Recovery of rare earth elements (REE) from coal-related resources has recently received significant interest due to supply concerns and their key roles in critical industries and defense-related technologies. An integrated flowsheet consisting of sorting, crushing/grinding, physical separation, acid leaching, solvent extraction, and selective precipitation was designed to achieve continuous production of rare earth products from various coal-related resources such as coarse refuse and acid mine drainage. A pilot plant was constructed that enabled continuous testing of the circuitry on a range of different coal-based feedstocks. Despite achieving significant success in producing high-grade rare earth oxide products, low REE recovery values and high operational costs necessitated a re-evaluation of the process flowsheet. This article describes the circuitry improvements that were based on both laboratory and pilot plant test results. Roasting as a pre-leach treatment was found to significantly improve the leaching rate and overall REE recovery values. After roasting West Kentucky No. 13 and Fire Clay coal refuse materials at 600 °C, REE recovery increased by 60 and 40 absolute percentage points, respectively. Rare earth concentration in the pregnant leachate solution (PLS) was increased to around 700 ppm prior to solvent extraction using a staged precipitation method. REEs in the precipitate were re-dissolved, purified, and extracted from the PLS using solvent extraction and selective precipitation to values of around 80%. As a result of the improvements, chemical consumption in the acid leaching and solvent extraction processes was significantly reduced. A techno-economical assessment of the improved flowsheet indicated significant commercialization potential.

Continued market pressure on the US coal industry was the overriding factor affecting developments in underground mining in 1986. An oversupply of coal in the spot market kept prices low throughout the year and caused a number of operations to close their doors. Operators stepped up their efforts to improve productivity at existing operations. They made technology advances and improved their relations with employees. A continuing market-related development during 1986 was the divesting of coal properties and operations by major oil companies, which were faced with economic pressures in both the oil and coal industries. Further increases in contract mining production resulted as some larger operators were unable to compete in a tough economic environment. Longwall mining is still seen by many as the technology that will provide the necessary productivity to remain cost-effective. But the number of active faces in the US declined in 1986, as reserves were depleted and economics forced some closures. At the first Longwall USA meeting in June, much attention was placed on improved technology, as electro-hydraulic controls for roof supports gained acceptance. Other recent developments include shearer initiation of roof supports, automatic horizon control for shearer drums, and collection and storage of machine data for predicting maintenance requirements. The government and academic communities continued their research on dust control at longwall faces. Jankowski, Kissel, and Daniel, (October 1986, Mining Engineering), gave an overview of progress in longwall dust control. And Mukherjee, Singh and Jayarman (November 1986, Mining Engineering), recommended design guidelines for improving water spray systems for dust control. Surface subsidence Increasing attention is being given to surface subsidence. This is primarily because of longwall mining and the Surface Mining Control and Reclamation Act. Improved methods of prediction of surface subsidence, especially computerized methods, are being continually developed. Mining engineering faculty at major universities such as Virginia are helping develop public policy and regulations concerning subsidence. As part of this effort, Unrug and Johnson identified major subsidence areas of Western Kentucky. Peng and Chen (February 1986, Mining Engineering), gave an overview of history and research of surface subsidence. And Elifrits and Aughenbaugh, (February 1986, Mining Engineering), discussed effects of moisture variations and overburden on subsidence. This research culminated in a Symposium on Surface Subsi¬dence at the SME 1986 Fall Meeting in St. Louis and the 2nd Workshop on Surface Subsidence at West Virginia University. Ground control in coal mining continued to be an item of major research interest. Some 30 papers were presented at the 5th International Conference on Ground Control in Mining at West Virginia University. And six sessions were related to coal mining at the 27th US Symposium on Rock Mechanics at the University of Alabama. At the 4th Annual Workshop, Generic Mineral Technology Center, Mine Systems Design and Ground Control emphasized efforts of the participating universities to improve ground control. Peng and Chiang summarized results of studying support capacity and roof behavior with longwall shield supports. And Unrug, Johnson, and Nandy analyzed the process of deterioration of shale roof in a case study of a room-and-pillar coal mine. The importance of geologic conditions in determining mining productivity is receiving increased attention in coal mine design in the US. Mullenex related, through case studies, the benefits to be derived through analyzing the depositional system of coalbeds as an integral part of mine design. Improved technology in this area was related by Lloyd, Semborski, and Stolarczyk. They discussed a case study of using radio imaging to indicate coal-seam discontinuities in advance of mining. Improved coal mining technology in general is being researched more heavily, to help improve US coal competitiveness. However, much of this research and development process has yet to be widely implemented. Equipment manufacturers are devoting more resources to development of continuous-haulage systems, mobile roof-supports, mine-monitoring systems, and predictive-maintenance systems using computers to extract machine data.

