The first reaction in organizing a project of magnitude is that it's the same as smaller projects -- just bigger. This is not totally correct. The industry's record of completing big-money jobs on time and within budget is not outstanding. From a personal point of view, my question is: What is the project size at which controls are lost? Is it controls? Is it the number of pieces of equipment? Is it the number of decisions to be made? The slowness of communications? Or is it a combination of all of these? In working on multimillion-dollar jobs, the percentage of overrun seems to be lower or show an underrun when the following basics are followed: 1) Preplanning is intensified 2) Data gathering is complete 3) Approach is optimized 4) Planning is realistically scheduled 5) Changes are minimized 6) Decisions are expedited

INTRODUCTION In the past three decades, world trade has grown from less than $100 billion per year in the years following World War 11 to slightly more than $300 billion in 1970 and over $2,000 billion in the early 1980s. Adjusted for inflation, the real growth of world trade in 1972 dollars increased from less than $175 billion per year in the early 1950s to slightly more than $342 billion in 1970 and almost $700 billion per year by the early 1980s. Thus trade as a whole has increased a little more than twofold in real terms in the past decade." Mineral commodities constituted approximately 20% of the value of total world trade in 1970, and significantly more than that proportion in terms of physical volume. By 1980, de- spite rapidly rising petroleum prices, mineral commodities accounted for roughly 18% of the total value of world trade. Crude oil alone ac- counted for about 16%, making it the single most important commodity in international trade. The worldwide recession of 198 1- 1983 brought a dramatic decline in both volume and price of crude oil, shrinking the impact of mineral commodities to roughly 10% of the value of total exports, worldwide, in 1982- 1983. The decline of mineral commodities as a pro- portion of the value of world trade in the decade 1970- 1980 is due largely to the increasing importance of manufactured goods and consumer products such as automobiles and electronic items. During this period, mineral commodity trade expanded roughly sixfold in terms of current dollars to an estimated $350 to 360 billion in 1980. This was equivalent to doubling the real value of mineral commodities in international trade in the 1970- 1980 period in constant dollars. The U.S. Bureau of Mines has expanded the traditional definition of mineral commodities to include semifinished products such as iron and steel (in addition to iron ore), refined metals such as copper, lead, zinc, aluminum, and tin, concentrates, scrap, and petroleum products. Since large quantities of essentially mineral derivatives travel in this form, it is reasonable to use these expanded definitions in stating the role of minerals in world trade. Thus minerals in world trade comprise 30 to 33% of total export trade in all commodities during the period 1976- 1980 (see Table 1.3.1). In addition, the U.S. Bureau of Mines estimates the value of all mineral commodities consumed in the world (at the national level) and compares this value to total worldwide commodity consumption. By this system, mineral commodities range from 30 to 40% of all commodities consumed each year in all countries during the period 1976- 1980 (see Table 1.3.2). The growth in export trade in mineral commodities by commodity group is shown for the period 1976-1980 in Table 1.3.3. These data parallel the swings in worldwide economic activity during the same time period. At this 5th U.S. Mine Ventilation Symposium I would like to focus your attention on safety and the contribution of the ventilation engineer over the past 50 years. This conference affords us the opportunity to express, to listen, and to learn. As ventilation engineers it is indeed an exciting time--a time that not only stimulates our imagination but also pin points our aims in our quest to obtain zero fatalities by the year 2000, the goal expressed by William J. Tattersall, Assistant Secretary of Labor, Mine Safety and Health Administration. In the past, coal mine ventilation has often been unfortunately synonymous with explosions and resulting fires. Those not familiar with us do not recognize the painful evolution of the coal mining industry and particularly the evolution of mine ventilation. To put my presentation into perspective, I recently reviewed a U.S. Bureau of Mines Bulletin No. 586 - "Historical Summary of Coal-Mine Explosions in the United States 1810 - 1958 prepared by H. B. Humphrey Mining Health and Safety Engineer. This bulletin was published in 1960. Mr. Humphrey stated "In 1946, factors contributing to the explosions occurring from 1941 to 1945 were: (1) The rapid increase in the use of electrical equipment at face regions where gas and dust are most likely to be found; (2) the increased demand for coal with the desire to obtain maximum tonnage per machine at minimum cost, which in many mines has resulted in neglect of even rudimentary precautionary measures; (3) multiple-shift operation without provision of time for adequate maintenance of equipment, effective rock dusting, and testing for gas; (4) decrease in supervision owing to demands on supervisors for maximum tonnage and loss of competent supervisors to other employment; (5) lack of effective supervision, owing to numerous new conditions, some of them war-connected; (6) inability to obtain adequate equipment repair and replacement parts; (7) shortage of labor and inadequate training of coal-mine workers; and (8) failure of both miners and mining officials to show regard for safety in changing from hand-loading to mechanized methods". Most of the eight factors listed by Mr. Humphrey continue to affect our work lives as mining engineers. The increased demand for coal with the desire to obtain maximum tonnage per machine at minimum cost has never changed. The local and regionalized coal industry of the 40's is today competing against the world coal market. Our mines work or shut down based on cost. This has always been the case. During the five year time-frame Mr. Humphrey was documenting, 345 miners were killed in major explosions. A major explosion was one in which five or more miners were killed in a single accident. In addition, 105 more miners were killed in minor explosions for a total of 450. What a wanton waste of life. What fears, anxieties, miseries, and sufferings were created by these accidents. However, we must remember and keep in mind that the coal mining company officials, engineers, and foremen, the governmental agencies- federal, state, and local - were using the technical tools and knowledge available to operate the mines as safely as they could. Obviously mine ventilation engineering technology was woefully inadequate.

