Section 15 covers a loose collection of topics that involve water in some way. The chapters in this section include Dredge and Placer Mining (Chapter 15.1), Solution Mining: Surface Techniques (Chapter 15.2), and Solution Mining: In Situ Techniques (Chapter 15.3). The dredge and placer systems involve water in several forms. The segment on hydraulicking or hydrosluicing discusses the use of monitors to direct high-pressure water jets to move material. As such, this represents an alternative to mechanical breakage, loading, and hauling. This chapter also covers placer mining (except dry placering) where the water provides the medium that promotes the separation of minerals based on their density and other settling characteristics. Thus placer mining is generally limited to concentration of gold, tin ore, diamonds, and other heavy minerals that are already liberated and are contained in a less dense matrix. The third topic, straight forward dredging, as in sand and gravel operations, involves water only in an incidental way. Here water simply covers the minerals of interest. Thus the dredging system need only lift a payload from the submerged location to the surface for further processing or handling

Recently, the President of the Portland Cement Association, Robert D. Maclean, gave the keynote address at the Rock Products Eighth International Cement Industry Seminar. He said, after listing the seven plagues our industry is suffering, "none of these items I have listed is a sales or marketing problem. Further, none is a problem that can be relegated to long-term study by public or private research agencies. They are here-and-now problems to be faced daily by producers, researchers, equipment manufacturers and consultants. THE DAY OF THE PRODUCTION MAN IS HERE." (1)

The U.S. Bureau of Mines is conducting research to evaluate the potential for developing an in situ leach mining process that will selectively extract manganese from oxide ores, leaving gangue relatively undisturbed. To accomplish this, a geochemical approach, based on deposit-specific information such as mineralogy and geology, is used to constrain the operating parameters of the system. Among the studies being conducted are (1) leaching experiments to define reaction mechanisms and kinetics, (2) detailed petrologic characterization at the microscopic scale to assess Mn distribution and leaching efficiencies, (3) deposit characterization and evaluation, and (4) development of potential Mn recovery schemes. Data from these studies are being used to develop engineering design information for an in situ mining process. Specific details of the Bureau's research project are discussed, including results obtained to date.

The purpose of this talk is to report the answers to the-'two following questions: I. What unique services does the mining industry expect of mining and mineral processing engineers? II. What suggestions does industry offer to educators to help revamp curricula to meet the needs of a changing industry? As the result of many questionnaires filled out in person by presidents, managers, superintendents, chief engineers, metallurgists, and other responsible individuals in operations and management of large and small metal and nonmetallic mining companies in the U. S., and to some extent abroad, we now have some, specific answers to the above questions. Although answers to questionnaires continue to arrive at this writing (February 10) the volume already received is sufficient to clearly justify certain conclusions and observations. A copy of the tally of the first 117 questionnaires received accompanies this report, and I am certain that a compilation of additional questionnaire data will merely reinforce, the trends in thinking that have been' established thus far. "In December 2011, the U.S. Attorney’s Office for the Southern District of West Virginia, the U.S. Department of Justice, Alpha Natural Resources (ANR) and Alpha Appalachia Holdings entered into a nonprosecution agreement related to the explosion at the Upper Big Branch Mine (UBB) that killed 29 miners. This coal operation was owned by Performance Coal Co., an affiliate of Massey Energy Co., which was acquired by ANR in June 2011, more than a year after the UBB explosion. Pursuant to the agreement, ANR agreed to:• Establish a trust within 120 days.• Pay a total of US$48 million into the trust to be used solely to fund and administer research and development (R&D) projects to improve mine health and safety.• Administer the trust by three highly qualified individuals with academic and/or professional backgrounds in mine health and safety.In April 2012, the Alpha Foundation for the Improvement of Mine Safety and Health was created. The three directors - Michael Karmis, president; David Wegman, vice presidenttreasurer, and Keith Heasley, vice presidentsecretary - approved a plan to expend both the interest and principal of the trust, aiming at an 8-10 year research horizon. The foundation also appointed David Belden, an experienced manager of nonprofits and professional associations, as the first executive director of the foundation. The IRS approved the foundation’s tax-exempt application, as described in Section 501c(3) of the Internal Revenue Code, on Dec. 18, 2012. The board established guiding principles of the foundation, which are as follows:• Mission: to improve mine health and safety through funding R&D projects to qualified academic institutions and other not-for-profit organizations.• Vision: to enable miners in the future to be free of work related injury or disease by the implementation of the results of the projects funded by the foundation and undertaken by the best researchers from any discipline that can contribute. The foundation is now approaching its third year and regularly posts updates, including semi-annual reports, to its website (www.http.alpha-foundation.org/), which serves as the main medium for communication with the broader stakeholder community"

