EPA's Office of Solid Waste (OSW) is developing a program, under Subtitle D of the Resource Conservation and Recovery Act (RCRA) to regulate the management of non-coal mining wastes. In May 1988. OSW produced a "Strawman", which is a working document that is precursor to a proposed rule. OSW has been working closely with environmental groups, industry, and States to solicit comments and feedback on the mining waste program. OSW currently plans to release a second "Strawman" in early 1990. A proposed rule is tentatively scheduled to be published in the spring of 1991.

The coal burning power plant group has adopted this new storage tool most quickly. The actual history is traced in this area in some detail. "Molybdenum recovery by solvent extraction has gained interest partly due to advances in concentrate leach technology. Historically, both molybdenum and rhenium have been produced using amine-based extractants with the ability to co-extract both metals. Alternatively, a phosphinic acid-based extractant (CYANEX® 600) can be used depending on the flow sheet. CYANEX® 600 selectively extracts Mo leaving Re in the raffinate, which is a valuable feature in plants which require rejection of the rhenium from the molybdenum circuit. CYANEX® 600 piloting results are reviewed and compared to commercial experiences with an amine-based extractant. INTRODUCTION Molybdenum is most commonly found as molybdenite (MoS2) in primary porphyry deposits (about 59% of global reserves) and copper porphyries (about 39% of molybdenum reserves)[1]. Recovery from molybdenite traditionally involves flotation (concentrates typically containing 85 – 95% MoS2) followed by roasting to produce MoO3. Solvent extraction is also used to recover molybdenum from acidic aqueous solutions resulting from scrubbing of roaster and smelter off gasses and leaching of molybdenite (uranium ores). Molybdenum is also frequently found in low concentrations in copper leach inventories[2]. More recently, pressure oxidation has gained interest to treat molybdenite concentrates. Molybdenum Chemistry The chemistry of molybdenum is complex with a series of extractable species existing dependent on the pH and oxidation state as shown in Figure 1.Under strongly basic conditions, molybdenum primarily exists as MoO42- while under strongly acidic conditions MoO22+ becomes the predominant species. In between, a number of isopolymolybdates such as Mo7O246- and Mo8O264- are dominant. Equations (1) – (3) demonstrate some of the proposed molybdenum equilibrium reactions[1]."

The oxidation behavior of copper smelting slag under non-isothermal conditions was studied by thermal analysis. The results indicate that the copper slag is mainly composed of fayalite ( Fe2SiO4) and magnetite ( Fe3O4). The oxidation behavior can be divided into two reaction stages with the increase in temperature; the first stage is the oxidation of fayalite to magnetite, and the second stage is the oxidation of magnetite to hematite. The two reaction stages cannot be strictly separated; that is, the reaction of fayalite is not complete, and magnetite has begun to transform into hematite. Based on the TG (thermogravimetric) curves, the ABS (Achar–Brindley–Sharp–Wendworth) differential and the Coats–Redfern integral methods were employed to investigate the oxidation kinetics of copper slag during the continuous heating process. The oxidation of fayalite into magnetite and amorphous silica phases occurs mainly in the temperature range of 673 to 1083 K. The activation energies calculated by the two methods are 193.69 and 195.52 kJ mol− 1, respectively. The reaction is consistent with Avrami–Erofeev equation, and the mechanism of oxidation is random nucleation and growth. The oxidation of magnetite to hematite occurs at 1083–1303 K. The activation energies are 308.79 and 328.77 kJ mol− 1, respectively. The mechanism conforms to the Jander equation and is controlled by the two-dimensional diffusion.

The Crandall Canyon accident investigation included an interesting and unexplained observation by rescuers that the ?barrier rib had shifted northward as a unit, as much as 10 feet.? This is not the first mention of such a movement, although such reports are rare. Historical accounts describe unusual movement and displacement of intact coal, cribs and timbers. Two movements of particular interest are the creation of gaps above coal pillars and falling of standing support elements without apparent damage. A dynamic boundary element program was used to explore movements induced by slip on geologic features removed from the affected panel. While the resulting models are much too simple to fully replicate these observations, they do show that the types of phenomena observed are possible. They can also provide insight into the types of motions that ground support elements are subjected to during large bump events. This was demonstrated for the case of a large bump in a Book Cliffs coal mine. Seismic information suggested the source mechanism to be normal slip on a fault. A model of that source showed initial dilation of the panel followed by dynamic compression and rebound ? consistent with underground observations. The initial dilation is important as it may allow slender standing support to shift or fall.

