As the 2018 president of the Society for Mining, Metallurgy & Exploration Inc., I am pleased to present the 2018 issue of the Transactions of the Society for Mining, Metallurgy & Exploration Inc., Vol. 344. A significant portion of the contribution that we make as a professional society is the publication of professional and technical papers that accelerate the advancement of scientific knowledge and enable the transfer of technology. Communication within the mining community is the key to a successful society. This technology exchange continues a tradition that dates back to the 1871 meeting of 22 mining engineers in Wilkes-Barre, PA, that resulted in the founding of the American Institute of Mining, Metallurgical and Petroleum Engineers (AIME). Those individuals envisioned that these transaction volumes “would form a most valuable and greatly needed addition to our professional literature.” This volume fulfills that pledge. The 2018 Transactions consists of a total of 59 technical papers, encompassing all 25 papers published in 2018 in the Technical Papers Section of Mining Engineering (Vol. 70) and all 26 papers published in 2018 in Minerals & Metallurgical Processing (Vol. 35). Additionally, this volume contains 8 papers that are being published for the first time in this issue. The papers presented in this volume were written by some of the most distinguished professionals in the industry worldwide. All of the technical papers were peer-reviewed. The process of review and publication requires much hard work by authors, reviewers and our Publications staff. As the 2018 president of SME and on behalf of all our members, I would like to extend our gratitude to all whose volunteer efforts contributed to the publication of this volume. The new year brings an exciting change. The publication of Transactions will cease with this volume. Instead, our Minerals & Metallurgical Processing journal has the new name of Mining, Metallurgy & Exploration (MME), and Transactions as well as the Technical Papers Section of Mining Engineering are incorporated into MME. The journal is published in partnership with Springer Nature, and all SME members have free electronic access to the journal.

"During his presentation at the 2016 George A. Fox Conference about the history of public-private-partnerships (PPP) in the tunneling and underground construction industries in New York, Vincent Tirolo, Jr., told a story about how, as a young engineer in the late 1960s, he and others pooled money to purchase a calculator for $75 that had the ability to perform sine and cosine functions. That was a big deal in those days and would make their job much easier. Oh how far things have come. Tunnel and underground construction engineers can now virtually map out and plan entire projects before the first shovel ever breaks ground. And the machines that are used to build the tunnels have advanced in ways that could not have been imagined 50 years ago.The calculator is just one example of innovation in the industry and on Jan. 26, more than 400 industry professionals attended the George A. Fox Conference at the Graduate Center of New York (CUNY) to learn more about the next innovations, new tunneling technologies and what the future might hold for the industry. The conference included sessions on contracting models, rescue and fire life safety and new technological developments as well as an international project spotlight presentation from Nasri Munfah about the Eurasia Tunnel, connecting the European and Asian sides of Istanbul, Turkey.The project, also known as the Istanbul Strait Road Tube Crossing project, was named the 2015 Major Tunneling Project of the Year by the International Tunneling and Underground Space Association.The tunnel boring work for the 3,344-m (11,000 ft) long tunnel under the Istanbul Bosphorus Strait was completed in August, heralding a new era in tunneling.Tunnel boring work was launched in April 2014 with a ceremony with then Prime Minister Recep Tayyip Erdogan in attendance. The work was completed on Aug. 22, 2015 with Prime Minister Ahmet Davutoglu participating in the ceremony."

Functional Description Figure 1 is a typical flowsheet for a system for solid fuel addition to filter cake. Solid fuel, coal, coal breeze, or charcoal, is fed from a,stockpile to a surge hopper. The solid fuel is metered into a grinding mill. The fuel is dried and ground in a grinding mill. The on-size particles are removed from the mill by air sweeping. The ground solid fuel is separated from the air stream by a cyclone and stored in a surge hopper. The ground solid fuel is then pneumatically conveyed to a small hopper in the balling area. The fuel is proportioned into the filter cake just prior to mixing. An efficient mixer is very important to have a successful operation. The exact flowsheet would depend on a number of factors including what fuel is used, how the fuel is received, and the cnaracteristics of the fuel as received. Availability of floor space in the plant may also affect the flowsheet. For example, drying air may be supplied from the pellet furnace if the grinding mill can be located near the grate, or the pneumatic conveying system and a surge hopper may be eliminated by placing the grinding mill adjacent .to the mixing area. Also, for a multiple line plant, a ball mill rather than a roller mill may be more suitable.

