While there is no specific obligation on the part of any applicant to consult directly with tangata whenua (people of the land), recent cases highlight the need to engage in active consultation in order to avoid serious objections and delay, particularly where a proposal may affect the matters referred to in section 6(e) (Waahi tapu/sacred places) and 7(a) (KaitiakitangaiGuardianship) of the RMA.   The Environment Court has shown some sympathy for tangata whenua where waahi tapu and other significant matters of cultural concern are at risk because of a proposed development. There are several practical steps that can be taken to minimise the potential for serious objection including: ò knowing who to contact and how to contact them; ò demonstrating empathy for the concerns of tangata whenua; ò engaging in proactive consultation, for example meeting at a time and a place that is suitable to tangata whenua, and a preparedness to meet the costs of tangata whenua etc; ò demonstrate an awareness of tangata whenua issues; being aware of the types of mechanisms that are available to remedy, avoid etc adverse effects on matters of concern to tangata whenua.

Until ten years ago, the largest load tests on drilled shafts (bored piles) were about 3,000 tons (27MN). These tests were made with kentledge (large weights, usually concrete blocks) stacked up as a reaction to the applied downward load of a hydraulic jack. In some cases, the jack load is resisted by a load frame held down by piles or anchors connected to the frame. When the test loads exceed 3,000 tons (27MN), these methods become cumbersome expensive and time consuming. The Osterberg (O-cell) test method does not require any reaction load. It has become the only cost effective method for static load testing of high capacity shafts. Over 650 load tests have been performed with this method, 86 of which were over 3,000 tons (27 MN) and 40 over 5,000 tons (44 MN), and the largest test load was 17,000 tons (150 MN). Tests have been made on sands below the water table, shafts ending in rock sockets, and cemented sands and gravels. Test results and details for selected load tests are discussed.

The Citronen Zinc-Lead Project is one of the world?s largest undeveloped zinc-lead resources, containing more than 13 billion pounds of zinc and lead metal. The project is located in northern Greenland, a self-governed region of the Kingdom of Denmark (Figure 1). Citronen is the northern-most mine in the world, operating at a latitude of 83o 3? N. In excess of 67,000 meters of diamond drilling have been completed to delineate the resource. As of January 2012, the measured, indicated, and inferred reserves for the Citronen project totaled 70.8 million tonnes, consisting of 5.7% zinc + lead (3.5% zinc cut-off) (Ironbark, 2012). For the underground mine plan, room-and-pillar and long holestoping mining methods were selected. The beneficial application of structural fill was considered for increased recovery, efficient tailings disposal, and ground control. Three types of fill were compared - paste fill, cemented rock fill, and iced tailings. An environmental and economic feasibility study concluded that iced tailings was the preferred alternative provided it met the ground control requirements. Crude shale oil produced by underground retorting of Green River Formation oil shale was hydrogasified over a cobalt-molybdate-on-alumina catalyst at operating temperatures ranging from 800° to 1,300° F, pressures of 500, 1,000, and 1,500 psig, and a liquid hourly space velocity of 1.02 volumes of oil per volume of catalyst per hour (Vo/Vc/hr). At a temperature of 1,300° F and pressure of 1,500 psig, 94 weight-percent of the liquid feed was converted to gas containing 72 volume-percent methane. With two reactors in series at a temperature of 1,170° F in reactor 1 and 1,260° F in reactor 2 and a pressure of 1,500 psig, 97 weight-percent of the liquid feed was converted to gas with a methane content of 75 volume-percent. Liquefied petroleum gas (LPG) was hydrogasified at operating temperatures ranging from 500° to 1,400° F at a pressure of 500 psig over a cobalt-molybdate-on-alumina catalyst. Similar experiments were made with an empty tubular reactor. The data indicate that gasification reactions in the presence of a cobalt-molybdate catalyst change from predominantly a catalytic (carbonium ion) reaction to predominantly a thermal (free radical) reaction at temperatures greater than 1,100° F. The data also indicate that a reaction temperature of 1,350° F is necessary at the space velocities used in this investigation to make a synthetic natural gas (methane content of 90 volume-percent) from in situ crude shale oil.

