Injury Prevention: Dependent, Independent and Interdependent In recent years, management-directed (dependent)safety programs have lost ground to the more successful self-directed (independent) programs, where employees take responsibility for their own safety. Today, with the growth of the team concept in industry, a mutual-caring (interdependent) approach to workplace safety is gaining wide acceptance. This presentation compares characteristics and results of the three progressive levels of safety responsibility and explains how to develop a successful interdependent program. The presentation will also detail the common principals that are necessary for safety excellence under any of the management styles.

This regional report covers the mineral industries of Canada and 40 countries and areas in Latin America and the Caribbean Basin. Also included is a brief description of the mineral potential of Antarctica. The Latin American region encompasses an area twice that of the United States. Latin America and Canada have a rich and diversified endowment of mineral fuels, metals, and industrial minerals. Tables 1 and 2 provide a summary view of Latin America and Canada's output of its major mineral commodities in world mineral supply in 1990 and 1991. Table 3 shows the relative importance of a selected group of minerals produced in Latin America in the world mineral economy.

Bi was electrorefined from alloys containing 10-90 wt% Pb, together with Cu and Ag as minor impurities, in a basic cell and in a recessed-channel cell with 27.5:72.5 NaCl-PbCl electrolyte at 450-470 degrees C and 10 000-20 000 A/m2. The voltage in the basic cell was as high as 9 V, with some carryover of Bi to the cathode observed, whereas in the recessed-channel cell it was as low as 285-635 mV. Flow patterns observed in a room-temperature model indicated that the recesses provide both static liquid hold-up and good mixing of the alloy, enhancing cell performance in combination with the reduced anode-cathode distance of 0.90 mm. The purity of the resulting anode product is as high as 99.9%

The US Geological Survey (USGS) is currently conducting a coal resource assessment of the coalbeds and zones that are projected to provide the bulk of the nation’s resources for the next few decades. The Pittsburgh and Upper Freeport coals are the first two beds in the northern and central Appalachian basin region to undergo fully digital coal assessments. The bed-specific assessments are being carried out in partnership with the state geologic surveys of West Virginia, Ohio, Pennsylvania and Maryland. Comprehensive stratigraphic and geochemical databases have been developed for both of the beds. The extent of the bed with mined areas, structure contour, isopach, and overburden thickness maps for the Pittsburgh coal bed have been released as USGS open-file reports.

Advancements in support technology have occurred to a large extent because of the demands of the mine operators. Shield supports are no exception. The most notable changes in shield technology in the past decade have been increases in shield capacity and life expectancy, which have increased by a factor of 4 and 7 respectively since the inception of the shield support 25 years ago. The purpose of this paper is to set goals for the future generations of longwall shields. These goals include: (1) 100,000 cycle life expectancy, (2) improved hydraulic diagnostic capability, (3) smart load control with adjustable setting pressure algorithms, (4) composite material design to reduce weight and increase shield width, (5) constant set leg cylinder design, (6) improved joint design to reduce wear and stress, (7) advancements in leg cylinder socket design, and (8) an instrumented shield to measure in-service structural component loading. These design issues will continue to push the envelope in longwall shield technology that has provided the safest and most productive mining system employed in the history of mining. In preparation for this, a historical examination of shield failures is made and recent trends in shield design are evaluated. Design practices to improve structural margins of current designs are also addressed.

This paper describes the sheet pile design for the Line C extension from Ládví station to the North of Prague. The first part of the paper describes the geological conditions and structural configuration of the project. Typical cross sections, the description of the construction stages, and monitoring are discussed. The second part of the paper focuses on the sheeting design method. It describes the method of dependent pressures, that is, how the pressures acting upon a structure depend on the deformation. The design process and verification methodology are described in detail with comparison of the results with in-situ monitoring.

Evacuation operations from work places in the case of an emergency are the key to minimising the effects of catastrophic type accidents such as fires, explosions, cave-ins, floods, etc. The correct planning of these operations, having the necessary means for sounding alarms and communicating and suitable training of personnel are the key factors for guaranteeing successful evacuation. The article gives an analysis of the problem in the case of subterranean mining and various types of work developed by AITEMIN in this field, including the development of new alarm and communication means specially adapted to the characteristics of mining operations, development of tools for help in the preparation of emergency plans and experiences in the education and training of personnel.