Throughout the history of the development of mechanical conveyor systems, it has always been an established condition that loads are received at one end of a single-belt conveyor and discharged at the other end, in a point-to-point, manner. In systems designed for the continuous transport of granular materials, vertical or horizontal changes in; direction have always necessitated two or mope single-belt conveyor units, with a corresponding number of motors, assemblies and attendant mechanical and human or electronic controls. Besides these high-cost factors, every change in the system's direction also calls for a transfer point that involves a drop-back of the material from one level to another with some loss of the material and, in many cases, unwanted additional granulation. Where changes in the location of the discharge point are wanted, the conventional single-belt conveyor must either be replaced by a shorter or longer unit or additional units purchased and installed, or existing units rearranged. This can take days or weeks, and involve special expenditures as well as loss of valuable production time.

Calcium carbonate is one of the most widely used industrial minerals in applications like cement, lime, agriculture, power plant fluegas desulfurization (FGD) and construction aggregates. Most applications are generally high-volume and low value ($9/t or $10/st) or less free-on-board (f.o.b.) mine site) uses of this material. Specialty uses of ground calcium carbonate (GCC) are typically referred to as ?performance mineral? or ?extender and ?ller? applications. Primary specialty markets for GCC include paper and plastics as well as a number of construction applications including joint compounds, carpet backing, paint, and adhesives, caulks and sealants (ACS). Other important specialty applications for GCC include rubber, food and personal care products. A new and growing application for GCC is in nonwoven fabrics, where this mineral replaces a small percentage of the polymer. Typical specialty applications for GCC are color sensitive and require extremely white/bright materials. Although deposits of limestone are located in most states, high brightness resources are relatively rare and controlled by a limited group of suppliers.

Estimated costs and revenues can be used in the evaluation of post- mining land use alternatives. However, post-mining land use decisions have to be made in an environment complicated by several additional factors. These factors, including cultural, natural, and managerial issues, are not as easily quantified as costs and revenues but may be more important determinants. There- fore, some approach is needed to attach relative weight to the various factors. The concept of fuzzy sets assembled into a structured hierarchy facilitates analysis of the relative value of individual factors and their impact upon each alternative under consideration. In this paper, a method is presented which employs fuzzy set analysis to evaluate postmining land use plans on the basis of these nonquantitative factors.

