Like most of you, I would rather work on a job than talk about it. But it is fruitful to spend some time taking stock of important developments in the heavy construction field. One of the strongest recent movements affecting the industry has been the push for safety. I regret that it is a recent development. Not that builders were against safety. Too often though, it was easier to continue with dangerous old work methods than to try something new. Too often, it was easier for equipment manufacturers to build production tools with little consideration for worker safety. And too often, accidents and gruesome disasters occurred. The ultimate result of on-the-job injuries in construction and other industries was the Federal Government's Occupational Safety and Health Act of 1970. Individual states were required either to accept OSHA or pass updated regulations at least as stringent as the Federal requirements. These new rules must be strictly obeyed -- not just because they carry civil and criminal sanctions -- but because they correct unsafe conditions and reduce hazardous acts. Though some OSHA measures have been criticized as superfluous, most of them do in fact save lives and limbs. Equally important, the tunneler who follows the new safety regulations can be fairly certain of an efficient, uninterrupted operation. Regulations do sometimes bring rewards.

Long extensible conveyor systems are an important option for efficient tunnel excavation where intermediate access is impractical. The conveyor system designed for the Pula Subbaiah Veligonda Tunnel #2 in Andhra Pradesh, India will eventually extend to 19.35km. The Ø10.0m water diversion tunnel will be excavated under India?s largest tiger sanctuary using a Robbins Double Shield TBM. Once extended, the conveyor will be one of the longest single-flight systems ever installed in India, and is expected to offer increased system availability over comparable systems using muck cars. This paper will examine the engineering challenges of long-flight extensible conveyor systems in the areas of belt selection, component design, and equipment location in confined assembly and launch areas

The Chinese energy and mineral industries are readying themselves for a period of dynamic transition, unprecedented in the country's long and sometimes turbulent history. The transition comes as a result of the government's new program of "Four Modernizations" in its agricultural, defense, industry, and science and technology sectors. The announced program is generally considered by Western observers to be a moderate, pragmatic approach to get China on the road to industrial parity with Western nations by the year 2000. The game plan calls for integration with the West to beef up Chinese know-how and the purchase of foreign technology to supplement areas where China lacks the ability to do so itself. While the role of energy and minerals is not specifically mentioned in the program, it was made clear to ME that China realizes the basis of any sustained modernization program is tied closely to the health of its minerals sector. Various published reports have indicated the existence of an already vibrant energy and minerals sector with world rank production in coal, iron ore, tin, antimony, cement, pyrite, asbestos and tungsten to name just a few. For the most part, except for the export metals, the primary focus of China's production has been on fulfilling domestic needs. Now the new initiatives are aimed not only at self-sufficiency, but also on propelling the country's natural resource clout into international prominence. With a mineral resource base that is considered by many westerners a potential bonanza, China's new long march toward modernization will be an exciting adventure, well worth watching. Big Projects Spark Excitement China's renewed commitment to a more liberal program is as much a desire to "walk on its own two legs" as it is a backlash from the frustrating years that followed the Cultural Revolution of the 1960s and early 1970s. Much of the early excitement was initiated by China's Premier and Party Chairman Hua Guo-feng in speaking to the fifth National People's Congress (NPC) in 1978. Here, Chairman Hua presented the Communist Party's 10-year blueprint for economic development. Specifically, the Party's plans called for completion of 120 large-scale industrial projects by 1985. The 1,280 MW Sir Adam Beck II Hydroelectric Project was constructed in the1950s, at Niagara Falls, Ontario, Canada. The twin intake tunnels total over 17 kilometers in length and pass deep below the City of Niagara Falls. The tunnels were excavated using drill and blast methods, with a top heading and bench approach. The shot rock was loaded with electric shovels and transported to the five shafts with off-highway trucks. The tunnel muck was hoisted to the surface by skip and transported by truck to disposal areas. The volume of underground excavation for the 15.55 meter diameter tunnels and the shafts exceeds 3,500,000 cubic meters, then and now the largest underground civil works excavation by drill and blast in the Western Hemisphere. The lining required over 900,000 cubic meters of concrete. All of this work was completed in three years, remarkable progress, considering the technology of the day, comparing very well with the rapid excavation and tunneling methods of the twenty-first century. Big, fast, and deadly—at least 20 lives were lost in construction accidents.