The Bureau of Mines is active in programs pertaining to solid waste disposal and land reclamation. Nine reclamation projects of mining companies and six projects of the Commonwealth of Pennsylvania were investigated to provide information on the procedures, costs, and results obtained from reclamation projects of bituminous coal-waste disposal areas. Refuse disposal costs of mining companies ranged from 9 to 28 cents per ton-mile, and quantities disposed of ranged from 600 to 4,500 tons per day. Spreading and compacting the refuse at the dump site ranged from 3 to 20 cents per ton. Cost of covering with soil and planting ranged from $750 to $1,646 per acre. Total costs of reclamation for the Pennsylvania projects ranged from about $1,800 to more than $15,000 per acre. Refuse preparation costs ranged from $772 to $5,550 per acre. Soil covering and planting costs ranged from $1,083 to $5,086 per acre. The best results were obtained by soil preparation and conditioning prior to planting. The type and depth of soil and effect of climate were also factors.

? The economic health and national security of the U.S. depends on the continued availability of, and access to, reliable and affordable energy and mineral resources. However, America is hindered by a costly, inefficient and often redundant regulatory structure that thwarts domestic investment, expansion and job creation. The annual cost of federal regulations in the U.S. increased to more than $1.75 trillion in 2008; averaging $8000 per employee.(The Impact of Regulatory Costs on Small Finns, SBA, 2010) ? The complexity, uncertainty and delays within the current permitting system places the U.S. at a competitive disadvantage with many other countries that have both abundant mineral resources and a more welcoming business and regulatory climate. As a result, American and international mining companies often move overseas or across borders to invest capital, create local employment, and produce the critical minerals America must then import at higher cost, while sacrificing employment and economic stimulus. ? According to Behre Dolbear, the U.S. is ranked lowest globally due to the lengthy permitting period required before mine development can commence. (Where not to Invest, 2010).

This international symposium was convened to assess the current state of knowledge concerning the health hazards that might be associated with the ingestion and inhalation of fibrous particles produced from the processing of taconite ore. Concern about fibrous particles in taconite arose from their similarities to amphibole asbestos minerals that are known to be human carcinogens. The mineralogical characteristics of asbestos fibers are reviewed and compared with the fibrous particles known to be present in taconite ore from the eastern end of the Iron Range. The epidemiological and experimental animal studies for asbestos-related disease (including gastrointestinal cancer from asbestos in dinking water)were critically evaluated andcompared to those of the fibrous minerals in the taconite. The focus was on the amphiboles in the cummingtonite?grunerite and tremolite?ferroactinolite series and other fibrous particles in both the Iron Range and the Duluth Complex. This included examination of the reported occurrence of any asbestiform ferroactinolite, crocidolite asbestos, chrysotile asbestos, etc. In addition, an effort was made to provide a scientific framework to address fibrous minerals, which may be associated with nonferrous mineral deposits in the Duluth Complex. State-of-the-art risk assessment models for asbestos were presented. Risk assessment scenarios were developed for taconite-derived fibers at environmental exposure levels related to the operation of the Silver Bay taconite processing facility. These calculated risks were found to be trivial even after it was assumed that all mineral fibers were as carcinogenic as amphibole asbestos.

Air flow patterns in the face area of a room-and-pillar mining are critical for understanding the dust dispersion characteristics and for developing engineering controls. SIUC has previously performed a CFD study to analyze the airflow patterns in the face area when continuous miner is making a straight cut. Results from this study identified low air velocity and re-circulation zones in the face area and illustrated the significance of line curtain, and scrubber operation on the air flow patterns. This paper discusses similar analyses when continuous miner is making a right turn cut as it is considered to be the dustiest cut among all the cuts made to advance an entry through a crosscut. This paper presents results for box-cut development for a right hand turn x-cut. This paper also addresses line curtain advance and air leakage through the curtain on the airflow patterns in the face area for such a cut. Low air velocity and recirculation zones were identified by analyzing the velocity vectors.

