This report contains the results of a technical and economic evaluation of conceptual systems for the underground mining, rubblization, and in situ retorting of deep oil shale deposits. Study efforts were first directed towards evaluation of the applicable geology, associated minerals, rock mechanics, in situ retorting, access mining, ventilation, rubblization, safety, and environmental impact factors. Conceptual systems were synthesized and then evaluated against these factors from both a technical and limited economic viewpoint. The results of these evaluations were then analyzed and, based upon this analysis, the following two systems were selected for further study: System II: Room and Pillar-Vertical Drill and Blast System IV: Tunnel Boring-Horizontal Ring Drill and Blast Due to the large number of variables to be considered, a computer program was developed and utilized to provide data for the cost trade-off studies and economic analysis. Results of the early computer runs indicated the value of the tool available? in the computer program and led to an extension in the contract to determine the sensitivity of the systems to several of the more apparent significant variables. These results in turn led to a refinement in the design assumptions and a better understanding of the technical and economic options available to an owner-operator of a Vertical Modified In Situ Shale Oil Extraction System. During a mine fire or other emergency, it may be desirable to reverse the airflow in order to provide an escapeway or to isolate a fire. Also, in colder areas, the airflow may be reversed to prevent ice buildup. When reversing main mine fans, the mine operator usually does not know what operating characteristics of flow and pressure to expect. Laboratory and field tests of vane axial main mine fans in the 7- to 9-ft diameter size range were conducted to establish forward and reverse performance characteristics under controlled conditions and at typical mine installations. The data obtained suggest that reverse performance characteristics are dependent upon the blade angle and the hub to tip ratio. There is also evidence that reverse performance can be predicted for a family of blade angles and a given hub to tip ratio. Generally, quantity of air is 30 to 65% less in reverse than when operating in the normal forward mode.

The Magruder and Chambers copper deposits in the Little River gold district, on the border line of Lincoln and Wilkes Counties, Georgia, have been known for a number of years (fig. 1). The Magruder deposit was first opened as a gold mine but has produced mostly copper and load. Records show that about 50 cars of concentrates were shipped from this property. No record of any production at the Chambers deposit is available. The Bureau of Mines, in its program of investigation of strategic minerals deposits, diamond drilled 10 holes, totaling 3,784 feet, on the two properties between December 3, 1948, and June 23, 1949. Eighty-eight core samples were analyzed, and the analyses and drill-hole data are presented in this report.

This paper briefly describes the principal commercial and near-commercial deposits of gold-bearing gravel and the important placer-mining operations in Lemhi County, Idaho. It is on of a series on western mining districts being published by the Bureau of Mines. This paper is based on a field survey of the placer-mining districts of Lemhi County in the summer of 1938. Available information concerning gold-bearing gravels was obtained from prospectors and claim owners; operators supplied the data on mining operations. No attempt was made actually to test the gravels. The principal object of the examination was to indicate placer areas worthy of further investigation by prospective operators.

This study was conducted to provide experimental evidence on the effect of modifications of gasoline front-end composition on the photochemical specific reactivities of automotive emissions. Evaporative and evaporative-plus-exhaust emissions from an automobile operated with four fuels of different volatility and varying levels of C.-C5 olefins were irradiated in a 10040 environmental chamber at three sets of initial hydrocarbon-nitrogen oxides concentrations. Reactivity was measured and expressed in terms of rate-of-NO2 formation and dosages of oxidant, peroxyacetyl nitrate, and formaldehyde. The compositional changes that were necessary in reducing fuel volatility were found to have no significant effect on the reactivity of the emissions. However, replacing C4-C5 olefins with saturated components resulted in sharp decreases in all reactivity manifestations observed for the evaporative emission samples. A lesser influence (of C4-C5 olefin replacement) was found with the composite exhaust-plus-evaporative samples; the effect that was observed could be attributed to the evaporative emission portion of the sample. The data therefore suggest that saturation of front-end fuel olefins had no large effect on exhaust emission reactivity.

