The Waste Isolation Pilot Plant (WIPP) is a U.S. Department of Energy research and development facility designed to demonstrate the permanent, safe disposal of U.S. defense-generated transuranic waste. The waste storage horizon is 655 m (2150 ft) below surface in bedded salt. To date the WIPP project has not emplaced any waste. There are three intake shafts used to supply air to the underground. All air is exhausted though a single return shaft. The total design airflow during normal operations is 200 m3/s (424,000 cfm). The ventilation system is designed to provide separate air splits to construction, experimental, and storage activities. Separation is achieved by isolating the storage circuit from the construction or experimental circuits with bulkheads. Any air leakage must be towards the storage area of the facility. Field studies have shown that the pressure differential necessary to maintain the correct leakage direction is susceptible to the effects of natural ventilation; therefore, extensive studies and analyses have been conducted to quantity the natural ventilation effects on the WIPP underground airflow system. A component of this work is a monitoring system designed to measure the air properties necessary for calculation of the natural ventilation pressure (NVP). This monitoring system consists of measuring dry bulb temperature, relative humidity, and barometric pressure at strategic locations on surface and underground. The psychrometric parameters of the air are measured every fifteen minutes. From these data, trends can be determined showing the impact of NVP on the ventilation system during diurnal variations in surface climate. Both summer and winter conditions have been studied. To the author's knowledge this is the first reported instance of automatic and continuous production of time and temperature variant NVPs. This paper describes the results of the initial monitoring study. INTRODUCTION The ventilation system at the Waste Isolation Pilot Plant (WIPP) in Carlsbad, New Mexico, is designed to perform two distinct functions. First, it supports normal mine ventilation requirements complying with all state and federal mine regulations. Second, the system is designed to prevent an uncontrolled release of radioactive contaminants from the storage and transportation areas of the facility. Although a nuclear radiation release in the facility is considered unlikely, many special features are implemented in the ventilation system to prevent the possible spread of contamination. The facility is constructed with the waste transportation and storage areas separated from the mining and non-radioactive experimental areas. The ventilation system is designed such that air leakage is from the mining and experimental areas to the storage areas. Furthermore, radiation detectors are located throughout the storage and waste transportation areas underground and an exhaust filtration building is installed on surface to prevent the possible release of radiation to the environment. For over two years the underground ventilation system has been rigorously tested and balanced. It was during this period that the adverse effects of NVP were noticed and subsequently quantified. From extensive field studies and computer models, several mitigating features were designed and constructed and special operational procedures were implemented to control the impacts of NVP. To quantify more accurately the NVP at the WIPP, a continuous monitoring system was installed. This monitoring system consists of measuring dry bulb temperature, relative humidity, and barometric pressure every fifteen minutes at strategic locations on surface and underground. From this psychrometric data, the NVP is calculated. Fan operating pressures and flows and strategic differential pressures are recorded from the site Continuous Monitoring System (CMS). The monitoring system provides a means of evaluating how the ventilation system behaves in regard to climatic conditions and to judge the efficacy of the mitigating features and operational procedures. To the author's knowledge, continuous calculation of NVP as a function of time and surface temperature has not been previously reported. Overview of the Waste Isolation Pilot Plant The U.S. Department of Energy determined that the plastic nature of bedded salt may provide the best solution to isolate transuranic (TRU) waste from the biosphere. Initial evaluations at the WIPP site began in 1974. In 1979, the United States Congress enacted Public Law 96-164 for the construction and development of the WIPP project. The mission of the WIPP is to demonstrate the safe, long-term disposal of TRU waste generated by the national defense programs of the United States. TRU waste is classified as a low to medium level waste. The waste is stored in drums and does not produce significant heat (not greater than 1 W per drum). The WIPP site is located approximately 47 km (29 miles) east of Carlsbad, New Mexico in the Chihuahuan Desert. The repository is located in the 630 m (2000 ft) thick Salado Formation. This Permian Basin salt deposit is about 225 million years old and appears to have been minimally disturbed by earthquake, faulting, and ground water activity since it was deposited. The coal mining industry is being called upon to vastly increase production in the coming years. Many mining operations will have to prepare an environmental impact report of some kind and all will have to comply with various types of environ- mental regulations. Therefore there is a great need within the industry for access to environmental data, information, and literature. This paper discusses the informational resources available, the current lack of access to these resources, and the Environmental Data, Information and Literature (EDIL) Bank of the Kentucky Institute for Mining and Minerals Research. The bank's major emphasis concerns the environmental, social and economic aspects of producing clean solid, liquid, and gaseous fuels from coal. The data bank promotes information interchange between other related governmental and private projects and the energy development community.

