"Metallurgical process development in greenfield projects must define the comminution flowsheet and establish the equipment sizes that are required to deliver the project design criteria. These are critical steps that heavily influence the financial performance of the project, requiring a detailed understanding of the ore properties of the project resources and the best practice methods to size comminution machines. This paper reviews current practices for determining the ore characteristics relevant to comminution circuit design. Particular attention is given to the design of sampling and testing programs, and the methods commonly applied to size crushers and mills for conventional size reduction applications in mineral processing. IntroductionMetallurgical process development in greenfield projects requires the selection of a comminution flow sheet and must establish the equipment sizes required to deliver the project design criteria. This necessitates a detailed understanding of the ore properties that define the project resource. For brownfield projects the same objectives may apply for plant expansions, or the project objective may be simply to define the capacity and operating cost of an existing facility for a new ore source. The process development phase in either instance will typically comprise the following key activities:• Geometallurgical classification and sampling of the ore deposit or deposits.• Determination of comminution energy requirements.• Benchmarking similar projects.• Identification of flow sheet options.• Equipment selection and sizing.This paper is concerned specifically with process development testing and will as such focus on the first two activities on the list: sampling and testing of the deposit. The discussion will focus on testwork programs to support the design of comminution circuits commonly in use in mineral processing today, specifically crusher, tumbling mill and stirred mill technologies.It is important that any testwork program is designed giving consideration to the types of flow sheets that are viable for the project, and the data that will need to be generated to support the final equipment sizing. Designing a testwork program to only provide information about one particular type of flow sheet will not allow sufficient information to be generated for a rigorous trade-off analysis of options, and may therefore preclude financial optimization of the project. Testing programs should be designed to collect sufficient data to ensure that any backtracking at a later stage to fill in missing information is minimal."

The environmental liabilities of coal waste disposal sites can have a major impact on a mining project's economic viability. Developing a waste disposal site is no longer simply an exercise in completing paperwork to obtain a permit, with the proliferation of environmental regulations in recent years, managing disposal sites now requires design creativity, short term and long term planning and detailed monitoring to maximize the benefits to the mining company. Operating costs and future capital costs for expansion of existing sites, new site development and regulatory compliance should be reviewed periodically and considered in the overall management plan. This paper discusses various management methods that are being employed in the industry to improve waste disposal operations both environmentally and profitably.

This project will expand sanitary sewer within the City of Columbus. It consists of 2.5 mile long, 72-inch finished diameter pipe grouted inside 10.8-foot diameter tunnel excavation in shale. This paper describes the multi-faceted geotechnical exploration to minimize the underground risks. The tunnel will cross below a buried valley with minimum cover of highly weathered rock. The risk mitigation to cross the valley includes contingencies and cost allowances. Provisions to prevent impact on adjacent groundwater resources will be described. Latest construction updates will be provided including contractor alternate shaft support and pre-excavation probing to mitigate tunneling risk below the valley.

Launching a full-size pressurized-face Tunnel Boring Machine (TBM) in difficult ground conditions is always challenging. Recently, few projects have innovated the process by scaling the trenchless method of pipe jacking, and modified steel bell approach, to facilitate the launching of a full-size TBM without the need for large and deep trenches, starter/tail tunnels, or for incrementally installing supporting gear as the machine advances. This paper presents three such projects; evaluates the post-bid contractor proposed modifications; details the innovative use of pre-cast pipe segments to facilitate machine launch; and, provides an overall assessment of the benefits, challenges and lessons learned related to the modified approach.

Oxidized coals are difficult to float. Therefore, in this paper, a special flotation procedure was investigated for upgrading this type of coal. The procedure is called direct contact flotation. It relies on mixing dry coal either with pure (anhydrous) flotation reagent(s) or microemulsion. By applying the new direct contact flotation procedure, a coal yield reaching > 95% using anhydrous flotation reagents was achieved, but with relatively high consumption of reagents (up to 30 g/kg). This high reagent consumption may be attributed to the fines included in the flotation feed (100% less than 0.5 mm, with 40% less than 75 µm). On the other hand, the clean coal yield was found to be approximately 88% when mixing dry oxidized coal with microemulsion droplets from dodecane and dodecyl tetra (ethylene glycol) ether (C12E4) in water at a total reagent dosage of 10 g/kg. The direct contact of coal either with unhydrous reagents or microemulsion also provided a high flotation selectivity.

