The 2003 Rapid Excavation and Tunneling Conference (RETC) was held at the New Orleans Marriott, New Orleans, LA, June 15-18. The New Orleans conference was the 16th since the RETC was formed in 1971. This year’s conference was sponsored by the Society for Mining, Metallurgy, and Exploration, Inc.(SME), with co-sponsorship of the Construction Institute of ASCE. Attendance at the meeting was 1,178, a conference record. This was up significantly from the771 attendees at the 2001 meeting in San Diego, CA. The RETC was formed to “advance the engineering and scientific knowledge of rapid underground excavation and tunneling through interdisciplinary meetings, publications, technical-educational exhibitions and encouragement of research.” The RETC conferences are now held every other year. They provide an opportunity for individuals to meet with designers, contractors and manufacturers associated with the tunneling industry to share experiences in all phases of tunnel design and construction.

A section of the largest Superfund site in the country has become a success story for engineering innovation and for cooperative problem solving. “Superfund site” and “success story” are phrases that are not commonly found in the same sentence. Yet, their use seems justified. The project’s certification of construction completion from the US Environmental Protection Agency (EPA) includes a commendation. It reads, “for completing the project nearly a year ahead of schedule, at a cost substantially less than estimated originally and without com-promising the requirements for protection of human health and safety or the environment.” The EPA director who issued that certification also referred to the project as “a positive example of cooperation among all who have a stake in the outcome.”

The development of an effective belt-cleaning system for a new conveyor system seemed a fairly conventional assignment. But a closer examination of the project showed a number of “fine print” details: •High altitude location (with resulting cold weather and low humidity conditions). •Long conveyor length. •Troublesome material (very sticky and capable of hardening like concrete). •Limited water. These difficulties are spelled out the challenge of developing a cleaning system for the production conveyor2 (PC2) belt at Climax Molybdenum’s Henderson Mine.

Concentration and composition of rare earth elements (REE) and major elements in the sediment samples from the IOM H11 Fe-Mn nodule deposit, eastern part of the Clarion-Clipperton nodule field (located between the Clarion-Clipperton Fracture Zone - CCFZ; tropical Pacific), have been studied. We show the controls on REE concentrations and described vertical/horizontal variability of selected metals in pelagic sediments from the CCFZ. According to Kato et al. (2011), who analyzed 2000 seafloor sediment samples at 78 sites of the Pacific Ocean, deep-sea mud shows high concentrations (2230 ppm maximum) of ?REY and could be potential resource of these elements in the future. However, our work does not fully confirm that sediments in the IOM H11 are significantly enriched in REE.

Over the past eight years, Phelps Dodge (a subsidiary of Freeport-McMoRan Copper & Gold, Inc.) devoted a significant amount of effort to the development of a suite of processes for the effective hydrometallurgical treatment of copper sulfide concentrates. This effort resulted in the development of high-temperature (>200ºC) and medium-temperature (150° to 165ºC) pressure leaching processes. Specific configurations of both processes have been commercially demonstrated at Phelps Dodge?s facility in Bagdad, Arizona. This paper reviews in detail the chemistry of medium-temperature pressure leaching of copper concentrates and reports on the process development work conducted by Phelps Dodge and others for this technology. This paper is Part I of a four-part series on this technology. Part II covers the development of medium-temperature pressure leaching and direct electrowinning technology; Part III considers the large-scale demonstration of the MT-DEW-SX process at Bagdad, Arizona; and Part IV addresses the development and design of a full-scale commercial application at Morenci, Arizona.

