As directed by the MINER act of 2006, the NIOSH Office of Mine Health & Safety Research (OMSHR) has annually awarded contracts to enhance mine safety and health. OMSHR has a history of research that focuses on both respirable coal mine dust and respirable crystalline silica (or quartz) dust, and contracts have been awarded since 2010 in support of our intramural research efforts. In 2018, a National Academies of Science consensus study report recommended expansion of respirable dust research. As a result, beginning in 2018 through 2021, eighteen contracts were awarded focusing on this area. These contracts can be grouped in three topic areas: characterization of coal/dust, development of real time monitors, and improvement of respirable dust controls. This paper summarizes the outcomes of completed contracts and the progress of current contracts.

Four companies mined ball call in four states in 2009, H.C. Spinks Clay Co. Inc. (owned by Lhoist Group), Kentucky-Tennessee Clay Co. (owned by Imerys Group), Old Hickory Clay Co. and Unimin Corp. Production, on the basis of preliminary data, was 820 kt (904,000 st) with an estimated value of $39.4 million. Tarkwa Gold Mine is located in south western Ghana, and is majority owned and operated by Gold Fields Ghana Limited. The Tarkwa CIL plant utilises a single low aspect 27' x 42' 14MW dual pinion drive SAG mill designed to mill 4.2mtpa (525tph). The plant was designed and constructed in a manner that would facilitate its expansion to 8.4mtpa (1,050tph). Since the plant was commissioned in September 2004, the SAG mill has consistently exceeded its nameplate throughput by up to 25%. Through the installation of a 26? x 36? 14MW dual pinion drive Ball mill along with additional upstream and downstream equipment, the plant will now be expanded to 12mtpa (1,500tph). This paper endeavours to outline the process and engineering design challenges along with the future construction challenges of the expansion in the midst of a fully operational plant.

