Considerable interest has been shown, during recent years, in the possibilities of developing oil fields in the South American Republics, now that the exhaustion of our present fields can be seen in the not very distant future. The demand for fuel 011 and its products has been increasing far more rapidly than our increment of production during the last few years. Increase of consumption has been largely curtailed by the lack of sufficient supply. The main factors that have contributed to our previous neglect of the southern fields have been as follows: (a) Lack of sufficient demand for the product. (b) Competition with producing fields, having large production, low cost, and better geographical position, such as Tampico, Mexico. (c) Greater interest in home fields with ready market at hand. (d) Our ignorance of southern economic and geologic conditions, due to the distance between those areas and our financial centers. (e) Economic conditions in the southern countries, necessitating high costs of exploration and exploitation of the fields. (f) Our lack of understanding of the business methods of the Latin-American. It must be borne in mind that the oil-development work done to the present time in South America has, with one exception,' been undertaken upon lands which possessed direct evidence of oil in seepages or asphaltic deposits, occurring either immediately upon the lands or in their close vicinity. The development of oil fields in South America is therefore in the pioneer stage. It is not at all improbable that "hidden fields" will be uncovered in future work, as has occurred notably in the mid-continental field of this country within recent years. Before the year 1909, no measurements of dust losses and flue gases had been made at the Copper Queen Reduction Works, at Douglas, Ariz. At that time the "unaccounted" loss of the smelter had reached a figure that drew attention to the possibility of large stack losses. The measurement of dust losses had not been studied much at that time, and estimates of dust losses, with a few exceptions, were the results of tests by what has been termed '(chemical methods," that is, the aspiration and filtration through cotton, wool or some similar medium of a few liters of gas, the dust being weighed on a chemical balance, and the volume of gas computed from the volume of aspirator water. The possible error of this method is enormous, and the probable error much too large for reliable results. Since the object of these tests was to discover not only the extent of the dust losses, but also the possibility of profitably reducing them, it was decided that the method adopted must have the following characteristics: 1. The sample of gas taken for filtration must be representative of the whole volume of gas, that is to say, it must have the same dust content. This condition will be fulfilled in all cases if the gas sample is drawn off without change of rate of flow. Then it will contain the same proportion of entrained or suspended particles of dust as the original gas. In the case of flue gases which contain only fume, at a temperature above or near the sublimation point, this condition need not be adhered to since the fume will not behave as entrained particles, but more nearly as a true gas. Consequently the gas sample in this case only may be drawn off at any rate of flow. 2. The gas sample taken must be large enough (a) to yield sufficient dust to permit of accurate chemical and physical examination; (b) so that the ratio of the total volume of gas passing through the flue to the volume of gas sample taken shall not be too large.

The proper representation of equilibria involving graphitic carbon in the constitutional diagram of the iron-carbon system is admittedly an unsolved problem, the complete solution of which will probably require the establishment of more experimental evidence than is at this time available. The object of this paper is to present the author's observations on some of the phenomena in question and his interpretation of this and other recorded evidence. The chief of the recently disputed questions upon which the author has experimental evidence concerns the occurrence of graphitization at temperatures below the Al point. In a paper1 presented at the September, 1919, meeting of this Institute, the following is found: "the results given would seem to indicate that the graphite eutectoid lies at a smaller value of carbon content than has been previously supposed. At least this is true unless there is either a marked formation of graphite eutectoid at these rates of cooling, or a decomposition of pearlite into graphite, both rather unlikely suppositions, but not impossible ones." In a discussion of this paper, H. A. Schwartz2 takes the position that the possibility of graphitization occurring below the A1 point is an open question, but that complete graphitization (to less than 0.10 per cent, combined carbon) commonly occurs above this temperature. Another opinion from the malleable castings industry is found in a recent paper3 by Touceda: "Also the carbide of iron can be broken up into its two soft constituents at the temperature referred to. This temperature is called the critical temperature, or critical range, and for air-furnace hard-iron castings it is in the vicinity of 1440" F. It is the

