In todayÆs demanding business landscape continual change and technological advancement is a given. With these changes there is now, more than ever, a need to ensure sustainable growth in respect of value protection and value adding whilst meeting the pressures and expectations of the societies in which we operate. Traditionally the management of safety has been a very reactive activity in the business, in some cases seen as an irritation and a disruptive process that demands a focus on preventing reoccurrences. This in turn has focused the measurement of safety performance on a range of lagging indicators û æafter the effect managementÆ. Gaining and maintaining a licence to operate is crucial to a sustainable business but as a prerequisite, organisations need to have a demonstrable ability to manage the safety of their people, as well as mitigating the people risk associated with the business activity. A major focus in the last decade has been on the implementation of enterprise risk management programs, where risk becomes embedded in all business systems and processes and the organisationsÆ genetic make up is programmed to analyse and integrate risk management into all facets of the business activity. The management of safety should be no different. One school of thought argues that there are no new accidents, but rather our inability to learn from the past. Others believe that as long as we have an appetite to achieve the unachievable, we will have to continue to push the boundaries, our safety comfort zones and inevitably take risks. Single reliance on highly evolved technical systems, elaborate processes, highly skilled people, safe equipment and safe work environments have shown one thing û they are not sustainable in providing adequate coverage in the business. In analysing a range of factors associated with some of the worst catastrophes of the 20th century, it can be suggested that they were in fact predictable and inevitable and that an integrated approach underpinned by sound risk management systems could have determined a different result. The key to a sustainable approach in the management of safety requires us to look at a multitude of aspects that collectively allow the performance of an organisation to be predictable. To have certainty in the business activities it is necessary to have controls in place that will mitigate the risks normally associated with unwanted events. It is ensuring that human factors effectively contribute to monitoring the planned approach and being able to safely adjust to any variability. In essence this is having the ability to proactively plan for the longer term. The sentiments articulated by organisational leaders echo that safety management is good business. Surely then a good business is a sustainable business, and a sustainable business is one that provides lasting benefits to its stakeholders.

Faced with rising costs and lower metal prices, several Ontario base metal sulphide mines have changed their method of mining to vertical crater retreat mining. This is a bulk mining method that utilises large diameter holes and mines successive cuts remotely by blasting and cratering the bottom of the drill holes. The orebody is mined from the bottom up. The method in turn has required a change in materials handling to cope with the greatly increased productivity.   This paper presents an overview of vertical crater retreat mining in the Sudbury area using examples from several producing mines. The paper reviews the history of vertical crater retreat mining, various methods of applying vertical crater retreat layouts, the development of in-the-hole drills capable of drilling the large diameter holes required, methods of explosives loading and blasting to achieve the required cratering effect, methods of ground support including backfill placement, and the ore loading equipment presently being utilised including remote control load-haul-dump units and continuous loaders.   The safety aspect of vertical crater retreat mining has been of concern, and was the focus of a provincial inquiry. The benefits in improved safety are demonstrated through an analysis of various records kept by the mines and provincial agencies.   Future trends can now be envisaged, particularly in relation to deep mining. Some experimental work which could have practical applications, is described.

Commercial explosives range from pure emulsions to pure ANFO, with blends of these providing interesting alternatives: energy is often adjusted through addition of aluminium, or the control of density. The energy rating of explosives is derived chiefly from detonation codes, which are used to derive expressions for the internal energy change of the detonation products as they do work under expansion. While all codes used for this purpose work on the basis of Ideal detonation, it is common knowledge that commercial explosives operate in the Non-Ideal domain, which affects the mode of energy delivery to the environment. However, since Ideality represents the foundation from which actual performance evolves, it is valuable to examine the intrinsic energy release of a formulation before attempting to understand the influence of Non-Ideality. In examining the Ideal pressure profile of fundamental formulations, remarkable correlation has been found with field performance, and this increases understanding of the influence of various formulation modifications, especially in regard to the stage at which energy is released, and the effect on rockbreaking. This work has emphasised the value of attempting to understand and define better the non-ideal detonation process.

