Illinois has the largest reported bituminous coal resources of any state and is one of largest coal-producing states in the nation. Coal-bearing rocks underlie about 65 percent of Illinois, including all or part of 86 of its 102 counties. An estimated 18 1 billion tons of coal resources are still in the ground. Using present mining methods, more than 30 billion tons of coal are classified as recoverable. This represents almost one-eighth of the total recoverable reserves of all types of coal in the United States. The state's surface mining regulatory program was conditionally approved June 1,1982. It received full approval October 25,1988. The Abandoned Mine Land Program was approved June 1, 1982, and the AML emergency authority June 11, 1984.

In an effort aimed at monitoring mining-induced stress changes that may influence ground failure, the US Bureau of Mines conducted a series of active 3-D seismic tomographic surveys at the Homestake (Lead, South Dakota) and Lucky Friday (Mullan, Idaho) mines. Existing rock bolts were used to mount geophones and as strike points for introducing seismic energy using a 3.6 kg sledge hammer. Travel time measurements were recorded spanning up to 160 m between drifts at several levels. The tomographic uncertainty was minimized by computing iso-velocity surfaces of constant probability based on statistics from multiple reconstructions and a threshold criteria. Periodic imaging using tomographic velocity surfaces demonstrated that temporal and spatial changes in the local stress field occurred in response to ground failure and stope advancement at a gold and silver mine, respectively. Horizontal stresses are caused by global plate-tectonic forces. During 1995 alone they were largely responsible for the closing of two longwall mines in the United States. This paper presents six case histories from Pennsylvania, West Virginia, Kentucky and Alabama. In each case, a mine encountered roof falls or difficult ground conditions at the headgate caused by horizontal-stress concentrations. The problems are detailed, and the control measures adopted are described. In most cases, nearby longwall panels without stress concentrations were trouble free. The paper also discusses detailed measurements that were made at two adjacent Pennsylvania longwalls. One headgate was oriented to avoid a horizontal-stress concentration, and the other was not. Eliminating the stress concentration dramatically reduced roof support loads and roof deformation. The paper concludes that proper panel orientation and sequence is the key to maintaining headgate ground control. The optimum orientation is not parallel to the maximum horizontal stress, as previously thought, but rather it is 20° in the stress shadow of the gob. Other stress-control techniques, including artificial support, are briefly discussed.