While the mood at the 2013 annual joint meeting between the Pittsburgh Coal Mining Institute of America (127th Annual Meeting) and SME Pittsburgh Section (68th Annual Off-the-Record Meeting) in Canonsburg, PA was subdued following a rocky year in the coal industry, attendance was down only slightly, to 300, and overall, the meeting?s focus was optimistic about the future of coal. The conference began by addressing one of the central challenges of coal mining head-on with a keynote address on the status of safety in the mining industry. Noting that two more U.S. miners had died in 2013 than by the same date in 2012, the National Mining Association?s (NMA) Senior Vice President of Regulatory Affairs Bruce Watzman made a plea for a new approach to safety. He described the NMA CORESafety initiative, a program that promotes proactive safety measures versus a compliance-driven model. CORESafety, described in more detail on pp. 29 of this issue, focuses on developing successful ways to change company cultures of safety and behavior. Other industries that have adopted this approach have seen dramatic drops in fatalities, including the Australian mining industry, which has seen its annual fatality rate drop to nearly zero even while the number of people employed in the industry has soared. The rest of the morning?s sessions explored what is arguably the industry?s biggest challenge right now ? maintaining the social license to operate.

Many studies have been made of the microflotation of quartz (1,2,3,4,5,6) and alumina (3,5,6, 7,8) using various anionic and cationic hetero- polar hydrocarbon surfactants as collectors. A few studies have been made on these minerals using amphoteric hydrocarbon collectors ( 9,10, 11,12) and only a few studies have been made on the use of fluorocarbon surfactants as flotation collectors (13,14). The present investigation compares microflotation response of the two minerals in hydocarbon and fluorocarbon collector systems of the anionic, cationic and amphoteric types. An attempt is made to relate flotation response of the minerals to their electrokinetic behavior and the pKa values of the collectors.

The Smoky Valley Mine is jointly owned by Louisiana Land and Exploration Company, Felmont Oil Corporation and Case Pomeroy Company. Copper Range Company, a subsidiary of L.L. & E. is the operator of the mine. The mine is located about 60 miles (100 km) north of Tonopah, Nevada on Highway 376 (formerly 8A) in the Big Smoky Valley on the western flank of the Toquima Mountain Range In the shadow of Mount Jefferson. The mine is at an elevation of about 6100 ft. (1860m) and is situated on the southwestern flank of Round Mountain, the hill for which the town of Round Mountain is named. The ore is a rhyolitic iglmbrite with coarse gold occurring along fractures and with fine microscopic gold disseminated in the rock mass. Minor silver is associated nth gold. Annual mining is planned at 5.8 million tons (5.3 million tonnes) per year with 2.2 million tons (2 million tonnes) as ore (7,000 tons or 6,400 tonnes per day).

Strip mining in the domestic coal industry is contributing a greater proportion of overall production than at any time in the past. U. S. Bureau of Mimes statistics show that the percentage of total production mined in 1958 by stripping methods in- creased to more than 30 pct, up from 22 pct in 1951. The tendency to favor strip and open pit mining exists in other mining activities, but such trends are not as clearly outlined as in the coal industry. Significantly, the depth of overburden in coal properties considered suitable for stripping is also increasing. A depth of 50 to 60 ft of overburden was once considered to be about the maximum amount that could be handled economically, Today, a depth of 80 to 100 ft is frequently taken into consideration for simple overcasting operations (i.e., excavating over- burden and dumping it in the spoil position where it remains indefinitely). Significantly, the depth of overburden in coal properties considered suitable for stripping is also increasing. A depth of 50 to 60 ft of overburden was once considered to be about the maximum amount that could be handled economically, Today, a depth of 80 to 100 ft is frequently taken into consideration for simple overcasting operations (i.e., excavating overburden and dumping it in the spoil position where it remains indefinitely).

