This paper details how the Australian Securities and Investments Commission (ASIC), as a disclosure and conduct regulator, approaches regulation of continuous disclosure, capital raising and control transactions in the mining and resources sector, and the reasons for the approach. In examining this topic the paper considers the Joint Ore Reserves Committee (JORC) Code (JORC, 2004), the VALMIN Code (VALMIN Committee, 2005), the relevant ASX Listing Rules and the relevant provisions of the Corporations Act 2001 (Corporations Act). The drive to maximise performance, reduce maintenance times, improve safety of operation and maintenance on mining equipment while keeping both operational and capital costs down has provided good nourishment to the creative thinking of designers of skip loading facilities for hoisting systems. Early systems were as simple as manual loading which evolved into a surge bin feeding a skip through a chute finally maturing into a measuring flask discharging into a chute to feed the skip and more recently high capacity skip feed conveyors. This paper will compare the concepts of the skip loading flask and the skip loading conveyor systems over a range of winding distances and hoisted tonnages. The comparison will draw on actual installations and review operational, maintenance and safety. An order of magnitude capital cost estimate will be used to complete the financial comparison. This will enable the reader to understand the concepts and costs and assist in selecting the appropriate skip loading system.

Tunnel excavation may induce adverse effects on nearby existing structures/foundations in urban areas. Accurate prediction of tunnelling effects on pile foundations of nearby structures in the urban environment poses a major challenge during design. Several studies have been undertaken to understand the mechanisms of the soil-tunnel-pile interaction, which focused only on influence of tunnelling on nearby existing building and foundations. However, effect of pile loading on existing tunnels did not receive enough research attention so far. So it is essential to measure the response of existing tunnel-lining due to loading on newly constructed pile to assess to the safety against the additional forces/moment caused by pile loading and to evaluate the critical distance for the proposed construction of any structures from the tunnel location. This paper presents result of three-dimensional (3D) finite element analysis carried out in ABAQUS to investigate the effects of pile loading on existing tunnels embedded in cohesive soil. It is found that the effects on tunnel lining depend on horizontal separation distance between pile and tunnel as well as location/elevation of pile tip with respect to tunnel location.

F-Series reconciliations are formal comparisons of estimates and measurements of ore quantity and quality made at pre-determined points along the mining value chain. F1 is the ratio of ‘Depleted Grade Control Ore/Depleted Long-term Model Ore’ and validates the models upon which Resource and Reserve statements are based. F2 is the ratio of ‘Produced Tonnes and Grade/Depleted Grade Control Ore (-) Changes in Pre-Crusher Stockpiles’ and validates that the ore tonnes and grade delineated in the pit are being accurately extracted and correctly delivered to the processing plant. These factors provide important corporate assurance for a mining company by providing quantitative feedback on model-predicted tonnes and block grade estimates. Since 2009, BHPs Western Australian Iron Ore F-Series reconciliations have been calculated in a single, centralised sequel-server database. This software routinely collates data regarding mineral resource block model depletions, grade control model depletions, pre-crusher stockpile inventories and production tonnes and grade measurements and then calculates F-Series factors for both tonnes and product quality. This paper will present case studies where reconciliation factors were used to identify improvement opportunities leading to projects that improved our models and subsequent forecasts of production tonnes and quality. In addition, it will show how reconciliation factors are tools that monitor control during periods of rapid change and provide feedback on the effectiveness of improvement projects.

