WHEN THE BUREAU OF MINES was created in 1910, the organic act had as one of its main provisions the following: That it shall be the province of said bureau and its director, under the direction of the Secretary of the Interior, to make diligent investigation of the methods of mining, especially in relation to the safely of miners and the appliances best adapted to prevent accidents, the possible improvement of renditions under which mining operations are carried on, the treatment of ores and other mineral substances, the use of explosives and electricity, the prevention of accidents, and other inquiries and technologic investigations pertinent to said industries, and from tinge to time make such public reports of the work, investigations, and information obtained as the Secretary of said department may direct, with the recommendations of such bureau. The nationwide nature of the health and safety work of the Bureau of Mines has given its representatives an opportunity to study and report on matters pertaining to health and safety in mines and related operations from the time the Bureau was established to the present. Regular annual reports and numerous additional papers and reports have been published each year to place on record and to make available the information gathered. While the basic purpose of this bulletin is to describe health and safety reports for the period January 1947 through June 1955, a selected number of earlier publica¬tions that are believed pertinent for reference purposes are included.

Connectivity between mining and metallurgical process operations and their business systems has become a reality. Expanded use of plant information on the desktop is a standard tool for revenue improvement, cost reduction, and adherence to production constraints. The industrial component desktop support access to information for continuous improvement and innovation by staff personnel and engineers. Collaboration between groups enables the implementation of an overall process effectiveness index based on losses due to equipment availability, production recovery and quality rate. In this sense, the paper point out three cases studies of large integrated power stations.

"Exploitation of an ore deposit can be optimized by adapting the beneficiation processes to the properties of individual ore blocks. This can involve switching in and out certain treatment steps, or setting their controlling parameters. Optimizing this set of decisions requires the full conditional distribution of all relevant physical parameters and chemical attributes of the feed, including concentration of value elements and abundance of penalty elements. As a first step towards adaptive processing, the mapping of adaptive decisions is explored based on the composition, in value and penalty elements, of the selective mining units.Conditional distributions at block support are derived from cokriging and geostatistical simulation of log-ratios. A one-to-one log-ratio transformation is applied to the data, followed by modelling via classical multivariate geostatistical tools, and subsequent back-transforming of predictions and simulations. Back-transformed point-support simulations can then be averaged to obtain block averages that are fed into the process chain model.The approach is illustrated with a ‘toy’ example where a fourcomponent system (a value element, two penalty elements, and some liberable material) is beneficiated through a chain of technical processes. The results show that a gain function based on full distributions outperforms the more traditional approach of using unbiased estimates."

As environmental costs incurred by the mining industry become increasingly subject to critical analysis, new technology is necessary to ensure the further development of good relationships between the industry and community. Phytoremediation and phytomining are technologies that have the potential to capture the imagination and approval of the public. Phytoremediation , the in situ use of plants to extract heavy metals from a contaminated substrate, could offer an environmentally and cost-friendly alternative to traditional remediation techniques. Phytomining is the in situ removal of metals from a contaminated site or subeconomic orebody with the additional aim of recovering from the plant an economic amount of metal. Plants used in such operations, hyperaccumulators, accumulate large quantities of one or more target metals in their above-ground herbage. Upon harvesting and incineration, this plant material yields a low-volume, sulphide-free æbio-oreÆ, which can either be safely disposed of, or if the metal is of sufficient value, smelted. Investigations into the economics of phytomining nickel from ultramafic (serpentine) soils, showed that Alyssum bertolonii and Berkheya coddii could remove over 100 kg of nickel per hectare per annum from land with nickel concentrations well below the cut-off grade for conventional mining. It also appears possible to æinduceÆ the hyperaccumulation of gold into plants growing on gold tailings, or on stockpiled, low-grade gold ore. The plants used for phytoremediation and phytomining are useful colonisers as they are necessarily hardy and withstand extremes of salinity, metal toxicity and water stress that hinder the success of current revegetation procedures. As part of a rehabilitation operation, these plants may alter the geochemistry of a substrate making it more amenable to the growth of native species that should be used to restore a mining site to pre-operating conditions.