The recent drought has highlighted the finite nature of AustraliaÆs divertible water resources. According to AustraliaÆs recently completed National Land and Water Resources Audit, development of water resources in southern Australia has reached or exceeded sustainable extraction limits. Similarly, 161 out of 538 groundwater management units are either totally allocated or already over allocated. Whilst mining only uses about three per cent of diverted water resources, water scarcity may be a major factor that determines whether potential mines can be developed in the future. Furthermore, the development of extraction and processing facilities that limit water use and maximise the re-use the waste water streams will be even more fundamental features of the mining industry in the 21st century than they are at present. There are encouraging examples where innovative water re-use technologies are significantly reducing the water used per unit of mined product. Whilst mining in the areas of Australia draining to the tropical seas may be less constrained by a current lack of water (60 per cent of divertible water resources drain into the Timor Sea, Gulf of Carpentaria and north east Coral Sea), it is highly probable that there will be increasing demand for these waters from the irrigation industry, whilst pressure will also be applied to ensure that environmental flows that benefit the coastal fishing and prawn industries are maintained. In the Great Artesian Basin, current research is demonstrating that the groundwaters are being recharged at rates considerably lower than current extraction. Whilst some other groundwater basins in arid and semi-arid Australia have currently untapped resources, these water are often relatively saline and/or may be intimately linked with key ecosystems in discharge areas. This paper presents an overview of the current state of our water resources and examines some of the key water use issues including allocation, use and reuse, environmental flows and competing demands on the resource that will ensure that water issues remain high on the policy agenda for mining, irrigation and other water users.

The paper is aimed at mining engineers and other mining practitioners in the metalliferous mining industry who are considering the use of roadheaders and wish to understand the basic geomechanical and operational principles controlling their performance. The paper aims to address metalliferous minersÆ general unfamiliarity with roadheader technology, which is one of the factors which has limited the application of these machines in such mines. The historical development of drag tool mechanical excavation machines is briefly discussed, and factors affecting the application of roadheaders are mentioned. The mechanics of cutting with drag tools is then reviewed as are the effects of these and tool wear on tool performance. The implications of tool performance to roadheader performance are mentioned, the potential benefits of high pressure waterjet assistance are discussed and the relative performances of different tool types and materials are compared. Roadheader performance factors including productivity and utilisation are mentioned, and the state-of-the-art of conventional roadheaders is discussed in the context of machine weight, power and cutting head configuration. The influence of these and rock strength on machine productivity is analysed. Alternative, developing technologies are discussed which may extend the effective use of mechanical excavation into stronger rock masses which are beyond the range of conventional roadheaders. Finally, conclusions on these discussions are presented, along with recommendations for continuing research and development.

A number of theoretical papers have been published outlining the use of electronic detonators to limit peak particle vibrations levels, but few empirical studies have been undertaken and even fewer examples have been published of the use of such technology in the aggregates industry. This paper gives a summary of the research work carried out at two limestone quarries in the North of England, where a series of blasts were used to compare and contrast the use of electronic and non-electric detonators. The majority of blasts were carried out using the same burden, spacing and decked charge weight loadings. A methodology was established that could be used to reduce the peak particle velocities (PPVs) at two or more specific locations by using single-hole blast vibration signatures in conjunction with specific electronic detonator timing intervals. The initial study concluded that this was only possible if single-hole signature blasts were periodically recorded to establish the shape of the correct vibration envelopes as properties were approached. These wave envelopes could then be used as the basis for choosing the specific electronic detonator timing intervals to give the lowest PPV for the properties or locations concerned. This methodology was then used in the second study to access a large volume of aggregates adjacent to a working railway tunnel. The financial benefit for the company was to convert these additional tonnages of rock from being a resource to an exploitable reserve. The project involved careful blast design and the instrumentation of a number of boreholes to enable the results of blast monitoring exercises to be compared with predicted PPV results. The iterative process involved the vibration results being uploaded into æBlast LogÆ (an expert blasting database system developed by the Blasting and Environmental Research Group at the University of Leeds) and analysed to produce predictions ready for the next blast.

Mining is a high risk, high capital and potentially high reward undertaking. A large proportion of the risk comes from a lack of definition of the orebody (which also provides some of the potential) and the unpredictable nature of the market. This makes the planning process difficult but encourages the development of a robust yet flexible mining system. The system should be capable of absorbing some deviation from the anticipated concept without a significant impact on profitability. The mine planning process tends to consist of a series of related but discrete stages. For instance, the pit shells are designed, a schedule for the pit shells is created, a plant fleet is chosen to achieve the schedule and a financial analysis is carried out on that scenario. It is likely a few iterations are carried out using various mill throughputs to produce a favoured financial result. The problem is that handing results from stage æBÆ for use in æCÆ doesnÆt encourage a flexible system. æCÆ is likely to be built for exactly æBÆ. Unfortunately, in mining, æAÆ (the orebody) has the highest potential for variability and impacts everything else downstream. æDÆ the market also has high potential for unplanned variability. These variations can spread and æreverberateÆ through the whole mine process. For example an unexpected increase in ore oversize impacts all downstream mine processes to the primary crusher which may in turn create problems back æupstreamÆ by restricting throughput rate. Also an unexpected drop in demand or price could require modifications to the planned production rates. This paper looks at how mining process simulation can be used to support the development of strategies to counteract unforseen circumstances or alter production to match fluctuations in demand and price.

