6.1 PRINCIPLES OF PLANNING GROUTING OPERATIONS FOR SHAFTS, DRIFTS AND TUNNELS The planning of integrated grouting of vertical, inclined or horizontal underground workings in saturated, fractured rock includes the following phases: 1. Planning for the collection and analysis of geological information concerning the characteristics of the struc¬tural deformation(s) that produced the details of the frac¬ture system being studied. 2. Planning for the acquisition of initial hydrogeological information produced by the flowmetric and hydrody¬namic investigations (described in Chapters 2 and 3). 3. Computing the initial engineering calculations of the ex¬pected or planned dimensions of the isolation curtains for each water-producing stratum (fracture zone) and the expected areal spreading pattern of the grout in each of these water-producing horizons. The selection of the lo¬cations, the initial optimal number of holes and the vol¬ume of grout needed to create each isolation curtain also are included in this phase. 4. The selection or development of a grout formula for the specific hydrogeological conditions that exist at the site. 5. Identification of a resource (deposit) required to produce the grouting clay. The planning of grouting operations must be supported by the acquisition of all necessary initial data, which in¬cludes: 1. The geographic location and administrative responsibil¬ity (ownership and regulatory constraints) of the mineral deposit and any peculiar features of the area where ex¬cavation of the underground workings is planned. The surface relief, the hydrographic network of the region, and the local climatic conditions must be evaluated prior to planning for buildings and waste discharges if any. 2. The economic status of the region, the available trans¬portation, the nature of the energy base, the water and heat supply sources, the location of construction mate¬rials suitable for making the grout all must be deter¬mined. 3. The geological and hydrogeological characterization of the work site must be accomplished. 4. The technical features of the shaft(s) and underground works must be characterized. 5. The organization's principal initial design plan features and the construction sequence of all buildings and struc¬tures must be developed. These must be correlated with the organization and schedule for excavating the under¬ground works. The technical characterization of a shaft or of other un¬derground workings must contain information about the purpose of the workings, the design depth, the planned excavation procedures along with cross-sections, and the parameters of the lining, if a lining is required. The geology of the section to be penetrated must include geological data obtained from existing exploration activities at the mineral deposit and conclusions about the shaft ex¬cavation conditions obtained from drilling technical moni¬toring holes and exploration drillholes. The interpreted stratigraphic regime, including the thickness, strike and dip of each stratum, must be shown in cross-section. The tec¬tonics, including all geologic structures, must be presented by cross-sections. The bedding orientations must be used to identify anticlines, synclines, monoclines and faults. The lithologic composition and the drillability of the rock com¬prising the section must be examined. The character of the rock's fracture pattern must be presented. Finally the per¬meability, porosity and storage characteristics of each aqui¬fer must be determined by in situ hydraulic property testing (injection tests or pumping tests, as described in Chapter 3). The fracture pattern of the indurated rock is presented in reports derived from geo-exploration borehole studies and from studies of outcrops on the surface and in all nearby underground workings. The extent of each fracture zone is mapped in three dimensions. The distribution of fracture apertures, the nature of the fractures according to each litho¬logic stratum, and the relationship of bedding planes to each fracture system are all determined. Acoustic logs, downhole cameras, caliper logs, oriented core, and any other appro¬priate geophysical tools available are used to construct the data base for this purpose. The hydrogeological characterization of the geologic section to be penetrated by the workings is based on the analysis of hydrogeological data collected during the drill¬ing and testing of technical monitoring holes and from in¬formation on ground water inflow collected during the ex¬cavation of nearby underground workings, if such workings exist. The hydrogeologic characterization must contain the following information: 1. The identification of all aquifers, their thicknesses and their locations in the section, 2. The distribution of hydrostatic head in the ground water in three dimensions, 3. The coefficient of saturated hydraulic conductivity (per¬ meability) of each aquifer, 4. The porosity and storativity of each aquifer, and 5. The projected rate of water inflow into the shaft, drift or tunnel for each aquifer prior to grouting. This step is used to identify the zones to be grouted.