The 500-kt/a (550,000-stpy) refinery in Burnside, LA, owned by Almatis Inc. produced specialty alumina used in the abrasives, ceramics, chemical and refractory industries. The 1.2-Mt/a (1.32 million-stpy) refinery in Gramercy, LA, owned by Noranda Alumina LLC produced alumina mostly for use in aluminum smelters but also produced specialty alumina. An upgrade project at the Gramercy refinery to convert 200 kt/a (220,000 stpy) of capacity to produce more profitable specialty alumina was completed in the first half of 2018, and another project to increase capacity was started but a completion schedule was not available. The amount of new capacity was not disclosed, but it would be used to produce nonmetallurgical grade alumina. The 2.3-Mt/a (2.5 million-stpy) refinery in Point Comfort, TX, which was temporarily shut down in March 2016, remained closed throughout the year."

In Minnesota, reclamation of active aggregate mining sites is primarily regulated through local permits issued at the county, township, or municipality. However, for abandoned or depleted aggregate mining sites, a responsible party for reclamation is often no longer available. Since 1995, the Minnesota Department of Natural Resources has reclaimed several abandoned aggregate sites using innovative public/private partnerships and emphasizing native plant materials. The purpose of these projects is to demonstrate cost effective reclamation methods that can be utilized by both aggregate operators and local government and to promote mine planning and resource identification as it relates to reclamation.

A.C. Noble presents a clear and concise summary of the factors pertinent to a competent reserve evaluation of a mineral occurrence. However, I believe that he confuses the difference between a resource and a reserve. By definition, a reserve estimate includes all known economic, legal, mining, metallurgical and environmental factors impacting the recovery of the product(s) found in the deposit. A resource estimate, however, is an estimate of what is there - what is available for exploitation and should not include economic and other considerations. Only after defining the resource, its extent, location, physical and chemical properties, can an intelligent selection process begin of the extraction and processing technologies most appropriate to the circumstances encountered. The early and almost certainly inappropriate application of these often cookbook choices has probably lead many companies to walk away from good properties. (How many mines have been found in others rejects?) An example of the process is the early selection of metallurgical samples, after encouraging values are found in a few holes or surface samples, in an attempt to determine the economics of the prospect. Unfortunately, the sampler does not know how representative of the occurrence the sample is because he does not know what the deposit looks like. As a consequence, the property becomes saddled with a bad metallurgical sample that is often inappropriately used in evaluating the deposit which it does not represent.

This paper describes the application of a cyclonic flotation column (CFC) for coal cleaning. A CFC makes use of centrifugal force to create a density gradient in a column to augment the froth flotation process. In a CFC, a series of angular helical inserts is attached to the wall of a conventional column and coal slurry is mixed with a series of impellers attached to a central shaft. The hydrophobic froth concentrates near the center shaft and moves upward, while the relatively heavy hydrophilic particles concentrate near the wall and are guided downward by the helical inserts. Results of pyritic sulfur removal from an Upper Freeport coal during CFC flotation are discussed in this paper.

In September 1855, 55-year-old Noah Spencer Kellogg and his $3 jackass named Bill discovered what was known at the time as a “blow out” of high-grade lead and silver ore. The deposit was located on the side of a North Idaho mountain high above the South Fork of the Coeur d’Alene River. The ore was later assayed at 41,141 g/t (1,200 oz/st) silver. Kellogg named his discovery the Bunker Hill Lode, after the June 17, 1775 Revolutionary War battle of Bunker Hill. A thriving pioneer settlement sprang into existence around the resulting mine’s workings and was eventually— and appropriately — named Kellogg. The peak rising hundreds of feet above the mine’s adit was named “Jack-ass Peak” after Noah Kellogg’s hairy companion.

"Recent regulations, as well as a general aversion to central dust collectors within the Powder River Basin Coal user’s community, have created a need for an alternate method for eliminating airborne dust. This paper addresses the capital expenditure as well as the cost of ownership of an integrated point source air cleaning system in comparison to a central collection system. This assessment was conducted by comparing the cost to purchase and operate a central dust collection system and integrated air cleaner system on a typical multiple transfer point application. The central dust collector consists of a negative pressure blower, a series of filter bags, a collection hopper, a screw conveyor to place collected material back into the material stream, and a series of ducts to pull air and dust from individual pickup points. The point specific integrated air cleaners consists of a negative pressure blower to pull dust and air from an application point through a bag-less filter media located at the application point. The agglomerated material is then redeposited into the material stream at point of use without the need for ducting or a central material hopper. The assessment yielded a 54% reduction in capital expenditure and a 26% reduction in operating costs for the same application when using individual dust filters as opposed to a central system. In addition to the lowered cost, there are reductions in risk associated with the elimination of ductwork and the central containment enclosure for collected explosive dust. By the conclusion of this paper, the reader will have a better understanding of the quantifiable differences between a central dust collection system and a set integrated air cleaner systems. BACKGROUND Spillage has always been a problem in the bulk solids handling industry. As long as there have been conveyors, there has been spillage. Spillage is material that falls off a conveyor belt and creates a hazard in the environment around a conveyor belt."

