This interpretation of the minim lams of Ceylon has been prey tired from the best available information in Washington and is released subject to amplification and correction, if necessary, by United States foreign-service officers. INTRODUCTION Ceylon has no basic mining law; the general rules governing the granting of mineral concessions and affecting legal titles of concessionaires are laid down in Ceylon Government ordinances or are found in the authorized forms for licenses and leases. In situ stresses are important input data for the design of safe, stable stope layouts and extraction sequences. However, it is commonly assumed that normal and shear stress gradients in a stress field are negligible and, consequently, that stresses are uniform throughout the region of analysis. To evaluate these assumptions and to provide input data for an analysis of a shaft pillar mining plan, in situ stresses were measured at the Homestake Mine, Lead, SD, using overcoring on hollow inclusion cells and borehole deformation gauges. These measurements were used with conventional least squares, best fit data reduction schemes. The results showed that normal stresses within the shaft pillar were less than, but comparable to, those estimated from finite-element modeling. Shear stresses were an order of magnitude less than normal stresses and varied considerably from site to site. Possible causes of this variability include effects of scale, elastic moduli, anisotropy, and axial strain. Because of the variability, it is not possible to determine the magnitude of horizontal stress gradients.

"INTRODUCTION Retsof mine, adjoining the village of Retsof, Livingston County, New York, is about 5 miles northwest of Geneseo and 55 miles (air-line distance) due east of Buffalo. It is a single-bed rock-salt mine having extensive horizontal workings as much as 2-1/2 miles long and 1 mile wide and has been in continuous operation since 1885. Retsof tine is the largest producing salt mine in North America and is reputed to be the largest active salt mine in the world.Retsof is one of three large salt mines operated by the International Salt Co., Scranton, Pa.; T. Forster Courthope is general manager of Retsof and also of the company's Detroit salt mine in Michigan and has held that position for 27 years. He is assisted by Stanley Martin, general superintendent; R. Goetz, Maintenance superintendent; and John Riordan, mine superin¬tendent. All are old-timers at Retsof and, according to Courthope, contri¬buted the ""lion's share in bringing the mine to its present standard of safety.ACKNOWLEDGEMENTThis circular was made possible by the generous cooperation of T. The measurement of various gas concentrations in the atmosphere at a particular location has become a problem of considerable importance. Levels that need to be monitored vary from the range of percent for constituents such as oxygen to parts per million levels for gases like nitrogen dioxide. In particular, mine air can become contaminated with noxious or toxic gases from several sources: fires within the mine, diesel-powered equipment, and explosive sources. The contaminants that result are carbon monoxide (CO), carbon dioxide (CO2), and oxides of nitrogen (NO and NO2). Additionally, oxygen (O2) may be depleted. Thus, the workman can be exposed to potentially toxic or asphyxiating atmospheres. A device was needed that will continuously monitor the mine air in working areas and provide warning of hazardous atmospheres. The Mine Air Monitor was conceived as being a portable, rugged instrument capable of measuring the concentration of the various atmospheric constituents in the mine environment. The unit was to provide both warning signals and quantitative measurements when hazardous contaminants existed at too high a level, or when the oxygen was being depleted. The initial concept involved optical sensors for all of the contaminating gases to be measured, namely CO, CO2, CH4, and NO2, and an electrochemical cell to monitor O2. When the explosion proof requirements of Schedule 2-G made the concept appear to be unfeasible from the standpoint of weight and portability, the program was redirected and a three channel monitor employing electrochemical sensors was adopted. In this case the gases to be monitored were O2, CO and NO2. The remainder of the program was oriented towards obtaining good, commercially available lectrochemical sensors for the above gases, testing them, reducing deficiencies noted during these tests, and making the necessary modifications to integrate the three sensors into a Mine Air Monitor suitable for the mine environment.

The Rush Creek district of Marion County, Ark., has had a more or less continuous record of zinc production over the past 40 years. The ore has come from many small mines working on oxidized and semi-oxidized deposits found in the Everton formation where that formation forms the present surface rock. Prospecting has been restricted to the hillsides above the creek levels, the actual ore outcrops being the guides. Little attention has been paid the possible sulfide zones. In August 1942, the United States Geological Survey and the Bureau of Mines recommended exploration of the Powell and Cotter formations, which underlie the Everton, for which purpose the Survey had previously located 18 proposed drill-hole sites in geological structures that seemed favorable to are deposition.

