The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) recently conducted full-scale explosion experiments; these experiments evaluated the strength characteristics of various seal designs used for safely isolating worked-out areas in underground coal mines. Large-scale explosion tests were conducted within the multiple entry section of PRL’s Lake Lynn Experimental Mine (LLEM) employing the only currently accepted test method endorsed by the Mine Safety and Health Administration (MSHA) for seal design in American mines. These explosion tests are labor-intensive, expensive to conduct, and can interfere with other critical underground safety and health research programs conducted by NIOSH. Therefore, the PRL has developed an alternative seal evaluation method, based on a hydrostatic pressure loading concept, that can facilitate the in-situ testing of seals in an operating mine. Two chambers within LLEM and one within the Safety Research Coal Mine (SRCM) were used for hydrostatic pressure loading various seal designs. The results from tests in these chambers compare favorably with those from the large-scale explosion tests in the multiple entries. Preliminary size-scaling relationships for predicting the strength of standard seal designs as a function of entry size is also presented. In addition to testing seal designs at the required 20 psi static pressure level, the new facilities also allow for the determination of the seal’s ultimate failure pressure. This new approach shows promise as an alternative evaluation method for improving mine sealing technologies which, in turn, will enhance the safety of the underground personnel.

The major fire and fire injury findings for all coal mining categories for 1990-1999 are reported in tables 37-38. Table 39 and figure 13 show the number of fires. fire injuries, risk rates, employees' working hours, and coal production (under- ground and surface coal mines only) by time period for all coal mining categories. Table 40 shows major findings (for under- ground coal mines only) for 1978-1992. For all coal mining categories, 458 fires occurred during 1990- 1999; 157 of those fires caused 164 injuries and 2 fatalities (Ewhr = 2,070 x l0%r, Irr = 0.016: C'P (for underground and surface coal mimes only) - 10,363 x l0\t, Frr = 0.044, LWD = 14,753). Twenty-nine fires and 17 injuries involved contractors. Sixty-six fires required firefighting interventions by mine rescue teams (25 times in underground mines) and fire brigades and fire departments (at least 41 times at surface coal operations). In all, 51 fires destroyed or heavily damaged equipment (including 16 pieces of mobile equipment) because of failure of other firefighting methods, late fire detection, undetected fires, or fire size. A total of 114 fires were detected late, and 42 fires were undetected. The greatest number of fires and fire injuries occurred at surface coal mines; the highest risk rate values were also calculated for this category. For all coal operations, the ignition sources that caused the greatest number of fires were flame cutting/welding spark/slag/flames (1 03 fires or 23% with 69 injuries), hydraulic fluid/fuel sprayed onto equipment hot surfaces (98 fires or 2 1 % with 29 injuries), spontaneous combustion/hot coal (62 fires or 14%), electrical short/arcing (49 fires or 11% with 18 injuries), and conveyor belt friction (3 1 fires or 7% with 6 injuries).

"In trying various coals at one of the Government power plants, comparison was made of the ash softening temperature of each coal, with the clinkering tendencies of the coal when burned in the furnace. The proximate analyses, ash softening temperature and plant reports as to clinkering were tabulated. It was desired to bring out any correlation that might appear between the ash softening temperature found in the laboratory, and the clinkering of the ash as found in the boiler furnace.Each coal used was sampled and analyzed, and the standard ash fusion test made. The clinkerring of the coal in the furnace was observed by the furnace operator. The furnace equipment consisted of the ""V"" or Murphy type of stoker with the ordinary fire-brick arch roof. With such arrangement very high furnace temperatures are apt to be produced at the ratings carried at this plant.The softening temperature of ash is defined as the temperature at which small cone of the ash, as tested in the laboratory furnace, has fused down to a spherical lump, The softening interval is the difference between the softening temperature and the temperature at which the first rounding, or bending, of the apex of the cone takes piece. The flowing interval is the difference between the softening temperature and the temperature at which the ash has reached a fluid condition as shown by spreading out over the base in a flat layer.While the analyses of the different samples of the some coal did not vary appreciably, the ash softening temperatures were not always so consistent. It will be noted from the following examples that the ash softening temperatures of different samples of the same coal differ as much as 290° F, Hence, in order to judge this property of a coal, many samples ore desirable, taken from many different shipment."