The following report details the successful construction of Contract 2A of the Three Rivers Water Quality Management Program, Intrenchment Creek Combined Sewer Overflow Conveyance System, in DeKalb County for the City of Atlanta, Georgia. The contract required construction of approximately 2878 m (9443 ft) of tunnel bored to an initial diameter of 7.95 m (26 ft 1 in), with provisions to concrete line those portions designated by the engineer to a finished internal diameter of 6.91 m (22 ft 8 in). Flanking the tunnel are two shafts. The upstream shaft was excavated to a nominal diameter of 4.87 m (16 ft) to accommodate a finished internal diameter of 3.66 m (12 ft). This shaft required a transition boot fully concrete lined to final dimensions of 6.91 m (22 ft 8 in) wide, 13.72 m (45 ft) long, and varying in height from 6.91 m (22 ft 8 in) to 12.80 m (42 ft). Associated work necessary to complete the contractual obligations included installation of 22.86 m (75 ft) of cut-and-cover box culvert, 484 m (1589 ft) of open-cut sewer installation in sizes ranging from 0.30 m (12 in) to 1.68 m (5 ft 6 in), one river crossing, 137.46 m (451 ft) of monolithic concrete trapezoidal channel, and installation of 19125 cu m (25000 cu yd) of select fill material compacted and graded to finished contours. The downstream shaft was excavated to a minimum diameter of 12.04 m (39 ft 6 in) and concrete lined to a finished internal diameter of 10.67 m (35 ft). Requirements here included installation of a complete pumping station with all mechanical, electrical, and structural elements necessary for dewatering the tunnel through the controlled use of four 250 hp submersible pumps discharging into the facilities of the Intrenchment Creek Water Pollution Plant. The term shortwall mining is somewhat of a mis¬nomer. It may infer a longwall mining system, but of much shorter face length. Actually, continuous pillar mining is a more descriptive term. Coal is mined using a continuous miner as would be done in pillar extrac¬tion, but with the addition of roof supports to control the caving. Face length on such a system typically is 46 to 61 m (150 to 200 ft). The coal is cut in front of the roof supports in the same direction as with a long¬wall shearing machine or plow, but it is mined with a continuous miner and shuttle cars of the same type as used in continuous mining. ROOF SUPPORTS Roof supports for shortwall mining must be con¬siderably larger than those used for longwall mining because of the additional roof to be supported by the wider 2.6- to 3.4-m (81/2- to 11-ft) cut of the continuous miner. Capacities of shortwall chocks in current use vary from about 454 to 726 t (500 to 800 st). The higher capacity as compared to longwall roof supports is needed primarily because of (1) the greater support length, hence more roof weight, and (2) the presence of draw slate in the eastern coal seams, where shortwall is being used. The most popular shortwall support currently used is the four-leg 590 t (650 st) model. This support is shown in Fig. 1. The price of this support is approxi¬mately $25,000 each. As shown in Fig. 1, the shortwall chock incorporates an unusually long forward bar that has an additional hydraulically operated extension bar to provide face support for the wide miner cut. METHOD OF OPERATION Mining Sequence In shortwall mining, two or three (depending upon the chock design) move up cycles of the chock are needed because of the miner cut width. I have spent my entire life in the mining industry pursuing what I believed was an honorable profession that provided products that were critical for our social and economic well being. Now I am told that all of my efforts been for nothing and that I have been doing something morally wrong - mining. This view of the future is not one that the mining industry has to allow to unfold. A determining factor in how things will turn out is continued improvement of the industry's environmental performance. To some extent, the current state of affairs in the United States is a result of the common perception that greedy corporations (usually foreign) are somehow ripping off US citizens of their native birthright or natural treasures in the name of corporate profits. Implicit in this view is the belief that corporations will take shortcuts or violate the environment in the name of profits. I have 26 years of experience in working in the copper, uranium and gold industries. Profits during those years were meager and difficult to find (Fig. 1). In fact, when I began working fresh out of college, I chose copper, which was then selling at around $1/lb. By the time I left copper mining, it was selling for 45 cents/lb. I then moved to uranium, which was selling for $52/lb. By the time I left it was $16/lb. I finally picked gold, which was then at ($650/oz). There is a whole generation of engineers, geologists and professionals who have spent two decades downsizing, closing mines, improving costs and getting smarter about how the mining industry does what it does. The environment, health and safety are areas where there have been great improvement. There are five characteristics of corporate governance that are critical for a company to develop and an industry to embrace if environmental, health and safety excellence is to reach new heights in the labor pool.