"Reclamation legislation was introduced in British Columbia in 1969 amidst public concern and controversy. This paper reviews this legislation as it relates to coal mining, and how it is being implemented.Although the principles of land reclamation are reason-ably well understood, reclamation of industrial wasteland has never previously been attempted under such rugged conditions as occur in the Canadian Rockies and a new methodology is being developed.The resolution of the technical and organizational problems involved are discussed and the techniques and experiences described."

Approximately half of all the fuel energy used in the United states is now pro-vided by oil and natural gas. A persistent and rapid growth in energy demand during the last 3 decades has been absorbed largely by the liquid and gaseous rather than solid fuels. In 1948 the energy provided by coal was substantially the same as in 1920. Meanwhile, the use of oil and natural gas each had increased fivefold. On a per capita basis, the change is more significant. Coal consumption has dropped from about 6 tons per person to 4-1/2 tons, while oil has increased from 4-1/3 barrels to 14-1/3, and natural gas from 7,500 cubic feet to about 35,000. These facts would have only academic interest if the United States had unlimited supplies of all fuels. However, while the Nation's reserves of coal are adequate to meet our needs for centuries, those of oil and natural gas appear limited. It is obvious, therefore, that the security of our liquid-fuel position would be greatly enhanced if the supply could be based in an increasing degree on solid fuels, such as coal and oil shale, which make up more than 95 percent of our fuel reserves, instead of natural oil and gas. In addition, this would create new employment and help to stabilize the market for coal, which may be facing comparatively bleak prospects in the near future unless its position with respect to other fuels is improved.

The $980m (€750m) Dublin Port Tunnel, Europe’s biggest urban highway tunnel project, was opened in December 2006. The culmination of this immense scheme is set to transform the environment, mobility and road safety of Ireland’s capital city. This paper summarizes the key aspects of a project linking both sequential and parallel construction of individual tunnels and describes various approaches to bored, mined and pre-support cut-and-cover tunneling in a wide variety of ground types and depth of cover. Examples of innovative approaches to deal with structural and geotechnical problems while maintaining full operation of both road and rail traffic and the integrity of properties in a dense urban corridor are described.