The goal of the U.S. Department of Energy (DOE) coal preparation R&D program is to develop technology to reduce the ash and sulfur contents of United States coals to levels such that the resultant product can be formulated into a high- quality solid or slurry fuel that could replace oil or natural gas in both new and retrofit applications. The Coal Preparation program is implemented by the Pittsburgh Energy Technology Center (PETC) and is conducted both in-house and by a cross section of industrial organizations, universities, and national laboratories.

In an effort to advance the science underlying ground control engineering, researchers with the National Institute for Occupational Safety and Health (NIOSH) are frequently involved in field studies at collaborating mines. Often, these field studies involve visiting the mine site, instrumentation installation, and data acquisition. Each of these aspects involve potential risks to NIOSH employees. As an organization whose mission it is to promote the health and safety of mine workers, the health and safety of our workforce is paramount. This paper provides documentation of the best practices followed by NIOSH employees who are tasked with visiting and conducting work at underground and surface mines. This includes Mine Safety and Health Administration (MSHA) approved training, mine site specific training, and hazards associated with all aspects of mining that could be encountered by the employee. Additionally, this paper details best practices associated specifically with instrumentation installation including the mitigation of hazards associated with the proper equipment handling, drilling, and the mine environment. The information showcased in this paper can be used as considerations for industry practitioners such as mine operators, consultants, and academic researchers engaged in the installation of instrumentation in the field. Furthermore, the best practices detailed in this paper can be used as a foundation for agreements made between mine operators and researchers to ensure safety procedures will be followed while on mine property. This will result in enhanced safety of both researchers involved in field studies as well as mine employees tasked with assisting and accompanying those researchers.

Most modern crushing and grinding facilities are automated to some degree. Some, of course, have a very minimum of automatic control whereas others utilize very complex control equipment. However, with very few exceptions, the re has not been a new basic control philosophy applied in this field in the past seven years. The philosophy has been broadened in scope and applied to larger plants, some of them with data logging and so- called computer control, but almost always the same tried and proven basic control philosophy is the basis for the control system. New types of control devices to better implement the automatic control have been developed and are continuing to be developed. These devices and their application will be explained and the advantages and disadvantages of each will be discussed. Automatic lubrication of plant equipment is most essential, but this paper will not cover these systems. The use of data logging and computer analysis of the data obtained is fairly recent and it is hoped that by careful analysis of this information that new and better basic control philosophy will be forthcoming. This paper will describe the basic philosophy applied in its simplest form to several types of crushing and grinding equipment, and it will describe how it is being expanded to more complex systems. Some of the economics with regard to first cost, return on investment and maintenance will be covered.

The Chinese energy and mineral industries are readying themselves for a period of dynamic transition, unprecedented in the country's long and sometimes turbulent history. The transition comes as a result of the government's new program of "Four Modernizations" in its agricultural, defense, industry, and science and technology sectors. The announced program is generally considered by Western observers to be a moderate, pragmatic approach to get China on the road to industrial parity with Western nations by the year 2000. The game plan calls for integration with the West to beef up Chinese know-how and the purchase of foreign technology to supplement areas where China lacks the ability to do so itself. While the role of energy and minerals is not specifically mentioned in the program, it was made clear to ME that China realizes the basis of any sustained modernization program is tied closely to the health of its minerals sector. Various published reports have indicated the existence of an already vibrant energy and minerals sector with world rank production in coal, iron ore, tin, antimony, cement, pyrite, asbestos and tungsten to name just a few. For the most part, except for the export metals, the primary focus of China's production has been on fulfilling domestic needs. Now the new initiatives are aimed not only at self-sufficiency, but also on propelling the country's natural resource clout into international prominence. With a mineral resource base that is considered by many westerners a potential bonanza, China's new long march toward modernization will be an exciting adventure, well worth watching. Big Projects Spark Excitement China's renewed commitment to a more liberal program is as much a desire to "walk on its own two legs" as it is a backlash from the frustrating years that followed the Cultural Revolution of the 1960s and early 1970s. Much of the early excitement was initiated by China's Premier and Party Chairman Hua Guo-feng in speaking to the fifth National People's Congress (NPC) in 1978. Here, Chairman Hua presented the Communist Party's 10-year blueprint for economic development. Specifically, the Party's plans called for completion of 120 large-scale industrial projects by 1985. Role of mine and mill data Companies employ a variety of information systems to allow employees to accomplish their operational tasks, and each worker is focused on the metrics, or key performance indicators (KPI), for his or her individual function. For example, machine operators monitor throughput and cycle time to keep the machines running continuously and to meet daily production quotas. Meanwhile, the maintenance teams monitor machine performance, overall equipment effectiveness (OEE) and meantime between failure to predict and help prevent downtime.