Tin has been one of the very few commodities which has been covered by an international commodity agreement. It is the only metal so covered. The reason behind tin's prediliction for an agreement has been the inconsistency of the price pattern for tin during the entire 20th century. It is not surprising in view - of the wide and wild fluctuations in its price that tin has been called the Cinderella metal. An examination, for example, of prices in 1977 alone attests to the erratic behavior of the tin markets. The high was recorded on October 27 at M$1,895 per picul and the low on January 3 at M$l,314 3/8, on the Penang market, a spread in Malaysian dollars of $581 for a picul weighing 133 1/3 pounds. The first steps in international cooperation on tin were taken after the price bonanza of the First World War. Despite a lack of increased consumption, and in spite of the fact there was no shortage of mining production during the war, prices boomed. Shipping shortages and thinning stocks brought about a situation where in the U.S., industrial stocks were only 1/6 of what they had been in 1914. The boom busted early. In 1921 the tinplate industry of the world had cut its output in half and total world consumption of tin fell by 1/3. Tin producers became so concerned that they created what was called the Bandoeng Pool. It accumulated stocks held by countries now known as Indonesia and Malaysia, amounting to 28 percent of the combined production of the two countries and about 15 percent of the total world for 1921. The pool holdings were shortly exhausted and thereafter in the years 1924 to 1928, general boom conditions existed for tin.

Evaporation and crystallization processes are used extensively in the mining industry to provide many pro-ducts. In the case of solution mining evaporators are used to concentrate, or to concentrate and crystallize the raw materials being mined. In the case of underground, or strip mining dissolving and crystallization are used in many processes in order to purify the ore to saleable materials. Presently evaporators and crystallizers are being used in the production of sodium chloride, potassium chloride, sodium carbonate, sodium sulfate, lithium chemicals, aluminum, and many others. The evaporator is a device designed to remove water or solvent from a solution. In an evaporator the energy released by steam condensing on one side of the heat transfer surface is transferred to the product solution on the other side of the heat transfer surface. As long as the boiling temperature of the product liquor is below the condensing temperature of the steam, the product solution will absorb heat. This heat absorption causes vaporization of the water (solvent) in the product solution resulting in concentration of the product. The simplest evaporator is the single effect evaporator. If we assume the feed introduced into the single effect evaporator is at its boiling point, ignore radiation losses, and assume the steam into the heat exchanger is dry and saturated, then the heat transferred will correspond to the latent heat of vaporization. Therefore, one kilogram of condensing steam will produce one kilogram of evaporation. Economies in energy usage compared to the single effect evaporator can be made by using multiple effect evaporators, or vapor recompression evaporators.

Longwall mining is considered the most efficient underground coal mining technique in terms of coal extraction ratio, production rate, and safety standards. Due to the increasing demand for higher coal production, wider panel and faster face movement have become the recent trends. Thus, longwall mining can create unexpected threats such as roof falls, excessive face convergence, shield damage and numerous maintenance problems causing sudden interruption of coal production and serious safety hazards. A recent study at the University of Alabama is dedicated to develop LoSCoMS (Longwall Strata Control and Maintenance System) which integrates real-time shield monitoring, data presentation, analysis, forecasting, and warning modules. The main objectives of this system is to provide the stability and maintenance information, at every minute, such as high load, low setting pressure, leg leakage, etc., analysis of various mining and geological parameters to determine past and present roof characteristics and forecasting of loading patterns for the following mining cycles, next periodic weighting, etc. Using this unique system, mine operating personnel are well aware of past, present and future roof loading patterns at the longwall face, and thus, proper safety measures can be taken ahead of time.

Due to the variability of subsidence characteristics across the U.S. coalfields, it was concluded that it would be practically impossible to develop a universal predictive model for mining-induced subsidence based on theoretical assumptions. Therefore, an effort was made to find a procedure to develop an empirical subsidence predictive model based on a sufficient Mount of field data from one mining area (in this case the Northern Appalachian Coal Region). It was also thought that this procedure, if successful, could be used as the template for developing predictive capabilities for other coalfields with different subsidence characteristics given a reasonable amount of field data. It has been found, in the Northern Appalachian Coal Region, that the variability of subsidence characteristics can be expressed by a polynomial equation developed through regression analysis of the variable subsidence coefficient and derived directly from the field data. In this study, field data were obtained from 11 Bureau longwall panel studies (16 half profiles) for static subsidence and 14 panels for dynamic subsidence. The effects of lithology, expressed in the form of a variable subsidence coefficient, have been separated for each test site by introducing a correlation between hythetically homogeneous overburden and existing ithological conditions. For each longwall panel, the characteristic of the variable subsidence coefficient was defined along individual static profiles. The definition of mean values with acceptable deviations is the substance of the predictive method. The same procedure was used to develop a predictive model for dynamic subsidence, since it war discovered that the rate of longwall face advance is not a necessary functional parameter. This paper presents the theory, development, and application of the static and dynamic subsidence prediction models.

