The purpose of this paper is to tell a story - and it is a story with a moral. My topic is Present Trends in the Tax Environment Affecting Mineral Development in Canada, and the first thing to recognize is that, with depressed metal prices and weakening western economies, taxes, in and of themselves, are not really the cause of the Canadian mining industry's present doldrums. But the character and level of mining taxes in Canada has had a profound influence on the development of the industry over the past decade, and the expectations of what taxes the industry will face in future years will influence the industry's further growth. My theme today is that, in Canada, our tax system has, in the past, served as a negative and destabilizing influence in the mining industry: it has contributed to a major short-fall in investment commitments and hence in the contribution which the mining industry can make to the Canadian economy, and the adverse effect on the industry of previous high tax rates was made far worse by the confusing, contradictory and perverse nature of the tax system itself. This is a story with some happy parts in it, and, in fact, governments in Canada did learn, haltingly and grudgingly, that there are limits on the amounts that governments could safely extract from the industry, and that some assurances of long term fiscal stability were necessary if investors were to be induced to make massive commitments which could only be recovered over very lengthy periods.

The history of the Australian coal industry is almost as old as the history of Australia after new settlement. The first cargo of coal was exported from Newcastle to India in 1799. Although coal has been mined in Australia for almost two centuries, there are indications that the first coal was processed in 1877 in the New-castle area, nearly a half-century after the first coal processing in Europe. Processing on any significant scale began only in 1944 at the Newcastle Steel Works. In Queensland, however, coal processing did not begin until the second quarter of this century. The well-known dramatic growth of mining and processing of Australian coal since the mid-sixties has primarily been due to the expansion of the export market in Japan and other Asian and European countries. Black coal occurs in most of the major sedimentary basins in Australia. The better known deposits of commercial importance are in Sydney, Bowen, Oakland and Gailiee Basins (Figure 1). Apart from Collie Basin in Western Australia, other coal deposits of the Arckinga Basin in South Australia, the Bonaparte Basin in Northern Territory and Tasmania Basin, Tasmania, are basically unexploited. Sydney Basin of New South Wales and Bowen Basin of Queensland remain the major producers of black coal in Australia.

Coal produced from surface mines in the Western United States is becoming a more important part of this nation's economy as other types of fuels become scarce. This paper reports the investigation of alternative methods of handling the parting between two coal seams. The results of this investigation are presented as the engineering-economic aspects of alternative parting handling methods involving stowing or back filling techniques. The coal and parting characteristics were selected as being representative of those under consideration or actively mined in the West. The basic philosophy of evaluation is to establish a mine-within-a-mine where equipment selected for minimal capital investment can remove the parting and second seam nearly independent of the ongoing, present production. With proper consideration of design, this parting-coal removal is evaluated as a second operation within the first and has its own profitability measure. The Fort Union Area of Montana, Wyoming, and the Dakotas contains large reserves of low sulfur sub-bituminous coal. In many locations, several coal seams are close to the surface and are separated by relatively thin layers of parting. The removal of overburden and the mining of the upper seam is accomplished effectively with conventional mining methods and equipment. Mining a second seam of coal and handling the parting in accord with economic and environmental controls presents a number of problems. Typically, mining companies have adapted the conventional strip mining techniques used in the East. However, the extreme thickness of the western coal seams offers alternative mining method possibilities for parting and second seam removal.

The paper in based on laboratory and pilot plant investigations which led to the development of a series of processes for production of high purity metals from nickel-copper-cobalt mattes of a wide range of composition. The selection of ammonia pressure leaching or acid pressure leaching for various mattes is discussed. This is followed by discussion of various methods for leach solution purification and metal separation. The metals of high purity are produced by reduction with hydrogen from purified solutions. Examples are given of complete flowsheets for a number of mattes. Drawing upon those examples, general principles for the selection of the most suitable treatment process for particular material are outlined. Under certain circumstances, those processes may replace part of the pyrometallurgical treatment and all of the electrolytic refining steps which are customary in the treatment of nickel-copper-cobalt mattes.