This report documents laboratory and in-mine analyses of diesel exhaust pollutants carried out to assess the fate of potentially reactive species in the mine environment. Specifically, the concentration of stable compounds including carbon monoxide and carbon dioxide, and potentially reactive compounds including nitric oxide, nitrogen dioxide, sulfur dioxide, aldehydes, formaldehyde, acrolein, formic acid, odorants, particulates, soluble sulfates, and polynuclear aromatic hydrocarbons were determined. The concentration and mass emission rates of these compounds were measured in the laboratory under three engine speed and load conditions and with three exhaust control conditions, i.e., none, catalyst, water conditioner. Once calibrated, the engine was installed in the Bureau of Mines Safety Research Coal Mine and the concentration of exhaust pollutants measured at several distances downstream (inby) of the engine. Laboratory results confirm the relatively small effect of exhaust control devices on most pollutants under engine conditions of low speed and load. At higher engine speed and load, the catalyst is more effective in controlling many pollutants. The in-mine data indicates that during residence times, which are typical for miner/exhaust contact, most diesel exhaust pollutants do not decrease in concentration. The obvious exceptions are nitrogen dioxide, sulfur dioxide and formaldehyde. The concentration of these pollutants is reduced by up to 75 percent in five minutes. The lack of increase in levels of obvious reaction products indicates that surface loss may be a major sink for these pollutants.

The continuous miner training system provides classroom materials training aids, and a continuous miner simulator to provide a short, intensive instruction and skills development program for training or retraining continuous miner operators. This project included refinement of training objectives, revision of training aids, improvements to the simulator, and evaluation of the entire system. This report describes the revised classroom materials and the validation of the training system.

In 1986, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines Studied 25,340 acres of the 28,960-acre Twelve Mile Creek Wilderness Study Area (OR-003-162) in order to evaluate its identified mineral resources. The study area is located in Malheur County, OR, about 30 miles northwest of McDermitt, NV. The area is underlain by thick sequences of rhyolite to with lesser amounts of andesite and basalt flows. Bureau of Mines personnel reviewed pertinent literature, mining records, and examined the study area for possible mineral resources in geologically favorable sites. There are no organized mining districts and no record of past or current mining activity. Based on sample results, published literature and field observations, there are no identified mineral resources.

"The aggressive industrialization of America, the development of powered tools which generated massive amounts of respirable-sized dust particles, a latency period which may mask the relationship between exposure and development of disease, inadequate (or perhaps even careless) understanding of the relationship between dust exposure and disease, and respiratory protection which has later proven to be inadequate have resulted in a series of epidemics of silicosis which have caused the premature death of many workers.1-11 Emphasis on the regulatory control of dust levels in the workplace has greatly reduced the development of pneumoconiosis in the United States and in other developed as well as underdeveloped countries, yet the prevention of silicosis or coal workers' pneumoconiosis has not come close to being accomplished. Despite the public health perspective that pneumoconiosis arc totally preventable illnesses, there appears to be little evidence that this is the case.Cases of pneumoconiosis continue despite aggressive enforcement policies by regulatory agencies, attempts at dissemination of very readable materials aimed at workers and management 12.13 and respiratory dust exposure standards which are in place and appear, for the most part, protectivc.14- 16 It is more than frustrating for all parties associated with advocating workers' health to see reports of workers with aggressive silicosis. On another level, both the physician and the affected worker are helpless when a diagnosis of silicosis or coal workers' pneumoconiosis is made. Both realize that there is no proven way to affect the natural history of these progressive inflammatory and fibrotic processes. Neither is there any ""compassionate use"" therapy. What must be developed, at the very least, is a ""salvage therapy"" which has the potential to reverse, or at least dramatically lessen, the aggressive natural history of silicosis which develops over relatively short time periods. Because of the aggressive nature of silicosis (compared to coal workers' pneumoconiosis) attempting to develop a therapy for this illness should be a priority."

