In order to put an end to the uneven environmental standards and enforcement established by various coal mining States in the United States, the Congress passed and the President signed the Surface Mining Control and Reclamation Act (Public Law 95-87 or the Act) on August 3, 1977. Within one year after passage, the Secretary of the Interior was directed to promulgate permanent program regulations implementing Title V provisions of the Act. These regulations were to form the basis for State regulatory programs under the Act and to allow States to assume primary regulatory responsibility. In order to implement the underground mining provision of the Act, the Secretary is directed in section 516(a) of the Act to promulgate rules, but ones which take into consideration the distinct differences between surface coal mining and underground coal mining. The regulations developed by the Secretary and promulgated on March 13, 1979, with respect to subsidence control, included (1) a subsidence control plan as part of the permitting process, (2) substantive provisions establishing performance standards for subsidence control, and (3) provisions providing for the prohibition of mining under perennial streams, impoundments larger than 20 acre feet, and certain public facilities and urban areas.

A study was performed on selective flocculation and dispersion for ultrafine coal cleaning. A totally hydrophobic polymer, FR-7A, was employed as the selective flocculent for coal, sodium metaphosphate (SMP) as the general dispersant for shale and a synthetic polymeric product, polyacrylic acid-xanthate (PAAX), as the selective dispersant for pyrite. In the adsorption tests, nephelometry and spectrophotometry were employed for determining the concentration of FR-7A and PAAX in the solutions respectively. The adsorption tests indicated that: a) FR-7A has a higher affinity toward coal and pyrite than that for shale; and b) PAAX has a much higher affinity toward pyrite than toward coal and shale. In the selective flocculation tests, the ash-forming minerals can be efficiently rejected using sedimentation as the separation method. However, due to their relatively high specific gravity, pyrite particles co-settle with the coal flocs. To reject fine pyrite, a froth flotation was used for floc separation. The one-step flocculation-flotation process could reject more than 70% of each of the pyritic sulfur and ash minerals, while recovering more than 85% of the coal.

"A limestone mine in Ohio has had roof instability problems that have led to massive roof falls extending to the surface. This paper describes a collaborative study of these events undertaken by the National Institute for Occupational Safety and Health and the mine owners. The study focuses on the roles that weak, moisture-sensitive floor and weak bands in pillars play in a general instability that led to roof falls at this mine. The NIOSH Stone Mine Pillar Design software (S-Pillar) does not include analysis for weak floor or weak bands and recommends that when such issues arise they should be investigated further using a more advanced analysis. It is important to recognize that without the impact of the floor or weak bands, the calculated inherent stability factor for these pillars is within the recommended design range. Therefore, to further investigate the observed instability occurring on a large scale at the Ohio mine, FLAC3D numerical models were employed to help determine the failure mechanism. Roof-to-floor extensometers were also installed in the areas predicted to have further instability. This case study will provide important information to limestone mine operators regarding the impact of weak floor causing the potential for roof collapse, pillar failure, and subsequent subsidence of the ground surface. This recent case demonstrates that weak floor can be a significant factor in pillar stability and should be assessed during the design stage of the mine.To an area-wide failure (Zipf, 2001). In that case, it appears that the pillars had actually remained intact. However, moisture-related yield of the weak floor caused deformations which passed through pillars and into the roof, triggering roof collapse around the intact pillars (Esterhuizen et al., 2011). This previous case and the case presented in this study, while not identical, both demonstrate that weak floor and/or bands within pillars can be a significant factor leading to instability."

The Morenci/Metcalf porphyry copper mining operation, located in southeastern Arizona, currently processes approximately 91,000 tonnes of ore per day and has copper ore reserves estimated to be in excess of one billion tonnes. Functional groups within the Geology Department (currently staffed with six professional and two support personnel) include mine geology, project geology, and hydrogeology. The primary task of mine geologists is daily preblast bench face mapping with grade and mill amenability estimates. Auxiliary duties include detailed in-pit metal distribution evaluation, mineragraphic work and flux quarry geology. Project geologists conduct exploration and preliminary development projects both within and outside the Morenci district and provide support to ore reserve block modeling and geotechnical work performed by the Morenci mine engineering group. Hydrogeologists handle exploration for and development of groundwater resources and groundwater flow modeling, mine dump leach solution penetration and recovery evaluation, and tailing dam water reclamation.

