During the last 28 years, I have had the very challenging and rewarding experience of working as an engineering professional in a large multinational company, both as a manager of engineers and engineering projects as well as an inventor and generator of new engineering processes and products. Due to the diversified geographic and tech¬nical nature of my employer's business, my responsibilities have taken me all over the world. This has included interactions with people in different industries including minerals, coal, chemicals, petroleum, pulp and paper, agriculture and pharmaceuticals. As diverse as my experience may seem, it has always amazed me how common the basic underlying technology and economic trends are that shape the working environment that any given engineer in any given geographic loca¬tion will experience. I would like to discuss the industrial evolution from micro to macro engineering. One of the basic truths behind how industry must and will operate is "change," including: • the creation of conditions for change, • the anticipation of change, • the resistance to change, • the rewards that being part of a change can bring and • the destruction that change can bring to the unprepared. This fact was well stated by Heractitus around 500 BC.: "There is nothing permanent except change." This simple truth has been valid since the dawn of time and, if anything, is accelerating in nature every decade.

The coalmining industry in most countries has, at various times, suddenly been confronted with a decrease in demand for coal. Readjustments made to reduce productive capacity to match the reduced demand for coal have often resulted in hardship to mineworkers, loss of capital investment to mineowners and loss of coal reserves. The consequences of the methods of readjustment adopted in the past have contributed to the low esteem in which coalmining has come to be regarded by a large section of the gel).eral public in many countries.Four sections of the coalmining industry, representing different periods of time, different countries, and different methods of industrial organisation have been examined:Great Britain and the U.S.A. during the inter war years, the post war European Coal and Steel Community, and post war Great Britain under the National Coal Board. An assessment has been made of the methods adopted in each case to reduce productive capacity to match a reduced demand for coal. Finally the fundamentals of the problem-as it affects the coalmining industry of any country-are considered, and possible solutions put forward.During the 1950's, surplus productive capacity was a problem in many coalmining countries, including Australia and New Zealand. As a rule no techniques are developed beforehand to solve problems introduced by a sudden decrease in demand for coal. The situation is usually tackled by a series of short term decisions based on expediency, which often in the long run only aggravate the problem.

Control of flotation processes is mostly managed by plant operators, who assess the performance of the plant based on their own experience and other heuristic rules. These rules tend to be subjective or ill-defined, since most of them are concerned with the structure of the flotation froth, such as colour, bubble size and shape distributions, froth mobility and froth stability. These phenomena are very difficult to quantify objectively, and inexperience on the part of the operators, human error, etc., can lead to significant inefficiencies in plant operation. In this paper the development of a fuzzy system to support the control decisions of plant operators is described, which leads to significantly smoother control action and more stable plant operation than could be obtained with crisp sets of rules or manual control strategies. INTRODUCTION I WELCOME the opportunity to speak on Programmes in Safety. The invitation to do so shows that those guiding affairs of the Institute in this District realize the practical importance of this subject. My remarks are intended primarily for mines having 100 to 400 employees, approximately. With minor modifications, however, they apply also to larger or smaller operations. Others, I hope, will derive benefit from this paper, for they, too, have a part to play in accident prevention; for example, contractors such as shaft-sinkers; manufacturers of equipment; and consultants and designers of mining, milling, and metallurgical methods. These troubled times stress, as never before, the importance of efficient operations in mining. The days are gone when neglect can be afforded. Safe working conditions and satisfied employees are essential for efficient production at reasonable cost. The mining industry of Ontario long has been keenly aware of the human aspects of this subject, and as a whole it has done much to decrease the frequency and severity of disabling accidents. The number of fatalities per 1,000 employees has been reduced from a high of 5 some two decades ago to an all-time low of 0.89 in 1948; the incidence was slightly higher in 1949, being 1.17 per 1,000. The reduction in non-fatal compensable accidents also has been outstanding, frequency having ?been reduced from over 200 per 1,000 employees some two decades ago to 54 per 1,000 at the producing mines in 1949. These statistics demonstrate progress. Nevertheless, the general picture still leaves much to be desired when viewed from two other angles.

