The Empire concentrator was built in four stages, with the latest stage accounting for 50% of the overall plant capacity. Over the past 5 years, the average throughput of the three grinding lines has decreased by 50 LTPH (15%) without significant changes in ore characteristics and despite the addition of secondary grinding capacity to supplement the existing pebble mills that are the constraint of the grinding circuit. This paper discusses the different areas under study that are aimed at optimizing grinding circuit utilization which includes improving system logic, pebble crushing operation and pebble mills operation.

Independent of the method chosen to forecast production, an accurate method to project metal extraction is needed in order to accommodate leach cycles that exceed leach data on hand and thus be able to accurately forecast production. Metal extraction data must be developed for each ore type identified in the deposit in order to apply the correct rate of leaching when a specific ore is being treated. Curve fitting is used to model the rate of disengagement of metal into the pregnant solution. This paper provides a description of a curve fitting algorithm developed by Mr. John T. Bartlett, inventor of the METSIM™ process simulation program. A methodology is provided by which the metallurgical data developed is evaluated to determine if accurate projections may be made from the data. A criteria has been developed to help determine when a column experiment may be terminated.

When addressing Germany’s resource supplies, we need to distinguish between those domestically available and imported ones. Resource extraction ostensibly competes with the designation of protection areas. However, the parallel existence of wildlife and plant life, and operations in the areas used for resource extractions is continually underestimated. The European Commission has compiled guidance documents facilitating the extraction of resources from protected areas. With regard to resource productivity, the market appears to be the appropriate instrument for minimising resource consumption. Policy makers are now called upon to create a legal framework leading to a consensus accepted by society.

For an industry that provides more than half of the nation’s energy needs, the U.S. coal industry still attracts negative publicity. However, the nation’s energy appetite continues to increase. And political leaders and the public are beginning to understand that alternative fuels will not be enough to keep up with that appetite. Does that mean the nation will now embrace the coal industry? No, according to speakers at the Rocky Mountain Coal Mining Institute (RMCMI) meeting. The industry still needs to sell the public on coal’s advantages over other fuels. And the industry must continue to develop technology that will allow coal to meet and exceed strict clean air and clean water regulations.

Although mining is currently one of the smallest academic units on the Colorado School of Mines(CSM) campus, it is alive and well, with nearly 100 undergraduate and graduate students. For many years, Mines has had undergraduate and graduate programs in hard-rock mining. The school has recently transferred its physical mineral processing activities to the Mining Department. The program has also expanded to include tunneling, underground construction and industrial minerals. There are current discussions about increased research activities on cement and other construction materials. The Mining Department also teaches its share of what is called the “distributed core” courses with curricular requirements common to related programs, as well as mining safety and health, in conjunction with our continuing education department.

The 20 foot diameter cast-in-place tunnel lining for Phase 3 of the Mill Creek Tunnel (MCT-3) has been completed. This paper will summarize aspects of liner design and address the construction approach in placing the liner in areas of tunnel that experienced crown overbreak. Tunnel lining production rates, installation procedures and form buoyancies experienced during concrete placement will also be presented.