To reduce fire hazards from spontaneous combustion of coal in longwall gob areas, a series of computational fluid dynamics (CFD) simulations were conducted by National Institute for Occupational Safety and Health (NIOSH) to model the spontaneous heating of coal in longwall gob areas. The previous modeling results demonstrate that spontaneous heating of coal usually occurred behind the longwall shields and along the face with a bleeder ventilation system. Assuming a stationary longwall face, the spontaneous heating could turn to a spontaneous fire in several days for the most reactive coal under favorable conditions. When the longwall face advances, the spontaneous heating process will be significantly affected. In this study, the effect of longwall face advance on the spontaneous heating in the gob area is investigated using the CFD model developed in previous studies. One longwall panel with a bleeder ventilation system is simulated. The width of the panel is 300 m, while the length of the panel is changed between 1,000 to 2,000 m. The same permeability and porosity profiles are used for gobs with different lengths. The spontaneous heating first develops in the gob when the longwall face is stationary. Then, the face advances at a certain rate. The face advance is simulated as a series of discrete movements, and the effect of the face advance on the maximum temperature developed during the face stoppage is examined. When done properly, benchmarking is an extremely effective tool for assessing ones performance, finding areas for improvement, and identifying strengths. However, when done improperly it can be an exercise in futility and result in incorrect observations and conclusions. A primary pitfall of benchmarking is collecting too much unreliable information. Surprisingly, the evolution of data storage and the ease of data collection are not helping with better data collection. Instead, it is just allowing one to collect more information, while at the same time inundating one with too much data. Additionally, the process of data collection can be tedious and is often times delegated to the least experienced individual resulting in unreliable and incorrect data collection and entry. Another primary pitfall of benchmarking is metrics that are cost based or poorly designed. Cost based metrics typically involve comparing unit mining costs ($/tonne). Between mines, unit mining costs are not very well correlated and have become further complicated by significant regional cost variations and mining inflation in the last years. Likewise, poorly designed metrics lead to poor benchmarking results. Examples of poorly defined metrics include: metrics that rely on information that is difficult to collect, metrics that are poorly defined, metrics which are too site focused, and metrics that measure low consequence practices.

The Bay Area Rapid Transit (BART) District will be extending BART service south along an 8.7-km (5.4-mile) -long corridor in the city of Fremont, California as part of the Warm Springs Extension (WSX). The WSX project will link the existing BART system to the future BART to San Jose extension. A segment of WSX is located in Fremont Central Park (referred to as the Fremont Central Park Subway Project). The Fremont Central Park Subway is considered the most complicated and geotechnically challenging portion of the project with an underground subway box being constructed near the active Hayward Fault which is capable of ground motions up to 0.75 g and is located in an aquifer which is used for water storage and supply. Soil-structure interaction analysis was used in the design of the subway box to resist deformations due to earthquake ground motions. A water-tight excavation support system has been designed to allow subway box construction while minimizing impacts to the aquifer.

Very few mineral properties spend their entire lifespans from discovery to depletion in the hands of one owner. More likely, properties will have several owners, and partial interests may change quite often. Similarly, mineral companies are bought and sold with frequency, in recent years at what appears to be an accelerating rate. The reasons for selling a property can be manifold -need for additional capital in other parts of the business, need for development capital, realization of a large gain at a perceived high point in the market, pessimistic commodity outlook, retirement of principals, or resolution of estate problems. Regardless of the reasons for a sale, there are specific steps that logically follow. Spruce up the business, package the information, market the property, negotiate the terms, close the sale, and make sure it stays sold. Adherence to certain very basic ground rules in property sales can maximize the profits and minimize the effort.

