This Kaiser Engineers report on the feasibility of surface mining on the North Slope of Alaska has considered the quantity and quality of the North Slope deposits with attention paid to the economic, technical, and environmental constraints of the mining systems suggested for the three candidate minesites at Kukpowruk River, Elusive Creek, and Kuk River. Site selection, based on coal rank and quality as well as seam thickness and geometry, also considered demonstrated and hypothetical reserves relative to three mining systems (dragline, shovel, dragline and shovel), mining equipment requirements, infrastructure, and transportation relative to the Arctic environment and costed for potential markets. Throughout the report the delicate permafrost environment has received particular consideration. Recommendations based on the technical, economic, and environmental feasibility of mining the coal deposits of Northern Alaska by surface mining techniques have resulted in two conclusions: 1. The coal deposits can be mined with currently available technology; 2. It is uneconomic to mine these coals given current coal resource estimates, costs, and market conditions. [This circular is one of two papers on the tungsten industry in the United States end contains general information on the subject. The second paper which will be issued in the near future deals with the methods ailed costs of mining and milling tungsten ores. These two papers are abstracts from the general bulletin on tungsten which will be issued at some future time Modern civilization and progress depend largely on tools wherewith the forces of nature are brought under control and directed toward human comfort. These tools are made chiefly from metals derived from the earth's crust. During the present century powerful tools have been made available through the development of ferrous and. nonferrous alloys containing such elements as molybdenum, vanadium, titanium, tantalum, and tungsten, which were little used before 1900. One of the most important of these so-called rare elements is tungsten; its use ins alloys for high-speed cutting tool is partly responsible for the era of mass production. So widespread has the use of alloys become that the period may be termed an "Alloy Age".]

Many bituminous coal-mining companies have inaugurated extensive safety programs, but the failure to have approved or permissible equipment or safe practice in only one part of a mine has resulted in disaster. The necessity of using only equipment bearing the U. S. Bureau of Mines approval plate is emphasized by the fact that many accidents are the direct result of carelessness on the part of trusted employees using non-permissible equipment. A concrete example is found in the case of an explosion on October 26, 1926, in a mine in the Pittsburgh district, Pennsylvania. Story of the Explosion At about 10 o'clock on the night of the explosion an examination was made in No. 2 butt left and parallel off No. 14 north, and was found to be clear of dangerous accumulations of gas. (See figure). Several hours later a crew of two men brought a self-propelling rock-dusting machine within 50 feet of the face of No. 2 butt parallel before they examined for gas. The machine operator found an accumulation of explosive gas about 13 inches from the roof. He began to wave his arms thoroughly mixing the gas and air. Undoubtedly a highly explosive mixture was created, and as the men attempted to run the machine back to fresh air as explosion occurred.

The monetary metals , gold and silver , have recently been the object of such general interest that the United States Bureau of Mines has received many inquiries regarding them . Though requests for technologic information have been numerous , they have been exceeded in number by those concerned with economic aspects of these metals . The nature of the latter communications indicates that the public is not generally aware that various Bureau publications are available which deal with the economic situation of gold and silver . For this reason , it is deemed advisable to present a brief résumé of the papers which are obtainable from the Bureau or the Superintendent of Documents , together with the text of three articles recently prepared by the Director , reprints of which are not otherwise available . The Bureau of Mines compiles figures showing mine production of gold and silver , by districts and States , and cooperates with the Bureau of the Mint in determining the total annual output in the United States as a whole . 3 It recently established an annual canvass to determine the consumption of silver in the arts and industries of the United States , and published an economic paper covering such use in 1928 and 1929 , followed by an information circular on silver consumption by industry during the 2 years subsequent . A 4-year record is thus provided for those interested in utilization of silver . The Bureau has also published summarizations of all available data upon world production since 1493 of gold and of silver . It has , furthermore , rendered available a compilation of production- data of silver mines of the world , and an analysis of it , showing the proportions of silver and other metals contained in all the ores from which silver is derived . " All of these papers are concerned solely with putting into readily usable form statistical data and other factual material ; they do not offer theories or express opinions upon controversial questions related to these metals . Three other recent papers concerned with gold and silver are presented below in order to put them in shape for distribution by the United States Bureau of Mines . "INTRODUCTION Coal is a complex substance consisting of many different constituents representing many chemical compounds, very few of which are known. It is homo genetic, however, in that it is derived almost entirely from plants. But plants as a whole are complex, being composed of a large number of tissues, each consisting of a large number of cells in a great number of arrangements and composed of a number of chemical compounds in great variety of proportions, and enclosing a large number of waste products representing a large number of' chemical compounds as cell contents. Coal should therefore be expected to be a very complex substance.That coals are formed from plants is no longer debated, but the manner in which coal was formed from the plants leaves many problems still unsolved. However, in general it is now conceded that all coals of all ranks and ages had their origin in deposits completely analogous to our peat deposits of today and that coal formation is a process that runs through the whole series, beginning with peat, and through, the various ranks of lignite, subbituminous, high-, medium-, and low-volatile bituminous, semianthracite, and anthracite in a related chain. In the study of coal, it is therefore of the utmost importance to study and to know not only the plants contributing but .also the manner in which they are transformed into the substances forming the deposits. It is therefore of the greatest value to review briefly the formation of :,eat as it is known today, and to inquire into the facts as to what plants contribute to peat, what parts and products prevail, what are the chemical compounds that enter and which prevail."

