An understanding of the Florida Phosphate Industry, the mining practices and extraction processes and the historical development of the Industry, is essential to any consideration of reclamation. In the earliest days of the Industry, phosphate rock was produced by screening the phosphate pebble from the matrix. The waste, which consisted of overburden, clay, sand and fine phosphate, and was called "debris", was disposed of onto, either the adjacent surface area, or into mined-out pits. Since the Central Florida area was sparsely settled in those early days, there was no complaint from residents about contamination of streams or the resulting spoil piles - environmental concerns were non-existent. The development of the flotation process in the 1930's and the implementation of the flotation process in the early 1940's was a significant technological breakthrough in the Industry. This technique made possible the extraction of fine phosphate particles, and doubled the recovery of phosphate values from the matrix. However, the implementation of the flotation process produced a new waste disposal problem.

A great deal of effort has been put forth in recent years to arrive at accurate projections of the demands for tunnels in this decade. In reviewing the statistics presented by various study groups, it appears that during the decade from 1960-69, there were some 1,335 miles of rock and soft ground construction tunnels excavated throughout the world. These statistics indicate 645 miles of rock tunnel and 689 miles of soft ground tunnel were excavated during the last decade. This is expected to increase to 3,000 miles in the 1970's according to projections made by various authorities in the field of construction tunneling. I point out the above statistics to emphasize two main points: (1) The demands for tunneling in this decade alone are staggering. (2) There is a fairly even distribution in the amount of rock tunneling and soft ground tunneling being excavated. Unfortunately, available statistics do not answer many important questions about tunneling which are of great importance to the contractor and to boring machine designers. For example, how many of the projects completed in the past decade involved both soft ground and rock tunneling? How many projects involved tunneling in conditions where both rock and soft ground were contacted at the same face. While the answers to these questions remain unanswered, I am sure most of you can think of numerous examples of projects where mixed face conditions are prevalent. Many of you are probably familiar with the Austin Crosstown Interceptor which was bid last month in Austin, Texas. Here is a project involving 57,000 feet of tunnel where limestones and clay shales are expected to be traversed. Another project, the Tonner Tunnels No. 1 and No. 2, near Los Angeles, involve some 22,000 feet of tunnel where mixed soil and rock conditions are expected. The pockets of high silica blue dust across the entire high grade hematite deposits in the Bailadila sector bothers the excavation activity due their iron content, which is higher than the threshold value specified by the Indian Bureau of Mines and the agony of stacking them separately due to their fragile & powdery nature. The physical nature of blue dust and its negligible alumina content makes these a potential source of hematite, which is a blessing in disguise. As most of the particles are in the form of an independent grain making it appropriately suitable feed for dry magnetic separation and thus the dry beneficiation has turned a bane into boon by enabling to produce concentrate either suitable for using as DSO or amenable for blending. The emphasis on carrying out dry beneficiation studies in the present context serves the purpose of mineral conservation, mitigates the issues of excavation and stacking as well as conservation of water resource. This paper describes the laboratory and pilot scale dry beneficiation studies carried out on blue dust of 48 – 60%Fe and Silica up to 30% at 25 Kg/hour to 400 Kg/hour, resulting in production of concentrate assaying 60 – 65%Fe. INTRODUCTION High silica blue dust (HSBD) is associated with Banded Hematite Quartzite (BHQ) and is available in abundance in various pockets across the Iron ore body in the Bailadila region of Chhattisgarh state. High Silica Blue dust occurs in the form of free granular particles and also as friable lumps. The chemical quality of this falls under sub-grade category (45 – 55%Fe) and as per the guidelines of Indian Bureau of Mines, these are to be stacked and conserved as future resources of Iron if it can’t be utilized in the present circumstances. Due to its friable nature, stacking of HSBD is a challenge and it is also compounding the problem by polluting the air under high velocity wind conditions. Because of its physical nature and occurrence in pockets pose challenge to systematic mining. The existing processing set up of the operating mines is designed to treat either Direct Shipping ore (DSO) or Run-of-Mine (ROM) have grade >60% Fe. The present practice of beneficiating iron ore fines (<1 mm) comprise combination of two or more processes such as desliming, hydraulic classification, magnetic separation and flotation apart from requirement of grinding depending on liberation characteristics. The HSBD which is predominantly occur as free granular particles, is significantly low in its alumina content. This gives us an opportunity to utilize them by exploring a suitable beneficiation process so that the concentrate produced can be used as a sweetener for alumina rich iron ore/concentrate. Thus, in the present study, an attempt has been made to adopt dry high intensity magnetic separation technique to explore the amenability of the high silica blue dust for beneficiation.