Unusual circumstances may require that a longwall retreat into or through a previously driven room. The operation can be completed successfully, but there have been a number of spectacular failures. To help determine what factors contribute to such failures, a comprehensive international database of 131 case histories has been compiled. The cases include six failures where major rock falls occurred in front of the shields, and seven even more serious failures involving major overburden weighting. The case studies suggest two types of room failure mechanism. The first is a roof fall type failure caused by loading of the immediate roof at the face as the fender or remnant longwall panel narrows. The second is an overburden weighting type failure caused by the inability of the roof to bridge the recovery room and face area, and affecting rockwell above the immediate roof. The data indicate that the roof fall type of failure is less likely when intensive roof reinforcement (bolts, cables and trusses) is employed together with higher-capacity shields. The overburden weighting failures, in contrast, occurred when the roof was weak and little standing support was used. Weighting failures were not greatly affected by the density of roof reinforcement. In one of the overburden weighting cases, in a Pittsburgh coal bed mine, stress cell, convergence, bolt load and extensometer data have been used to analyze the failure in detail. This Information Circular from the National Institute for Occupational Safety and Health (NIOSH) documents and supplements the information presented in a series of workshops held during 2002 and 2003. The primary intended audience consists of all who are involved in developing and conducting miners' training. According to the Mine Safety and Health Administration (MSHA), mine operators reported 240,000 full-time equivalent workers and independent contractors reported 42,000 full-time equivalent workers working on mine property during the year 2000. Unfortunately, these workers have a relatively high risk of suffering serious work-related injuries and illnesses. The mining industry has the highest rate of occupational fatalities among all U.S. industries. The fatality rate is 30 deaths per 100,000 workers compared to 4.6 for all private industry (Morbidity and Mortality Week Report, 2001; NIOSH, 2002). Compared to workers in other industries, miners also have a relatively high rate of nonfatal lost-time injuries, and their injuries tend to be more severe (Bureau of Labor Statistics, 1999). Many miners are also exposed to significant health hazards, including coal and silica dust, diesel exhaust, and noise. More than 1000 U.S. miners die of lung disease each year (NIOSH, 1999). Mine safety and health professionals have long recognized training as a critical element of an effective safety and health program. Federal regulations (30 CFR, Parts 46 and 48) require mine operators to provide initial safety and health training to all new miners, as well as a minimum of 8 hours of refresher training each year. The time and money being spent to train U.S. miners is substantial, and so there is a strong and steady demand for new and better mine training materials and methods. A growing concern among mine safety professionals regards the training of new workers. A major change in the mining workforce is anticipated within the next decade. In major segments of mining, especially coal, relatively few workers have been hired since the 1970's. Thus, as an entire cohort of miners in the current workforce nears retirement, the replacement of these employees will require an influx of new workers. New miners may be young people who lack the ability to recognize and respond to mining hazards in an appropriate manner. They may also have had different educational experiences than their older counterparts. Many safety professionals believe that these two cohorts require different approaches to training. The papers in this report should help prepare mine trainers for the changes about to occur in the workforce and acquaint them with strategies they can use to enhance the effectiveness of their training. The first three papers present basic principles for teaching adults. The five remaining papers are intended to illustrate how these principles can be applied to the development and imple¬mentation of effective training for miners. Below is an overview of these papers. 1. Kowalski and Vaught review the process and principles of adult learning. The learning model they present includes a discussion of goals, content, delivery, assessment, and remediation. Adults are viewed as active learners, experienced-based, expert in their own right in specific areas, independent, real-life centered, task-centered, problem-centered, solution-driven, skill-seeking, self-directing, and internally and externally motivated. Basic aspects of curriculum development are briefly reviewed. For further information about adult learning, see Camm and Cullen's paper. 2. Mallett and Reinke's first paper discusses issues related to training new miners who have recently or will soon be entering the mining workforce. These new generations of miners have different learning style preferences and training needs than Baby Boomers and other older miners. Even trainers who have been highly effective in the past should reassess their training styles and their classroom materials to determine if they are prepared to meet the needs of these young new workers. This paper provides information that will help mine trainers communicate across the generation gap. 3. Mallett and Reinke's second paper provide an overview of training evaluation. Trainers and decision-makers are given a framework for planning and assessing training evaluation strategies. The authors present Kirkpatrick's (2001) model of evaluation categories and discuss how to start an evaluation plan and various ways to collect data. They do not provide detailed instruction in evaluation methodologies, but give trainers a review of the things they need to consider when developing an evaluation plan. A good evaluation plan can inform revisions to a training course, assess trainee learning, and/or answer managers' questions about program effectiveness. 4. Brnich, Derick, Mallett, and Vaught discuss a technique for incorporating worker participation into fire prevention and safe equipment operation training. This technique involves development of short (5 to 7 minutes) videotapes coupled with toolbox talks that ground the content of the videos within the context of a miner's workplace. An example of one of these training modules is presented, along with the results of an evaluation performed on its effectiveness at improving miners' understanding of what types of information they should be sure to communicate during a mine emergency. 5. Wiehagen, Conrad, Friend, and Rethi discuss on-the-job training (OJT) as a method for teaching miners safety and production skills. Much of the training is done by experienced workers. This paper describes how small investments can help improve the effectiveness of on-the-job training. Effective on-the-job training involves some structure and planning in the transfer of responsibility for task performance from the trainer to the novice. Assisting the trainer could involve helping develop up-to-date job analyses and offering strategies for teaching and evaluating job skills. The work-principle method was developed for theoretically resolving toxic fumes from non-ideal charge formulations. The whole description of a wanted process refers to macroscopic changes resulting from removing and imposing constraints that work one at a time to chronologically render trajectory terminal (key) states. The trajectory resolution utilizes a thermodynamic quasi-potential or negative work function, and numeric results require some appropriate standard thermodynamic (equilibrium) reaction code TDRC. The underlying method is unable to restrict reactions, tailor the work output or resolve states within the trajectory transitions, so the trajectory terminology is used somewhat figuratively. The work-principle model has the working fluid (reaction material) interacting with a tremendous reservoir (chamber air and walls), while forecasting the work performed upon a mechanical agent. Within the underground test chamber, the widening fume zone undergoes a decline in temperature, a reduction in reaction rates, resulting in out-of- equilibrium circumstances at the Q*-point, representing the measurement state. Rather than coping with the hard issues of non-equilibrium, the toxic fumes are resolved numerically for the Z-point, rendered by a zero-net- interaction energy constraint. Though other techniques require complex equation-of-state EOS for the whole trajectory, the work-principle formulation eludes the issue, requiring an EOS that works just for the terminal-state. Under the circumstances, the Z-state is reconcilable with the ideal-gas domain, and relevant TDRC results yield the restricted state in a numerical way for different charge formulations. The work principle makes it hard to remedy or to tamper with the resulting Z-point fumes: non-macroscopic trajectory readjustment is forsaken, terminal states are results rather than stipulations, and resetting the EOS formula constants would be ineffectual. Though the non-equilibrium portion remains unresolved, it is noteworthy that the work principle rigidly fixes the Z-state, thereby reducing the uncertainty for rendering reaction-rate models characterizing the non-equilibrium Z-Q* transition. Though more refinements are needed, some Z-point fume results are included to illustrate the threshold (minimum) resolving capacity of the work- principle formulation.