Researchers at the National Institute for Occupational Safety and Health (NIOSH) are studying the time-dependent response of rock stressed along weakness planes. The objective is to improve mine safety by reducing the number of roof falls that cause injuries and fatalities to miners. Researchers conducted direct-shear tests on mud-stoneovercored from a coal mine roof. Results showed frictional strength weakens with displacement along the shearing planes. Results of direct-shear creep tests also showed time-dependent deformation. Test measurements were compared to classical analytical models. Results suggest that risk of roof collapse may be decreased through layout and support design to reduce creep rates and thus slow progression toward failure.

Silicon is the second most abundant element on earth, exceeded only by oxygen. Silicon dioxide forms a crystalline structure of repeating SiO2 molecules which form characteristically hard, durable crystals. As a result, crystalline silica is Ubiquitous in the crustal rocks, sediments and the mineral products derived from mining. An examination of the history of studies that identify silica as a human and animal carcinogen is presented in the context of the development of a public health policy in California. The implications for the cost of conducting aggregate and other mining operations in the state are discussed.

More than 410,000 visitors from 171 countries helped bauma ’04 set new attendance records at the world’s largest construction machinery and mining technology show. The show, held in Munich, Germany March 29-April 4, marked bauma’s 50th anniversary. At the last bauma show in 2001, attendance was about 406,000 people from 157 countries. At bauma ’04, international attendance increased to 31 percent from 27 percent in 2001. In addition to record-setting attendance, bauma ’04also attracted 2,801 exhibitors, up from 2,341 in 2001. Exhibitors came from the United States, Europe, China, Japan and the Middle East. Exhibitor space topped 500,000m2 (5.4 million sq ft), another record. And, for the first time, there were more foreign exhibitors than German exhibitors, show organizers said.

For the past four years, the Department of Mining Engineering at the University of Kentucky has conducted a validation study of the CFD Fluent code, by comparing its results against mining-related benchmark experimental data provided by NIOSH?s Pittsburgh Research Laboratory. This particular study is dedicated to the effect of machine-mounted dust scrubbers on the performance of face ventilation systems using extended-cut mining with a blowing curtain.

Introduction The South African Witwatersrand is the world's largest gold-bearing province and gold producing district. But the production capacity of the very big mines (Vaal Reef, Driefontein Cons., Western Holdings, Western Deep Levels, and others) is not as large as that of the Soviet Union's Muruntau gold mine. The Muruntau gold-bearing ore body was discovered in 1956-57, and has been in operation since that time. In the early 1970s, this mine produced 70 to 80 t/a (2.3 to 2.6 million oz per year) of gold. Within the last few years it has become the world's largest producing gold mine. Russian authors do not publish ore reserve or rate of production data. But it is very likely that the Muruntau mining complex, which involves several ore bodies, is currently producing about 143 t/a (4.6 million oz per year) of gold. In the United States, the U.S. Environmental Protection Agency (EPA) is set to implement its Tier 2 air quality standards governing high-horsepower, off-road diesel engines. The regulations take effect in January2006. In Europe, similar standards, called Stages, are due to take effect about the same time. And other markets, such as Japan and Australia, have their own standards on tap. Tier 2 standards will further reduce the amount of nitrogen oxide (NOX), sulfur dioxide (SO2), diesel particulate matter (DPM), carbon monoxide (CO) and hydrocarbons off-highway diesel engines are allowed to emit. And even more restrictive Tier 4 standards are due in 2011. The upshot is that operators of high-horsepower engines, particularly in mining, will begin using in their new off-road haul trucks, excavators, shovels and other mining machines diesel engines that are designed to meet these more stringent standards.