Despite the use of warning alarms to alert miners to the backward movement of large mining equipment, miners still are injured too frequently in backup accidents. Currently approved backup alarm technology consists of continuous sounding alarm systems. New technology has developed a warning system that initiates an alarm only if there is an object close behind the vehicle. This advancement eliminates constant exposure to the alarm because a warning is given only in case of a potential collision. Adoption of this development can improve safety and reduce damage, especially for front-end loaders (FEL's). It will also eliminate a source of nuisance noise in urban and residential areas. This Bureau of Mines report describes the general characteristics of infrared (IR) light, ultrasonic wave, and Doppler radar technology as used for backup alarms, and reviews the testing of the most promising detection devices.

Laboratory experiments were conducted to study the carbon deposition characteristics of a high-gravity, paraffin-base crude oil. The results of these experiments indicate that a fuel supply adequate to initiate a combustion wave can be deposited in high-gravity-oil reservoirs. These results are significant because there has been considerable doubt whether oils over 35° API gravity are able to deposit sufficient fuel. Considered in these studies were the effects of air flux, temperature, initial oil saturation, and time on carbon deposition. Conditions that maximized carbon deposition in the laboratory and an understanding of the nature of carbon formation are shown by graphical interpretation of the data. Statistical techniques were used to design and analyze the results of the retort tests. For the same amount of laboratory work, this approach yields more information about the systems that were studied than the classical method of research presently used in many laboratories. In addition, the accuracy of calculating the effect of each variable on carbon deposition is twice that of the classical approach. This paper develops the statistical approach to research without complex mathematics, thus enabling the reader to grasp the concept of how statistics can be applied to study many complicated problems.

Gold and precious stones were mined in Egypt in prehistoric times. This mining, carried on at intervals, extended over thousands of years, until about 1300 A. D. Then ensued a dormant period of several hundred yoars. In the mean- time Europe made great rogress in mining practice, metallurgy, and geology and sent out various expeditions during the nineteenth century to investigate ancient mines. But the exploratory work produced no material results, and not until the beginning of the present century did actual mining recommence. The reopening of old gold mines in Rhodesia aroused interest in London and Paris, and these cities provided the capital necessary for the investigation of the ancient minee in West Africa and Egypt. Speculation resulted in the division of most of the uncultivated area of Egypt and the Sudan into huge concessions, and a number of expeditions were made; but after an unprecedented activity in West Africa, roaction set in, and the flow of capital ceased. This paper presents one of a series of digests of foreign mining legisla- tion and court decisions that is being prepared in advance of a general report relative to the rights of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Switzerland has been prepared from the best information available in ashington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consuler officers, to whom it is being referred through the courtesy of the Department of State. Sitzerland is a small country in which little mining is done, yet it has a voluminous body of mining legislation. There are two salt-mining districts in Switzerland; that at Bez, Canton of Vaud, belongs to the Canton but the deposit is worked by a private company; and those at Schweizerhalle, Rheinfelden and Ryburg are worked by a joint stock company formed by the Cantons interested. Iron ore is mined at Gonzen, Canton of St. Gallen, and large beds of gypsum are worked, mainly for domestic consumption. In general, however, although many kinds of minerals are said to have been found in Switzerland, mining operations are irreguler end relatively unimportant. Even during the world war only about 2,500 persons were employed in mining establishments and most of these were in under round stone quarries. On the other hand, the republic comprises 22 Cantons, of which 3 are divided, making 25 units, and in the absence of generel Federal legislation, each of these units virtually has its own distinct mining la Under these circumstances, it is obviously inadvisable to review the mining lars of Switzerland in the same detail as those of other countries which Lave been digested in this series. For the lars of individual Cantons, as well as for a more comprehensive summary of the Swiss legislation as a whole, the reader is referred to a recent German publication." This report presents data collected during research by the Bureau of Mines on corrosion of grinding media. Corrosion rates of eight alloys commonly used in grinding media were tested in synthetic mill water using an ultrasonic grinding device especially designed for this work. Electro-chemical measurements showed variations in corrosion rates for these alloys between 9.8 mpy for medium-carbon steels and 0.14 mpy for high chromium white irons. Bureau data are discussed along with data from the literature to indicate that corrosion causes less than 10 pct of the wear of grinding media in commercial grinding mills. A comparison of corrosion rates for various types of grinding media shows that alloying elements and electrochemically active inclusions in steel affect the corrosion behavior of the media.

