recovery has been the increased emphasis on environ- mental pollution control and conservation of the nation's natural resources, Accordingly, a series of studies and tests were performed to investigate the feasibility of the recovery, concentration, balling and pelletizing of coal fines as a marketable adjunct to existing mining and beneficiation operations. These studies were conducted at the existing operations of the Eastern Coal Corporation at Stone, Kentucky, and the Metallurgical Laboratory of Arthur G. McKee & Company in Cleveland, Ohio. The purpose of the investigations was to recover the fines from the effluent waste waters of an existing preparation plant and transform them into a high carbon, low sulfur and ash product capable of being handled with a minimum of degradation and dusting problems. The fines were relatively high in ash content prior to processing, and flotation pretreatment served a combined function of beneficiation, recovery and water clarification, The minus 28 mesh coal concentrate containing 40 to 45 percent minus 325 mesh size material had an ash content varying between 5 and 7 percent and a sulfur content of less than 0.5 percent. Chemical and size analyses of the effluent and concentrated fines are presented in Table I for comparison.

Introduction Although autogenous grinding applications date back to the early years of mineral processing when tumbling-type mills were first used, there has been a renewed interest in this type of grinding over the past few decades. A review of the historical aspects of autogenous grinding is provided which follows the development of the various types of mills and processes. Wet and dry grinding operations using either autogenous or semiautogenous mills, including the Aerofall mill, are described. Em¬phasis has been placed on the test work required to evaluate the feasibility of using autogenous or semiautogenous grinding for a spe¬cific application. The factors which must be considered to establish the appropriate design criteria for these types of grinding circuits are discussed in detail. Successful application of these grinding circuits results from a thorough test program, a careful analysis of the test results, and a practical engineering approach to the design of the process flowsheet and milling equipment. Certain pebble milling applications, where the pebbles consist of the ore or rock itself, can be classified as autogenous pebble mill grinding, or better known as ore-pebble mill grinding. In the generic sense, pebble milling includes those grinding operations using a tum¬bling mill in which the grinding media consists of various types of pebbles, either ore or other pebbles, instead of metal balls. Conse¬quently, this subject is covered separately in Chapter 5, Pebble Mills. Operating data from many of the installations located throughout the world are included in this chapter. Our appreciation is extended to those companies who contributed this important information. History of Autogenous Grinding F. C. BOND Autogenous grinding, the grinding of ore by itself rather than by special metallic or nonmetallic grinding bodies distinct from the ore, has an old and honorable place in the art of mineral processing. It antedates the use of the rod mill and is only a few years younger than the development of the continuously fed rotating tumbling mill in which it is accomplished. Its history71, 72 is inextricably bound up with that of gold mining. Every important early development of autogenous grinding took place on ores of gold, except in one case of silver ore. In common with many other features of modern mineral processing, autogenous grinding would have been greatly retarded if the winning of gold had been so small a part of mining in the past as it is today. Gold unlocked the secrets of rock-on-rock grinding. In years past gold ores were crushed in stamp batteries and then flowed over copper plates covered with mercury which amalgamated the gold. The McArthur Forrest cyanide process for the dissolution of gold in a dilute alkaline cyanide solution appeared in 1890. With finer grinding it recovered more gold than could be won by amalgama¬tion alone. The first response was to stamp in cyanide solution and finer mesh screens guarding the stamp discharge. However, the fine screens greatly restricted the tonnage stamped, and they wore out rapidly. Rotating tumbling mills70, 73 were the obvious choice to grind the coarse product from stamps. Many of these were Gates tube mills; more than 1,000 of these were sold between 1907 and 1913. They were made in 6, 51h, and 5 ft diam, with lengths of 20 and 22 ft. The 5 x 22-ft size was the most popular. The term tube mill did not refer to the mill shape, but included all tumbling mills using grinding pebbles. The flint or chert rocks found along the coasts of Denmark and Normandy are