This paper deals with the advances made at Syferfontein Colliery in the calculation and control of dragline methodology. The high capital outlay and operating cost of a dragline necessitates strict control of all aspects of the dragline operation. Before purchasing a dragline, a complete evaluation of all the parameters that can affect the viability, now and in the future, of the dragline operation needs to be completed. Such parameters as thickness of burden, material properties (swell), “castability”, pit width and pit length, etc. need to be considered.

A cross-discipline approach combining geology, metallurgy and mine planning, geometallurgy is seen as the next logical advance in improving the design and operation of mining businesses. This rapidly evolving field is focused on realising the value that has often been lost in the chasms between the aforementioned technical silos. When successful, the geometallurgical approach promises the ability to tailor mining and mineral processing development and operational options more closely to the characteristics of the resource with resulting lower costs (both capital and operating), improved recoveries and fewer project failures.As with any technological (or managerial) change, there will be side effects from the success of the geometallurgical approach that will impact areas beyond obvious linkages between geology and processing. Some of these effects have the potential to be beneficial to the resource industry and society in general. Beyond the basic geometallurgical promise of closer alignment between processing design/strategy and the multivariate 3D spatial characteristics of the mineralisation, this paper discusses the broader implications and ramifications of the emergent geometallurgical approach: enhancing exploration and discovery; improving project development success; achieving sustainability in an industry working with non-renewable resources; in a world of increasingly hard won license to operate, improving the management of potentially harmful by-products and waste materials (with knock on effects for proactive management of closure issues); smarter approaches to energy management and thus optimisation of projects with respect to carbon footprint; and potential to re-value assets and thus realise a strategic advantage in the area of acquisitions, divestments, mergers and take overs. The authors strongly believe that companies that actively engage with the above issues (and ensure that technical efforts in the area of geometallurgy are not isolated from the larger value chain activities of the firm) will be able to exploit the opportunities that consequentially arise. These early adopters will gain first mover advantages. Firms taking the broad view of geometallurgy will have an opportunity to maximise stakeholder value and win greater success than their less insightful competitors.

In the Shanghai area, the soil conditions are such that bearing piles have become an essential foundation part of the new highrise buildings. In order to reduce the settlements under the high working loads of about 2300 kN/pile, the Chinese building authorities require the pile tip to penetrate into the compact sand layer, situated at approx. 60-70 m depth. No H-piles have yet been tested under these conditions in Shanghai. This paper describes the driving of 8 H-bearing piles with 4 different shapes and with lengths varying from 45 to 75 m. Dynamic measurements are performed during driving and after a wait time of approx. 40 hours in order to assess the change in bearing capacity in function of time and in order to get an idea about the resistance distribution along the piles by using a stress wave analysis program (CAPWAP). One pile is equipped with channels between the flanges for executing verticality measurements with an inclinometer. However, this test has not yet been performed. One month after driving, two piles of 75 m length are statically loaded both in vertical and in horizontal directions.

Dense medium drum separator efficiency was analysed at two Western Australian iron ore concentrators. Efficiency data had hitherto been difficult to accumulate due to the high cost of analysing representative, and therefore large, coarse ore samples. To overcome this problem, recoverable density tracers, which are in effect artificial mineral and gangue, were manufactured in three different sizes (15 mm, 30 mm and 60 mm). Their use enabled partition curves to be studied within one hour of conducting a test: separation densities were generally lower than the feed medium density for all three sizes of density tracer. For a given set of operating conditions, the smaller tracers had lower separation densities and larger ecart probab/es than the large tracers. These phenomena are explained with the aid of a conceptual model of a drum separator, which assumes that the feed ore plunges to the bottom of the drum upon introduction. Particle rising velocities are, therefore, process determining.Medium rheology was altered by adjusting the proportion of solids in the pulp. This was accomplished by changing both the pulp density and ferrosilicon/magnetite ratio. Higher solids volume fractions invariably caused a decrease in separation densities and an increase in ecart probables, most markedly for the smaller tracers. A similar response was observed when feed tonnages were raised.An explanation for these phenomena is sought in the discussion which also suggests means of improving drum separator efficiency.