Several studies have been conducted on the economic analysis of mining near-Earth asteroids for resources for use in Earth orbit. While these studies use detailed economic figures of merit, they often use many invalid assumptions in the trajectory design. Factors such as the energy and propellant requirements are estimated with analytic methods, however, the stay-time at the asteroid and the spacing of repeated launch opportunities are not taken into account. The work outlined in this paper attempts to combine detailed trajectory design methods with newly defined economic figures of merit to improve the economic assessment of asteroid mining missions. This paper explores the importance of operators in the overall efficiency of mineral processing plants. With the potential of future control configurations becoming more remote, it is time to review the implementation of control and utilisation of operators. This paper is based on a preliminary review of operators and control room operations and clearly shows that, in the minerals industry, operations are typically run in a reactive mode (with a focus on ensuring equipment operation), rather than in a proactive mode (with a focus on optimising the process performance). The primary reason for this misguided approach is the short sighted thinking applied to the challenges of designing technology and organisational tools capable of addressing the essential operational needs: an approach which inevitably results in a disconnect between people and technology. Contrary to the popular approach of replacing operators with expert systems, the thesis of this paper is that the shift to more complex circuits, with higher demands on processing capability and control, will require the actual upskilling of operators. Experience in mineral processing and other industries indicates that expert systems cope well with small changes but are typically unable to respond to major changes in feed material and this is where the expert operator becomes crucial. Providing operators with ongoing high level training in process understanding, and restructuring how they interact with the plant and interface with the control system is the approach being proposed here - an approach surprisingly underutilised and often absent in the minerals industry today.CITATION:Li, X, Powell, M S and McKeague, W, 2012. The employment of a tunnel boring machine (TBM) is the default delivery method for the realisation of traffic, utility and primary resource underground space worldwide, with hundreds of kilometres completed safely each year. This is not yet the case for the mining sector in Australia, specifically underground coal mining. The safety advantages of TBM delivery when compared to New Austrian Tunnelling Method (NATM) delivery, or that of drill and blast, remains unrealised.With coal access drifts ranging between 1000?m and 3000?m in length, the construction of these facilities using TBMs could be done in a fraction of the time when compared to current practice. TBM world records currently stand at 435?m/week or 1600?m/month for the 7.0?m to 10.0?m range. Resource owners and developers should embrace the opportunity to deliver access to their orebodies in only a few months, excluding machine assembly and disassembly time.There are challenges in utilising TBMs for construction of Coal access drifts, such as; TBMs generally being bespoke design, maximising capital efficiency for drift development, and geotechnical variances between projects. This paper explores safer and more cost-effective options. This paper also provides detail of how the configuration within a completed drift could be optimised to ensure all site specific needs are met with regard to future use of the drift. The paper also includes descriptions of the engineering solutions that are available for physical and atmospheric challenges specific to coal drift applications and how the TBM manufactures are adapting to the regulatory requirements are also covered.Due to downward pressure on high cost bases and ever increasing safety requirements the popularity of TBMs in the Australian mining sector can be expected to increase and eventually become the default delivery method for coal drift construction, building them cheaper, faster and?safer.CITATION:Sibthorpe, D, 2014. Nickel laterite HPAL circuits are known for their complexity and have presented a large number of challenges to process engineers worldwide. An attitude commonly encountered by the author is that the beneficiation of the ore is relatively simple and that the difficult problems are in the realms of hydrometallurgy. On a number of occasions beneficiation has become the 'poor cousin' in the process design phase. Another common theme is that significant difficulties are encountered when beneficiation circuits are started up, invariably slowing the ramp-up of the remainder of the circuit. In some cases the problems impact on throughput for a long period and can require major rectification capital. The HPAL Ni laterite projects encountered each have their own set of beneficiation problems that need to be understood before an appropriate circuit can be designed. This paper will discuss a range of design issues including geometallurgy, ore characterisation through laboratory testing, the application of appropriate sizing and analytical procedures, the selection of appropriate unit operations, materials handling of plant feed and products and setting meaningful plant design requirements.

Gravity gold recovery has been practiced for thousands of years, making it one of the oldest forms of mineral processing. Gold is 19 times heavier than water although the barren rock is generally only 2.7 times heavier. Any potential gold ore needs to be characterised to assess its amenability to a gravity recoverable gold (GRG) process based on well planned and executed test work. Scale up considerations need to be considered in designing a gravity circuit. The economic impact of a gravity circuit should be justified based on the installed cost and likely benefits. Maximising gravity gold recovery results in a faster cash flow, lower operating cost per ounce and higher overall gold recoveries compared to the several weeks required to recover gold adsorbed onto carbon. The advent of centrifugal concentrators such as the Knelson and Falcon, coupled with intensive leaching of concentrates (ILR), has revolutionised gravity gold circuit designs. Considerations associated with the sizing of the centrifugal machines and the percentage of the circulating load (bleed) that should be processed is discussed in this paper. The trends with gravity circuit layout, engineering, as well as optimum dumping cycles, are important areas which require close consideration. Key aspects of these are presented in this paper. There are a number of circuit configurations to be considered, including the integration of different gravity concentrators. Other gravity process design considerations such as fewer modules, the effect of equipment size and enhancement of process efficiency using preconcentration, together with factors that affect OPEX and CAPEX are addressed. Practical considerations of maintenance, security from theft, minimisation of risk and water balance considerations are discussed using different equipment and circuit configurations. The trend towards using gravity recovery in flotation plants is also reviewed. A number of examples are cited and good design aspects highlighted.