Design and implementation of a roof bolting plan requires reliable geotechnical information of strata, such as rock strength, and locations of interfaces and voids/fractures. The drilling parameters obtained during normal roof bolt installation cycle provide a fast and economic way to gather information on the geological structure within the bolted horizon. The purpose of this research project is to develop a method for identifying the geological features in the mine roof strata based on drilling parameters of roof bolter. The criterion for void/fracture prediction has been developed and proven valid. This paper focuses on the estimation of the strength of roof strata by using drilling parameters. Based on the results of a series of underground and laboratory tests, feed pressure is found to be the most sensitive parameter when the strength of roof strata changes. Moreover, it was also found that both penetration rate and rotation rate have obvious impact on the magnitude of feed pressure. Based on these findings, the criterion for the estimation of roof strata strength has been developed using the relationship among feed pressure, penetration rate and rotation rate and implemented in MRGIS.

Bochum’s Underground Lot 306 was characterised by a confined site and unique tunnelling methods. A highly mechanized construction concept was developed to achieve high progress rates. Bespoke backup systems for muck disposal and material supply were used. For the first time in suburban tunnelling, wet shotcrete, batched onsite, was applied. A three-storey underground car park had to be undermined with only1.5 m of overburden and had to be lifted several times by “compensation grout in.” An existing operational two-lane metro tunnel was enlarged without any major impact on train operation.

Spent potliner is generated in the electrolytic process of reducing alumina to make aluminum metal using molten fluoride electrolytes. Spent potliner (SPL), obtained at the end of the pots life contains a small amount of cyanide and fluoride which present environmental problems. SPL became a listed hazardous waste under RCRA (KO88) in July, 1990. One of the possible uses of spent potliner is as a substitute for Calcium Fluoride (CaF2) as a fluidizer in iron- and steelmaking and in the glass industry. A low viscosity and a low melting point are prime requirements for accomplishing the above. In the present study, viscosity measurements were performed. Effect of various additives, such as sand, limestone, dicalcium silicate dust, and MgO baghouse dust on the viscosity of SPL was studied. The results showed that with the addition of sand and limestone, very high fluidity of SPL melt can be obtained at significantly low temperatures. The results suggest that spent potliner mixed with additives could potentially be used as a substitute fluidizer.

Development of the Batu Hijau copper project was completed in the fourth quarter of 1999 with the formal handover and start-up of ore processing facilities. The project began in August 1996 when the owner, PT Newmont Nusa Tenggara (PTNNT), awarded an engineering, procurement and construction (EPC)contract to Fluor Daniel (FD) for the development of the project. This included a copper concentrator, port, power plant, town site and infrastructure. PTNNT managed the development of the mine and the procurement of the mine equipment. In 1996, Batu Hijau was the largest mining project ever undertaken. Developing the Batu Hijau Mine was complex. It involved the work of thousands of people in all parts of the world to plan, engineer, procure, fabricate and manufacture equipment, supply and deliver materials and equipment, and build the plant.

An accurate and reliable prediction of Tunnel Boring Machine (TBM) performances, in terms of Rate of Penetration (ROP), utilization (U), and cutter wear rate, is a critical element in the successful planning and execution of mechanical tunneling project. Three open hard rock TBM projects were studied to establish possible trends and correlations between rock mass properties and machine performance. Based on this analysis and literature survey, three geological parameters, including RQD, RMR, and groundwater inflow rate, were identified as having the greatest impact on TBM utilization level. Rate of Penetration (ROP) and cutter wear rate were also correlated with fracture spacing, alpha angle, and Cerchar Abrasivity Index (CAI).

Mining and processing activities which are proposed on private land, state leases, or unpatented mining claims are governed by numerous local, state, and federal laws which identify the procedures and conditions which must be met before resources can be developed. The respective government agencies responsible for the administration and enforcement of these laws have promulgated supporting regulations and guidelines, and have implemented certain permit and approval processes to ensure compliance. Each exploration project has a unique environ- mental setting and location which further dictates the types of air, water, hazardous waste, and wildlife laws and regulations which must be complied with before development commences. The environmental planning process should be the first step in the evaluation of existing company properties and the potential acquisition of other mineral properties. However. many company don't consider the environmental requirements for a project until the decision is made to develop the property for mining and processing. If a mining company wants to expedite the environmental planning process, it must first develop an in-house process for evaluating the project and determining the environmental approval procedures in the state where the project is located. The first stage of environmental planning involves general information which can set the overall company philosophy for development of projects.