Traditionally the mining industry has been lagging in application of computers in their daily or long range plan activities compared to other industries. The question then remains as to how the technology of higher computing capacity for less cost is going to affect the mining industry and how the lukewarm reception of engineers in acceptance of computerized mine planning in the past is going to change because of the new wave of high techology. These questions and the reasons for the lack of usage of computerized mine planning systems by engineers will be evaluated in this paper. In addition, alternatives available to the mining industry will be analyzed and the direction of the future "user friendly" software will be discussed.

There are numerous techniques and predictive models used by geologists and mining engineers to define coal reserves and plan mines. The traditional reserve estimation methods commonly used include the isopach, triangular, polygonal, inverse-distance weighting, weighted-moving-average, and trend-surface methods. Geostatistically-based estimation techniques are now being examined by many geologists and mine planners as a superior alternative to these traditional methods. With today's coal mine development costs often exceeding $100 million, and power generation $1 billion, it is logical that a technique that can indicate the degree of confidence associated with a reserve estimate (fuel supply), and thus also the degree of risk, is highly desirable to the coal producer, the financiers, and those desiring to commit to coal utilization under short or long-term supply arrangements.

A new prinicple of side dumping front end loading for underground mucking machines has completely changed the concept of underground loading and haulage equipment arrangement both in production and development work loading. Versatility and adaptability of this type of machine permits combinations with a broad range of haulage means not possible with -conventional overhead loaders. Steel "armored" conveyors serving this type of loader are replacing conventional rail mounted car haulage to give a continuous loading operation and effect important economics of reduced manpower, faster loading rates and fewer working areas for a required production. First used in Germany this easy to control and highly efficient means of placing rock from the muck pile on or into haulage means has advanced the art of underground rock loading more in the past three years than any other advancement since the first successful small crawler mounted air powered loader was introduced in 1954. Bucket type loaders with a relative new side dump principle are gaining in popularity for underground loading. They are replacing conventional overhead loaders in present applications and becoming first choice in new ones. Primarily for hard rock development and production loading they are also widely used in production loading of coal and other soft materials. This discussion briefly traces the historical development of hard rock underground loaders to the new side dump type and its present population. In more detail various applications, loading techniques and the advantages of operation, production and economy with the side dumper in hard rock loading will be dealt with.

A technique is presented for simple characterization of the performance of flocculents in various mining applications. The method utilizes three key parameters obtained from raw settling data and combines them into a single athematical parameter called the desirability coefficient. The first two parameters are the timesrequired for the slurry-supernatant interface -to fall to two selected fractions of the starting height, and the third is the clarity of the supernatant liquid. The relative values of the three parameters may be assigned different weights in order to make them correspond with laboratory and field performance requirements of a particular industry. Provision is also made of an, internal comparison of test flocculant data with that of a control.

This paper will deal with the radio remote control of locomotives engaged in the railroad haulage of crude ore and waste rock at this property.

Electromagnetic energy emitted from electronic devices has been known to interfere with other electronic systems, hindering their ability to function properly. Mines have many electronic devices critical to the health and safety of mine workers that could be negatively affected by electromagnetic interference (EMI). To ensure that devices are electromagnetically compatible, tests must first be conducted to measure emissions and check for immunity. Standards are available across multiple industries that prescribe emission limits and test methods for electronic devices. A literature review was conducted in this study, and an overview of EMI standards in other industries is provided. Also, an example of how a standard can be applied to mining equipment is presented.

Nonbauxite ores such as aluminum silicate clays and coal fly ashes have been widely considered as potential resources of alumina (Al2O3). The interest focused on these ores is due to their high alumina content. Over the years, in countries where there are little or no bauxite reserves or where the recovery of existing bauxite ores to produce alumina with the Bayer process is not economical, alternative processes have been explored. Among these processes, acid leaching is seen as the most attractive process. In the acid leaching process, heat treatment for thermal activation to destruct the refractory structure of the minerals in the ores is generally recommended as a pretreatment method. Recently, the applicability of high energy ball mills, which are useful for mechanical activation as a pretreatment method before leaching, has attracted much attention. This is a short summary of our previous review [1], giving the details of alumina manufacturing from thermally and mechanically activated clays and coal fly ashes by acid leaching.