Multiple seam underground coal mining is ubiquitous in Appalachia. Many coal properties have from two to ten or more economically mineable coal seams. Because of the ability to penetrate 600-feet to 1,000-feet or deeper into the mountainside leaving panels of web pillars separated by barrier pillars, highwall mining is a hybrid between surface and underground mining. As a result, many of the ground control problems commonly associated with multiple seam underground mining exist with multiple seam highwall mining. These include: i) superjacent mines, subsidence and caving propagating to overlying seams and ii) mines, pooled water and the potential for inundation resulting from a iii) breakthrough between an active highwall mine and abandoned underground mines in the same or superjacent seams, the presence of overlying or underlying mine workings where iv) pillar columnization in the active mine is not possible, and v) the question of whether to mine ?top-down? or ?bottom-up.? Case histories are presented from southeast Ohio where the Middle Kittanning No. 6 and Lower Kittanning No. 5 seams are successfully highwall mined with 20-feet to 40-feet of largely shale interburden. A highwall miner was caught in a highwall collapse in the Middle Kittanning No. 6 seam when it was overmining auger workings in the Lower Kittanning No. 5 seam. Multiple seam interaction caused by the overmining transferred overburden stress onto the Lower Kittanning No. 5 seam. The overburden concentrated through web pillars initiated auger web pillar failure, resulting in roof collapse and subsidence in the Lower Kittanning No. 5 seam that propagated up to the Middle Kittanning No. 6 seam. A second case history involves multiple seam highwall mining in southeast Kentucky. The A3 Rider, A3, B2, and C1 seams are being highwall mined around abandoned underground mines in the A3 and B2 seams and augering in the A3 Rider. Because of spoil storage constraints for the surface contour mines, the highwall miner follows the active pits in each seam so a standard sequence of ?top-down? or ?bottom-up mining does not exist. The planning and engineering design considerations associated with each case history is presented along with geotechnical information. In the case of the highwall collapse a back analysis is presented of the stability and safety factors for the auger webs, highwall miner web pillars, and barrier pillars.

Mineworkers face a challenging and dynamic work environment every workday. To maintain a safe workplace, mineworkers must be able to recognize worksite hazards while they perform their jobs. Though hazard recognition is a critical skill, recent research from the National Institute for Occupational Safety and Health (NIOSH) indicates that mineworkers fail to identify a significant number of hazards. To further the understanding of mineworkers’ hazard recognition ability and to begin to address hazard recognition performance, NIOSH researchers analyzed data collected during a laboratory research study to determine the effect of individual mineworker factors including risk attitude, work experience, and safety training on hazard recognition accuracy. The results of this study show that mineworker risk attitude and safety-specific work experience affect hazard recognition performance while hazard-specific safety training does not. These results suggest that some of these individual factors can be overcome through experience and training. Potential strategies that can be used to address these factors are also discussed.