Minnesota is a major mining state. This statement is not a dream or stretch goal but is a fact. As reported in a recent edition of Mining Engineering magazine, Minnesota ranks as the third largest state in terms revenues generated from nonfuels mineral production. The vibrancy of the mining sector in Minnesota can be attributed to several factors. The northeastern corner of the state is home to Minnesota?s iron range, one of North America?s largest deposits of iron ore. Iron ore from Minnesota is a strategic resource that has been [ ] instrumental to the nation?s development ? 90 percent of the iron used to build ships and planes during World War II came from Minnesota. Taconite pellets now produced from openpit mines on the iron range are shipped to steel mills worldwide. Shovel operators are one step closer to having a better tool to operate and monitor their equipment. The development of a unified shovel interface is proceeding into phase three, focused on producing a standard application programming interface (API) for connecting onboard devices. This solution will positively impact safety, performance and productivity, and is the result of collaborative work driven by the Global Mining Standards and Guidelines Group (GMSG). Proof of concept revealed During the spring of 2013, Peck Tech Consulting was engaged to develop the working proof of concept (POC) software implementation, which integrates multiple vendors? systems into a single interface using one-to-two displays. As a result, the GMSG developed a functioning, manipulatable, unified shovel interface proof of concept and unveiled it at the World Mining Conference in August in Montreal. The proof of concept effectively provides a unified operator interface that pulls together the many divergent systems onboard large shovels.

"Mining companies want to be in a position to move quickly and seize a favorable market or to keep their key staff productively busy. One of the problems for these companies is the time required to compensate for unavoidable impacts that the mine will have on the natural environment and to gain environmental permits. All too often, circumstances that were favorable when the project was proposed have become less favorable by the time all the hurdles have been cleared.Accordingly, many mining companies are interested in ways they can inject more predictability into their timelines for gaining environmental permits, shorten those timelines, and be more certain of getting the permits they need to carry out their next project.One increasingly popular way to do this is through a relatively new kind of service — the mitigation bank.Mitigation banks purchase property or easements through property that has been impacted by agricultural, industrial or resource activity. They then turn it around from an environmental point of view. This might include restoring streams and wetlands so that fish and aquatic organisms can survive, and animals have habitat and food to flourish.Appropriate native species of plants including trees and shrubs are planted, and steps may be taken to introduce wildlife to the new habitat. In some cases, a special focus is placed on creating habitat for rare and endangered species of plants or animals.The property is inspected by regulatory authorities, coordinated through an interagency review team (IRT). If the property is determined to be effective as natural habitat, the mitigation bank is then issued credits that it can then sell to development projects that are creating an unavoidable permitted environmental impact elsewhere. A mining company, for example, would buy credits to offset the aquatic impacts due to construction of a mine, access roads and other infrastructure — as required by the Section 404 Clean Water Act permit that governs those unavoidable aquatic impacts. The mitigation bank used for offset must have an IRT-approved service area that includes the location of the impacts."