Table 10 and figure 4 show the number of fires and fire injuries occurring at the surface of underground coal mines by state during 199&1999. Table 10 also shows by state the risk rate, employees' working hours, and lost workdays. A total of 65 fires occurred in 10 states. Thirteen of those fires caused 12 injuries and 1 fatality (the yearly average was 6.5 fires and 1.2 injuries). Four fues and one fire injury involved con- tractors. The Ewhr value was 97 x l O6 hr (Irr = 0.025); the LWD value was 6,206. Pennsylvania had the most fues (20 fues and 5 injuries), followed by West Virginia (1 6 fires and 1 fatality) and Kentucky (1 5 fires and 3 injuries). Among these states, Pennsylvania had the highest injury risk rate value (Irr - 0.095). Table 1 1, partly illustrated in figure 5, shows by time period the number of fires, fire injuries, and fire fatalities; risk rates; employees' working hours; and lost workdays. The number of fires and fire injuries show a decrease followed by an increase during the five time periods, accompanied by a decline in employees' working hours throughout the periods (see table 11 and figure 5). The Irr values follow patterns similar to those shown by the injury values. Tables 12- 17 show the number of fires by ignition source, method of detection and suppression, equipment involved, location, and burning material by time period. Figure 6 shows the major variables during 199&1999. Table 18 shows the number of fire injuries per number of fires causing injuries and total fires by year, ignition source, equipment involved, and location.

The Bureau of Mines tested 48 materials for their ability to absorb H2S from hot simulated producer gas (1,000°-1,500° F). The material found best from the standpoint of absorption capacity, durability, and amenability to regeneration was sintered pellets of 75 percent fly ash-25 percent Fe203. The performance of this absorbent under simulated and actual conditions is described. The effect of absorbent composition, absorbent temperature, steam content of the gas, and tar vapors and dust in producer gas is discussed.

"One phase of the Bureau of Mines' work in the field of health and safety is the promotion of the use of safe, satisfactory, and reliable respiratory protective devices. To promote the development of such devices the Bureau has established schedules of minimum requirements for oxygen breathing apparatus3/ gas masks/, supplied-air respirators5/ (hose masks, airline respirators, and abrasive blasting helmets, hoods, or masks), and mechanical-filter respirators6/.Manufacturers of respiratory protective devices may submit their equipment to the Bureau for approval under the requirements of these schedules.As a prerequisite to such submittal, the Bureau requires a statement that the device is completely developed and of the design and material the manufacturer believes suitable for a finished marketable device; that the device has been subjected to inspections and tests such as described in the schedules, and that it met those requirements when tested by the manufacturer or his testing agency; and a. statement regarding the nature, adequacy, and continuity of control of the quality of the respirator. If the manufacturer can satisfy these requirements, and if the device, when tested by the Bureau, meets its requirements, a certificate of approval is granted by the Bureau of Mines. The approved devices bear distinguishing marks that indicate that they have been approved, the purpose for which they are approved, and the limitations of their use. If it is found at any time that approved devices purchased in the oven market and tested do not meet the requirements of the schedule, the Bureau may rescind that approval. Lists7/ of approved devices are published periodically for the convenient information of the public.Respiratory equipment may be divided into two main groups: (1). Those that afford protection by removing atmospheric contaminants and (2) those by which a respirable atmosphere from an uncontaminated source is supplied to the wearer.The devices that protect by the removal of contaminants may be divided into two subgroups: (1) Those that protect against gaseous contaminants and (2) those that protect against particulate matter. There may, of course, be combinations of these two.The devices by which a respirable atmosphere is furnished to the wearer also may be divided into two subgroups: (1) The self-contained type, by which the supply of oxygen, or material from which the oxygen can be generated is carried by the wearer, and (2) the hose type, by which air is supplied to the wearer through a hose or tube."