Ore reserves are inadequately defined. Geological reconnaissance and pre-feasibility mining work generate a broad range of valid tonnage estimates, many published for the benefit of various interests, who may view all figures as reserves. This work reviews the regular estimation of tonnages, grades and relevant factors for single deposits. A consistent framework of definition is suggested which, by conforming to the known structures of feasibility studies and long-range plans, avoids the pitfalls of over-categorisation and of unrealistic promises. Environmental self-monitoring is one of the advanced approaches for industrial sustainability programs. Organization for Economy Cooperation and Development (OECD) defines self-monitoring as ?the system of organizational and technical measures put in place and financed by [the] regulated subject? in order to ensure their compliance with regulatory requirements?1. Self-monitoring is beneficial for industrial operators, communities, and governments. Industrial companies use self-monitoring as a central element of their compliance management that allows them to fulfill their duties, obligations, and to avoid citations. When industries control their emissions and ensure workers are not exposed above the regulated limits, communities are better. It is impossible for an EPA, OSHA, or MSHA inspectors to be close to every emission source or workplace full-time. It is much more effective for industries to self-monitor, under due supervision. Occupational conditions are a very important part of industry and health and safety self-monitoring should be highly prioritized. In this paper we will research the regulatory basis and best practice of occupational self-monitoring. We will show that not only is self-monitoring a vital element of an occupational health & safety management system, but that you need a management system for affective monitoring.

"In the flotation of ultramafic ores at Thompson mill, Inco Limited, CMC is used as both a floatable rock depressant and electrostatic serpentine slime dispersant. CMC, being a high molecular weight polymer, creates a serious handling problem in its introduction into the flotation processes. Typically, it is added as a 1-3% solution. This requires an enormous handling facility and makes its metallurgical gains uneconomical.Laboratory studies have shown that dry CMC addition as opposed to wet addition is feasible, as long as sufficient conditioning time is provided. Dry CMC addition into the grinding mill is also possible but its effectiveness is slightly reduced as compared to dry addition after grinding mills. Dry CMC addition using a vibratory feeder into the mill discharge is successfully applied in the treatment of ultramafic ores at Thompson mill.INTRODUCTIONManitoba Division MineralogyAt Inco’s Manitoba Division, two distinctly different sulphide ores are processed at the Thompson mill - primarily by froth flotation. The Thompson and Birchtree mines are both located within the Thompson Nickel belt. Sulphide mineralogy is relatively simple and includes both hexagonal and monoclinic pyrrhotite, pentlandite and minor chalcopyrite hosted in metasedimentary and metavolcanic rocks. The significant difference between the two mines is the amount of ultramafic rock associations in the host material. Increasingly, more of the ultramafic associated ores from the Birchtree mine are being processed through the mill with a characteristic poor metallurgy."

During the last decade, advances were made in solvent extraction/electrowinning (SX/EW) technologies. Combined with heap leaching, these technologies made it viable to exploit large, low-grade oxide copper deposits. The El Abra Mine is a good example for such a deposit. The deposit is situated in northern Chile at an elevation of about 4,000 m (14,000ft), 70 km (45 miles) north of Calama. Codelco sold 51% of the El Abra to Cyprus Minerals in June 1994, with Codelco retaining the balance. In 1993, Cyprus and the engineer on the project began discussions withinternational companies regarding the materials-handling system requiredfor the project. These early discussions were considered critical for this fast-track project.

Quarries around Auckland have reached or are reaching the ends of their lives, which raises issues about rehabilitation. Significant volumes of 'cleanfill' are generated by the City, particularly during phases of urban renewal and development. Emplacement of the fill in quarries removes the problem of fill disposal and provides an opportunity for restoration of the quarry site.There is a compatibility between quarrying and cleanfilling because at quarries:Truck routes are already established Neighbours are accustomed to the effects and appropriate buffer distances have been established Bringing fill into a site attracts aggregate sales and is very efficient. Fill originates from construction sites and ad-hoc excavations and therefore it is not surprising that sampling has shown the quality to be variable. Both Winstone and the Auckland Regional Council have surveyed undisturbed soils in the region to attempt to determine natural background levels of common contaminant substances. Comparison of these levels with delivered fill shows that a high proportion of delivered materials can be regarded as mildly contaminated. Therefore the term 'cleanfill' is, in the Auckland region at least, a misnomer and the term 'managed fill' has been adopted.Historically and presently the only control on quality of 'cleanfill' has been some visual inspection. This leaves the fill operator open to potential liability for creating a contaminated site. Implementation of controls at WinstoneÆs operations has progressed slowly, over some ten years. This is mainly due to the perception that mobility of contaminants within and out of the landfill will be very limited because of the near-neutral pH and abundance of clay minerals in the fill. The methods of control and results of environmental risk assessments at WinstoneÆs Puketutu Island Quarry will be briefly described.