A recently developed technique for use in collieries is described in which samples of gas of relatively high vitiation value are obtained from points deep within a developing goaf by means of pipes. This technique prevents dilution of small quantities of carbon monoxide by large quantities of fresh ventilation air and eliminates interference from shotfiring gases. By using the technique it should be possible to assign a characteristic ratio of carbon monoxide to oxygen consumed to any district and to predict the onset of heatings.INTRODUCTIONGas analysis has played a vital role in detecting heatings in collieries all over the world. By analysing return air from a district and by calculating the percentage ratio of volume of carbon monoxide found to oxygen consumed (known simply as the "carbon monoxide ratio") it has been found possible, in many cases, to assign a characteristic ratio to a district under consideration. This characteristic ratio serves as an index of the spontan~ous combustion tendency of a goaf area. Any definite and consistent increase in the ratioabove the normal figure· indicates that a heating is developing and hence adequate preparations may be made to deal with the trouble.This ratio technique was developed by Graham (1920-21) who found (Table 1) that the temperature of oxidizing coal was directly related to the ratio obtained from analyses of the effluent gas.Until recently, most attempts to employ a similar technique in collieries working the Greta Seam (N.S.W.) were not successful. The Second Avenue Subway is a $16.8 billion project planned by the Metropolitan Transportation Authority (MTA) in New York City. It will reduce overcrowding and delays on the Lexington Avenue Line, improving travel for both city and suburban commuters, and improving access to mass transit for residents of the East Side of Manhattan. The project is a new, two-track, 13.5 km (8.5 mile) subway extending from Lexington Avenue at 125th Street in Harlem on the north end of Manhattan, to Water Street at Hanover Square in Lower Manhattan. The first phase of construction includes rock tunnels from 92nd Street to 62nd Street and connection to the existing 63rd Street station, three new stations, and track and systems from 105th Street to 63rd Street, allowing service between 96th Street and Brooklyn via an existing Broadway Line. The following describes the Project in detail, discusses the construction challenges addressed in the design, and the initial design/build contract to be awarded in 2005. A discussion of the planned mined construction of two rock caverns and a cut-and-cover station construction are also included.

This work is intended to examine the relationship between rock fragments produced during compression tests using a soft testing machine, e.g. hydraulic press (the machine used in this work is Amlser rock testing machine), and the rock fragments size distribution produced by fragmentation of the same rock through application of explosive. The rocks tested are fine grained marble, medium grained tonalite and fine-medium grained granite, medium grained norite and medium grained gabbro. The rocks types are prepared according to ISRM methods to be tested for strength determination. The rocks are loaded at constant load until failure. The fragments resulting from the failure of each of the rocks types are collected for size characterization by sieve analysis. The same rocks tested under soft testing machine are also prepared into blocks of dimension 150 mm length x 100 mm width x 100 mm height for blasting by explosive application. Each block of the different rocks are drilled through with an 8 mm diameter drill to a depth of 80 mm. Each of the holes on the blocks is spaced from each other at 44.7 mm and with a burden of 28 mm. The holes therefore formed a rectangular blasting pattern. Each of the holes was charged with a 720 mg electronic detonator and fired instantaneously inside a cylindrical blasting chamber. After each shot, the fragments are collected for size characterization. The sizes distributions from blasting are compared with sizes distributions resulting from rock testing using the parameter Xc of the Rosin-Rammler distribution function (RR) and 75% cumulative percentage passing. The analysis and finding from this work is presented in this paper.

"The study evaluated the impact on overall circuit metallurgy of improving the performance of the two flotation columns that make up the final Mo cleaning stage in the Cu/Mo separation circuit at Highland Valley Copper mine. The results showed that a key factor to improve the overall circuit metallurgy was to control the size of the bubbles generated in the columns. When a large proportion of small (< 1 mm) bubbles were generated, the production rate of solids-in-concentrate increased by a factor of 4-5 compared to typical production figures without compromising concentrate quality. This increase in concentrate production rate reduced the circulating load in the circuit causing a significant increase of Mo recovery. A statistical analysis of historical production data showed a strong relationship between final concentrate production rate and overall Mo recovery. This relationship along with the results from this study indicated an opportunity to increase the recovery of Mo from 90% (typical) to 94% without downgrading concentrate grade. This 4% increase represents about 14,000 lbs or $500,000 worth of Mo each month at current metal prices.To provide a rational interpretation of the results, this study also examined whether the model of Gorain et al. (1997; 1998; 1999) could explain the increase of Mo recovery seemingly resulting from the decrease of bubble size. The data showed that the model predictions did not agree with the experimental data, i.e., for a given change (decrease) of bubble size, the predictions underestimated significantly the observed recovery increase. An interpretation based on the fundamental analysis of Finch and Dobby (1990) and Hernandez-Aguilar et al. (2005) is proposed to explain the discrepancy between measurements and predictions obtained from Gorain et al.’s model.INTRODUCTIONIt is generally accepted that the size of the bubbles generated in a flotation cell – a concept usually referred to as “bubble size” – has a significant effect on metallurgical performance. However, a significant number of mineral processing practitioners often question, with valid reasons, the practical benefits of implementing process improvement strategies based on controlling bubble size. “Small” bubbles are often considered to be “favourable”, but how small they need to be for a particular case, or how to adjust operating conditions to control a target bubble size, or whether the bubbles need to be smaller in the first place are questions that usually remain unanswered. Two reasons explain this situation."

