Perhaps the most significant development in China's base metal sector is the discovery of major copper porphyries in northern Jiangxi Province and the adjacent southern Anhui Province. At the center of the new exciting district is the proposed Dexing copper complex, located some 350 km east of Nanchang, the provincial capital of Jiangxi. This project represents China's first attempt to put together a major large-scale open-pit operation, comparable in magnitude to Arizona porphyry operations. With the aid of Fluor Mining and Metals, the Chinese plan to develop a 135-175 kt/d open-pit mine, a matching large-scale mill, and the infrastructure needed to accommodate the big operations. An operation of this magnitude would significantly reduce China's import requirements by some 75%. China imports of the red metal are running around 200 kt/a. Under the direction of the Ministry of Metallurgical Industry, the Chinese are currently operating a 10-kt/d mine and mill with equipment primarily of Chinese origin. Dexing engineers told ME that they are considering a possible scale-up to 20 kt/d. How this effort will ultimately jell with the major expansion program is largely a matter of conjecture. Fluor Mining and Metals received a $10-million contract in December 1978 to develop a preliminary engineering and design program. While the original plans called for a 175-kt/d capacity complex, the Chinese subsequently decided to scale it down somewhat. The current proposal is around a 135 kt/d, which would in- elude the existing operation, according to Dexing engineers. Completion of the engineering and design phase is expected by March 1980 and a go-ahead decision will likely be made at that time. The value of the engineering and construction contract is estimated between $800 million and $1 billion. At right, mined ore is dumped 150 m down the mountain to a holding pocket below for rail haulage to the processing plant. Reserves and Early History The Dexing mineralization consists of three principal ore bodies, including the Chushahung on the north mountain, and the Tungchang and Fuchiawu on the south mountain. Combined ore reserves are estimated by mine geologists at 1.7 Gt of 0.4-0.5% copper. As is characteristic of porphyries, the ore contains important associated values of molybdenum, rhenium, pyrite, gold, and silver. There is also some secondary calcocite and bornite with an oxidized capping. Historically, copper was recovered with iron from the pregnant solutions emanating from the Tungchang deposit as early as the Tang Dynasty (700 AD). Introduction This paper attempts to summarize some of the major criticisms of drug testing. Eight problems with drug testing are discussed. These are: • It does not measure something employers have a reasonable need to know, • It is a distortion of priorities, • Drug use is not known to be associated with increased risk of occupational injuries, • Drug testing is proposed as a dangerously simplistic solution to poorly conceived problems, • In the absence of safeguards, it is unacceptably inaccurate, • In the absence of treatment commitments and confidentiality protection for persons dependent on drugs, it is an unethical practice of medicine, • Drug testing is an invasion of privacy, and • It will have a negative effect on treatment of persons with drug or alcohol dependencies. Employers' need to know It does not measure something employers have a reasonable need to know. It is reasonable for employers and fellow workers to want to know if workers are functionally impaired (intoxicated) while on the job. Drug testing does not measure impairment. It measures the concentration of drug metabolities in urine or blood. Unlike measurements of blood alcohol concentration (BAC), drug metabolites are not correlated with impairment or intoxication. They indicate only drug use in the one to two weeks before a urine sample. And, in some instances, they indicate chronic use. Impairment caused by drug use, on the other hand, occurs immediately and declines rapidly within hours. Drug metabolites may linger for days afterwards. Drug metabolite concentrations in urine are a function of (Morgan, 1984; Schartz and Hawks, 1985; MMWR, 1983): • the amount and purity of drug consumed before taking the test, • when the drug was consumed, • whether the person was a chronic user, in which case a certain amount of drug metabolites would be stored in body fat and slowly released, • the person's metabolic rate, and • for metabolites in urine, any dilution effects of urine. ABSTRACT This study analyzed the publicly available health and safety policies of 26 mining companies to determine the quantity of health and safety (H&S) practices that mining companies encourage in relation to the Plan-Do-Check-Act cycle. A thematic content analysis of the policies identified elements and practices within the text. On average, companies communicated information on about 7 elements (range 1–14, standard deviation = 3.49) and discussed 15 practices (range 2–34, standard deviation = 9.13). The elements in which companies highlighted the most practices were risk management, emergency management, leadership development, and occupational health. A discussion of the policy trends shows areas that mine sites can improve upon within their Plan-Do-Check-Act cycle, in addition to encouraging the use of both leading and lagging indicators to manage health and safety performance. INTRODUCTION Mining companies and their employees are expected to identify and manage risks at their worksites to ensure the health and safety (H&S) of everyone at the site. The primary mechanism in place to control these risks is a company’s health and safety management system (HSMS) (Boyle, 2012). Broadly, an HSMS is a set of standard, interrelated, and interacting elements used to promote and achieve occupational H&S goals (ANSI/AIHA Z-10, 2012; BS OHSAS 18001, 2007). The practices conveyed within an HSMS are expected to minimize incidents, injuries, illnesses, and even save worker lives (Alsop and LeCouteur, 1999; Arocena and Núñez, 2010). In the United States, both the Occupational Safety and Health Administration (OSHA) and Mine Safety and Health Administration (MSHA) regulate and encourage aspects of an HSMS (US Federal Register, 2011, 2010). Many HSMS documents (i.e., Chemical Industries Association, 1995; Health and Safety Executive [HSE], 1995; International Labour Office [ILO], 2001) attribute the source of their basic management system to Deming’s Plan-Do-Check-Act (PDCA) model of continuous quality improvement and organize their practices within this cycle (Johnson, 2002). The PDCA cycle is a well-adopted approach in health and safety management and promotes continuous learning and adaptability (Robson et al., 2007)."