"From paving the way in gaining approval for the first metalliferous in-pit tailings storage facility (TSF) in Victoria, to developing a deposition methodology to optimise the storage capacity and provide a final rehabilitated surface which replicates the premining topography, in-pit tailings storage has proven not only to be a cost-effective means for tailings management at Fosterville Gold Mine, but also one which provides significant economic, social and environmental benefits. Coupled with ongoing raising of the existing above ground TSF and commissioning of a new above ground TSF, Fosterville Gold Mine have to date effectively used three open pits for in-pit tailings storage, with one of the pits currently progressing through the capping and vegetation establishment phases of closure.This paper presents the process adopted by Fosterville Gold Mine in their flotation tailings management, from design and operational phases through to rehabilitation implementation. In many cases, current metallurgical accounting practice does not consider the errors associated with the measurements used in obtaining the metal balance. Considering all measurement errors, including errors associated at each step of the process - from sampling and analytical errors to measurement errors in circuit instrumentation, can improve the accuracy of the final metal balance - assisting in the improvement of process performance, optimisation and control.The consequences of the inclusion of measurement errors on metal balance for different circuit configurations and typical metallurgical accounting practice (two product and three product formulae) will be discussed in this paper.Examples of the tools, methodology of implementation, and periodical metal balance tasks are presented to illustrate the advantage of this approach in meeting the different requirements of each department.CITATION:Brochot, S and Durance, M-V, 2012. The gravity-induced stirred mill such as the TowerMill is an energy-efficient grinding solution used in secondary, tertiary, and regrinding duties in the mineral processing concentrator. The interest in this technology is emerging, with more than 300 mills installed globally in various grinding duties and commodities for the last 30 years. Although the technology is matured, there are still opportunities for improvement and the development of new knowledge to improve its circuit energy efficiency and reduce water consumption. Recent studies show that a combination of stress intensity, ore hardness, slurry density, and mill feed configuration can be used to evaluate the performance of the grinding circuit. A recent pilot-scale TowerMill test work at various stress intensities shows that a lower operating work index and size-specific energy were achieved at higher agitator tip speed and using medium size grinding media. These outcomes were confirmed through several site trials. A smaller 17 mm grinding media has reduced the operating work index and size-specific energy by 18 per cent and 11 per cent, respectively, compared to the 20 mm in a magnetite concentrator. Moreover, the conversion from top feed to bottom feed configuration has reduced the operating work index and size-specific energy by 13 per cent and 37 per cent, respectively. The circulating load was reduced by 34–38 per cent, leading to a reduction in the dilution water consumption in the hydrocyclone feed sump by 20 per cent. A variable frequency drive offers flexibility to change the stress intensities on the TowerMill, where a 35 per cent reduction in specific energy was achieved when the ore became soft. This paper explores the potential design and operating strategies that can be implemented to enhance the energy efficiency, reduce water consumption and reduce CO2 emissions in the circuit and finally evaluate its impact on the total cost of ownership.