MagnEsitE is found in 22 California counties, but many of the deposits are too small or too impure to be of commercial value. Several of substantial size and quality were entirely exhausted by wartime operation. At present, three properties comprise the only known workable deposits in the state. Of these, the Western mine and the Patterson mine have been known and worked for many years, and have been described in considerable detail in various publications, therefore need only brief mention here, because of their proximity to the Bald Eagle mine. The latter, recently developed, is unusual in type of ore deposit, plant design and operation, as well as products made, and very little has been written concerning it. WESTERN MINE The Western mine, 32 miles south of Livermore, Calif., was formerly operated by C. S. Maltby. It has been a consistent producer for many years.l The ore is of amorphous variety, occurring along fracture zones in serpentine. The veins vary greatly in width, the average being perhaps 8 ft., with the maximum indicated in one early stope of 40 ft.; 2 ft. is considered the minimum for economical mining. The strike of the veins is predominantly north and south, with dip to the west varying from 40" to 75". Walls are well defined and as a rule firm and easily supported. Veins range in length from a few hundred feet to 1000 or more. Their maximum vertical extent is about 350 ft., but many run less. Early mining consisted of open-cut and glory-hole work on the larger outcrops. This was followed underground by a modified shrinkage system, the waste and low-grade horses being removed by hand sorting on the tramming levels and transported to surface dumps. IN the course of study of the heat-treatment of low-alloy steels, the behavior of alloy carbides at subcritical temperatures was found to vary from that indicated by published investigations. In order to establish the ranges of formation of carbides in low-chromium steels, a series of steels containing up to 0.60 per cent carbon and 7.5 per cent chromium has been investigated with respect to the type of carbide formed after quenching and tempering at sub-critical temperatures. The types of carbide formed as products of austenite transformation to pearlitic and pseudomartensitic structures have also been determined. There have been numerous investigations of the carbides in chromium steels and diagrams of the iron-chromium-carbon system.' Westgren, Phragrnén and Ne-gresco2 identified the following carbides in chromium steels: Cementitc............ Fe3C (containing up to about 15 per cent Cr) Trigonal carbide...... Cr7C3 (containing up to about 55 per cent Fe) Cubic carbide........ Cr4C (or Cr23C6) (con- . taining up to about 25 per cent Fe) Orthorhombic carbide , cr3c2 (containing only a few per cent Fe) The most complete information on the iron-chromium-carbon system was supplied by Tofaute, Sponheuer and Bennek3 and by Tofaute, Küttner and Büttinghaus,4 By means of dilatometric and microscopic stzdies, sections of the diagram were established. This diagram showed the presence of the special carbide CI7C3 in steels containing about 2.5 per cent to 12 per cent chromium in low-carbon steels and from about 5 to 20 per cent chromium in I per cent carbon alloys from A1 to room temperature. The present investigation has shown that a carbide inversion from Fe3C to Cr7C3 occurs in chromium steels containing more than about I per cent chromium after hardening and tempering at subcritical temperatures above about 500°C. The type of carbide observed to be more stable in quenched and tempered specimens was also found to be produced by direct austenite transformation in corresponding ranges of temperature and composition. Experimental Procedure The steels used in these experiments were made in magnesia-lined crucibles in high-frequency furnaces and were poured into 2-in. ingots. The ingots were forged into I-in. round bars, and all heat-treatments were conducted on specimens of this section size. Sections of the bar stock 8 in. long were hardened in air, oil or water, depending on the composition, after heating to a temperature sufficiently high to dissolve the carbides. The low-carbon and low-chromium steels were not entirely martensitic after quenching, and contained some ferrite and pseudomartensite. No pearlite was observed in the microstructures after quenching. THE copper-silver system presents several points of special interest in the study of segregate structures. The system is simple eutectic, with limited solid solutions terminal with the pure component metals. The extent of solid solubility decreases with decreasing temperature for both the copper-rich and the silver-rich alloys, thus offering a possibility for the formation of Widmanstätten figures and also a possibility for aging after quenching. In contrast to the structures studied previously the structures in this system are unique in their origin, for one terminal solid solution will precipitate the other, and vice versa. In most of the other systems for which crystallographic data on the precipitation (or transformation) process are available, either intermetallic compounds or intermediate phases partake in the decomposition process; the absence of such phases thus distinguishes this system. The lattice structures of the two solid solutions are identical in type, differing in lattice spacing by approximately 10 per cent; because of this it seems difficult if not impossible to predict on the basis of present theory either the outward form of the precipitate or the lattice orientation relationships between matrix and precipitate. FOLLOWING the end of hostilities of World War II, a resurgence of industrial and home building has given impetus to the use of many products of the stone industry. Shortage and high prices of some building materials such as lumber have aided wider acceptance of materials such as concrete products which have been relatively plentiful and which have not risen so rapidly in price. Ingredients for many of these substituting materials come from the stone industries, often from by-products of stone operations. Most of the tonnage of the stone industry in the State of Georgia comes from granite and marble. There are extensive dimension stone operations in granite in the Elberton and in the Lithonia areas. Building and monumental marble from the