Two-thirds of the world copper produced in 1979 incurred cash costs between $0.35 and $0.89 per lb, averaging $0.62 per lb. North American costs are higher at $0.48, $0.88, and $0.68 per lb, respectively. Variable cash costs are $0.20, $0.58, and $0.39 per lb for the world; $0.29, $0.63, and $0.46 per lb for North America. Cash costs are relevant for comparing existing operations and evaluating market pricing during periods of excess supply. Analysis of full costs of production (cash costs plus income taxes, profit, and non-cash items) becomes relevant in evaluating the incentive price required to develop new production plants. In mid-1979 this cost (incentive price) was about $1.10 per lb; it is expected to approach $2.00 per lb by 1985.

Goldcorp is one of the largest gold producers in the world with projects in South, Central and North America. Goldcorp?s flagship operation is Peñasquito, a world-class, poly-metallic deposit that started production in 2010 which is one of the largest mines in Mexico. Since the early stages of the project, Goldcorp has used the most advanced technologies available to maximize its value. However, the implementation of optimum mine plans has been challenging to put into practice. This is due to the fact that the mine operation involves more complexity than the plans usually reflect. This challenge is an industry wide issue that presents opportunities for improvement. This technical session discusses the mine planning methodologies and procedures used to connect long, medium and short term planning strategies in order to bridge the gap and produce optimum mine plans that can be practically implemented in the field.

Principal factors influencing equipment selection can be grouped into five basic categories. Tonnage Requirements, Ore and Waste Loading, transporting, and ground preparation equipment are largely determined by tonnage requirements. Generally, the greater the tonnage requirements, the larger the equipment size selected. Large size equipment is appropriate for a production of about six million tons (total) per month, medium size for three mil- lion tons, and small size for one million tons or less.

The US Bureau of Mines (USBM) implemented the Fe2+/ Fe3+-SO2 anode reaction in a Cu-electrowinning cell with full-size electrodes. Electrowinning was conducted using industrial electrolyte at 258 A/ m2 (24 A/ft2) and 40°C. Manifold injection of electrolyte provided circulation between the electrodes. Five-day operation using an optimized manifold gave an average cell voltage of 0.94 V at 89% current efficiency, which amounted to an energy savings of 2.82 MJ/kg (0.355 kW-hr/lb), compared to conventional electrowinning. Acid milling 5was completely eliminated, and the SO2 concentration 23 cm (9 in.) above the cell averaged 0.06 ppm.

A collaborative research programme called 'DEEPMINE' was established in 1998 to investigate and research the problems of mining below three and five kilometres depths. Backfill is considered as an important support strategy to alleviate rockburst and rockfall problems in current depths and it will even become a more crucial mining strategy at ultra-deep level mining. In this paper, the evaluation and the application of the current backfill design criteria to the ultra-deep level mining environment are studied and a new backfill design criteria is proposed. The new criteria suggests that backfill should still be placed 60 - 70% of the area mined with a maximum fill to face distance of three metres. Furthermore, the vertical stress generated in backfill should be between 2 - 3 MPa at maximum 25 metres from the face at a corresponding strain value of maximum 10%.

"In May 2015 the New Monte Bianco aerial cableway, operating on the Italian side, have been completed. It connects the lower station in Pontal d’Entreves (1300 metres above sea level (m a.s.l.)) with the intermediate station at Pavillon de Mont Frety (2160 m a.s.l.) and with the top station at Helbronner Peak (3460 m a.s.l.). A new underground link between Helbronner Peak and New Torino Refuge has also been built. The link is divided into two different sections: the first one, a 70 meters deep vertical pit created using the “Raise Boring”, descends underground from Helbronner Peak station; the second section, a 160 meters long sub horizontal tunnel, emerges at Torino Refuge. After a first introduction focused on the general layout of the project, the paper will present the geomechanical survey aimed to evaluate the effect of permafrost on the stability of intensely fractured granitic mass. Finally, it will describe the relevant issues related to the highest construction yard in Europe (3400 m a.s.l.): difficult conditions such as extremely cold and windy weather and restricted spaces. INTRODUCTION The new cable way connects the lower station in Pontal d’Entreves (1300 m a.s.l.), close to Courmayeur, with the top station at Helbronner Peak (3462 m a.s.l.) and its territory, as well as links with France and, through the French territory, with the town of Chamonix (1000 m a.s.l.). The overall layout is divided into two sections (as shown in Figure 1): the first section, “Pontal d’Entreves – Mont Frety”, has a length of 1700m, elevation differential of 886m, a capacity of 800 persons/hour and cable cars for 80 passengers; the second one, “Mont Frety – Punta Helbronner”, has a length of 2630m, elevation differential of 1276m, a capacity of 600 persons/hour, and cable cars for 75 passengers. The new system is designed for fully rotating cable cars moving at a constant rate of 9.0 m/s. The track requires constructing special cables supports, three for the first section and two for the second one."

