The lack of a continuous operating balance in petroleum refining, which is analyzed in this paper, is by no means a feature solely of this division of the oil industry. Serious disequilibria of a capital as well as an operating nature exist both in the producing and marketing departments, while problems in the former and to some degree the latter are complicated by political involvements. Attention has previously been directed to the unstabilizing influence of present proration formulas in stimulating unnecessary drilling.' While equilibrium in petroleum refining operations has been fairly well maintained in the past decade, examination of departures may prove fruitful. Economic analysis is the application of time and motion study to the functioning of management, rather than labor. Properly applied it may reveal changes in policies that would increase the utility of the properties and facilities of the industry for stockholders, employees and the public, while contributing a stabilizing influence to the general economy. The study of economic equilibrium is essentially one of measurement and interpretation, requiring adequate data and the development of a technique of analysis that employs statistical and mathematical methods as a supplement to the broad descriptive phase of economics. Economic equilibrium in petroleum refining is a dual concept. It embraces both the over-all balance between total storage and total demand for major products and the internal balance between the demands and inventories of the various products. The latter is the more complex of the two for it is concerned with proportionating the supplies of the several products stemming from the joint source to the demands for the individual products which are subject to wide variations. All the products are essentially nondurable goods, and they are used both by producers and consumers but in varying proportions. Motor fuel is very largely a consumer's good, while residual fuel oil is almost entirely a producer's good, the other products falling between these extremes. The peculiar-

The Mining Section of The National Safety Council recently sent out a questionnaire to operators, regarding the class of rope used, specifications required or obtained, factors of safety observed, methods of fastening ropes, lubrication, inspection, and points observed when rope is to be discarded. The answers received from this questionnaire, largely from metal mines, give interesting information, from which recommendations for safety practice on hoisting ropes are drawn. Depth of Mine The depth in the majority of cases noted is from 1000 ft. to 1500 ft. (304 to 457 m.) and records come from a number hoisting from depths of 2000 to 3000 ft. Hoisting is generally done in balance, with a few companies using counterweights. Seldom, more than two shifts are occupied in hoisting. A number of large operators limit the shift for engineers to 6 hr. A few of the larger operators have separate hoists for men and supplies, with a higher class rope for men. The range of loads varies from 7 to 17 tons and greater in a few cases, with a balanced weight of 4 to 7 tons. Size or Drums and Sheaves The size of drums and size of sheaves are generally in accordance with recommendations of rope manufacturers. Only one-half of the operators use grooved drums; one, The Sulphide Corpn., New South Wales, uses wood-lagged drums. Very few operators have drums capable of holding all the rope in a single wrap. Cone drums or cone and cylinder drums, in the mines heard from, are very rare. A few mines of shallow depth use a small drum and large-sized sheave. While this may be allowed, and in some cases is all right, the size of drum and sheave should be fully equal to that recommended by the rope manufacturers and should be at least 60 to 100 times the diameter of the

ALTHOUGH some of the observers who first paid especial attention to the occurrences of oil and gas in the strata (such as Hunt in 1859, Andrews in 1861, Winchell in 1865, Mendelejeff in 1876, Höfer in 1876, Minshall in 1881, and I. C. White in 1883) seem to have been impressed with the fact that oil and gas deposits were connected with the disturbances in the rocks caused by their upheaval,1 yet, with the exception of Mendelejeff, and possibly Andrews, these observers do not appear to have understood what is really the one essential factor in the occurrence of oil and gas in the strata: viz., the faulting, uplifting, fracturing, fissuring, and jointing always accompanying even slight rock disturbances, and in certain districts (petroliferous provinces)2 allowing solfataric hydrocarbon emanations to force their way up from the interior and to reach and impregnate the porous portions of sediments subjected to the disturbances. Instead of this simple explanation to account for the observed connection between petroleum deposits and rock disturbances, most of the observers mentioned above, and many others who have followed them on the name lines since, have entirely reversed the problem. To them, instead of the dissemination of gases from fissures into the sediments, it presented the accumulation and concentration, according to anticlinal or other geologic structures, of oil and gas originally present throughout the whole mass of the strata where they were produced by the decomposition or distillation of organic remains. Whether this important problem involves accumulation from sources within the oil-bearing strata themselves, or infiltration and dissemination from outside sources, may be easily determined if all preconceived ideas are put aside and the established facts only are considered.