The research reported here characterizes ultrasonic ranging sensors for autonomous navigation on underground mine mobile equipment. Because ultrasonic rangers are inexpensive, have no moving parts, have no lenses to clean, are small and unobtrusive, and can measure distances in dusty environments, they are especially sui ted to underground mi ne environments. The investigation began with laboratory tests of field of view, angle of incidence, intersensor variation, and ranging accuracy of individual rangers and a ring array of 24 sensors. The results showed the sensors have good accuracy and low variability. Additional experiments at AHAX' s Henderson mine Showed the sensors could accurately and reliably measure rib features, convex and concave corners, and drift intersections. The results showed that when used and analyzed properly, the sensor data may be used reliably for underground mobile equipment navigation.

At a time when water resource planning is proceeding on a continental scale, such as the proposed $100 billion North American Water and Power Alliance, which would redistribute water among three nations, including seven provinces of Canada, 35 of the United States, and three States of Mexico, the selection of a single river basin for study may seem to require an apologia. None is offered because of ( 1) the magnitude of the Indus , itself a part of the great Indo-Gangetic Plain drainage system, with Himalayan sources, upon which the thickly populated northern sub-continent of Indo-Pakistan depends for agriculture and hydroelectic power; (2) the extraordinary problems created by dismemberment of the world?s largest irrigation system through legal beheading of the Eastern Waters under the Indus Waters Treaty of 1960; and (3) the herculean effort to contain the twin encroachments of waterlogging and salinization in a basin which faces a shortage of fresh water. The British irrigation system of barrages and canals on the Indus was a venture admirable in conception. Unfortunately, it is now a legacy burdened with unwanted consequences, due to interference with the hydrological regimen, particularly the rise of water table occasioned by leakage.

Limited research has been conducted related to the development of mathematical optimization models for production scheduling at large surface coal mines using the area, i.e., strip, mining method. Increased economic and technical challenges have led to a new interest in production schedule optimization models for these type of mining operations like those currently applied to model underground and open pit mines. While area mines share similar characteristics to both open pit and underground metal operations, neither an open pit nor underground production scheduling model adequately depicts an area mine mathematically. We present an integer programming model with blending constraints and discuss the challenges and opportunities related to the implementation for area mines as well as future research in area mine production scheduling.

We have all heard a great deal about how various projects were financed or certain companies were successful in obtaining a bank loan. There are many more projects and companies who fail to get the money they need. At least a portion of these failures, and a large percentage of the frustrations connected with even the successful financings, are a result of not understanding the process of obtaining money. Recent years have seen a proliferation of sources available to finance minerals operations, but let me assure you that these represent only a minor portion of the minerals financing market. The fundamental source of borrowed money to almost all minerals related companies remains the banks. Therefore, understanding the "Loan Approval Process" can easily mean the difference between getting the money or not. In the following pages I hope to provide some insight into what I define as the loan approval process. Having pre-offered my definition, I intend to delineate the various stages of the process and the planning and information I believe should be contained in each. My ultimate goal is to help you think like a banker and, in so doing, stay on top of the process so that you can successfully obtain the funding necessary for your projects.

A patent issued to J.N.J. Leeman (1957) described the change in performance that takes place when a cyclone is installed in the horizontal position rather than the vertical position. Although this patent was directed more toward improvements that could be realized in the heavy medium cleaning of coal, it contained specific references to reducing the quantity of fine solids that would report in the underflow, and an example for fine sand classification is also included. The three cyclone installations for which data is given in this paper demonstrate that horizontal mounting of large cyclones can improve classification efficiency, eliminate some operational difficulties, and reduce cyclone maintenance requirements in closed circuit grinding installations. Cyclone Experience at Serrana S.A. Each of four grinding circuits at the Serrana S.A. de Mineracao Apatite flotation plant in Brazil have a 2.7 X 4.6 meter (9 X 15 foot) rod mill and each originally operated in closed circuit with two vertically mounted Model D20B (500m nominal diameter) Krebs Cyclones. New feed size is 25mm. The Apatite is liberated at a relatively coarse 35 to 28 mesh grind, but the 500mm cyclones had to be fed at 66 pct. solids in order to obtain an overflow analyzing 12 pct. coarser than 42 mesh. Because dilution water in the cyclone feed had to be limited, classification was inefficient, and there were other significant circuit difficulties as summarized in a recent article by C. A. Busnardo (1984):