Ontario, one of the richest mining districts in the world, is a natural storehouse for much of the earth's fresh water supply. Covering over 344,000 square miles, the surface of this Canadian Province is dotted with 250,000 fresh water lakes and is laced with uncounted thousands of fresh water rivers and streams. The southern portion of the Province, for the most part, is flat or lazily rolling farmland. This is where most of the people in Ontario live. Although it is not a major mining area, southern Ontario does possess important deposits of salt, oil, gas and gypsum. Most of these deposits are being actively worked. Toronto, the capital city of Ontario, lies deep in the southern region. Here the climate is mild and the winters are short. The total annual precipitation consists of 27 inches of rain and 65 inches of snow. Most of the major mining companies that do business in Canada have made Toronto their Canadian headquarters. There are two reasons for this. The first, of course, is money. Toronto is the gathering place of many well- known financial institutions. The second is access. Toronto lies within a few hundred miles of some of the most spectacular mining enterprises that exist in the world.

The Minerals Availability Program is a Bureau of Mines Program to systematically measure and classify identified worldwide nonfuel mineral resources according to their respective extraction technology, economics, and commercial availability. The program is designed to identify, collect, compile, and evaluate information on worldwide active mines as well as on developed and explored mineral deposits, and on mineral processing plants. Objectives are to classify domestic and foreign resources, to identify by cost evaluations resources that are reserves, and to prepare analyses of the availability of these resources for 34 commodities and secondary minerals. Availability analyses consider such factors as geographic location, the type of producible material, the technology and time required to produce a marketable product, and the productive capacity and unit cost for each deposit. These factors, reflected in the aggregated tabular and graphical data in the study for each commodity, are developed for consideration in the formulation of both domestic and foreign mineral policy. To date, the data have been collected for the 34 commodities and the availability analyses are in various stages of completion; expected first cycle completion date for all 34 is early 1986. Raw and aggregated data are available to the public in the form of computer-generated listings, tapes, and maps as well as in published reports. Also, systems developed to assist in performing the engineering and economic c analyses, including the computerized economic evaluation program (MINSIM) and the cost estimating system (CES), are available.

This paper addresses the relative long-term cost and resource position of new and existing ferrochromium production in selected Market Economy Countries (MEC'S). The market impact of new ferrochromium production in nations such as India and the Philippines and the continuing change in international trading patterns are also evaluated. This paper draws upon the data and analyses of a recent Bureau of Mines, Department of Interior, Minerals Availability Program appraisal that evaluated the cost and availability of chromite and ferrochromium production from the demonstrated resources of 80 producing or potential mining operations in 10 market economy countries.

To address coal refuse tailings storage needs for a mine operation in western Canada, a feasible solution was to convert excavated open pits into tailings cells. A slope stability investigation and design study were completed to determine the necessary width and slope geometry for in-situ native plugs as the impoundment embankment. The native plugs separate the previous open pit from the current active open pit. This configuration allows for the deposition of refuse tailings in the previous pit while allowing mining to safely continue “downstream” of the temporary impoundment. As mining progresses, each subsequent pit will be filled with refuse tailings; thereby, buttressing the upstream slope of the previous native plug. Although these cells are excavated, and the timeframe for downstream exposure is relatively limited, the native plugs are classified as dams and must be designed to meet applicable safety of dam standards since they impound water and tails above mining personnel in the subsequent open pit. The presentation and paper will discuss the investigation and analysis conducted to develop the geotechnical and hydrogeological design recommendations.