PART I.-AREAL GEOLOGY§ PIOCHE lies 240 mi. southwest of Salt Lake City, in southeastern Nevada, 19 in. west of the Nevada-Utah line. It is at the end of a branch line (33 m.), which connects at Caliente with the Los Angeles and Salt Lake division of the Union Pacific System. Its commercial relations are with Salt Lake City and Los Angeles, chiefly with the former. The surrounding area is part of the Great Basin, an arid region of alternating mountain range and intermont plain, the latter floored with outwash from the mountains. About Pioche the plain varies between 4700 and 6000 ft. above sea level. The town lies in a valley at the east base of a low northwest-southeast range (the Pioche Hills) 12 miles in length, which rises about 1000 ft. above the adjacent flat. West of the. Pioche Hills is a higher north-south range consisting of two parts: to the south the Highland Range, between Bennett Pass and Stampede Gap; to the north the Bristol Range, from Stampede Gap to Bristol Pass. This double range reaches altitudes of 8000 to 9000 ft., or more, (the highest point, Highland Peak, is 9395 ft.) and rises some 2500 ft. above the surrounding plain. It is continued in lower hills to north and south. Smaller ranges rise from the flat west of the Highland and Bristol ranges. The area studied and shown on the map (Fig. 1) is covered by 3 one inch to the-mile topographic sheets: the Highland Range, the. Bristol Range, and the Panaca, the latter mapped in part only. The sedimentary rocks of the district include Paleozoic limestones, sandstones and shales, Pliocene tuffs, and modern wash. Igneous rocks are represented by intrusive dikes and stocks and by extensive lava flows of mid-Tertiary time.

MAGNESITE is found in 22 California counties, but many of the deposits are too small or too impure to be of commercial value. Several of sub-stantial size and quality were entirely exhausted by wartime operation. At present, three properties comprise the only known workable deposits in the state. Of these, the Western mine and the Patterson mine have been known and worked for many years, and have been described in con-siderable detail in various publications, therefore need only brief mention here, because of their proximity to the Bald Eagle mine. The latter, recently developed, is unusual in type of ore deposit, plant design and operation, as well as products made, and very little has been written concerning it. WESTERN MINE The Western mine, 32 miles south of Livermore, Calif., was formerly operated by C. S. Maltby. It has been a consistent producer for many years.1 The ore is of amorphous variety, occurring along fracture zones in serpentine. The veins vary greatly in width, the average being perhaps 8 ft., with the maximum indicated in one early stope of 40 ft.; 2 ft. is considered the minimum for economical mining. The strike of the veins is predominantly north and south, with dip to the west varying from 40° to 75°. Walls are well defined and as a rule firm and easily supported, Veins range in length from a few hundred feet to 1000 or more. Their maximum vertical extent is about 350 ft., but many run less. Early mining consisted of open-cut and glory-hole work on the larger outcrops. This was followed underground by a modified shrinkage system, the waste and low-grade horses being removed by hand sorting on the tramming levels and transported to surface dumps. DURING the past several years has occurred what, in the light of future events, may aptly be called the rebirth of the acid Bessemer process. The increased attention given to the technical and metallurgical details involved in the production of Bessemer steels has been exceedingly fruitful, and indicates the value of further research and plant development. In times like these, when the steelmaking capacity of the country is operating at a maximum rate to supply materials for the national defense program, it behooves the Bessemer operator not only to strive to increase production but also to maintain a high standard of quality. The opportunity is ripe, it seems, to recapture fields of application once considered the birthright of Bessemer steels, but supplanted in recent years by open-hearth grades. This involves cooperation all along the line, from the blast-furnace operator to the metallurgical contact man and salesman. The metallurgist's part in this program involves the study of the many steelmaking variables and the measures necessary to ensure constancy in the finished product. It is equally important that the knowledge gained be disseminated widely to ensure the wise application of Bessemer steels in new fields. The merits of Bessemer steels for certain work are well understood. The combined properties of good weldability, machinability and stiffness are unique and fully explain the strong entrenchment of Bessemer steels in certain fields; e.g., skelp for small butt-weld conduit, screw steels machined in automatics, and certain tinplate applications. It is the purpose of this paper to review briefly the physical properties of Bessemer steels as contrasted with those of open-hearth steels, to discuss control measures now employed in the making of Bessemer steel, and to consider the advantages derived from the use of these control measures. PHYSICAL PROPERTIES OF BESSEMER VS. OPEN-HEARTH STEELS A number of Bessemer blows and open-hearth heats were tested for tensile strength, ductility and impact strength. The steels selected were confined to sections from ¾ to 1 ¼ -in. diameter, inclusive, and the carbon content covered was sufficient to yield parallel ranges in ultimate strength for the comparison. Other factors, such as the extent of deoxidation of the steel and variations in chemistry, were kept as comparable as possible. Machined test pieces of 0.505-in. diameter with an 8-in. gauge length were pulled. The data obtained are shown in Fig. 1, ultimate strength being plotted against carbon content. This graph shows that for equivalent carbon content Bessemer steel has on the average 15,000 lb. per sq. in. greater tensile strength and, conversely, for the same tensile strength Bessemer steel requires on the average 0.14 per cent less carbon. The average phosphorus content for the Bessemer steel was 0.090 per cent,

