The zinc-lead-silver mineral resource at Lady Loretta ranks amongst the worldÆs richest when measured in terms of in situ metal grades. However, the project remains undeveloped 28 years after its discovery in 1969. The primary obstacle to development has been the fine and complex grain structure of its ores, which make flotation concentration inefficient even with fine grinding. The size and remote location of the deposit have also hindered exploitation. BUKA planned to directly fume the volatile target metals from the ore when it acquired the project. Intensive, post-acquisition modeling showed the innovative processing route to be uneconomic, notwithstanding high metals recovery and low waste content in fume product. Progressive modifications and supplements to the underlying fuming process enhanced economics and resulted in a new mine-to-metal processing route for zinc-lead-silver ores. The proprietary, three-stage BUKA Zinc Process offers technical, economic and environmental advantages. It is expected to find widespread application in the treatment of ores and residues. However, neither continued R&D nor application to Lady LorettaÆs currently delineated resource can be justified under prevailing market conditions. The objectives and results of each step in the process development sequence are outlined with reference to their impact on the commercial viability of the Lady Loretta project.

For low density materials such as coal, density-based fractionation of particles via the sink-float method is relatively simple due to the availability of liquids of suitable density; however, for high density minerals, suitable heavy liquids are less available and those that are available are expensive and pose significant hazards. At best, sink-float separation can be performed up to densities of 4400 kg/m3 with the use of Clerici’s solution at elevated temperatures. Hence the direct measurement of grade-recovery and density-partition curves is problematic. Therefore, in most cases, beneficiation plants must rely on methods such as QEMSCAN, density tracer particles or very limited information to guide them in the design and optimisation of their plants.This paper describes a density-fractionation method utilising laminar flow through a system of parallel inclined channels to generate a series of overflow fractions at different flow velocities. Here the particles are subject to precise hydrodynamic forces with minimal dispersion or mixing. The size distribution of each overflow fraction at a given flow velocity is obtained using a laser particle size analyser, and combined with a laminar flow model to deduce the corresponding density distribution. The paper describes the application of the method to measure the separation achieved using a REFLUX Classifier to obtain the corresponding feed, product and reject ‘washability curves’, and in turn the full partition surface. The Winton Basin is one of three Southland sub-basins. The oldest known sediments are Early Oligocene terrestrial shales, sands and lignites deposited in half grabens formed as a result of oblique extension. A marine transgression in the Oligocene deposited mid-outer shelf to upper bathyal mudstones. Shallowing of the basin and tectonic quiessence lead to limestone deposition in the Early Miocene. Regional tilting led to uplift in the north and east and deposition of terrestrial lignites and gravels across the basin and the basement high to the south.

In March 2002 Newcrest Mining Ltd commissioned a 4 Mtpa gold-copper concentrator at its Cadia Valley Operations in New South Wales. This paper presents the design and construction considerations, commissioning and ramp up issues related to start up of the concentrator as well as current performance and future expansion plans. Commissioning of the plant was the culmination of six years of project planning, from discovery of the resource during the Cadia Hill drill out campaign in November 1996 to project implementation and plant operation. Current resource estimates stand at around 50 Mt with an average grade of 2.4 g/t gold and 0.8 per cent copper. At current processing rates the project life is expected to exceed ten years. The processing plant comprises a 9.75 m (32 ft) diameter Fully Autogenous (AG) mill, a single 6.7 m (22 ft) diameter ball mill, pebble crushers, gravity gold recovery circuit and flotation plant. Upgrades to the existing infrastructure and manning requirements at Cadia will be discussed as well as the resultant impacts on operating costs for the operation. The processing plant was expected to deliver 290 000 ounces of gold and 30 000 tonnes of copper in concentrate in its first full year of operation and progress against that goal will be presented.