Freeze and thaw deterioration is a serious problem In con¬crete pavements. The main cause of distress Is thought to be the pore structure of coarse aggregate. In an attempt to characterize deleterious pores, the Iowa Pore Index test and the Expected Durability Factor, as Calculated from the mer¬cury intrusion porosimeter, were devised. This study Included freeze-thaw and sodium and magnesium sulfate soundness testing of sixteen carbonate aggregate samples. In addition, the Iowa Pore Index and the Expected Durability factor were determined for each of the samples. All of the Above mentioned physicochemical parameters were examined using bivriate correlation analysis with the In¬tent to evaluate the effectiveness of the Iowa Pore Index and Expected Durability factor for predicting the frost dur¬ability of an aggregate. The results from the bivariate correlation analysis showed no significant correlation, between the Iowa Pore In¬dex And- Expected Durability factor with the other physico¬chemical parameters investigated. Rust interesting is that the Iowa Pore index predicted that All of the tested samples would resist freeze-thaw failure, whereas the Expected Durability factor predicted that -ash sample would he non-durable.

Residential and commercial plumbers in the United States were introduced to Viega?s copper press technology in 1999. In short, the technology allows plumbers and installers to join copper pipe securely in four to seven seconds on pipe sizes of 1.2 to 10 cm (0.5 to 4 in.) by pressing the connections with specialized tools and fittings rather than through sodering or welding. The water- and air-tight technology, first introduced in Germany in 1989, includes three different sealing elements, a variety of materials and a selection of configurations. By eliminating the need to thread or solder pipe, connections and repairs can be made quickly and securely. Installations are also much quicker and as secure as traditional methods.

Passive seismic monitoring is a useful tool for measuring wave propagation in rock mass in deep underground mining. About 20000 mining ? induced seismic events of a hard rock mine, are identified and investigated. The travel times of source-receiver pairs allow us to demonstrate temporal change in velocity. It was found that the average P wave velocity is about 6000 m/s in the mining regions. Velocity investigations on the data during about three months around the main shocks show a significant decrease of the average seismic wave velocity after the main shocks. The sudden drop of average velocity change after the main shocks implies the creation of new fractures in the rock mass due to the main shocks. Afterward, the average velocity increased to a normal level after a time duration of several days. A reasonable explanation for the post seismic velocity increase is that opened cracks begin to close due to crack healing.

Florida&apos;s electrical needs are served by 58 utilities of practically every type: six investor-owned, 34 municipal, 17 cooperative, and one federally-owned. They range in size from a small municipal system with a, 2 MW annual peak demand CD a large investor-owned utility serving about one-half of the state with an annual peak demand of 8,600 MW. (1),(2) These utilities are interconnected at several voltage levels with 230kV serving as the pre-dominant voltage for the bulk power transmission system. About 275 miles of 500kV circuits are found within two systems, but no tie-lines yet exist at this voltage. Due to Peninsular Florida&apos;s (that portion of the state east of the Apalachacola River) geographic location and shape, it cannot, at present, depend upon its interties with the remainder of the nation to completely support the sudden loss of the state&apos;s largest generator. Therefore, the utilities maintain a total amount of spinning reserve to cover for this single contingency outage at all times. Most of the state&apos;s electric utilities belong to the Florida Electric Power Coordinating Group (FCG) which, through its standing committees, coordinates the planning and operation of the member systems. Though a formal, centrally dispatched pool does not exist in the state, generating utilities which belong to the FCG&apos;s Operating Committee subscribe to an energy broker operation to maximize the savings that can accrue from economy interchange. Studies are underway, with participation from the staff of the Florida Public Service Commission, that are investigating both central planning and dispatch of the peninsula&apos;s electric utilities. Florida&apos;s electric load is mainly residential. During: 1976, 48.8% of all electrical energy use was by residential customers; 31.8%, commercial; 16.2%, industrial; and 3.2% for all other. By comparison, 32.7% of the United States&apos; load was residential, followed by 40.5% industrial, 23.0% commercial, and 3.8% other.