Tate area has been used throughout the country. Cutting operations in both types of stone have their by-products in faulty blocks and in spalls. In the State there are three large crushed-stone plants utilizing granite, one near Camak, one near Lithonia and one at Stockbridge. All have had excess fines or screenings in the past but this excess is largely disappearing with development of new uses. At times this "waste" has amounted to as much as 20 pct of the stone quarried. Handling of this large tonnage from point of screening out to storage piles presented a costly problem and large areas were taken up by the piles. Crushed stone is generally sold with a relatively narrow margin of price over cost, so any elimination of disposal cost or increase of income by marketing of by-products is highly desirable. BY-PRODUCTS OF GRANITE DIMENSION STONE It sometimes becomes difficult to differentiate between main product and by-product. In the cutting of granite dimension stone in the Lithonia district of Georgia, a considerable quantity of remnants of uneven shape and size is produced. The larger of these pieces have long found use as building rubble, particularly for retaining walls and building foundations (Fig I). They are broken down to one man size by plug drilling and wedging and by hammer. In recent times, demand for this former by-product has grown so that quarries have been opened for the production of rubble as a main product. Local masons have attained skill in using these irregular shapes to form economical and attractive walls. Areas such as Elberton, Georgia, which do not have a large building market nearby, tend to accumulate piles of large pieces of reject stone. When a road job or other local construction offers a quantity market for crushed stone, a portable crusher works this material down to crushed aggregate. Spalls and finer chips from granite stone-cutting operations have generally found their way into crushers and thence to the many uses for crushed aggregate. One company near Lithonia started marketing the smaller by-product crushed sizes for chicken grit about ten years ago. THE PROBLEMS AND POSSIBLE SOLUTIONS Toward the end of the 19th century, American industry began a drastic reorganization. The many, small, often-regional firms were supplanted by large national corporations-often produced by mergers among the existing firms. Giant companies appeared throughout American industry and many of them were engaged in the mineral industries.a The largest combines, by far, to emerge during the period were United States Steel and Standard Oil. Long before the restructuring had run its course, widespread concern arose over the process of concentration. Efforts were made to control, if not stop, the transformation. The concern produced the Sherman Antitrust Act of 1890 and the first of many federal regulatory agencies-the Interstate Commerce Commission (see Refs. 24, 31, 42). The basic objectives of these policies remain unclear to this day. The crucial issue is whether the goal is primarily to insure development of a more competitive economy or to preserve a social structure leaving more scope for small businesses. Complications arise from difficulties in agreeing upon the meaning of these terms. Studies of the early years of the antitrust movement suggest that it involved no particular concern over the mineral industries. Objections were directed at big companies in general. To be sure, the conservation movement arose in roughly the same period and did stress the evils of monopoly control of minerals. However, direct, continuing influence of conservation policy on antitrust is not apparent. Many of the most important antitrust cases, nevertheless, involved minerals. This, of course, may be sheer coincidence; the choice of cases has never followed any obvious pattern. Certainly, no simple hypothesis can explain the interest consistently. Once it may have been true that mineral industries were more likely than other sectors to be dominated by a few large companies. Yet, often sharp reversals of such tendencies -e.g., in oil and aluminum-have not removed antitrust interest. THE structural relations existing between cuprous oxide and copper -were first systematically studied by Heyn1', who suggested that a study of the microstructure of refined copper might be substituted for the analytical methods in vogue for determining the oxygen content of copper coming from the refining furnace. Hofman, Green and Yerxa,2 in their paper A Laboratory Study of the Stages in the Refining of Copper, working along the lines suggested by Heyn, showed that a study of the microstructure could be made to yield a correct estimate of the oxygen content of the specimen of refined copper under examination. In order to determine the oxygen content of the specimen of refined copper under. examination a photomicrograph was first made. From the relative areas of copper and eutectic, the percentage of cuprous oxide and the corresponding percentage of oxygen were then readily calculated. It was found that the values for oxygen thus obtained corresponded closely with the analytical results. With the idea of utilizing this method of determining the oxygen content of each charge dipped from the refining furnaces at the Boston & Montana Reduction Plant, the physical testing laboratory was equipped with suitable apparatus for carrying out the work. It may be of interest to describe certain of the methods which have been worked out in this connection and give such data as have been obtained bearing on the effect of the oxygen content of refined copper upon its conductivity. Apparatus.-For the benefit of those who may be unfamiliar with metallographical apparatus and methods and may be interested to know what equipment is required, a few words with regard to the apparatus is in place at this point.