In fluctuating airflow, continuous air velocity recording is the most reliable method of air velocity measurement. It allows for fast recognition of changes and the calculation of long-term averages. Also, it enables the mine operator to identify when the airflow has decreased to a point requiring action. Using ultrasonic anemometers provides an accurate option for continuous air velocity monitoring. This paper provides information about the effect of common obstructions in underground mining on air velocity readings. Stationary and moving obstructions are used to represent workers and equipment that would cause discrepancies in measured airflow. Also, it is important to know how large of a sample size is required to ensure reasonable accuracy of results. Statistical analysis is used to evaluate the required sample size. The sampling procedure is further studied by comparing two different sample rates. The results show that obstructions provide noticeable differences in air velocity measurements. Also, movement of obstructions can be recognized from changes in results. Surprisingly small sample sizes provide reliable air velocity information. Standard sample rates are found to be suitable for the underground environment.

The Otago Schist is crossed by numerous deformation zones that formed in the latter stages of metamorphism and uplift of the metamorphic belt. These deformation zones are long (tens of km) linear features at the regional scale, and are generally narrow (km scale or less). Many of these structural zones separate schist domains with different rock types and structural/metamorphic histories. The Hyde-Macraes Shear Zone is one such deformation zone, and this zone hosts the active Macraes gold mine. The Rise & Shine Shear Zone, 80 km NW of Macraes, is also enriched in gold and has been mined historically. Mineralisation in both these shear zones occurred during the transition from ductile to brittle deformation as the schist belt was uplifted from greenschist facies metamorphic conditions. Recrystallisation of quartz and micas in the early stages was overprinted by cataclasis, with sulfide and gold precipitation throughout. Many of the other late metamorphic deformation zones formed under similar greenschist to sub-greenschist facies conditions, with similar overprinting of recrystallisation textures and folds by more brittle textures such as breccias. Under these conditions, originally regionally pervasive deformation at the highest metamorphic grades was evolving towards more focussed high strain zones at lower temperatures and pressures. Shear zones initially focussed fluid flow along microshears and mineral grain boundaries, resulting in 1 to 100 m scale alteration and replacement in the host schist, with only local development of quartz veins. Fluid flow was not controlled by open fractures, and the rate of fluid movement was probably slow and pervasive. After uplift into the brittle regime, the schist belt underwent tectonic extension. Extension was accompanied by development of swarms of steeply dipping veins, with localised mineralised normal faults. Hydrothermal fluid flow throughout this uplift history was a normal consequence of late stage devolatilisation of the metamorphic belt. Hence, all late metamorphic deformation zones should be considered prospective for gold accumulation.