probably the most durable and resistant to abrasive and tumbling wear of any on earth. They were much used in the early tube mills. The early linings were all silex or Danish flint blocks, cemented into place with portland cement. Local hard stones or cast iron blocks were also used later. The cast iron liners carried lifters and were not bolted to the shell, but were held in a tight circle against it by steel wedges hammered home between them. The first ribbed metal liners designed to hold grinding pebbles pounded into them by the mill action were developed at El Oro, Mexico, about 1905. These and the Forbes, Komata, and Tonopah types, as well as the Osborne type developed in South Africa within about five years, were very successful in reducing liner wear. They sometimes lasted two years or more, and equalled or exceeded the life of silex lining at a lower cost. Some of the types were patented. The pioneer name recorded in the history of autogenous grinding is that of Kenneth L. Graham. In 1907 at the Geldenhuis Deep Ltd. mine near Johannesburg, he ran a comparative test on two tube mills. One mill used pieces of the common gold ore, or banket, and the other used the customary imported Danish pebbles as grinding media. He published the first account of autogenous grinding.'' In a test lasting 81 days the ore pebbles showed a definite saving over the Danish pebbles. Graham's historic paper also describes the invention of B. Chew of the Crown Deep Mines of the first trammel to be attached to a grinding mill discharge. The first known account of autogenous grind¬ing printed outside of South Africa was the description of the Graham test in Mining and Scientific Press's The use of grate- vs. overflow¬discharge was also described at this time." The news of this successful test appears to have had immediate effect, for by the end of 1908 the number of tube mills on the Rand had increased from 72 to 120.76 Presumably, most of these mills were now using autogenous grinding. The ore was principally a hard conglomerate of quartz peb¬bles cemented by silica, and was eminently suitable for use as a grind¬ing media. It is unfortunate that in South Africa the new autogenous process continued to be called by its old name of pebble milling, since the name does not distinguish between grinding with ore and grinding with extraneous pebbles. For increased clarity the former is called rock pebble milling. The first historical stage in the development was what is now designated as secondary autogenous grinding, or rock pebble milling. It consists of grinding a feed all passing 'A in. or finer with ore pebbles about 2 to 4 in. in diameter. The next stage to develop was that now called intermediate autogenous grinding, where larger amounts of larger pebbles about 5 in. in size were used to grind ore which had been crushed to about rod mill feed size or somewhat finer. It was developed on the Rand and in other places where coarse stamp screens were used to increase mill tonnage. In many cases the early secondary and intermediate autogenous mills have now been replaced by conventional ball mills and rod mill-ball mill circuits, with the object of further increasing grinding capacity. The third stage to develop is designated as wet primary autogenous grinding, in which run-of-mine ore or a primary crusher product is all fed to the autogenous mill together. It developed many years later indepen¬dently in the United States and in South Africa. The fourth and most recent stage is that of dry primary autogenous grinding, which developed in the United States and Canada. All four stages originated in gold mining. The first use of commercial autogenous grinding outside of the Rand apparently took place five years later in 1912 at the Santa Gertrudis gold mine at Pachuca, 55 miles northeast of Mexico City. The Oglebay Norton Company has traditionally been a supplier of metallurgical grade fluorspar gravel to the American steel industry and, in the early sixties, fluorspar pellets were entered into the market. The gravel has been imported from Mexico, the pellets were produced by the Minerva Company in southern Illinois. While the acceptance of the pellets by the industry was satisfactory, overall marketing considerations caused the Minerva Company to discontinue the pelletizing operations. Thus it was that Oglebay Norton came to the decision to revive earlier plans to produce fluorspar agglomerates. A survey of the market and related factors led into two basic conclusions: 1) Because of steel plant safety considerations, flat, pillow- shaped briquets were preferable to easily rolling, marble-like pellets. 2) Briquets competitive with gravel could be produced by cutting imported, low-duty, acid grade spar to metallurgical grade by limestone and binders. A plant was built in Brownsville, Texas, and started operations in early 1970.