THE amount of gold that occurs in a ton of milling ore from most of the large-scale copper mines is so small that unusual care and special attention are necessary to recover it. In some cases the gold is not considered important enough to warrant daily assays of the various products. Considering the large tonnage of copper ores that are now concentrated by flotation, as computed in a recent review, the gross gold content is surprisingly large, probably amounting to over 10 million dollars per year in the United States. The indications are that in many of the copper-milling operations with gold content under $1 per ton, only 50 per cent. of the gold is recovered in the flotation concentrates. Lime is generally used as a depressant for pyrite in the flotation circuit. The authors have shown that high lime or a solution high in calcium ions is also a depressant for gold. Their experiments on several well-known ores show that by careful regulation of the alkalinity of the mill solutions, a higher flotation recovery of the gold can be obtained, together with equally good copper recovery in a good grade of copper concentrates. In cyanidation for the recovery of gold, the best accepted practice demands that the mill solutions be tested and regulated by simple chemical reactions at definite periods during treatment or with each change in the treatment. It is similarly important for the recovery of gold that the solution in the flotation circuit be analyzed for calcium ions at regular periods and at each step in the flotation practice. The lime should be added when and where needed and not in excessive amounts at the head of the mill.

THE ever increasing array of information concerning the measurement of the effect of the welding process on the properties of a steel is an indication of the tremendous effort that is being expended in this field. The methods that have been considered may be divided into two groups: first, those that measure directly the effect of welding on the ductility of a steel, and, second, those that observe the change in some property, such as the hardness of the heat-affected zone, and assume a direct correlation between this change and the resultant ductility. The nick-bend test is a direct method designed for studying the effect of welding on the ductility of a steel. The test specimen (Fig. I) consists of a bar cut from a plate with a bead weld on the surface. The specimen is prepared with a saw-notch placed so as to restrict deformation to the heat-affected zone under the bead weld when tested as a static bend. Failure is caused by rupture of the low-ductility metal in the heat-affected zone. The angle at maximum load is used as an index of the effect of the welding process on the material. In the development of the nick-bend test considerable scatter was noted in some of the results, although the agreement of duplicate specimens welded at the same time and tested consecutively was excellent. Upon further investigation it was found that the change in ductility was dependent upon the interval of time between the welding operation and the testing of the specimen. For the six steels of Fig. a, the angle at maximum load in four cases was doubled and in one case was tripled. All steels that have been studied show an improvement in the angle of bend for longer intervals between welding and testing. FROM its inception, a limestone quarry or mine should be under the direction of a capable engineer. Before it becomes a reality, he should outline the future results, plan the most economical methods for moving the materials and the most efficient equipment, and pilot the undertaking along the narrow pathway of success, avoiding the pitfalls of uneconomical production and the precipitous walls of scanty profits. Inspection of successful limestone properties shows that all have had difficult engineering problems, the solution of which have required keen engineering ability. In approaching a subject of this nature, it is logical to follow the progress of the limestone operation from its inception to the end, as reflecting the engineering required. There are four major divisions: Investigation, equipment, development, and operation.

Sulphuric acid leaching has been up to the present, the most popular of the leaching routes. Oxide ores are usually leached with sulphuric acid directly by dump leaching, as practiced at the Bagdad or Bluebird Mines in Arizona, or by vat leaching as done at Inspiration Mining in Arizona. Upgrading of the low-grade oxide ores by dump leaching followed by cementation of the copper from solution by scrap iron has been replaced by the leaching-solvent extraction-electrowinning route which results in a high purity product at the mill site at reduced production costs compared to previous practice. High-grade oxide ores, vat leached with H2SO4, can contain, for example, 25 g Cu/l and 25 g H2S04/,l, or higher concentrations of both, and are presently fed directly to electrorefining plants. Advantages of coupling solvent extraction-electrowinning with the low cost dump leaching instead of using cementation, are as follows (1): a) the production of high purity electrolytic copper rather than cement copper;

