The Fourth Session of the Forty-Sixth Meeting of the Rocky Mountain Coal Mining Institute convened at the Hotel Colorado, Glenwood Springs, Colorado, June 21, 1950, at 9:30 a. m., G., E. Sorenson, President, presiding. PRESIDENT SORENSON: The meeting will conic to order, please. Gentlemen, we have quite a program this morning, so we had better push this thing along. Be fore we start this morning, I would like to ask Mr. Davis if he wouldn't come up and say a word or two for us. He is the editor of Coal Age. Mr. Davis. MR. DAVIS: This is quite an unexpected honor. I didn't know that I would be called on to speak to you. It will be brief, but very sincere. I have enjoyed every minute of my stay here with you people in the west. It is my first visit out this way, and I have enjoyed every minute of it. I have two more weeks to go out here, and I will probably see a lot of you in your own back yards.

Overview: Public awareness of the drug abuse problem within the government and industry is growing each day. The economic cost to industry is staggering-estimated to be more than $50 billion per year. Employee drug testing programs are one way to combat the problem, yet they are not without legal and scientic pitfalls. Some of the issues and needs that should be considered before implementing or continuing a testing program are: Why test? What do you test for? Are the results accurate? What impact will the new Federal Rules have? Accuracy of the testing continues to be controversial, especially when the "poppy-seed" and "cold-medications" issues are mentioned. The new Federal laboratory certification program which is about to start, should reduce or eliminate the question of lab error. Determination of on the job impairment will, however, continue to be a problem.

The coal producers of the Rocky Mountain states have led in one of America's true industry revolutions - the leaps in productivity and competitiveness that deliver coal-fired electric power to the U.S. economy at prices that are the competitive envy of the world. You are a primary reason the average price of industrial power in the U.S. - the power that creates and upholds jobs - is: ? 10 percent below the French average, where nuclear power is dominant; ? 37 percent below the average for industrialized Europe; ? 49 percent below the German average, where subsidized coal and nuclear rule; ? And 73 percent below the Japanese average where nuclear and liquified natural gas dominate. There are interests ambitious to change all of that; and they will be a subject of my remarks, some by name, rank, and affiliation. Coal-fired power plants in the Rocky Mountain states deliver some of America's lowest cost electricity; and America's coal-fired plants deliver some of the world's lowest cost electricity. Represented here in one room are producers from states that deliver more than 40 percent of America's coal and five of her top 10 producing states. You are cornerstones of America's economic strength and future growth. The theme for this meeting is "The Many Partnerships of Coal;" and, in this keynote, I'd like to offer a variation on the theme. I'd like to discuss a determined partnership that is dedicated to overturning everything you have accomplished, plus the structure of our society - very dedicated, very patient, very determined. This partnership masks itself as being in the public interest but behind the mask a political alliance of three distinct private interests can be seen: ? One is ambitious for economic reward as a right and without the trouble of effort; ? One is ambitious for economic advantage in trade without the trouble of competing; ? And one is ambitious for the power to govern people without the trouble of winning consent in elections - to change the way other people choose to live in accord with their own passionately held beliefs. The international agreement on climate is being used as an artifice to advance these interests, and the interests are making the United Nations a mechanism for achieving those objectives - for turning the screw, so to speak. The President that Americans elect this year soon will come under intense pressure from these partners to: ? First, quickly adopt policies that will raise U.S. energy prices and restrict use under the climate agreement; ? And in 1998 - if they follow their own published plans - to begin the subordination of the independence of the United States to a collective sovereignty in economic, political, legal and other matters. The Worldwatch Institute inaugurated this pressure last year with a policy monograph entitled Partnership for the Planet: An Environmental Agenda for the United Nations. This is but one indicator of the situation I ask you to consider. The pressure will increase after the election. Worldwatch is one of those intellect-oriented "public interest" groups whose work often leads to policy proposals and debate. Worldwatch gets money from the U.N. Population Fund and the MacArthur Foundation among others. And so my remarks require wading waist deep into one of the more sporting current propositions of American public policy - discussion of ambitions for and within the United Nations to achieve that which the ambitious call global governance. The thought and practices in the field of accounting in the past two or three years are undergoing far-reaching changes, but more important than this is the changing viewpoint of business managers toward accounting reports and statistics. Accounting is no longer considered a necessary burden of business, for progressive managers and operating officials everywhere look upon it as a service. A service of supplying operating men and executives with information on their affairs which enables closer and more effective supervision, to the end that business may be conducted more satisfactorily and more profitably. This service is