The addition of new data and corrections can be made under the control of a simple editing session. All programs for this system are written in FORTRAN and executabe "MACROS".. After the addition of new data, the whole file Is reinitialized to update the binary file and cross-reference tables. Updating the binary file involves rerunning the initializing program. The creation of graphic plots like cross sections and plan views is menu-driven from a terminal and very user-friendly. Small files containing not more than 10,000 entries (survey and assay points) are suitable for this setup, particularly for computers with less than 2 Megabytes of real and virtual memory. The largest file processed contained 35,000 lines of survey and assay information and required 4 megabytes of virtual memory. Working with this size file slows down the time for the creation of plots and cross sections. Another independent system is more akin to a financial type of data base. It was installed in one Anaconda mine as part of the operation's inventory, warehouse, day-pay payroll, and purchasing data bases. It is a highly hardware-dependent system, in particular, IBM's CICS/VS (Customer Information Control System/Virtual Storage). This is a true relational data base that optimizes storage requirements, supports online inquiry, update, data entry, and data security. While this system has been tested and proven in accounting applications, it requires programming expertice in PL/I and other CICS utility programs. It is well suited for huge data bases (like the 35,000 lines of data), but cumbersome for small engineering files.

This paper describes six basic stages between perception and production for a new sand and gravel deposit. Sand and gravel, like many of our natural resources, is taken for granted. It is assumed by John Q. Public that because sand and gravel is ubiquitous that it is available whenever and wherever needed - so long as it does not have to be mined in his neighborhood. This idea illustrates one of the enigmas of the industry, the fact that sand and gravel is abundant; however, its availability is another matter. Another problem is that this resource falls in the category of high volume, low profit materials; therefore, transportation costs are critical. Transportation roughly doubles the cost of these materials. It is not difficult to find sand and gravel, at least in Michigan. The problem is to locate a new source close to a market, near an adequate transport route (usually a highway) and in an area which will allow mining.

Synthetic gypsum is the calcium sulfate co-product of a number of industrial processes. Synthetic gypsum utilization as an alternative to the naturally occurring mineral continues to grow in the gypsum industry. In particular, flue gas desulfurization (FGD) gypsum produced by the electrical utility industry has had a significant impact and a far-reaching effect on the gypsum wallboard manufacturing industry. This paper will discuss the various synthetic gypsum sources verses natural gypsum and highlight issues of use in gypsum wallboard and related products.

A study has been made of the reaction mechanisms occurring during the salt-roast process to form water-soluble sodium vanadate compounds from the vanadium oxide compounds present in vanadium-bearing ores and concentrates. Two reactions have been identified, either of which lead to water-soluble compounds--oxidation of sodium chloride by water vapor and. oxidation of sodium chloride by oxygen. The former reaction has been found to be predominant in the salt-roast process. A kinetic treatment of the data has shown that for the formation of sodium metavanadate the rate-controlling step in the reaction, in which sodium chloride is oxidized by water vapor is the decomposition of a species containing water and sodiumm chloride, on the surface at the gas-solid interface. For the formation of sodium pyrovanadate, the rate-controlling step is the decomposition of a species containing water and sodium metavaradate on the surface. The transportation of water through the system, perhaps as a sodium chloride-water complex or a sodium metavanadate-water complex, and the actual chemical reaction are relatively fast compared to the initial surface decomposition step. A similar treatment on the data for the oxidation, of sodium chloride by oxygen has shown that the rate-controlling step, is the actual transportation of oxygen from the gas-solid interface to the reactive site. This transportation is by a sequence of two diffusion processes. Transportation during the early stages of the reaction is by the diffusion of oxygen through a continuous layer of reaction product. After, the first few minutes of reaction time a second diffusion process begins and is continuous for the remainder of the reaction. This second diffusion process involves the diffusion of oxygen, through a layer of reaction product that has developed voids around which the oxygen must diffuse. The hindering, nature of this latter process causes the rate of transportation of oxygen to the reaction site to be considerably slower than by the simple diffusion mechanism initially followed. A thermodynamic treatment of the data has shown that the energy of activation for the decomposition of the water-sodium chloride species on the surface is -12.1 Kcal. per mole. For the decomposition of the water-sodium metavanadate species on the surface' the energy of activation is -15.1 Kcal. per mole. The results of this study indicate the limiting mechanisms of the basic reactions occurring during the salt-roast process. These results suggest what variables should be examined in applying this information to actual plant operations.