"Mining professionals are a resilient lot. Sure, copper prices are dismal, permitting processes seem interminable and the top mining companies are shedding jobs like a Shetland sheepdog sheds hair. All the more reason to hone technical skills, reconnect with old contacts and get one’s finger on the pulse of the industry.More than 400 did just that in the balmy sunshine and among the saguaro cactus of the Tucson venue of the SME Arizona Conference.Giving the keynote speech was Patrick Merrin, vice president at Hudbay Minerals (see box), while the luncheon speaker was University Distinguished Professor Mary Poulton, director of the Lowell Institute for Mineral Resources at The University of Arizona.“Attendance was great, especially given the copper price,” said Ta Li, vice president of business development at Tetra Tech and 2001 SME President. “The luncheon speaker was one of the better ones in recent years. Her talk contained a lot of fresh ideas, and practical versus theoretical concepts.”Talk about values, not economicsPraise was unanimous for Poulton, who gave a thought-provoking talk on “The New Face of Mining: The Culture Change for Compatible Mining.” Corporate social responsibility has been embraced by the metals mining industry, and it’s being done right, she said. “So why do we have more conflict? Why are there more protests? Why does permitting take longer and longer?” Poulton made a case for an approach based on compatible, rather than sustainable, mining to present a new face of mining that can be compatible with communities, cultures and the environment, and still be profitable. "This article will share my ‘shift in career direction’ journey from corporate mine engineer, with 31 years of mining various commodities with a wide range of responsibilities in a variety of countries, to the world of academia. There are times in one’s career that a change is required, albeit perhaps not as drastic of a change as moving to teaching. This paper will share how the transition arose, the decision to make the change, the challenges of the first year in academia and the journey within academia going into the second year.As a graduate of the Montana College of Mineral Science and Technology (Montana Tech) with a B.S. mining engineering degree in May of 1982, my first job with Utah International in the Farmington, NM area took me back to my home state of New Mexico. Some of you will remember that the early 1980s was not a period of prolific opportunities for mining engineers, given low commodity prices, especially for copper (for example, Anaconda Co. had been taken over by Arco and was in the midst of closing down its Butte operations). Coal was good and the learning opportunities abounded with Utah (which became BHP and then BHP Billiton).Gold was taking off in the mid to late 1980s thanks to use of cyanide and heap leaching technology improvements, coupled with deregulation of the gold price, so I ventured off to work in the gold industry with a (then) junior Canadian company called Barrick at a new acquisition of theirs known as Goldstrike. That same gold surge was causing a shortage of iron ore mining engineers in Australia. So after a few years in Nevada, I uprooted the family and left for a little town in the Pilbara of West Australia, known as Newman, to work in the iron ore industry with BHP Iron Ore. An initial short overseas posting turned into six plus years before transferring to BHP’s Indonesian steam coal mines in Kalimantan on the island of Borneo. BHP was going through a rough period following some ill-fated projects (Magma Copper purchase, Beanup and HBI) and was reviewing assets and staffing, so internal opportunities became scarce. Employees were encouraged to “leave the company and find work elsewhere.” So, off I went to Argentina to try copper mining in the Andes with Minera Alumbrera. This short stint in South America was followed by a move to another mining town, Morenci, AZ, and a posting with Phelps Dodge (now Freeport- McMoRan). After 12-plus years without living close to snow, we moved to the Denver, CO area in a new position with Newmont Mining Corp. Along the way I became a professional engineer (Nevada) and completed a masters in project engineering and management. After 11 years with Newmont, I moved to Butte, MT where I accepted a position as assistant professor of mining engineering."