INTRODUCTION A major function of the Mine Safety and Health Administration (MSHA), Denver Safety and Health Technology Center (DSHTC), Ventilation Branch, is to provide engineering analyses of underground mine¬ ventilation systems for coal, metal, and nonmetal in¬spection departments in accordance with field surveys and data analyses. Health and safety problems such as the control of diesel contaminants, dust, methane, radon, and radon daughters all are dependent upon ventilation. It is necessary for the ventilation engineers at DSHTC to have a complete understanding of the various and highly complex ventilation systems used in the nation's mines. Only through the proper assembly and analysis of data can the engineer determine the causes of prob¬lems and make suitable recommendations. Furthermore, the engineer must have the ability to predict the results of any such recommendations. In the study of the ventilation system at any indi¬vidual mine, it is common practice to collect data on airflow quantities and pressures at key points throughout the mine. However, these data give only a single point¬-in-time view of the system. As the mine develops and progresses, the system undergoes numerous changes; as the mine becomes more extensive, the ventilation re¬quirements increase, and the costs rise. For proper utilization of the available resources, it is necessary for the engineer to have a sound engineering basis for deci¬sions on how best to ventilate the mine. To evaluate the system as a whole, particularly re¬garding possible system changes, it has become necessary to rely on computers to perform the calculations in¬volved in analyzing the network. This chapter sum¬marizes the implementation of such computer capabili¬ties at DSHTC, as well as the services that are available from DSHTC. ANALOG SIMULATIONS AND ANALYSES OF VENTILATION NETWORKS As early as 1954, the US Bureau of Mines (USBM) in Pittsburgh, PA, was using an analog computer as an aid in analyzing ventilation systems. The Mcllroy Fluid Network Analyzer used filament-tube resistance elements and an electrical power supply to simulate mine-ventila¬tion systems electrically. This system is shown in Fig. 1. Analog simulation has proven to be a practical tool, providing fast analyses of complicated problems after the initial setup has been completed. Advancements in electronic technology over the past 24 years have made possible the construction of an analog computer that has streamlined several operating features of the previous machines. The DSHTC Ventilation Branch now has an improved electronic analog computer to assist in the analyses of ventilation systems. General Features As shown in Fig. 2, the analog computer used at the DSHTC Ventilation Branch has three "element" cabi¬ nets, a console, and a printer. The cabinets contain the fan elements and the airway-resistance elements that are used to "program" an analysis problem; each element is independent of the others. The console contains the "patchboard" and the controls necessary to operate the analog computer. The patchboard connects the inde¬pendent elements into the circuit appropriate for simu¬lating the ventilation system. The total system is controlled from a panel on the console, while the value corresponding to each element is set on the individual controls located on the face of each element. The control panel has three visual output displays that give the quantity of flow, the pressure of the output junction with respect to a datum, and the differential pressure across each element. The control panel also allows manual selection of the element to be monitored, or automatic scanning and printing of values for the entire system. Capabilities The analog computer can simulate an existing mine¬-ventilation network. This is accomplished by collecting field data at the mine to give a complete pressure-¬quantity network. Resistance values for each airway branch may be determined from the quantity of flow in the branch and from the pressure differential between the end-point junctions of the branch. The basic rela¬tonship to determine the resistance is expressed as: H=R •Q2 where H is the pressure differential, R is the resistance, and Q is the quantity of air in the flow. After the resistance values are known for all of the airways in the circuit, the elements on the analog com¬puter can be set to the corresponding values. Utah produces a wide variety of industrial rock and mineral commodities, valued in 1998 at $534 million (28 percent of the total non-fuel mineral production of Utah). Major commodities produced in 1998 include: halite; potash and magnesium chloride; Portland cement; sand and gravel; car- bonates including lime, limestone, and dolomite; phosphate; crushed stone; clays; perlite; gypsum; and sulfur and sulfuric acid. Commodities produced in lesser amounts include: diatomite; pumice; silica; lightweight aggregate; gemstones, ornamental stone, and mineral and fossil specimens; byproduct sulfur and sulfuric acid; silica; and building stone. The years 1993 through 1998 were a period of steady growth in industrial rock and mineral production. However, some commodities have grown much more rapidly than others. The robust western U.S. economy has stimulated production of construction-related commodities like sand and gravel, raw materials for Portland cement, lime, and building stone, resulting in exploration for raw materials, development of new quarries, and expansion of existing plants. Noteworthy specific developments include: (1) opening of new aggregate operations and buyouts of small aggregate operations by large national and international firms, (2) expansion of a lime operation and two cement plants, and (3) development of several new gypsum mines. The future of the industrial minerals industry in Utah looks promising despite a more restrictive regulatory environment and a growing anti-development attitude among its citizens. While Utah has become less pro-development than it was prior to the 1990s, it is still moderate compared to strongly anti-development states, so companies have some motivation to choose Utah in their strategic mineral development plans. As long as the western states' economies continue to grow, Utah's industrial minerals industry should thrive.