An aluminizing dross which is accumulating as a waste material in substantial quantities was tested for possible use as a steel deoxidizer. This material, consisting mainly of aluminum, silicon, and iron, was used to deoxidize laboratory-scale melts ranging from 7 to 100 pounds. Oxygen analysis showed that the aluminizing dross was effective in reducing oxygen levels in steel. A direct comparison with aluminum wire showed the dross material to be at least as effective. Under similar test conditions with 7-pound melts, 3 grams of aluminum reduced the oxygen concentration from 210 to 175 ppm, while 4 grams of aluminizing dross (equivalent to approximately 2 grams aluminum) reduced the oxygen concentration from 250 to 170 ppm. An additional 4 grams of aluminizing dross produced a final oxygen concentration of 140 ppm.

GENERAL INFORMATIONSince its introduction into coal mines, the use of Airdox has grown in popularity, especially in the Indiana and Illinois coal fields. Its use permits breaking dawn coal on shift, whereas the use of explosives for blasting coal on shift is prohibited by law in those States. Many of the hazards connected with the use of explosives are eliminated. The accident experience in the use of Airdox has been excellent with respect to the number of fatalities or serious injuries per million tons mined.The Federal Mine Safety Code specifies that Airdox lines should be grounded at the compressor and at other points of low resistance along the lines but should not be connected to tracks, pipe lines, or other possible power conductors. The present epoch in human history has been variously described as the age of coal, of oil, of iron and steel, and of power. All agree, however, that it is a great industrial period. Power is of course the vital force in the industrial organism; but power is derived chiefly from mineral fuels or from harnessed and controlled water - also a mineral substance although usually not so classified by industry. However, the latent energy of fuels cannot work for men until it is changed to active energy by combustion and until this active energy is converted into motion. This motion is just as indispensible as the energy itself. Likewise, the latent energy of water cannot be utilized until it, too, is converted into motion; out the mechanisms and devices for converting latent energy into motion, as well as the structures in which they are operated, would not be possible without metals and other minerals. Consequently, minerals are fundamental in industrial civilization.

The cool drills that have received the approved of the Bureau of Mines may be divided into three general classes: (1) Hand drills, small drills that are held in the hands or supported against the body while in use; (2) post drills, drills that are too heavy or powerful for hand operation and therefore require some mechanical mounting when in use; and (3) drilling machines. Besides these three classes, drilling equipment has been incorporated in the design n of a number of permissible coal-cutting machines, but such drills are considered an integral part of the cutting machine and are not given separate approval. The hand drills have been described in Report of Investigations 3363, which is cite of several papers that have been published dealing with miscellaneous types of permissible motor-driven mind equipment not covered in bulletins. The present paper describes post drills and drilling machines approved by the Bureau of Mines up to July 1, 1937.

This report is concerned with the conditions affecting the methods and costs of mining phosphate rock in that part of the western phosphate field that is in Bear Lake and Caribou Counties in southeastern Idaho ( see fig . 1) . The area was selected because it contains most of the known phosphate reserve and because its geology has been studied more extensively than that of other sections . Deposits of phosphate rock on public land may be leased from the Government under the terms of the Mineral Leasing Act of 1920 , subject to the regulations of the Bureau of Land Management . Public interest in phosphate production is growing , as shown by an increasing number of applications for leases . Two mines are being operated steadily for the production of phosphate rock by companies that have also the necessary processing plants for the manufacture of fertilizer . Total western phosphate - rock production in 1947 is reported by the Economics Statistics and Division of the Federal Bureau of Mines to have been 1,193,000 long tons , mined in Idaho , Montana , and Wyoming . The average grade was 30.7 percent of contained phosphorus pentoxide (P205 ) ; the average value at the mines was $5.67 per long ton . Idaho contributed 905,000 tons , or somewhat more than 75 percent of western production . Western fertilizer plants took 23 percent of total production; 76 percent was exported . Strip mining accounted for 75 percent of the Idaho tonnage; the remainder was stoped from underground workings . Rock must contain a minimum of 30 percent P205 to be commercially useful for the production of superphosphate fertilizer by current acid treatment methods . Research by corporations and Government agencies has been directed toward the use of lower - grade ore . So far , only by smelting can rock containing as little as 25 percent P205 be used economically . Any development of processing or use pattern that would render the mining of , say , 20 percent rock profitable would have important effects in reducing the unit cost of mining . In the search for metallurgical improvements , consideration should be given to the saving of valuable components of the rock, such as vanadium and fluorine , both of which are present in the beds .

