The State of Minnesota is interested in stimulating the development of clay resources and recently supported a two year project to collect data on geological, mineralogical, processing, economic and environmental aspects of such potential developments. This paper presents the .various process options adopted on the bulk samples collected from the Minnesota River Valley area which is a primary deposit and contains a major silica fraction. A standard test flowsheet involving degritting, dispersion, HGMS, and cycloning was developed and for some samples yielded an acceptable filler grade product. Secondary streams containing relatively high grade kaolin but of coarse size were also obtained. Improvement in particle size distribution and in physical properties related to paper product specifications (brightness, viscosity) were obtained by size reduction processes. Market and economic considerations for kaolin consumption in the upper Midwest are analyzed. Current markets for paper grade kaolin in Minnesota were briefly discussed.

In order to establish meaningful remediation goals and monitoring programs in areas disturbed by mining, it is desirable to determine the natural metals concentrations that existed in the area prior to mining. At Iron Mountain, California, several natural sources exist for acid drainage and loading of metals to Slickrock and Boulder Creeks. This paper describes methods to determine the contribution of copper and zinc to groundwater and surface water from those sources, including natural gossan rock outcrops, mineralized bedrock, and colluvial materials. Methods used include evaluation of: 1) historical information, 2) literature values of unmined, mineralized areas, 3) analyses of water from monitoring wells, 4) leaching studies, 5) statistical analysis, 6) isotopic studies, and 7) identification of background by elimination of mining sources. Results from this natural background determination show that Boulder Creek and Slickrock Creek carried elevated concentrations and loads of copper and zinc prior to mining activities. With repeated rinsing of reclaimed and remediated mine materials by rainfall, there will be a diminishing contribution from residual waste rock and tailings at Iron Mountain, and natural background will become an increasingly larger proportion of the total load.

After passage by the Congress, Public Law 95-87, the "Surface Mining Control and Reclamation Act of 1977" was signed by President Carter on August 3, 1977. This law, in its simplest form, was intended to control the environmental effects of surface coal mining and to ensure that mined land is restored to a condition equivalent to that prior to mining. Immediately after the signing, the wheels of government bureaucracy began turning to establish a new federal agency -the Office of Surface Mining Reclamation and Enforcement or OSM -in the Interior Department that would implement the provisions of the Act. Since this took time and because the Congress had not yet provided funding for OSM, a special task force was assembled within the Interior Department to begin the task of writing interim regulations to implement the Act. With respect to the use of explosives, the Act specified that a blasting plan be included in the application for a mining permit. The blasting plan will outline the procedures an operator will use to meet specified environmental protection performance standards. The performance standards established by the Act require explosives to be used only in accordance with existing state and federal laws and regulations and with regulations to be promulgated by the regulatory authority. The regulatory authority was defined as either a state agency operating under an approved state program or the OSM operating under a federal program. As a minimum, it was specified that the regulations should include provisions to require that: 1) a blasting schedule be published in a local newspaper and be mailed to local governments and to all residents living within 1/2 mile of the blasting site . 2) daily notice be given to residents in the area prior to blasting. 3) blast reports be prepared that are maintained for three years and available on request to the public. 4) blasts be designed to prevent injury to persons, damage to property outside the permit area, adverse impacts on underground mines and adverse effects on ground or surface water channels or availability outside the permit area. 5) upon request of residents or property owners within 1/2 mile of the permit area, preblast surveys shall

The world energy crisis has created a greatly expanded exploration program for energy fuels. The demand for materials required for drilling operations such as barite, which is the primary component of drilling fluids, has increased proportionally. As in the case of many other minerals, existing high grade barite mines are no longer capable of producing the required tonnage. Consequently, exploration and development of lower grade ore bodies has been increased. The need to produce a high quality product at maximum recovery rates, along with the ever changing economics affecting both selling price and production costs has triggered accelerated research programs toward more sophisticated and efficient beneficiation methods. Taking into account the specific gravity differential between barite (4.5) and the normal gangue minerals such as silica and calcite (2.7), gravity concentration methods are the prime consideration with flotation as a scavenging process. Greater emphasis on particle size liberation, size reduction and concentration is also indicated. In order to accomplish these objectives, it has been necessary to revert back to the old adage, "Recover your minerals as soon as they are free."