Provide mine safety personnel, MSHA inspectors, and original-equipment manufacturers with guidelines and a check list for inspecting rollover protection structures (ROPS) being used in mining operations. The Problem ROPS are provided on mobile surface mining equipment to protect operators from such safety hazards as machine rollovers, falling objects, and collisions. However, the protective capability of a ROPS can be greatly reduced if it is damaged. Certain kinds of damage, such as hair- line cracks, corrosion, and loosened bolts, may occur as a result of normal machine use but may not be recognized as unsafe by untrained personnel. Therefore, the Bureau of Mmes designed a manual which can be used by mine personnel when inspecting ROPS equipment. The Manual The manual was prepared to help acquaint mine safety personnel and MSHA inspectors with typical ROPS deficiencies and their causes. It provides a systematic means for inspecting ROPS so that the identified deficiencies and their causes can be corrected. It is suggested that an inspection of the ROPS be conducted after every 1,000 h of equipment operation, or sooner if the structure has been subjected to any unusual loads which could cause damage, such as a rollover, highwall caving, or collision. The manual also details common deficiencies in the structure and attachment hardware which may affect the service life. The checklist, when used as instructed in the manual, provides a means for systematically inspecting the structure to ensure maximum protective capability and conformance with applicable Federal regulations.

Develop technology for preparing thick corrosion-resistant coatings and electroforms of iron-chromium-nickel alloys. Approach To reduce the United States' dependence upon foreign sources for supplies of strategic and critical metals such as chromium, cobalt, and nickel, new technology must be devised to conserve these valuable commodities. One approach being investigated by the Bureau of Mines is the use of a modified-aqueous-electrodeposition method to prepare thick (-25 µm), complex alloy coatings (e.g., stainless steel composition) with properties similar to the commercial alloys. An alloy coating on a low-alloy steel or carbon steel substrate would require significantly less strategic and critical metals than those contained in an equivalent mass of the commercial alloy. Coatings applied to appropriate mandrel materials make possible the preparation of intricately-shaped alloy electroforms (near-net-shape parts). As a result, the loss of valuable metals associated with machining finished products would be minimized.

Investigation into the expressions of the field produced by a loop over a conducting half space or in an infinite conducting half space are well documented. Reasonably complex descriptions of the effects of stratification also are reported. However, a model which must contain all of these complexities because of transmission to depths of 15,000 feet and also include the pertibation of the field by a verticle cylindrical steel casing loses its facility in the field or for quick, accurate approximation to field magnitudes and phase. This paper describes the results of two field tests to determine the attenuation and phase versus depth and frequency of an electromagnetic wave (induction field). A simple two-layer model is postulated to predict the magnitude and phase of the induced field which does not require sophisticated computing tools. Correlation of the model with experimental results show agreement of most amplitude measurements to within 3 db and most phase measurements to within five degrees. The tests were conducted in a 7400 foot deep well in Nevada and an 11,000 foot deep well in Wyoming which had conductivities ranging from .0025 mhos/m to .25 mhos/m. The surface transmitting dipole had an area of ~ 10 6 feet squared and constant frequency signals of 1.5 Hz to 20 Hz were transmitted through the earth utilizing less than 65 watts of power. So far as the propagation of electromagnetic waves is concerned, an underground tunnel behaves like a pipe or hollowed waveguide. Waves propagate in this tunnel with a low attenuation only if their frequency is higher than a so-called critical frequency which depends on the shape and mostly on the cross -dimensions of the tunnel and which value is in the neighbourhood of several tenths of MHz. However, when a metallic conductor is stretched along the gallery the electromagnetic characteristics of the latter are considerably modified and the effect of the cut-off frequency disappears; this is due to the fact that the gallery equipped with such a conductor works like a coaxial cable where the conductor serves as the outward conductor and the wall of the gallery as the return conductor. This is the principle of the monofilar waveguide cable which has been perfectly studied by Gabillard. Two mean characteristics of the monofilar mode are as follows: first of all, when the cable is suspended in the middle of the cross section of the gallery, the electromagnetic field occupies all the space between the wire and the walls of the gallery. When the wire is close to the wall, the electromagnetic field tends to become concentrated between the wire and the wall, with the consequence that, with the given monofilar mode power, the aerial of a receiver standing somewhere in the tunnel will capture a weaker and weaker signal. Secondly, owing to the fact that the mode of monofilar propagation uses the ground as return conductor, its power of propagation is considerably diminished; the closer the wire is to the wall the higher the attenuation, for only a very small part of the wall is utilized as return conductor. Assist in controlling or extinguishing fires that occur in abandoned mine lands (AML) by providing a compilation of information on past fire control projects, the estimated extent of the current problem, and factors affecting the occurrence, propagation, and extinguishment of AML tires. Conventional fire control methods and their probable effectiveness are evaluated. Background Fires that occur in abandoned coal mines, waste banks, and coal outcrops constitute a serious health, safety, and environmental hazard from toxic fumes, deterioration of air quality, and subsidence. Although fires on AML occur in every coal-producing State, the severity of the problem varies, with most underground fires occurring in Kentucky, Pennsylvania, and Wyoming. Surface fires are prevalent in Kentucky, Pennsylvania, and West Virginia. Methods to extinguish or control AML fires, including excavation, fire barriers, and scaling, are generally expensive and have a relatively low probability of success (see figures 1 and 2). Bureau of Mines Study The Bureau compiled information from a variety of sources and found that the problem of AML fires is a serious one. Such fires can involve a high degree of hazard and can be difficult and costly to control. AML fires usually involve smoldering combustion in outcrops, waste banks, or abandoned mines. Given the nature of these fires, it is unlikely that the extent of the problem or the cost of solutions will decrease in the near future.