This paper describes the geology of the Kalamazoo copper orebody discovered in the course of an exploration project carried out by Quintana Minerals Corporation under the author's direction in an area immediately southwest of the San Manuel mine, Pinal County, Arizona. In the period 1943-1947, exploration projects were carried out in the San Manuel area by the U.S. Bureau of Mines and Magma Copper Company which resulted in the development of the San Manuel underground block-cave mine which is now in production at a rate of 41, 000 tons per day. Mining claims covering the area immediately west of the San Manuel orebody were staked in 1946 by Frank F. Salas, R. A. Buzan, H. G. Buzan, and W. C. Buzan of Mammoth, Arizona. These claims were optioned to Martha Purcell in 1946, and in the period of 1947-1958 seven churn drill holes ranging in depth from 1,400 to 2,950 feet were drilled by Mrs. Purcell. These holes did not intersect ore and no further deep exploration was attempted prior to the Quintana Minerals project which began in August, 1965, and which is described in this report. The Kalamazoo deposit is in Sections 3, 4, 9, and 10, T 9 S, R 16 E, Pinal County, Arizona, and it is reached by driving seven miles east from Oracle, Arizona (Figure 1) . Thompson who participated in the exploration planning of this project and to a number of other individuals who contributed to its execution and management. Petrographic work by J. M. It wasn't until late 1976 that the U. S. Nuclear Regulatory Commission (NRC) set about to address the uranium tailings issue in earnest. It was decided that a generic environmental impact statement related to uranium milling operations would be prepared to support formal tailings regulation. We recognized, however, that this was a task that would take many years to complete and we could not take a "business as usual" approach to tailings management in the interim; the issue was too sensitive. To facilitate licensing during the interim period, the NRC developed guidelines in May 1977, for the industry in the form of the following performance objectives for tailings management: Siting and Design 1. Locate the tailings isolation area remote from people such that population exposures would be reduced to the maximum extent reasonably achievable. 2. Locate the tailings isolation area such that disruption and dispersion by natural forces is eliminated or reduced to the maximum extent reasonably achievable. 3. Design the isolation area such that seepage of toxic materials into the groundwater system would be eliminated or reduced to the maximum extent reasonably achievable. During Operations 4. Eliminate the blowing of tailings to unrestricted areas during normal operating conditions. Post Reclamation 5. Reduce direct gamma radiation from the impoundment area to essentially background. 6. Reduce the radon emanation rate from the impoundment area to about twice the emanation rate in the surrounding environs. 7. Eliminate the need for an ongoing monitoring and maintenance program following successful reclamation plan. 8. Provide surety arrangements to assure that sufficient funds are available to complete the full reclamation plan.

INTRODUCTION The purpose of this paper is to summarize the current status of reagents used in the mineral industry plus present some current challenges and possible new technologies of the future. Table 1 lists the important families of reagents which, when taken together, constitute at least 95% of the current commercial reagent market. A very approximate estimate of the free world reagent market size in mineral applications is about 1.5 to 2.0 billion dollars (U.S.) using 1985 data. Obviously, to serve such a large market requires the effort of many different types of commercial supply sources. It is estimated that there are over 300 industrial firms in the free world that have a dedicated business/technical structure for supplying reagents related to the mining industry. There are a number of characteristics which are associated with the product families listed in Table 1. Understanding these characteristics helps to provide a realistic economic/technical basis for outlining future challenges in mining chemicals. 1.Essentially all of the products listed are old chemistry in the sense that the molecules have been known and manufactured for at least 25 years. This has not been a highly dynamic field of endeavor from the viewpoint of new product introduction. 2. The greater majority of the products listed can be viewed in commercial terms as "commodity" chemicals, that is, they are available from many sources and the pricing of a some- what generic product generally dominates differences in product quality or uniqueness. With commodity pricing, reagent suppliers significantly reduce research expenditures, loosen product quality somewhat if the applications of the reagents allow, etc. in order to be cost competitive.