Currently, virtually all new electric power generation systems under construction are designed with natural gas as the primary fuel. Factors driving these construction decisions involve sustained low prices for natural gas, environ-mental (and consequent regulatory) risks associated with the use of coal for power generation, and relatively high costs of construction for conventional coal-fired power plants. Despite the unarguable abundance of coal in the US. and worldwide, a fundamental question arises: What will be the role of coal in electric power generation in the 21st century? Congress, recognizing the vital and strategic importance of preserving the coal option for electric power generation, authorized the Clean Coal Technology Program. This pro-gram, with original funding in excess of $2,500 million, is intended to promote the demonstration and commercialization of a new generation of clean, efficient coal-based energy technologies through collaboration and partnering with private industry. The two technologies being demonstrated under this program which are the key to the continued use of this nation's huge coal reserves are coal gasification and the pressurized fluid bed. Either or both of these technologies, coupled with a combined cycle will pro-vide the continuing future coal option, while responding to increasingly more restrictive environmental standards. Recent Congressional budget-cutting efforts, however, could threaten the effectiveness of that model program, and ultimately other subsequent government-industry collaboration.

"It is prudent to interpret atmospheric monitoring signals in real-time for checking the safe limits of the air conditions in underground mines. In gassy mines, such real-time evaluation increases the safety of operation. In all mines, the continuous monitoring and evaluation contribute to maintaining air conditions to be within healthy and safe limits. Signal interpretation for safety conditions in mines is difficult for many reasons. An increase of hazardous contaminant concentrations can be predicted by signal pattern recognition, root-cause analysis of rapid changes toward deterioration and forward prediction in time using algorithms and numerical models. This paper focuses on analyzing signal patterns to recognize dangerous trends as well as forward predicting the various environmental and working conditions that may affect safety in underground mines. Efficient numerical ventilation model with heat and gas contaminant simulation components is needed for the analysis of real-time atmospheric monitoring data. Computational speed enhancement methods are discussed and tested in numerical examples, using the Jacobian sensitivity matrices for signal propagation prediction. INTRODUCTION The focus area of this paper is mine safety, related to hazardous atmospheric conditions in a mine ventilation system. Improvements by recognizing safety hazards caused by heat of combustible gases or the accumulation of poisonous gases in a mine are addressed. The recognition of safety hazard by manual evaluation is difficult because of the complex nature of information and the large amount of monitored data from measurement by atmospheric sensors such as air velocity, pressure, hazardous gas contaminants and temperature. In order to recognize problem-causing trends, it is necessary to evaluate continuously individual measurement data from the Atmospheric Monitoring System (AMS) of the mine during their time-dependent variations. In addition, the combined effects of various signal trends need to be simultaneously interpreted in their cross-effects. It is very difficult to foresee the possible outcomes of intertwined signatures of various problems by continuous human observation. For example, a steady, continuous methane concentration measurement together with a sharp drop in barometric pressure from the AMS sensors may be a case for worry in future time due to pressure-induced methane increase from the coal seam or the gob (Danko et al., 2013). This future increase can be predicted by a time-dependent Ventilation Air Model (VAM) and its surrogate Air Parameter Predictor Solver (APPS) model. A calibrated VAM or APPS model can indeed predict a likely methane concentration variation in future time as a function of previous and new air pressure as well as air velocity (Danko, et. al., 2013). Such a future trend, however, cannot be seen from the raw measurement data."

Oil shale may not produce the same excitement of the gold rush days, but presently there is an "oil shale fever" among mining men. Such exotic equipment as 800-ton haul units, 75 ft. boring machines, and huge fully automatic multi-purpose jumbo drill units are only a few of the topics of conversation in the oil shale groups. I am dreaming, perhaps, but this type of exotic thinking will exuberate the advancement in mining technology and will only be tempered by the practicality and the availability of today's equipment.

The 2011 report titled ?Energy Critical Elements: Securing Materials for Emerging Technologies? by the American Physical Society?s Panel on Public Affairs and the Materials Research Society surveys potential constraints on the availability of these elements and identifies five specific areas of potential action by the United States to ensure their availability: 1) federal agency coordination; 2) information collection, analysis and dissemination; 3) research, development and workforce enhancement; 4) efficient use of materials and 5) market interventions. Energy-critical elements (ECEs) are a class of chemical elements that currently are critical to one or more new energy-related technologies. A shortage of these elements would significantly inhibit large-scale deployment, which could otherwise be capable of transforming the way in which energy is produced, transmitted, stored or conserved. The report addresses elements that have not been widely extracted, traded or used in the past, and therefore are not the focus of well-established and relatively stable markets (such as carbon in coal or uranium as fuels, copper, aluminum, nickel and iron, all of which are clearly vital in energy applications).