DURING July 1941, a study was initiated at the Boulder City Experiment Station of the Bureau of Mines on proposed methods for the production of magnesium metal. The major emphasis was placed upon development of a process that required minimum reliance upon the sale or utilization of by-products to meet economic competition from processes already in operation. It was felt that only through the development of such a process could the nation's vast resources of dolomite and low-grade magnesite that are contiguous to large blocks of firm power be properly utilized. During the course of exploratory tests on electrolytic and electrothermic processes, it was noted that fused magnesium chloride would dissolve appreciable quantities of magnesium oxide in the presence of small amounts of boric oxide. The use of such a solution in an electrolytic cell employing a graphite anode and a steel cathode caused the deposition of magnesium at the cathode and the evolution of carbon oxides at the anode with minimal amounts of chlorine The original results were sufficiently encouraging to justify further investigation on an enlarged scale, since the process seemed to present advantages over other proposed processes 1.2 for the direct use of magnesium oxide in a fused chloride electrolyte. When work on a larger scale was initiated it was found that the addition of boric oxide to the electrolyte resulted in dispersion of metal and constantly decreasing current efficiency. However, by this time solubility studies had shown that magnesium oxide was sufficiently soluble in magnesium chloride melts containing no boric oxide to effect the same anode reactions, and development work was continued. Over two years of development work have been carried out, and considerable work remains to be done. It is desired to emphasize the fact that many of the difficulties met require a long period of continuous operation before they become serious enough to affect operation of the cell. The continuous process of lead refining as at present operated at the Port Piric plant of The Broken Hill Associated Smelters Proprietary Ltd. was a development from investigations conducted in connection with the ordinary Parkes desilverizing process. It is not proposed here to discuss the theoretical considerations involved in continuous desilverizing because this aspect has already been dealt with in previous publications.1 Continuous Softening Process For economical desilverization of lead bullion, the bullion must first be subjected to refining processes for the removal of such impurities as copper, sulphur, arsenic, antimony and tin. This refining is effected by first drossing to remove copper and sulphur and then preferentially oxidizing the arsenic, antimony and tin from the bullion in the softening process. The theoretical basis of the continuous softening process is illustrated by the portion of the Pb-Sb-O ternary equilibrium diagram shown in Fig. 1. Under conditions of complete liquefaction, metal of the composition of softened bullion is in equilibrium with an oxide slag containing about 9 per cent antimony. In practice, of course, arsenic also is always present, and while the 0Pb-Sb-As-O quaternary system has not been worked out in detail, it has been found that in softening drossed smelter bullion of the composition produced at Port Pirie, arsenic is always reduced to 0.001 per cent or less when the antimony in the bullion is reduced to a satisfactory figure. In the operation of the continuous softening process, a two-phase system of a bullion low in arsenic and antimony and an oxide slag relatively high in those components exists in equilibrium. The following propositions and corollaries are intended to present, as concisely as possible, some of the evidences gathered while studying the microstructure of steel. Each proposition is accompanied by photo-micrographs showing the structure of illustrative samples. But it must be understood that the special instances thus chosen for illustration are by no means the only ones on the examination of which the propositions are based. On the contrary, they have been taken almost at random among a great many, in some instances more than a hundred, similar cases. Proposition I. A slow and undisturbed cooling from a temperature x or higher produces crystallization. Plate L, Plate II., Fig. 1, and Plate V., Figs. 1, 2, 3 and 4 show the crystalline structure of several pieces of steel. Plate I. reveals this structure in the center of a slowly-cooled Bessemer ingot, 1.5 feet from the top. Plate II., Pig. 1, is from a small 2-in, square testingot of the same heat, slowly cooled. Plate V., Figs. 1, 2, 3 and 4 show the structure of different parts of steel rails. The original photographs were all magnified 70 diameters, and have been reduced in engraving to 63, or to 55 diameters, as shown in the plates. Proposition 11. Undisturbed cooling from an initial temperature lower than x is not accompanied by crystallization. Plate III., Fig. 5, shows the structure of a piece of rail-steel forged from a white heat until it had fallen to dull-red. The structure is almost amorphous. Practically no crystallization has taken place during the subsequent cooling. Corollary.—Pieces of steel finished at a temperature lower than x do not take a crystalline structure.