One of the main steps during the decision-making process of long-term mine planning is the definition of the optimal sequence of extraction, which usually is synonymous with maximising the discounted cash flow of the project subjected to several constraints arising from aspects of technical, physical, and economic limits.Open pit mine production scheduling (OPMPS) comprises several intricacies related to its size and uncertainty of input parameters. Due to its complexity and prohibitive size, traditional mine planning usually relies on heuristic or metaheuristic methodologies which are able to provide good solutions in a reasonable amount of time. However, most of the uncertainty that surrounds the mining complex is ignored leading to non-realistic results.In this paper, a new heuristic approach is explored in order to solve a stochastic version of the OPMPS problem accounting for geological uncertainty in terms of metal content, multiple processing streams, and stockpiling option. The methodology involves generating an initial solution by solving a series of subproblems and this initial solution is improved using a network flow based algorithm.The algorithm was applied to a relatively large gold deposit with more than 119 thousands blocks. Two commercially available through-the-Earth (TTE) communications systems were evaluated at an active underground longwall mine in West Virginia. One system utilises magnetic field (H-field) antennae while the other system utilises electric field (E-field) antennae to achieve communication. A large portion of this mine is overlain by an inactive gas-oil field composed of densely spaced wells. This feature provided a unique opportunity to determine the impact of cased wells on both TTE technologies. The following communication modes were investigated: surface to underground, underground to surface, underground to underground and real-time two-way communications. Standard deployments of the TTE systems using the manufacturer’s recommended procedures were able to achieve clear communications between underground and surface locations under certain circumstances. As a result, the design and deployment that will optimise TTE transmissions are unique to each system and to the specific area of the mine. This field study was conducted as a part of a larger multisite evaluation of available TTE systems in an effort to determine their operational sensitivity. "This is a reprise of the paper ‘Back to the Future – Why Change Doesn’t Necessarily Mean Progress’ presented to the Tenth Mill Operators’ Conference in 2009. It was observed that the ‘boom and bust’ cycles of the industry, together with trends in tertiary education and the effects of fly-in fly-out (FIFO) operations raised serious questions about the sustainability of human capital in the mineral processing sector.In 2016 we find ourselves in a ‘bust’ after enjoying a decade of the longest commodity price ‘boom’ in a century. In the ‘boom’ did we:make any technological breakthroughs?put measures in place to improve our human capital, especially in the area of ‘professional formation’?The paper makes observations on the current performance of mineral processing engineers and the organisational milieu in which they operate. It questions whether mineral processing engineers are actually ‘adding value’ at some sites given their organisational and operational practices.Some technical trends are examined and what it might mean for mineral processing engineers.Given the above and demographic trends for mineral industry professionals, changes to the seemingly current laissez-faire model of professional development are proposed.Citation:Munro, P D, 2016. Mine seismicity is one of the most difficult geotechnical risks to manage in seismically active mines. There are currently some established empirical and statistical methods that provide quantitative measures for seismic hazard assessment in operating mines. However, these methods are mostly suitable for quantifying the current or historical seismic hazard and often cannot be directly used to forecast the future hazards. Numerical modelling is the only analytical tool that can capture the level of complexities required for a meaningful analysis of mine seismicity and therefore to facilitate a reliable forecast of future hazards. However, there is currently no widely accepted and established guideline and methodology for analysing and forecasting mine seismicity using numerical modelling. This paper first provides a background on previous published studies on this subject and then outlines the key aspects that can affect the reliability of the forecasting for mine seismicity. These aspects include a) processing of historical seismic data, b) selection of suitable numerical modelling approach, c) Post-processing and interpretation of the model outputs. A case study is then presented for the Gwalia Deeps Mine where a new framework was developed to forecast future mine seismicity. High-quality seismic data for a period of five years was used for back-analysis and comparisons with the numerical modelling outputs. After development of the method, the future seismicity was forecast for the next 12 months and the actual seismicity was monitored against the forecast during this period. Results of this study shows promising potential for the proposed framework to be applied more routinely and at other mine sites. However, more validations are required at Gwalia Deeps mine as the mine proceeds to deeper levels. In addition, the method needs more improvements and should be tested and validated at other mining operations before it can be established as a proven method. It is recognised by the major international codes that resource classification involves the interaction of numerous qualitative and quantitative criteria such as data quality, geological and grade continuity, etc. However, the difficulty in quantifying the degree of uncertainty associated with mineral resources estimation has led to the creation of a large suite of methodologies, terms and definitions, with almost every mining company having its own set of standards. It is also intuitively known that several traditionally used methods to evaluate resources do not take into account the spatial continuity of the grades, being unable to provide a reliable measure of the error associated with their estimates. Since they do not provide an error assessment, these methods are inappropriate to assess local or global uncertainty associated with an estimate. Faced with these problems, this work aims at developing a methodology for either quantitative or qualitative analysis of mineral resources estimation, through incorporation of uncertainty and the correct definition of the associated risk or error. The proposed methodology includes the development of a software code incorporating all the main classification techniques used by the mineral industry. A comprehensive study about each technique was conducted allowing a comparison of the parameters affecting mineral inventory assessment. A case study was conducted with a typical iron ore deposit data set from the Conceitpo mine of the Itabira Complex in the Iron Quadrangle, Brazil. The results showed the specific limitations of each classification system and the influence in selecting their key parameters, always based on subjective choices.