According to the Project Independence blueprint, a 270 percent increase in coal production is expected from western coal fields compared to an increase of 100 percent for the nation as a whole. Furthermore, 30 percent of the total United States coal reserves lie in the western states, which are classified as beyond the strippable limits and can be recovered only by underground methods. In view of the fact that the majority of the seams in the West are thicker than those presently mined in other parts of the country, it is important to consider the parameters that relate to mining thick seams and the factors that affect such mining systems. Apart from thick seams, a common feature of many western coal fields is the occurrence of multiple seams that lie in close proximity to one another. These multiple seam deposits present difficult mining problems that have not been encountered to any degree in other U.S. coal fields; for example, ground pressure changes in one mine level caused by mining in the other, sudden water or gas influx from the adjacent levels, the danger of spontaneous combustion in gobs and large and complex subsidence displacements on the surface. Perhaps equally important is the fact that the country can ill afford the present systems of underground mining that attain only 50 to 60 percent coal recovery. With the probability of increased thick seam mining, conservation shall be a focal point in future mine design systems. It is possible that in the future it will be forbidden to adopt the present day wasteful mining methods to ensure that coal can be conserved for future generations.

A prototype expert system for planning and designing underground coal mines has been developed in a doctoral study (Basu, 1991) at the University of Kentucky (U.K.). The objective of the study was to provide a design tool for configuring layout parameters, production systems, and for determining economic feasibility. Details of knowledge engineering and the prototype knowledge-based system for integrated and intelligent planning and design have been covered in the dissertation. The prototype demonstrates its robustness by allowing interaction among major design components, most notably among ventilation, ground control, and production planning. A plan for testing and evaluating the prototype, an important phase of software development, is presented here. Existing evaluation procedures for expert system prototypes are discussed and the evaluations for the underground coal mine design expert system prototype are included. The initial testing plan used senior-level mining engineering students to test the acceptance of the prototype. This test suggested the usefulness of such a system for training and instruction. This initial acceptance test was performed with the feasibility prototype. The other test objective, i.e., testing the model's accuracy, involved extensive participation of domain experts. For overall accuracy evaluation, an existing underground coal mine design was compared with the output from a design session using the expert system prototype. The testing procedure is not an isolated, independent development phase. Much of the accuracy evaluation is done at the time of knowledge base development. Therefore, the knowledgebase itself does not need a formal test phase. The major purpose of the field testing is to determine probable user acceptance. The acceptance test determines the completeness of the prototype and also will determine efficiency of user interfaces.

Core Laboratories, a division of Western Atlas International, maintains laboratories in all energy-producing areas of the United States, as well as in many foreign countries. Central to laboratory operations has been the incorporation of computers and computer software. Core has developed a mu1tiuser Laboratory Information Management System (LIMS) , which is currently installed in numerous company sites in the U.S., and is now undergoing installation in Canada. In addition, Core has provided custom soft ware to contract laboratories which Core operates on behalf of mining firms. The software development was done under the direction of the author in Denver, Colorado, and Casper, Wyoming. The intent of this paper is to pass some of the practical experience gained by our efforts on to those who wish to utilize computers more fully in the laboratory setting. The product of analytical laboratories is numbers. Nothing else comes from our work. We deal in information about samples. It is then reasonable to assume that the computer would be central to a laboratory operation. The hard part is to initially define what kind of computer the lab operation needs. The choices today can be very complex, and almost every hardware salesman is full of bad advice. Even the people in your own information services department may hold divided opinions. Since the advent of the personal computer, we have lived with a polarized data processing community. The PC boys consider their machines equal to any challenge, while the "save the mainframe" crowd view the PCs as limited toys that are only good for the things that clutter up a real computer. Management tends to lean toward whatever costs the least.