The accident-prevention record of the coal-mining industry in the United States was more favorable in 1936 than in 1935, both from the standpoint of the relative safety of the individual miner on the job and of the price in life and limb that the Nation paid for its year's supply of coal. The increase in relative safety of the individual miner was indicated by a lower death rate and a lower injury rate than in the preceding year per million man-hours of exposure to the hazards of mining; that is, per million hours of work performed by the employees. (See table 1.) A reduction in the price in life and limb that the Nation paid for a year's supply of coal was indicated by a smaller death rate and a smaller injury rate per million tons of coal produced. Thus the individual miner was a better insurance risk, as far as accidents were concerned, in 1936 than in 1935, and a ton of coal used in the homes and industries of the country represented less human suffering than in 1935. The two points of view are distinct, and both should be kept in mind when considering accidents and safety in coal mining or in other industries. More men were employed in 1936 than in 1935, and more workdays were available for the individual miner. Large gains were also made in the total number of man-shifts and man-hours worked in the industry as a whole. In number of tons of coal mined, 1936 showed large gains over 1935. Moreover, the average output of coal per man-hour worked was higher in 1936 than in 1935. All of these gains were made without lengthening the average number of hours of work per man per day.

The Bureau of Mines investigated the availability of the land in south-central Alaska for exploration and mineral development of locatable minerals under State or Federal laws. The land ownership for an area of nearly 72.5 million acres in south-central Alaska was divided into 3 availability categories and 15 subcategories. In July 1985, 31.0 million acres of the study area were available for mineral exploration and development, 6.2 million acres were available with restrictions, and 35.3 million acres were unavailable. About 23.6 million acres in the study area are underlain by mineral terranes. About 9.9 million of the 23.6 million acres are available for mineral entry, 2.4 million acres are available with restrictions, and 11.3 million acres are unavailable. While much of the land currently classified as unavailable will be reclassified once it is conveyed to the State or to Native corporations, about 22% of the unavailable lands underlain by mineral terranes are now Federal parks, preserves, wildlife refuges, wild and scenic rivers, and military lands, all of which are considered permanently unavailable for mineral exploration and development.

This study investigated stratigraphic and structural causes of roof falls in room-and-pillar drift coal mines in nine mines in eastern Kentucky. A contract modification provided for remote sensing studies in the Dunkard Basin of West Virginia and Pennsylvania. Results of stratigraphic and structural studies of an earlier contract (H0133018) were applied to several new mines. It was found that similar rock sequences contributed to unstable roof conditions. Structure contour and isopach maps were found useful In projecting these trends together with fence diagrams. Using Landsat imagery, a direct relationship was found between lineament direction and the trends of rock jointing, roof fall zones, "snap top" zones and sandstone channels in the examples cited. It was found that, by analyzing lineament intersections, from 50 percent to 65 percent coincided with roof falls.

Every man-hour of work performed in and about the coal mines of the United States had a 2-percent heavier death load from accidents in 1938 than in 1937. This is an unorthodox way of stating that the death rate per million man-hours of exposure or employment was 2 percent higher in 1938 than in 1937, increasing from 1.74 to 1.78. Thus the average miner had a 2-percent greater chance of being killed in 1938 than he had in 1937. The average quantity of coal resulting from 1 man-hour of work increased 3.6 percent -from 0.615 ton in 1937 to 0.637 ton in 1938. The production of the average ton of coal was accompanied by a slightly smaller loss of life in 1938 than in 1937, the accident rate being 2.793 per million tons in 1938 compared with 2.833 in 1937.