The use of finite element programs for evaluating large grinding mill shells is becoming increasingly popular. However, large scale, detailed analysis can become a burdensome task when one is required to manually prepare the necessary data to be entered into the program, while evaluating the voluminous results is even more devastating. Although available computerized finite element analyses can reduce computation time from years to months or even weeks, additional pre and post processors can reduce the time for data preparation and result evaluation to hours, while simultaneously reducing the probability of human error. Examples of the uses of these processors are presented as well as typical modeling techniques.

The resurgence of severe lung disease among U.S. coal miners has not only highlighted the need for improved dust controls, but also the need for an improved understanding of dust characteristics and monitoring strategies [1]. Following up on prior work by the National Institute of Occupational Safety and Health (NIOSH) to demonstrate a novel wet dust collection system on a roof bolter [2], the current study explores the effect of that system on dust characteristics and uses interlaboratory comparisons to comment on analytical methods. Results indicate the wet system did not appreciably affect the composition or size of respirable dust in the vicinity of the operating roof bolter. However, the system does appear to have substantial benefits for the operator. NIOSH has already shown it can reduce the respirable dust mass concentration to which the operator is exposed during dustbox cleanout [2,3], which is a frequent maintenance activity that can re-aerosolize dust, and new results here indicate the silica and silicates content in this dust may also be reduced, thereby reducing the overall hazard. Moreover, regarding analytical methods, excellent correlation was demonstrated between measurements of quartz mass, taken first by NIOSH and then by a university laboratory, using direct-on-filter Fourier transform infrared (FTIR) analysis. This method is the basis for envisioned “end of shift” silica monitoring (quartz is the predominant form of crystalline silica in coal mines) [4]. For particle-level analysis by scanning electron microscopy with energy-dispersive X-ray spectroscopy (SEM-EDX), there was more variability in results generated by two independent university laboratories.

Longwall coal mining in southern Illinois occurs beneath some of the best agricultural land in the U.S. This region is characterized by highly productive, nearly level, and somewhat poorly drained soils. Subsidence from longwall mining causes changes in surface topography which alters surface and subsurface hydrology. These changes can adversely affect agricultural land by creating wet or ponded areas that can be deleterious to crop production. While most subsided areas show little impact from subsidence, some areas experience total crop failure. Coal companies are required by law to mitigate subsidence damage to cropland. The objective of this study was to test the effectiveness of mitigation in restoring grain yields to their pre-mined levels. The research was conducted on sites selected to represent conventional mitigation techniques on the predominate soils in the area. Corn (Zea mays L.) and soybean [Glycine max.(L.) Merr] yields in 1988, 1989, 1990, and 1991 from mitigated areas were compared to yields from nearby undisturbed areas. There was no significant (a=0.05) difference in soybean yields averaged over the four years. Average corn yields, however, were significantly lower than reference areas. The impact of subsidence and mitigation is variable and site specific. Results were also related to weather. In wet years, yields in mitigated areas tended to be depressed. This research demonstrated that mitigation of subsidence damage can be successful.

Several laboratory methods are available to determine the thermal conductivity of rocks, but most of them are complex and cumbersome. The present study explains the working principle of Lee’s apparatus, which is relatively simple, easy to fabricate and use, and provides consistent results. In the present study, thermal conductivities of sandstone cores obtained from an Indian coal mine are determined using Lee’s apparatus. An approach is discussed to determine the temperature gradient of sandstone specimens while cooling and is used to calculate thermal conductivity. The thermal conductivities of different sandstone specimens have values between 2.37 and 2.59 Wm−1°C−1. For different sandstone cores obtained from the field, properties including specific gravity, specific heat capacity, thermal diffusivity and porosity, along with thermal conductivity, were determined and highlighted in this study.

Table I identifies the maximum cost of the individual provisions with spoil disposal in Appalachia leading at $3.98 per ton, This was followed by deep mine subsidence control and monitoring at $1.66 per ton. At the request of the U.S. Department of Energy, the Bowser-Morner Testing Laboratories of Dayton, Ohio, evaluated Consol's cost estimates for 14 of the 21 regulatory provisions the company studied. It is interesting to note that Bowser-Morner concluded that Consol's estimates of costs were very conservative and that the actual costs will be substantially higher than what the company reported. In 1978 a joint committee of the National Coal Association and the American Mining Congress made estimates of cost impacts under 11 OSM permanent rules (see Table II). Six rules applied to mid-western strip mining were projected to cost $6.52 to $17.17 per ton. Five rules applied to mid-western strip mines showed costs ranging from $.91 to $6.11 per ton. Three rules applied to deep mines (regardless of region) were seen raising costs from $ .57 to $2.67 per ton. The joint committee reported trouble developing overall figures because member firms used widely different assumptions in calculating their costs. That same statement could no doubt be made when comparing most cost data available today.