Provide reasonably priced, reliable fire protection for loading shovels. Approach An automatic fire, sensing and suppression system using both dry chemical and Halon 1301 was developed. It is more rugged than similar industrial-type fire protection systems. How It Works Temperature sensors detect heat from a fire, and trigger the system. These sensors are located inside the machinery house and under the house and shovel frame where it rotates around the crawler chassis ring gear. An alarm is sounded, and extinguishing agents are released either in the machinery house or in the ring gear area. The system can also be triggered by a manual control. If the fire Is detected in the machinery house, all power is shut down to the motor-generator sets, ventilation fan, and all electrical controls. Doors are automatically closed. After a delay to allow time for the ventilation fan to stop, Halon 1301, a gaseous fire extinguishing agent, is released inside the machinery house until it reaches a concentration of about 7 percent. This concentration is sufficient to extinguish a fire, but isn't toxic to personnel

Reduce longwall equipment transfer time between panels by utilizing a predriven recovery room, and thus eliminate the premove preparation associated with most equipment recovery methods. Background and Approach The recovery point for a retreating longwall is a predetermined position near the end of the panel where mining is terminated and equipment is disassembled and removed. However, to prepare for equipment removal at the recovery point, bolting and wire meshing arc required before the recovery point is reached. Usually, preparations for equipment recovery begin about 35 ft from the recovery point, significantly impeding the normal rate of advance of the longwall and, consequently, production. Recently, BethEnergy Mines, Inc., and the Bureau of Mines cooperated to evaluate the applicability of utilizing predriven recovery rooms to improve longwall equipment recovery. A predriven recovery room is an entry driven parallel to the longwall face at the end of the panel, having standard dimensions (for that particular mine) and supported with bolts, wire mesh, and supplemental support. The preparation of this entry is completed before it experiences mining-induced effects from the approaching longwall face. This enables the face to continue to mine at its normal rate of advance until the panel is completed. The supplemental support is required to control the loads imposed by the front abutment and is the most vital component of the recovery room.

The purpose of this US. Bureau of Mines study was to assess the ability of trainees to don an unfamiliar self-contained self-rescuer (SCSR) after having become familiar with how to put on a different type of apparatus. Prepractice instruction was the same for all individuals learning to put on a device: a step-by-step, hands-on talk-through using the "3+3" method. Subjects were assigned to groups that had their initial donning instruction derivered on either the Draeger QXY-SR60B or the CSE SR-100. Trainees' performances were then evaluated using the other model. Donning trials were analyzed using a number of measures. It was found that SCSR design had a moderate influence upon how well the doming task transferred.

Mining machine cabs were built to comfortably fit 90 percent of adult American males, and have controls that allow fast natural reactions during emergencies. These cabs and controls also fit 40 percent of the adult female population in the United States. The operators are also positioned for good visibility and for protection from roofing and ribbing hazards. Two basic designs were developed, one for seam heights on the order of 4 feet I and the second for seam heights near 8 feet. The sitting position of the largest person within the sample size group (termed a "95th percentile man") determined the basic cab shapes. The size of different parts of the human body and how they work together I established other design features of the cab. Areas of visibility, limits of operator movement, comfortable seating angles, etc., were carefully identified for the largest and the smallest persons within the sample size group. Placement of controls was based on these findings. The controls are designed and placed to allow operation with minimum physical strain and fatigue. See chart on other side of sheet.