Three electrostatic field sensing proximity warning devices were tested using full-scale cranes and power line systems, a scaled model facility, environmental testing facilities, and theoretical/numerical analysis. The design objective of each device is to assist in safe crane operation near overhead power lines. Several design deficiencies (varying from device to device) were observed, including inadequate overlap in sensitivity ranges, utilization of vacuum tubes and electro-mechanical parts, temperature sensitivity and inaudible alarms. In addition, the testing showed major device limitations including sensitivity to boom orientations and length, polarization dependent responses, and unreliable operation in the presence of multiple power line circuits. The multiple power line circuit problem is intrinsic to electrostatic sensing devices. The remaining deficiencies and limitations are correctable within a state-of-the-art design. This investigation is not intended to evaluate the safety aspects or policy of utilizing proximity warning devices. Rather, the purpose is to determine the performance characteristics of such devices in relation to the criteria specified in proposed MSHA regulation 77.805-4 (i. e., the devices must alarm at a distance of 10 feet from the power line).

"INTRODUCTION The Queen Mary copper property is in sec. 18, T. 12 N., R. 16 W., in the Clinton mining district of Missoula County, Mont. It was examined by an engineer 3/ of the Bureau of Mines, November 21, 1943. Upon the basis of his recommendations, a small trenching and diamond-drilling program was begun November 11, 1944. One diamond-drill hole was completed December 16, -944, but because of frozen ground trenching was postponed until June 1945 and then completed. This report describes the results of exploration.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. This paper has been abstracted from a forthcoming Bureau of Mines bulletin on the concentration of copper ores in North America. GENERAL DEVELOPMENTS IN CONCENTRATING COPPER ORES FROM 1912 TO 1932 During the east 20 years the milling of copper ores as practiced in the larger concentrators has chanced to such an extent that comparatively few of the machines in use at the beginning of this period remain in service today. Concentrating Practice in 1912. In 1912 the usual equipment for concentrating copper ores comprised jigs for the coarser sizes, tables and sand vanners for the intermediate sizes, and vanners for the finer crushed and ground material. Rolls operated in series under graded crushing conditions, were in common use for the liberation of the copper minerals; grinding by Chilean or Muntington mills ordinarily was confined to the coarser tailings of jigs and tables.

In 1990, the Bureau of Mines (BOM) conducted a mineral investigation of the mines and prospects in the East Mojave National Scenic Area (EMNSA), San Bernardino County, California During field work, BOM identified 701 mines and prospects in EMNSA for which the geology, mineral resources, and mining history were compiled and summarized. Analytical results for 1,188 rock samples collected are tabulated. Total value of identified resources in EMNSA is $5.0 billion. Twenty-four mines and prospects were deemed profitable under current economic conditions. Development could generate considerable economic benefits to San Bernardino County. Potential economic benefits from mining the deposits were evaluated under the following access restrictions for EMNSA: 1) full access, 2) HR 3460, and 3) S 11/HR 780. Under the full access scenario, cumulative mine revenues are $3.0 billion, cumulative personal earnings at mines and supporting industries are $0.94 billion, and annual jobs at mines and supporting industries are 2,379. Under HR 3460, mine revenues, personal earnings, and annual jobs are $2.9 billion, $0.88 billion, and 2,165, respectively. Under S 11/HR 780, mine revenues, personal earnings, and annual jobs are $1.0 billion, $0.32 billion, and 936, respectively.