In July of 1974 a study team comprised of the authors was formed by the Department of the Interior. It was supported in part by funding from the National Science Foundation. The purpose of this study group was to visit coal mines and research and manufacturing facilities in England and Germany, to review the status of mining in these countries, and to identify mining technology which might have application to U. S. mining conditions. The duration of the visit was 18 days. The first week of the trip was spent in England. Time does not permit a complete recitation of the team's impressions but a few of the more interesting technologic developments will be discussed. The Optimum Production Rate (OPR) is one of the most important parameters in the evaluation of a mineral deposit. The OPR cam also be expressed as the Optimum Mime Life (OML) in years since the expected mime life is determined by dividing the OPR per year into the estimated ore reserves. Unfortunately, very little time and effort has been directed towards the determination of the OPR. Instead, "rules of thumb" are often applied to select a mime life without due consideration of the economic implications of such a selection. A "justification" for a particular production rate is often based on a pre-conceived arbitrary requirement for a mime life of 5, 10, or 15 years, for example. In this paper it is demonstrated that such arbitrary selections for high-grade/low¬-tonnage mines (such as many underground gold/silver deposits) often lead to sub¬optimal results. In fact, am apparently uneconomic deposit at am arbitrary production rate may be economic at the OPR. Consequently, investment opportunities may be overlooked if one analyzes mime' properties based on arbitrary production rates.

The Zurichberg twin track tunnel is the main segment of the Swiss Federal Railway's new expressline. A heavy concrete lining with a circular cross-section was chosen to cope with the swelling tendency of the surrounding rock. The 4,356 m (14,300 ft) long, 11.52 m (38 ft) diameter tunnel was driven using a shielded Robbins TBM. A 1.20 m (4 ft) wide, 25 cm (10 in) thick precast lining was placed from within the shield tail as the excavation progressed. Tunnel excavation and initial lining operation were completed in 18 months, averaging 11.86 m/day (40 ft/day) in two nine hour shifts. After breaking through, the final 28 cm (11 in) thick concrete arch lining was cast in place.

The U.S. coal mining industry consumes approximately 142 billion kWh/a of energy. The U.S. Department of Energy estimates that the industry’s annual energy consumption could be reduced by 49%. This constitutes nearly $3.7 billion of potential savings on coal production costs at 5.3¢/kWh of energy. Additionally, with climate change regulation on the horizon, any benefits from energy savings in the near future are compounded by associated reductions in CO2 emissions. Research indicates that operating conditions significantly affect energy efficiency. Modeling and simulation have been shown to be a cheap and reliable means of evaluating the effects of process interactions and operating conditions. The goal of this work was to apply stochastic process simulation to model the energy efficiency of a typical truck-and-shovel mining system and use the model to evaluate production strategies to improve energy efficiency. The research team conducted energy audits of truck-and-shovel overburden removal and used the results to develop regression models describing truck and shovel fuel consumption. The team then built a stochastic simulation model of the truck-and-shovel overburden removal operation and used it to assess a variety of improvement measures by simulation experimentation. Valid fuel consumption models for shovel loading and truck haulage have been formulated, based on the energy audit results. Valid stochastic process models of truck-and-shovel operations have been formulated to study energy efficiency. The following strategies, in decreasing order of impact, provide the most energy savings for truck-and-shovel overburden removal at the mine: (1) shorten haul roads, (2) increase shovel capacity and (3) increase shovel utilization through optimal truck matching. Additional data will be required to adequately describe operator effects on energy efficiency.