Surface mining refers to the process of removing the material (over- burden) overlying a coal seam and exposing the coal so that it can be loaded out and conveyed by trucks or other methods to the preparation plant or other facility. Surface mining has not always been important in the coal industry. In the early 1900s, almost all of the coal mined in the United States was mined by underground methods. In 1900, about 192 Mt (212 million st) of bituminous coal were mined and less than 1% was mined by surface methods. The development and use of larger equipment has allowed surface mining to gain prominence throughout the years. Table 1 shows the total production of coal by mining method in the United States for ten-year periods since 1920 and indicates the growth of surface-mined coal production. Surface mining will undoubtedly continue to account for a large percentage of the coal production in the US for many years because: 1) The capacity of surface mining excavators has continued to increase. Today, mining companies are using shovels (see Fig. 1) which are able to move up to 137.6 m3 (180 cu yd) in each bite and draglines (see Fig. 2) which move up to 168.2 m3 (220 cu yd) in each bucketful. 2) Increasing tonnage from the thick western coal seams is being produced by surface mining methods. 3) Surface mining has normally had lower costs and a better safety record than underground mining; 4) Surface mining normally recovers a- much higher percentage of the coal reserve than can be recovered by underground mining. 5) Some coal measures can best be extracted by surface mining [ ] methods because of geologic reasons such as the nature of the roof or bottom, thickness of the seam, multiple bedding, etc.

At the end of the first decade of digital computing in the minerals industry, geostatistics in North America was still in its infancy. This was in contrast with the rest of the world where the technique of kriging was already widely practiced. By the end of the 1970s, there was increasing awareness among practitioners of its potential. But it was not until the late 1980s that geostatistics was universally applied and accepted. This was due, in large measure, to contributors at Applications of Computers and Operations Research in the Minerals Industry (APCOM) symposia. Such an evolution in new computer methods could again be observed at APCOM 26.

It's a pleasure to be included with this group. I am not here to sell my services, but rather to share with you some ideas and considerations on using environmental consultants. Environmental consultants have developed some problems as well as created new costs for companies that are as legitimate as engineering costs. Each day the mining industry is becoming more affected by the proliferation of environmental regulations and their interpretations by federal and state agencies. How does a modern mining company cope with all the demands for environmental consideration by regulatory agencies and special interest environmental groups-- yet produce a product and make a profit? One way is to make efficient use of environmental consultants. But, as everyone here knows, this approach has been fraught with seemingly inherent frustrations, difficulties, and much justified criticism.

This paper describes current research by the Bureau of Mines to develop technology for improving efficiency and productivity in metal/ nonmetal mines. The research program addresses a wide variety of problems associated with each of the major categories of mining: underground mining, surface mining, in situ mining, and premining investigations. An overview of the Bureau's research activities is given with emphasis on underground mining. In particular, two innovative and promising concepts currently under development are described: a unique shaft sinking system that uses an impact hammer for rock fragmentation, and a low-profile, portable crusher for underground hard-rock applications.