"Since the year 2000, 59 miners have lost their lives to explosions occurring in underground coal mines in the US. More accurately, those explosions were methane ignitions that propagated through the mines due to coal dust involvement; despite current explosion prevention standards. There are 4 basic strategies employed to manage the risk of coal dust explosions in many other coal mining countries around the world: removal of the coal dust, wetting of the coal dust to prevent it from becoming airborne, mixing of the coal dust with stone dust to increase the total incombustible content, and explosion activated barriers which make the entire roadway inert. However, American standards only mandate the first 3 of these 4 methods. It is possible that US coal mine safety measures could benefit from the implementation of the 4th method, the use of explosion barriers. This paper will discuss differences/similarities in barrier regulations used in other countries, as well as some potential difficulties with adapting a stone dust bag barrier system to US underground coal mines. Also, details and feedback gathered from two operating mine site trial barrier installations will be shared.INTRODUCTION Since the year 2000, 59 miners have lost their lives to explosions occurring in underground coal mines in the United States (US); 29 miners were killed at the Upper Big Branch mine in 2010, 5 at the Darby Mine No. 1 in 2006, 12 at the Sago Mine also in 2006, and 13 at the Jim Walter No. 5 Mine in 2001.[14] To be more accurate, the explosions that killed those miners were methane ignitions that propagated through the mines due to coal dust involvement.[18, 19, 20, 21] These deaths occurred despite current explosion prevention strategies, standards, and regulatory oversight. This poses the question, can more be done in the US to prevent coal dust explosions and their widespread damage. In review of current practices and regulations from several large coal mining countries, a disparity in prevention strategies arose. The main difference between the US and other countries was that the US does not encourage, mandate, or regulate the use of explosion barrier systems as an additional coal dust explosion mitigation measure. This raised many questions. First and foremost was whether or not the US coal mining industry and its miners could benefit, in terms of safety and fatality prevention, from the implementation of the explosion barrier systems that are used in other countries. Furthermore, are there significant differences between the coal mines in countries where explosion barriers are used and US coal mines, which would preclude the system from being adapted and implemented in the US? Also, what are the similarities and differences in explosion barrier systems, use, and regulations between other countries that use them?"

To the casual observer there is probably no simpler appearing operation in the mineral industry than a limestone quarry. It might seem that the entire operation - from the drilling, blasting, and loading of the stone, its transport to a mill for crushing, washing and sizing, to loading into boats, railroad cars, or trucks for delivery to customers - can be comprehended at a glance. But no first impression could be more misleading. It is one of the purposes of this presentation to sketch the broad outlines of the extensive limestone industry in the United States which, measured in terms of volume of production since the end of World War II, has grown almost 300 per cent to a national level in 1957 of 384 million net tons.1 Another objective will be to discuss in more detail this industry in the State of Michigan. For this latter purpose, the Michigan Limestone Division plants at Calcite and at Cedarville will be used as examples. These descriptions will, we believe, show that the limestone business has complexities to match its size.

Every few years we are treated to a battle over trade policy when the Reciprocal Trade Agreements Act comes up for consideration. In 1962 it is especially appropriate to consider the problem of mineral import -policy and the closely related problem of general import policy, for this year's struggle is different from those of the past in two ways. First, proposals have been made which are a substantial departure from past trade agreements legislation, and second, the formation and growth of the Europe Economic is Community may have an important bearing on the kind of legislation that is adopted. But this anticipates what is to come later. My task is to examine the problem of mineral import policy, although we shall find soon enough that general trade policy must be considered in order to get an indication of what is in store for minerals.

