Mining exploration and development projects in Australia are being negatively affected by the highly complex regulatory and bureaucratic processes at all levels of government. These processes affect mining companies operating in Australia by impacting on timelines and the cost of developing a mining project. It is not uncommon for the granting of project approvals to take in excess of five years, meaning that mining companies struggle with productivity, efficiency, time frame and cost issues in respect to their projects in Australia. As the mining boom in Australia is moving from the investment to the production phase, it is now more important than ever to maintain a regulatory landscape that facilitates rather than discourages new investment.While one of our key arguments is that there is too much burdensome regulation and red tape in Australia, we are also strongly believe that regulatory intervention is necessary to ensure that appropriate checks and balances are in place to serve the public interest and manage environmental, health and safety, social and other development-related impacts that may arise from a mining project. However, the regulatory intervention in Australia has come to a point where it is excessive and starting to discourage valuable investment in mining projects for nominal return to the public. Excessive regulation or ‘red tape’ impedes productivity and competitiveness, deters investment and innovation and costs jobs, all of which ultimately impact on the growth of Australia and the standard of living of all Australians.This paper aims to examine and compare the federal, state and local regulations that govern mining projects in Australia. It will highlight how these regulations are unnecessarily complex, lengthy and duplicated and how they can be streamlined to reduce red tape. In doing so, the paper will evaluate the recommendations proposed by the Productivity Commission Report on Major Project Assessments released in 2013, which include the recommendation to move to a ‘one project, one assessment, one decision’ regulatory model.CITATION:Pope, C and Tannock, M, 2015. "Falling commodity prices and a rising supply surplus have ushered in a period of restraint in capital project investment across the global mining and metals sector. Competition for capital project funding has seen fewer projects progress through investment gates and a stronger focus on projects that deliver gains in capital productivity and strategic outcomes.Over the course of the 2015 financial year, EY conducted a study of 108 projects in the global mining and metals sector (EY analysis; Larsson and Ericsson, 2014; SNL Financial, 2015). The projects studied were at various life cycle stages and related to the development of copper, iron ore, gold, coal, nickel and other commodities. Each individual project investment exceeded US$1 B, and the studied group represented a cumulative investment value of US$367 B.The research found that the majority of projects were delayed and/or over budget when measured against the initial estimates made during the early stages of the project life cycle. Of the surveyed projects, 69 per cent were identified as facing cost overruns with an average overrun of 62 per cent above the initial estimate and 50 per cent reported schedule delays, even after remedial acceleration initiatives.The analysis found that budget and schedule overruns could be attributed to five key causes:project management factorsstakeholder conflictsresource constraintsregulatory, and policy-related challengesunfavourable external environment.Improving project delivery performance starts with successful planning, followed by rigorous management during delivery. The formation of magmatic oxide ore deposits hosted in chemically-evolved layered gabbroic intrusions is attributed to a variety of petrological processes, but there is little to no consensus on the general applicability of each model. Complicating the matter further is that many layered gabbroic intrusions are spatially and temporally associated with alkaline A-type granites, suggesting that there is a petrogenetic relationship between the two types of chemically different rocks. Our experimental results show that petrological modelling using a starting composition of high-Ti basalt from the Emeishan large igneous province can produce evolved silicic liquids that resemble the compositions of microgranular enclaves from the syenitic unit of the bimodal, oxide ore-bearing Baima igneous complex. The experimental results confirm that bimodal gabbro-granitoid complexes can form from a common parental magma and that early crystallisation of Ti-rich magnetite can explain the formation of the oxide ore deposits in the lower parts of the layered gabbroic intrusions. In recent technical investigations that were triggered from ore for rail shortfalls at Yandi, BHP Iron ore has identified a gap in resource knowledge relating to geo-metallurgical characteristics that predict materials handling performance and throughput. Within these investigations BHP has learnt that this lack of resource knowledge has translated to a lack of predictability associated with mine planning inputs which has resulted in poor compliance to plan and deviation management practices. A business value chain was developed in an attempt to identify the best possible solution to unlock this resource knowledge in the short, medium and long term planning horizons. A fast fail approach was taken with the implementation of hyperspectral blasthole analysis, which was chosen to deliver the best possible value driver for the asset. This report will detail the Yandi journey in expanding the hyperspectral and geo-metallurgical value chain, unlocking resource knowledge along the way. CITATION: Gilroy, P, 2018. In todayÆs evolving and globalised world, mining companies are being pressured to move beyond compliance towards long-term sustainability and sustainable development. Companies are expected to æengageÆ communities and measure the success of these engagements without a clear understanding of æhowÆ to do this. This move, away from compliance, develops more of a focus on sustainability and æcommunityÆ social responsibility rather than corporate social responsibility. This shift leads to the development of world-class projects that provide sustainable development for people, reduce the incidence of costly delays, and promote good global citizenship for companies. The process of æengagingÆ communities in mining project design and development leads to sustainable development, a stronger license to operate, and a reduction in social and political risk. To create this mutually beneficial relationship between communities and companies, communities must be æengagedÆ in the project development and risk assessment processes as early as possible, preferably during the exploration or the concept phases. How to create this æengagementÆ and manage this risk will be discussed.