Cliffs views the process as extending from mine planning to cargo loading including auxiliary systems such as material handling and plant utilities. Process automation is recognized as an area that can provide significant improvement opportunities with less capital requirement than major flowsheet modifications. This paper discusses the development and results of a strategy to allow and promote implementation of process automation improvements at individual mines based on their economic priorities taking advantage of common systems and concepts for use at multiple mines where practical. Specific process control upgrade projects a Hibbing Taconite Company and the Empire Mine are reviewed in detail.

Mooranbah North is a new greenfield project in Australia's Bowen Basin that is projected to produce 4 mtpa of hard coking coal from a single longwall. Located in Central Queensland in Australia's northeast, this is one of Australia's main coal producing regions. From the outset, Mooranbah North's approach to equipment selection has differed markedly from that usually taken in the mining industry, and the conveyor industry in particular. Until recently, no performance requirements have been placed on conveyor equipment suppliers. This arose from a practice of purchasing components in an ad-hoc manner from a variety of sources, and the mine then configuring the system. More recently, single source supply has been adopted as a means of obtaining some performance guarantee, usually expressed in terms of system availability. Unfortunately, the term "availability" has a multitude of definitions, particularly in the underground coal sector. A conveyor availability of 98% is a common goal but this rarely means the conveyor must operate 165 hours/week, 52 weeks/year. There are mines that have one maintenance shift for each production shift and claim availability of 100%. What is meant is that no down time is logged to the conveyor during the hours that it is wanted. This "generous" definition of availability would not be tolerated in many industries and nor should it. Unfortunately, a true definition of availability, such as is applied to steam turbines in the power generation industry, is not particularly helpful. Five day/ week operations would immediately face a 28% penalty against 7 day rosters, and there would be no sensible manner in which weekend maintenance could be incorporated into the availability formula. The approach adopted by Mooranbah North was to specify a period of "Failure Free Operation," which would be followed by a maintenance period. This