Many different types of mobile equipment used in surface coal mining utilize enclosed cabs to protect equipment operators. The overburden removal process is extremely dusty and can cause excessive exposure to respirable dust, especially crystalline silica. After equipment is used for years, many components of the enclosure deteriorate and its effectiveness is greatly reduced. This report discusses a cooperative research study performed on an Ingersoll Rand DM45E surface drill, retrofitted with a new Sigma pressurization and filtration system. Respirable dust concentrations were substantially reduced from 0.64 mg/m3 during pre-testing to 0.05 mg/m3 during post-testing with the new system, representing a 92% reduction in dust levels in the drill cab. This new system appears to be a very well-built and sturdy device, well-suited for the mining industry.

The paper describes prediction, control and validation of face pressures, and special TBM features for the bored tunnels of the New Metro Rail City Project, Perth, Australia. The selected EPB-TBM passed below a heritage bridge and the operational Perth Railway station in ground conditions consisting of fully saturated uniform sand combined with shallow overburden and a horizontal alignment radius of only 135m. Therefore, strict control of volume loss, TBM operations and ground movements was vital requiring continuous evaluation and adjustments to TBM operation parameters. The paper discusses the effectiveness of applied TBM face pressures and the used foam/polymer soil conditioning which was measured against achieved volume loss and the predicted range of ground settlements.

The South Lake Union Pipelines contract for King County Wastewater Treatment Division and Seattle Public Utilities in Seattle, Washington included three 1.8 m (72-in)inside diameter microtunneled pipeline segments totaling about 793 m (2,600 lf).Tunnel alignments were within street right-of-way of heavily traveled urban roadways. Project challenges recognized in the design included: high groundwater levels; contaminated soil and groundwater; variable soil conditions, including fill; and timber piles and other obstructions remaining from historic land uses. The tunnels were built using a Lovat MTS Microtunneling machine, beginning in spring 2003. Conditions encountered during construction presented additional challenges beyond those anticipated in the design process, and were successfully addressed by the owners, designer, and construction management consultant all working with the contractor. Problems included highly variable soil conditions, cracking of reinforced concrete pipe joints during pipe jacking, a timber pile trestle uncovered during shaft construction, and obstructions encountered in the second and third microtunnel runs.

