The paper addresses certain mining provisions of the Aboriginal Land Rights (Northern Territory) Act 1976 and the development of Mining agreements negotiated pursuant to Section 43 of the Act. Difficulties for miners and Land Councils alike arising out of the operation of the Land Rights Act will be discussed. Possible scenarios for the resolution of these difficulties will be proposed.

As well as breaking and moving rock, blast energy sets up a seismic wave in the ground which can cause significant damage to rock structures and buildings and disturbance to human occupants. This seismic ground vibration is potentially most damaging when its dominant frequency coincides with the resonant frequency of a structure, leading to high amplification factors between the input ground vibration and the resulting structural response. This paper outlines methods of identifying the resonant frequency of structures. It also describes a practical numerical method for the modification of blast designs to reduce the ground vibration energy in critical frequency ranges. The method is illustrated with two recent case studies.

The use of teleoperation in mining is increasing due to requirements to improve safety and reduce the number of people required to work in remote and difficult environments. We recently completed a project to develop a teleoperated control system for a rock breaker at an iron ore mine in the Pilbara region of Western Australia, with the objective of demonstrating the feasibility of remote rock breaking over long distances. This required controlling both the rock breaker and an array of pan-tilt-zoom (PTZ) cameras using joysticks. Controlling the cameras distracted operators from the primary task of controlling the rock breaker to position and fire the hammer. This lengthened task times as both the operator's attention and their hands have to swap between different control interfaces. In this paper, we present a novel design using human eye gaze as an interactive input for the remote camera control. It follows a simple and natural design principle: Whatever you look at the screen, it goes to the centre. A prototype system has been implemented by integrating computer vision based eye tracking technology, with the advantage of being real-time, robust and marker-less. We conducted a user evaluation, where users undertook a control task while obscuring the direct view of the working area and using a remote camera to transfer the live video stream as the visual feedback. Subjects were required to participate in the experiment using eye tracking camera control and traditional joystick control respectively. The statistical analysis of objective measures indicated that our novel eye tracking control significantly outperformed the joystick control. The results of the post-experimental subjective measures also revealed much higher user preference for using eye tracking control, which provides clear evidence that this design is a better interface for remote camera control in mining teleoperation settings.

The results of about 30 years of exploration and mining activities and research studies in the Kambalda mining district, Western Australia, have led to general agreement that the komatiite-associated Ni sulphide ores formed as a result of igneous processes (Ross, 1974; Ross and Hopkins, 1975; Gresham and Loftus-Hills, 1981; Cowden, 1988; Lesher, 1989 and many others). Despite this agreement, the controls on sulphide supersaturation and concentration of the resulting sulphide in a limited zone, remain uncertain and controversial. A major uncertainty is the source of sulphur in the ore deposits. Two principal sulphur sources have been proposed: 1. komatiite lava/magma (Hudson, 1972; Naldrett, 1973; Lesher et al, 1981; Cowden, 1988; Foster et at, 1995), and 2. sedimentary material (Groves, Barrett and McQueen, 1979; Lesher, Arndt and Groves, 1984; Lesher, 1989; Lesher and Campbell, 1993). Resolution of the uncertainty regarding the sulphur source is required for a complete understanding of the controls on ore formation, which in turn would significantly impact exploration strategies in the Kambalda mining district and elsewhere. This paper reviews the constraints on sulphur sources for the komatiite-associated Ni sulphide ores in the Kambalda mining district. The focus is on the general characteristics of the ores and surrounding rocks: individual ore deposits are not described, though specific examples are noted where appropriate. The stratigraphic and volcanic settings and geochemical (major and trace element and isotopic compositions) characteristics of the ore deposits and surrounding rocks are considered within the context of the competing sulphur source models, and future directions of research in the district are noted.

Systems for the routine on-line determination of ash content of process streams in coal preparation plants and handling systems have been in use in Australia for over four years. More recently, monitors for on-line moisture measurement have been developed to complement the ash measurement function. The technology for these systems is reviewed briefly. The development of reliable ash and moisture monitors has made the implementation of automatic systems of coal quality control practical. The emerging philosophies of automatic control in Australian preparation plants are examined with particular emphasis on systems involving dense medium circuit regulation. Related developments in flotation control and coal sorting are noted to complete this overview.

