One of the most difficult items to justify economically on any budget is a training program. The costs can easily be identified--primarily the cost of the program and the inconvenience and cost of filling in for the men taking the training by working other personnel extra hours at overtime rates. Operating efficiency, higher productivity, increased plant availability, development of confidence, improvement in morale and less absenteeism are only a few of the benefits which far exceed the costs. A good preparation plant training program can accomplish more in 5 weeks than can be accomplished in five years of on-the-lob operation. During recent years, coal preparation plants have become more sophisticated and complex as the specification for coal used by electric utilities in their power plants have required improvements in coal quality to adhere to air quality regulations and to improve boiler performance and reliability.

Over the past few years, the use of fully grouted bolts to support the roof of underground openings has increased dramatically. While conventionally anchored bolts effectively reinforce the strata of over 80 percent of mine workings, the use of resin grouted bolts in areas of severe roof conditions has resulted in a substantial reduction in roof falls and an overall improvement in both safety and production. The Roof Control Group of Pittsburgh Technical Support Center, Mining Enforcement and Safety Administration, has conducted numerous field and laboratory investigations to isolate parameters which contribute to the effectiveness of both conventional and resin bolting systems. Specially developed strain-gamed resin bolts, compression pads and differential sag stations installed during the mining cycle have generated data reflecting the loading characteristics and resulting roof stability associated with each type of support. Additional investigations have produced optimum installation parameters of the two systems including the effectiveness of thrust/torque controls for conventional bolts and various bolt/ hole diameter combinations for fully grouted rods. Theoretical analyses, coupled with the actual field and laboratory findings and numerous installation observations have facilitated basic comparisons of the working mechanisms and failure modes of both resin and conventional systems.

The subject area known as upper Dry Valley is located 15 miles due east of Soda Springs in Sections 14 and 23, Township 9 South, Range 44 East, Caribou County, Idaho. The railroad extending from Soda Springs to its terminus at El Paso's Maybe Canyon mine is 8z miles to the north in lower Dry Valley. Initial data derived from trench work in 1962 revealed a variety of econom¬ically significant alterations of the phosphatic beds related to the rather unique geomorphic development in the northern part of phosphate lease 1-012989. It was apparent that such conditions, while valid for near-surface beds in a strike direction, would be misleading if projected to the proposed depth limits of strip mining. Consequently, a subsurface mapping program was initiated in 1963 to determine: (1) the depth and horizontal extent of weathering and related phe¬nomena, (2) the depth, thickness, and quality of ore beds and intervening strata, and (3) structural geology as a guide for mining procedures. Successful use of a scintillometer in 1956 to detect the subcrop position of phosphate beds in the Smokey Canyon area of southeastern Idaho led to the conclusion that gamma radiation surveys of drill holes could be a useful aid in subsurface mapping. The objectives of this paper are: (1) briefly to describe geologic features characteristic of the phosphate lease area and (2) to demonstrate the practical application and theory behind gamma radiation logging as an effective tool in the economic evaluation of a phosphate lease.

The bucket elevator is probably the oldest known form of conveyor. Its history can be traced back to the days of Babylon where wicker baskets lined with a natural pitch and fastened to ropes operating over wooden sheaves turned by slaves, were used for the elevating of water into irrigation ditches. It is not unnatural for the bucket elevator to be the first in history, for even today engineers and designers recognize that well designed, correctly applied bucket elevators offer unequaled advantages over other bulk material elevating methods. The bucket elevator's vertical design saves valuable floor space. It provides flexibility of machinery layout with lowest initial capital expenditure, which is its principal advantage. While the advantages of the bucket elevator have long been recognized, there has been a tendency to lean away from its use because of high maintenance without reliability. CHAIN Belt Company found that the bucket elevator, if correctly applied, can be built to be as dependable and reliable as any other piece of machinery in today's modern processing plants. It is not difficult to understand why the bucket elevator is looked upon sometimes as a necessary evil in the material handling system. Very little has been published or written about the specific use or application of bucket elevators other than in manufacturers catalogs. Most of today's elevator application was set forth at the turn of the century by Hetzel (1). There have been many improvements made in the manufacturing techniques of elevator components, improvements in material selections, all which can be used to improve today's bucket elevator. To best understand the improvements which have taken place recently in the design and application of bucket elevators, an understanding of basic elevator principles is desirable. In general, it can be said that bucket elevators are classified into two basic types : (1) centrifugal discharge and (2) continuous. Elevators in use today are either of the centrifugal discharge type or the continuous type, or a combination of both in special applications.