Reduce costs of surface mine reclamation by improving scaper operating efficiency and reducing tire costs. Approach The Wheel Slip Monitor senses and compares the peripheral speed of a scraper's four tires 10 the true ground speed of the scraper, and alerts the operator if any of the tires exceeds a predetermined amount of slip. This system helps scraper operators reduce wheel slip during the loading cycle, thereby improving the loading efficiency of the scaper and reducing tire wear and damage. How It Works The system consists of five ultrasonic doppler velocity-sensing devices for measuring the speed of each wheel as well as the true ground velocity (see photograph). Each sensor produces an electrical output signal having a frequency proportional to the speed of the tire or terrain. The signals are conveyed through electrical cables to a control box in the operator's cab where they are converted to voltages proportional to individual wheel speeds (see photograph). The signals are further processed to activate a blinking red light, corresponding to any individual wheel which is slipping, and to sound a beeping tone that is audible to the scraper operator. The rate at which the light blinks and the tone beeps is proportional to the degree of slip. Alerted, the operator can take corrective action.

"SUMMARYThe Ringelmann Smoke Chart fulfills an important need in smoke abatement work and certain problems in the combustion of fuels. A knowledge of its history and method of preparation is, therefore, of interest to many. Since instructions on its use are not shown on the recent edition of the chart, those included in this revision of the previous information circular, by Rudolf Kudlich, now are a necessary complement to the chart. More detail regarding the use of the chart is included than was given in the earlier manuscript.INTRODUCTIONThe Ringelmann Smoke Chart, giving shades of gray by which the density of columns of smoke rising from stacks may be compared, was developed by a Professor Ringelmann of Paris. Maximilian Ringelmann, born in 1861, was professor of agricultural engineering at l'Institute National Agronomique and Director de la Station d'Essais de Machines in Paris in 1888, and held those positions for many years thereafter.The chart apparently was introduced into the United States by William Kent in an article published in ""Engineering News"" of November 11, 1897, with a comment that he had learned of it in a private communication from a Bryan Donkin of London. It was said to have come into somewhat extensive use in Europe by that time. Kent proposed in 1899 that it be accepted as the standard measure of smoke density in the standard code for power-plant testing that was being formulated by the American Society of Mechanical Engineers.The Ringelmann Chart was used by the engineers of the Technologic Branch of the Federal Geological Survey (which later formed the nucleus of the present Bureau of Mines) in their studies of smokeless combustion beginning at St. Louis in 1904, and by 1910 had been recognized officially in the smoke ordinance for Boston passed by the Massachusetts Legislature."

A Bureau of Mines method for recovering nickel, cobalt, and copper from low-grade domestic laterites is described, which includes the unit operations of solvent extraction and electrowinning. Previous Bureau work indicated that addition of Na2S04 (sodium sulfate) to the nickel electrolyte improved current efficiency in nickel electrowinning. The present study determines the compatibility of Na2S04 with nickel strip-ping in the solvent extraction operation of the Bureau method. The effect of adding 100 g/l Na2S04 on nickel stripping, phase disengagement, and pH was determined in comparative laboratory-scale tests. In continuous-circuit testing, Na2S04 reduced stripping efficiency to the extent that five, instead of four, strip stages were required for complete stripping of nickel from the loaded solvent. In tests made in a phase-disengagement cell that had a variable settler area, the addition of Na2S04 did not significantly affect phase separation characteristics. The pH of the nickel electrolyte in the temperature range of 20° to 65° C was also unaffected by the addition of Na2S04. An economic evaluation showed that the energy saved by adding Na2S04 to the electrolyte would more than offset the cost of adding another stripping stage.

The Location Group conversed in the Petroleum Room of the Green Center with the purpose of addressing the following list of topics in light of the Bureau of Mines' requirements for detecting and locating trapped miners by electromagnetic methods. These topics include: Noise, Sources, Antennas (transmit and receive), the Propagation Medium, Signal Processing, Optimum Frequency, Receivers, Pulse vs. CW Techniques, Passive Location Techniques, and Obstacles. Practical constraints such as equipment size, weight and power requirements, cost and intrinsic safety were kept in mind during these discussions. It was emphasized that in-mine equipment must be inexpensive, rugged, simple and lightweight. Otherwise, the mine operators probably would not buy it nor would the miners be able to effectively use it. Present techniques for experimentally detecting and locating trapped miners were discussed, along with techniques to improve their location accuracy. Analytical, numerical, and scale modelling methods were considered as a means of giving further insight into measurement, anomalies caused by terrain variations, conductivity contrasts, and obstacles. After discussion of these topics, conclusions were drawn and existing problem areas were identified. These problem areas were addressed in developing guidelines for future efforts. Following the discussion period, the Chairman gave a summary of the Location Group report and comments were solicited from the entire group. 2.0 GROUP DISCUSSION HIGHLIGHTS 2.1 Noise W. Bensema asked the group whether the noise data provided by NBS was adequate. It was determined that for location systems analysis, the most important form of noise data was the frequency spectra of vertical and horizontal magnetic fields on the surface, and the answer to his question was affirmative. Drs. Wait and Frischknecht pointed out the difficulty in accurately measuring the true vertical magnetic field since these measurements are heavily influenced by the loop setting and the local geology. Nevertheless, these measurements are important since the same perturbations would also affect a receiving loop oriented to receive the vertical magnetic field. Dr. Rankin pointed