The Iron Bridge magnetite mine and infrastructure project is currently in development as a joint venture between Fortescue Metals Group, Formosa and Baosteel. It is supported by an extensive database of reverse circulation drill hole samples analysed by X-ray fluorescence (XRF), with a large subset tested for concentrate mass recovery, concentrate and tail grades by Davis tube recovery (DTR) testing. A limited number of rock physical testing results, including unconfined/uniaxial compressive strength and crushing work index, completes the database.By combining all available information – assays, DTR results, geology, stratigraphy, mineralogy and rock physical results – and using multivariate statistical analysis techniques, the impact of the critical factors that control concentrate quality, mass recovery and grindability characteristics have been outlined. A set of geochemical groups was created by using a cluster analysis technique from the combined XRF-DTR data. These groups allow optimal separation of material with consistently high concentrate Fe grades and mass recovery. This approach is superior to domaining based on stratigraphic logging or mass recovery as it is commonly used in standard magnetite estimation models. Using the results of a normative mineralogy study, the main geochemical groups were given a mineralogical profile fitting their geochemical characteristics. These findings further refined the understanding of the link between the process characteristics of the samples and their geochemical signature and mineralogy.The geochemical grouping defined on head grades and DTR concentrate mass recovery was generalised into a ‘geomet’ code based solely on the routinely assayed head grades, thus bypassing the need for systematic DTR testing. The geomet code identifies spatial domains with homogeneous geochemistry, mineralogy and process characteristics in both oxide and fresh material that form the basis of the current Iron Bridge resource model. The allocation of geometallurgical characteristics in terms of concentration amenability and concentrate characteristics on a block-by-block basis over the whole project allows for an optimum mine schedule and plant feed. This ensures that the desired concentrate characteristics and mass recovery can be better predicted over the life-of-mine, thereby improving the mine’s economics and stability by derisking the mine schedule and optimising the performance of the concentrators. A key benefit of the geomet code devised for the Iron Bridge mine is that it can be attributed in an automated manner to all samples analysed for a routine XRF analytical suite, from exploration to blasthole drilling. This allows each sample to be allocated to a geometallurgical material type with predictable process response in terms of concentrate mass recovery and concentrate quality without the need to complete systematic DTR testing.A standard multivariate analysis coupled with a cluster analysis has allowed the linking of interdisciplinary results between geology, mineralogy, geochemistry, process and metallurgy to better understand, predict and ultimately mine and process the Iron Bridge deposits. In May 2018 Kasbah Resources Limited (“Kasbah”) completed an ore sorting test work program which was a precursor to releasing in July 2018 an updated Definitive Feasibility Study (“DFS”) for the Achmmach Tin Project in Morocco, which it is proposing to develop along with its joint venture partners. The testwork program evaluated ore sorting as a pre-concentration option to achieve early elimination of gangue and the low-grade component of ROM feed, thereby potentially:  Significantly upgrading the head grade of tin to the downstream processing plant.  Significantly reducing the required throughput capacity (and projected capital expenditure) of the downstream processing plant.  Reducing total consumables, power and water requirements in downstream processing.  Increasing the recovery of tin in the gravity and flotation circuit due to the higher feed grade achievable with ore sorting.  Reducing tailings tonnage, tailings cost and environmental footprint.  Using sorter rejects for mine backfill or road base applications. Key aspects of the design of the metallurgical testwork program centred around the need to ensure that samples representative of ROM ore feed (including projected mining dilution) were selected for the ore sorting testwork. The design and implementation of the ore sorting bulk testwork program is described, as well as a summary of the test work results and a discussion of the enhancement of the project economics reported by Kasbah, which led the company to adopt ore sorting as part of the proposed processing circuit in the updated 2018 DFS.