1. INTRODUCTION In this section, precious metals are defined as gold, silver, and the platinum group metals comprised of platinum, palladium, iridium, osmium, and rhodium. If the first three years of the 1970's are the criteria, gold, silver, and platinum seem destined for a bright future. Gold advanced in price from the historic figure of $35 established in 1934 to over $100 per oz (1973). For the five years 1966 to 1970, silver consumption exceeded production by about 50%. The silver price appears to be definitely on the uptrend, and a price of over $3 per oz seems probable. On this basis (at 1964 costs) the United States has an estimated 5 billion oz of unmined silver. The fresh burst of interest in platinum with a surge of renewed price strength (end of 1972) is due to the activity in the automobile emission control area, where platinum re¬mains the front runner in the catalyst area. Some international financial experts believe that governments will not rush into reform of the monetary system, and "Special Drawing Rights" (SDR's) will gain increased standing as international mone¬tary reserve assets. Gold will continue to be reviewed as the ultimate store of value and will remain the global monetary base. Devaluation of the U.S. dollar caused by imbalance of import payments over ex¬ports is the basic reason that the price of gold will likely remain above the $90 per oz figure for the balance of the 1970's. Gold and silver usually occur intimately associated, and recovery methods are often closely related; however, they were assigned sepa¬rate chapters, because the major production of each metal is from ore deposits classified as either gold or silver. For example, the gold ore occurrences in South Africa, the world's leading gold producer, have a ratio of gold to silver of approximately 10 to 1. The ores at the Homestake Mine, Lead, S.D., the largest U.S. gold producer, are predominantly gold with a ratio to silver of approximately 5 to 1. Silver in each example is a byproduct. By this same classification, the largest U.S. silver producers are the silver ores of the Sunshine, Galena, and Lucky Friday mines in the Coeur d'Alene district, Idaho. However, the largest single-mine silver producer in the Free World is the Kidd Creek Mine at Timmins, Ont., where the occurrence is with sulfides of copper, lead, and zinc. Thus, the major gold production of the world is derived from those ores classified as gold ores; whereas, less than one-half of the silver production is from silver ores, and only a small percentage of the silver production is from gold ores. 2. GOLD Gold, the noblest of metals, has been mined for thousands of years. Its chemical symbol, Au, is derived from the Latin "aurum," meaning "shining dawn." A precious substance because it is one of the rarest metals, it has unique physical properties: it does not tarnish; it exceeds all other metals or alloys in malleability and ductility; it is a good conductor of electricity and is one of the most nonreactive metals. Its greatest strength is its indestructibility. It is the only metal mined at depths exceeding 10,000 ft. Since the early 1800s, its chief role has been as a medium of exchange, providing the basis for interna¬tional trade. In the past 15 years, however, gold has emerged as a useful industrial commodity. This role has been fortified by the estab¬lishment of a two-tier pricing system which maintains monetary gold prices at an established U.S. Government price, with industrial gold being priced higher by the free-market system. Occurrences and Production Native gold furnishes most of the world's production, since gold forms stable natural compounds with few other elements. Neverthe¬less, the metal is widespread with traces of it found in seawater and in the ashes of plants and animal material. Next to the native metal, the tellurides have been the most important gold-bearing minerals; these include calaverite, krennerite, slyvanite, hessite, and nagyagite. Native gold is invariably alloyed with more or less silver, but it is exceptional to find any other metal in the alloy. It is found in veins associated with quartz, calcite, alunite, other gangue minerals, and with various sulfides. Sulfide minerals in order of frequent associa¬tion are: pyrite, galena, chalcopyrite, sphalerite, arsenopyrite, tetrahe¬drite, and pyrrhotite. Small amounts of metallic gold are commonly disseminated through such sulfides. When considerable amounts of silver occur in gold, the mineral electrum is formed. In a few deposits, gold and mercury form natural amalgam. Native mercury is formed by weathering from cinnabar and other mercury minerals. Among the minerals sometimes mistaken for gold, pyrite, marcasite, and especially chalcopyrite may be men¬tioned. The flakes of biotite and other micas, especially when partially oxidized, also may imitate it closely. World gold reserves never have been estimated carefully. Esti¬mates indicate that present world reserves approximate I billion oz, of which about 60% occurs in South Africa and 20% in the USSR. World gold output is dominated by South Africa which produces two-thirds of the world's production from reserves that are adequate to maintain existing output levels. South African gold output comes from approximately 50 large underground operations that mine and mill 70 to 80 million tons of ore annually to recover 30 to 32 million oz of gold. The USSR is the second largest gold producer, followed by Canada and the United States (see Table 1). Gold production in the United States and Canada rose to high levels in the 1930's, following the increase in price from $20.67 to $35 per oz and with an abundance of good labor due to depression in other industries. Production of over 10 million oz in 1940 was behind only that of South Africa. World War II caused a precipitous drop in gold output due to the imposition of War Production Board Limitation Order L-208 issued in October 1942, which caused over 9,000 gold mines in the United States to shut down, most of which never reopened. The U.S. Treasury, which suspended purchases of newly mined gold in 1968, had been the sole buyer of U.S. produced gold since 1934. This created the two-tier pricing system, and in March 1972 the President signed into law a bill authorizing a $3 increase in the official price of gold to $38 per oz. In February 1973 the President ordered a second devaluation of the dollar, amounting to about 10% which raised the official price to $42.22 per oz. The rapid development of science and technology in Russia has been the result of well laid plans since 1918. At that time the Institute of Silicates was established is Moscow and later the establishment of similar more specialized institutes for the study of cement, glass, refractories, construction ceramics, electrical ceramics, building materials and asbestos provided the necessary research facilities for studies related to all types of ceramic inorganic materials. The' Institute of Ceramics and the Institute of Silicate Chemistry, Academy of Sciences, USSR, were founded in Leningrad. The work now going on in these various research' institutes covers every branch of silicate science and ceramics The impetus behind such establishment of special¬ized laboratories is no doubt due to the 5-year plans and the necessity of improving the scientific knowledge regarding the materials being used and the products being manufactured.