In this report, the application of the PHU/MVS program is demonstrated through the use of a simple but realistic mine ventilation program. The report details, the problem description, the input data required and the various output features of the simulator. The PSU/MVS program is written in Fortran IV for use with IBM 370/168 computers. A version of the program that can be used in CDC computers is also available. A ventilation network consisting of 531 branches, 300 nodes and 5 fans took 48 seconds for solution on The Pennsylvania State University's IBM 370/168 computer. Appendix I of this report is the User?s Manual for the program. Appendices II and III contain the input data listing, and selected output listing for; the application. Appendix IV provides tables for leakage, friction factors and shape factors.

In China, the total reserves of vanadium, reported as V2O5, in stone coal is 118 Mt (130 million st). Recovering vanadium from such a large resource is very important to China?s vanadium industry. The technology now being used to recover vanadium from stone coal has the following two problems in the leaching process: a low recovery of vanadium and high acid consumption. To resolve these problems, a new leaching technology is proposed. The effects of factors such as H2SO4 concentration, liquid-solid ratio, temperature and time, and the types and additions of additives were studied. By adding 1.5% (by weight) CaF2 and leaching the roasted residue of stone coal with 5.4% (by weight) sulfuric acid at 90°C for 12 hours at a liquid-solid ratio of 2 mL/g, the leaching degree of vanadium reached 83.10%. This proposed leaching technology gives a feasible alternative for the processing of roasting residue of stone coal and can be applied in the comprehensive utilization of stone coal ores in China.

Obsolescence in the mineral world is virtually nonexistent if the term is taken to mean that a mineral commodity, once established in commerce and industry, subsequently has fallen into disuse. We are living in an age of minerals. Each generation puts an increasing array of mineral-based commodities, in larger quantities, to more uses than ever before. Bastnasite, a museum mineral and a collector's item a few years ago, is now produced in quantity at Mountain Pass, Calif. Uranium, a minor byproduct of vanadium mining in the Rocky Mountain plateau area before World War 11, has grown to be a leading mineral product in several western States. And finally the total quantity and value of minerals both in the United States and in the World establish new records almost yearly. Surely the mineral industry as a whole is not obsolescent in our economy. Nevertheless, there are particular uses for particular minerals that are obsolescent and some applications have been supplanted entirely. Tin does not occupy the prominent place in foil manufacture that it once did, and the schoolboy's slate left most classrooms before the oldest of us were born.

NuevaUnión SpA (NuevaUnión) is a development project located in the Huasco province of the Atacama region of Chile. It is held in a joint venture company owned 50:50 by Teck Resources Limited (Teck) and Newmont Goldcorp. It includes the Cu-Mo Relincho deposit and the Cu-Au La Fortuna deposit, with plans to utilise a single concentrator to be built at the Relincho site. The Relincho site is at an altitude of 2,000 masl and is 40 km from the La Fortuna site which is at an altitude of 4,100 masl. The project is currently completing a Feasibility Study and is reviewing equipment selection and flowsheet options. This paper is based on the current thinking, and design decisions will be finalized at the completion of the Feasibility Study. NuevaUnión is currently planning for phased operation, processing Relincho ore at 104 ktpd followed by processing ore from La Fortuna at 116 ktpd. Plans for the third phase include doubling the main processing lines and returning to Relincho ore at a processing rate of 208 ktpd. The NuevaUnión concentrator will incorporate comminution and flotation circuits that are being designed to maximize the overall economic value of the combined ore deposits. Major ore characteristics differ between the two ore bodies, such as ore competency, grindability, liberation grind size, pulp rheology, tailings properties, minerals and metals of value, as well as gangue mineralogy. Mineral processing choices have been made to optimise value from each deposit and the combined project. INTRODUCTION Between 2010 and 2013, two significant mining projects were being developed in Chile: Goldcorp’s El Morro project had recently finalized a Feasibility Study and, in 2011, had received its environmental approval for construction; and Teck Resources Limited’s (Teck) Relincho project was finalizing a Feasibility Study and preparing its Environmental Impact Study. Both projects were: Geographically close, at only 40 km apart. Considering similar infrastructure. Each was planning to have its own concentrator, tailings management facility, high voltage power line, port, concentrate transport system, seawater desalination plant and pumping system to mine site.