The dissolution of metals from various metal-mine tailings has been studied through a series of submerged tailings batch tests at U.S. Bureau of Mines laboratories. Tailings selected for this study included both reactive (as determined by column leaching studies) and benign tailings. Metal mobilization in aerated (97 pct saturated with oxygen) samples appeared to be consistently greater than metal dissolution from stagnant (79 pct or 70 pct saturated with oxygen) waters. In the early weeks of the study, sulfate concentrations increased with solid-liquid contact time, while calcium dissolution remained nearly constant. Metal concentrations varied in relation to solid-liquid contact time and aeration. Leachate pH appeared to be nearly independent of solid-liquid contact time for basic tailings. Reactive tailings having both a submerged and a surface component demonstrated increased metal mobility.

This paper describes support of excavation (SOE) design and construction for three large diameter shafts excavated through glacial soil and controlled blasting in complex sedimentary rock formations. SOE in soil consists of unreinforced secant pile rings designed to resist lateral pressure in circumferential compression, eliminating costly steel core beam reinforcing. Controlled blasting at the shafts, adits, and tunnels in densely populated neighborhoods requires managing risks to the public, buildings, and utilities. Controlled blasting approaches limited adverse impacts to receptors nearby while achieving adequate production and fragmentation. A site-specific observational approach was used to adjust blasting parameters, limiting the impact on local stakeholders while maintaining daily progress and managing overbreak.

A modified coal flotation characterization procedure, referred to as the Advanced Flotation Washability (AFW) technique, has been developed which, compared to traditional procedures, provides a more accurate prediction of the optimum separation performance achievable by a froth flotation process. The AFW procedure uses a vertically-baffled flotation column which provides enhanced selectivity among particles of varying degrees of hydrophobicity due to a plug-flow environment and an improved carrying-capacity environment. In fact, the separation performance of the traditional procedures was enhanced by increasing the possibility of operating under improved selectivity conditions. The separation performance provided by the AFW procedure was superior to that obtained from multiple cleaning stages using commercially-available flotation columns under both kinetic and carrying-capacity limiting conditions.