INTRODUCTION The Brightwater conveyance system project in King County, Washington consists of constructing about 21 km (13 mile) of effluent and combined influent and effluent tunnels. The influent tunnels will collect sanitary sewerage from the service area and convey it to the new wastewater treatment plant (WTP) site at Route 9 in Woodinville, Snohomish County, Washington. The effluent tunnels will convey treated effluent from the WTP to an outfall at Puget Sound. The tunnels will be constructed primarily under residential areas, busy suburban roads and state highways. This 21 Km (13-mile) soft ground tunneling project faced many design challenges because of the geologic and hydrostatic conditions, long tunnel reaches, and large overburden depths. Boring depths typically varied from 45.7 M (150 ft) to 114 M(375 ft) with a maximum depth of 185.6 M (566 ft) deep. Conventional empirical methods for non-mountain terrain based on a 1:1 ratio of drilled footage per foot of tunnel bore (National Research Council, 1984) for evenly spaced borings provided a good start for the Phase 1 explorations. However a continuation of this approach with closer spacing was deemed inadequate by the geotechnical team for efficiently allocating geotechnical exploration resources for the final design. This paper presents a rational approach that was used to evaluate the value of a particular geotechnical exploration boring, pump test or other in-situ test. The method of analysis, which was initially developed for rock tunnels (Einstein et al., 1978), was modified for the Brightwater project. The method considers the potential construction cost risks resulting from variable geologic conditions, the cost and reliability of the geotechnical exploration and the earned value (cost risk reduction) of performing the geotechnical exploration. "In 2000-2009, Highland Valley Copper (HVC) tested new generation 660 mm cyclones supplied by various manufacturers in an aim to replace existing first generation 762 mm cyclones without success. Due to plant infrastructure limitations, new generation larger (838 and 800 mm) cyclones were not feasible. In 2010, an approach of testing hybrid 800 mm diameter cyclones was initiated by HVC. The hybrid cyclone consists of an 800 mm cyclone upper head section and the use of existing 762 mm cyclone conical sections. Three hybrid 800 mm cyclones were engineered and fabricated, targeting a throughput of 850-950 mtph and were installed in the E line cyclone cluster. Since starting operation on September 20, 2011, three hybrid 800 mm cyclones have been running at combined throughput ranges of 750 to 1050 mtph. Based on plant Daily Met Reports, the test hybrid cyclones demonstrated a decrease in misplacement of coarse copper bearing material to the cyclone overflow and better cyclone efficiency when compared to the existing 762 mm cyclones at the same throughput. The hybrid 800 mm cyclones also demonstrated significantly higher capacity per unit when compared to the existing cyclones. Based on the improvement demonstrated in the full plant trials, HVC decided to install the new hybrid 800 mm cyclones in all five grinding lines starting in July, 2012. A more detailed discussion of the full plant trials and initial results of the first complete retrofit of E line will be presented. INTRODUCTIONHighland Valley Copper Partnership (HVC) is Canada’s largest base metals mine and one of the world’s largest producers of Cu-in-concentrate. The mine, located in the central interior of British Columbia, is owned (97.5% interest) and operated by Teck Resources Ltd. In 2011, HVC produced about 210 million lbs. of Cu and 8 million lbs. of Mo. HVC’s Mill Modernization Project (MOP), which was budgeted for $475 M, is currently under intensive construction and is scheduled for commissioning in Q1 2014. The following description was valid at the time of writing this paper.The operation has been expanded a number of times since the startup of the original Lornex mill in 1972. The plant started up with two 9.75 m (32 foot) diameter primary SAG mills. It was expanded in 1981 with the addition of a 10.36 m (34 foot) diameter SAG mill. In 1988, the Highmont concentrator grinding mills and flotation section were moved and attached to the Lornex mill site. This added two10.36 m (34 foot) diameter AG primary mills to the Highland mill. This brought the total number of primary mills to five referred to as Line A, B, C, D and E: three SAG mills (A, B and C) each with two ball mills in parallel and two AG mills (D and E) each with one ball mill. Each AG mill line is equipped with one short head pebble crusher. Ball mill circuits are classified using 8 clusters of ten Linatex 762 mm cyclones to reach a target P80 330 micron (equivalent 43% +100 mesh), before the cyclone overflow product advances to the bulk flotation circuit."

"Since about 2002 there has been significant capital cost escalation, not inflation, in the mining industry causing turmoil for successful project completion. Project capital costs have more than doubled and some cases tripled in this time period. This has rendered many projects to be economically challenged and in some cases not viable. In addition higher than expected operating costs have further adversely affected project metrics such as NPV and IRR. Capital cost increases for projects have been widely reported globally. This current paper reviews three items. Firstly, why such capital increases and the various components that make up capital estimates. Secondly, it looks at reasons why preliminary estimates, for example at scoping and pre-feasibility level, have been lower than the ultimate constructed costs. Such increases and differences in estimates have caused major problems for mine builders and have led to a general nervousness on the part of those providing project finance. Thirdly, what discipline is needed in project execution in an attempt to mitigate such capital increases. The paper will hopefully give a better understanding of the various issues and factors involved for those in the mining industry.INTRODUCTION The years 2012 and 2013 were a turbulent time for the mining industry. The European economic crisis, politics, metal price volatility and a wave of changes of CEO´s in some of the major mining companies all contributed to a challenging couple of years. Two issues stood out. First, the huge increases reported in the capital costs of projects, where increases of 100% - 300% were not uncommon and in some cases exceeded that during the first decade of the 21st century. Second, company write downs related to takeovers during the boom and the stabilization/correction in commodity prices. These have led to great uncertainty, made it difficult (or impossible) to raise project financing costs, contributed to the changes at CEO level and placed many projects either on hold or cancelled altogether. It is commonplace now to read of companies talking of reduced capital expenditure and making a complete review of their projects and operations to contain costs."