Introduction A computer program was developed for analyzing drum-type hoists before modifying an existing system or designing a new one. Its use permits the preliminary evaluation of a system before seeking technical assistance from mine hoist designers and manufacturers. The user-friendly program accepts a variety of data and analyzes hoisting systems for any balance state. The program can be used to calculate skip capacity to yield a desired production rate, solve for drum face width, select a permissible wire rope, estimate total horsepower of the hoist plant, and estimate annual power cost. Whether required for a large mining complex or for a relatively small operation, a hoisting system must be carefully designed to ensure the efficient, reliable, and safe flow of material. Because shaft sinking and hoist installation can total between 2.5% and 3% of the cost of opening a deep mine, proper hoist selection is critical. Today's mining engineer has at his disposal the most powerful design and analytical aid ever, the microcomputer. There is, unfortunately, limited software for the study of hoisting systems, unlike that for other materials handling equipment (Manula and Albert, 1980; Prelaz et al., 1964; Bucklen, 1969; Thompson, 1985). HOIST reduces a time-consuming set of calculations to a concise package of interrelated subprograms. A literature review revealed no common-user programs to analyze hoisting systems, although at least four major hoist designers/manufacturers/installers have their own in-house programs. To provide a tool with which the mining engineer could preliminarily analyze a materials hoisting system or could check the calculations of a hoist contractor, a computer program was developed. HOIST was written in BASIC for the IBM-PC for ease of program adaptation and to encourage field use on compatible systems. Details of program development are omitted, since the basic principles of hoisting analyses are relatively straightforward, simple, and readily accepted (Harmon, 1973; Nordberg, n.d.; Adler, 1957). Program features, intended usage, and benefits of the computerized solution are emphasized over theory development and mathematical rigor. Background The mine hoist system that is selected and installed at a mine is the "lifeline" of that mine, with installations lasting 20 years or more. Thorough study is warranted to ensure that productivity demands are met at a minimum cost per ton. The increased cost of a large, powerful, high-speed hoist must be offset by increased production to justify its selection. To optimize this tradeoff, an extensive hoisting analysis should be performed. The analyses to properly size the skip (or cage), the drum, and the hoist drive are conducive to computerization, permitting rapid evaluation of changeable operating and design parameters, such as velocity, acceleration, state of balance, and productivity demand. The program is particularly useful in conducting sensitivity trials, such as investigation into the effect of change of productivity on skip capacity and on horsepower of the hoist drive. HOIST is currently limited to the study of drum-type hoists with cylindrical drum(s). However, only minor changes to the program would permit analysis of friction hoists and conical drum configurations. Model development and testing The program is based on accepted equations and physical relationships. Examples of manual calculations formed the basis for decision points and program branching. Data is input in the order that it would be needed if the problems were solved manually. The choices are arranged likewise. HOIST was developed in sections, with manual solutions performed to check program logic. The testing became more rigorous as sections were completed. Output from one section becomes input for following sections, as appropriate. The simplified flow diagram of HOIST is given in Fig. 1.

Candidate oil recovery processes are surface (above ground processing of mined oil shale), modified in situ (underground with some shale removed), and true in situ (completely underground with no shale removed). The shale removed for modified in situ (MIS) is generally processed by surface techniques. The mining problems are different for each category. Fig. 1 depicts the diversity of western shale deposits. Mining for surface operations will employ underground mining techniques in common use but the scale will be larger. A typical oil shale operation is expected to require 75,000 to 250,000 st (68 000 to 226 800 tons) a stream day of crushed oil shale. This is above the upper limit of current mining operations. Major problems include: (1) lack of good engineering design properties for oil shale, especially when interbedded with saline minerals at depths below 1,000 ft (305 m); (2) presence of water, hydrogen sulfide, and methane in some areas; (3) necessity for mine disposal of as much retorted oil shale waste as possible; and (4) control of environmental impacts of mining. Portions of the oil shale deposits in Colorado, Wyoming, and Utah and significant portions of the Devonian shales in the eastern U.S. are adapted to surface mining. No major technological problems are apparent outside overburden thicknesses up to 1,000 ft in the West. However, numerous political and environmental difficulties have arisen. One major oil shale developer cancelled a planned surface mining operation and currently is pursuing a modified in-situ plan. The eastern shales are closer to the surface than the western, but suffer from many of the same environmental and political problems. Modified in-situ operations face much more severe mining problems than surface efforts. Because the mined stope (called an in-situ "retort" by processors) acts as a retorting process vessel subject to gas flow, combustion, and temperatures between 1,500° and 2,000°F, mining is under highly restrictive limitations. This processing method involves removing between 20 and 40% of the shale deposit and then blasting the roof and walls into the mined space, where the oil is recovered by retorting. Major problems are: (1) swell factor severely limited; (2) need for consistent size distribution of blasted shale; (3) even filling of stope (in-situ retort) by blasted shale with consistent permeability throughout; (4) scaleup of blasting techniques, after optimization; (5) protection of retort pillars and roof during and after retorting; (6) prevention of groundwater percolation; (7)use of ANFO explosive in wet holes; (8) disposing of surface-retorted shale waste in stope; and (9) restoration of site. The University Link project extends Seattle?s light rail from downtown to University of Washington (UW). It includes 5.0 kilometers (3.15 miles) of twin-bored, 6.4 meters (21 feet) excavated diameter tunnels, and two cut-and-cover stations. The Capitol Hill Station (CHS) requires an excavation 170.7 meters (560 feet) long, 22.6 meters (74 feet) wide, and 22.9 meters (75 feet) deep. The University of Washington Station (UWS) requires an excavation of about 238.4 meters (782 feet) long, 21.3 meters (70 feet) wide, and 33.5 meters (110 feet) deep. The project is within the glacially diverse soils of the Puget Sound region, below groundwater. This paper highlights major station and tunnel design elements, including the approach to support of excavation at both station boxes, and the site staging requirements.