In the federal state of North Rhine Westphalia (Germany) small and medium sized companies are beginning to extract the related gas via old shafts or boreholes and to use it as a source for the production of electricity and heat. More than 100 applications for the separate mining right on mine gas had already been filed by beginning of 2002, since mine gas is treated as a mineral resource under the Federal Mining Law. Meanwhile more than 40 mine gas concessions have been granted and first projects are being developed with encouraging results so far. To enhance the applied techniques and their efficiency Aachen University has formed a research team in this discipline. Scope and goals of this research activities are being presented in this paper. Since 2008, Arrium has been developing and commissioning a new low-grade hematite ore benefication plant (or OBP) at its Iron Baron mine site.The Iron Baron mine, which was closed in the 1990s, could not consistently yield the high-grade hematite required for pelletising. However, in todayÆs market, the 12 Mt of waste dumps represent a significant low-grade hematite resource, ideal for benefication.Initially, an internal scoping study and several sampling campaigns were conducted to determine the ability to upgrade the available low-grade dump material to a product suitable for export. Test work was conducted at Mineral Technologies (formerly CPG), and included high intensity magnetic separation, spiralling and jigging. Due to promising results from a wet processing circuit, Arrium engaged Mineral Technologies to design a flow sheet that could provide 1 Mt/a of a mixture of high-grade lump (-32 + 8 mm) and fines (-8 mm) products for export.With construction of the plant completed in late January 2012, Arrium, in conjunction with Mineral Technologies, began two commissioning phases. Each phase ended with a toll gate to prove the plantÆs capacity to reach rate and desired grade. After an initial period of running on water, feed solids were introduced to the plant and troubleshooting of bottlenecks began. The first toll gate, whereby the plant was required to run for 24 hours at an average feed rate of 200 t/h (80 per cent of design rate), was completed on the 1 March 2012. Further troubleshooting and resolving of issues allowed the plant to steadily increase feedrate while maintaining good availability and grade. The second toll gate required the plant to run for 72 hours at an average feed rate of 200 t/h while meeting grade, yield and water consumption targets. Sampling campaigns were conducted during this period to track the performance of key equipment. Completion of the test, and full handover of the plant to Arrium, was completed on the 21 April 2012.Although the formal commissioning phases had been completed, ongoing optimisation of the OBP continued, ensuring that all major equipment was working to produce the optimum yield and grade. Sampling campaigns were conducted on the jigs and spirals, with results and correlations used for operations documentation.Overall, with successful completion of the final acceptance tests, the commissioning of the Iron Baron OBP has been established as a major success achieving all production and quality targets as per the original design intent.This paper will focus on the successful commissioning and ramp-up performance of the plant however reference will also be made to the key development stages involved with the development of the project.CITATION:Stanton, C and Bannear, M, 2013. INTRODUCTION Project Background The Washington State Department of Transportation (WSDOT) hired the Seattle office of Parsons Brinckerhoff to lead a team of consultants to produce an Environ-mental Impact Study and perform conceptual and preliminary engineering. The pur-pose of the Alaskan Way Viaduct and Seawall Replacement project is to replace the existing earthquake damaged and aging viaduct and sea wall, adjacent the downtown waterfront of Elliott Bay, with structures that have improved earthquake resistance and that maintain or improve mobility and accessibility for people and goods along the existing corridor. With an estimated replacement cost over $4 Billion and construction duration exceeding 8 years, it is one of the largest transportation design projects on the West Coast of the United States today. Seattle, Washington is a city of over 2 mil-lion people in the Northwest corner of the United States. Ever since the Klondike Gold Rush in 1897, Seattle has been considered a departure point to Alaska. Because of this, the street along the waterfront was named the Alaskan Way in 1930. Alaskan Way Viaduct and Seawall The Alaskan Way Viaduct (AWV) carries State Route 99 along the shoreline of Elliott Bay through downtown Seattle and is a vital part of Seattle’s highway system. The viaduct carries approximately 110,000 vehicles per day or 25% of all north-south traffic through Seattle (Figure 1). It is 3.4 km (2.1 mile) long with 3 lanes in each direction and was constructed of cast-in-place reinforced concrete between 1952 and 1956. The wear and tear of daily traffic, salty marine air, and several earthquakes have taken their toll on the facility. Studies in the mid-1990s provided early evidence that the viaduct was nearing the end of its useful life. The viaduct’s increasing age and vulnerability was apparent by crumbling and cracking concrete, exposed rebar, weakening column connections and deteriorating railings. In early 2001, a team of structural design and seismic experts began work to determine whether it was feasible and cost-effective to strengthen the viaduct by retro-fitting it. In the midst of this investigation, a 6.8 magnitude earthquake shook the Puget Sound region (the Nisqually Earthquake, located 56 km (35 miles) from Seattle and deep below the surface) caused moderate damage to the reinforced concrete structure. WSDOT closed the viaduct for inspection and repairs intermittently for several days over a period of several months.

This paper is intended partly as a summary of the conclusions that have been arrived at by various authorities on this matter, and also with a view to initiate some discussion on the subject, especially as most of the quartz gold mines in Victoria are operated without having any proper assay plans or any idea of the real values other than those given by the mining managers, who, from experience in the particular cases, are supposed to be able to arrive at a correct idea of the true values of- the ore, and, in many cases, oppose any other methods than their own, holding the view that no sampling is equal in correctness to the bulk sample of the battery. The necessity of properly sampling and estimating the ore in a mine in every case, perhaps hardly needs to be urged on the members of the Institute, but is not, apparently, so obvious to others.It is proposed to confine this paper to the sampling of ore reserves in a mine, and the various points which have to be taken into consideration in arriving at values, from the assayer's point of view, leaving the methods of sampling metallurgical products out of consideration for the present. "It is advisable to define" ore reserves" as ore exposed on three sides at least, and accessible to the sampler on all three. "Prospective ore" would include all ore not so fully exposed; but which may, from the nature of the case, and the geological conditions prevailing, be reasonably supposed to exist.