Researchers from the U.S. National Institute for Occupational Safety and Health (NIOSH) developed the Saturn light that significantly improves illumination for roof-bolting machine operators while reducing glare. The existing roof-bolter lighting was the baseline and was compared to the Saturn at 100, 75 and 50 percent intensities. Discomfort glare and disability glare were measured by the De Boer rating scale and the Mars Letter Contrast sensitivity test, respectively. Thirty study participants were tested. Discomfort glare was reduced at least three levels with the Saturn luminaire. Visibility levels were four to 6.5 times better with the Saturn than with the baseline. The Saturn design is freely available for commercialization.

The floor-heave and no-floor-heave phenomena at a western U.S. coal mine could not be properly simulated in numerical models using conventional shear-dominant failure criteria. Although the previous numerical study using FLAC3D very reasonably demonstrated these phenomena, 3DEC modeling in conjunction with the discrete fracture network (DFN) technique was performed to better understand the true behavior of floor heave associated with underground mining in an anisotropic stress field. As a result, the latter models predicted floor heave that agreed with relative amounts of observed heave from each gateroad system, but the cause of heave was mainly related to the degree of anisotropy instead of the size of the pillar.

"A longwall mining method is a productive mining method of coal extraction that involves the complete removal of large, rectangular panels of coal. Since this method causes deformations through the overlying strata to the ground surface, the surface- and ground-water regime above the longwall panels may be adversely affected and drained into the lower strata. The purpose of this study is to determine the effects of longwall mining subsidence on surface- and ground-water systems.This study is a site-specific hydrogeologic analysis conducted before, during, and after panel retreat at a site located over two selected longwall panels in the Pittsburgh coal seam in Greene County of Pennsylvania. Mine subsidence causes fractures in the overlying strata and enlarges bedding plane separations, increasing the effective porosity and storativity of the overlying strata. Generally, the water in deeper aquifers located in the lower fractured zone drains into the mine void due to the vertical fractures. Moreover, the water level does not recover after longwall mining (but may recover when the mine is flooded). The upper aquifers over the thick aquitard layers may maintain the water level or drop slightly during longwall mining and recover very quickly. The reason is that the underlying aquiclude layer has less change in porosity and permeability after longwall mining (Carver, 1994).A groundwater flow model-MODFLOW was used to predict the water table contours for the periods of pre- and post-mining conditions. The hydraulic gradients of post-subsidence became larger outside the panels and smaller inside the panels than that of the pre-subsidence. The groundwater hydraulic heads above the longwall panel dropped a maximum 50 ft in the study panels. The shallows monitoring wells that were less than 50 ft deep from the surface were deeply affected by longwall mining subsidence. For the intermediate wells that were more than 85 ft deep from the surface, where strata movement acted as a unit during longwall mining subsidence, there were little impacts of longwall mining on the intermediate wells in the study area. For the deep wells that were located below the Waynesburg sandstone, the water was drained to the underlying strata or even into the mine gob."