The Government signalled its intention in the Economic Statement on 17 December 1987 to improve the fairness of the taxation system and to facilitate the process of economic adjustment by: removing tax concessions that benefit some taxpayers at the expense of other taxpayers,ensuring that those who can afford it shoulder their fair share of the tax burden,securing a revenue base which will provide sufficient resources to maintain effective social services,reducing artificial protection and concessions that discriminate against some sectors, and encouraging confidence through an economic environment with a medium-term orientation. The Government has clearly stated to all sectors that tax preferences will be phased out and businesses need to look inwardly to their investment policies if they are to survive in an open economy. This paper will address the effect of these Government objectives on the taxation structure for all forms of mineral exploration in New Zealand. The present tax structure will firstly be analysed, in particular setting out the tax advantages available to the industry. The effect of changes to the tax system within the recent past which relate to mineral exploration will then be examined. Finally the paper will address the question of possible future changes, particularly in the light of Government's intention to move towards a tax system which does not provide an advantage for any one sector of the economy.

Previous legislation did not cover all work places, many areas were excluded from coverage, and there were at least 14 different acts and dozens of sets of regulations dealing with various aspects of health and safety.

The Kisladag Mine, Turkey, is a large porphyry gold deposit which is mined by open pit methods. In operation for over ten years, Kisladag provides an excellent example of how attention to a geologic feature, namely hydrothermal alteration, became a very effective predictive geological tool for planning and operation. The alteration domains were initially used as a geological tool to assist with establishment of resource model domains and to guide delineation drilling, but they were soon recognised to be correlative to geotechnical characteristics (affecting pit slope angles) and metallurgical performance (heap leach recoveries). Recent developments in spectral processing allow the systematic quantification of complex overlapping alteration phases and have greatly improved the ability to rapidly define internally consistent alteration domains for geotechnical and geometallurgical purposes.Alteration at Kisladag comprises a central core potassic (K-feldspar-biotite) zone, a tourmaline-white mica enveloping zone, an advanced argillic lithocap on the deposit’s eastern side and an overprinting pervasive argillic zone. These alteration zones and their distribution were based initially on strictly qualitative, visual mineralogical logging of diamond drill core. With the need for more accurate and consistent identification of the alteration mineral suites, particularly the phyllosilicate phases, logging was augmented by systematic measurement of spectral data using a Terraspec instrument.Recently the Kisladag spectral database (over 85 000 readings) was reprocessed by the newly developed methodology (aiSIRIS™) that allows relative quantification of the spectrally-responsive minerals. Visualising this transformed spectral mineralogy at various mineral concentration thresholds using implicit modelling software (Leapfrog®) led to the creation of consistent mineralogical and alteration domains that are used for the definition of geotechnical and geometallurgical parameters. An implicit modelling workflow enables these domains to be easily updated as new data is collected while maintaining geological integrity of the model.CITATION:McKinley, S, Baker, T and Öztas, Y, 2017. The Huntly West Mine has undergone significant changes in the last two years, which will affect the remainder of the mine's life. The paper describes the evolvement of plans and an overview of the technical considerations made in planning for and implementing the first New Zealand longwall operation. The technical investigations involve the longwall equipment, exploration, ventilation and strata control. The focus on these areas was to ensure that unacceptable project risks were addressed. Implementation of longwall mining at West Mine is planned in three phases, Development, Panel One extraction trial, and Full Longwall operation.   At present the development phase is complete, longwall installation is in progress and production start-up is planned for the end of August, 1991.

Currently an Australian Standard for tunnel fire safety is being developed for road and rail tunnels. Other local guidance relating to tunnel fire safety that has recently become available includes publications by both the Roads and Traffic Authority and RailCorp of New South Wales. Internationally, the World Road Congress has completed its 2004 - 2007 cycle, which has resulted in a number of publications. International developments in rail guidance include a new European Standard regarding fire safety in railway tunnels that will come into effect in July 2008. In addition, the National Fire Protection Association committee NFPA 130 are in the process of revising their standard for fixed guideway transit and passenger rail systems, which is due for publication in late 2009. This paper outlines the status of these and other recently published relevant local and international fire safety guidelines and their implications for tunnel projects in Australia.