the real function of accounting in business management. Of the many treatises on accounting published in recent years, the great majority deal with principles and procedures, and were written purely from the accountant's point of view, thus they appeal, and are of interest, chiefly to accountants. Recently, however, the interest displayed by the operating man, be he president, general manager, superintendent, mine foreman or potential mine executive, calls upon the accounting department to serve him in furnishing him with figures showing the financial position and economic progress daily. In order to effectively render this service the necessary co-operation between management, operating and accounting -forces must exist. Satisfactory services may be developed only on a basis of close contact and pulling together between these departments. It is not a one-man job, the responsibilities necessarily rest on all. Man's capacity far fretting is endless, and no matter what difficulties we surmount, how many ideals we realize, there is a stealthy pleasure in rejecting mankind or the universe as unworthy of our approval. - Will Durant Until recently, reasons for favoring one or another energy alternative were advanced on the basis of technical considerations and economic realities. However, it is an indication of the cultural climate of our society and growing realization of why energy is our master resource that many citizens have begun to express concern about the social and ethical implications of our energy deci¬sion-making. A vivid indication of this shift toward ethical concerns is reflected in the attention being focused on conservation - even to the point of regarding it as a virtual panacea equivalent to a "free energy resource." Among others, the authors of a publication by Resources for the Future cautions us about the difficulties of defining conservation. They also point out that unrealistic expectations for achieving the high levels of conservation claimed by true believers may boomerang if, at the same time, we are morally required to maintain economic growth and robust productivity for the basic well-being of more people. In its economic meaning, conservation signifies the most economic or cost-effective applications of energy, together with other resources, in a given process or activity. To achieve conservation that is cost-effective, saving energy alone is not sufficient; the cost involved in saving the energy must be no greater than the cost of the energy that is saved. Using its thermodynamic meaning, conservation and efficiency are viewed as constrained by physical laws and measured against ideal limits set by these laws and processes. Since achieving higher levels of technical performance is not without costs, the economic meaning of conservation must be factored into technical possibilities. It is the ethical, equity and environmental meaning of conservation that concerns us here. In its third meaning, conservation consists in moderation as a value which appears inherently worthwhile both in itself and in relation to social choices dedicated to achieving distributive justice. The value of moderation seems predicated on the assumption that natural resources and the environment have fixed, finite, exhaustible capacities for satisfying human needs. Hence norms for moderating human behavior appear to require prescriptions by some authority. Such norms presuppose some agreement on "essential" uses of energy. However, the difficulties of setting behavioral norms loom large, because "... it is as difficult to determine essential energy consumption as to determine what is essential in any other phase of consumption, whether it involves food, clothing, shelter, or recreation." The ethical meaning of conversation is further complicated by a centuries-old argument over the proper exercise of stewardship - i.e., how best to develop natural resources. On the one hand, the preservationist position insists on an inviolate, "hands-off" policy and stands opposed to ongoing development of wilderness areas and mineral resources. On the other hand, the "scientific conservationist" who preaches the "gospel of efficiency" insists on development of resources based on principles of sustained-yield, multiple use and - in the case of competing claims - reserving resources or land for their "higher use." Current confusion reigns among opinion leaders in the environmental movement because they appear to have lost the genius of the original Conservation ethic, developed in the 19th century. They seem to think that conservation is preservation. The question I wish to explore is whether a single-minded, exclusive pursuit of "conservation" in its economic, thermodynamic and preservationist meanings may actually do more harm than good in serving the ethical goals of conservation. The Wednesday morning session was opened by President John Reeves at 9:30 a.m. He thanked the various committees for the excellent work they did. He called on the Auditing Committee to give its report. Mr. Jack White reported that the Auditing Committee had properly checked the financial records of Mrs. Augusta Whiteside, Secretary-Treasurer, of this Institute and reports to the membership that these financial records are indeed accurate and in good order. We so sign our names to this. This Auditing Committee wishes to take this opportunity to commend and thank Mrs. Whiteside for her dedicated effort in keeping the financial records of the Rocky Mountain Coal Mining Institute in such excellent order. (See page 5 for printed Treasurer's Report) Mr. White asked for a motion to approve the records, it was made, seconded and approved. Mr. Meade Harker, Chairman of the Finance Committee, was asked to give his report. He stated that the Colorado contributors total was $630.00 and the Utah $39.0.00, making a grand total of $970.00.