Cobalt-rich ferromanganese crusts are one type of the two oxidic metallic mineral resources in the deep ocean that incorporate metals supplied and transported from both land (aerosols, continental run-off) and sea sources (oxygen-minimum zone, hydrothermal alteration of the oceanic crust). The substances directly precipitate from cold seawater under more or less oxic conditions and form thin layers (2 up to 25 cm thick) on hard substrate rocks like volcanic hyaloclastites, weathered basaltic rocks and/or carbonate-fluorapatite; in the crusts many metals therefore exist in the highest state of oxidation. Deposits of the Co-rich ferromanganese crusts are found throughout the global oceans on the flanks, terraces and summits of seamounts and submerged volcanic mountain ranges and platforms, where the ocean currents have kept the seafloor more or less free of sediment for millions of years. The process of hydrogenetic precipitation is basically an inorganic colloidal-chemical and surface-chemical mechanism. Elements in seawater may occur as dissolved hydrated ions or as inorganic as well as organic complexes which in general have either a positive or a negative surface charge depending on the pH of the respective aqueous environment. Those complexes may form hydrated colloids that interact with each other and with other dissolved hydrous metal ions. Hydrated cations such as Co, Ni, Zn, Sn are, for example, attracted by the negatively charged surfaces of colloidal hydrous Mn-oxide particles, whereas hydrated anions (e.g. oxyanions) and elements forming larger complexes with low-charge densities (e.g. U, As, Th, Hf, REE) are attracted by the slightly positively charged hydrous Fe oxihydroxide particles.

In 1973, the Subcommittee on Contracting Practices, U. S. National Committee on Tunneling Technology, National Academy of Sciences, under the able chairmanship of A. A. Mathews, Engineering Consultant, now residing at Kaunakokai, Hawaii, undertook the task of developing recommendations for improving the performance of underground construction work, reducing the costs of such work and minimizing the adverse atmosphere in which owners and contractors were performing their respective functions. The author of this paper and C. F. Palmetier, a highly qualified engineer, were thereupon appointed as staff assistants to the Subcommittee, to conduct a study of existing practices and relationships in Western Europe and in the United States, to formulate recommendations, for consideration by the Subcommittee and the participants in a future workshop, as to desirable improvements in United States contracting practices and relationships. The study, conducted during 1973 and 1974, involved personal interviews of a total of 162 owners, engineers, contractors, lawyers, and educators throughout the United States and in 7 European countries, the analysis of 178 replies to questionnaires sent to individuals and firms involved directly or indirectly in construction, and a workshop, near Napa, California, attended by 53 representatives of all segments of the construction community. The resulting report, entitled "Better Contracting for Underground Construction", was submitted by the Subcommittee to the National Academy of Sciences, which approved its publication in 1974 by the National Technical Information Service. INTRODUCTION The phrase "subsidence control planning" can refer to the use of specific mining methods and-specialized techniques to control subsidence events or it can refer to planning for subsidence by predicting its magnitude and timing and further planning mitigation strategies. In the first case the objective is actually subsidence prevention while in the second it is a design procedure that seeks to maximize the use of both surface and subsurface resources. Neither technology is well developed at this point. The purpose of this presentation is to briefly outline the Department of Energy's Subsidence Program. This program is, in general, bases on the premise that subsidence control technology, by any definition, can be accomplished only through a thorough and rigorous understanding of subsidence phenomena. This understanding must come from many well planned and executed studies of stress redistribution and strata deformation as they occur during mining activities. There is presently considerable incentive to improve our subsidence engineering capabilities due to the desire for increased coal utilization with acceptable environmental impact. Considerable research in this area is being sponsored by federal and state governmental agencies, universities, and the coal industry. Federal sponsorship has been borne by the Department of Energy, the Bureau of Mines, the Office of Surface Mining and the U.S. Geological Survey for the most part. These agencies have carried out basic research in their laboratories and have contracted with other organizations for additional work. At this time most of the available resources are directed toward contract research, especially in DOE. It is the DOE research plan which will be addressed here.

If the primary purpose of a control system is to assure a fixed-quality product at maximum yield, the real issue involved in control of the fine coal cleaning circuit in a plant is to demonstrate that control is technically feasible and economically beneficial . This paper suggests that it is not easy to do so in most cases. Fine coal, defined here as the 28 mesh x 0 fraction of the plant feed, is generally cleaned using a combination of hydrocyclones and flotation. Both of these processes are relatively insensitive to changes in operating variables. Further, the fines fraction general 1 y forms no more than 20% of the plant feed and, at times, is as low as 10%. The instruments to measure flow rates, densities, and product qua1ity (ash, sulfur, etc.) are not sufficiently accurate to allow effective responses to changing state variables and product quality. It is sufficient to run the fine coal circuits at maximum recovery, and the control of product quality and optimization of yield should be achieved by controlling the coarse coal circuits and measuring the quality of the entire clean coal leaving the plant. This contention is made with particular reference to U.S. plants cleaning coal for the utility industry and should be viewed in this context only. It is explicitly admitted that this strategy is mathematically non-optimal in the sense that all size fractions are not necessarily cleaned at equal elementary ash, and would result in a loss of yield. However, under the conditions of conventional coal cleaning practice, this is a sensible approach.