Introduction Gold mining on an industrial scale is becoming increasingly dependent on low-grade refractory sulfide ores that contain large amounts of pyrite (FeS2) and arsenopyrite (FeAsS). Gold is usually present as sub-microscopic particles dispersed evenly throughout the sulfide matrix. Without some form of preoxidation, efficient recovery of this finely disseminated gold through cyanide leaching is hampered because the surface of the sulfide particle becomes passivated and impervious to penetration of the cyanide. Traditional methods for recovery of refractory gold from arsenopyrite ores include roasting and autoclave leaching. A modem alternative method is to preoxidize the mineral using the bacterium Thiobacillus ferrooxidans prior to attempting to re- cover the gold through cyanidation. The bioleaching of arsenopyrite ores presents a problem in the mobilization of large quantities of arsenic, present both in the +5 and +3 ionic states. Dissolved arsenic species pose a dual problem: they are -1 to the bioleaching process itself through inhibition of bacterial activity, and they also pose an environmental threat. The arsenate anion (AsO2) has been shown to be more toxic to living organisms, including Thiobacillus ferrooxidans, than the arsenate anion (AsO43) (Collinet and Morin, 1989). There is some disagreement as to the fate of arsenite in bioleaching solution. Mandl, Matulova, and Docekalova (1992) reported that dissolved arsenite concentration was constant during a long-term bioleaching study of chalcopyrite using Thiobacillus ferrooxidans. Torma and Oolman (1992) report that Thiobacillus ferrooxidans has been found capable of oxidizing As3+ to As5+. The solid products of arsenopyrite/pyrite bioleaching include jarosite (MFe3(SO4)2(OH)6 where M can be K+, Na+, NH4+ or H3O+), scorodite (FeAsO4.2H2O), ferric hydroxides, and ferric hydroxysufites (Carlson et. al., 1992; Van Breemen, 1982; Lazaroff et. al., 1982). The particular species formed is a function mainly of pH. Little study has been performed on the effect of solid products on bioleaching. Pesic and Kim (1993) showed that Thiobacillus ferrooridans cells served as a nucleation sites for jarosite particles, which grew rapidly and eventually killed the cell. Most bioleaching studies are performed at low pH&apos;s (<2.0) under uncontrolled conditions. By studying bioleaching of arsenopyrite under controlled pH conditions and at higher pH&apos;s (2.0 to 3.0), the distribution of iron and arsenic between the solid and liquid phases can be controlled, and their effects studied. The objective is to develop a bioleaching process that operates at high efficiency while keeping amounts of dissolved heavy metals low. Pesic, Stohok, and Torma (1993) demonstrated the usefulness of this approach in the leaching of cobaltite (CoAsS) concentrates. Materials and Methods The focus of this study was the bioleaching of arsenopyrite ore by Thiobacillus ferrooxidans. The parameters studied included the effects of pH, and the effects of arsenate (AsO43 and arsenite (AsO2). pH studies included pH set initially but not controlled, and pH controlled continuously with NaOH or LiOH. Bioleaching results from two strains of Thiobacillus ferrooxidans with different adaptation histories were compared. Bioleaching experiments were conducted in 150 ml stirred glass reactors using a strain of Thiobacillus ferrooxidans adapted to arsenopyrite ore, supplied by the U.S. Bureau of Mines. These bioreactors were innoculated with stock cells grown on arsenopyrite ore for 14-16 days. Typical elemental breakdown for this ore was: As, 9.90%; Fe, 18.60%, Stot, 9.26%; Suifide, 7.50%; SiO2, 25.90%. Mineralogically, the ore contained both arsenopyrite and pyrite. Bioleaching efficiency was measured by withdrawing bioleach solution samples at selected intervals, filtering, and measuring the amount of dissolved cobalt, iron, and arsenic by atomic absorption spectroscopy. Because the precipitation of iron and arsenic at higher pH&apos;s would lead to unreliable results, a 100 mg tracer of cobaltite concentrate from the Blackbird mine in southern Idaho was added to solution. Dissolution of the cobaltite tracer was used to indicate bioleaching of the bulk arsenopyrite ore. The U. S. Bureau of Mines investigated a method of using inert gas to prevent the formation of explosive gas mixtures in auger highwall mining of coal. A combination of gasoline and diesel engine exhaust gases was introduced into the auger drill hole using a short section of pipe located at the collar. Gas samples were taken and analyzed on site with infrared detectors for oxygen, carbon dioxide, methane, and carbon monoxide. Evacuated bottle samples were also taken and analyzed by gas chromatography at the Pittsburgh Research Center. These gas results were analyzed for explosibility. Personal exposure to carbon monoxide was also monitored. The highest methane level observed was 9.55 pct. The Inert gas levels, (carbon dioxide and nitrogen) were sufficiently high to prevent any ignition of the methane. Results showed that for all conditions during mining, gas concentrations were non-explosive. The maximum personal time weighted average sample for carbon monoxide was 20 ppm. This system provides a safe, inexpensive, simple method for preventing explosions during auger mining. INTRODUCTION The auger highwall mining method is an effective method to recover coal from a reserve when removal of the overburden by surface mining equipment becomes uneconomical. In this method of mining, a horizontal auger enters the coal seam from the surface mine bench under the highwall and the coal is drilled in a series of parallel holes. Historically, coal mined from the surface is relatively shallow, and over time, methane associated with the coal has dissipated through the surface. In most circumstances, little methane has been found associated with auger mining. However, mining technology has enabled surface mining of deeper reserves of coal. Furthermore, environmental constraints have forced the highwall extraction method to be used to remove coal under wetlands, further increasing the chances of encountering methane. Recently incidents of methane explosions at a few auger mining operations have resulted in injuries and increased testing for methane at the collars of auger holes. The fuel source of the reported explosions was not necessarily limited to methane, but may also have involved coal dust. The Mine Safety and Health Administration (MSHA) met with the Bureau to discuss what technology might be available to enable the safe resumption of mining. The discussion included the difficulty of ventilating through the solid shafts of the augers, that steel bits probably created the ignition source, and that perhaps inerting the holes with low oxygen and high carbon dioxide concentrations from the machine&apos;s diesel exhaust was a potential solution. Considering the ventilation aspects of the problem, it was not clear If ventilation could be reliably established. If some degree of ventilation to the front of the mining head is achieved, it may combine with methane to bring the hole atmosphere from a rich, nonexplosive mixture to an explosive mixture. Furthermore, it may not prevent a dust explosion in such a mining configuration. Lack of access through the shafts of auger type mining machines further limits the ability to add water or air to cool bits to prevent an ignition source from developing. Either of these approaches would also be expensive. The process of mining coal In an inert atmosphere has been considered in the past, but to our knowledge, never implemented (Department of Interior, 1970). Clearly, implementation in underground mining would be more complicated. On a mine bench open to the atmosphere, however, adding inert gas to the mining head could provide a quick, feasible method to prevent explosions at auger highwall mining operations. Also the problem of how to move the inert gas to the cutting head of the machine had to be considered. Preventing explosions on auger mining machines using inert gas requires three primary considerations: first is the source of inert gas; second, placing the inert gas at the cutter head; and third, monitoring the hole atmosphere. Any gas source having an effective inert gas concentration of 34 volume pct or greater will prevent methane from Igniting (Zabetakis, 1965). Sources of inert gas considered for this application included liquid nitrogen, modified shipboard inert gas generators (for hydrocarbon shipping and transfer), jet turbine engine (Paczkowski, et. al., 1982), the auger&apos;s diesel engine and a gasoline engine. Operation cost, purchase cost and availability limited our testing to the diesel and gasoline engines. This work tested each engine, separately and combined. To ensure effectiveness, both company and enforcement personnel need to know how to monitor the condition of the inerted hole. Measurements at depth inside the hole are possible by remote sampling through rigid tubing, but this method is Impractical for routine monitoring. Continuous monitoring of the exhaust gas stream is an alternative. The U. S. Bureau of Mines evaluated an inert gas system at an auger mining operation at a surface mine near Owensboro, KY. Coal was mined from the Number 9 Coalbed in Henderson Co. KY. Tests were conducted in January and March of 1992.