As the techniques and resolution for 3-D spatial analysis have advanced in the last decade, it is now possible to map in detail the microstructure of multiphase materials in three-dimensional digital space. In this regard, three-dimensional x-ray microtomography offers a unique imaging capability. Spatial resolution on the order of ten microns can be achieved with the use of microfocus x-ray generators. Recently, a state-of-the-art cone beam x-ray microtomography system has been installed at the University of Utah for the quantitative analysis of multiphase materials in three dimensions. This facility has been designed to obtain 2048 x 2048 pixel reconstruction over a 10-mm diameter, while also allowing for the imaging of somewhat larger (40-mm) objects. The system is capable of handling high-density materials, even materials having a density as high as 8.0 g/cm3. This unique, one-of-a-kind, instrument will be used to obtain three-dimensional spatial reconstruction for such applications as specific examples 3D liberation analysis, pore structure analysis of particle beds during filtration and air-void system of concrete structures. The utilization of x-ray microtomography not only will allow for quantitative analysis of multiphase systems but also allow for textural characterization and the determination of phase continuity. In this paper, we present information regarding the current use of this new facility and reviewed potential applications for the advanced analytical system.

As part of the New York City’s redevelopment of the far west side of mid-town Manhattan, this project will add 1.5 miles of twin bored tunnel to No. 7 Subway Line. The proposed alignment extending from the Times Square Station west beneath 41stStreet turning south under Eleventh Avenue and terminating at 25th Street will include two new stations. The tunnels and station caverns will be primarily constructed in the Manhattan Schist, and will pass in close proximity to several major overly ingstructures. This paper discusses the lithology and structural discontinuities of rockmass along the project alignment, tunnel and cavern rock loading, groundwater hydrology, groundwater quality, groundwater treatment and sustainable design.

It is indeed a rarity for a non-engineer, let alone a lawyer, to even be considered for a mining-related award, especially where that award is for significant contributions to technical progress in the mining and exploration sectors. So, when I was notified that I had received this award, I struggled for a topic that would meld the legal world that I operate in with the engineering driven world of exploration and extraction. The most exciting part of my job has always been the opportunity to absorb the technical details of the cases I work on and, in effect, translate them for a lay audience. Too often, I have found, lawyers, judges, legislators and yes, even regulators who lack a technical background simply give up trying to understand the details of the very conditions or processes that they are trying to describe and simply repeat phrases told to them by their client or by a retained expert.