"The realization that fuel costs, high as compared with those enjoyed prior to the war, are apparently permanent, has caused steam power plant operators to apply their best efforts towards improving the fuel economy of their plants.Though they have given much attention to the reduction in combustion losses by improving methods of firing and improved equipment, and to diminishing the heat losses by more care in maintaining clean heating surfaces and tight and adequate baffling, they have almost universally neglected the waste that occurs from discarding unconsumed combustible with the boiler refuse.This loss varies between extremely wide limits, depending on the quality of the coal, the type of plant and the firing practice in general, the higher the ash content of the coal the greater will be the amount of combustible appearing in the refuse, and the losses will be greater as the boilers are driven at higher ratings. The refuse from stoker fired boilers is apt to have a lower aver-eve percentage of combustible than that from hand fired boilers if operated at the same rating, but stoker fired boilers are usually pushed to higher ratings and the combustible in the refuse will run higher.In actual operating practice the amount of unconsumed combustible in the boiler refuse may range from a few percent to as high as forty or fifty percent. In an informal statement one well known combustion engineer estimates that the average amount of combustible in the refuse from a large stoker fired central station boiler plant is about 15 or 20%. Assuming that the coal burned contains 12% of ash, and allowing for flue dust losses, approximately two percent of the coal will be lost through this channel. The operating engineer of one large modern central power plant reports that when burning coal of about the same ash content, the average amount of combustible in the refuse was in the neighborhood of 33%, en tailing a loss of approximately 4% of the heating value of the fuel fired. Where the coal used daily runs up into hundreds of tons, an appreciable economy could be effected by recovering this percentage."

Purpose The NIOSH Hearing Loss Simulator is a software training and communication tool for promoting hearing loss prevention. It allows a user or trainer to demonstrate the effects of noise exposure on hearing without experiencing an actual noise-induced hearing loss. Estimates of the effects of different levels of noise exposure are based on the American National Standard Determination of Occupational Noise Exposure and Estimation of Noise-Induced Hearing Impairment, otherwise known as ANSI S3.44. This standard specifies the predicted hearing loss for noise-exposed populations of individuals based on risk factors that include gender, age, sound levels (in A-weighted decibels or dBA), and years of exposure. Algorithms specified in the standard were derived from empirical studies of populations that had no exposure to loud noise and other populations that had experienced various levels and durations of noise exposure. This manual explains the major objectives that can be addressed with the simulator and training scenarios that can be applied to real-life, real-worker scenarios. The majority of this guide explains the simulator's functions in detail. Simulator users are encouraged to read this manual while learning how to run the software. [ ] Training Objectives The main objective of the Hearing Loss Simulator is to increase motivation for taking effective hearing prevention action by demonstrating simulated noise-induced hearing losses. [The Simulator can also help teach the following facts about hearing loss. Hearing loss is affected by noise levels. Hearing loss worsens as the noise exposure duration increases. Hearing loss can become permanent. Hearing loss makes it harder to hear what others say. Most hearing loss is not caused by age. Speech is made up of both low and high pitch sounds. Hearing loss due to noise makes it harder to hear high pitch sounds. Hearing loss due to noise has less of an effect on hearing low pitch sounds.]