To devise an economical, environmentally acceptable method for recycling scrap lead-acid batteries. Approach A combination electrorefining-electrowinning method for recycling lead metal and sludge from scrap batteries was devised which produces a 99.99 + percent pure lead product and eliminates the lead and sulfur oxide emissions that are the normal by-products of high-temperature smelting processes. How the Method Works Lead metal grids and lugs are separated from the battery sludge by washing and screening, and are melted and cast into anodes for electrorefining by the Betts process. The electrolyte used is fluosilicic acid, a large volume waste product generated during the production of phosphate fertilizer. During the electrorefining process, impurities in the anode are trapped and held in an adherent slime blanket on the surface as the anode dissolves while pure metallic lead is deposited on a lead cathode. The major problem in the past has been to recover the lead from the battery sludge which consists of approximately 60 percent lead sulfate, 21 percent lead, and 19 per-cent lead dioxide. For all coal mining categories, data on coal mine fires during 1990-1999 have been reported as actual numbers and calculated values. 1. For each mining category, actual numbers include the total number of fires, fire injuries, employees' working hours, lost workdays, and coal production (for underground and surface mines only) for a 1 0-year period (1 990- 1999) and for five successive 2-year periods with the 10-year period. These numbers have also been reported by state ( 10-year period). The actual number of fire fatalities has been reported by time period. Furthermore, actual numbers of fires for the five 2-year periods have been reported by ignition source, method of detection and suppression, equipment involved, location, and burning material. Actual numbers of fire injuries per number of fires causing injuries and total fires have been reported by year, ignition source, equipment involved, and location. 2. For each mining category, the calculated values include the fire and injury risk rates during the 10-year period and the five 2-year periods. The fire risk rate (Frr) values were calculated according to the USBM formula [Pornroy and Carigiet 19951. The injury risk rate (Irr) values were calculated according to the MSHA formula [MSHA 1991a, 1992, 1993, 1994a, 1995a, 1996, 1997, 1998b, 1999c, 20001. Also, risk rate values for individual states (10-year period) were calculated according to the above-mentioned formulas. Of note is that only the risk rate values for the 10-year and five 2-year periods and risk rate values for individual states with the highest number of fires and fue injuries were considered for comparison purposes. The fatality risk rate values were not calculated because of the extremely small number of fire fatalities during the 1 0-year period. 3. Calculations of risk rate values are as follows: a. Fire risk rate (Frr) value: Number of fires per million tons of coal produced [Pornroy and Carigiet 19951. b. Injury risk rate (Irr) value: Number of fire injuries multiplied by 200,000 working hours per total employees' working hours [MSHA 1991a, l992,1993,1994a, 1995a, 1996, 1997, 1998b, 1999c, 20001. The Irr value is the average risk rate value for the number of fire injuries per 200,000 working hours for a given time period.

Coal formation begins in peat swamps or bogs, in which microorganisms alter plant material and initiate the formation of carbonaceous sediments. Methane, which constitutes about 98 percent of the hydrocarbon gas in coalbeds, is known to be a product of anaerobic microbial metabolism. To determine if other hydrocarbon gases could be produced in an environment similar to that of a swamp, samples of wood cellulose and lignin were inoculated with soil micro-organisms and incubated anaerobically. The resultant gases included methane, ethylene, propane, propylene, butanes, pentanes, and carbon dioxide. Hydrogen was also produced from the wood samples during the first month of incubation. Over 90 percent of the produced gas was methane; C02 was the other predominant component. Concentrations of all other hydrocarbon gases ranged from l to 20 parts per million, approximately 0.1 percent of the total hydrocarbons, which was less than the concentration in coalbeds. Therefore, although higher hydrocarbons could be produced in a swamp environment, subsequent mechanisms, either concentration by adsorption or formation during geochemical reactions, must affect the final concentration of higher hydrocarbons in coalbeds.