Minerals are fundamental to the U.S. economy, contributing to the real gross domestic product (GDP) at several levels?mining, processing and manufacturing finished products. The estimated growth rate for the real GDP of the United States was 2.1 percent and the nominal GDP was about $13.8 trillion in 2007 (Table 1). The prime interest rate decreased to 7.25 percent in December from 8.25 percent at the beginning of 2007, reflecting actions taken by the Federal Reserve Board to counter financial difficulties surrounding subprime mort-gages. Delinquencies on subprime mortgages increased throughout the year, affecting not only the delinquent home owners but also financial instruments invested in mortgage-backed securities. The average contract mortgage rate for the purchase of previously occupied homes in the United States was 6.35 percent in November; a slight decrease from 6.37 percent in January but still greater than 5.34 percent reported in July 2003, the lowest rate in the past five years. With the tightening of credit, the seasonally adjusted annualized rate for new privately owned housing starts declined 27 percent from December 2006 to November 2007. Amphiboles are hydrated mineral silicates five of which occur in asbestiform habits as asbestos grunerite (amosite) asbestos, riebeckite (crocidolite) asbestos, anthophyllite asbestos, tremolite asbestos and actinolite asbestos] and non-asbestiform habits (grunerite, riebeckite, anthophyllite, tremolite and actinolite). The asbestiform varieties are characterized by long, thin fibers while non-asbestiform varieties such as cleavage fragments form short fibers with larger widths. The U.S. regulatory method for counting asbestos fibers (aspect ratio [>]3:1, length [>]5 µm) does not distinguish between asbestos and cleavage fragments. The method biases toward increased counts of non-asbestiform cleavage fragments compared to long, thin asbestos fibers. One consequence of this regulatory approach is that workers can be erroneously classified as exposed to concentrations of asbestos (asbestiform amphiboles) above the U.S. 0.1 f/mL exposure standard when in fact they are not exposed to asbestos at all but non-asbestiform amphibole cleavage fragments. Another consequence is that the known carcinogenic effects of asbestos may be falsely attributed to non-asbestiform amphibole cleavage fragments of the same mineral. The purpose of this review is to assess whether amphibole cleavage fragments pose the same risk of lung cancer and mesothelioma characteristic of amphibole asbestos fibers. We identified three groups of workers exposed to non-asbestiform amphiboles: two groups exposed to grunerite (Homestake gold miners and taconite miners) and one group exposed to industrial talc containing non-asbestiform tremolite and anthophyllite in St. Lawrence County, NY. In addition to assessing strength of association and exposure?response trends in the non-asbestiform amphibole cohorts, comparisons were also made with cohorts exposed to the asbestiform counterpart (positive control) and cohorts exposed to the mineral (e.g. talc) that does not contain amphiboles (negative controls). The cohorts exposed to non-asbestiform amphiboles had no excesses of lung cancer or mesothelioma. Similar results were observed in the negative control groups, in stark contrast to the excess risks of asbestos-related disease found in the asbestos cohorts. The only possible exception is the twofold increased risk of lung cancer where exposure was to industrial talc containing cleavage fragments of tremolite and anthophyllite. However, this risk is not considered attributable to the talc or amphibole cleavage fragments for several reasons. A similar increased risk of lung cancer was found in Vermont talc workers, studied in the same time period. Their exposure was to relatively pure talc. There was no relationship between lung cancer mortality and exposure measured as mg/m3 years and years worked. A case?control study reported that all the lung cancer cases were smokers (or former smokers) and attributed the excess to smoking. There were two mesothelioma cases among the NY State talc workers exposed to cleavage fragments of tremolite and anthophyllite, but talc is not a plausible cause because of too short latency and potential for previous asbestos exposure. The positive controls of tremolite asbestos and anthophyllite asbestos exposed workers showed excess risks of both lung cancer and mesothelioma and positive exposure? response trends. St. Lawrence, NY talc does not produce mesotheliomas in animals while amphibole asbestos does. In sum, the weight of evidence fully supports a conclusion that non-asbestiform amphiboles do not increase the risk of lung cancer or mesothelioma. ©2008 Published by Elsevier Inc. "The close vicinity of mining companies to other sites that are used for commercial and residential purposes or to areas under conservation as well as the fact that the people become more and more sensitive to emissions have led to a negative attitude towards mining operations in the neighborhood. It is above all the use of drilling and blasting techniques that give rise to objections, in the course of which demands for more environmentally-friendly production methods have been voiced. It is in this context that production methods without the use of explosives are considered as an option. After all, the use of such production methods is the only alternative for some quarry operators. The question is what are the true benefits of these techniques and what is the relation between a possible improvement of the environmental effects on the one hand and the technological potential as well as the costs on the other. It is intended to assess the mining techniques for solid rock in their entirety. This paper will therefore look at the aspects for assessing mining techniques in the context of their environmental impact and the costs."

Deposited millions of years ago in irregular paleokarstic channels, Jamaica’s extensive bauxite deposits provide good quality ore for alumina production and subsequent aluminum smelting. Bauxite mining operations are critical to the Jamaican economy. It accounts for a large percentage of Jamaica’s export earnings. Bauxite production in Jamaica accounts for about 10% of the world’s output each year. Bauxite deposits in Jamaica lie close to the surface. They can be extracted using standard surface mining techniques. The deposits occur in scattered pockets across the country’s rugged landscape. So it was necessary for two of the country’s major mining and refining operations to implement cost effective methods for the acquisition and management of bauxite reserves and surface ownership distribution rights.

Recent advances in GPS, machine guidance technology and telemetry allow an unprecedented level of control of surface mining operations. GPS technology can now locate the bucket of a shovel or the blade of a dozer within 50mm (2 inches).Some of the outcomes possible are: precise selective mining – even when the ore is visually indistinguishable from waste: tracking grade and tonnage of every ore parcel through the mine: real time productivity monitoring: detailed post accident safety analysis: tracking the movements of every piece of equipment. This paper will consider the contribution that GPS based machine control systems can make to ensuring that surface mining projects deliver the outcomes promised in the feasibility studies. Case studies of installations are presented.

Overcoring tests were conducted at the Near-Surface Test Facility(NSTF) to assess the suitability of five techniques (U.S. Bureau of Mines borehole deformation gauge (BDG), Commonwealth Scientific and Industrial Research Organization (CSIRO) hollow inclusion stress cell, Luleå triaxial gauge (LuH gauge), and Council for Scientific and Industrial Research (CSIR) doorstopper) for in situ stress determination in a closely jointed basalt. This effort is in support of the Basalt Waste Isolation Project, which is studying the feasibility of locating a nuclear waste repository in the basalts of the Hanford Site in southeastern Washington. This paper presents the results from the overcoring study that formed the basis for selection of two techniques to be used during the further exploration of the basalt formations at depth.

