The U.S. Bureau of Mines investigated recovery of manganese from basic oxygen furnace (BOF) steelmaking slags because the slags represent a large potential resource of a metal for which there is no domestic production. BOF slags were leached using fluosilicic acid, a byproduct of the fertilizer industry. Manganese and iron were extracted as soluble manganous and ferrous fluosilicates while the calcium and magnesium remained in the tailings as insoluble fluorides. Treating the pregnant liquor with sodium chloride, precipitated sodium fluosilicate (Na2Sif6) which was recovered as a byproduct. Manganese and iron were precipitated as hydroxide-carbonate salts with the addition of sodium carbonate to the treated liquor. Recoveries for manganese and iron were 73 to 83 and 67 to 70 pet, respectively.

A mathematical modeling method was developed by the U.S. Bureau of Mines for the prediction of the principal equilibrium species in the solvent extraction of nickel. Models were developed for the extraction of nickel from ammoniacal sulfate and carbonate solutions with commercial oxime extractants. Independent variables in the research were nickel concentration, ionic strength, pH of the initial aqueous phase, and extract ants and their concentrations in the organic phase. Results from laboratory shakeout tests compared fairly well with predictions of the equilibrium concentrations of nickel and pH values. For example, the loading of nickel onto the extractant was predicted on average within ±27 pct of the measured values, and the pH to within ± 0.17 pH unit.

The purpose of this U.S. Bureau of Mines study was to assess the ability of trainees to don an unfamiliar self-contained self-rescuer (SCSR) after having become familiar with how to put on a different type of apparatus. Prepractice instruction was the same for all individuals learning to put on a device: a step-by-step, hands-on talk-through using the "3+3" method. Subjects were assigned to groups that had their initial donning instruction delivered on either the Draeger OXY-SR60B or the CSE SR-100. Trainees' performances were then evaluated using the other model. Donning trials were analyzed using a number of measures. It was found that SCSR design had a moderate influence upon how well the donning task transferred.

This report describes the engineering work leading to the design of an underground coal mine piping system to transport approximately 2,000,000 cubic feet per day of methane gas to the surface from degasification holes drilled horizontally into the coalbed in existing coal mines. Safety instrumentation for detection of gas leaks and provisions for automatic emergency shutdown are included in the design. It also includes specifications for a safe system of handling gas, water, and drill cuttings during drilling of the horizontal holes and recommendations for compressor and metering facilities at the surface. The main pipeline is recommended to be constructed of polyethylene plastic pipe joined by a butt fusion method while lateral lines and separator and meter piping at the horizontal holes are recommended to be screwed steel piping. The materials used are to be resistant to the forces of impact exerted by falling rock. The pipelines are to be suspended from the ceiling with pipe hangers. All steel components are protected from chemical corrosion by applying protective coatings and the vertical casing to the surface is protected from electrolytic corrosion by a rectifier station. Methane gas detectors monitor the mine atmosphere to detect the presence of gas leaks and a pneumatic plastic tubing line provides for control of the safety shutdown system. Both the recommended design and the required construction procedures are in compliance with the applicable Federal codes for coal mine safety.

Transient electrical noise events pose serious problems for data acquisition systems used in monitoring acoustic emissions in laboratory and field environments. The U.S. Bureau of Mines has designed and constructed a trigger discriminator circuit for use in ultrasonic acoustic emission studies. Designed for use with signals in the frequency range of 50 to 400 kHz, the instrument examines .incoming signals for frequency content, amplitude, simultaneity, threshold crossings, and number of channels above threshold. If preselected criteria on these properties are met, a plus 5-V pulse is output that may be used to trigger a data acquisition system, allowing rejection of noise events that do not possess useful information. The system was designed for four input channels, but may be expanded to more channels with minimal design changes.

The U.S. Bureau of Mines (USBM) is currently investigating the electrochemistry of mineral flotation. A significant need in this area is greater reliability of sensors. The USBM is testing electrolytic methods to clean and condition redox-sensing electrodes to improve the reliability and extend the service life of these instruments in the harsh physical and chemical environment of mineral processing slurries. A novel method for removing scale from fouled electrodes has been developed that includes anodic polarization to 1.2 V versus the Ag/ AgC1 reference potential, followed by brief potentiodynamic conditioning. Laboratory results show that this technique removes calcarious deposits from gold sensing electrodes and returns the electrodes to useful service within approximately 10 min. Mechanical abrasion to remove the scale is thereby avoided.