Crocidolite deposits in the Hamersley Ranges, NW. of Western Australia, occur over a length of 180 miles and a width of 20' to 30 miles. Their stratigraphic environment and mineralogy is comparable to that of similar deposits of the Cape Belt, South Africa. It is probable that the known exposures' represent only a small portion of the total extent.Current production is wholly by Australian Blue Asbestos Pty. Ltd. at Wittenoom Gorge and has been in the order of 1,2,000 to 14,000 long t.p.a over the past six years.INTRODUCTIONThe Hamersley Ranges are located in the NW. Division of Western Australia and extend, approximately, from latitudes 21° 30' to 23°S and longitudes 117° to 1200 E. Their mean height above sea level is 2,000 ft, and they rise from 600 to 800 ft above the general level of the tableland which extends SE. from the coastal town of Roebourne.Mt. Bruce, the highest peak, is 4,024 ft above sea level. The ranges are intersected by numerous north-flowing streams, which are dry during the greater part of the year. These streams have carved deep gorges, and it is in these that the principal deposits of crocidolite outcrop.The presence of the mineral was first recorded in 1917, but the deposits remained untouched until 1937 when strong market demand for crocidolite resulted in considerable prospecting and mining activity, particularly in Yampire, Wittenoom and Dale's Gorges. It was established also that the blue asbestos belt extended from Willi Wolli Springs NW. to Millstream station, Le., over a length of 180 miles and a width of 20 to 30 miles. "INTRODUCTION Recovery of core specimens from subsurface formations and their subsequent analysis are important aids in efficient development and operation of oil and gas fields. Gore specimens first were obtained mainly for the geologic information they revealed; now they are analyzed to determine many of the physical characteristics and conditions of the subsurface formations as well. Cores recovered from the producing formations may be analyzed for porosity, permeability, oil content, ""connate"" water content, and other physical and chemical properties of the formation, all to the end of furnishing enough data for making reliable estimates of the quantity and avail¬ability of oil and as within a reservoir and in devising efficient means for their withdrawal.Examination of bottom-hole samples of oil gives valuable information concerning the amount of gas in solution in the oil within the reservoir and the resultant shrinkage of the oil when the gas is released. Producing characteristics of reservoirs nay be determined by means of subsurface pressure and temperature gages and measurements male at the wellhead; however, unless reliable core analyses are available, these data have only limited use in any quantitative study of reserves. In such a study the quantity of oil, gas, and water contained in a unit volume of the reservoir formation is extremely important. Although reliable methods of analyzing cores have been developed and the data thus obtained are valuable, their applications become more limited or reservoirs at higher temperatures and pressures are discovered. This condition results almost entirely from the fact that in recovering a core from a formation of high pressure and temperature by present methods a large part of the fluid content of the core is lost or contaminated to an unknown extent. For a number of years most petroleum engineers have held that if this loss and contamination of the fluid content of a core were eliminated, the value of core analyses would be increased greatly."

After the 1989 Loma Prieta Earthquake, the California Department of Transportation (Caltrans) initiated an overview of the Caltrans Bridge Design Specifications (BDS) and bridge seismic design practice in California. This overview is continuing under the direction of the Applied Technologies Council (ATC-32), to review and revise as necessary existing standards, performance criteria, specifications, and practices for design and construction of new bridge structures within California. The ATC-32 project began in August 1991 and is expected to be completed in 1995. Since 1990, Caltrans project-specific seismic criteria have been developed and implemented on the I-280 and I-480 projects in San Francisco. Caltrans and an independent seismic safety review panel continue to develop and implement these criteria on other projects. In 1991 and 1992, project-specific seismic criteria were used on the I-880 reconstruction project in Oakland. The seismic safety review panel considered the I-880 seismic design criteria a state-of-the-art methodology to ensure seismic safety against collapse of bridge structures subjected to a maximum credible seismic event. This paper highlights the 1992 "I-880 Reconstruction Project Seismic Design Criteria Review" report prepared by the Seismic Safety Review Panel and Caltrans Division of Structures and will compare pre-1989 BDS and AASHTO methodologies to the I-880 criteria.