Estimates of the cost of producing any commodity generally fall into several classes depending upon the motives and needs of the estimator. There are estimates intended to show how low costs might be with favorable conditions if everything goes well. At the other extreme, there are estimates which show how high costs might be if troubles develop. The estimates in this paper for the cost of producing direct reduced iron (DRI) are accompanied by discussion to point out how the final figures may be adjusted in either a promotional or a conservative direction. Because we do not have a specific process and a particular set of conditions in mind when discussing this subject today, this paper deals with the general situation, with considerable attention to how the estimates can be made more specific once one knows the particulars of a given situation.

The recovery of silver and gallium from flue dust with acidified thiourea solutions was examined. The studied parameters were temperature, particle size, thiourea concentration, acid concentration, and the presence of oxidants. The study of the extraction of these two metals was undertaken in sulfuric acid medium. Silver dissolution was dependent on all examined parameters, whereas gallium extraction was only dependent on the initial acid concentration. The experimental results suggest a new very efficient method for recovery of both silver and gallium. Almost complete recovery of silver and gallium can be accomplished within 90 minutes. A technological scheme for recovery of both metals is also proposed.

The basic goal of this investigation was to determine the degree of drying of high moisture lignite through the use of high temperature and pressure steam autoclaves. Specific items studied were: a) the effect of lignite particle size, b) steam temperature and pressure required, and c) the time of ahydration. Although removal of sodium, ash, sulfur and other ash-forming minerals was not the goal of this study, basic analysis of effluent water showed organic material and alkalai metal content. Removal of inherent moisture from run-of-mine lignite was tested by lock-feeding the lignite, which was previously sized by screening into 25 kg autoclaves. High pressure, up to 4.053 MPa (588 psi), saturated steam was then introduced into the pressure reactor. Reaction time, pressure, temperature, and depressurization rates were strictly controlled for each reactor test run. Results indicate that about 80% of lignite total moisture was removed, including some of the inherent moisture, yielding a non-oxidized, and thus stable, lignite product. As stated, a side benefit occurred as some reduction of non-combustible portions of the lignite also took place. The conclusion reached as a result of the tests is that the steam-drying process can be successfully applied to reducing moisture in lignite, and may be considered for additional studies on acceleration of the coalification process. On the basis of the data presented, the author believes that lignite can be economically upgraded in steam autoclaves by simultaneously reducing the moisture content by 80 percent and the sulfur content by at least 50 percent. Upgrading the lignite by this method will result in large energy and financial savings.

The quality of our environment is of great importance to all of us. Today, there is a great public concern about the degradation of our air, land, and water and the resultant slow death of our planet Earth. The miner has always been concerned with his environment. Historically, mining has been a part of the frontier. As a result, the miner has pioneered and developed many parts of the world. In the beginning, he had to hack out a place for his mine, himself, and his family. He was given accolades and praise for his accomplishments. Now, however, he is attacked as a ravager of the landscape. It was and is no different on the Marquette Iron Range in Marquette County, located in the Upper Peninsula of Michigan. Iron ore was discovered in 1845 and mining was begun by 1848. Over nearly 1 ¼ centuries, a total of 379,197,000 tons have been shipped to market. Ports, docks, railroads, and towns all had to be built in order to get that tonnage out to iron and steel makers. In those early days the environment had to be mastered, not pampered.