AMONG the industrial enterprises which have, from time to time, been undertaken in our Dominion, few have been more uniformly unsuccessful than those which have had for their object the develop ment of our mineral resources. These resources hare not been re garded as insignificant. On the contrary, it is supposed that we possess in our ore deposits something more than mere points of mineralogical interest. Some people are enthusiastic enough to be lieve that our mineral wealth will yet occasion the establishment in our backwoods of happy and industrious communities, causing, in fact, our wilderness to blossom as the rose. These enthusiasts do not shut their eyes to the serious obstacles which at every stage in terfere with the carrying out of mining enterprises in this country, and which tempt one to believe that no such enterprise can ever be conducted to a desirable end, but they entertain the conviction that as our capitalists, miners, and technologists reach the years of discretion, and handle our mines in an economical, vigorous, and judicious manner, and as our statesmen become alive to the necessity of fostering, without extremely protecting, our metallurgical indus tries, mines and furnaces will gradually prosper, and so develop as to become a tower of strength to our agricultural, manufacturing, and mercantile interests. The fact that our past experience does not generally justify such glowing anticipations makes one all the more anxious to put on record the history of a successful mine, such as the Silver Islet has, on the whole, been. My connection with its discovery and early development was a very intimate one, and I propose in this paper to sketch its history and character, and sum up the amount of silver it has so far yielded. An additional reason for the appearance of this paper is that the Transactions of the Institute contain only a few references to the Silver Islet Mine. Nevertheless, certain coal markets may require only marginal quality while others may require very high quality and these objectives may be sought by commencing the preparation of coal underground at the "working face." Underground preparation involves choosing those portions of the bed which can be cleaned to satisfy predetermined market requirements involving (1 ) maintenance of uniformity in chemical quality, (2) elimination of removable impurities, (3) control of sizes and size ratios and (4) control of moisture. The methods employed to attain these objectives vary widely with the (1) seam under development, (2) mining equipment available and (3) changing trends in the consuming markets. When a mining property is opened and development progresses from one section to another the (1) petrography of the coal in the bed does not re- main uniform, (2) character of roof and floor are subject to change and (3) character and prevalence of mineral impurities are subject to considerable variation. The quality of coal shipped to market from any mine depends upon intelligent foresight, planning, execution and supervision. Mining becomes a highly technical art. The quality of coal as determined by chemical and petrographic analysis is without question one of the most important considerations in the development and life of any coal-mining property. Variations in such proper- ties as volatile matter, ash, sulfur, Btu content and petrography are of considerable interest and to a limited extent so are such properties as phosphorous content, free swelling index, plasticity, hardness, pressure formation during coking and ash composition. The maximum and minimum specifications of these characteristics as established by competitive market conditions place definite limits on the marketability of a coal. The prospecting and evaluation of any area containing one or more salable coal beds by means of channel samples taken from outcrop openings and/or from diamond-drill cores can yield valuable data on coal characteristics. By correlating the data developed from distinct petrographic sections of channel and/or drill core samples, the quality of the bed according to stratification will be evident. Two metallurgical tools have acquired wide use within the past several years as a means of studying the transformation characteristics of steel. One is a technique used first by Bain and Davenport for determining the transformation characteristics of a steel at constant temperature; the second is the end-quench hardenability test. Constant-temperature transformation curves like those of Bain and Davenport have done much to rationalize the metal¬lography of steel; however, in commercial practices, constant-temperature transformation is seldom encountered, therefore only rarely can such curves be directly applied. The real reason for the determination of such curves lies, in the fact that they provide a way of thinking about transformation that is both convenient and productive. The end-quench hardenability test is a more practical means of studying transformation, for, by correlating positions on the hardenability bar with shapes of different masses, an almost direct application of the results can be made. Unfortunately, the end-quench test, though practical, can do very little toward improving the metallurgists' way of thinking about transformation. These two metallurgical tools, dealing with precisely the same phenomenon, should be very closely associated in metallurgists' minds. Actually, they are frequently pushed into separate mental corners and considered as being more or less distinct and unrelated. The reason for this is that no strong connecting link between them has been developed. An attempt is sometimes made to relate these two tools by projecting the critical cooling rate on the isothermal transformation plot as illustrated in Fig. I. The critical cooling rate is considered as a constant rate-though in practical applications, cooling rates are never constant-and this constant cooling rate is given uniform significance from the Ae temperature down to the temperature of initial transformation. A little thought indicates the errors of such a procedure. Certainly the time interval spent just below point A of Fig. I cannot be as effective in promoting nucleation as is the time interval spent just above point B. Yet the procedure represented in Fig. I considers all the time spent between temperatures A and B to be just as effective in promoting nucleation as though all the time were spent at temperature B. Furthermore, change the shape of the isothermal curve between points B and C in any way desired, and the required critical cooling rate is not changed one iota. This cannot possibly be true. Such a way of thinking about critical cooling rates not only is incapable of giving any results that are quantitatively satisfactory but is likely to give very misleading qualitative results.