D-LM at Mobile The qualified success of iron ore pelletizing processes has influenced considerations for production of highly beneficiated fur¬nace charges. Such beneficiation would necessarily involve some forms of chemical and perhaps thermal conversion for production of prereduced pellets, preheated pellets, precalcined pellets, and perhaps pellets which contain all of the above features as preheated, prereduced, precalcined products. This type of furnace burden will be adapted within a new ironmaking process to be activated commer¬cially during the latter part of 196$ in Mobile, Alabama. This process will integrate a new pelletizing system with an electric smelting furnace and the pellets will be comprised of a composite charge blended from metallurgical proportions of iron ore, coal, and limestone. From the beginning, man has concerned himself with the task of controlling the elements and forces about him so as to provide a better and easier life. In the accomplishment of this task, he is required to utilize in the best way possible the resources which are available to him. In many cases, the available resources must bee refined before they are in a useable form. Many products in the mining industry fall into this category, as some form of refinement is generally needed to produce a saleable product. Over the years man developed more efficient ways of extracting the resources from earth through the use of electrical and mechanical devices. A reduction in manual labor, which is a by-product of increased efficiency through machines, has also been enjoyed. The combination of man's senses and new devices has also enabled man to reach a high level of control in the refinement process. Control of a process through machinery and man's senses has been termed an "art." Until recently man's senses (sight, feel) were the only method available for making measurements simply because suitable measurement devices (instruments) were not available. Even today some items cannot be measured and man's senses must be used. However, the development in our instrument laboratories tends to indicate that time will eliminate this. In recent years, control of many processes has been reduced to a science and part or all of the art eliminated. This does not imply that process art should be degraded; however, when a process is reduced to a science, uniformity of the product from day to day is attained. Decreased processing time and more efficient use of additives and raw materials are other benefits that result from control of a process when it is reduced to a science.

An auxiliary cross-pit mining system, working in tandem with the prime excavator, is evaluated technically, operationally and economically for application in the selective removal and replacement of soils and unconsolidated ovezburden. Previous studies on cross-pit technology and applications of this technology are briefly reviewed. Stratigraphy plus pit, operating and economic parameters are assumed and applied in the evaluation and comparison of a base case dragline system with two alternatives - a dragline/scraper-dozer combination and a drag- line/cross-pit system combination. The economics of the proposed cross-pit system favour it as a viable alternative to conventional systems.

Porphyry copper deposits in the southwestern Pacific area represent relative newcomers to the growing number of occurrences of this mineral deposit type. In addition to firmly establishing the importance of this region and its potential influence within the framework of world copper resources, the deposits of this region are significant from a scientific point of view because of their close relationship to the phenomena of Island Arc evolution. Since the discovery of Panguna on Bougainville in 1964, the list of prospects, proven and unproven, and developments, has grown to more than twenty and the number continues to increase. At the time of this writing, the number of prospects is imperfectly known but the following localities and numbers are fair minimum approximations: Manus (Admiralty Islands) (3); New Britain (5); New Ireland (1); Guadalcanal (2); New Guinea Highlands (6); Misima (1); and Fiji (2); Proven prospects are present in the new Guinea Highlands (2); one deposit is being developed in Test Irian, and one orebody, on Bougainville, is in production. This summary paper concerns a discussion of some of the geological characteristics of producers, developments, and prospects on the Islands of Nets Guinea, New Britain, Bougainville, Guadalcanal, and Manus. I am not aware of publishable data for Misima or Fiji. As so many variables ultimately determine whether or not a porphyry copper occurrence becomes an orebody, not the least of which is geography, this summary treats the characteristics of these occurrences which alloy; their assignment to the porphyry copper category. For purposes of this discussion, I have considered those copper occurrences which are apparently genetically related to talc-alkaline intrusions and in which the content of copper has been upgraded 50 to 100 times the Clarke for that particular host rock. Some of these occurrences are shown on Figure 1.

In deep strip mines the job of moving overburden may be so much bigger, and more costly than the removal of coal or ore that the operation is often called dirt mining. Constant improvement in stripping machines and techniques of using them is needed to offset rising costs and to increase production in mines that are now operating, and to make it economically possible to work deeper or thinner deposits.