Mr. Chairman and Members of the Rocky Mountain Coal Mining Institute: Your Secretary has asked me to write upon a subject' which is a most interesting one, and which has a very wide scope. In view of the great need for further decreasing costs at its coal mines, the Colorado Fuel and Iron Company began early in 1924 to experiment with methods of mining which had not previously been. tried out at its mines, and which were selected because of the greater possibilities for the concentration of the work, better grouping of workmen, and increased tonnage per workman, with a resultant increased efficiency, better supervision, and lowered costs. Because of the great competition of the day, means and methods must be provided by which fewer mines can be made to produce larger tonnages and at a lower cost. Western physical conditions are such as to make our problems far more complicated and not so easy of solution as compared to many of the eastern fields where conditions are more favorable for the operation of the mines. The dry condition of our Western mines on account of a relatively low humidity, and with additional gaseous conditions, makes the problem still more difficult to solve. A study of new methods was necessary before adoption, and this was particularly true of the method of extracting the coal. Where mechanical means are used, particularly in the coking coal mines of this state, due consideration must be given to the type, and machines or conveyors should not be installed solely on the basis of their performance elsewhere, without the knowledge of local influencing factors. In trying out the newer methods of extraction at our mines, very careful consideration has been given to the question of safety and the adoption of any new methods must provide adequate means of protection to employes, and be approved by' the State Coal Mine Inspector. In any large industry there are a few outstanding operating costs, and usually the leading ones in their order are labor cost, material cost, and power cost. The things which we, hope to accomplish: 1. Reduce labor costs. 2. Reduce material costs. 3. Reduce power costs by the con 4. Reduce the amount of powder used per ton of coal produced. 5. Increase the lump percentage (particularly at the domestic mines). 6. Reduce accidents and annual compensation payment. 7. Reduce haulage costs. 8. Reduce cost for track work. 9. Reduce cost for timber and timbering, and increase the recovery of timber at a considerable additional saving. 10. Reduce the brushing costs. 11. Reduce the amount of rock hauled to the outside. 12. Reduce the cost for drainage. 13. Reduce the cost for ventilating. 14. Reduce cost of inspection and supervision. 15. Reduce the cost for shot firing. 16. Reduction of number of working places. 17. Grouping of men with increased sociability. 18. Increased tonnage per man. 19. Reduction in total number men employed. In the consideration of the methods used and now working successfully, there were three points which were considered outstanding, to make them wholly successful: ventilation, roof control, and transportation. The 75th Regular Meeting of The Rocky Mountain Coal Mining Institute convened at The Mark Conference Center, Lionshead Village, Vail, Colorado, and was in session at 10:00 a.m. Past President, Shirl C. McArthur, President and General Manager, American Coal Company, Huntington, Utah, called the meeting to order. The membership was asked to stand and pledge allegiance to the flag. He introduced President Robert E. Murray, President, Western Division and Subsidiary Companies, The North American Coal Corporation, Bismarck, North Dakota. A biographical sketch follows: Since 1974, Mr. Murray has been President of the Western Division of The North American Coal Corporation, as well as President of The Falkirk Mining Company and The Coteau Properties Company, wholly-owned subsidiaries of North American. Previously, Mr. Murray, who has been associated with North American for twenty- three years, served as Vice President-Operations, Vice President - Eastern Division, and Assistant to the President of the Company. In these positions, he was responsible for North American operations in Pennsylvania, North Dakota and Utah.

MR. DAVIS: When the Secretary asked me to continue our accident experience in safety work at Dawson to cover the year just closed, I rather felt that he was asking 'a good deal, for we had said about everything that we could last year. I am not going to say very much, but in line with his request I have merely brought the figures up to date. I want to say, to start, that 1934 was, rather disappointing. It was the poorest year since 1930, as you will notice (indicates on diagram). This first column represents the accidents per thousand shifts worked. We cannot assign any real valid reason for the increase. We think we worked just as hard, but we are rather inclined to lay it onto the times; in other words, to lay it to the unrest and the changing conditions that are existent not only in this country but probably all over the world. We had twelve lost time accidents last year. As I explained last year, a lost time accident with us is an accident wherein the injured man is not able to return to his regular work, the next day-the day following the injury. So this represents (indicating) the lost time accidents per thousand shifts worked. We had one fatality in the twelve accidents which is reflected in the severity rates, which are also based upon thousand shifts worked instead of per million hours. The reason we are on the thousand shifts worked is be¬cause the Copper Branches of the Phelps-Dodge Corporation are all kept that way, and we are on the same basis for easy comparison.