"Platinum Group Metals (PGMs) used as catalyst which reduces toxic substances in emission gas exhausted from an automobile should extensively be recycled because they are rare metals produced only at the limited regions. The recycling process is to smelt an alumina honeycomb, in which PGM is built, in molten iron with flux such as lime and silica to separate them. PGMs are concentrated in molten iron while alumina in slag.The objective of this study is to understand the factor to concentrate PGMs in liquid iron as much as possible. Fundamental research of the distribution of the PGMs between the slag and liquid iron was carried out to recover the value metals of platinum, palladium and rhodium from the three-way auto catalyst. The distribution ratios of platinum, palladium and rhodium between the Al2O3-CaO-SiO2 slag and liquid iron are from 10-6 to 10-5, and these are concentrated in comparison with slag phase by about 1 million times to the liquid iron at 1873 K. The distribution ratios of platinum between the FexO-CaO-SiO2 slag and liquid iron decrease from 0.1 to 2?10-4 with increasing the CaO content in the slag. The CaO addition to the FexO unary slag is effective in concentrating platinum in molten iron.Based on the distribution ratios obtained in this work, recovery of PGMs was determined. The recovery of platinum, palladium and rhodium increase with increasing the mass ratio, Mmetal/Mslag. In the case of the conditions of Mmetal/Mslag = 0.04, the recoveries of PGMs showed more than 99.97%. The use of liquid iron and carbon saturated liquid iron as the collector metal is advantageous for the PGM recycling of the three-way auto catalyst. We found that PGMs are enriched to the molten iron or the carbon saturated iron and the slag loss of PGMs is negligible small."

Many of you radio listeners have probably never seen a mine . You may be glad of it, but you should not forget that there is a vast army of men in this country who not only have to see mines , but have to work in them day by day in order that you may be supplied with many of the things you need. Specifically , nearly a million men work in the mines of the United States , 700,000 in the coal mines , 110,000 in the metal mines , 100,000 in other mines and quarries , and 75,000 in the oil and gas fields . On a stormy night , the average citizen is apt to think of the perils of the seaman . Particularly in the old days before steamships , many a prayer went up " God help the poor sailor on a night like this . " At the same time , the sailormen often expressed fear for the poor landlubber , exposed as he was to the danger of falling chimneys , swaying signboards , and uprooted trees . So with the miner . Many of you may pity him , for working underground in complete darkness except for feeble artificial lighting , mining coal or ore , drilling hard rock , handling explosives , and perhaps breathing vitiated air . On the other hand , on stormy days , with rain , snow or hail falling , and with the temperature low , or on hot bright days , I have often heard miners joke about the poor fellows who had to stay " on top, " and could not get " down below" where there was no wind , where no snow fell, where the temperature was unchanging , and where a man could have his own working place , arranged to suit himself , with little interference from meddlers and with no automobiles to dodge . So do not feel too sorry for the miner . He is quite apt to be a strong , healthy , hearty person , making pretty good wages , and fairly well contented with his lot .