Nast Tunnel is the first granitic rock tunnel to be excavated by a machine for the U. S. Bureau of Reclamation. The machine has excavated 7500 ft of the tunnel at this writing. There have been a few good performances; 31 ft in 1, 8 hr shift, and 75 ft in a 24 hr period, but generally, progress has been slower than that accomplished in the area with reasonable comparable conditions using conventional excavation techniques. Button cutters, now employed using compression as the means of fracturing the rock, gives an average cutting rate of 3 ft per hr. Disc cutters manufactured by the machine builders were tried briefly but the snap rings holding the discs to the hub failed. However, disc cutting rates of 6 ft per hr were recorded for short periods of time in a competent coarse grained porphyritic granite. The snuck was also considerably larger and more easily handled than that produced by the button cutters. Hughes Tool Co. is working on a disc type cutter and expects to have them on the cutterhead by mid June. LOCATION, DESCRIPTION AND BID OPENING Nast Tunnel is located 2 miles west of the Continental Divide and 39 miles east of the town of Basalt in Pitkin County, Colorado. The outlet portal is in the Fryingpan River Valley at an elevation of 10,000 ft. The tunnel is a 3 mile long, 10 ft diameter gravity flow water conveyance structure and a part of the west slope water collection for the Bureau of Reclamation, Fryingpan-Arkansas Project. Proposals have been made by two organizations, the International Standards Organization (150) and the American Conference of Governmental Industrial Hygienists (ACGIH) for a revised respirable dust criteria and criteria for thoracic and inspirable dust. These criteria yield different results than criteria based on lung deposition patterns in assessing the hazards due to dust exposure. Since these differences are a function of the size distribution of the dust an analysis of dust size distributions from various mining operations was performed to determine the amount of difference that could occur. The dust size distributions available for this analysis were taken from U.S. coal mines and from Chinese metal mines. The mass of mechanically generated dust that will deposit in the alveoli was found to be in direct proportion to the ISO/ACGIH criteria estimates in the mines studied. Therefore, respirable dust estimates for substances such as coal and silica are not a problem. Estimates of exposure to diesel exhaust in these mines, however, were not always in the same proportion to the estimated alveolar deposition. Also, concern with an excess of bronchitis among miners may not be adequately addressed by the use of samplers conforming to the ISO and ACGIH criteria. The cascade impactors used to acquire the data for this analysis require four to eight substrates per sampler. For daily dust exposure assessment this method is cumbersome and time consuming. Therefore, two new samplers have been designed to meet the need for determination of deposited dust mass. These samplers follow the lung deposition curve rather than the penetration curves proposed by the ACGIH and ISO and require analysis of only two substrates per sample.

INTRODUCTION The Keystone Tunnel project consists of widening an existing 7.3 m-wide (24 ft) highway tunnel to a width of 13.7 m (45 ft) to provide a three-lane, two-directional highway tunnel. The 13.7 m-wide tunnel was excavated in a staged drill-and-blast sequence through foliated schist, and was supported using pattern rock reinforcement and shotcrete. Notable project features are: the low vertical cover over the tunnel is less than the span of the opening; the project is the second instance where the Federal Highway Administration (FHWA) has accepted rock reinforcement as a permanent support element; and the project is the first instance where the FHWA is accepting shotcrete as the final interior surface of the tunnel. This paper covers the design and construction phases of the project. PROJECT DESCRIPTION The South Dakota Department of Transportation (SDDOT) retained Woodward-Clyde Consultants (WCC) to evaluate the feasibility, prepare construction plans and specifications, and provide construction management services for the widening of the Keystone Tunnel. The tunnel is located in the Black Hills National Forest area of South Dakota near the southwest corner of the state. The Keystone Tunnel is on U.S. Highway 16A, about 0.8 km (1/2 mile) north of Keystone which is approximately 32 km (20 miles) south of Rapid City (Figure 1). Highway 16A serves as an important transportation link between Rapid City and the Mount Rushmore National Monument which is located about 2 miles west of Keystone.