As air quality sensor networks become increasingly popular in underground coal mines, it is important to generate paradigms for the application of the collected data. To date, air quality sensing has been primarily used as an early warning system for hazardous air conditions. Using data collected from a network of sensors in a US underground coal mine, we have created multiple visualization methods to show the interactions of carbon monoxide evolution with ventilation airflow. These visualization methods can allow for further analysis of the source of contaminant, as well as better data resolution across the area of concern within the mine. By utilizing univariate spatial interpolations, we present methods for identifying the movement of carbon monoxide at one-minute intervals. The resulting visualizations display the evolution of carbon monoxide concentration across a sizeable study area over a period of 14 minutes.

INTRODUCTION Nonfuel mineral markets have always tended to be volatile due to the cyclical nature of demand and the difficulty of fine-tuning capacity and output levels. Experiences over the past two decades, however, have been especially perverse. This short volume attempts to provide insights into this era and some guidance for the future. The papers are linked together by their focus on issues of productive capacity. At the same time, they provide a useful description, explanation and evaluation of the industry's evolution and its implications for the near-term. The regnant pessimism of the 1980s was very much alive during the early months of 1987 when the theme of this symposium was formalized. Indices of real metal prices had only inched-up from all-time lows in 1986. The hemorrhage of corporate red-ink was still a powerful memory. Frustration with the apparent inability of closures and reduced capacity utilization to re-establish market balance was strong. To the more pessimistic, the industry appeared destined to a quarter century of persistent excess capacity and nonremunerative prices. The conditions to support this pessimism were readily apparent. Economic literature tells us that surplus capacity is a complex, usually unexpected and often long-lived phenomenon caused by the interaction of at least three factors. The first is a rising capital-intensity of production. The second is the presence of aggressive new entrants whose capacity additions are typically (1) trade- dedicated because local market absorption is low; (2) cost-competitive for natural or policy-support reasons; (3) heavily burdened by debt-repayment obligations; and (4) viewed as important sources of employment, regional development and foreign exchange. The third, and often decisive, factor is an unanticipated decline or stagnation in demand growth for the sector's output. The first two factors combine to increase competitive pressures and to raise the actual or perceived cost of idle capacity. Market rigidity reduces responsiveness to price signals and distorts the burden of adjustment. Demand atrophy exacerbates these pressures especially on unprotected producers in the higher quadrants of the global supply function. In the mid-1980s, evidence of the existence of all these factors were easy to cite. Culprits were often identified. Claims for protection, global sharing of adjustment burdens, and imposition of disincentives to new capacity regardless of inherent economic status were co-dominant themes with the buzz-words of "competitiveness" and "level playing fields." This, notwithstanding the suggestions of the same economic literature that excess capacity persists longest when interventionist remedies permit it to continue. Today, only eighteen months later, the mood is decidedly more buoyant and most analysts are cautiously optimistic about the next few years. Many informed analysts have concluded that the excess capacity of the recent past has disappeared. For the present, the marketplace seems to have restored a balance between supply and demand. That the adjustment took five or six years longer than anticipated attests to the dramatic structural changes which have characterized the industry. The implications of these changes for the future are unclear. Were the macroeconomic shocks, coupled with industry transitions, so extraordinary in magnitude and timing that experiences were unique? If so, the next years may hold more stable and cautious times for the industry. Alternatively, is the inherently volatile metals industry facing a future of cycles equally perverse in terms of amplitude and duration due to economic uncertainities and inflexible industry response capabilities?

The Bureau of Mines is conducting research to boost domestic production of manganese. Virtually no mining exists in the low grade and/or small deposits that occur in this Country. One large, low-grade manganese deposit located in westcentral Arizona--The Artillery Peak district--was extensively studied and sporadically mined during the 1940's and 1950's. Although manganese mining in the district has been long dormant, recent studies indicate that the deposits may be amenable to economical production by heap and/or in situ leaching methods. A conceptual design for an in situ leaching system features undercutting and blasting a block of ore, leaching with SO2, and extracting the manganese as a sulfate or oxide. Possible applications to other manganese deposits depend upon formation permeability and specific manganese mineralogy.

Just south of the L'Enfant Station in Seventh Street, the WMATA system splits into two branches, each comprising twin single-track soft ground tunnels. Immediately at the beginning of the section, Interstate Route 95 crosses transversely over the alignment in open cut, removing most of the cover over the tunnels. Seventh Street spans I-95 on a bridge whose abutments and pier also cross transversely over the four tunnels, with their footings as little as 7 feet above the tunnel crown (Figure 1). Soil investigations revealed that the tunnels would have to be driven through mixed face, with a clay invert and a waterlogged sand crown. Thus, there was a good chance that the roof would fall in, leaving 1-95 and the Seventh Street Bridge in a crater. Since there was no roof that could be counted on, these were figuratively (and potentially truly) Washington Metro's Topless Tunnels (Figures 2 and 3). DESIGN ALTERNATIVES Faced with this situation, the designers considered several options, including temporary detours that would permit demolition of the bridge and building tunnels under the 1-95 Freeway by cut-and-cover methods. They also investigated structural underpinning of the bridge and freeway pavement, and strengthening the bridge abutments and center pier by post-tensioning to enable them to span over any subsidence trough.