A novel fracture-plane control blasting technique with particular application in wall-control blasts in mines employing medium to large diameter boreholes is described. It consists of a string of nested holes, each nest consisting of a large diameter charge-hole flanked on either side by a small diameter satellite hole. Each nest is shown to be an analog of a pressurized hole with diametral notches along its length. This 'equivalent-notched' hole concept for generating controlled fractures along preferred directions has been successfully investigated in the laboratory and in the field. The technique has been used to generate controlled fractures on a quarry bench in highly jointed limestone. The resulting blasts with a 250 mm diameter central charge-hole and 50-75 mm satellite holes show that two nests of such holes almost 5 m apart could be joined by a single co-linear fracture. The design range of diameter ratio between charge-hole and satellite hole is 3 to 6 and spacing is 3 to 5 charge-hole radii. With careful matching of explosives and decoupling, and combination of diameter ratio and spacing, it would be possible to connect two nests of such holes more than 20 charge diameters apart by a single controlled fracture plane. The relative merits of the technique against existing wall-control blasts are discussed, and guidelines for practical fracture-plane control blast designs are discussed.

The double track railway tunnel, called the Second Shirasaka Tunnel is being constructed under the supervision of Japanese PTational Rail- ways (JNR) in the tertiary soft rock strata in order to speed up the railway transportation. This tunnel (L=1765m), located in a central part of Japan, is excavated by the machine (roadheader), while the adjoining First Shirasaka Tunnel (L=1296m), completed five years ago, was driven by the blasting, and NATM is adopted in both tunnels. The geological features in this region are Neogene Tertiary of Miocene sediments consisted of mudstone, the sandy mudstone and the alter- ation of these rocks, having a squeezing be- haviour. And the geological structure is as complicated as some anticline and syncline structures, large or small scale exist, and as a lot of faults are found. The machine excavation manner using road- header is adopted in this tunnel to minimize the effect of excavation because there is a possibility of the occurrence of landslide due to the tunnel excavation, and also because local inhabitants reside on the ground surface.

What is `environmental risk'? There are two possible perspectives: (a) The risk that mining activity will have an impact on the environment. (b) The risk that due to a perceived impact on the environment, the mining activity is at risk due to some legal consequence. This paper is concerned with the second of these perspectives, and particularly with the way in which mining companies can manage that risk. Environmental risk - possible legal consequences The risk is that the mining operation will be disrupted. Disruption may be: (a) Physical. The mining activity can be stopped, altered, or modified, or something additional can be required to be done. (b) Financial. Penalties (up to $1M) on corporations and in some states on both directors and managers. Land may also be included on a contaminated land register (significant impact on asset valuation).

This is a case history of prospec- ting carried out by Comstaff Pty. Ltd. over the Pinnacles Area, part 4 of Exploration Licence 5/63, 9 km north of Rosebery in Western Tasmania. Evidence is presented to show that A 0 soil samp ling is a viable prospecting method for outlining polymetallic sulphide occur- rences in areas where leached organic/ glacial soils are common. Diamond drilling of low threshold anomalies has intersected base metal mineralisation.

Research into cemented rock fill at Mount Isa Mines Limited since 1992 is described. The key mechanisms controlling segregation during stope filling with cemented rock fill are described and include the gravity flow mechanism which is described in detail. Examples are provided to demonstrate these mechanisms. Comparisons are made between Mount Isa Mines' cemented rock fill and slurry-based cemented rock fills. Recent backfill stability modelling using a three-dimensional finite clement program is described.

The Northwest Territories (NWT) of Canada has emerged as a major new province for diamond mineralisation in less than three years. This is primarily the product of a diligent search in the form of a scientifically based exploration effort. However other factors, including positive aspects of the business and the legal environment have also been identified as assisting the exploration process. In my view these have increased the likelihood of diamond mining becoming a major new industry for Canada. The supportive role of various government agencies has been important. In addition, the character of many of the joint venture deals that have been done has provided an attractive setting for the capital intensive evaluation and development work that is now required to bring the diamond discoveries into production. Perhaps of equal importance is that with the recognition that is being given to the success of the NWT diamond ventures, Canadian explorers are continuing to attract new risk capital for further exploration. This paper attempts to model and quantify the probability of exploration success translating into successful mine development.