It is interesting to study the noise standards that have been promulgated in the US over the last decade or so. These regulations are likely to have long-lasting impact. The Occupational Safety and Health Administration (OSHA) Hearing Conservation Amendment (March 1983) continues to have influence not only in the workplace but in the debate over new regulations. Both the Mine Safety and Health Administration (MSHA) and Federal Railroad Administration (FRA) regulatory preamble documents state the desire to be consistent with OSHA. An examination of Table 1, which compares the major components of the three regulations and the 1998 NIOSH “best practices” criteria, depicts the extent to which that intent is met. There has been some regulatory activity in the last decade which may give some hope for evolution and updating based on the wealth of science that has occurred during the last quarter of a century since the OSHA regulation was enacted. However there has also been some “back-sliding” toward more lenient standards. The MSHA noise standard made regulatory progress in September 2000 by emphasizing engineering and administrative controls, followed by personal protective equipment, in the hierarchy of noise intervention. MSHA’s requirement for technician certification (today only available from CAOHC) strengthened the training requirements for audiometric testing in hearing conservation programs and MSHA also added the requirement of dual hearing protection at 105 dB TWA. There were many subtle differences between OSHA and MSHA based on comments and a desire to clarify some of the vague aspects of the OSHA noise standard, and meet the needs of the regulated mining industry. One example pertains to the ceiling for exposures. OSHA says, “no exposures >115 dBA,” which is interpreted to mean no unprotected exposures above that level, giving credit for the assumed effectiveness of hearing conservation programs, hearing protection devices and administrative and engineering controls. MSHA specified that a “P” code1 violation be issued for any protected or unprotected exposures >115 dBA. The Federal Railroad Administration (FRA) noise standard for railroad operating employees, which went The Modern Evolution of Hearing Conservation Regulationsinto effect February 26, 2007, was expressly based on the OSHA standard but also uses MSHA for comparison. The preamble states that the FRA defers to OSHA as the “primary regulator of noise in the workplace,” but also acknowledges the need for some departure from the OSHA regulation (FRA Preamble II.B). As an example, FRA requires testing at 8000 Hz “because it will allow employers to identify hearing loss sooner.” The FRA rejected MSHA’s hierarchy of noise controls in favor of requiring specific engineering interventions and focusing on appropriate hearing protection which would still allow communication and audibility, and identification of excessive noise through employee-filed “excessive noise reports.”2 Where OSHA has no specific mandate requiring employees to take advantage of the employer-paid audiogram, it has been traditionally a condition of employment and is generally accepted that OSHA-covered workers require an annual audiogram. MSHA addressed this issue in its preamble; however, they made no significant change. MSHA employers are required to offer annual audiograms but MSHA stopped short of requiring employees to comply with annual audiometric testing. A study of the composition of the corresponding fractions of a primary and a high-temperature tar was undertaken to throw light on the net results of the pyrolysis of the primary products of coal decomposition in high-temperature coking practice, with reference both to total quantities of the chemically similar constituents and to their distribution throughout the boiling range. No exactly parallel investigations are on-record. The distribution of substances in high-temperature tars, however, is fairly well understood. Such tars are more or less similar, for they consist of the more stable phenols, aromatic and olefinic compounds resulting from the pyrolytic decomposition of a wide variety of primary tar constituents. For example, from a typical distillation curve for high-temperature tar phenols it may be seen that the greatest portion of the phenols distills between 180° and 220° C., a fairly narrow range. Low-temperature tars, on the other hand, are more complex, and hence exhibit dissimilarities from one to the next. Edwards, who has made a study of the acids, bases, and neutral oil of four low-temperature tar distillates, shows that the bases and neutral oil are evenly distributed among the fractions but that the concentration of the acids is greatest in the 200° to 230° fraction. Morgan and Soule find that in tar from the "Carbocoal" process, the 237° to 281° fraction has the highest acid content, whereas Davis and Parry find the 200° to 225° fraction of Freeport tar richest in phenols. Previous investigators have noted the following differences between primary and high-temperature tar: In the latter, naphthalene and anthracene occur in large quantities, the paraffins and naphthenes are negligible, the percentage of higher phenols is much lower than in primary tar, and the lower and more stable aromatic hydrocarbons have increased. In an endeavor to reconcile the change undergone when a primary is converted into a secondary tar, the writers have been unable to find references dealing with the extent of change which any one of the constituents of primary tar may undergo when subjected to secondary heating effects in the presence of other components, and the amount of the more stable compounds that may be expected from a given starting material.

A summary of Bureau of Mines research on utilization and disposal of solid wastes is presented, accompanied by an extensive bibliography of related publications. The Bureau's Solid Waste and Materials Recycling Program is directed toward four main areas of research, development, and demonstration: (1) extraction of mineral, metal, and energy values from urban refuse; (2) upgrading and recycling of automotive and related ferrous and nonferrous scrap; (3) utilization and stabilization of mine, mill, and smelter wastes; and (4) recovery and reuse of values from industrial waste products. A contract and grant program that supplements the in-house research and aids in the training of manpower in management of mineral-, metal-, and energy -based solid wastes is also discussed. This publication is an updating of Bureau of Mines Information Circular 8460 issued March 1970.

During the past 6 years the Mining Division of the U.S. Bureau of Mines has prepared many information circulars containing valuable technical data covering the operating details of mining and ore-dressing plants throughout the United States, Canada, Mexico, and other countries. These papers, written for the most part by operating officials in the field, have been designed to comprise a reference library for the operating engineer. In order to make the information contained in these publications more readily available to the busy engineer the enclosed series of reference tables has been compiled. The tabular arrangement is by subject rather than alphabetical order, thus avoiding the bulk of an alphabetical index.