This paper will present the results of an analysis of several abandoned coal mine projects and includes field data for over a dozen different reclamation projects recently completed in the state of West . Virginia. The analysis was performed with the objective of summarizing and or classification of the environmental consequences with reference to the characteristics of the mining facilities (surface, underground, etc.). The analysis also addressed the itemized cost of remediation with respect to procedures, environmental concerns and time. The results of the analysis are that each abandoned coal mine site in West Virginia have/had many unique features and in most cases include a combination of environmental concerns that complicate comparisons. The study also revealed that the abandoned mine land program for mines abandoned prior to 1977 that is being financed by a tax on the production of coal, has produced many benefits for the state of West Virginia. This grant program administered by the Office of Surface Mining, has resulted in a high quality methodology of remediation that has been successful for many years in greatly minimizing and/or eliminating environmental concerns from abandoned coal mines.

A review of the geology and mineralogy of several of the better known hydrothermal platinum-group metal (PGM) deposits is undertaken. Along with new data from two recently discovered occurrences in Nevada, a number of common characteristics of these deposits are identified. Newly described PGM occurrences in Nevada are the abandoned Gibellini mine workings characterized by limestone-hosted hydrothermal Mn-V-Zn-Ni mineralization and the granite-hosted base-and precious-metal veins of the Gingerload claims.