A number of articles have been published, notably those by R. S. Handy, R. T. Hancock and A. P. Watt in Engineering and Mining Journal, dealing with the calculations involved in ore dressing. These publications demonstrate both the importance of the subject and the lack of success in developing a generally recognized method for comparing enrichment effects. Considering that we may wish to compare enrichment results on similar or dissimilar ores, that we may desire to make the comparison on the basis of either the absolute or the economical efficiency, and that the number of factors upon which the result depends is large, the question arises whether it is possible to set up a positive method for such calculations. In the following pages it is our aim to show that a sure, complete and successful way to overcome existing difficulties has been found. TILE present economic crisis in bituminous coal is substantially the most insidious, and critical, in the modern history of the industry. The large consumption deficit that has gradually developed (almost unawares), has culminated in a situation that has forced home the urgent necessity for prompt and radical remedial measures, such as the various mergers now in course of negotiation. Conditions today are sufficiently comparable with those in the iron and steel industry, preceding the formation of the United States Steel Corpn., to suggest the possibility of a sweeping super-consolidation, that all but staggers the imagination. The important function of the banker in this, and lesser projects, is too well known to require comment, and it is important that we understand clearly just what these functions are. Certain features in banking practice came up for consideration in connection with a rather exhaustive economic study into the prospective future of the coal industry, upon which I was recently engaged for an Eastern bituminous interest. This survey was made for the purpose of effecting a decision on certain pressing questions of policy, involving considerable capital expenditures, that would be compatible with the flattening out in the curve of production in recent years. An examination of the TRANSACTIONS, and the coal literature generally, failed to disclose any pertinent, and authoritative data, on this subject. This was more or less characteristic of the whole survey, which had involved a large amount of original research, and measures were taken to procure the required information. The following notes have been compiled largely from the data thus collected, supplemented with material, suggestions and criticisms, by several of the larger banking houses active in coal, together with personal memoranda of my own.

The general problem of the simultaneous movement of water and oil in a connected sand is of considerable practical interest from two points of view. First, there is the situation usually described as "edge-water encroachment." Here the water in the sands contiguous to and flanking the oil sand begins to enter the latter as the oil is removed and the reservoir pressure declines. The physical questions involved concern an understanding of the mechanism of the advance of the water and its control, so as to aid the oil recovery rather than to hinder it. In so far as the entry of the water into the oil sand means at least the partial replacement of the oil from the region of the encroachment by the advancing water, it is quite appropriate to consider this type of situation as one of natural water-flooding. For the present discussion, however, we are primarily interested in the problem of artificial flooding. Here the water is deliberately injected into the oil sand with the intention of displacing the oil and removing it through prearranged output wells. For the practical development of such a procedure rather large areas are included in the flooding program and the injection and output wells are arranged in regular patterns or networks, which are felt to be most favorable for a high oil recovery. Although remarkable success has already been obtained in such flooding programs, especially in the Bradford field of Pennsylvania, essentially by the application of the lessons of practical engineering experience, a more thorough physical analysis of the problem appeared to offer promise of leading to results of some interest and value. Another phase of the problem, which stimulated both the experimental and mathematical analysis, is that it is susceptible in large measure to empirical field tests. It, is in itself but an example and illustration of the general theory of the flow of dead (gas-free) liquids through porous media, in which the authors have been interested for the last several years. The subject of this paper is particularly appropriate, since Daniel C. Jackling was active in early exploitation of taconites on the Mesabi Range and contributed greatly to their later economic development. After his success in developing the low grade porphyries in the West he looked for more worlds to conquer, and so undertook the concentration of low grade taconites, from which he hoped to produce commercial ore. Mesabi Iron Co., organized in 1919, actually did produce merchantable sinter from taconites in 1922. The enterprise did not prove commercial at the time, as cost of production was high and the surplus of iron ore in the Lake Superior District already contributed to a low market price, but this same property has since been developed by Reserve Mining Co. The work done by Jackling had much to do with the success of this later venture. Iron ore was first discovered on the Marquette Range in Michigan in 1845. The first ore from this range came from the old Jackson mine in Negaunee in 1848. During these early years this property and others on the Marquette produced limited tonnages for transportation to Lower Lakes and for consumption by charcoal furnaces in the area, where a plentiful supply of hardwoods furnished the charcoal for iron smelting. The Marquette and other ranges tributary to Lake Superior did not produce much ore for transportation to Lower Lakes until the locks at Sault Ste. Marie were constructed, but from the time the first lock at the "Soo" was completed in 1855 these ores were transported through the locks to consumer centers in the East. The Marquette Range has a history of continuous production from 1848 to the present day. In 1877 the Menominee Range was discovered at the location of the old Penn Mines near Vulcan, Mich. There were further discoveries of ore on the old Menominee Range and at Florence, Wis., in 1880 and at Iron River and Crystal Falls, Mich., in 1882. Penn Mines continued in operation from the date of their discovery until they were finally exhausted by Pickands-Mather in 1945, but operations still continue on the Menominee in the Crystal Falls and Iron River districts.