Following unprecedented high market prices for tin and gold in 1980, significant advances in both mining technology and geological knowledge took place in northeast Queensland. These led to a rapid growth in mining activity. Production of these traditional metals reached levels comparable to those of the heyday of mining activity at the turn of the century.Although tin and tungsten prices have since collapsed, the geological knowledge gained and significant discoveries made during the boom, have created a potential for mine development when prices rise again. For other discoveries which are not workable because of treatment problems, future technological advances are required to raise their potential.

Anglo American Corporation has always viewed technological development as vital and as such has placed research and the implementation of new technological practices high on its priority list. Support is given to a number of research institutes but a significant degree of reliance is placed on in-house research carried out at individual companies and at the Group's main laboratory complexes. The Corporation's interests are diverse with advanced practices and innovative technology ranging from new battery technology with wide application to deep level shaft technology with very specific application. In this paper, we aim to concentrate on a particular system developed primarily for use in seismically active deep mines. The system has proved to have far wider application and has the potential to be further enhanced to meet the needs of users across a broad range within the industry and even beyond. As the nature of this conference is to inform delegates of advanced mining practices, we should simply mention that we could have talked on subjects relating to the advances made in deep level winding technology including winder drive and brake control to alleviate dynamic rope loads, shaft steel design for high pay load high speed winding and shaft safety systems such as slack rope devices and moving lip loading facilities to cater for rope stretch. Other areas of interest relating to refrigeration using ice technology or non-explosive rock cutting using diamond wire or saw technology could also have been of interest. As the South African gold mines become deeper and the problems associated with depth become more acute, answers had to be found and systems developed to cope with very high rock stress and the related seismicity. The fundamental understanding of the behaviour of the rock mass has always been important but became critical on our mines to ensure the safe extraction of the orebody. Basic research into and the application of physics, applied mathematics, seismology, rock mechanics, electronics and computer technology have helped us to develop the Integrated Seismic System - Integrated because of the system's abilty to monitor seismic and non-seismic sensors simultaneously and because it encompasses data acquisition, processing and interpretation into one system. The system which is in use at all our gold mines has found application not only in South Africa but also in such locations as Australia, Chile, Canada, Europe and Japan. A highly motivated team of scientists under the leadership of Aleksander Mendecki developed the majority of the hardware and software needed for the system. In essence, the system allows us real time monitoring of energy release and stress transfer data that with the aid of modern computers is turned into useful information. The information so obtained has allowed us to improve our mine and extraction designs to minimise the inherent hazards. The system has proved to be an extremely useful management tool as substantiated by the demand for the product. The paper is intended to convey to the reader the technical concepts and the presentation is intended to demonstrate the usefulness of the system.

Blasting is the most commonly used excavation technique in mining and civil engineering applications. Blasting induces strong ground motions and fracturing of rock mass in rock excavations. Particularly, high ground motions may also induce some instability problems of rock mass and structures nearby. Furthermore, it may cause some environmental problems due to noise as well as vibrations of structures near the populated areas. Furthermore, flyrocks is another major issue for the safety of people and damage to machinery and equipments when blasting is employed. In this study, the authors explore the ways how to estimate the ground motions as a function of distance, amount of explosive, number of holes. The ground motions were measured by stand-alone accelerometers developed by the first author and some empirical relations are developed. The effect of ground motions on the instability issues of benches such as sliding, toppling and rockfalls were investigated. Furthermore, the flyrock issue is investigated and some empirical relations to estimate the maximum distance of flyrocks from the blasting relations are compared and discussed. An established method exists for the computation of rope lifetimes for shaft hoisting applications in the mining industry. In an earlier study, during the 1990s, an initial comparison of the calculated and actual rope life for various types of hoisting plants showed reasonably good correlation. In the meantime the calculation method has been developed further. The rotation behaviour of the rope during hoisting and the effects of multilayer spooling on drums are now considered in the assessment of expected rope lifetimes. The ability to determine an estimate of rope life in advance is particularly useful for mining companies. Such analysis allows them to predict the effects of rope choice in their particular application and thereby reduce the total cost of rope ownership. Such calculation techniques also allow designers of winding plants to identify aspects of the hoisting configuration that may negatively affect rope life. Often small (low-cost) changes, like increasing the diameter of head sheaves, can result in considerable improvements in rope performance. This paper describes the extended lifetime calculation method and gives further examples of the comparison between actual and calculated rope lives for operational double-drum mine hoists.