Subsidence phenomenon as an unwanted consequence of underground mining can cause problems for environment and surface structures in mine area. Surface subsidence prediction for inclined and steep seams has been given less attention than horizontal seams due to the difficulties involved in the extraction of such coal-seams. This paper introduces a new profile function method for prediction of surface subsidence due to inclined coal-seam mining. The results of calculation with the new function indicate that the predicted value has good agreement with the measured data. Asbestos fibers are highly fibrous silicate fibers that are distinguished by having a large aspect (length to diameter) ratio and are crystallized in an asbestiform habit that causes them to separate into very thin fibers or fibrils. These fibers are distinct from nonasbestiform cleavage fragments and may appear as thick, short fibers which break along cleavage planes without the high strength and flexibility of asbestiform fibers. Since cleavage fragments of respirable dimensions have generally proven nonpathogenic in animal studies, little data exists on assessing well-characterized preparations of cleavage fragments in in vitro models. The available studies show that cleavage fragments are less bioreactive and cytotoxic than asbestiform fibers. © 2007 Elsevier Inc. All rights reserved. To help insure the continued viability of the minerals and materials sector of the U.S. economy, the Bureau of Mines is conducting research and disseminating technology that will result in more efficient minerals extraction. As part of this effort, a process is being investigated that involves an aqueous chlorine-oxygen leaching procedure to treat complex sulfide concentrates to produce ZnCl2. Subsequent fused-salt electrolysis of the ZnCI2 produces high-purity zinc metal. Previous reports described preliminary, small-scale research on the chlorine-oxygen leaching system and fused-salt electrolysis of ZnCl2. This report discusses the details of design, construction, and longterm, continuous operation of both monopolar and bipolar fused-salt cells. The effects of temperature, electrode gap, current density, electrolyte composition, and electrode configuration on current efficiency and energy consumption were determined for a ZnCl2-KC1-NaCl electrolyte system. Zinc metal was produced at the rate of about 50 lb/day in a monopolar cell which was operated continuously for 60 days with current efficiencies from 85.8 to 98.6 pct and an average power consumption of 2.1 kwhr/lb. Bipolar cells with several different electrode configurations were operated for 90 days. A current efficiency of about 70 pct and power consumption of about 1.7 kwhr/lb of zinc were achieved using a three-electrode-pair, bipolar assembly with a chlorine gas lift pump to circulate electrolyte.

The importance of structural geology in open pit slope stability is overlooked in many mining operations due to pressures to cut costs and minimize mine personnel. As a result, mine geology staff are often unable to keep up with geological mapping of the pit slopes due to other day to day production oriented tasks. In some instances, key structural controls that contribute to slope instability may not be identified until after a slope instability has initiated, at which time it may be difficult or impossible to delineate these features in the field. Even for small slopes, understanding the engineering and structural geology of the rock mass, as well as the effects of groundwater and blasting practices, are of key importance to slope stability. Two case histories are presented as examples of mining operations that experienced slope instability with little more than anecdotal information about the structural and groundwater conditions encountered during mining. By conducting field reconnaissance, simple slope stability analyses and ongoing slope monitoring, practical remedial measures were implemented, allowing continued safe mining operation.

Fire on surface mining equipment is a serious hazard to life and property. The Bureau of Mines, through a program of contract and in-house research, has developed and in-mine demonstrated reasonably priced, reliable automatic fire protection systems to deal with this problem. This report reviews the development and subsequent testing of systems for haulage trucks, front end loaders, coal augers, dozers, drills, and shovels. A variety of fire sensors, extinguishing agents, and control systems arc discussed in the context of mine equipment designs and operating environments