After a short presentation of the Division of Mining at the Royal Insti- tute of Technology, Stockholm, Sweden, the author presents some of-the fill research carried out at the Division. Literature surveys and testing methods and equipment are described. The use of flocculants' in hydraulic filling has been tested both in laboratory and in mines and the results are very promi- sing. Finally compressibility investi- gations and some finite element calcu- lations are presented.

Open pit mining at Bingham Canyon commenced in 1904 and about two billion tonnes of ore have been extracted since then. There remain just under one billion tonnes of ore in the pit and this will be mined by 2015. Because the porphyry system extends below the ultimate pit limits, Kennecott Utah Copper Corporation initiated a study in 1997 to determine the viability of underground mining. The study was initiated at that time because the results were to be used to compare the economics of a further pit expansion to that of an underground mine. If a pit expansion was viable then overburden removal would have to start in the near future. This paper is a summary of the work that was carried out for the underground study. Block cave mining was determined to be the most appropriate method to mine the deposit. Two block cave areas have been planned with a total production rate of 72 500 tpd. Additional sources of ore will come from skarn orebodies that are associated with the porphyry deposit. The geology of the deposits is described together with the geotechnical techniques that were used to characterise the rock in the absence of more detailed data that are normally available. A general description of the mine plan is given along with the reasons for selecting the particular methodology used. The study was completed at the end of 1998 and demonstrated the viability of underground mining at Bingham Canyon. Funds have been approved for further drilling and technical studies, which will lead up to a feasibility study in 2004/5.

"Cayeli Bakir Isletmeleri is an underground copper-zinc mine in turkey. The ore is highly variable with feed grades ranging from 1–4 per cent copper and 1–10 per cent zinc. Due to this variability, ore characterisation and blending strategies are crucial for performance optimisation.This paper presents a case study for a multidisciplinary approach to process optimisation, integrating Geometallurgical and advanced control methods to achieve optimised plant performance. The results from comprehensive metallurgical tests and surveys were used to develop a mathematical model utilising SGS’s Integrated Geometallurgical Simulator® (version number 2.5.24.0). The model was employed to determine the most appropriate operational settings required to ensure that optimised grades and recoveries are achieved for each ore type.SGS’s Modular Expert Technology (MET) expert system was then implemented to target these optimum operational ranges utilising online grade and froth velocity measurements. Molten slag used in the secondary refining process (RH process) for the production of Ultra-Low C (ULC) steel is typically composed of CaO-Al2O3-MgOsat.-FetO with minor constituents. FetO in the RH slag is the main source of reoxidation of the molten ULC steel in the ladle by 2Al + 3(FetO) = (Al2O3) + 3Fe, thereby serving as the source of the alumina inclusions. On the other hand, FetO also enhances the fluidity of the slag, thereby increasing inclusion absorption capacity. Optimum slag chemistry design is therefore required to produce clear ULC steel. The reoxidation kinetics was investigated in the present study by employing high-temperature experiments and developing the reaction rate model. Initial compositions of slag ((% CaO)0/(% Al2O3)0 and (% FetO)0)) and reaction temperature were varied and change of [% Al] in the molten steel was measured. The rate-controlling step was analysed. It was found that the rate-controlling step in some cases changed during the reoxidation: from a mass transport of Al in the molten steel to a mixed transport including Al2O3 in the molten slag. The experimental data validated the reaction rate model based on the elucidated reaction mechanism and FactSage thermodynamic database. The model suggested that high (% CaO)0/(% Al2O3)0 suppresses the reoxidation only when (% FetO)0 is low (5 or lower in the present study).