Various aspects of judgment and decision-making are key themes in this book. The model presented here serves as a loose structure for the chapters that follow this one. The notion of a model is introduced because growing research interest in the subjective aspects of group and individual behavior has led to a debate over whether judgment is a skill that can be understood scientifically. A related point of contention is whether such an understanding could lead to the development of methods for estimating people's ability to make good decisions during an emergency. There is some literature that supports the potential usefulness of this approach. However, little agreement seems to have been reached on how to define and operationalize even those basic concepts necessary to assess the soundness of decisions from within their environmental and group contexts [Jensen and Benel 1977; Godden and Baddeley 1979; Baumann and Bourbonnais 1982; Brecke 1982; Stone et al. 1985]. A look at the real-world process is clearly needed. The need to attempt a better understanding of judgment and decision-making properties stems from those occasions in the existence of an organization when there is a lot at stake. The process of decision-making (which is part of the exercise of judgment) has been analyzed in situations such as corporate takeovers [Janis and Mann1977], military combat [Begland1979], clinical emergencies [Baumann and Bourbonnais 1982], and aviation events [Billings and Reynard1984]. The fundamental assumption of these analyses is that, while there are untold successes, there are also notable numbers of failures resulting from decisions that can be ascribed to one or more errors in judgment. From a cognitive perspective, any person engaged in decision-making (either alone or in a group) is actively involved in a process characterized by certain elements. These were mentioned in chapter 1, but are reiterated briefly at this point: (1) detection of a problem, (2) definition or diagnosis, (3) consideration of available options, (4) choice of what is perceived as the best option given recognized needs, and (5) execution of the choice based on what has transpired [Flathers et al. 1982; Baumann and Bourbonnais 1982]. At any moment in this process, there are factors at play that have a large impact on one's ability to solve complex problems in a limited time: (1) an internal state [Hedge and Lawson 1979] is the sum of a person's psychomotor skills, knowledge, attitudes, etc.; (2) uncertainty [Brecke 1982] is caused by faulty or incomplete information received from the external environment; (3) stress [Biggs 1968; Jensen and Benel 1977] is generated both by the problem at hand and any background problem that may exist; and (4) complexity, as it is used here, refers to the number of elements involved that must be attended to. These variables are depicted in figure 5.1, and their relationship to each other and to an outcome is indicated. This schema is designed to suggest interaction, because while the judgment and decision-making process may be conceptualized as discrete stages, experience tells us that this is not the way people function in real-world situations.

"Introduction.Atmospheric conditions relative to high temperature and humidity are of great importance in mining, as well as in such allied fields as railroad and vehicular tunnels. An extended investigation into the effect of these factors on men has been in progress for some time, both in the field under actual working conditions, and at the Pittsburgh experiment station of the bureau in cooperation with the American Society of Heating and Ventilating Engineers and the U. S. Public Health Service.For several years one of the writers (Dr. Sayers) and L. Harrington, supervising mining engineer of the bureau, have been studying the effects of hot humid atmosphere in metal mines on the comfort and efficiency of the workers. Some of the reactions experienced in still and in moving saturated mine air at temperatures of 90 to 100°F., with men at rest are presented in a recent paper.****The present paper is based on experiments made under carefully controlled conditions to determine the relative feeling of warmth experienced by men in atmospheres of various degrees of temperature and humidity. The work was conducted by the research laboratory of the American society of Heating and Ventilating Engineers, at the Pittsburgh experiment station of the Bureau of Mines, in special physchrometric chambers built for this purpose. It was carried on under the direction of F. Paul Anderson, director of the laboratory, Dr. R. R. Sayers and A. C. Fieldner of the Bureau of Mines. The results given in this paper are for still air only. Investigations of the effects of moving air are being continued, and will be reported later."

This Part is concerned with the theoretical study of UHF radio communication in coal mines, with particular reference to the rate of loss of signal strength along a tunnel, and from one tunnel to another around a corner. Of prime interest are the nature of the propagation mechanism and the prediction of the radio frequency which propagates with the smallest loss. Our theoretical results are compared with measurements made by Collins Radio Co. This work was conducted as part of the Pittsburgh Mining and Safety Research Center's investigation of new ways to reach and extend two-way communications to the key individuals that are highly mobile within the sections and haulage ways of coal mines.

A new post-disaster signalling system for the Bureau o Mines, using through-the-earth EM propagation, was successfully field-tested in the Lake Lynn test mine. Successful detection at an estimated input SNR of -30dB was accomplished using a coherent integration time of 4.46 minutes. The transmitted waveform consisted of a repeating pseudonoise maximal length sequence phase modulating a 1950Hz carrier. The receiver used a sliding-window matched filter, optimal for signal known exactly except for phase and starting time, implemented via a special purpose processor. Parallel processing permits adaptive signalling, where the detection (integration) time is determined by the actual input SNR encountered. This field test demonstrates a trapped miner detection system that is about 36dB more sensitive than a current pulsed system. This increased sensitivity permits some desired combination of increased range, shorter detection time, and reduced transmitter power or antenna-size. The combination of pulse-compression-type-signal, coherent integration, parallel-processing, and output peak-detection algorithms permit implemention of an ultra-reliable detection system. The same combination is compatible with digital Pulse Position Modulation and Emitter position location strategies.