Large volume sand plugs are placed in tunnels to stem underground explosions at the Atomic Energy Commision's Nevada Test Site. Placement through long, narrow accessways is like stemming coyote holes and blast chambers in mining and construction. Experience with several other methods showed that pipeline conveying could be preferable. Small scale tests justified predicting a placement rate of 20 y. p. h. at 1000 feet, with a modified gunite placer. The initial production trial placed over 2000 c. y. and was estimated to effect a small cost saving after paying for new equipment. Initial problems included duct replacement and supply delays, dust, and other personnel hazards. Operations analysis and SOP'S reduced delays during the second field trial, minimized hazards, doubled production. Re cent re search and operations analyses produced data on abrasion resistant ducts, identified minor equipment modifications which can improve production, developed techniques for impact compaction to 90% ?maximum? and for extension of the practical range to 2000 feet. Twenty-two illustrations include an air consumption-distance chart.

To mine safely and efficiently the working conditions must be systematically de¬fined. Their uniqueness distinguishes mining from other engineering professions. The worst case in underground mining is delineated and termed "encumbered space'", since it "seriously impedes motion or action." Working space is inherently hazardous, transitory, and expensive, inducing it to be of low quality, tight and congested, vulnerable and deteriorating, and isolated and inaccessible. These adverse conditions, are damaging to cumbersome, mobile equipment, and affect all activities, including surface work. The conditions are reorganized using the fundamental engineering dimensions: space, matter time, people, and money. Comprehensive tables are presented with attention paid to "disaster potentials". Examples are cited.

A proactive design and construct approach was used to remediate the Warm Springs Ponds Complex near Anaconda, Montana under "Superfund". The pond complex is used for treatment/settlement of heavy metals and is a repository for 19,000,000 cubic yards of tailings, precipitates and associated sediments. Remediation has resulted in treatment/settling capacity for flows up to the 100-year flood (3,300 cfs); expansion from 5 to 11 ponds in series requiring 12.5 miles of new or improved embankments with associated hydraulic structures; flood protection for the 0.5 Probable Maximum -Flood (PMF) (70,000 cfs); and closure of exposed tailings along with aquatic and terrestrial habitat enhancement.

[One of the earliest records of pillar removal can be found in the 16th Chapter of Judges in the Old Testament. Here we read where the mighty Sampson removed the pillars from beneath the prison house causing the collapse of the structure resulting in his own death along with the deaths of the 3,000 Philistine occupants. Our problems at the Mi Vida Mine differ somewhat from those of Sampson of old, in that it is our aim first to remove the pillars and get out from under the back before the "house falls in" and, secondly, to remove the pillars without the lose of a single life or without even a single casualty. The problem of effective utilization of fly ash has been given wide attention for a number of years. Although the effort devoted to the problem has led to some applications of demonstrated usefulness, the full utilization of fly ash has been held back by lack of concerted research and development activity, by lack of effective dissemination to potential users of fly ash of the knowledge that is available from laboratory and field studies, and by the obvious variability of the product. Because of the variability in fly ash from one power plant to another and from time-to-time in the same plant, specifications have been set up defining compositional or property limits within which a fly ash must fall to be used in certain applications. This paper discusses the bases for such specifications and examines them in the light of recent research on the characterization of fly ash. Other limitations and restrictions on the use of fly ash and what is being done to overcome them are also discussed.

Nutrien has six potash mines in Saskatchewan and has been proactive in maintaining the integrity of their tailings facilities through ongoing assessment, design, operation, inspection, and monitoring. Nutrien commissioned a system inventory and semi-quantitative risk analysis (SQRA) of all dikes to further environmental stewardship at their potash facilities. The inventory assessed nearly 100 dikes; each dike was rated according to a probability and consequence factor and assigned a risk score. The risk scores were used to develop a risk matrix for each of the six sites and risk-response actions for each dike and segment. The inventories and SQRAs will help each site assess priorities for investigation and risk mitigation, if necessary. The study results will also help Nutrien refine corporate wide tailings governance standards and demonstrate compliance with various governance regulatory obligations.