The U.S. Bureau of Mines has developed a monitoring system that acquires and analyzes data for use in determining the conditions that may precede mountain bumps in coal mines. Based on a UNIX workstation linked to an array of geophones in a working longwall operation, the system captures complete waveforms of microseismic events and simultaneously obtains continuous samples of the voltage levels of each geophone. Event rates and locations are calculated and displayed in real time on the UNIX workstation, which is situated in an underground instrumentation room. These results also are transmitted from the workstation to a display computer near the longwall face. The system runs continuously and has the capability to acquire, analyze, display, and archive microseismic (transient) data and single point data, such as closure and pressure changes, simultaneously.

Highwall mining continues to grow in importance as a coal production method from U.S. surface mines. It may account for as much as 4% of the total U.S. coal production, according to one recent estimate. Analysis of Mine Safety and Health Administration (MSHA) accident and injury statistics shows that, overall, highwall mining has maintained an admirable safety record. Its fatality and injury rates are comparable to those for other surface mining methods, and are significantly lower than those for underground mining. No mining method is risk free, however. Highwall mining injuries have been associated with handling materials, slips and falls, machinery, powered haulage, and other types of incidents. But perhaps the greatest risk, to both personnel and equipment, is from ground control. The two most significant ground control hazards are rock falls from the highwall and equipment entrapment underground. Highwall Stability Ensuring highwall stability through proper ground control engineering is of paramount importance to safe highwall mining operations. The only fatality to occur during the last five years at a highwall mining operation was due to highwall collapse. There have also been numerous near-misses, several of which have involved extensive damage to equipment. In the central Appalachians, where the majority of highwall mining occurs in the U.S., hillseams are the most prominent geologic structures that affect highwall stability. Hillseams (or mountain cracks) are near vertical fractures in the rock that are formed in response to natural weathering and erosion of hillsides. They extend hundreds of feet down from the surface. They typically run parallel to the hillside, but they can also extend across narrow points or ridge lines. The hazard arises when rock slabs that form along the hillseams detach and fall away from the highwall face (See Figure 1). [ ] Unfortunately, it is impossible to control the location of hillseams or reliably detect their presence within a highwall. There are, however, a number of measures that can be taken to minimize the risk of failure associated with hillseams: Planning-Most operators choose to skip those areas of the highwall where a prominent hillseam daylights (See Figure 2). Existence of such areas is known for several weeks in advance of highwall mining; therefore, planning engineers can adjust the layout of highwall mining panels to locate barrier pillars within areas of questionable highwall stability. [ ] Inspection and monitoring-Daily inspection of the benches above the active highwall mining area is a prudent precautionary measure. A crack in a bench immediately above a highwall miner is shown in Figure 3. Simple displacement monitors may be useful for detecting movement along cracks that may precede a significant life-threatening failure. New tools, such as slope monitoring radar, may also prove useful in detecting motion of the rock slopes above active highwall mining operations. Good blasting practice-Most surface coal miners in the central Appalachians use pre-splitting and the familiar halfbarrels are routinely seen throughout the pits. Shorter delays along the face and longer delays between rows can direct more of the blast force parallel to the face, potentially doing less damage to the wall rock. In addition to pre-splitting, decreasing the burden, spacing and charge weight in drill holes close to the highwall will also decrease damage to the wall rock. Decreasing the highwall slope angle-Decreasing the highwall slope angle from 90° (vertical) to 70°-80°, especially in areas of known hillseam concentration, could eliminate the hillseam hazard (See Figure 4). Prompted by forecasts of a sulfur oversupply, the Bureau of Mines, U.S. Department of the Interior, is conducting research on potentially large-scale uses of this commodity to extend or replace such construction materials as asphalt, cement, and mineral aggregates. Through these efforts, paving materials have been developed in which sulfur replaces up to 50 pct of the asphalt normally present and which can be prepared and placed with existing mixing and paving equipment. Laboratory properties and design methods for this direct mixing process are described along with properties obtained on small-and large-scale field demonstration projects. These properties are compared with those obtained from control materials prepared without sulfur additions. Monitoring for toxic gases during laboratory and commercial mixing and paving operations is discussed also.