Lignite reserves occur all over the world in different climatic regions. This means, that the impact of the hydrologic regime upon mining activities and, vice versa, of the mining activities upon ground and surface water conditions will be different between any two mines. On the other hand, most economically important lignite deposits can be grouped according to principal depositional and structural features described briefly in the following section. These features do allow a preliminary assessments of the nature of ground water problems which may face the mine. The cost of protection against water which threatens a mine, the environmental impact of the appropriate measures to achieve this end and the restraints of population density which both might exclude the most cost-effective approach will govern the project expenditure for drainage work. Whether or not this expenditure can be borne by the project must be established during the feasi¬bility phases of mine planning. So, the somewhat provoking title of this paper does not mean that its question can be answered once for ever. It should rather serve to bring to the attention of the audience the major features of mine water control.

The Bureau of Mines investigated pegmatite and granite formations at Copper Mountain, Fremont County, Wyoming, for recovery of tantalum and niobium. Sampling of surface exposures identified about 1.27 mega tonne of pegmatite resource material ranging between 0.02 and 0.04% Ta20, and 0.007% Hb20,. Beneficiation studies were conducted involving coarse-grained and fine grained pegmatite samples. Over 80% recovery of the coarse-grained tantalite was achieved in a concentrate averaging over 45% combined tantalum-niobium oxide. Lower concentrate grades and recoveries resulted from the treatment of fine-grained pegmatite.

Although the number of operating longwall mining systems has remained relatively consistent over the past five years, longwall production levels have increased significantly during this period. Longwall production currently accounts for approximately 50% of U.S. underground coal production. While longwalls are highly productive and offer other advantages, operations employing this method of mining continue to experience dust compliance problems. This increased longwall productivity has meant that far more dust is being produced. An improved understanding of the longwall face ventilation system and advancement of face ventilation technologies are necessary to ensure all face personnel are allowed to work in an environment that is free of excessive levels of airborne respirable coal mine dust. The Dust and Toxic Substances Control Branch of the National Institute for Occupational Safety and Health&apos;s Pittsburgh Research Laboratory has examined several basic principles of the longwall face ventilation system, and has evaluated the effectiveness of numerous improved face ventilation techniques for longwall mining systems. These include identifying improved techniques for measuring face ventilation parameters on longwall mining sections and investigating the fundamental relationship between face air flow and the entrainment and dilution of respirable coal mine dust. Studies have been completed to determine the impact on face dust levels from using belt entry air to ventilate the longwall. Novel methods have been identified to increase the amount of face air flow and to manage face air flow to most effectively minimize face workers&apos; dust exposure. Unique systems of auxiliary face ventilation have been developed and evaluated at full-scale, simulated longwall test facilities. The theoretical and applied aspects of each of these principles and technologies are discussed. Application of these results, throughout the longwall mining industry, as documented from surveys conducted in the early 1980&apos;s and 1990&apos;s, have reduced the health hazard associated with excessive exposure to respirable coal mine dust.

The Institute of Gas Technology for many years has dedicated a large portion of its research effort to the development of a practical solid-fuel-based gasification process to produce a synthetic natural gas equivalent. The work is being done to prepare for the day when supplemental gas will be needed. This program, initially supported by the American Gas Association, and now by both the Department of Interior&apos;s Office of Coal Research and the American Gas Association, has developed the IGT Hydrogasification Process. This process, now entering the pilot plant stage, is based on the high-temperature, high- pressure hydrogenation of coal with a hydrogen-steam bearing gas. Product gas from this step is cleaned and catalytically methanated to produce a high-Btu gas. Estimated production costs indicate the process will be competitive with natural gas in certain areas of the country when required.

The Tower Mill has proven to be a grinding machine with a demonstrated application flexibility. Variations in applications have proven to be numerous. This mill was originally intended for fine grinding applications. Subsequent testwork and installations have demonstrated the mill can be utilized in place of ball mills as secondary mills. The following lists a few of the circuits tested: 1. Tower Mill secondary receiving feed from a primary SAG mill grinding stage. 2. Tower Mill as tertiary grind unit following a rod mill/ball mill. 3. Tower Mill as secondary grind unit following a primary ball mill. 4. Tower Mill as a limeslaker. 5. Tower Mill grinding as a primary unit taking limestone crusher discharge. Applications demonstrate the mill is energy efficient and is sensitive to the following consideration: 1. Circuit chosen. 2. Top size of feed. 3. Product size required. 4. Classification equipment performance. 5. Media size required. 6. Media type required.