THE PROBLEM Two and a half years have gone by since the December, 1976 Civil Engineering article on subway costs caused such a furore. What has happened in this interval? Even after discounting the crushing inflation rate, costs are still increasing, and there is no sign of a turndown, even in the rate of increase. Some steps outlined in the article have been taken. In April this year, the first D.O.T.-sponsored Peer Review Group, made up of managers of other transit properties, met in Boston to review MBTA's $500 million Red Line Extension-Northwest for cost effectiveness. While the impact of a review at the end of the design phase, with substantial segments under contract, cannot be as effective as a review early in the design phase, it is nevertheless a start. This first meeting will be followed by a review of Boston's Orange Line relocation, the final design for which is just underway. In the industry at large two facts are evident: 1. We are failing to reduce underground construction costs. 2. Underground construction is in danger of pricing itself out of the market place. It has always been a greater challenge to design a Chevvy than to design a Cadillac, but it is the Chevvy we need today. Much attention has been focussed in the past on engineering design in the narrow sense: areas such as ground loading conditions and concrete design. INTRODUCTION The Point Lepreau nuclear generating station was constructed in the late 1970's and early 1980's by the New Brunswick Electric Power Commission. Point Lepreau is a small peninsula on the north shore of the Bay of Fundy, about 55 km west of St. John, New Brunswick. Cooling water for the plant was to be obtained from and discharged into the Bay of Fundy by the system of shafts and tunnels illustrated in Fig. 1. The design engineer for the cooling water system was Albery, Pullerits, Dickson and Associates, Ltd., Toronto. Ferrera-Resco Ltd, Windsor, Ontario, was contractor for construction of the cooling water shaft and tunnel system, which was done between 1976 and 1979. The senior author was project manager for Ferrera-Resco, the junior author served as consultant to Ferrera-Resco on evaluation of certain geotechnical questions which arose during construction. SITE CONDITIONS Geology Except for limited overburden soils at the onshore shaft sites, the tunnels and shafts were constructed entirely in Triassic conglomerate, sandstone, and siltstone, with some shale interbeds. The bedding strike averaged about N6°E, The dip was to the west at about 30° along the Discharge Tunnel and 40° along the Intake Tunnel. Rock along the Intake Tunnel was mostly sandstone and siltstone and more thinly bedded, with RQ D generally in the range of 50 to 60%. Rock along the Discharge Tunnel tended to be coarser sandstone and conglomerate and more thickly bedded, with higher RQ D averaging about 80%. The Detroit Upper Rouge Tunnel CSO Control Project will capture and store up to 201 MG of combined sewer overflow from 28 outfalls in Detroit, Dearborn Heights and Redford Township during wet-weather events. The history of rock tunneling in the area is associated with high groundwater inflows, artesian pressure, and hazardous and combustible gases. This paper presents the geotechnical considerations for designing the 11.28-km (7-mile) long, 9.14 m (30-ft) finished diameter tunnel and its associated adits, chambers and shafts, including the discussions of geotechnical investigations, rock mass characterization, estimated groundwater infiltration during construction, and the selections of excavation methods and lining system based on anticipated ground behavior to be encountered.

Geotechnical conditions exposed by the phased exploration programs have had a major impact on the selection of excavation and support methods, dewatering requirements, size of openings, vertical alignment, and estimated cost of construction for the Beacon Hill Tunnel and Station section of the “Link” Light Rail. Beacon Hill is comprised of a very complex glacial geology, including numerous slickensided fractures, injected sand dikes, and multiple perched groundwater levels as revealed by a phased boring program and exposed in a test shaft. The Geotechnical Baseline Report (GBR) presents this complex geology along with a “tool box” of alternative additional support systems to accommodate the varying ground conditions during construction of the station excavation. Additional explorations will also be accomplished during construction to further refine the geotechnical interpretations and provide an opportunity to use pro-active ground improvement techniques to optimize the station excavation and support requirements.

Introduction "Austerity" is perhaps an overly generous description of the past three years in the American steel industry. Steel plants operated at an average of only 57% of their capability in 1982-84. The dismal losses for last year are still being totaled. But during the two years before this period, American steelmakers recorded an aggregate net loss of a staggering $6.8 billion. Steelmakers responded by closing numerous marginal facilities. And production capability was cut by 13.6 Mt (15 million st). Capital expenditures still averaged $2 billion annually. But this was inadequate to maintain the existing base of steelmaking facilities. The general economy experienced a satisfactory recovery during this period. American steel, however, continued to suffer from a lagging recovery in the capital goods sector. This was due to record penetration of its domestic market by imports and from very weak realizing prices on the volume that was available. In addition to the direct influx of offshore steel products - which itself depressed prices - the industry also became painfully aware of the growing importance of "indirect" imports. These came in the form of steel-containing producer and consumer durables. Industrial equipment and autos fabricated from foreign steel accounted for the equivalent of 6 Mt (6.5 million st) of lost market opportunity for domestic steel-makers last year. That is over and above the 23.5 Mt (26 million st) of direct steel imports. Given these factors, Inland Steel was not spared from the threeyear downpour of red ink. Despite its record of continuing modernization in steel, our single-plant location in the world's best steel-consuming market, and the high proportion of consumer durables related products, such as cold rolled and coated sheet in our mix, Inland suffered aggregate losses of $277 million during the 1982-84 period. Strategic Planning The foregoing establishes a perspective - a base from which we have restructured our view of the steel industry, and of our own role within that picture. Until possibly two years ago, this present weakness in steel demand was viewed around the world as an aberration, eventually to pass. By contrast, it is now recognized that austere times are the normal steel environment. The topic here is management of resources. This implies an emphasis on strategic planning. It is worthwhile to examine some of the more critical assumptions that were driving strategies among a number of steel companies just before the 1980s. Those projected characteristics of the future steel environment were arrived at through painstaking analysis. They were carefully and heavily quantified and were generally shared by outside observers and our peers within the steel industry. • First, the assumption was made that domestic steel demand would continue to grow at an average rate of 2% per year. • Second, it was assumed that this growth in the American market would continue to be filled predominantly by US mills. Asset availability has been a longstanding objective in mining and mineral processing plants around the world. Enormous resources in both dollars and manpower are invested in improvement efforts to achieve higher asset availability. One dimension of asset availability is the time equipment is out of service for large scale planned maintenance activity: grinding mills, kilns, furnaces, mobile equipment, shovels and draglines are all regularly taken out of service for extended repairs and service. The speed, cost and quality of these planned outages provide an opportunity to increase asset availability. Equipment shutdowns are projects that are executed in a compressed time period. This paper will describe how the overall time and cost of equipment shutdowns were significantly reduced at Cliffs Natural Resources Michigan Operations (CNRMO) through the introduction of the Critical Chain Project Management techniques.