In this period of generally increasing taxes of various kinds, one hears less complaint by mining companies about the high cost of workmen's accident compensation than was the case a few years ago, the reason perhaps being that other and more pressing phases of the tax problem now over shadow the heavy expenditures for compensation premiums which a few years ago were considered a severe burden on the mining industry. Nevertheless, the financial expenditures of the mining industry in higher compensation benefits and hospitalization or in higher premium rates, or both, instead of being less have actually increased in many States in the past year. In the spring of 1937, proposals for increased benefits to injured employees in compensation, hospitalization, or medical aid were actively before legislatures in California, Connecticut, Georgia, Idaho, Illinois, Indiana, Iowa, Kansas, Kentucky, Massachusetts, Michigan, Minnesota, New Mexico, Oregon, Pennsylvania, South Carolina, Texas, Utah, Washington, Wyoming, and possibly other States. In some cases, the proposed increases in benefits were so much greater than expenditures for similar items in the past that premium rates per $100 of payroll would almost certainly rise sharply. At this same time, occupational-disease-compensation coverage also was under consideration by legislatures in Arkansas, California, Delaware, Idaho, Indiana, Kansas, Massachusetts, Michigan, Minnesota, Montana, Nebraska, New Jersey, Ohio, Pennsylvania, Tennessee, Utah, and Washington. Sooner or later (and probably within the next few years) occupational-disease compensation will be accorded practically as wide recognition as accident compensation receives at present, and, unquestionably, mining in all of its branches will be affected more or less drastically. Hence, the present outlook is that the mining industry, in company with practically all other industrial activities, will be confronted by materially higher compensation costs than those of the past or the present, to which rather violent exception has been taken, at least in some States and at some times.

Diesel particulate matter (DPM) often contains small amounts of metal as a minor component but this metal may contribute to adverse health effects. Knowledge of the mechanism for particle formation as well as the size preference of the trace metals is critical to understanding the potential for health concerns. To achieve this, the size and the composition of each particle should be optimally measured at the same time. Single particle mass spectrometer (SPMS) would be the best tool for this objective. In this paper, we therefore will introduce new findings about the mechanism and distribution of the trace metals in DPM, derived from a study where an SPMS was used to analyze freshly emitted DPM. Several federal and state agencies have promulgated regulations that require the installation of operator protective structures on mobile equipment used in mining, construction, agriculture and logging industries. These regulations cover many different types of vehicles, from small farm tractors to large rubber-tired front-end loaders, and require structures that help protect the operator from death or injury from vehicle overturns, from falling tree tops and logs, from falling rocks, and from tree limbs in clearing operations. Two general types of vehicle operator protective structures have evolved over the past twenty years. The first of these is the "Roll-Over Protective Structure'' or "ROPS" that is essentially a "roll bar" or "roll cage" that provides a relatively safe area for the vehicle operator if the vehicle should tip over and roll. The second protective structure is the "Falling Object Protective Structure" or "FOPS" that provides overhead protection against falling material. The terms "ROPS" and "FOPS" are often used interchangeably (sometimes inaccurately) with "cabs", “canopies” , "roll bars" , protective structures" and other such descriptive names. In this report, "ROPS" describes the function of the structure; "FOPS" also describes a particular function. Thus a ROPS/FOPS could describe a cab or a canopy that provides both roll-over protection and falling object protection. “MESA” is used as an abbreviation for the Mining Enforcement and Safety Administration; "USBM" is used to abbreviate the U, S. Bureau of Mines.