With the advent of the resources boom in the late 1960s most of the larger scale resources projects in Australasia were commissioned on an æowner miningÆ basis, where the mine owners owned and operated the primary mining equipment. Then, in the 1980s with the arrival of the gold mining boom in Western Australia and elsewhere, a change occurred û most of the mining activities were carried out on a contract mining basis. Over recent years, however, there has been a marked trend amongst larger Australasian open pit mining operations back towards owner-controlled and operated mining operations. The reasons for this are many and are addressed in the paper, but centre on the concept of the owner being prepared to assume more of the mining risk in exchange for the advantage of not having to pay a contractorÆs profit margin. Where mining contracts are entered into, the older æschedule of ratesÆ format is being replaced with less adversarial and more entrepreneurial contract alternatives involving operating cost and risk sharing in a spirit of æfair dealingÆ. Leasing and maintenance issues have also been influenced in recent years by the advent of more flexible contract arrangements with equipment suppliers. Group purchasing has also had some influence for project operators. For many mine owners, the optimal risk management profile involves a practical offsetting of the assumption of mining risk on the one hand, against the removal of litigation risk and potentially reduced operating costs on the other. Potential pitfalls may arise where equipment size and type requirements vary with time or where manpower management, mining flexibility, job skills or safety exposure factors are relevant. These issues are commented on in the context of some well known examples, and an update is provided on contract mining versus owner operation in large scale Australasian open pit mining generally.

A great deal of attention has been directed toward the complexities and inadequacies of exploration and pre-bid geotechnical information for heavy construction projects, differing site conditions, and the adversary relationships which generally develop as a result. The adversary position has been maintained at all cost. The solution is simple, if not easy. The solution requires strict and equal adherence to given principles by all parties involved, throughout the life of the project, from conception to completion. It is necessary to review and redefine some basic concepts, without value judgements, from a context of getting the job done. In a recreated context, the role of truth, judgement, responsibility, and integrity, in exploration, engineering design, construction estimating, and project construction, will be examined. It is suggested that anticipated geotechnical conditions be defined unconditionally. The alternative choice is to give the bidder the opportunity of making the interpretive judgements based on geotechnical data. Similarly, a unilateral method of establishing encountered conditions that are agreeable to both owner and contractor, must be outlined prior to contracting. As anticipated and encountered conditions are firmly and accurately established, significant differences can evaluated based upon limitations specified in the contract documents. Impact of differences on project costs can be fixed by pre-defined methods.

"Crusher sizing and application in mining operations is the selection of a crusher or a series of crushers to reduce run of mine ore to a size suitable for either autogenous or conventional grinding. It is important that the crusher or crushers be sized to operate within the range to which they have been designed. By the range to which they have been designed, we mean that the reduction ration must be held between specified limits. Reduction ration is the relationship between feed size to product size.In todays plants reduction is usually accomplished in three stages by primary, secondary and tertiary crushers.Primary crushers are either jaw or gyratory and are designed to handle run of mine feed at an open side setting of 5-1/2” to 7”. Reduction ration should not exceed 7 to 1.Jaw CrushersThe model size of a jaw crusher signifies the feed opening. A model 60 x48 jaw has a feed opening 60” wide by 48” long. The 48” is the dimension between the top of the swing jaw and the top of the stationary jaw. The 60” is the width between the two side frames. The crusher open side setting is the discharge opening at the bottom of the crushing chamber with the jaws in an open position. When corrugated jaw plates are used, the open side setting is measured from tip of one jaw plate to the valley of the opposite jaw plate. If a jaw crusher has a 6” open side setting with a 1” jaw motion, you could also say it has a 5” closed side setting."