This Bureau of Mines study covers 25 underground mines that were active in the Upper and Lower Freeport and Lower Kittanning coalbeds in 1976. The coal ranges from low to medium volatile in rank; its primary use is for steam generation. Seven mines emit more than 100,000 cfd of methane gas; those mines are the deepest and largest producers. The methane gas content of three core samples of the Lower Kittanning coalbed was estimated by the direct method. A sample from a depth of 320 feet contained 0.5 cu cm of gas per gram, at 620 feet there was 0.8 cu cm of gas per gram, and at 1,060 feet there was 11 cu cm of gas per gram. These results suggest that methane control problems will be encountered in the future as deeper coal is mined.

The Great Eastern nickel deposit is located in the western foothills of the Virgin Mountains in the Copper King or Bunkerville district situated in the southeastern part of Clark County, Nev. It is covered by a group of eight claims that can be reached by turning south from U. S. Highway 91 at Riverside, Nev., and driving about 12.6 miles southeast over a winding mountain road, which rises from about 3,000 feet to 4,000 feet in elevation. The climate is dry, with only a small amount of rainfall throughout the year. The temperature ranges from hot during the summer to short periods of freezing weather during the winter months. The vegetation is of the desert variety, and no timber is available for mining. Water for mining purposes would have to be pumped from lower areas. A granitoid gneiss comprises the largest part of the rock outcrops. It has a steeply dipping foliation that strikes about N. 75° E. The gneiss was intruded by basic dikes, which in turn were intruded by pegmatite dikes. The ore occurs as lenticular bodies formed by the convergence of several pegmatite dikes within the main dike. The principal sulfide minerals are pyrite, pyrrhotite, and chalcopyrite, which contain a small amount of nickel. Late in the year of 1939, the Bureau of Mines undertook an exploration project on the Great Eastern property to extend or delimit the known mineralization. Underground work, consisting of 590 feet of drifting and crosscutting, was completed in September 1940, and 1,091 feet of diamond, drilling for downward extension of an ore body in the Lower edit, which was completed in February 1941.

Chalcopyrite (CuFeSz) concentrates produced on the Lead Belt of Missouri typically contain 28 pct Cu and from 0.5 to 1.5 pct each of nickel and cobalt. Most of the nickel and cobalt are present as the mineral siegenite, (Ni,Co)3S4, almost none of which is recovered presently. The Bureau of Mines, U.S. Department of the Interior, has been conducting research on the chalcopyrite to produce a marketable fraction enriched in cobalt and nickel. Ferric chloride leaching of various chalcopyrite (copper) concentrates has yielded residues containing from 10.2 to 16.2 pct Ni and 8.3 to 11.4 pct Co with recoveries of approximately 79 pct. In another approach, laboratory froth-flotation tests have been conducted to investigate the effects of regrinding, roasting, baking, and steaming prior to flotation, with a variety of reagents. The best laboratory results were obtained after regrinding the copper concentrate to 94 pct minus 400 mesh and floating the chalcopyrite at natural pH (6.5) with 0.48 pound of sodium diethyldithiophosphate and 0.01 pound of sodium cyanide per ton of concentrate. This procedure yielded a tailings assaying 20.4 pct Cu, 5.2 pct Ni, and 3.45 pct Co. The tailings contained 67.2 pct of the nickel and cobalt and 15.9 pct of the copper originally in the copper concentrate; the remainder of the values reported to the flotation concentrate, which analyzed 29.6 pct Cu. To verify the laboratory flotation results, a 60 kg/hr process demonstration unit (PDU) was constructed in the Cominco American Magmont mill, Bixby, Mo.

The objective of these projects is to provide an ordered and sequenced series of advance toward the Bureau's overall goal of providing the systems technology required to create a more healthful and safer working environment for the Nation's mining and minerals processing workersINTRODUCTION The Bureau of Mines conducts a balanced, continuing in-house research and development program to accelerate systematic improvements in health and safety conditions in U.S. mines. Part I of this report outlines the Bureau's present in-house effort to all interested parties; in particular, potential contractors can refer to it when submitting USP's (unsolicited proposals), thus avoiding proposing research that duplicates work being performed by the Bureau.It is the policy of the Bureau of Mines to utilize as fully as possible the capabilities of the private sector in minerals research, and to that endPart II of this report outlines the Bureau's current projected contract research needs.The projects presented were planned at the beginning of the fiscal year and are subject to change based on emerging priorities and availability of funds.