Mineral commodity prices are subject to volatility over both the short and longer run – driving fluctuating operating margins for mining companies over time. Such market dynamics influence mine operating decisions depending on the interplay of company-specific and mineral market factors. The company factors include corporate financial strength and price-risk management strategy, as well as mining practices and methods at the operation level. The critical mineral market factor is the price of the ex-mine product. This results from underlying microeconomic and macroeconomic root-causes pertaining to mineral supply and demand, in addition to the activities of financial participants within commodity markets.Significant changes in commodity prices of an extended duration, either up or down, remain the principal influence upon mine economics – and therefore on mining practices too. Accurate and precise forecasting of commodity prices (and of relevant exchange rates) continues to prove elusive both to mineral economists and market analysts. Thus, at any given point in time, there are often widely differing price forecasts available for both the relevant commodity and currency. Companies as a result are unclear how to respond in practical operating terms to such price-side uncertainty – other than to manage incremental capital and operating expenditure. Typical company – and industry financier – responses to the difficulty in predicting future mineral commodity prices are to take measures to manage uncertainties in mining project revenues and costs. These operating practices are prudent – yet come at an economic cost: that is, lost revenue and margin opportunity is inevitable in any such system not easily capable of responding to price volatility in the market. The mine of the future will seek to capture this lost economic opportunity. The distribution of platinum-group elements (pGEs) has been investigated in matte and slag samples from Waterval Smelter (Rustenburg Platinum Mines). The study showed that a strong preference of PGEs for alloy phases in matte represents a concentration mechanism that commenced in the furnace but can be considered a continuum from natural processes. Metal losses to fayalite (converter) slag occur by matte entrainment due to the mechanical capture of liquid sulphide droplets from the matte layer, and the exsolution of dissolved metal sulphide resulting from changes in the oxidation state of the slag. The latter is comparable to immiscible sulphide in basic magmas. However, the observed distribution of PGEs shows enrichment in metal phases of the matte. A mechanism is proposed whereby naked PGEs in silicate melts coalesce to form clusters which are stabilised by surface attachment of sulphur atoms. This envelope acts to 'draw the cluster into sulphide melts. Small particle melting effects permit PGE clusters to remain as liquids at magmatic and smelter temperatures.

Examples of recent mining advances are in mechanised roadheading, in different approaches to cutting technology, and in low height roof bolting.On the longwall face the mechanics of cutting are related to supplied energy as well as to dust make. In conveying both armoured face conveyors and conveyor belts are monitored. Roof support is not neglected and the continuous pumping of stowage slurries provides further options for longwall support. Surveying developments, particularly the gyro-theodolite, directional drilling. and shaft vehicle monitoring provide further examples of advances in control in coal mining activities.

Intorducing the hypothesis that the cause ,òi spontaneous combustion of coal is depending un the accumulation of heat produced by its oxidation, the authors derived the equation expressing the temperature change in a heap i fine coal. To solve the equation, thermal conductivity, specific heat and rate of heat ,eneration of fine coal (-48 mesh) were measured at various temperatures in the range _'0-65¦C. The equation was solved numerically and the volume of fine coal which would ignite spontaneously was estimated as the function of ambient temperature. Using 170 Kg of fine coal, everal experiments for confirmation were conducted. At the ambient temperatures of 60¦C nd 50¦C, coal began to fire spontaneously brut 00 and 110 hours later respectively. Gunpowder Copper Limited processes 1,000 tonne/day of Mammoth ore in a conventional flot- ation concentrator. Run of mine ore is prepared for flotation by three stages of crushing and two stages of ball milling. The concentrate, in which the primary copper mineral is chalcocite, is solar dried and exported to Japan. The history of operation is summarised, and plant practice and metallurgical problems are discussed.