By experience we know about the natural event of ocean-tides. In geophysics we say that the earth-tides phenomenon is the elastico-viscous response of the earth&apos;s body to the attraction potential of moon and sun. By the fact that the tides on the planet take place in a regular periodic frequency, due to the earth rotation of 24 houres for one cycle, the rotation of the moon in about 28 days around the earth and finally to the rotation of the earth-moon combination around the sun in 365 days this phenomenon is a very important one in geophysics. The exact calculation of the acting forces is possible and the comparison of the earth&apos;s body response to these forces as well.

The flotation of fine coal (minus 0.5 mm) often requires the addition of an insoluble hydrocarbon collector to apparently promote the adhesion of coal particles to air bubbles. A series of experiments was conducted using a radiotracer and narrow size fractions of clean coal to determine the effect of particle size distribution, collector addition rate, desliming of feed and emuIisification of collector on the distribution of collector between the different size fractions. The concentration of collector per gram of each size fraction was found to be approximately proportional to (average particle size)-2 except if the collector was emulsified prior to addition, the dependence altered to approximately (average particle size)-1. Mechanistic consequences are discussed.

Slags have many useful functions in iron and steel making. In particular, slags are used to remove impurities such as sulphur, phosphorus and inclusions from the metal, and a large amount of research has been done in this area. Slags also insulate the metal thermally and form reactions with the atmosphere such as reoxidation and nitrogen pick-up. However, slags serve other more unique functions, several of which are reviewed in this paper. The role of slags in new iron smelting processes with regards to reduction of ore and gaseous desulphurization are discussed. In iron smelting processes, much of the reduction occurs by the reaction of carbon in the char and the metal suspended in the slag with iron oxide dissolved in slags. The slags also react with the gas resulting in sulphur removal from the process. The mechanisms of these reactions and pilot plant data for these processes are given in this paper. Slag formation within ferrous burden materials affects the cohesive zone and the performance of the blast furnace. Recent theoretical and experimental findings on this topic are presented. In the electric arc furnace, foamed slags are used to allow for higher power operation and productivity. Of particular interest, foaming in stainless steel production is more difficult than for normal steels. The foam index, or the ability of the slag to foam, for stainless steelmaking is similar to that for carbon steelmaking slags. The poor foaming is due to the lack of gas generation for the foam. Methods to increase foaming in stainless steelmaking are discussed.

The Izmit Bay bridge, a 3-km-long suspension bridge crossing of Izmit Bay, Turkey is planned to be constructed in one of the most seismically active places in the world. The site, which has the potential to experience significant earthquakes associated with the relative motion accommodated on the North Anatolian Fault, is underlain by deep deposits of soft soils, and areas of unstable and liquefiable soils. Characterizing the seismotectonic setting, foundation soil conditions, potential fault locations, as well as other geohazards was a critical component for the project concessionaire to finance the project and obtain meaningful bids for bridge design and construction. Given the Build Operate Transfer (BOT) funding mechanism, executing this work in the least possible time was critical to the concessionaire?s financing scheme. Fugro was retained to provide geotechnical, geological, and seismological evaluations for the project region, and to generate data for contractors to develop reliable designs and bids. The uncertainties in these data made it difficult for the BOT concessionaire to finance the project and tender Bridge design and construction. The investment in an early and comprehensive site characterization program to evaluate and quantify those uncertainties allowed the concessionaire to save schedule, provide a robust bid basis to bridge contractors, and persuade banks to finance what was perceived to be a relatively high risk project.

The new mining method of multiple strata blasting, called StratablastTM, is described in a separate paper presented at this conference. The current paper presents three case studies where the technique was implemented in three different configurations in large-scale blasts in Australia. The first two blasts were in the Hunter Valley of NSW while the third was at Ensham Mine in Central Queensland. All blasts comprised multiple layers that were blasted in a single drill and blast cycle, with unique designs applied to each layer to achieve different blast outcomes from the various layers.