The Bureau of Mines used sulfur hexafluoride (SF6) tracer gas to evaluate the effectiveness of gob ventilation and/or sealing practices at three coal mines, each having different problems associated with their mined- out areas. The purpose of these ventilation studies was to better understand whether current techniques employed for ventilation or sealing are successful at minimizing the potential for gob fires and explosions. The work performed at each mine is discussed: One is a longwall operation that uses ventilation to carry off hazardous gases, and two are room- and-pillar operations, each with far different concerns, that seal off the gobs to isolate them from the main mine ventilation. In all cases, employment of the Bureau's SF6 tracer gas technique resulted in answers to questions raised by the mine operators concerning the effectiveness of their gob ventilation or sealing practices in preventing mine fires.

Brunswick Mine is one of the largest underground zinc/lead mines in Canada, producing 3.4 million tones of ore annually. As mining activities advance to deeper levels, ground pressure also becomes greater. To cope with the highly stressed ground, the mine has taken some strategic measures to ensure the targeted production level. Such measures include the implementation of a pastefill system and transferring the mining method from primary/secondary stoping to pillarless pyramid stoping. With the pillarless mining method, stope sizes become smaller and the number of active stopes is also less than before. In addition, mining sequence and cycle time have to be strictly followed according to production schedule. The blasting project described in this paper tackles one of the steps in the mining cycle aimed at shortening the blasting cycle time in a stope. Furthermore, this project was conducted and managed with the Six Sigma initiative in Noranda which was implemented in the fall of 1999. Like a typical process review, the blasting operation was examined by breaking it down into many steps that can be quantified and measured. Each activity was then correlated with different factors associated with blast design as well as blast operations underground. It was found that the utilisation of voids plays a key role in the blasting cycle time. With improved void utilisation ratio, blasting cycle time has been reduced from an average of 12 shifts to ten shifts per stope. This improvement translates into approximately 180 000 tonnes of ore being blasted without any increase in manpower. This paper presents the technical aspects of the study, as well as some operational issues and improvements made during the project.

Construction and mining sites are often subject to unexpected flooding and extensive delays may occur in locating and installing emergency pumps. This particularly applies to sites located in remote areas. A simple and effective pump, called an air-lift pump, can be built from the equipment available at the working site. The basic req- uirements are a compressed air supply, air hose and conventional water pipes. The air-lift pump is comparatively in- efficient but approximately 35 per cent of the available compressed air power at the site can be applied to pumping. Suprisingly high liquid discharge rates may be obtained in suitable applications. The theoretical and practical consider- ations of the air-lift pump are evaluated and a suggested procedure for the emergency design and construction is outlined. INTRODUCTION. "The carbon-in-pulp process has been used extensively in the gold industry since the late 1970s to recovery leached gold from solution. Despite more than 30 years of experience in operating carbon circuits, average gold solution loss has remained at an average of 0.02–0.03 ppm (mg/L), higher than the ‘best practice’ target of 0.01 ppm.Process modelling, such as SIMCIL developed by the Curtin Gold Technology Group (GTG), can provide information on optimum set points; however, manual control of the circuit limits the potential benefits.An automated carbon measurement device, the Scout Carbon Meter, has been developed to allow for automation of carbon concentration measurement, and automated control of the carbon transfer pumps. Boliden Tara Mines Ltd, located in County Meath Ireland, produce in excess of 2.5 million tonnes per annum of ore from the underground resource located 40 miles north west of Dublin. The zinc-lead ore is mined using long hole open stoping techniques, with ore treated on site. The operation is continually searching for new ways to improve productivities at the mine, and have employed a detailed data acquisition and reporting system on site to provide feedback around performance. One area where both Boliden Tara Mines Ltd and Orica Mining Services believed improvements could be made was in the application of bulk emulsion technology through an Orica supplied but Tara operated Maxipump Delivery System for all production and development blasting at the mine. Both parties committed to the evaluation of this technology at the mine, however the capital cost and technical and economic changes meant the project needed to be diligently investigated and any improvements documented. The first stage of this project was for Orica Mining Services personnel to visit the operation, and conduct a detailed analysis of the operationÆs performance over the past 12 months. The next step in moving forward was then to commission and utilise the customer operated emulsion system at the mine. This was then followed with the collation and analysis of data from the demonstration period to examine and document the benefits of the system. This paper is a summary of the observations made during the site inspection and the data analysed to date, and has been used in determining operational and financial improvements in the comparison between a Maxipump Emulsion Service and the current ANFO loading systems.

The redevelopment of the Telfer Gold Mine in the Pilbara region of Western Australia was primarily based on the construction of a 17 Mtpa dual train concentrator coupled with open pit and underground mining operations. The unique copper-gold orebody at Telfer requires the application of complex flotation conditions normally reserved for base metal concentrators, where two competing minerals are managed into separate products. This paper describes the commissioning of the flotation circuit, the process modes and the master/slave relationship that flotation has with a variable orebody.