INTRODUCTION South Coast Water District (SCWD) operates the Beach Interceptor Sewer Tunnel(BIST) in South Laguna, Orange County, California between Monarch Beach and Aliso Beach (Figure 1). The 10,200-foot long BIST houses a 24-inch gravity Techite sewer pipeline critical to the SCWD Sanitary Sewer Collection System. The original tunnel and sewer pipeline were constructed in 1954 and the sewer line was replaced in 1974.Periodic inspections by sewer pipeline maintenance crews documented deterioration of specific intervals of the tunnel. Rotting timber supports and rock falls in the tunnel as a result of the deterioration were endangering the sewer pipeline and a 731-foot section of tunnel located at Thousand Steps Beach was determined to be in immediate need of repairs. SCWD and consultants Hatch Mott MacDonald (HMM) and Tetra Tec prepared a Work Plan for emergency tunnel stabilization and pipe protection measures that was implemented in January 2007. Normal access to the beach and the section of tunnel requiring repairs was limited to public stairs referred to as Thousand Steps and, therefore, all materials and equipment needed for the work were transported to the beach by ocean-going landing craft. Additionally, the emergency repairs had to be completed without taking the pipeline out of service. Numerous environmental, logistical and operational requirements had to be overcome to complete the challenging emergency repairs. GEOLOGICAL SETTING The Laguna Beach area is located in the Peninsular Ranges of Southern California. The project area is located on the southwest flank of Niguel Hill along marine wave-cut cliffs and slopes. The tunnel was excavated in the San Onofre Formation, a marine deposit, characterized by abrupt lateral and vertical changes in lithologies that vary from boulder to cobble and gravel size breccias to medium coarse sandstones with gravel, sandy claystone and siltstone. The interval of the tunnel that required repairs is located within the San Onofre breccia, a moderately-to-well cemented, poorly bedded to massive unit with angular to subangular boulder and cobble sized clasts of schist. The sandy silt matrix of the breccia is composed of quartz, feldspar and schist grains (Figure 2). GENERAL TUNNEL DESCRIPTION The approximately 6-feet high by 6-feet wide 10,200-foot-long BIST was hand mined in 1954 at the base of the coastal cliffs. Primary access is through twenty-one access adits from public and private beaches. The tunnel is located in an easement that extends beneath private property with residential structures situated 50 to 80 feet above and horizontally in close proximity to the tunnel alignment. This paper presents real time photoacoustic measurements of diesel-soot black-carbon (BC or EC) and Dusttrak nephelometer total carbon (TC) concentrations in a Nevada gold mine. Comparisons with time-integrated filter-based measurements of EC and TC accomplished using the NIOSH 5040 method were found to be 50% smaller than the integrated real time measurements. This work was initiated primarily as a demonstration project for the usefulness of photoacoustic instruments in measuring BC in the mine environment. Real time black carbon measurements are very useful for determining miner exposure, for providing feedback in mine ventilation systems, and for quantifying machine specific emission rates to understand the operating conditions for specific machines that produce greatest black carbon concentrations. This paper reports real time measurements of DPM from a loaded and empty hauler as it is operated in a drift with a 12% grade. The photoacoustic instruments were demonstrated to be satisfactory for BC measurements in the mine environment.