Calibration of LaModel for deep coal mines begins with adjustment of overburden stiffness for load transfer distance. This calibration determines whether mining induced stresses are concentrated in the immediate abutment of the gob, or spread over a wider area. In the absence of site information, an empirically-based estimate is often used. Where data is available, a recommended calibration procedure can be followed, as is done in this case study at a deep western longwall mine, with minor modifications and extensions. In this case, data sources included borehole pressure cells, flatjacks installed in series with support Cans, and observed changes in ground conditions. Calibration was based on the first detection of mining-induced stress from the advancing longwall. Detection was found to depend on the type and sensitivity of measurement. Borehole pressure cell data with a 20-psi-increase detection threshold were chosen as the standard, in accord with data used in deriving empirical relationships. Application of this standard produced a load transfer distance estimate roughly four times the empirical relationship developed by Peng and Chiang (1984). This is a significant deviation with important implications for panel design at this site. Data from flatjacks, ground condition observations, and borehole pressure cells with higher threshold values, were tightly clustered and show load transfer distances from two to four times empirical guidance. Ratios between various measurements can be used to adjust measurements to the standard (although they may depend on mine geology). Once established, ratios can be used to adjust estimates, say from support flatjacks or ground observations, to the standard, where borehole pressure cell data is not available.`

Owing the greater fluidity of the filling now in use, it is sometimes necessary to resort to square-sets, both at the ground floor and above, the roofs and walls are generally enough to permit stoping without timber, except for ground and occasional stacks on the rills.Sufficient area of ground floor has been beaten out to start overhead stoping, the dome back is partly formed, with its apex a rise which connects with the mullock-pass reticulation.(Sce 1 showing this reticulation in diagrammatic form.)

"The ability to adjust the speed of a SAG mill offers benefits to the process and to equipment maintenance. It can be provided with some slight effect on availability ranging from somewhat enhanced to somewhat reduced, depending on the particular equipment that is used. Several techniques have been developed for monitoring the magnitude of the contained charge, and several algorithms have been used to control mill feed rate and mill speed. The various benefits and the means by which they can be realized are examined and compared. Reasons for Variable SpeedProcess RequirementsThe recovery of minerals from ore is dependent on particle size and residence time in process. Separation in a given plant is most efficient at a particular rate and a particular size (e.g., 80% minus 200 mesh). If the particle size increases, less mineral will be liberated. If the particle size is significantly reduced, the process of choice may not be able to effect separation, and power, media, and maintenance costs would be increased.If a SAG mill-ball mill combination delivers the desired throughput at the correct size for efficient separation when processing ore of the design hardness, some adjustment must be made to maintain this condition when the ore changes. The processing of ore softer than design will result in overgrinding, unless:• the throughput is increased inversely to the change in hardness which lowers recovery by overloading the separation facilities;• or the SAG mill feed rate remains constant, but the speed is reduced to feed coarser material to the ball mill for finish grinding to the desired size.There is also the effect of changing milldiameter to consider. A nominal 36 ft diameter SAG mill will have an effective diameter of 35 ft with new liners and 35 ft 6 in. with worn liners. A mill designed to operate at 0.76 p.u. (per unit) of critical speed with new liners (9.84 rpm) will be changed to 0.765 p.u. with worn liners. If 0.76 p.u. is the desired value, the mill speed should be reduced to 9.77 rpm."

The Theory of Sampling (TOS) has made remarkable strides and has witnessed a suite of achievements over its ~65-year history; especially in the last 15 years, since organised work began for the erstwhile fragmented sampling community (2003). Theory and practice have been very well exposed and disseminated, as witnessed in the successful series of the World Conference on Sampling and Blending (WCSB) events and other dedicated sampling and mining conferences in Australia and South Africa. At this WCSB8 occasion we fittingly devote a section of our conference to celebrate the life and monumental achievement of Pierre Gy, the originator of the Theory of Sampling; a special issue of TOS Forum was recently published to the same purpose. But TOS is most emphatically not a finished work.Here I try to look into the future with a personal view: TOS – what’s next? Commensurate with this objective there is offered some out-of-the-box thinking. The purpose is to try to zoom in on probable additional future aspects of TOS and its application compared to the first 15 years of our common journey. There are bound to be lacunae here-and-there across the vast application horizon delineated, which is as it should be, as this lecture is meant to initiate a broad(er) debate – and readers may agree with all, parts, or none of the topics presented.