The metallurgical sector significantly contributes to the global carbon footprint and encounters the challenge of developing more sustainable production methods. This study introduces novel approaches aimed at reducing CO2 emissions within the industrial sector, some of which have been developed up to the demonstration scale. In two case studies, urban waste from the agricultural sector (corn, olives, coconut etc) and waste electrical or electronic equipment (WEEE) recycling residues (shredder light fractions (SLF)) were subjected to thermal treatment. The resulting materials were then used as substitutes for conventional fossil-based reducing agents in both the copper and ferroalloy industries. Furthermore, hydrogen was employed at different scales to assess its efficacy as a reducing agent for recovering metal oxides from fayalitic copper slags. Our findings reveal promising prospects and defined specific challenges for the integration of these alternative reducing agents in the industry. The synergistic use of pyrolysed SLF, bio-coke, and hydrogen presents a viable pathway to significantly diminish CO2 emissions while simultaneously improving the sustainability of the metallurgical sector.

The world-class Golden Mile gold deposit in the Eastern Goldfields of Western Australia is part of the Kalgoorlie Consolidated Gold Mines (KCGM) operation, which is wholly owned by Northern Star Resources Limited. Current mining operations across the Golden Mile is dominated by the large Fimiston Open Pit, which is over 4 km long, 1 km wide and 600 m deep. It is part of a larger mineralised system that stretches over 8 km and includes the Mt Charlotte Underground Mine, which is also operated by KCGM, as well as numerous historical open pit and underground mines. This mineralised system has been continuously mined for over 125 years and is set to continue well into the future. The Golden Mile deposit is in the Norseman Wiluna Greenstone Belt which is made up of a series of mafic volcanic and sedimentary rocks that have been structurally deformed and intruded by granitic rocks. There are two main styles of mineralisation across the Golden Mile. Firstly, the Fimiston style, which consists of shear hosted Golden Mile lodes with abundant sulfides and tellurides and secondly, the Charlotte style that comprises younger stockwork veins. Fimiston style mineralisation is the primary style of mineralisation within the Fimiston Open Pit. Historically, in excess of 3500 m of underground development and over 755 stopes were mined prior to the consolidation of the area and the commencement of Fimiston Open Pit operation. Old underground workings, known as voids, are either empty or backfilled and extend to more than 1.2 km below surface. Although they are a routine part of mining operations at KCGM, voids pose a significant challenge for the geology team in terms of planning and executing exploration and grade control drilling, geological modelling, grade and tonnage estimation, drill and blast design and execution, marking up ore block designs, mining, and reconciliation. This paper will discuss the various challenges faced by the geology team due to the presence of voids, solutions used to overcome some of these challenges and the results of these activities.

In May 2018 Kasbah Resources Limited (“Kasbah”) completed an ore sorting test work program which was a precursor to releasing in July 2018 an updated Definitive Feasibility Study (“DFS”) for the Achmmach Tin Project in Morocco, which it is proposing to develop along with its joint venture partners. The testwork program evaluated ore sorting as a pre-concentration option to achieve early elimination of gangue and the low-grade component of ROM feed, thereby potentially:  Significantly upgrading the head grade of tin to the downstream processing plant.  Significantly reducing the required throughput capacity (and projected capital expenditure) of the downstream processing plant.  Reducing total consumables, power and water requirements in downstream processing.  Increasing the recovery of tin in the gravity and flotation circuit due to the higher feed grade achievable with ore sorting.  Reducing tailings tonnage, tailings cost and environmental footprint.  Using sorter rejects for mine backfill or road base applications. Key aspects of the design of the metallurgical testwork program centred around the need to ensure that samples representative of ROM ore feed (including projected mining dilution) were selected for the ore sorting testwork. The design and implementation of the ore sorting bulk testwork program is described, as well as a summary of the test work results and a discussion of the enhancement of the project economics reported by Kasbah, which led the company to adopt ore sorting as part of the proposed processing circuit in the updated 2018 DFS.