This paper presents sulfur isotope data obtained for the deposits and country rocks of the Bailadores and Aroa Mining District, Venezuela. The study is a part of an extensive geochemical investigation of the mineralized belts that has as their aim the elucidation of the genesis of ores. The Bailadores deposits are located at about 600 Km. west-southwest of Caracas, or about 10 Km. southeast of the Town of Bailadores, Merida State (Fig. 1). The mine concession is held by the Ministry of Mines and Hydrocarbons (De Lima I, De Lima II and La Cascade areas). In a straight distance the mine is about 90 Km. southwest of Merida, the capital of Mérida State. From Mérida to Bailadores, through La Victoria and Tovar, it takes 3 hour by car. From Bailadores to the mine site it is about 40 minutes by jeep. The Aroa deposits are located at 4 Km. east of Aroa Village, Yaracuy State, about 220 Km. west of Caracas. It is 83 Km. from San Felipe, the capital of Yaracuy State to the mine (Fig.2). The mine is about 600 m above sea level, situated on the northern foot of the E-W trending Andes. The topography of the mine are shows a mature stage and is somewhat rugged. As the climate is warm and humid, the area is thicky covered with jungle.

In 1910 the United States Bureau of Mines was created. It was the outgrowth of a social problem stemming from the fact that 25,000 men were killed in coal mining accidents for the period 1900-1910. Something had to be done and congress responded to the people&apos;s demands by creation of this new regulatory agency. At that time mine operators felt the new agency was too strict but nonetheless new rules were developed and enforced and results were obtained by the industry which reduced fatal accidents to less than 250 per year by 1970.*Social reaction by the general public brought about legislation which created the Federal Coal Mine Health and Safety Act of 1969 This legislation was a direct reaction to the Farmington Disaster. Operators and miners alike said "we cannot operate under this law. It is too strict, requirements are unrealistic, production will suffer, .there will not be any improvement in health and safety, etc." Consider the facts: 1. Health and safety have improved. The 1972 frequency and severity rate was the best ever for the bituminous coal mining industry, Figure 1. 2 .Production per manshift has dropped in underground coal mines. For example, in West Virginia from near 16 tons/m.s. in 1967 to nearly 11 tons/m.s. in 1971-72. However, not all of this loss can be attributable to the Act, but certainly some is. (2) The betterment of the safety of coal mining was a prime motivation behind the coal law and from that standpoint the law has been partially successful, but the loss in productivity has been a real burden to the mine operator. Everyone should recognize that the law says little in regard to production--it only relates to health and safety. Production is management&apos;s responsibility.

Smelterville Flats in Idaho&apos;s Silver Valley has been designated as a Superfund site due to metals contamination resulting from the use of the South Fork of the Coeur d&apos;Alene river as a tailings impoundment earlier in this century. Tailings average in excess of 4% lead and zinc. Selective mining of highly contaminated zones is being studied as one of several possible remediation strategies. The first step towards remediation is the examination of the stratigraphic, geochemical and spatial characteristics of the site. These characteristics are related to appropriate sampling protocols and exploratory sample grid design. Special problems involved in the geostatistical analysis of tailings are emphasized.

Barium fluorphlogopites were synthesized in the laboratory in order to investigate the effects of composition and crystal parameters on surface properties and floatability. The negative surface charge of mica is determined by the barium content, the crystal cell volume, the distance between layer structure and the Ba-O bond length. The higher barium content, the larger the cell volume and distance between the layer structure and the longer the Ba-O bond, the more negatively charged the surface is and hence the more easily adsorbed to cationic collectors. When an anionic collector (sodium oleate) is used, barium oleate forms on the mica surface and hence chemical adsorption occurs.

The Minera Ojos Del Salado (?MINOSAL?) concentrator is located 20 kilometers southeast of Copiapo, Chile and processes copper ore provided by its Santos and Resguardo mines at a capacity of 4,200 tip (4,620 stpd). Phelps Dodge acquired the majority interest in MINOSAL in 1982. The principal incentive for this purchase was the exploration potential of the property. At that time, the concentrator plant was a small, antiquated installation with a capacity of 674 t/d (740 stpd). In 1982, the majority of the ore was produced from the Santos and Resguardo mines, but custom ores of copper, silver, and gold were also treated. The acquisition occurred at a crucial time in the copper business, since the price had fallen to nearly $0.50 per pound. In 1985, Phelps Dodge purchased the outstanding interest in MINOSAL and acquired 100% of the property. Today, after numerous improvements and two expansion projects, the concentrator is an interesting combination of old and new equipment. The regrind mills, for example, have been in service for about 50 years, while the ceramic concentrate filter represents the latest technology.