Based on theoretical and experimental researches of phosphate and carbonate minerals flotation in the presence of soluable glass at various pH values and sodium silicate concentrations, it has been established that the presence of soluble glass in solution leads to formation of silicate compounds on the surface of phosphate and carbonate minerals causing change in their floatability for the worse. The harmful influence of soluable salts is done by tying of collector as metallic soaps, forming precipitates on the surface of minerals to be floated and causing their depression of flotation, and breaching of the froth etc. Depressing action of slimes and products of interaction with collector depends on the ratio of values and signs of potentials of the mineral surfaces. The possibility of phosphate and gangue minerals separation can be evaluated by comparing the minimum-necessary concentrations of collector required for their flotation.

A recent advance in slope dewatering-depressurization and stabilization is the use of vacuum assist horizontal drainage. (Brawner and Pakalnis) Horizontal drains have been used for several decades to reduce water pressures in slopes to improve stability. The benefit from vacuum assist arises from an increased hydraulic gradient caused by an induced negative atmospheric pressure. A research program included a laboratory model whereby the effects of vacuum drainage were evaluated. Three case studies are described where the technique has been successful. The first is in a rock slope where flows increased from 0.1 1/min. under gravity drainage up to 1.2 1/min, upon vacuum. The second study involves installation of 17 drains placed at a slightly downward gradient to intercept and de- pressurize aquifers under a major tar sand deposit in Canada. The third study was on a large open pit copper mine in British Columbia where flow increased about 30 per cent.

The southeastern region of the United States has long been a major market area for coarse and medium particle size natural ground calcium carbonate fillers. The primary market for calcium carbonate in the southeast traditionally has been as fillers in building materials such as carpeting, joint cement and roof shingles. In these applications the economic value of the calcium carbonate in the final product is weighted more toward lessening the cost of the final product, as opposed to contributing any desirable physical characteristics. For example, in carpet backing applications the calcium carbonate filler does little more from a physical standpoint than add weight and body to the backing adhesive. The important factor in the use of calcium carbonate in carpet backing is that it can be used at high loading levels to replace the more expensive latex binder, thus lessening the cost of the final product. It is estimated that calcium carbonate producers in the southeast sell in excess of 200,000 tons (181,436,000 kg) annually for use in latex compounds for carpet backing applications.

An induction time apparatus has been constructed in the present work which has a sensitivity limit of 100-150 micro-seconds. The basic unit is similar to the one used by Eigeles and Volova (1960) and Trahar (1983), but it operates with a micro-computer and has a greater sensitivity. Using this apparatus, the flotation chemistry of the quartz-amine system has been studied. It has been found that at a given dodecylamminium hydrochloride concentration, the induction time is at a minimum at approximately pH 10.5. At this pH, the collector hydrolizes to form neutral amine and the flotation recovery reaches a maximumy,suggesting that iono-molecular species are the surface-active species responsible for flotation. This finding confirms the earlier conclusions obtained using the surface tension (Somasundaran, 1976; Finch and Smith, 1973) and contact angle (Smith, 1963) techniques. The induction time measurements have also been conducted as a function of particle size, collector concentration, indifferent electrolyte concentration and temperature. The results are compared with flotation data, and the activation energies for the bubble-particle adhesion have been calculated.