Introduction Inco is the major North American nickel producer. Initially based in Sudbury, Ontario, its past exploration activity was directed toward finding new nickel deposits. New nickel sulfide discoveries outside Sudbury have included Thompson, Manitoba; Shebandowan, Ontario; and Widgiemooltha in Western Australia as well as a host of nickel laterite deposits. The company is currently diversifying into other commodities, including gold. Inco's exploration department participated in uranium discoveries in Saskatchewan and chromite discoveries at Tiebaghi in New Caledonia. In addition, it found new gold deposits at Lupin, Northwest Territories; Crixas, Brazil; Hoyle Township, Ontario; and Casa Berardi in Quebec. Crixas and Casa Berardi are currently being evaluated by underground exploration. Figure 1 shows some Canadian Shield gold locations where Inco is or was an active participant. Base metal developments Base metal exploration in shield areas has been greatly eased by applying scientific studies. Archean nickel sulfide deposits have been found using komatiitic-flow models (Fardon, 1971). Volcanogenic massive sulfide model has been applied to copper-zinc deposits (Sangster and Scott, 1976). Such deposits were subsequently seen developing on the sea floor through black smokers (Spiess, MacDonald, and Atwater, 1980). Sedimentary processes were recognized early as important in ore formation, particularly in the southern hemisphere (King, 1976). And many ore deposits are now regarded as a simple part of the geological column (Stanton, 1960 and 1972). Petrographic work on alteration patterns in and around ore bodies was used to develop standard porphyry copper models (Lowell and Guilbert, 1970). Epithermal models for precious metals followed. Stratigraphic zonation patterns have been formulated for base metal deposits, including keel facies, ore facies, and cap or distal facies. Gold developments The work on base metal deposits naturally spilled over into precious metal exploration when the gold price was allowed to float on world money markets. Early work on elements associated with gold deposits, especially arsenic, tellurium, selenium, and mercury, pioneered more detailed geochemical work (Bagby and Berger, 1985; and Groves, Ho, and Houstoun, 1984). Geochemical patterns have been recognized around microfine gold deposits. And the study of gold precipitation patterns in modern geothermal systems has helped understand gold deposition. In the late 1960s and early 1970s, it was noticed that numerous Archean banded iron formations contained anomalous gold values. From this and other observations, the syngenetic exhalite gold model has developed. Gold deposits also occur along shears in some plutons such as the Belmoral mine in Quebec. This indicates the importance of epigenetic processes in ore formation. Shield ore settings Initial studies recognized that the major gold camps in the Canadian Shield were mostly in greenstone belts and found along "breaks," especially zones of faulting and sedimentation. Gill (1948) wrote, "Only recently, as a result of detailed mapping, has the importance of major schist zones such as the Larder Lake, Cadillac, Porcupine Creek, and Destor Breaks been recognized. These zones of persistent adjustment mark broad belts favorable for ore occurrence." The importance of shearing in ore location and regional greenstone stratigraphic position close to late sedimentary packages was clearly understood. And structural models have been further developed for some Canadian ore deposits (Hubert, Trudel, and Gelinas, 1984). In the Beardmore-Geraldton camp of northwest Ontario, the importance was soon recognized of fold noses in banded iron formation, as localizers for gold ore. This paper addresses the challenges of designing the underpinning of major sub-way station with 4 operating tracks. No. 7 subway extension crosses under the existing 42nd street subway station on the 8th Avenue line. Understanding the history of the original construction, of the current structures and their condition were instrumental in developing a feasible underpinning design that is integrated with the design of the new tunnels. The existing 8th Avenue subway station has a lower abandoned level. Several alignments and corresponding underpinning schemes were studied. The design allows new tunnel construction under the station without interruption of station operations.