A research effort has been undertaken, under Workplace Safety and Insurance Board of Ontario (WSIB) sponsorship, to characterize the support capabilities of conventional and innovative spray-on lining materials for mitigating dynamic failure effects created by simulated rockbursts. Conventional spray support media, such as shotcrete and fibrecrete linings, and a variety of new spray-on lining materials [thin, spray-on liners (TSLs)], typically polymer-type thin coatings, were subjected to simulated rockburst influence. For baseline comparison, conventional rockbolt and bolt-and-mesh support products were also evaluated. Observation of lining performance was undertaken through completion of field-scale support and rock detonation trials. Controlled blasting tests were conducted at the Queen’s University Explosives Laboratory to examine the effectiveness of the variety of surface coating agents for modifying dynamic rock spalling processes. All tests were performed upon largely undisturbed and homogeneous rock materials in highly repeatable fashion. All blasts were observed seismically and photographically to provide detailed information concerning rock motion, surface fracturing, ejected fragment motion and support liner survivability characteristics. These material comparison trials were performed to assess the relative effectiveness of a wide range of currently available area support techniques for suppressing hazards associated with dynamic rock ejection. The results of this study validate that thin, spray-on linings may be equally as effective, and often better, than conventional support materials at mitigating rockburst or like damage in highly stressed mine environments.

"SGS Minerals Services (Lakefield, Ontario site) has conducted a number of developmental and pilot programs that examined methods for the beneficiation, extraction and recovery of lithium from a variety of spodumene containing hard rock sources. An overview of the beneficiation programs is presented separately by Aghamirian, Mohns, Grammatikopoulos, Imeson & Pearse (2011). The focus of this discussion will be the hydrometallurgical steps involved in producing a high grade lithium carbonate (Li2CO3) sample from the spodumene concentrate. SGS has applied the standard Li2CO3 hydrometallurgical flow sheet to a number of spodumene concentrates and has determined that all of these samples respond in a similar manner to the process and produce a final product having a Li2CO3 grade of >99.5%. The standard process is sufficiently robust to accommodate the observed variability in the concentrates that have been tested. Advantage of one spodumene deposit over another will thus be gained through process optimization and innovation. Optimization at the beneficiation stage and at the hydrometallurgical stage must be considered. Some aspects of the process optimization of the hydrometallurgical flow sheet will be presented.INTRODUCTION The current activity in the exploration, development, and mining of lithium based minerals is due in large part to the key role that this metal plays in the rechargeable battery industry (U.S. Geological Survey, 2011). Lithium battery technologies are widely applied in a range of portable electronic consumer products. The expanding development and production of hybrid and fully electric vehicles has contributed to the increased interest in finding and developing new lithium sources in order to meet the expected demand from the lithium battery industry. Lithium may be sourced from continental brines (sub-surface salars), hard rock minerals (pegmatite, spodumene), hectorite clay deposits, geothermal brines and oilfield brines. Currently the majority of the lithium products are produced from Li brines. The four major lithium producing countries are Chile, Australia, China, and Argentina (U.S. Geological Survey, 2009; Roskill, 2009). These countries accounted for 97.6% of the total lithium produced in 2010."

A theoretical model based on DFN models and 2D DEM numerical modelling has been developed for evaluating the rock mass mechanical properties. The description of the methodology is non-site related and can be applied in any site for this type of characterisation. The methodology was developed in the frame of the Site Investigation programmes for a Deep Repository for spent fuel in Sweden, and validated on sets of data coming from the Äspö Hard Rock Laboratory. Un modèle théorique base sur des modèles probabilistiques de réseaux de fractures et sur un modèle numérique DEM 2D a été développé dans le but de déterminer les propriétés mécaniques de la masse rocheuse. La méthodologie développée peut être appliquée à tout type de site pour ce genre de caractérisation. Le modèle a été élaboré dans le cadre des programmes de recherche d’un site d’enfouissement des déchets nucléaires en Suède, et validé par une application au laboratoire de recherche souterrain à Äspö. Ausgehend von DFN-Modellen und 2D DEM numerischen Modellierungen wurde ein theoretisches Modell für die Auswertung von mechanischen Eigenschaften von Fels entwickelt. Die Methodikbeschreibung ist nicht standortspecifisch sondern kan überall für diesen Typ von Standordkarakteriserung angewendet werden. Die Methodik wurde in Schweden im Rahmen der Standortuntersuchungsprogramme für die Endlagerung von verbrauchten Brennelementen entwickelt und ist mit Hilfe von Daten des Äspö Hard Rock Laboratory validiert worden