Geologically, this region is occupied by Mesozoids, a folded belt of Triassic and Jurassic sediments and volcanics. Gold mineralization is of Upper Jurassic age. Most of the stream placers formed during the Quaternary. Placer gold was first discovered in 1916. Between 1930 and 1957, mining was carried out by the "Dal&apos;stroi," a Russian death- camp organization. At the mines, "Dal &apos;stroi" exterminated 5-7 million captives taken from Russia&apos;s different colonies, each prisoner extracting 1-2 kg of gold before he died. Since 1966 the mines have been worked mechanically. About 10 mining districts are now active, producing altogether 110-135 tons of gold annually.

Abstract. Dynamic experiments were performed in a continuous open-circuit 40x40 cm ball mill using a pseudo-random binary sequence of the feed rate and measuring the variations of the discharge particle-size distribution. The impulse response is calculated by a cross-correlation technique. Then a model involving a discrete transfer function and a time-series stochastic equation is calibrated using maximum likelihood methods. Based on this empirical model. a minimum variance controller with constrained input is designed and its performances are compared. by simulation, to the performances of a conventional PID regulator.

Toronto Tunnel Partners (TTP), under contract to Metrolinx/IO, is constructing new twin rail tunnels under the Highway 401 & 409 interchange to accommodate additional tracks to support the GO Expansion program for future two-way, all-day service. The new tunnels are being constructed using the Sequential Excavation Method (SEM) and utilize a tunnel pre-support system consisting of a series of 800 mm diameter steel pipes to form a pipe canopy. The pre-support pipes were installed with an Auger Boring Machine (ABM) in four separate headings; one heading from each of the tunnel end portals, and two from a shaft in the middle of the highway. To facilitate the auger boring operation, a custom steel reaction frame was required to counteract the thrust from the ABM at the portals, and a temporary shaft structure was installed in a narrow median space of the highway. The installation of the pipe canopy had to overcome challenges including removal of obstructions, alignment issues, and controlling settlements to the highway surface. This paper discusses the purpose of the pipe canopy, design and installation of the temporary shaft and structures to support the auger boring operation, the experience of the contractor during the installation of the pipes, and brief overview of the experience tunneling below the pipes.

The ASTM standard method D 5744-96 was developed to provide a well-defined kinetic test protocol, conducted under controlled reaction conditions, with the intent of generating reproducible results. The US Bureau of Land Management, American Assay Laboratories, and the Minnesota Department of Natural Resources cooperated in a intralaboratory and interlaboratory testing of the protocol. Intralaboratory testing was conducted on duplicate samples of gabbro (8) and siltite-argillite (5) rocks for periods of 20 to 125 weeks. The difference between replica& intralaboratory pH readings on drainage from the gabbro for the drip-trickle leach alternative typically did not exceed 0.1 units, although differences as high as 0.4 units were observed. The difference from the mean for rates of sulfate, calcium and magnesium release was typically within 10%. Intralaboratory results for the siltite-argillite samples were generally similar, although a one unit pH difference was observed for one sample. Three different laboratories tested a gabbro sample for 125 weeks, with a maximum difference from the mean pH of 0.5 units. The percent difference from the mean for sulfate and calcium release rates was typically within lo%, although values as high as 30% were observed. Data on intralaboratory and interlaboratory agreement on the flood rinse alternative of the method were limited. Replication on the sample tested was comparable to of better than that observed for the drip-trickle method testing of the same sample.

The combined study of ground water regime and rock deformations has resulted in the theoretical substantiation of the common principles for analysis of the hydrodynamic and geomechanical processes Within the scope of unique scientific direction -hydrogeomechanics (Mironenko and Shestakov, 1974). The hydrogeomechanical models are widely used now for the analysis and forecasting the extremely important processes connected with the safe and efficient mining operations, as well as with the protection of geological medium. Among these processes are: -deformations of the open-pit slopes and spoil dumps; -consolidation of rocks due to the ground-water pressure drop; -water-end-rock material inrush into mine workings caused by deformations of the undermined rock mass; -geodynamical processes due to the changes in ground water regime; -artificial hydrofracturing in rocks; -transformations of clay linings under the tailing ponds and other technical water basins.