In an effort to reduce the risks to underground miners of health hazards associated with exposure to high concentrations of diesel particulate matter(dpm), the Mine Safety and Health Administration(MSHA) published proposed rules in 1998 limiting dpm exposure in both underground coal and metal and nonmetal mines. The proposed rule for underground coal mines would require removal of 95% of dpm by mass, while the rule for metal and nonmetal mines would eventually limit total carbon exposure from dpm to 160 micrograms per cubic meter of air over an eight-hour shift. The comment period for both proposed standards ended on July 26, 1999.In this session, representatives from MSHA, the National Institute for Occupational Safety and Health (NIOSH), equipment manufacturers, labor and industry will discuss the impact of the proposed regulations on mine operations and worker health. Questions will be taken from the audience after brief presentations from each panelist. This paper provides a compilation of written summaries of each panelist’s opening presentation.

Introduction In 1986, the US economy passed the $4 trillion mark. However, the value of domestically processed materials of mineral origin fell slightly to $240 billion. The value of metals produced from US ores was unchanged at $5.6 billion, as was recycled scrap at $4 billion, while the value of industrial minerals rose slightly to $17.9 billion. Consumer demand strongly affects mining and the US economy is relatively saturated with longlived products. Moreover, in recent years there has been a steady increase in consumer, mortgage, and federal debt, inhibiting new purchases of goods. Motor vehicles and housing are major traditional markets for mineral materials. However, the 242 million US citizens already possess 170 million licensed motor vehicles and 92 million dwelling units. In 1986, domestic motor vehicle production fell 3%, to 11.3 million units, while new housing starts rose slightly to 1.8 million units. Nearly all mineral commodities move relatively freely in world trade. As detailed in Figs. 1 and 2, in the last three decades world production of major mineral materials has greatly increased. At present, substantial excess productive capacity exists not only in the US but also in many other countries. Consequently, the US mineral industry is encountering increasing competition from other sources, along with increasing competition from newer, engineered materials. For example, US production of plas¬tics has risen from 900 kt (1 million st) in 1950 to 22.7 Mt (25 million st) in 1986 - on a volume basis significantly greater than steel. Plastics, too, are mineral-based materials, some 7% of petrochemicals going to their manufacture. 1986 saw increased calls for protection. But President Reagan, in his 1987 State of the Union Message and Economic Report to the Congress, reaffirmed adherence to a policy of free and fair trade. However, he stressed the need for increased efforts to open foreign markets to US exports and to increase competitiveness of US industry US imports of mineral-based minerals in 1986 were valued at $40 billion and exports at $24 billion. Strategic minerals As detailed in Fig. 3, imports supplied a significant proportion of total US consumption of several important materials, including many classified as "strategic and critical." There were no changes in stockpile policy during the year. Congress debated the President's 1985 proposals to reduce stocks of World War II-type materials and to focus more on high technology materials needed for the cutting edge of future military material. But no final action resulted. However, Congressional concern about apartheid in South Africa did result in increasing pressure to limit imports of South African minerals. Meanwhile, the National Critical Materials Council in the Executive Office of the President intensified its efforts to be better able to advise the President. Several bauxite residue sands and muds produced by Bayer plants in the U.S. and overseas have been fractionated using dry and wet magnetic separators. The magnetic sand fractions typically contain about 60 wt% iron and the bulk of the radioactivity in this waste. The muds are more difficult to process than the sands, but some fractionation is possible using a combination of flotation and magnetic separation techniques.

Some aspects of kerosene penetration into tar sand have been investigated. The natural tar sand porosity was measured and used to analyze the performance of the hot water process. Subsequently, pretreatment experiments, using 20 kg tar sand samples (Asphalt Ridge and Whiterocks, Utah), and kerosene as a diluent were carried out at the expected summer temperature (26°C) and the expected winter temperature (-14°C). The natural tar sand porosity accessible by diluent has a crucial impact on the reduction of bitumen viscosity, and influences the penetration time required for successful bitumen separation from tar sand by hot water processing. Thus the tar sand porosity is an important variable which determines appropriate operating conditions. Experimental results indicate that diluent penetration into the Asphalt Ridge tar sand (high porosity) is almost complete after 30 min, whereas for the Whiterocks tar sand (low porosity) the penetration process is much slower, and still not complete after 15 hours regardless of the ambient temperature.