"The development of indicators to assess the sustainability of mineral raw materials operations is amajor task with respect to its actuality and difficulty. This holds true even more when dealing withenvironmental indicators.The use of existing environmental indicators in the mineral raw materials industry leads to false orat least distorted results. Therefore the Institute of Mining Engineering I from the RWTH AachenUniversity developed indicators and an assessment system for the mineral raw materials industryon operation, company and sector level on behalf of the Federal Ministry of Economics and Labour(Bundesministerium für Wirtschaft und Arbeit, BMWA) and the Federal Institute for Geosciencesand Natural Resources (Bundesanstalt für Geowissenschaften und Rohstoffe, BGR).In total 30 indicators were defined and designed to assess the performance of the mineral rawmaterials industry in terms of sustainable development, 10 indicators for each pillar (economical,ecological and social pillar).The following paper describes some of the results focussing on the development of environmentalindicators. These had to be adapted or completely new designed in order to match the specificcharacteristics of the mineral raw materials industry."

ME?s Arizona Conference was held at the Hilton El Conquistador resort in Tucson on Dec. 2 and 3, 2007. The annual conference is organized by the Arizona Conference Board of Directors, which represents SME sections in Arizona and adjacent areas. The conference provides an opportunity for individuals and corporations associated with mining in the region to get together once each year to discuss the status of the industry. The 2007 meeting featured a keynote address, a distinguished lecturer and more than 25 technical papers that were presented in seven sessions. The sessions included environmental, geology, safety, metallurgy, mining, new projects and a special session on Mexico. Topics covered included mine closure, sustainable mining, exploration methods, health and safety issues, mining equipment and drilling. Much of the discussion at the conference concerned major new developments in the region?s copper mining industry. For example, Freeport-McMoRan?s new Safford Mine and BHP Billiton?s Pinto Valley restart were the topics of technical presentations. There was also much discussion among the attendees on the current and future price of copper, community relations, education issues and recruitment concerns. At the time of the conference, the price of copper hovered around $3.30/lb, up considerably from the 61 cents/lb in late 2001, when the industry was being challenged by world market conditions and a weakened domestic economy. Since then, strong demand from China helped push copper prices to record levels that at one time reached as high as $4/lb. The general consensus among the attendees is that the current price of around $3.30/lb will continue through 2008. Most attendees also expect increased corporate investments in the industry to continue. Copper mining in Arizona has been a major industry since the 1800s. In 2007, Arizona was the leading copper-producing state in the United States and produced more than $5 billion worth of copper. The copper mining industry in Arizona also produces byproduct gold, silver and molybdenum. Arizona is the second largest molybdenum producer in the United States.