Nearly all of the sulphur produced in the world today is converted to sulphuric acid and 49 % is used in the manufacture of fertilizers. In the last few years we have seen the beginning of another chapter in the volatile history of sulphur as the severe shortage of 1963:-67 has been transformed into present-day surplus. Prospects for further aggravation of this situation in the years ahead seem assured. In 1970, western world production showed a rate of increase of 4 -5%, which 1S somewhat less than that of 8% for the period 1963-1967. The rate of growth of consumption dropped considerably in 1968 when the demands of the fertilizer industry fell. During the same period of time, wide-spread demands have been set in motion for a clean environment which indicates that a fundamental change in sulphur supply, demand, and even sources, is likely to result from this upheaval. The sale of sulphur by Poland to the western world has increased and for 1970 was estimated at over one million metric tons. In the next few years, increase in Canadian sulphur supply will stern from two sources;

The need for a successful, efficient and reliable continuous face- haulage .system for use with continuous mining machines has been apparent since the first continuous miners were introduced some twenty-five years ago. Some thought and effort were given to the development of continuous haulage over the last twenty years or so. Some initial success was experienced in this area by The Long Company with a system involving bridge conveyors, as far back as the late 1950&apos;s. However, extensive success with continuous face haulage for use behind modern, high product¬ion, continuous miners escaped the industry until the early 1970&apos;s. It is true that continuous face haulage was successfully introduced into low seam mining, generally in seams ranging under 1.07 m (42") in height, in the 1960&apos;s, for use with relatively low production, low seam, auger type continuous miners. However, those available systems which have achieved success in the lower seams, where relatively low capacities are adequate, are not directly applicable for use with today&apos;s medium and high seam miners with their standard production capacity of 9.1 - 10.9 mtpm (10 - 12 tpm). Since the late 1960&apos;s and early 1970&apos;s, several machinery manufacturers, and at least two major coal companies, have devoted considerable expense, time and effort to developing truly successful continuous face haulage for use in coal seams ranging upward from 1.2 m (4&apos;) in height. Continuous face haulage equipment has been developed in the last five years employing a variety of transportation media and design concepts, including some which have received wide publicity such as those employing hydraulics, and pleated belt. The truth of the matter is, however, that the only universally applicable and widely successful continuous face haulage equipment introduced to date has been that employing a combination of bridge conveyors and mobile, self-propelled, bridge carriers, connected at the inby end to the tail of the high production continuous miner, and at the outby end attached directly to the panel conveyor (Fig. 1 & Fig. 2) or, on occasion, to a short, self-contained conveyor which, in turn, empties directly onto the panel conveyor. While these bridge type continuous haulage systems are available with both belt and chain conveyor components, the most widely applied and successful system in seams above 1.07 m (42") in height is that offered by The Long-Airdox Company. The standard unit for use with 9.1 - 10.9 mtpm (10 - 12 tpm) continuous miners is normally equipped with belt. However, they have built, and successfully applied, versions of this system employing chain conveyors, (Fig. 3), mainly for operators having extremely difficult mining conditions, including excessive amounts of water

The isotopic variations of lead from Mississippi Valley galenas have long been used to place constraints on the sources of the lead, and on the residence the of the lead in crustal reservoirs prior to its emplacement in the Mississippi Valley province. Similar studies based on strontium isotope variations in gangue minerals associated with the lead-zinc sulphides have been neglected until Haden&apos;s (1) study of such minerals from several localities in northwestern Ohio. His work revealed two things about the mineralization. Firstly, it shoved that the average isotope composition of lead from galenas from northwestern Ohio lies on the anamalous lead line characterizing Mississippi Valley-type leads, albeit at the least radiogenic end of the entire data array. This confirm earlier assignments of the Ohio mineralization as Mississippi Valley-type (Hey1 and others (2)). Secondly, Haden (I) showed that the strontium in the calcite, strontianite and fluorite is broadly similar in isotopic composition to the strontium in the host Silurian to Devonian marine carbonates within which these minerals arc emplaced. He concluded that the mineral strontium my have been very locally derived, from the carbonate hosts.