Mine-derived solutes from Energy Resources of Australia’s (ERA’s) Ranger uranium mine have been closely monitored for decades. Ranger is surrounded by the Northern Territory’s Kakadu National Park and is upstream of Ramsar convention wetlands. Modelling of groundwater flow and solute egress from mine wastes to surface waters has helped ERA successfully assess closure options and secure intermediate regulatory approvals during the site closure process. Potential environmental impacts were assessed using groundwater modelling in support of three ERA applications involving disposal of tailings-derived mine waste. Model results were an important part of the basis for obtaining regulatory approval. Three case studies are presented describing the three applications and how the groundwater modelling supported approval of the applications. For case study #1, INTERA supported ERA in addressing stakeholder concerns in 2017 regarding two aspects of tailings deposition in Pit 3. The first was the potential for flow of tailings fluid into the surrounding formations during tailings deposition. The second was the difference in post-closure magnesium (Mg) loading to surface water for two tailings deposition scenarios. INTERA developed a two-dimensional (2D) model that showed excess tailings pore pressures would not cause outflow and solute egress from the pit during deposition. INTERA’s three-dimensional (3D) models demonstrated that post-closure Mg loading to creeks for both tailings scenarios differed marginally and would be a small fraction of natural creek Mg loads. The modelling results helped avoid delays in completing tailings deposition driven by stakeholders’ environmental concerns. Case study #2 consisted of supporting ERA’s 2019 request for approval to change the tailings deposition method and final tailings level in Pit 3. INTERA’s model results for the permitted and proposed deposition methods showed minimal differences in post-closure Mg loading to creeks. The model results helped ERA obtain the needed approval for the tailings deposition method and water and tailings levels in Pit 3. For case study #3, INTERA modelled the comparative impacts from leaving the entire contaminant plume from the temporary tailings storage facility (TSF) in situ or excavating a portion of the contaminated material from beneath the TSF floor and placing it in Pit 3. The modelling results supported an approved TSF contaminated material application important for ERA to stay on schedule and minimise both closure costs and environmental impacts.

A positive mill reconciliation at a mine is a double-edged-sword. Much back slapping happens. The bank and the board can’t get enough until the downside becomes apparent. Over a prolonged period, there becomes an issue with market perception and the potential for shareholders to be misinformed regarding the potential value of the project. In addition, there are impacts on mine scheduling, waste allocation (or lack thereof), government expectations, and the potential for misguided external assumptions regarding the ‘unexpected’ results. The PT Agincourt Resources Martabe Gold Mine has shown a significant under-call, in the order of 20% total gold metal, between the Mineral Resource (MR) estimates and Grade Control (GC) estimates since production commenced in 2012. Recently, the under-call has been reduced by incorporating the use of grade control drilling in the MR grade estimates. Despite recent improvements in reconciliation, drilling in 2017 at both Purnama and Barani open pits shows that infill reverse circulation (RC) drill holes often produce significantly higher grades than those predicted in the MR block model. Vale is the largest iron ore producer in the world. Since the 1970s, Vale has been using reverse cationic flotation to remove siliceous impurities from its iron ores. Whilst this flotation process has operated effectively for many years, it suffers from the problems of high reagent costs and high metal loss.In 2010, CSIRO investigated the use of a reverse anionic flotation process for Vale iron ore. Batch laboratory flotation studies conducted on Vale samples showed significantly reduced reagent costs and improved recovery of iron. In this work, the flotation behaviour of the different impurities in the Vale iron ore sample using reverse cationic and reverse anionic flotation processes is compared. The Q-slope method for rock slope engineering was developed to enable engineering geologists and rock engineers to rapidly assess the stability of excavated rock slopes in the field and make optimal adjustments to slope angles as rock mass conditions become apparent during construction of road cuts or benches. An empirical relationship between Q-slope and long-term stable slope angle is now supported through over 500 cases studies from Asia, Australia, the Americas and Europe. This paper presents about the stability analysis by first-ever applying Q-slope method on abandoned quarry wall in Singapore. The 30 m high rock slope which is composed of monzogranite rock was severely damaged by blasting operation. As the rock slope is intended for public view the objective was to retain the natural outlook and without any artificial support application thus manual scaling was carried out to clear the loosed rock blocks. In the end stable slope angle of clean rock face is determined once again by Q-slope method.