Introduction Hydrometallurgical solvent extraction (SX) processes – featuring large quantities of combustible or flammable organic solvents - are common in the mining industry for recovering non-ferrous metals such as copper, nickel, cobalt, uranium, tungsten, iodine and lithium. Recent fire loss incidents and the widespread use of sub-grade tank farms and piping trenches, plastic piping, poor drainage, and closely spaced buildings demonstrate opportunities to improve the use of Inherent Safety (IS) in this industry. The mining industry has designed and constructed facilities with an emphasis on personnel safety, production efficiency and cost effectiveness. The use of IS to eliminate or minimize property fire exposures has not seen widespread practice. Lessons learned from the mainstream CPI have not been communicated or applied. As an example, copper SX plants have consistently used design of gravity flow as a cost and production-effective solution for transferring liquids and minerals through the process. In fact, Jergensen1 recommends to “utilize gravity to the fullest extent possible” in design of SX plants. This philosophy has been achieved by laying out SX plants with process equipment at different grade levels so that solutions can flow “downhill”. Because of the use of large quantities of flammable liquids and the potential for these liquids - if released – to flow unimpeded into other areas – gravity SX processes represent severe inherent fire consequences unless costly barriers, drainage and channeling are also provided. It appears that little thought has been given to the fire protection consequences and challenges of this design feature during the evolution of SX plants and most copper SX plants constructed today use some form of a sub-grade processing area (tank farm) and one-way gravity flow. While this layout is used to assure a cost effective operation it has resulted in significant exposures to high value production. The use of sub-grade production units is an inherently unsafe layout where flammable liquids are used and is a layout that would rarely if ever be used today by the mainstream CPI. Gravity-assist layout is only one example where copper SX plants have been designed and constructed without IS in mind. The use of combustible and frangible corrosion-resistant materials – such as glass, wood and plastic - for flammable liquid storage, processing and piping systems has significantly increased the hazards of these facilities. These materials of construction are not rigorous and allow for rapid failure and release of flammable contents during fire exposure. The use of combustible or frangible systems to handle or transport flammable liquids is not a practice seen today in the CPI.

"In December 2011, the U.S. Attorney’s Office for the Southern District of West Virginia, the U.S. Department of Justice, Alpha Natural Resources (ANR) and Alpha Appalachia Holdings entered into a nonprosecution agreement related to the explosion at the Upper Big Branch Mine (UBB) that killed 29 miners. This coal operation was owned by Performance Coal Co., an affiliate of Massey Energy Co., which was acquired by ANR in June 2011, more than a year after the UBB explosion. Pursuant to the agreement, ANR agreed to:• Establish a trust within 120 days.• Pay a total of US$48 million into the trust to be used solely to fund and administer research and development (R&D) projects to improve mine health and safety.• Administer the trust by three highly qualified individuals with academic and/or professional backgrounds in mine health and safety.In April 2012, the Alpha Foundation for the Improvement of Mine Safety and Health was created. The three directors - Michael Karmis, president; David Wegman, vice presidenttreasurer, and Keith Heasley, vice presidentsecretary - approved a plan to expend both the interest and principal of the trust, aiming at an 8-10 year research horizon. The foundation also appointed David Belden, an experienced manager of nonprofits and professional associations, as the first executive director of the foundation. The IRS approved the foundation’s tax-exempt application, as described in Section 501c(3) of the Internal Revenue Code, on Dec. 18, 2012. The board established guiding principles of the foundation, which are as follows:• Mission: to improve mine health and safety through funding R&D projects to qualified academic institutions and other not-for-profit organizations.• Vision: to enable miners in the future to be free of work related injury or disease by the implementation of the results of the projects funded by the foundation and undertaken by the best researchers from any discipline that can contribute. The foundation is now approaching its third year and regularly posts updates, including semi-annual reports, to its website (www.http.alpha-foundation.org/), which serves as the main medium for communication with the broader stakeholder community"

Silver, copper, and zinc are commonly known elements with antibacterial and antifungal capabilities. Attempts have been made to dope silver on minerals, glass, and ceramics and the resulting materials have been investigated for their antibacterial and antifungal properties. Since silver is expensive and very reactive, silver doped materials have been found inappropriate in some applications. Copper-vermiculite is investigated as an alternative. Vermiculite has high cation exchange capacity on the magnesium ion in the crystal structure. Copper ion may have a high tendency to replace magnesium because of similar charge interference and ionic radius. Copper-vermiculite is prepared by reacting vermiculite and copper chloride solution. By impregnating copper ions into the nanometer openings between the layers of vermiculite, it is possible to render the composite with antibacterial functions if the copper ions could be released gradually from the composite. The antibacterial efficiency of Cu-vermiculite against Escherichia coli was studied using the Halo method. The results show that Cu-vermiculite is effective for preventing the reproduction of the bacteria. Heat treatment of Cu-vermiculite at up to 400°C does not show significant changes in antibacterial activities.

Phosphogypsum is a byproduct of the manufacture phosphoric acid. There are approximately one billion tons of phosphogypsum stored in stacks in northern and central Florida. The Florida Institute of Phosphate Research (FIPR) is investigating potential uses of phosphogypsum. These include using phosphogypsum as a road base material, as a soil amendment in agriculture, as a daily cover in landfills, and as a construction material. The results of this research will be presented and will be discussed in light of regulatory barriers to the use of phosphogypsum.