The limit of pressure to which an underground dam may with safety be subjected, is a question that-as far as the writer knows has not received the same attention from authorities on engineering construction, or practical mining, that has been accorded to questions on which the design and strength of other structures or machines in connection with a mine are based. That dams may, under certain conditions, be constructed to resist water under great pressure is a known fact. But the difficulty of demonstrating beforehand that any proposed structure of this kind will withstand the pressure and be effective is, owing to the indeterminate nature of some of the risks to be provided against, very great. In the present state of our knowledge it may almost be laid down as a rule, that a dam of this kind should not be undertaken where grave consequences would attend failure until experience of structures where the physical conditions are similar, but where there are no such risks, has given assurance that such work would stand.In Mines and Minerals for May, 1900, there is published a paper by Mr. James McNaughton describing the construction of three underground dams in the iron mining district of Michigan.The first of these was put in to hold back a flow of 750 gallons per minute, which when pent up created a pressure of 276 pounds per square inch, showing that the height of the sustained column was about 635 ·feet. INTRODUCTION When divers discovered that sections of a tunnel housing the pipeline that conveys wastewater from the Charleston Peninsula to the Plum Island Wastewater Treatment Facility had caved in, the Charleston Commissioners of Public Works(CPW) moved quickly to determine a long term solution for the city’s collection system, immediately focusing on the Ashley River sewer tunnel along the western boundary of the peninsula. Working with the Charleston community, as well as federal, state, and local officials, CPW developed a fast track yet long life design that can be used as a model for underground construction of tunnels in urban areas. The paper that follows summarizes key aspects of the Ashley River sewer tunnel project. HISTORICAL CHARLESTON Charleston, South Carolina is a culturally significant and historic city that was originally settled in 1670. There are over 100 buildings on the National Register of Historic Places within the Charleston area. Additionally, the first shots of the American Civil War were fired at Fort Sumter in the Charleston Harbor in 1861. As one can imagine, tourism generates significant business for the area with over 1.5 million people visiting Charleston each year. No project, especially one that requires digging, is done within the old city on the Charleston peninsula without careful planning. Many precautions are necessary to prevent damage or disruption to the historical properties. The Ashley River sewer tunnel project is exclusively in the old city. A lot of work was done during the design phase to minimize the impact to historical properties. Some of this work included: an archeological study (where pre-digs were monitored at all shaft sites by an archeologist); a building/structure assessment study (where structures near a shaft site were completely surveyed and cataloged); and an environmental study.

Selenium might be described as a paradoxical element, being either a metal or a nonmetal, a conductor or nonconductor, amorphous or crystalline, colorant or decolorant, and a hydrogenator or dehydrogenator. Selenium was discovered in 1817 by the Swedish chemist, Berzelius, while studying flue dust from the lead chambers of the sulfuric acid works at Gripsholm, Sweden, The ordinary stable form of selenium is a crystalline, grayish solid with semi-metallic luster. It melts at 217° C., boils at 684.8° C., and has a density of 4.79.

"Displacement Cast-in-Place (DCIP) piles are not a common deep foundation type in the Washington, DC Metro Area market. As a result, less regional data is available for these foundations compared to other alternate deep foundation types. Displacement cast-in-place piles (DCIP) differ from traditional Auger Cast-In-Place (ACIP) piles in that the pile annulus is formed by pushing a partially-flighted, auger bit to depth via a large mandrel. The auger bit includes a displacing body near the bottom of the tooling. Therefore, little to no spoils are generated during installation and the soil around the annulus is largely densified in-place due to the displacing body being slightly larger than the mandrel it is attached to.Due to this densification, one would expect that the theoretical DCIP capacities (compression or tension) would be greater than an ACIP pile (assuming a pile of similar length and diameter). After 20 static load tests and the installation of over 6,000+ piles on the MGM National Harbor Casino Project, the differences in pile support characteristics between DCIP and ACIP piles of same size and depth was small. The performance of both pile types depended on the density and type of soil within the bearing stratum. In some early cases of DCIP use, the performance exceeded expectations and appeared to be more in line (or better) than typical capacities obtained from driven displacement piles. Other times, the tip elevations could not be achieved or were so difficult to achieve that installation delays occurred and/or significant additional engineering effort was required to address piles short of their requirement embedment.This paper will discuss the limitations of DCIP pile installation in dense Coastal Plain soils and will present the lessons learned during this project. The paper will also compare the DCIP pile type to both conventional ACIP and driven displacement piles utilizing regional and site-specific load test and installation data."