The Windigo Theilson RARE II area has a low mineral potential. There are no mines or claims in the area. The only observed results of mining activities were five prospect pits near Tolo Mountain. Samples from these pits contained no significant assays. The study area contains more than 190 million cu yds (145 million m3) of cinders in 17 cones. Development of these cinders is unlikely because their locations are remote, and other sources supply area needs. The Geological Survey has classified the area as prospectively valuable for geothermal resources. However, there has been no geothermal exploration activity.

This report describes the development and application of PHASEQ/FLOW, a geochemical flow simulator capable of describing the dynamic changes in chemical composition of an aqueous solution during flow in a permeable medium. The solution components can react through intraaqueous reactions, redox, precipitation, or dissolution. The assumption of local thermodynamic equilibrium ensures maximum generality with respect to the number of species and components possible; however, the fluid flow itself is limited to one-dimension. The report describes several applications: generic batch equilibria, flowing equilibria, uranium roll-front deposition, and roll-front leaching.

The purpose of this study was to assess the adequacy of the cab design and to determine the percentage of musculoskeletal symptoms among workers. A questionnaire was designed to assess demographics, work information, job history, and musculoskeletal symptoms in operators of heavy construction equipment. Information concerning equipment included design of the seat/chair, levers, pedals, bothersome vibration, quality of egress from the equipment, proper preventative maintenance and repairs, and age of the equipment. The body regions that were evaluated included the neck, middle/upper back, low-back, shoulder/upper-arm, elbow/forearm, wrist/hand, hip, knee, and ankle/foot. One hundred and eighty nine operators completed the questionnaire. The results indicate that these workers are at risk for developing musculoskeletal disorders, the need to perform a larger survey to further substantiate the outcome, and the need to quantify risk factors (i.e., whole-body vibration and static sitting postures).

The Cliff Springs prospect in the northern part of the Slate Range Wilderness Study Area (WSA) contains only minor amounts of gold and silver. Clay near this prospect contains insufficient aluminum to be of economic interest, although alunite claims are recorded in the vicinity. Mineralized rock at the Crescent Mine adjacent to the WSA contains gold, silver and lead occurrences. The host rock may be present in the extreme southwestern part of the WSA, which is covered by alluvium. Substantial sand and gravel deposits are present but these occurrences are remote from markets. Much of the USA is underlain by volcanic rocks and alluvium and consequently the mineral resource potential there remains unknown.

Many mining operations rely on retention bulkheads to provide a barrier between impounded water and active mine workings. However, bulkhead failures can cause catastrophic flooding that puts the underground workforce at risk. Underground observations and evaluations of existing bulkheads indicate that a systems approach is required when building an underground water or slurry retention system. In addition to engineering the bulkhead, the designer must ensure the quality control of materials and workmanship of the bulkhead, the reaction of the mine strata when exposed to water under pressure, and methods to monitor the performance of the retention system. Researchers from the National Institute for Occupational Safety and Health (NIOSH), with the assistance of the Mine Safety and Health Administration (MSHA), conducted an extensive review of bulkhead permits submitted to the MSHA Technical Support office in Bruceton, PA. In addition, the researchers visited accessible bulkhead installations at undeground mining operations to gather information related to construction practices, maintenance issues, and monitoring and emergency response procedures. Several key items were identified that must be considered when permitting the installation of an underground fluid retention system.

Lightweight basic refractories suitable for use in some sections of the all-basic furnace were developed. Potential advantages of such refractories are lower weight, improved resistance to thermal shock, and less tendency to spall off the working face. Plant trials in positions not subject to heavy loading or severe erosion seem warranted. Forsterite (2MgO.SiO2), stabilized dolomite (2Ca0?SiO2 + MgO), and chrome-spinel [(Fe,Mg)0?(Cr,Al) 031 refractories were fabricated using bubbles as the principal component in the brick mixtures. Bubbles were blown from melts of the basic raw materials as they were tapped from a conducting-hearth arc-resistance furnace. The bubbles were graded, bonded with synthetic Forsterite plus mineralizers, dry-pressed, and fired to temperatures of 1,600° C. or over in a gas-fired kiln. Refractory properties of the bubble brick were compared with those of insulating refractories made by burning combustibles out or dense brick mixtures. Lightweight refractories fabricated of bubbles were one-third lighter in weight than dense bricks of like materials. Their mechanical strength was satisfactory, and their resistance to thermal shock was excellent. In tolerance to open-hearth slag and in resistance to thermal shock, the chrome-spinel bubble bricks wore the best of the refractories tested. Basic refractories of the insulating type were about 40 percent lighter in weight than dense commercial refractories, but they were mechanically weak and not suitable for superduty service.