1. INTRODUCTION For Europe the Arlberg road tunnel signifies the elimination of the largest traffic barrier between Bucharest and Paris in the east-west transversal. Apart from that the tunnel will serve the feeder system to the two north-south links Ulm - Milano, and the Brenner motorway, and links the Inntal and the Rheintal motorways closer together.. Thus, the supraregional road system carrying traffic through the Tyrol and Vorarlberg will considerably be emproved by the Arlberg road tunnel. 2. THE PROJECT The 16.1 km contract section of expressway S 16 includes a ramp section of approximately 2.6 km, the access points at St.Anton and at Langen, and the main 13.98 km section of the road tunnel. This section cuts the link between St.Anton and Langen by 3.7 km, and saves 475 m in altitude. The Arlberg road tunnel is planned to have two tubes with two lanes each. In the first stage the southern tube was under construction. Its traffic capacity is 1,800 car units per hour. The tunnel has a cross section of 9o to 103 m2. The sloping gradients are by 1.3o and 1.67 per cent. Fresh air is supplied and used air removed through a ventilation system, fed at the portals and through two vertical ventilation shafts. One of them, at Maienwasen, is 222 m deep, its cross section 66.5 m2. The diameter in clear is 8.32 m. The vertical shaft Albona is 736 m deep, the diameter in clear is 7.37 m. Exploration expenditures in Alaska last year amounted to $8.9 million. This was comparable to 1985's $9.1 million. Development expenditures dropped 29%, $24.3 million in 1986 vs. $34.1 million in 1985. The exploration industry is restructuring and stabilizing after the loss of major mineral firms during the last few years. These included Anaconda Minerals, Asarco, Hecla Mining, Enserch Exploration, Phillips Minerals Division, Exxon Minerals, Noranda Inc., General Crude, Mohawk Oil & Gas, Inspiration Development, Teton Exploration, and St. Joe Minerals Division. Some of these companies were mineral subsidiaries of oil companies and were either dissolved or redirected to programs outside of Alaska. However, recent entry exploration firms include Echo Bay Mines Ltd., Long Lac Minerals, and Exvenco. They are busy evaluating prospects and mineral developments in the southeastern panhandle. In the 1970s, about $254 million was spent on Alaska mineral exploration. Of this, about 5% ($12 million) was for nonmetallics and coal, about 26% was directed at precious metals ($66 million) mainly gold, and 69% ($175.3 million) for the base metals zinc, copper, molybdenum, tin, tungsten, and nickel. Since the early 1980s, trends have reversed. Of the nearly $196.3 million spent from 1981-1986, 48% has been for precious metals ($94.3 million) and 40% on nonmetallics and coal. In the last two years, nearly 70% of the Alaskan exploration dollar has been spent in search of precious metals. Three gold skarns were explored during the year - the Nixon Fork project in western Alaska (Battle Mountain Mining Co.), the Nebesna and Rambler lodes of the northern Wrangell Mountains (Nebesna Mining Partners), and the Zackley project near Paxson in southcentral Alaska (Nerco Minerals). Nearly 7.6 km (25,000 ft) of diamond and rotary drilling were conducted on these three properties. The Coal Preparation Division of the Pittsburgh Mining Technology Center conducted an investigation to assess and compare the pyritic sulfur reduction potential of coal-pyrite flotation and high-gradient magnetic separation (HGMS). Tests were run on three coals--an Upper Freeport bed coal, a Lower Kittanning bed coal, and a Pittsburgh bed coal--to establish grade- recovery relationships characteristic of both processes. Representative portions of each coal sample were crushed to two top sizes--nominal minus 35 mesh (0.5 mm) and nominal minus 100 mesh (0.149 mm)--and subjected to conventional froth flotation. The froth product was then beneficiated by coal-pyrite flotation or HCMS to provide a direct technical comparison of the two processes. At minus 35 mesh (0.5 mm), the size normally employed for coal flotation, both coal-pyrite flotation and HGMS effectively separated pyrite from coal, and the performance of the two processes was essentially the same. At a size of minus 100 mesh (0.149 mm) , however, the performance of HGMS exceeded that of coal- pyrite flotation. The separations effected by HGMS were more efficient at minus 100 mesh (0.149 mm) than at minus 35 mesh (0.5 mm). On the other hand, it was concluded that either the effectiveness of coal-pyrite flotation decreases with diminishing top size, or the process has not been optimized to treat material finer than 35 mesh (0.5 mm).

The techno-economic and social benefits of cemented paste backfill (CPB) resulted in its wide acceptance by the mining industry. The Ordinary Portland Cement (OPC) remains the key binder but to diminish its economical constraints, suitability of alternate binders has been examined worldwide. The present study aimed to investigate the effect of partial replacement of OPC with fly ash on the CPB’s strength and to determine the most optimal mix to achieve the required strength (1 MPa at 28 days of curing) at the most cost-effective way using the Bayesian network (BN). The CPB mixes were prepared at 72 wt.% solid concentration with mill tailings (87–91%), OPC (6–13%), and fly ash (0–4%), and instantly after mixing, fresh (slump, bleeding, density) CPB properties were measured. The strength was tested at 7, 14, 28, and 56 days of curing and initially analysed through traditional model. The traditional models follow the aleatory principle and are considered not appropriate for geotechnical engineering. Hence, the BN model was developed and tested. The reliability of two classifiers in learning model structure was compared which gives Naïve Bayes as the highest reliable tool. The CPB’s strength is most sensitive to the OPC content. The most consistent mix(s) is mill tailings: 87–88%, OPC: 9–11%, fly ash: 1–4%. Adding fly ash at 89–91wt% mill tailings possesses high failure probability of the CPB. The collinearity test indicates that the fines percentage and chemical composition of CPB’s ingredients are highly correlated with its slump, bleeding, and strength development.

As a specialty manufacturing business under the umbrella of the Sandvik Group, Sandvik Mining is a leading global supplier of equipment, tools, services and technical solutions for the mining industry. Its expertise covers the areas of rock drilling, cutting and crushing, as well as loading, hauling and the handling of materials. Lundberg, along with five colleagues, will write CNC programs for the lathes and machining centers that manufacture Sandvik?s specially constructed casting. In 1999, Sandvik chose ESPRIT computer-aided-manufacturing (CAM) software by DP Technology to program its array of machine tools, and has worked with ESPRIT reseller Holotech, based in Örebro, since 2003.