Background of Erie Mining Company Erie Mining Company, managed by Pickands Mather & Co., is one of the largest producers of iron ore pellets in the United States. The plant is located at Hoyt Lakes, Minnesota, sixty-five miles north of Duluth on the eastern end of the Mesabi Range. Taconite Harbor, situated on the north shore of Lake Superior, is the location of its Power Plant and shipping facilities. (Figure 1) Even though the plant commenced operation in September, 1957, its true be-ginning can be traced back to 1931 when Pickands Mather, in conjunction with Bethlehem Steel Corporation and Youngstown Sheet and Tube Company, began investi-gating the possibilities of processing low grade ores. In 1940, Erie Mining , Company was formed. During the early and middle 1940's, laboratory and pilot plant research was proven to a point where a preliminary plant was deemed feasible and built in 1948. This plant had an annual capacity of 203,200 t (200,000 long tons) per year and, until mid-1952, was the only taconite plant in existence using commercial-size equipment. During this period, ownership of Erie Mining Company was expanded to include Interlake, Inc. and The Steel Company of Canada, Limited. In 1953, authorization was obtained from the owners to build a 7.62 M t (7.5 M long tons) per year plant at a cost in excess of $300,000,000.

Every underground coal mine in the United States must deploy and operate a wireless communication and electronic tracking system. This paper addresses the reliability and availability of an installed tracking system and the communications infrastructure that supports it. This paper assumes that the tracking system uses the communication system to perform its operation. A particular interest is the requirements for the systems to operate continuously without failure after a mine disaster for 24 hours, and the requirements in the MINER Act for the tracking systems to be “functional, reliable and calculated to be serviceable” and the communications systems “redundancy.” These requirements imply a certain reliability and availability. This paper describes a quantitative way to assess these systems requirements, using tools that are available to and commonly used by the reliability, maintainability and availability community.

"The successful commercialization of a pressure oxidation (POX) process for recovering metal values, including gold, copper, zinc, nickel and molybdenum, is the result of a carefully planned development program. The initial task involves developing one or more conceptual flowsheets, including the POX autoclave and downstream purification and recovery steps. A laboratory program is completed to determine the technical viability of the flowsheets, define the operating parameters for each step and provide information for an initial economic assessment of the process. The process is then confirmed during a continuous pilot plant program, providing engineering design data and other information for the commercial design. A well-thought-out development program has been shown to be critical for reducing the risk of commercializing POX processes. Experiences developing POX processes for refractory gold ores and copper concentrates are briefly discussed. IntroductionPressure oxidation (POX) has become a common commercial operation for processing sulfide-bearing feedstocks. These feedstocks include gold ores and concentrates; copper concentrates; nickel concentrates and mattes; zinc concentrates; and molybdenum concentrates. Drivers for the development and commercialization of POX processes include:• The high cost for pyrometallurgical processing of sulfide ores, much of which is attributed to environmental controls.• The motivation to implement safe and more environmentally attractive alternatives for sulfide ores.• The need to process increasingly difficult ores with complex mineralogy.• Improvements made over the last 25 years in POX equipment design and experience operating commercial POX plants.Although the capital and operating costs for commercial POX processing can be high, this technology is capable of rapid oxidation of most sulfides and arsenic minerals in the feed, with little noxious gases and environmentally stable iron arsenate and other iron compounds in the POX residue (Marsden and House, 2006).In POX operations, sulfides are oxidized to either sulfates or elemental sulfur in an autoclave at elevated temperature and pressure with oxygen gas. Tile Asheville Minerals Research Laboratory is a member of the Engineering Research Department of North Carolina State University. The Laboratory is engaged mainly in applied nonmetallic mineral processing research to assist the North Carolina mining industry. A few out of state projects are handled at times. The Laboratory helped to bring the flotation process to North Carolina feldspar, spodumene, mica and phosphate producers and maintains versatile batch and pilot plant facilities at Asheville. It is of interest that North Carolina has now one of the newest and largest flotation plants at Lee Creek where Texas Gulf Sulphur Company produces 10,000 tons of phosphate concentrate per day, and one of the smallest flotation plants at Pittsburgh Plate Glass Company's fiberglass plant in Shelby, North Carolina where $50,000 per year of platinum-rhodium metal is reclaimed from wasted fiberglass furnace refractories in a tiny flotation operation of pilot plant size. The conservation of mineral resources through improved processing methods has been the object of most of the Laboratory's projects. This work has been extremely interesting and rewarding in many instances. Or, the example of projects for Kings Mountain Mica Company it will be demonstrated how waste could be reduced step by step from 20 tons of waste per ton of product to LO tons of product per ton of waste by improved processing methods. Brick, high grade potash feldspar, and silica sand are now produced from formerly wasted materials. AL this time Laboratory work sponsored by three feldspar companies, the State of North Carolina, and the U. S. Bureau of Mines, is aimed at reducing the amounts of feldspar tailings in the Spruce Pine area. Mineral dressing techniques are applied to reclaim saleable mineral products such as feldspar, mica quartz, and to make more uniform material for possible ceramic and other applications. Processes to produce new products such as sand-lime brick, and lightweight foamed autoclaved calcium silicate building products will be tested.