The Ute-Ulay project area is located approximately five miles west of Lake City, in Hinsdale County, Colorado. The Ute-Ulay Mine site is approximately one mile east of the project area. The elevation of the site is 9,200 feet and is adjacent to Henson Creek (Figure 1) [ ] The Ute-Ulay Mining complex is an inactive gold, silver, and zinc mining/milling operation, that operated from the 1880?s until the 1970?s, and sporadically into the late 1990?s. The mining complex comprises several levels of underground mines, a flotation mill, and an abandoned town site. Due to the narrow, steep sided canyon, milled tailings were pumped upstream one mile in a sluice box to a wider section of the canyon, and deposited into five tailings impoundments and one berm located between the impoundments. An estimated 9,000 cubic yards (yd3) of fine grained tailings were located in the impoundments adjacent to the creek. The Ute-Ulay project area consisted of the mill tailings impoundments located upstream from the historic mine.

The San Vicente Pipeline Tunnel Project involves the construction of an 8.5-foot-diameter water pipeline in an 11 mile tunnel in San Diego, California. The tunnel is located in extremely variable geologic conditions of strong granitic and volcanic rocks, weak sedimentary rocks, abrasive conglomerates, and mixed face conditions. One reach of the tunnel is a 5,200-foot mixed face reach that includes Friars Formation Conglomerate overlying granitic rock. Due to the variable ground conditions in this reach, the use of a TBM was deemed too risky and the contract documents required drill-and-blast and hand mining methods. Although it was not required, the contractor elected to construct this reach using NATM methods. This paper describes the geology of the 5,200-foot mixed-face reach, the design evaluation, and the construction challenges faced on this project.

A decanter centrifuge of novel design was developed for the dewatering of fine-solids slurries having micron-range particles that form paste-like, flowable, hard-to-dewater cakes. The design combines a compound beach with a cake-flow control structure that allows expressed liquid from the cake in the dry beach region to be returned back to the liquid pool while maintaining high solids throughput. In order to provide optimal performance with various operating parameters (feed rate, centrifugal gravity, pool, differential speed, concentration of feed solids, and different slurry types), the cake-flow control is adjustable. The second part of the beach is preferably at zero angle. Tests showed that the new design allows increases in both solids dryness and solids throughput.

As open pit mines continue to grow deeper and productivity continues to increase, the management of respirable dust and noxious gases can become a challenge. The natural wind flow in open pit mines is often recirculatory. This recirculation traps dust and gases in deep open pit mines. This problem is particularly acute in high latitude open pit mines due to a phenomenon known as an atmospheric inversion. In the winter, arctic and subarctic regions experience short days and long nights. This deficit of solar radiation creates a situation in which cold, still air accumulates near the bottom of the pit. In open pit mines, this can result in unhealthy accumulations of gases and other contaminants in the open pit mines. In this study, the natural wind flow patterns in and around open pit mines were investigated using a computational fluid dynamics (CFD) program. Two dimensional models were created for a variety of pit geometries. The effect of depth, slope angle, and wind speed on the recirculation pattern in the pit was examined.

Formulation and commercial utilization of solid-waste incinerator slag by-product is the focus of this paper. Particular attention is given to iron aluminosilicate melts having compositions similar to that of nature's basalt The earth?s crust can be viewed as an environmental laboratory for predicting stability of various silicates; small-scale laboratory experiments are necessary to confirm findings there from. An ideal slag consumes flux additives at acceptable cost, is compatible with furnace refractory, flows readily from the furnace, and has physical properties suitable for its commercial utilization -all within the critical constraint that the slag is environmentally stable. Examples of successful solid waste slagging practice, including tonnage, utilization and pricing, are provided from metallurgical and waste treatment operations of North America. Traditionally, “Means and Methods” were the sole responsibility of Contractors. However, because of a number of litigious projects in the 1970s, Owners and their Engineers began including Suggested Methods of Construction (SMC) in Contract Drawings. By the late 1990s these SMCs were becoming baseline “Means and Methods” with Contractor recommended changes often considered as Value Engineering proposals. By 2004, the word “Suggested” was sometimes changed to “Prescriptive.” Owners are also purchasing TBMs and other mining equipment for Contractors prior to bid. Is limiting the contracting community’s innovation in developing their own “Means and Methods” and selecting their own equipment in the best interests of the Owner? Does it reduce the Owner’s, Engineer’s or the Contractor’s risk? Are claims reduced and finally what is the impact on the bid? A questionnaire was sent to more than fifty senior engineering field and management personnel representing more than 30 heavy construction companies to ask their opinion on these questions.