As part of a long-term study of titanium minerals processing being undertaken by the Julius Kruttschnitt Mineral Research Centre (JKMRC), techniques have been developed to measure the electrical properties of the various minerals. The measured values will be used to model the behaviour of the various minerals in high-tension roll and electrostatic plate separators. The resistivities of ilmenite, rutile and zircon from a number of Australian producers have been measured by applying a DC voltage across a test sample and measuring the resulting very small current flow. By appropriate design of the measurement cell and attention to the experimental procedure, reproducible resistivity values have been obtained, ranging from 106Ωm for ilmenite to 1013Ωm for zircon. However, the conditions of measurement are radically different from those under which electrical separation takes place. It is not certain that the measured values reflect the resistivities seen under high-tension separation, during which the particles are subject to a high intensity corona field. Consequently, an alternative technique for measurement of resistivity under conditions of corona bombardment has been developed. It is based on the experimental procedure of Castle and Yelle (1979) used to measure the resistivity of fly ash under the conditions occurring in electrostatic precipitators. This paper describes the development of the segmented ground plane measurement surface and a high-voltage switched resistor network which comprises the in situ resistivity apparatus. Results are presented comparing the measurements made under corona bombardment with those made using the DC measurement cell. The equipment has also been used to study the current distribution from a corona wire, as a function of high-tension voltage and wire-to-plane spacing.

An extensive suite of elements are routinely assayed on all resource drill core samples to assist in deposit scale resource definition, local mine scale delineation of ore zones, and ore characterisation for the planning and scheduling of mining and processing of ores at Olympic Dam. This paper discusses a deposit scale geochemical relation that can be used by mine geologists to find more high-grade ore at the local mine area scale at Olympic Dam.A 3D grade shell representing 0.8 per cent Cu was created for a mine area using drill hole assay data. This defined the geometry of the ore zone. The Cu-grade shell was then overlain onto the existing resource block model to evaluate the relationships between the Cu-grade shell, copper and other elements. The strongest correlation was between copper and manganese. The block model showed a dramatic decrease in the concentration of manganese just below the below the Cu-grade shell.Several drill holes that intersected the Cu-grade shell were selected to evaluate the copper manganese relation at the drill hole scale. As expected, the individual drill holes displayed a strong inverse relation between copper and manganese. A geochemical footwall was then modelled representing 0.1 wt per cent Mn. Using both the Cu– and Mn-grade shells, several drill holes were designed/drilled and all hit high-grade copper.For the vast majority of the deposit the inverse relation between copper and manganese is valid; however, in areas with intense chlorite alteration (related to amounts of mafic to ultramafic rocks) this relation is not as strong, due to increased manganese in the rock mass. Even though using the copper manganese relation as a drill targeting method was not always as reliable in a few small areas of the deposit, it demonstrates the value of using existing assay data integrated with the resource block model to discover local mine scale geochemical relationships which can be used to more effectively design drill holes to discover high-grade ore at Olympic Dam.CITATION:Griffith, J and Ehrig, K, 2017. This iron ore mine site, located in the Pilbara region of Western Australia, commenced operations in 1998, with ore derived by mining of open-cut pits in Channel Iron Deposits (CIDs). A portion of the ore extracted at the mine is processed at wet processing plants that produce both ore saleable product and waste fines (i.e. tailings) slurry. The waste fines produced at the wet plants are presently stored within Waste Fines Cells (WFCs).Waste fines cells A (WFCA) and B (WFCB) are located within an Autonomous Haul System (AHS) area and consist of embankments that span the width of the pit in east-west alignments. Technical studies and design analyses were carried out to support embankment raises and ongoing development of the WFCs. During operation and development of the WFCs, a multitude of simultaneous activities took place to the immediate north and south of WFCA respectively. These activities included the construction of the embankment raises using the AHS fleet, mining of the CID to not only mine the ore but to also create future deposition space for WFCB, blasting next to the WFC embankments as part of the mining activities, seepage collection and dewatering of the pit in the vicinity of the WFC.This paper discusses the material characteristics, design approach, construction staging and equipment requirements, blasting near embankments, water management, facility consequence category and closure concept.CITATION:Boshoff, J J, 2018. The profitability of gold placer mining operations is determined by more factors than many placer miners recognise until too late. This study is based upon field trips to examine the efficiency of mining and transportation of gravels to a wash plant by bulldozer and truck. At the examined open pit mining operations gravels were washed using water canons, derockers or scrubber trommels. The objective of this study was to determine the relationship between unit costs and power requirements for gravel mining and processing. The author conducted a number of time and motion studies at four open pit gold mines, including the Maly Patom Creek, the Nizhny Patom, the Taimendra Creek and the Kadali-Makit in the Bodaibo District, Irkutsk Region and collected and processed field data. As a part of the study significant correlations were determined and empiric regression equations derived between: power requirements (Ep) and unit cost (Cp) for gravel processing; and total power requirements (Et) and total unit cost (Ct) for gravel mining, transportation and processing. Based on the results of the study it was proposed to modify the current mining procedure methods and to replace water cannons at the Maly Patom Creek with a PPM-5 derocker. Introduction of the proposed technology resulted in 2004 in US$385 000 mining cost reduction at the Maly Patom Creek over a short-time Siberian mining season.