Introduction The issue of coal mining safety plays an important role in the United States' growing dependence on coal to supply its future needs. This article will address the federal government's role, principally the US Bureau of Mines, in meeting this challenging growth and demand while reducing the social and economic costs attributed to injuries and fatalities in underground mining. Some interesting facts and projections with respect to the nation's energy picture will be discussed. This includes the distribution of its reserves and the projected role of coal in the energy and economics of the nation's future. Underground mining will continue to be an important means of providing this coal. The author will discuss how the Bureau of Mines' research program addresses the problems of health and safety that grow out of the demand for more coal. Future projections First, a synopsis of salient facts and projections concerning the US's situation with respect to energy and the economy. Figure 1 depicts the relative quantities of recoverable energy reserves in the United States by their type. Most people are aware of the nation's use of oil. We hear a lot about natural gas. And we are aware of the controversy over the use of nuclear energy. But, while looking at Fig. 1, the question becomes, "Where will our fuel to meet the demand for energy in the future most certainly have to come from?" With 82% of the nation's recoverable fuel reserves being coal, the answer is irrefutable. Coal will be that source. Figure 2 is the present market for coal. It shows that 77% of the coal mined goes to supply electric utilities. Therefore, the coal industry as a whole is most sensitive to the trends and demands for electricity. It is less affected by what happens in other markets, such as export and direct industrial use. In fact, the coal industry is three times more sensitive to the electric utility market than to all other markets combined. Therefore, the trend in the demand for electricity must be examined. Electricity demand is expected to increase steadily over the next 15 years. It is projected to grow from its present 2.3 trillion kWh per year to 3.5 trillion kWh per year by the year 2000. The fuel to supply this increase in demand must come from somewhere. The question is "How much of this extra fuel will be coal?" Although the demand for electricity is predicted to increase, the demand for coal does not necessarily follow. Coal must maintain its fraction of the energy sources used for electricity generation if its demand is to increase at the same or greater rate as electricity. Except for a near-term dip in demand due to a slight increase in nuclear capacity, the domestic electric generation accruing to coal will go from 56% in 1985 to more than 60% in 2005. Thus, the predicted trend is for coal to become a larger part of the fuel mix for electric power generation. Similarly, looking at the most recent forecast for total coal consumption trends, it can be seen that for electric power generation alone, the coal industry must be able to supply an additional 316 Mt/a (348.5 million stpy) by the year 2000 (Fig. 3). It must be stressed here, though, that without significant improvements in mining safety, it can also be easily predicted that injuries and fatalities will increase in proportion to the increase in coal production. Will society consider that acceptable? This author does not believe so. Figure 4 examines the effect of coal prices on the price of electricity. The projections show that the already high proportion of fuel cost will become a greater fraction of the consumer price for electricity. Specifically in 1985, 36% of the price of electricity was the cost of the fuel. In 1995, 46% of the price of electricity will be the fuel cost. That implies that the price of coal will have an increasing influence on the consumer price for electricity. Thus, as coal is used more to generate electricity and as fuel becomes a greater

"INTRODUCTION In cooperation with the Boston Edison Co. and the Boston Consolidated Gas Co. of Boston, Mass., a survey has been conducted continuously since 1929 by the Bureau of Mines to determine the general hazards of combustible gases and vapors in manholes of the Boston Edison Co. The New England Telephone & Telegraph Co. also has cooperated in the investigation, and tests have been made in its manholes from May 1, 1933, to October 15, 1937. In this decade of the 1.970's it is forecast that eight billion cubic yards of rock will be excavated from 400, 000 miles of new tunnels, drifts and other underground workings in the western world, according to estimates in a report of the Organization for Economic Cooperation and Development (OECD). It is expected that the cost of this work will be in excess of $54 billion in constant 1970 dollars. Most of this underground excavation will be in mining -- 97% of the tunnel length and 89% of the volume - -the balance in construction. In addition to this huge excavating task, in the 18 developed nations of OECD, will be projects in the Communist Bloc and in the developing nations. Underground excavation requires the successful completion of three principle activities: A. Break -- to free rock from the solid work face. B. Remove-- to clear the work area of broken rock. C. Support -- to assure stability of rock surrounding the underground excavation and to eliminate risk of rock collapse. In today's fully mechanized excavation systems, continuous miners, roadheaders or tunnel borers, (A) break the rock loose from the face, and (B) remove broken rock with their mucking devices and load it onto belt conveyors, mine cars, trucks, or any other appropriate haulage system for disposal.