The U.S. Geological Survey has for many years been flying and compiling aeromagnetic surveys. The aim is complete coverage of the United States, about half of which is presently done. Colored aeromagnetic maps at a scale of 1:1,000,000 are published as the states are completed; Minnesota and Colorado have been published. Michigan, Iowa, Nevada, Utah, Maryland and Virginia are presently being processed. Some of the most spectacular data collected to date is from the Piedmont of the Eastern United States. I am going to discuss a preliminary aeromagnetic map of the Piedmont region between New York and North Carolina, where coverage is nearly complete. This map has been compiled from many surveys. Flight spacing over Piedmont rocks is 1/4 to 1 mile with flight elevation of 500 feet above ground. The spacing over the Virginia Coastal Plain and Valley and Ridge regions is wider at 2 - 3 miles. Much of the data in Virginia has been produced by the Virginia Division of Mineral Resources. The map is colored on a spectral color scheme with red for the higher intensities and violet the low intensities. Each color represents a 100 gamma interval. Some of the highest intensities are beyond the range of the 13 colors - these are left white. It is necessary, of course, to remove first, the Earth's main magnetic field. The Geological Survey uses the International Geomagnetic Reference Field or IGRF (Fabiano and Peddie, 1969). The use of color in aeromagnetic maps is not new, but then not common. We have found that colored aeromagnetic contour maps are more useful by far than the uncolored versions because they allow the user to instantly compare intensities in widely separated areas and visualize long wavelength anomalies even when numerous short wavelength anomalies' are superimposed. One tends to see only steep gradients on uncolored aeromagnetic maps, the broad anomalies being quite invisible. We feel that colored maps take the place of various mathematically derived maps such as second derivative or averaged maps.

Some of the practices of the mining industry that may place an undesirable stress on the groundwater environment are coming under increasing scrutiny from legislators and regulatory agencies. Among these practices are mine dewatering, the use of tailings ponds, land rehabilitation, and technological innovations such as in situ leaching of waste clumps and ore deposits. Pernichele, noting that 24 states have enacted legislation controlling to varying degrees the environmental effects of mining, has emphasized the importance of assessing the potential for damage to groundwater when evaluating, planning, and designing mining projects. 1 Illinois has enacted legislation requiring anyone opening, operating or abandoning a mine site to obtain a permit from the Illinois EPA. The law is one of the first to require regular monitoring and reporting to a control agency. Legislation has also been recently enacted at the national level that will have a significant impact on the mining industry; e. g., the Federal Water Pollution Control Act Amendments of 1972 (Public Law 92-500). The stated objective of this Act is to restore and maintain the chemical, physical and biological integrity of the nation's waters. Specifically, according to Sec. 102(a), the Administrator of the U.S. Environmental Protection Agency (EPA) is required to prepare or develop comprehensive programs for preventing, reducing or eliminating the pollution of the navigable waters and groundwaters and improving the sanitary condition of surface and underground waters. The definition of the terms "pollution" and "pollutant" is of particular significance to those who must comply with PL 92-500. The definitions are quite broad and include most of the adverse water quality effects of man's activities. As defined in Sec. 502(19), "pollution means the man-made or man-induced alteration of the chemical, physical, biological and radiological integrity of water." Within the Act, the list of pollutants includes dredged spoil, solid waste, incineration residue, chemical wastes, radioaetive materials, heat, wrecked or discarded equipment, rock, sand, cellar dirt, and industrial waste discharged into water.