This is the sixth annual tabulation that gives mineral royalty information. This tabulation, like the previous editions, includes all of the earlier data plus more than 100 new entries. In addition to the royalty information, some entries show the cost of purchased reserves. An article in the December 1984 Kentucky Coal Journal could have far reaching applications. It explains that a banking firm examined the "reserve risk" as one of six factors for analysis when financing a coal project. The firm concluded that coal reserves in Kentucky are worth an average of $0.29/t ($0.26 per st) in-place. The banking firm based this in-place value on its examination of more than 50 leases. In-place value is especially important when trying to establish a mineral value for a given deposit. Ernie Lehman wrote to this author after last year's column appeared and he quoted the lease rates for lead and zinc on federal land. He states, from first hand information, that the leases are based on a percentage of net smelter return as follows: 4% for the first five years, 4.5% for the next five years, and 5% thereafter. The figures used in last year's column ($ per st) came from dividing reported royalty income by reported production. The information reported last year merely translates the results of the net smelter return (as written in the lease) to royalty income per ton to the US Government for the various years. Statistics from the Minerals Management Service of the Federal Government show that oil and gas account for 40% and 53%, respectively, of the Federal royalty income. Coal accounts for about 4% and all other minerals, the remaining 3%. Oil and gas leases are mostly at 12.5%. Most of the coal leases are at 12.5% for surface mining operations and 8% for underground mining. Many of the other commodities are leased at 5%, which has been true for decades. Relative to Federal leases, this year's table shows some percentages and some costs per ton. This was done to give information about the leases and also to show income produced by various commodities. Note that some commodities have a variation in $/ton even though the royalty percent is the same. These variations result from a combination of factors that influence the value of a mineral commodity. The same caveats that have appeared in previous columns relative to factors that influence the value of reserves are restated. The data in the table serve as a general reference and are not intended to present an absolute scale of reserves costs. Several factors influence the value of any mineral commodity. The factors include: • location/transportation (especially significant for most industrial minerals); • market conditions both for the commodity and the company acquiring the right to mine it; *quality or grade of the deposit as it reflects the amount of processing/beneficiation necessary to produce the finished product; and • legislative restrictions and conditions for mining a given material at a given site. These and other factors will significantly influence the cost of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity in column 1, and the subsequent columns give the location - either by state, US geographic area or Canadian province; the cost - R for royalty and P for purchased cost; and the year in which the lease or purchase agreement occurred. The last column offers either comments or gives a footnote number for more information. The cost column requires more explanation. The units may refer to cubic yards (/yd), cubic feet (/cu ft), tons (/T, 2000 lbs) or acres (/A). 1 cu yd = 0.7646 m3 1 cu ft = 0.2832 m3 1st=0.9078t 1 acre = 0.4047 hm or m2 In several cases, the royalty is a percentage of the sales price of the finished product and is levied against either the amount produced or the amount sold. "Over recent years, specifically following the MINER Act of 2006, an increasing number of manufacturers of underground mine seals in the United States have begun using a form of pumpable cement or shotcrete to create barriers separating the working and abandoned sections of underground coal mines. This seal material, while generally considered to be homogenous and solid, contains a network of microcracks, voids, and delaminations. Generally, it has been assumed that methane (CF4) leakage around these seals is a result of movement around the boundary interface between the seal and surrounding strata. Using a perfluorinated tracer compound, perfluoromethyl-cyclohexane (PMCH), the movement of gases can be monitored through seal material to observe how gases move though the material, both intact and with faulting in the material. This paper documents two large experiments where the movement of PMCH was monitored in the field, along with modeling confirmation using 3D visualization software. INTRODUCTION According to a report in 2007, there were over 14,000 active mine seals in underground U.S. coal mines alone (Zipf, Sapko, & Brune, 2007). These seals are used for both ventilation and safety purposes, to direct the flow of air away from the abandoned area of the mine and to help eliminate the propagation of explosions that can occur on the outby side of the mine seal. The atmosphere on the outby side of these seals typical consists of low levels of methane that have the potential of producing leakage along the face of the seal on the inby side. Methane leakage around mine seals has historically been attributed to the permeability between the seal and mine interface (McPherson, 1993). According to the United States Bureau of Labor Statistics (BLS) between 2003 and 2012 an average of 17 deaths occurred annually in underground bituminous coals mines. The only time during the ten-year period where the fatalities were higher than the average was in 2006 and 2010, years which had three major explosions occurring in underground coal mines in West Virginia and Kentucky. Two of the explosions were propagated through the mine by seal failure or methane leakage around newly poured seals (Light, et al., 2007) (Gates, et al., 2006). These recent events, and new regulations regarding seal strength (MINER Act), have created a need to monitor the condition of underground mine seals. BACKGROUND Measuring the permeability of solid materials, such as concrete or seal materials, can be a valuable tool in the field of non-destructible testing (NDT). By using an inert gas, such as nitrogen, injecting the gas into a solid structure, and measuring the resultant flow rate and pressure differential, this can provide valuable information about the structure. Studies have shown permeability can be affected by the stresses applied to the structure, as well as temperature and moisture (Choinska, Khelidj, Chatzigeorgious, & Pijaudier-Cabot, 2007) (Abbas, Carcasses, & Olliver, 1999)."