Expert control of grinding and flotation plants has been successfully used in the minerals industry since the 1970?s. The earliest of these systems were written in a hard-coded fashion in FORTRAN, BASIC or Pascal. Second generation systems were built using the first experimental expert system shells that were being developed in the artificial intelligence community. Later systems were deployed in expert systems designed for real-time processing plants that also include the ability to model the process with neural network models and optimize setpoint selection through the use of genetic algorithms. [1,2] In spite of the fact that significant performance increases have been achieved using these systems they are not perfect and can be improved. They suffer from the static nature of their rules and to a degree the process models. There is an opportunity to further increase system performance by systematically taking advantage of the tremendous amount of data produced by the expert system to improve the design, the heuristic rules, the model topologies and the use of the models. Data mining refers to extracting or mining knowledge from large amounts of data where the objective is to automatically analyze, classify and summarize the data to automatically discover and characterize trends in it and to automatically flag anomalies. [3] Clearly, modern process control systems are capable of collecting vast amounts of data. Without a doubt, these data contain important information on the operation of our plants and their ultimate optimization. Coupling the information mined from these data with Expert Control Systems should produce more effective control and greater knowledge of the grinding process and the flotation process. Now, with the advent of effective monitoring of entire minerals plant electric consumption it is possible to not only optimize plant production in real-time it is possible to analyze total plant electrical consumption and incorporate it into the plant control logic thereby improving the overall plant economic performance. This is particularly important with the ever more complex power contracts that plants operate under.

Extruded Concrete Lining combines technological and financial advantages. The tunnel lining is reliably embedded in the surrounding ground as the fluid concrete is extruded at constant pressure directly behind the TBM supporting the exposed surface. Ground deformation from the TBM passage can be compensated and the ground will be pre-stressed by the extrusion process. Developments in concrete technology permit high speed tunneling by use of a slip formwork attached to the TBM. Realised projects in Milano (Italy), Lyon (France), Frankfurt (Germany) and Akima (Japan) will be demonstrated.

The paper presents a brief overview of the mineral industry in Norway, followed by a description of the mineral policy and relevant legislation including the roles of the Norwegian Directorate of Mining and Geological Survey of Norway in this context. The discussion then proceeds to describe the land use planning framework on a national, regional and local level, the interaction between land use planning and the Directorate of Mining and the Geological Survey respectively, and how this impacts on the mineral industry and the exploitation of mineral resources. Some recent Norwegian examples of land use planning conflicts are also presented.

Several thousand years ago, metallurgists discovered that by combining two relatively soft metals, copper and tin, they could make a new material, bronze, that was stronger than either metal separately. Bronze and other alloys show how different materials can be integrated to create something new and better. Today?s mining industry can likewise find benefit in an integrated approach to managing the external impacts it has through its waste materials and its use of water. Just as using bronze gave ancient nations an economic and military advantage, mining companies can gain competitive advantage through finding better ways to manage water and waste. Trends pushing this include: ? Environmental ? Regulations on water-taking and the quality of discharged water are becoming more stringent. Net zero discharge requirements are often imposed by regulators. Mining companies also come under pressure to manage environmental impacts of mine waste, including minimizing the area occupied by waste and seepage amount resulting from infiltration of water from a smaller surface area. ? Social ? Particularly in arid parts of the world, there are multiple possible uses for each gallon of water. Local residents do not want to see a reduction in supplies of water for agricultural, domestic, manufacturing and other purposes. They get suspicious about any potential impact of water being mixed with their water reservoirs if it comes from a mining site, even if it would be treated. Such suspicions may cause conflicts among the stake-holders and delays in project approval processes.