The growing availability of information and data analysis capabilities provides new opportunities for improving the performance of operations. By using real-time measurements and artificial intelligence, it is possible to respond faster to changing conditions, while accurate and timely information permits the rapid evaluation of changes and fast business improvement decisions. This paper presents a blueprint for system alignment, organizational design and management practices to leverage these developments in performance-driven operations management in mining and mineral processing.

Mineral exploration involves the selective collection, organization, evaluation, and interpretation of geologic and economic data. The sources for such data are original field observations and existing documented information of various types (publications, reports, maps, company files, etc.). As exploration data are accumulated, their storage, organization, indexing, and J retrieval is key to exploration progress. Initial use of computers by mineral exploration groups indicates that data can be meaningfully handled by machines. A computer system makes possible: 1) the storage, manipulation, collation, and selective retrieval of data; 2) the utilization of data banks developed by geologic service groups and available at relatively low cost; and 3) the retrieval of stored data more rapidly, completely, and effectively than by manual systems. Profitable utilization of these capabilities is conditioned by several factors, particularly by the information selected for the system data base and by the design of the computer system itself.

(XP) enclosures to enclose electrical ignition sources to prevent propagation of an internal methane-air explosion to a surrounding explosive atmosphere. Researchers at the National Institute for Occupational Safety and Health (NIOSH) conducted a lithium-ion battery thermal runaway test within a modified MSHA-approved XP enclosure to assess thermal runaway containment. Thermal runaway produced jet flames emanating from the cover joint at several locations and distorted the cover joint and bottom plate of the enclosure beyond allowable limits. The test demonstrates that XP enclosures may not provide adequate explosion protection against lithium-ion battery thermal runaway. This paper suggests some approaches to mitigate the hazard.

Critical mineral endowment of mine wastes in two mining districts in New Mexico (Copper Flat at Hillsboro and Carlisle-Center mines in the Steeple Rock district) will be characterized and estimated. “Beta-testing” of USGS procedures was performed. Potential critical minerals at these deposits include As, Bi, Te, Zn, Co, Ni, Mg, Mn, and fluorite. pH and particle size of samples were analyzed to determine weathering and migration potential of heavy metals. Soil pH was also measured to determine the potential for Acid Rock Drainage. The pH of the waste rock piles ranged from 3.66 to 5.67 which indicates fine- grained pyrite or sulfide oxidation. The samples collected from the tailings however, showed a different range of pH, from 6.30 to 8.62, probably due to the presence of carbonates. Difference in particle size fractions and its distribution along the slope are generally influenced by natural occurrences (e.g., gravity and pre-mining hydrothermal alteration) and operational activities such as material piling or dumping. Future work includes analyses of mineralogy and particle size correlation and estimation of critical mineral endowment of these mine wastes at New Mexico.

Chalcopyrite (CuFeS2) is the most refractory copper mineral when treated in conventional sulfate media leaching systems. This study is the first to examine the use of a dimethyl sulfoxide (CH3SOCH3), or DMSO, solution containing copper chloride (CuCl2) in the leaching of chalcopyrite. The DMSO solution containing CuCl2 could selectively dissolve the valuable metals of copper (Cu) and gold (Au) from chalcopyrite while leaving minerals with little economic value, such as pyrite (FeS2), and the penalty element arsenic (As) in the residues. Leaching chalcopyrite using a DMSO solution that contains CuCl2 offers a number of advantages, including eco-friendliness and easy operation.

Fleet management systems (FMSs), as a pivotal part of any surface mining operation, need to evolve from conventional to intelligent systems because of both Mining 4.0 requirements and some shortcomings inherent in conventional methods. However, this novel transformation needs to be investigated technically and strategically. To this end, previously published research works on intelligent FMSs are explored to track the latest status of these third-generation frameworks within the surface mining context. Their underlying models are then compared in terms of five categories of allocation and dispatching features to pinpoint the technical gaps ignored. Having drawn the future lines of research, the present work then leverages the popular SWOT analysis method to outline the strengths, weaknesses, opportunities, and threats associated with the advent of these intelligent FMSs in mines of future. By and large, the analysis indicates that advantages outweigh disadvantages. Solutions are offered to address the existing weaknesses and threats.