The US economy continued to grow steadily in 1988, reaching an annual rate of $5 trillion in the last quarter (US trillion = 1012). The value of domestically processed mineral-based materi¬als rose 20% to $300 billion (US billion 109). The value of metals produced from US ores rose 40% to more than $10 billion, industrial minerals rose 6%' to $20 billion, and recycled scrap more than doubled to $10 billion. Increasing economic activity stimulated metal prices. Yearly lows and highs were 95 cents and $1.68 for copper, 52 cents, and $1.30 for aluminum, 34 cents and 42 cents for lead, and 43 cents and 75 cents for zinc. A number of mining and metal companies experienced significantly increased profitability. Consumer demand strongly affects mining because the US economy is relatively saturated with long-lived products. Consumer, mortgage, and Federal debt continued to rise. About 246 million US citizens already possess 170 million licensed motor vehicles and 100 million dwelling units. New car production remained at the 1987 level of 7.1 million units. Truck and bus production, however, rose 7% to 4.1 million units. New housing starts fell 7% to 1.5 million units. Imports supplied a significant proportion of total US consumption of several important mineral materials. By year-end, imports of crude and refined petroleum exceeded domestic crude oil production. Such imports cost $42 billion. Imports of nonfuel mineral-based materials were valued at $44 billion and exports at $35 billion. The US and Canada-the world's two largest trading partners-consummated a historic free trade agreement. In February, President Reagan transferred responsibility for stockpiling strategic and critical materials to the Secretary of Defense. And, in July, the GSA group that bought, stored, rotated, and sold stockpiled materials was transferred to the Defense Department's Defense Logistics Agency. Concern about apartheid in South Africa continued, resulting in increasing attention to chromium, manganese, platinum-group metals, cobalt, vanadium, and gold. The Defense Production Act, authorizing priorities and allocations, supply expansions, voluntary agreements, and the National Defense Executive Reserve, was amended to include provisions for averting harm to national security from foreign takeovers. The DPAct, in effect through September 1989, is now up for further extension. Under the Act, the US Bureau of Mines maintains the Emergency Minerals Administration. During the year, consultations were held with Canada to strengthen the North American Defense Industrial Base. Coal production, 60% from open pits, rose 5% to 870 Mt (960 million st). Nearly four-fifths was burned to generate 57% of US electricity. Exports included 56 Mt (62 million st) of metallur- gical coal and 29 Mt (32 million st) of steam coal, with a total value of $4 billion. Domestic petroleum produc¬tion fell 2% to 574 hm3 (3.6 billion bbl). Uranium mining, including recovery from phosphates, was unchanged at 5.9 kt (6500 st). Two integral components of the 30 CFR 48 training requirements mandated for new miners, newly employed experienced miners, and the annual refresher training of all miners are hazard recognition and prevention of accidents. In these categories, instruction shall include the recognition and avoidance of hazards present in the mine, and a review of accidents and their causes. Unlike instruction preparation for fact-based material, program development for hazard recognition places a particular challenge before safety-training specialists because they are often limited in their ability to adequately gauge the trainees' levels awareness prior to training. Further, they must also assure that the training is relevant, and it is presented in a thought-provoking manner. Computer-based instruction is particularly well suited for assisting trainers in developing hazard- recognition topics because it can be used in pre-training and post-training modes for assessment of training effectiveness, in addition to use as a presentation tool. Therefore, this paper will present a recent approach developed at Penn State to apply this technology for assessment and instruction of accident prevention through hazard recognition, with an application prepared for surface coal mines.