There is now a new generation of mobile crushing and screening plant systems available which have been developed based on the motivation of reducing truck haulage. Newly designed mobile crushing and screening plant systems have the advantages of mobility, flexibility, economy and reliable performance, making this system very appealing for small- to medium-sized projects or projects where a number of resources are separated by distance.A brief review of the past history and experience with transportable crushing plants provides an insight into some of the issues with transportable plants in mineral processing. A closer look at a simple model based on exploiting small but high-grade orebodies suggests the concept has merit, however there are many more engineering, logistics, legal, technical and management aspects which have limited the application of such a concept in the resource sector. This paper explores the concept in detail and endeavours to analyse the preferred commodities and scenarios under which the concept could be used and the economic and logistical limitations for iron ore. The paper also looks at the risk assessment criteria to be applied in selecting the type of resource projects where the model could be applied successfully. Other aspects considered in this paper are the project planning requirements, technical and economic feasibility, bankability and operability. Green policies have gained momentum since the 1972 Stockholm, Environment Conference. The environmental movement has influenced political initiatives both in New Zealand and abroad. Governments and international institutions have addressed local, regional and global environmental issues with varying degrees of success. New Zealand so far has not supported the United Nations' call for sustainable development in a consistent manner. New institutions and new rules for resource management mean there are opportunities to look after the land in different and more ecologically sensitive ways than has happened in the past. The increasing influence of regional councils in resource management planning will have important implications for mining and mineral exploration. These trends are discussed and possible future events outlined. Green policies have gained momentum since the 1972 Stockholm Environment Conference. Environmental issues are now global and the twentieth year Environment Conference planned for 1992 is likely to see new commitments made by world leaders and their national governments. Green politics may be the popular trend of the moment but green principles of managing the earth's resources are here to stay. There are many businessmen, many technologists, and many politicians who have hoped that the environmental movement was a passing fad and would fade into oblivion. The evidence is otherwise. Far from passing into oblivion, the environmental movement is growing rapidly. Each year brings further scientific data that indicates mankind is on a self destructive course unless we learn how to better manage the earth's natural resources. This information has contributed to a growing population of environmentally aware people. In the last 20 years there have been messages of concern about a population increase out of control and the energy crisis which focused on dwindling oil stocks. The issues are all interrelated including the present global issues of climate change and thinning ozone layers. The attention being given the messages by the United Nations and member states requires similar attention by industry. The problems have been identified; the challenge is to determine what should be done about them. Every challenge brings new opportunities and the future need not be doom and destruction. Mining is seen by some of the environmental action groups as unnecessarily destructive of the environment, but I do not see mining ceasing in the next few decades. Rather, the rules will be clearer with some areas excluded from mining, the methods of extraction will improve, the technology of processing will become more sophisticated and restoration of mining sites will be not only normal practice worldwide, but the end result may leave no hazards, may enhance the landscape and may result in acceptance of the industry by the general public. For that to happen, commitment and cooperation is required between the industry, the government, and society. As an Officer of Parliament my role is to review the system of agencies and processes established by Government for allocating, using and preserving natural resources and to report whether the system is maintaining and improving the quality of the environment. I also have a responsibility to see that the environmental planning and management carried out by public authorities is effective. That Ineans I have a keen interest in how the mining industry is administered by New Zealand public authorities, including Ministers of the Crown and district and regional councils. Today I intend to review the approach to resource management being taken by international agencies and by the New Zealand Government, and to comment on how environmental impact assessment for mineral exploration, as well as mining, may be administered in the future.