"INTRODUCTION The injection of water into partly depleted-oil-bearing formations as a means of supplying additional energy to flow oil wells now is recognized by the petroleum industry as an effective method of increasing the recovery of oil. The benefits to be derived from water-flooding oil sands were discovered accidentally more than 4o years ago, when oil producers in the Pennsylvania and western New York fields observed suustantial increases, in oil-production rates when water leaked past corroded casings of old wells into producing sands. This observation prompted some operators purposely to perforate or slit the casings opposite the producing formation in some of their wells to permit water to enter the formation. However, as many operators viewed the practice with skepticism and considered it to be in violation of oil-conservation principles,- systematic water-flooding was not initiated until the Pennsylvania legislature, in 1921, enacted a law authorizing water-flooding of oil sands in that State.Although water-flooding has been practiced in a haphazard manner for more than 25 years in Chautauqua and Montgomery Counties, Kansas, planned or systematic water-flooding in that State had its inception in 1935, when the legislature, following the example of Pennsylvania, also passed a lava/ authorizing water-flooding. The early operations and, to some extent, those still, practiced in the Chautauqua-Montgomery area consisted in raising or perforating the casing to allow water from upper strata to gravitate into underlying oil-producing formations. The extent to which this type of water-flooding affected petroleum production in the old stripper area of eastern Kansas is not known, but it is known to have increased oil production ap¬preciably from many leases.Following enactment of the law permitting water-flooding in Kansas, three operators inaugurated, in that same year, three organized flooding projects in three different counties of the southeastern part of the State. The first organized project on record was that of the York State Oil Co. in the Seeley pool, Greenwood County. On this project, the injection was started on May 15, 1935, into the Bartlesville sandstone at a top depth of 1940 feet."

In mining coal, the Nation's principal mineral fuel, loss of life has been much lower recently than in earlier years when coal mining contributed so heavily to the industrial-accident death toll in the United States. Particularly notable has been the relatively small number of deaths during the past few years compared with the number that occurred 20 or 30 years ago. Reports received by the United States Bureau of Mines, covering all commercially operated mines that were active during all or any part of the calendar year 1935, showed that accidents during that year had resulted in the loss of 1,242 lives. This death toll, although regrettable, represents a material improvement over the industry's experience during most years prior to 1935, and especially over the industry's worst year, 1907, when 3,242 men were killed. Fewer lives were lost in 1933, when 1,064 men were killed at work, than during any year for which complete figures are available.

This report describes the performance of Phase I of a project to design, analyze, and demonstrate a multilift longwall mining method applicable to mining coal seams twelve (12) feet or more in thickness. A non-simultaneous multilift operation is the most viable thick seam mining technique for introduction to the United States coal industry. In the case of the proposed site at Emery, Utah it will result in an increase in coal extraction from 30% with present methods to at least 50% and possibly more. The major technological advance involved in this project is mining a lower lift under a previously mined upper lift. To accomplish this, entries must be developed and maintained beneath the upper lift gob. This will necessitate the use of steel supports at frequent intervals throughout the lower lift' entry system. This has not been done in the U.S. to date. An economic analysis of the project indicates that, while this method will result in a higher than average cost per ton for coal mined, the coal would be competitive with current-operation in the area.

The literature on radium is already voluminous, but mcuh of it is too technical to be intelligible to the average reader, and there is no single publication that covers certain economic features of the radium industry. As a result of the renewed interest in the possibilities of domestic carnotite deposits a number of requests have been made to the Bureau of Mines for information, more particularly with reference to the business aspects of the industry. In order to meet this apparent need, the present paper has been prepared from material available in the files of the bureau. The technical data are compiled from various sources and are believed to be reasonably dependable, but the attempt has been not so much to achieve meticulous scientific accuracy as to brim; together facts of industrial significance and popular interest. GENERAL DESCRIPTION Radium is a brilliant white metal that melts sharply at about 700°C. and volatilizes appreciably at that temperature. With an estimated specific gravity of nearly 6.0, it is more than twice as heavy as aluminum and 25 per cent lighter than irons. Although it has been isolated in its metallic state, it is not used in that form, partly because it tarnishes rapidly even in dry air (forming a nitride), partly because of the greater expense of reducing it to metal, and partly because of the difficulty of dealing with such minute quantities of material. It is used always in the form of its compounds, the most important of which from the vie point of utilization are the bromide, chloride, and sulphate.

The complex organic chemicals in coal differ from those in petroleum mainly by the ratio of carbon atoms to hydrogen atoms; this ratio is about 2 for coal and 1 for petroleum. By changing the ratio, coal can be converted into compounds similar to those found in petroleum. In. very simplified form, omitting here the special conditions required, the paths by which this can be done are: [ ] Part or all of the coal is first gasified by reaction with steam and oxygen, either in a gasifier or while the coal is still in place underground. The resulting gas is mainly hydrogen and carbon monoxide, with impurities that .must be removed before further processing by one of the following routes.