Mr. Garrett brings up several interesting points with respect to the proposed API specification for "nontreated bentonite." However, although not explicitly stated, these specifications are being written based strictly on bentonites from the Wyoming/South Dakota area. Other sodium bentonites may be suitable for use as drill mud but will be unacceptable since the specifications are designed for Wyoming bentonites. Regardless of the API's intent that its specifications are intended only as guidelines, they are generally adhered to on an international basis and, for practical purposes, might as well be chiseled in stone. Estes (1986) notes that the quality of bentonite available from Wyoming producers has steadily declined since the early 1960's. The plastic viscosity: yield point (PV:YP) ratio was included in the current API 13A specification primarily to prevent excessive polymer treatment of lower quality bentonite to make drill mud. However, with development of polymers designed to control YP, this specification cannot ensure that only high-quality bentonites are used for drill mud. Nor will the new specifications for untreated bentonites. Other sodium bentonites are available. Bentonite produced in southeast Oregon demonstrates superior performance characteristics without addition of polymer or other chemicals. However, the exceptionally high purity of these deposits leads to a relatively high YP:PV ratio since the naturally high YP probably results from the higher purity and smaller particle size of this bentonite (Rath. 1986 and personal communication). These bentonite; typically have a smectite component exceeding 90% (Rath, 1985), compared with 70% to 75% smectite for typical Wyoming bentonites, as determined by X- ray diffraction and tests for colloid content. As evident from the accompanying table, the untreated Oregon bentonite has excellent rheological properties, though different from Wyoming bentonites due to the high purity. Additionally, this bentonite reacts well with polymers typically used in the oil industry, making it eminently suitable for use in a low-solids mud system. The extremely low grit content, less that 0.5% on a 75 mm (200-mesh) wet sieve, greatly exceeds the standards set for Wyoming bentonite. Optimum rheological properties are obtained at a higher moisture content than Wyoming bentonites. At 10% moisture, API 13A maximum, the clay is overdried, again reflecting the high smectite content. INTRODUCTION Coal workers' pneumoconiosis and sili- cosis are only two of several diseases which are rlassed as pneumoconiosis. These are respiratory diseases caused by dusts which are inhaled and accumulated in the lungs. The individual particles of dust cannot be seen by the human eye. They are so small that they escape the natural cleansing mechanism of the nose and air passages and make their way down to the terminal air sacs of the lung where they injure the cells and cause the formation of scar tissue. Consequently, if there is exposure to high concentrations of dust over a period of time - usually, a number of years - the amount of scar tissue increases and begins to impair breathing. As a result, the miner develops shortness of breath, coughing and wheezing ad-if exposure continues - this progresses to permanent disability and frequently to death. Death is often due to pulmonary heart disease, the effect of stress on the heart 2s it tries to compensate for the weakened lungs. Specifically, silicosis is an occupational lung disease caused by the accumulation of free silica (quartz) in the lungs. Silicosis is considered the most important form of pneumoconiosis, not only because of its seriousness as a respiratory crippler, but also because of the large number of workers who risk contracting it in a variety of occupations. Quartz is one of the most common substances of the earth's crust, estimated at about 60 percent. Silicosis has been found in coal, metal and granite miners, as well as in other workers, such as sandblasters and pottery makers. Silicosis is also known to predispose the lung to tuberculosis and to increase the chances that a worker will contract chronic bronchitis and emphysema. The seriousness of silicosis was tragically brought to public attention about 50 years ago. During 1932-34, workers were involved in digging a tunnel through rock at Gauley Bridge, West Virginia. While their exposure time was relatively short, they developed silicosis because of the high concentrations of quartz. By 1936, 476 workers had died of silicosis and about 1500 were believed to have the disease (Washington Post, 1982). It is difficult to tell how many coal miners have silicosis. INTRODUCTION With each passing year, the general public becomes increasingly aware of the potential hazards associated with many products and services previously considered unharmful. This new consciousness is especially evident in the workplace, both as the result of advances in scientific understanding and the influx of concerned, responsible professionals into the labor movement. For example, data produced by epidemiologists doing retrospective mortality studies which related mortality to toxic substance exposures has often been the prime motivating factor behind reductions in exposure standards. This certainly has been the historical case with many radiation exposure standards, including the limitations set for "Working Level" exposure. The concept of "Working Level" was introduced in PHS Publication No. 494 as a result of both the difficulty in relating radiation units to biological effects and the complexity of interaction of radon daughters with the physical environment. WORKING LEVEL One working level is defined as any combination of radon daughters in one liter of air that will alternately release 1.7 x 105 MEV of alpha energy during decay of 210pb (RaD). Its usefulness is that working level can be readily measured in both the field and the laboratory. Because of this, existing occupational exposure standards for radon daughters in both the U. S. and other countries use working level as their basis. In the U. S., the last twenty years has witnessed a significant reduction in radiation exposure standards from 120 working level months to 4 working level months per year. New international standards are being proposed that would be only slightly higher than these current U. S. standards. POTENTIAL EXPOSURES TO RADON DAUGHTERS The universal use of nuclear power, along with the transfer of nuclear technology to developing nations, has significantly increased the demand for fuels. As a result, uranium mining operations have expanded and increased numbers of miners are regularly exposed to radon daughters. In addition to potential exposures in uranium mines, other deep mines such as tin, gold, platinum and tungsten, also have potential exposures due to the distribution of uranium and its accompanying radium throughout much of the earth's crust. The energy crisis has also prompted interest in general population exposure to radon daughters in buildings. Many homeowners, using additional insulation and caulking to seal cracks and conserve energy, have reduced indoor ventilation to the point where working level exposure could become significant, especially in homes with unventilated crawl spaces. In fact, several serious exposure situations have occurred where mine tailings were used for building materials. MEASUREMENT TECHNIQUES Historically, rapid and convenient measurement techniques have been actively sought to improve the ability of ventilation engineers to limit mining exposures through ventilation control. A number of measurement techniques have been developed, including the Kusnetz method (further elaborated by Shalaynev) and techniques developed by Rolle and Tsivoglou. All, however, suffer from similar handicaps that prevent their usefulness in the mining environment. Their main limitation, in terms of minimizing employee exposure, is the elapsed time from the start of sampling until the results can be calculated. It is usually 40 to 90 minutes. This time delay presents both serious economic limitations as well as the potential for exposing workers to high radon daughter concentrations until calculations are completed and corrections made. Further reducing the utility of the Kusnetz and Tsivoglou techniques is the need for tedious calculations that increase the possibility of human error along with the need for cumbersome sampling equipment that is not ideally suited to the mining environment. INSTANT WORKING LEVEL METER To alleviate these problems, the idea of an Instant Working Level Meter was conceived by several groups. Several such instruments were proposed, built, and tested with disappointing results. Although the concepts behind them were sound, the instruments simply failed to measure working level without excessive distortion. In addition, their cost was relatively high, gamma background presented a problem, and sophisticated computations were necessary to determine working level. In short, these systems lacked the design engineering that would make them suitable for the demands of a mining environment.