Evaluating the performance of a shielded tunnel boring machine (TBM) can be difficult because the ground cannot be observed directly and in relation to the TBM attitude within the excavation. It is difficult to determine whether performance problems are caused by ground loading, steering issues, fine muck packing against the shield, or migration of annular grout around the shield. The Arrowhead Tunnels Project in Southern California uses strain gauges on its shielded hard rock TBMs to detect shield strains early and correlate them with tunneling conditions, thereby increasing the chances that problems will be correctly diagnosed and addressed to optimize TBM performance. The frequent automatic measurement of shield strain has also been valuable by confirming whether remedial methods used to free the machine after stoppages are effective. This paper discusses the qualitative interpretation of characteristic strain patterns on the Arrowhead Tunnels TBM shields and discusses installation details and special considerations for setting up a strain measurement system.

Introduction The Fortitude deposit is located in Nevada's Battle Mountain mining district in the central Great Basin region of the Basin and Range province of the western US. The deposit is at Copper Canyon in the southernmost portion of the district, about 19 km (12 miles) southwest of Battle Mountain (Fig. 1). Mining activity in the district began in 1866 (Roberts and Arnold, 1965). Base and precious metals were mined by underground methods intermittently until 1955. Placer gold was first discovered at Copper Canyon in 1912. Moderate scale dredging of alluvial gravel at the mouth of Copper Canyon was conducted by the Natomas Co. from 1944 to 1955 (Johnson, 1973). In 1967, Duval Corp. began large scale open-pit copper mining. (Sayers, Tippett, and Fields, 1968). Copper prices decreased and precious metals prices increased in the mid-1970s so Duval's exploration efforts at Copper Canyon shifted to precious metals. These exploration efforts resulted in the discovery of the Tomboy-Minnie deposits and shortly afterward, the Northeast Extension deposit at Copper Canyon (Blake, Wotruba, and Theodore, 1984; Fig. 2). The Fortitude deposit was discovered in late 1980, after Duval had proceeded with precious metals production at Copper Canyon. Converting the existing plant facilities at Copper Canyon to a precious metals recovery system was completed in 1978 (Jackson, 1982). Production from the Tomboy-Minnie deposits began in early 1979. Precious metals production moved to the Northeast Extension deposit in 1982. In late 1984, after three years of preproduction stripping and mining of the Upper Fortitude ore zone, production from the higher grade Lower Fortitude ore zone began. Currently, Battle Mountain Gold Co. operates the Fortitude deposit. Production from the Battle Mountain mining district before 1967 included 4.6 t (150,000 oz) of gold, 65.3 t (2.1 million oz) of silver, 13.6 kt (15,000 st) of copper, 4.5 kt (5,000 st) of lead, and 13.6 kt (15,000 st) of zinc (Roberts and Arnold, 1965). At the time of Duval's 1967 start-up, ore reserves at Copper Canyon included 12.6 Mt (14 million st) in the East ore body and another 3.6 Mt (4 million st) in the West ore body. Both had average grades of 0.79% copper, 16.1 g/t (0.47 oz per st) silver and 0.86 g/t (0.025 oz per st) gold (Blake et al., 1984). The Tomboy-Minnie deposits collectively contained 3.5 Mt (3.9 million st) of ore grading 3.09 g/t (0.09 oz per st) gold and 9.6 g/t (0.28 oz per st) silver. The Northeast Extension reserves were identified as 1.4 Mt (1.5 million st) of ore with an average grade of 2.9 g/t (0.085 oz per st) gold and 5.1 g/t (0.15 oz per st) silver. Initial total reserve estimates for the Fortitude deposit were 14.5 Mt (16 million st) grading 5.14 g/t (0.15 oz per st) gold and 29.8 g/t (0.87 oz per st) silver (Jackson, 1982). Therefore, before large scale mining, the Copper Canyon area contained a minimum of 102.6 t (3.3 million oz) of gold and 541 t (17.4 million oz) of silver as mineable reserves. The Fortitude deposit reserves as of Jan. 1, 1985 were 10.6 Mt (11 million st) grading at 5.28 g/t (0.154 oz per st) gold and 28.5 g/t (0.83 oz per st) silver.