NZ Steel's flushing slag typically contains 1.2 per cent V203. Extraction of vanadium from powdered slag using a salt (NaCI or Na2CO3) roast/leach process was investigated. With NaCl, optimum extraction conditions were a charge containing 10 per cent NaCI, roasting in air at 875°C for 4 hours, followed by leaching in dilute H2SO4. Extractions were typically 30-50 per cent. NaCI roasting did not chemically attack the slag; the phase transformations that occurred were due to high temperature oxidation. Slag particle size had a significant effect on extraction.Optimum conditions for extracting vanadium by Na2C03 roasting were 20 per cent Na2CO3 in the charge and roasting in air for 3-4 hours at 850-875°C followed by water leaching.Na2CO3 roasting involved chemical attack that resulted in the formation of perovskite (CaTiO3) and carnegieite (NaAISiO4).The extent of vanadium extraction depended on the amount of Na2CO3 added and the original slag SiO2 content.Compared to the separate roasting treatments, simultaneous treatment with NaCI and Na2CO3 gave lower vanadium extraction, while requiring considerably higher roasting times and temperatures.

This paper presents a dynamic analyses of heap leach pad stability under high phreatic levels and various levels of seismic loading. The dynamic analysis were conducted as fully non-linear two dimensional analyses with fully coupled liquefaction triggering using the Fast Lagrangian Analysis of Continua (FLAC) computer code. Also, the geotechnical parameters, appropriate earthquake record selection and modification, model calibration, numerical analyses and results are discussed.

To understand the reinforcing mechanisms of the fully grouted resin bolt and clarify its performance in weak roof strata, the field monitoring investigation using instrumented bolts has been conducted in a coal mine. The total time of monitoring was around ten months. In the first 8 month period, the rock bolt performance relates to the initial development of the gateroad and subsequent time dependent strata response. After 8 months, the rock bolt performance relates to the effect of the approaching longwall mining operation, up to the point where the measuring station was destroyed due to the mining operation.

This Bureau of Mines manual for design of surface mine haulage roads covers such aspects of haulage road design as road alinement (both vertical and horizontal), construction materials, cross slope, and drainage provisions. Traffic control and design of proper lane widths to promote safe vehicle movement are included, as are suggested criteria for road and vehicle maintenance and for runaway-vehicle safety provisions. The aim of this publication is to provide those involved with surface mine haulage road design with a complete manual of recommended practices that, if implemented, will promote safer, more efficient haulage routes.

Researchers from the Office of Mine Safety and Health Research (OMSHR) of the National Institute for Occupational Safety and Health (NIOSH) completed field trials during coal mine rescue contests using simulated gas detectors in place of placards. The gas monitor simulator (GMS) devices replaced static, paper placards to deliver gas concentration data. Eleven teams were observed during the field contest, which was approved by the Mine Safety and Health Administration (MSHA). GMS devices were given to three team members, the captain, and both gasmen. Observation of teams revealed that team members changed behavior by acknowledging and sharing information more often while using the GMS. As a result of this research, it has been demonstrated that under the existing contest format, the newly developed GMS device may be used with no adverse impact on team contest performance. Furthermore, when GMS technology advantages are used, contest realism is improved. In the future, competency assessment may be incorporated.

In 2005, NIOSH and Badger Mining Corporation entered a partnership to implement ergonomic interventions, including a systematic process, to address exposures to risk factors that may result in musculoskeletal disorders or other types of injuries/illnesses. As a result of this partnership, an ergonomics process was integrated with the existing safety and health program to promote an on-going application of ergonomic principles, and over 40 task-specific interventions were implemented during the first year of the process. This paper presents details of the process integration, and several examples of task-specific interventions that reduced exposures to risk factors.