Gold Quarry is a sediment-hosted, epithermal disseminated gold deposit located along the Carlin Trend. Gold, hosted by allochthonous Ordovician siltstones and cherts, is localized at the intersection of structures sympathetic to the major Good Hope and Gold Quarry faults. The magnitude of Gold Quarry was discovered in 1979 by surface exploration and by percussion holes drilled near the Maggie Creek orebody. Four years of development drilling delineated an open pit mineable gold deposit that contains 130 Mt (144 million st) of ore at an average 1.68 g/t (0.049 oz per st) of gold and includes a high-grade core of 46 Mt (51 million st) that average 2.64 g/t (0.077 oz per st) gold. Milling of the higher-grade portion began in 1985.

The consistent occurrence of organic carbon early in the paragenesis of Mississippi Valley-type sulfide deposits suggests a genetic link between organic carbon and the sulfide ores. Reduction of sulfate in the mineralizing solution by organic carbon at the sites of mineralization is commonly proposed as the precipitation mechanism for these deposits, but inorganic sulfate reduction is too slow to be important to the chemistry of the ore zone, and bacteria, which catalyze sulfate reduction at low temperatures, are not known to survive at the temperatures of mineralization. Sulfate reduction with or without bacteria is not consistent with the sulfur Isotope evidence. Sulfur isotope studies also indicate that the derivation of sulfur from hydrocarbon at the sites of mineralization is unlikely. Organometallic complexing may be involved in the transport of metals, but no plausible mechanism for breaking these complexes at the sites of mineralization has been proposed. Reduction of partly oxidized sulfur species in the mineralizing solution by organic carbon at the sites of mineralization is a possibility which deserves further scrutiny.

Despite its great potential utility, ion exchange has only achieved limited application in hydrometallurgy. To a significant extent this is due to the limitations of conventional ion exchange process design as well as the properties of the ion exchange resins themselves. Over the past decade several new ion exchange resins have been introduced with properties that make them potentially very useful for various hydrometallurgical separations. In addition, a novel ion exchange process called Reciprocating Flow Ion Exchange or Recoflo, which has been employed in the metal finishing industry for the last dozen or so years for chemical recovery and effluent treatment, has been shown to offer a number of unique and significant advantages over conventional I.X. technology.

The productivity and fuel efficiency of iron-ore blast furnace operations has greatly increased in recent times. These improvements, particularly to the Japanese steel industry, have primarily arisen from process engineering studies of the blast furnace and associated operations such as sintering. The development of fluxed sinter based on iron-ore fines reacted to produce highly reducible, low slag sinters has contributed further to a reduction in fuel requirements. The Pilbara province of Western Australia is a significant source of these iron-ore fines supplied to the international market. Increasingly, this market is being offered high quality ores from other foreign sources. To technically assist companies in improving the processing efficiency of ores, and to improve the technical marketing of ores by modelling the processing characteristics of Australian/international ore blends, the Commonwealth Scientific and Industrial Research Organization (CSIRO) is actively assisting the industry by researching the general theme of 'iron ore from mine to metal in this paper we outline progress towards a numerical description of: a. ore deposit classification. b. Degradation during transport. c. Direct reduction of iron ore. d. Liquid bath ore reduction/smelting. e. Industrial sintering.