A comprehensive, harmonic and sustainable development has always been a real concern of state policy makers. To reach such development, regional planning is an approach which is widely applied. This paper deals with policies adopted by a given country with rich mineral deposits, in order to accomplish a mining growth as well as economic development in relatively poor regions. In this regards, first, some worldwide experiences belonging to China, with large scale mining operations and Nigeria with a small scale mining industry, are studied. The mining industry in Iran is then considered as a case study. The study continues by categorizing and prioritizing Iranian regions based on their mining potential and the degree of development, using statistical analysis and Taxonomy and AHP techniques. Results obtained serve to provide recommendations as to where capital investments in the mining industry would produce highest returns. The approach used, together with the practical policies suggested in this paper, can be used to adapt appropriate strategies for mining development in a way that contributes to regional development and a more effective income distribution.

The national Institute for Occupational Safety and Health (NIOSH), Office of Mine Safety and Health, Ground Control Engineering Branch is investigating the use of shotcrete in weak rock mass mines with the objective of reducing fatalities and injuries resulting from rock fall accidents. When shotcrete is used as part of a multi-element ground support system, it is necessary to know when the material has developed a compressive strength of approximately 1 MPa (145 psi), the early threshold for safe re-entry of miner and machine into shotcreted mine workings at this value, the material has developed enough strength to be self-supporting and to allow for installation of other ground support components that require drilling of the shotcrete layer without degradation. NIOSH researchers have developed methods and portable test equipment to measure shotcrete strength on site in the first six hours after application using a partial beam test standard, a STM C 116-90 (1990). These advances were demonstrated in tests with five commercially available shotcrete mixes, sprayed as dry shotcrete using field expedient methods and equipment. The strength values from these tests allowed for real-time identification of the early strength threshold and were consistent with strengths reported using laboratory-type equipment. Measuring the early strength properties of shotcrete directly at the mine site can improve mine safety by identifying appropriate re-entry times and providing a convenient means of conducting on site quality control during shotcrete applications.

Traditional fine grinding mills in mineral processing relied on the use of steel medium for particle size reduction. The successful development of the Isa Mill(a horizontal stirred mill with 3000 litres of net chamber volume and 1120 kW rated motor power)adopted a novel product separator design that has led to a major revision of medium use in fine grinding. The Isa Mill separator has also successfully operated with a wide variety of medium types such as silica sands, river gravel, smelter slag, run-of-mine ore fractions and steel shots, with size ranges from 0.5 to 10 mm. A great flexibility of the Isa Mill operations has been achieved for processing a feed as coarse as 120 um to a product as fine as 5 µm. This paper discusses the performance of two inert grinding media used in the Isa Mills in Mount Isa Mines of Australia for processing galena and sphalerite bearing ores to below 10 microns. They are the copper reverberatory furnace slag (CRFS)and the heavy medium plant rejects (HMPR). A methodology was also demonstrated for comparing the medium performance and for scaling up the Isa Mills from a 1.5-litre laboratory batch mill to a full scale 3000-litre mill.

The Jabali zinc deposit, in Yemen, contains at least 9.4 Mt at a grade of 10.7% zinc, 2.2% lead and 77g/t silver. The zinc occurs as smithsonite with minor hydrozincite. The Jabali ore does not produce a zinc concentrate of sufficient grade to be acceptable to conventional smelter/refineries, and it has been necessary to formulate a less conventional development plan. This involves the construction of a mine and concentrator at Jabali and a metal production facility using a new flowsheet designed specifically for the treatment of oxide material, at Yanbu, in Saudi Arabia. In order to give the facility the necessary economies of scale, the Jabali concentrate will be supplemented by feed from other deposits, this may be either oxide or sulphide material. The paper outlines the geology and proposed mining and treatment operations at Jabali, the flowsheet for Yanbu and presents preliminary costs for both operations

In response to Public Law 95-87 (SMCRA), Colorado promulgated regulations governing the mining of Coal. These regulations require the prediction, monitoring and mitigation of "material damage" caused by subsidence. All permitted underground coal mines within Colorado have approved subsidence programs. Preliminary monitoring results indicate the subsidence mechanical predictions have been sufficiently accurate to preclude material subsidence damage. The State of Colorado has developed a practical approach to regulating subsidence, which stresses monitoring verification of predicted subsidence phenomena. However, shortcomings exist in our ability to precisely predict the secondary consequences of subsidence, including effects to structures, the hydrologic balance and the environment. Lack of accuracy in predicting these secondary consequences results in uncertainty, necessitating conservatism in permitting. To avoid increasingly stringent permit restrictions, future research should emphasize the secondary consequences of subsidence.