The gangue in some magnetite ore bodies contains feldspar; the alkali content of the feldspar reduces the usefulness of these iron ores. One method of decreasing the feldspar content in magnetite concentrate is froth flotation. The amine flotation of feldspar from magnetite concentrate was investigated using zeta potential measurements, Hallimond tube flotation tests and laboratory-scale flotation tests. The zeta potential of various feldspars (microcline, albite, anorthite, oliqoclase and anorthoclase) were determined as a function of pH; the point of zero charge ranged from pH 1.4 to 2.5. Hallimond tube flotation tests using two amine reagents were conducted on the feldspars. Hallimond tube flotation tests using six amine flotation reagents were performed on the cobber tails (quartz, albite and microcline) from a magnetite concentrating plant; in all cases, over 85 percent flotation recovery was obtained at pH 8 and 10-5 to 10-4 [M] collector addition. Laboratory-scale (667 grams) flotation tests were performed on the magnetite concentrate in an attempt to float the feldspar which had reported to the concentrate. The effects of three different collectors, two levels of collector concentration, three pH levels, starch and HF acid were investigated.

In this paper, the problems which occurred on introduction of dense medium cyclone coal washing in Australia are reviewed together with the subsequent measures taken to obtain a satisfactory magnetite. Specification and testing of magnetite for exploration, quality control and in-plant check purposes is discussed. The disposition of Australian magnetite deposits in relation to the main coal producing areas is examined, and comments are made on the economics of mining, milling and beneficiating magnetite for coal preparation uses alone. Future trends in the Australian Coal Industry are predicted, and the need for a planned approach for the future is demons traced.

Barite (BaS04) is an industrial mineral with hundreds of uses. It is primarily used as a weighting agent in drilling fluids. This use comprised approximately 97% of U.S. barite consumption in 1981. Barite is found in three types of deposits: bedded, residual, and vein. Bedded deposits, because of their relatively large tonnage, have been the principle target of explorationists. Increased demand for barite in the mid to late seventies prompted many companies to significantly expand their efforts in barite exploration. Barite exploration techniques currently range from outcrop walking and geochemical exploration to gravity and seismic surveys.

Environmental and regulatory authorities are increasingly requiring that precious metals heap leach piles be contoured before they are abandoned so they may present a more "natural" look to the eye. Depending on the ore type, many of these contoured heaps will be subject to substantial erosion by precipitation events, native plants will have difficulty in establishing themselves and slimes be washed onto surrounding areas or into watercourses. This paper presents the argument that the results of contouring heaps are counter to good environmental practice. Calculations which have been made demonstrate that leveling and berming the heap tops as well as berming the edge of each lift or setback will effectively prevent water erosion and promote the growth of native plant species.

Dwindling economic deposits of rutile (TiO2) prompted research on recovering it from secondary sources. One such resource is in Southwestern Turkey feldspar mining rejects that contain 5%-6% TiO2 mostly rutile. Previous studies could only upgrade the TiO2 to 36% TiO2 grade, claiming that the leftover flotation reagents on the surfaces of rutile and host minerals detrimentally affected upgrading of the rutile. As a potential remedy to this concern, a laboratory sample (from an operating feldspar mine in Milas, Turkey) was first caustic scrubbed, then air calcined at 400°C to evaporate the oily reagents. Subsequent physical separation of rutile included wet screening, gravity, magnetic, and electrostatic separation technologies. Such processes indeed improved the grade of the rutile concentrate up to 83 % TiO2 Low recovery of the TiO2 (<20%), was attributed to lack of full liberation of rutile, even at 125x44 micron range; interference with impurity minerals such as sphene and zircon; and simply the process inefficiency in upgrading the fine grains through conventional separation technologies for heavy minerals.