Throughout the minerals industry, it is evident that a new wave of technological innovation is needed as the mining sector looks for ways to achieve higher security and safety as well as higher production rates with less investment. Innovation has always been one of the key factors in achieving success within the mining industry. However, its importance will be especially relevant in the coming years if negative trends in commodity prices and new challenges facing the industry (lower grades, deeper mines and economy of scales) are to be overcome and the future sustainability and profitability of the sector ensured.The drive towards fully autonomous operations has begun, with the implementation of automated systems in both surface and underground operations. However, these automated systems are currently planned and realised with well-defined automated tasks within structured environments and isolated spaces. Currently, there is no interaction between automated systems, manned systems or humans, which creates physically isolated environments.For fully autonomous and continuous operations, the automated systems need to operate in environments that enable flexible interactions between automated machines, tele- and manually operated machines and humans.In this paper, we address the automation paradigm considering the synergistic collaboration between humans and automated systems. In this paradigm, humans and machines would interact in a flexible, collaborative and synergistic way without the need for isolation. The implementation of this concept within mining operations will have to be underpinned by science and technological developments and will require adaptation from many fields, including robotics, automation, distributed systems, communication, human factors, pattern recognition and mine design.The paper also presents the research and development work being undertaken at the University of Chile’s Advanced Mining Technology Center, in collaboration with the Chilean mining industry. In recent years there has been a major change among mining companies in their mining methods. This has been driven by the need to increase shareholder value and optimising the value from an operation. With this understanding there has been a need for all producers to become more efficient in their mining processes. An analysis of the coal losses at Mount Thorley Operations indicated that the major losses were in the dragline section of the mine due to coal damage from throw blasting. This damage was evident after the removal of the overburden by the dragline.Coal and Allied Mount Thorley Mine in partnership with Orica Explosives developed a process to reduce the coal loss associated with the throw blasting of Mt Thorley. Orica provided its specialised knowledge and experience in the drilling and blasting area and combined this with the local mining knowledge and expertise of Mount Thorley Operations personnel to conduct the project. This partnership reduced coal loss in excess of 50 per cent whilst maintaining targeted dragline productivity.

IGO Ltd’s (IGO’s) Nova Operation (Nova), which is 160 km east-north-east of the town of Norseman in Western Australia (WA), mines and processes nickel-copper-cobalt (Ni-Cu-Co) sulfide ore from the magmatic Nova-Bollinger Deposit (Nova-Bollinger), which is hosted by the Mesoproterozoic age high-grade metamorphic rocks of the Albany Fraser Orogen. Over its 56-month life-of-mine (LOM) operations to 31 December 2020, Nova has processed 5.63 Mt of ore grading 2.04 per cent Ni, 0.86 per cent Cu and 0.07 per cent Co from its underground mine. At the end of 2020, both the Nova-Bollinger JORC Code reportable Mineral Resource estimate (MRE) and Ore Reserve estimate (ORE) were >90 per cent classified in the highest JORC Code confidence categories of Measured Mineral Resource and Proved Ore Reserve respectively. The high JORC Code classification confidences assigned to the Nova-Bollinger MRE and ORE results from the 386 km of surface and underground diamond drill testing of the deposit to a nominal 12.5 by 12.5 m pierce point spacing in mineralisation. The close spaced high-quality drilling and bulk mining method employed at Nova has effectively removed the need for any grade control modelling outside of the MRE process. Importantly, having only the one fully drilled out deposit being mined and only the one process plant, Nova’s reconciliation process is in the fortunate situation of not being confounded by issues such as external ore sources and constant updates as new grade control information becomes available. IGO’s Nova reconciliation processes are focused on reconciliation ratios that quantify operational period differences between the MRE and ORE head grade and tonnage forecasts and the process plant head actuals. These metrics have been used to identify key reconciliation issues and have initiated several studies into the causes for specific reconciliation results, which are discussed in the paper. In late 2020, a period of sustained poor reconciliation results led to the recognition that increasing the understanding of risk between the MRE and ORE should be investigated. To assist with modelling stope level risk within the mine plan and subsequent reconciliation, an attempt was made to develop a formula to quantify ‘stope risk’ from MRE metrics such as sample spacing, kriging efficiency and so on

Today, it can be said that the majority of mines utilise communications equipment in one form or another. Either for communications between staff making their day-to-day operations more efficient, or for emergency communications, as well as linking computer based mine management systems, and providing remote control over complex mobile and fixed machinery. With the advances in technology now available, we are moving into the next generation of mine communications equipment, using digital communications in the underground mine environment. It is a proven fact that an efficient underground mine communications system can help maximise production, by providing major gains in areas such as equipment and manpower utilisation, staff and vehicle tracking, reaction times to break downs and emergencies. In this paper we will describe some of the facilities that are currently available, as well as what will soon be available to mining and tunnelling companies around the world.