Doyon mine, Quebec, Canada evaluates the possibility of desulphurizing their tailings to produce material to be used in as cover over the acid generating tailings disposal site. Laboratory tests were conducted and showed that a single-layer cover made of desulphurized tailings placed over reactive tailings can prevent the generation of acid mine drainage. Modelling with the software Vadose/W was undertaken to optimize the design parameters, namely cover thickness, water table position, and residual sulphide content of desulphurized tailings following laboratory work. It was found that the optimal configuration includes a 1 m desulphurized tailings cover containing 0.8%S, with the water table kept at the interface between the reactive tailings and the cover. To maintain the cover performance to reduce oxygen flux towards acid-generating tailings even in the event of a long dry period, a sand layer is suggested to protect the cover from excessive evaporation. It is possible to reach the environmental objective chosen for Doyon mine (10 mol/m2/year) with the protective sand layer, even in extremely dry conditions.

This paper reviews the results of the subsidence research prop ram at Sandia National Laboratories. The manuscript highlights the following: the application of empirical methods (profile functions) to the subsidence above longwall panels in the U.S.; the use of the "rubble model" to describe the behavior of broken strata as it distends when it falls to the Mine floor (or top of the rubble pile) and then is subsequently compacted as it is loaded by overlying elements of strata; and, the application of physical modeling techniques (centrifuge simulations) and numerical techniques to study the failure mechanisms in highly structured stratigraphy. The capabilities of the latter two are illustrated ')y comparing their predictions to the results of a field case that has complicated stratigraphy.

The roles of pulsating mechanisms such as the amplitude and frequency of the jig cycle are well established in jigging. Also well established are the roles of the size ratio and the volume fraction of the feed. In iron ore beneficiation plants, these process parameters are optimized to achieve the highest efficiency. However, the role of one of the more important feed characteristics, the liberation characteristic of the feed, has not been studied in detail. Evaluation of the liberation characteristics is difficult because the required washability test is not viable for iron ore feed. In this paper, a new method is proposed in which the liberation characteristics are measured through a separation efficiency value. In the new evaluation method, jigging parameters such as amplitude and frequency of the jig cycle are optimized from the fundamental understanding of the process dynamics and feed characteristics such as size distribution. Then, feeds with different liberation characteristics are tested to evaluate the liberation characteristics of feed in jigging.

Hematite floatability from two low grade banded iron ores of India, namely banded hematite quartzite (BHQ) and banded hematite jasper (BHJ) using fatty acids and amine as the collectors is investigated under identical physico-chemical conditions. The results indicated that hematite present in BHQ ore is easy to float using both the collectors, compared to BHJ ore. The difference of flotability between the two banded iron ores is that quartz grains are coarser and well liberated below 100 micron size in case of BHQ compared to BHJ ore. In case of BHJ ore, fine hematite and quartz grains are intimately inter-grown and are dispersed in thick jasper bands leading to liberation problems. Besides that, dusty jasper particles coat over hematite surface in case of BHJ ore during the process of grinding, which hinders specific adsorption of collector on hematite or quartz surfaces. This is substantiated by scanning electron microscopy (SEM). The flotation studies have indicated that it is possible to achieve ~64% Fe with ~67% recovery from a BHQ ore using both anionic and cationic collectors from a feed containing around 38% Fe. In contrast, the hematite recovery in BHJ ore was poor. Differences in the ore characteristics that affect the flotability of hematite present in both the ores are compared. The need for anti-corrosion coatings has existed for many years in the ground support industry, but the application requirements have made coating selection limited. Varying groundwater and chemical conditions continually challenge long term coating performance. Traditionally the industry coating preference has been hot-dip galvanizing due to its performance characteristics in highly corrosive environments and low cost nature. However, the galvanized coating has application limitations.