This report analyzes mine fires for all U.S. underground and surface metal/nonmetal mining categories during 1990–2001 by state and six successive 2-year time periods. Injury risk rates are derived, and ignition source, methods of detection and suppression, and other variables are examined. Fires involving contractors are also included in the analysis. The data were derived from Mine Safety and Health Administration (MSHA)mine fire accident publications and verbal communications with mine personnel. The analysis will provide the National Institute for Occupational Safety and Health, MSHA, and the mining industry with a better understanding of the causes and hazards associated with mine fires and an increased awareness aimed at preventing and reducing fire hazards. It will also form a basis for future fire research programs.

While the statistical summary focuses on 1991 data, this update and outlook section draws on information available to the author as of the date of final preparation in early 1993. For all the press notoriety associated with the shift in the Near East crisis from the defensive posture of Desert Shield to the restoration of Kuwaiti sovereignty through Desert Storm, this was not the dominant event governing global economic thinking in 1991 and the first half and more of 1992. From the global perspective, the momentous political changes in the area that was the U.S.S.R. and in the smaller emerging transitional economy states of Eastern Europe will have even greater current and long-lasting effects on world mineral industry activities than the crisis in the Near East.

This U.S. Bureau of Mines study found that the performance of the active noise cancellation hearing protector in a reverberant field was mixed. The performance varied when the conditions changed from ideal to nonideal. The active noise cancellation (ANC) component provided substantial additional noise reduction from 125 to 500 Hz for all testing conditions (broadband noise or pure tones both with and without safety glasses). While the ANC under ideal conditions provided additional attenuation from 500 Hz and below, under nonideal pink noise conditions the ANC amplified noise below the 125-Hz third octave band. There was a middle band of frequencies at which the ANC amplified noise levels ranging from 630 to 4,000 Hz. The results for pure tones showed that attenuations were higher but that they followed the same general trend.

The very modest-sized mineral industry of Afghanistan was burdened for another year with problems of internal strife occassioned by the presence of Soviet armed forces. Despite this, production of the few traditional commodities continued, and the mineral industry moved to develop additional mines and plants for both traditional and new products with considerable technical and construction assistance from the U.S.S.R. Among the limited range of mineral commodities for which production was reported, there were no startling changes between 1984 and 1985. Production of both coal and natural gas advanced only slightly, despite substantially higher 5-year plan goals, and cement output was down marginally. Probably the most significant development in 1985 was the Possibility that mine and/or smelter production of copper was initiated during the year.

A major hazard to workers in underground mines is fire and the resulting contaminated air. Fire reaches miners thousands of yards away with carbon monoxide gas and other toxic fumes. The same ventilation system that furnishes fresh air to miners can also be the vehicle to carry contaminated air to remote locations. To reduce these problems, the U.S. Department of the Interior's Bureau of Mines entered into Contract H0242016, "Mine Shaft Fire and Smoke Protection System," with FMC Corporation, Santa Clara, California, to evaluate mine shaft fire and smoke hazards and to develop and demonstrate a low-cost, reliable mine shaft fire and smoke protection system that would be applicable to a majority of metal and nonmetal mine shafts, including raises and winzes, especially in deep mines.

Demand for arsenic trioxide increased markedly during 1984 as a result of increased use of arsenical wood preservatives and increased use of arsenicals in agriculture. The increase in agricultural demand was due to a return to production of land with-held from cotton planting under an agriculture program for acreage diversion for some 1983 crops. Supplies of arsenic trioxide were more than adequate to meet increased demand, and prices either declined from, or remained at, the low 1983 levels. In June, ASARCO Incorporated announced plans to close its Tacoma, WA, smelter by mid-1985. Domestic Data Coverage.-Refined arsenic trioxide was produced by two U.S. companies. The major producer voluntarily reported its production to the Bureau of Mines, but to prevent disclosure of proprietary data, the production data have been withheld.