The mining complex, which the Mines Gaspé division of Noranda Mines Limited has operated in Murdochville since 1954, includes open pit and underground mines, two mills, one leaching plant and a smelter. The under- ground mining uses predominantly a large scale room and pillar method, rooms 15 m wide, 30 m high and 300 m long being common. Ore production is effected by 4.5 m3 front-end loaders and 32-tonne trucks powered respectively by 225 and 325 kW diesels. Daily dust and gas readings show that air quality can be maintained at an acceptable level with much less ventilation than that normally specified. This paper emphasizes the point that air requirements should be based on Air Quality Standards, thus allowing an operation to benefit from favourable conditions or from improvements such as exhaust treatment, fuel alteration, etc.

The United States began exporting coal in the late 1800'5, at first in very small quantities to Canada and beginning in 1897 and 1896, to the east coast of South America. Shipments to European countries began on a very limited basis in 1902 and these shipments increased gradually until World War One when shipments overseas increased from the 8 million tons per year level to 22 million tons. After the war exports dropped as fast as they had increased and, with the exception of exports to Canada, remained at very low levels until just after World War 11 when the United States again emerged as a major coal exporter. World War II left the coal industries of Europe in ruin. As the United States was the only country able to supply the large quantities of coal at reasonable prices needed for reconstruction of the European economy, the U. S. coal exports overseas expanded rapidly to 42.5 million tons in 1947. Additionally, we shipped 25 -2 million tons of coal to Canada In that year for a total export of 68.7 million tons. Unfortunately, that level was not reached again until 1957 when exports reached an all-time high of 76 .4 million tons- -a high I might add that has not been reached since.

Apart from its role as an essential input to a wide array of agricultural chemicals and industrial processes, sulfur is interesting in that its supply involves competition between primary product and by-product. This general production structure is found repeatedly among markets for metals and other industrial minerals, and research results from the sulfur market potentially carry over to other markets with similar structures. The purpose of this paper is to present an analysis of the recent and prospective market for sulfur. The analysis will rely heavily on simulation using a comprehensive model of the North American sulfur market developed by the author. The study investigates the effectiveness of the canopy air curtain (CAC) in reducing respirable dust exposure for shuttle car and ramcar operators in underground coal mining. Field testing showed that the CAC reduced dust exposure by 11-34% overall and by 57-65% during ramcar loading by the continuous miner. These results demonstrate the CAC’s potential as a significant dust control device.

A technique is presented for the economic selection of a slurry pipeline with the aid of a computer. Mathematical models for the flows of homogeneous slurries are utilized. Only the pipeline and its prime movers are considered. Slurry flow properties are first obtained from rheology and/or pipeline data measurements. A rheological model is then selected for the slurry. It must be emphasized that the accuracy of the method is greatly affected by the accuracy of the slurry flow-property data. Approximate cost parameters may be selected from data for plain and lined pipes, centrifugal and positive displacement pumps, motors and engines. Cost data for the purchase, operation and maintenance of slurry pipelines are also described. A total cost equation for the ownership and operation of a slurry pipeline system is then established. The complexity of the equation is a function of the rheological model selected to describe the slurry. The equation is solved with the aid of a computer for several combinations of pipeline diameters and throughputs to yield minimum total annual cost for the system. A mean velocity is then computed to give the required throughput. The velocity is constrained by an upper and lower bound. A high velocity is undesirable from an energy consumption viewpoint and if pipeline wear is possible. On the other hand, the velocity must exceed the deposition velocity for a heterogeneous suspension or the critical velocity for a homogeneous suspension. There is no guarantee that the velocity developed by this method will lie within the constraints applied, nor that the constraints are even known. This is particularly true for heterogeneous slurries. An important feature of the method is the ease with which the variables can be adjusted to measure the sensitivity of the total cost to the variables. The purpose of the sensitivity analysis is to identify those critical variables that. if changed, can considerably affect the total cost. Mathematically, individual variables are changed and the effect of such a change on the annual total cost is computed. But from a designer's point of view, individual components in the system are changed to study their effect on the annual total cost. A change in one component of the system may involve a change in one or more variables. For example, the replacement of a steel pipe by a smooth-lined pipe will change the pipewall roughness and wall thickness as well as purchase, operating, and maintenance costs.