US coal production increased 3% to a record 832 Mt (917 million st) in 1987, according to preliminary Energy Information Administration (EIA) data. Most of the increase was due to the unusually warm summer and the increased coal-fired electricity demand for air conditioning. Drought conditions in the Northwest lowered hydroelectric generation, contributing to the higher use of coal by electric utilities. However, excess production capacity and increased competition from natural gas added further downward pressure on delivered coal prices, continuing the declining price trend of the last several years. Coal production by region Appalachian coal production reached 402 Mt (443 million st) in 1987. This is about 3% more than in 1986 and just short of its 1984 peak. Virginia produced 7% more than its 1986 level, due to increased coal-based electricity demand. Smaller percentage increases were attained in eastern Kentucky, Pennsylvania, and West Virginia. Ohio and Alabama were the only major coal-producing states in Appalachia that produced less coal in 1987 than in the previous year. In the Interior region, 1987 coal production reached a record 182 Mt (201 million st), about 2% above 1986. Illinois is the largest coal-producing state in that region. Production there fell about 3.7%, primarily because of lowered demand at electric utility plants in Alabama and Tennessee. However, this was more than offset by production increases in western Kentucky, Texas, and Indiana. After falling slightly in 1986, coal production in the West resumed its upward trend to a record 248 Mt (273 million st). Wyoming is that region's dominant coal producer. It mined 7% more coal than in 1986. Wyoming's increase offset the 11% decline in New Mexico production and smaller declines in other Western states. Coal consumption and prices Domestic coal consumption reached a record 759 Mt (837 million st) in 1987. Most of the increase resulted from the unusually warm summer that led to higher than normal peak demands for electricity in the third quarter. Electric utility coal consumption was also boosted by the below-normal hydroelectric generation that resulted from low water levels in the Northwest. These factors more than offset the effects of increased nuclear power generation and competition from natural gas. As a result, coal provided 56.9% of electric utility generation in 1987, compared with 55.7% in 1986. Electric utilities consumed a record 651 Mt (718 million st) of coal. While electric utility coal consumption increased, the average cost of coal to utilities was down, from $1.58 per million Btu in 1986 to $1.52 in 1987. The average price of coal delivered to utilities in 1987 was $35.09/t ($31.84 per st), the lowest since 1981. Coal prices were held down by a glut of coal supplies and by a decline in the average price of natural gas to electric utilities. Coal consumption at coke plants in 1987 was 2.6% above the 1986's 32.5 Mt (36 million st). This increase reflects steel's recent resurgence. Coking coal demand, though, was reduced by the increased use of continuous casting and electric furnace technologies. The average price of coal delivered to coke plants fell from $56.02 to $51.35/t ($50.83 to $46.59 per st). Coal consumption in the industries other than coke plants amounted to 68.2 Mt (75.2 million st) in 1987, slightly less than in 1986. Coal lost part of its market share to natural gas, which was priced favorably relative to coal. The average price of coal delivered to manufacturing plants was at its lowest level of the current decade. It fell from $39.50/t in 1986 to $37.27/t ($35.84 to $33.81 per st). Residential and commercial coal consumption fell to 6.2 Mt (6.9 million st) that is 9.8% below 1986 and the lowest since 1980. This decline is also attributed to the relatively low price of natural gas in 1987. Coal stocks Coal consumers held 169 Mt (186 million st) of coal stocks at the end of 1987, 5.9% above the 1986 year-end level. Most of this increase was due to stockpiling by electric utilities in anticipation of a possible strike by the United Mine Workers of America early in 1988. Stocks at electric utilities increased to an estimated 154 Mt (171 million st) at the end of 1987, 5.6% higher than the previous year. This was much lower than 1984's stock buildup. Coke plants increased their coal stocks by 30% in 1987 to 3.5 Mt (3.9 million st), rebounding from the unusually low inventories of 1985 and 1986. Precambien in age, the phospate deposit under study which outcrops to the south forms a synclinal consisting of only one mineralized horizon. The synclinal strikes SSW/NNE, dips from 30 to 60 NNE and is about 5 km wide. The deposit has been explored by : - trenches and pits about 50 m apart in the outcropping area ; - core drill holes forming lines perpendicular to the outcrop. These lines are about 100 m apart. On each line, the drill holes are about 50 m apart The phosphate layer is clearly visible and has then been defined from the geologicia1 description of drill hole logs. The layer has been divided into two parts : a very rich, altered part at the hanging wall and a poor part displaying opposite physical characteristics, i.e. a fresh and hard rock. With open pit mining in view, the deposit has been divided into a 3-dimension network of blocks, each block measuring 50 X 50 X 100 m. The tonnages of rich and poor ore, PO25, MgO, Si02, CaO and R2O3 grades and the tonnages of barren waste at the hanging wall and the footwall have been calculated for each block. Given the dip of the phosphate layer ranging from 30 to 60° and its relative thickness (between 10 and 15 m), it was impossible or inappropriate to carry out direct calculation by 3-dimension kriging : too many neighboring blocks to obtain sufficient date and impossibility to draw up the morphology of the layer.