A major bauxite belt was discovered and evaluated from 1969 to 1974 by P. T. Alcoa Minerals of Indonesia in West Kalimantan, Indonesia. The proven reserves of beneficiated bauxite are 800 million tons averaging 38.6% AA1203 and 3.0% RSiO2. Inferred reserves of washed bauxite are in excess of 2 billion tons. The bauxite occurs as capping of low lying hills which were formed during the post Paleogene peneplaination stage. The overburden varies from 0.6 to 3.8 meters and the nodular bauxite horizon from 2.2 to 5.2 meters. The deposits were formed by the in situ weathering of predominantly acidic and basic intrusive rocks.

Copper has been mined in the Philippines since at least as early as the Ming dynasty (1368 A.D. to 1644 A. D.). The principal source areas of this early production were in Camarines Norte (Paracale), in the Mountain Province, which now boasts the largest number of Philippine porphyry copper deposits, in Masbate and in Surigao, The Spanish Era began in 1521. Although they were primarily interested in gold, the Spaniards operated several copper mines including the San Remigio mine on Panay and the Lepanto mine in northern Luzon, beginning in 1842 and 1865 respectively. Prior to World War II most of the Philippine copper production was supplied by these same two mines together with the Hixbar mine, Rapu Rapu Island which began operation in 1939. The Hixbar and San Remigio mines are cupriferous pyrite deposits and the Lepanto is a vein-¬form replacement deposit (Kinkel et al. ,I 1956). No significant copper production was derived from porphyry copper occurrences prior to world War II.

Sulphuric acid leaching is the most common method of recovering uranium from its ores and in the following discussion various alternative low cost routes are investigated for recovering uranium from milled ore acid leach liquors. Historically uranium has been recovered from dilute impure leach liquors by packed bed ion exchange (IX), solvent extraction (SX) or a combination of both. All three process routes as commonly practised require complete separation of leached solids and liquids, as well as extensive solids washing in order to reduce soluble uranium losses to a minimum. Separation and washing are costly and often require equipment covering large areas of land. The size and capital cost of the post leach solids washing operation is controlled by the ease of washing the slimes fraction of the ore and the key to the problem of cost reduction, as many others have realised, lies in the ability to separate the slimes fraction of the ore from the more easily washed sands, to wash the sands in low cost equipment and to recover uranium from the slimes stream. Sands and slimes are usually defined in this context as the material larger than, and smaller than, 325 mesh (44 microns). The proposed flowsheets which minimise solid-liquid separation and washing have usually incorporated ion exchange (Refs 1,2,3), and resin in pulp is in fact practised in several mills in the USA (Ref 1). The resins used in these flowsheets and [cranium] recovery throughout the world have been strong base resins which load rapidly and are moderately selective for the uranyl sulphate complex anion over the range of pH which is conveniently achieved in an acid leach operation. Strong base resins are, however, not as selective as weak base resins and weak base liquid reagents owing to the adsorption of competing anions, some of which find their way into the product while others act as resins poisons. Ion exchange using strong base resins must therefore be followed by a more selective weak base SX purification step if pure yellow cake is required.

In-situ uranium solution mining involves the injection of a lixiviant (leach solution) through appropriately placed wells into the underground ore zone. Upon contacting the uranium minerals, this solution will dissolve the uranium. The uranium containing solution is then pumped out of the wells into a processing plant where the uranium values are removed, typically in ion exchange columns, and the stripped liquor is recycled back into the field. The lixiviants may be acidic or basic. Where the ore zone mineralization contains appreciable carbonate, as in the South Texas fields, acid consumption would be excessive and the typical solution is ammonium carbonate bicarbonate at about 5-10 g/l and a pH of 7-9. Because the usual uranium minerals, uraninite or coffinite, contain uranium in the insoluble tetravalent state, it is necessary to add an oxidant to increase the valence to the hexavalent state where the uranium is soluble. Oxygen dissolved in the lixiviant has been shown to be quite effective for this purpose. It is also much more economical than other oxidants. Of concern is the possibility that (1) its solubility may or may not provide concentration levels adequate to give an economically attractive uranium level in the extracted liquor, and (2) the addition of oxygen in excess of the saturation level so as to increase the uranium grade in the lixiviant may cause gas blockage of the typical fine-pored ore formations.