At the outset of a discussion on the adaptability of Illinois coals for use in iron and steel production, it is perhaps well to define terms. ?Adaptability? as used in this context, means that a coal can be, adapted to use within a given technological and economic framework. For a coal to be adaptable, to use in the manufacture of metallurgical coke within the present technological and economic framework, it must possess, among other things, at least the following characteristics: 1. The coal must be capable of producing, alone or in combination with other coals, a coke that can meet at least a minimum standard of required performance in the present-day blast furnace. The coke must have sufficient strength, stability, hardness, and freedom from impurities to make it suitable. 2. If the coal in its raw form does not meet these requirements, it must be amenable to beneficiation or upgrading so that the requirements can be met. 3. It must be available in uniform quality and in sufficient quantities to meet the need. 4. Use of the coal must be economically attractive. If its quality is equivalent; to that of the coals with which it must compete, it must be no more expensive than they. If It is better, a premium price may perhaps be demanded. If, in any respect, it is the least bit less suitable, the cost must be lower to offset its disadvantages.

Coal workers’ pneumoconiosis (CWP), commonly known as black lung, is caused by the inhalation of respirable coal mine dust and is a disabling and potentially fatal lung disease with no cure. Historically, CWP has taken a tremendous human and financial toll in the US coal mining industry. Recent health surveillance data indicates that CWP continues to occur at elevated levels. Respirable coal dust exposure must be controlled to prevent the development of CWP. The Pittsburgh Mining Research Division of the National Institute for Occupational Safety and Health (NIOSH) conducts laboratory and mine-site research to identify control technologies that can be used to successfully reduce respirable dust levels. Various technologies, using multiple methods of control, can be applied in order to reduce dust levels. An overview ofCWP’s impact and a general methodology for controlling respirable dust in underground coal mines are discussed in this paper.

Solution mining, sometimes also refered to as chemical mining or bacterial mining, is an innovative technology which, by making use of proper chemical reagents and taking advantage of bio-chemical action of some micro-organism species, can dissolve effectively most. desirable metallic values from ores and then extract them profitably from the resultant metal-bearing solution by suitable means to form the metal product it is more preferable to the conventional mining methods, not only because of its capability to improve working conditions and minimize environmental problems either underground or on surface, but also for its amenability in particular, to exploit low-grade or submarginal ore bodies, or those deposits which are too deep-seated to be mined out economically. Furthermore, it also provides a potential approach to win metals directly from their ores or ore-deposits in-situ by more simplified methods and at a lower cast than the conventional mining-milling-smelting process would do previously. Hence, in developing countries such as China, it will most, probably become a new mining tool of great promise. (1)

Evolution is continuing in the field of rock drilling, Campbell Limestone Company is experimenting in the higher air pressure phase of drilling, It has been determined that there is a definite relationship between Air Pressure, Penetration Rate, Bit & Tool Wear and Life, In our drilling we have determined that &e higher air pressure gives a better penetration rate with less bit wear per foot. Drilling with 180 to 200 PSI air pressure, instead of 100 PSI for air and/or churn drills, has decreased our primary costs by approximately one half.

During the next five years, there will be a trend toward performing belt cleaner maintenance while the conveyor is in operation. Most mines and industrial sites that use belt conveyors have an in-house safety rule that the belt must be stopped before maintenance work can be performed on any belt-cleaning device. This is a good rule. Most cleaning devices are positioned against the belt with hardware that requires the service technician to reach or climb into the chute to change the cleaning blades. But this simple rule becomes more complicated as production demands require higher conveyor availability and provide fewer conveyor outages. In many cases, today’s conveyors are expected to be available 98% to100% of the time.

From mine to mill, the 3D characterization of particles ranging in size from meters to micrometers is now possible. A brief review of X-ray tomography for mineral processing is given with recent advances considered, such as high-speed scanning and image analysis procedures to describe important particle properties, including size, shape and composition. Considering these new 3D characterization tools, applications in mineral processing are discussed for high-resolution X-ray microtomography (HRXMT) laboratory analysis of particles ranging from 20 mm to 5 μm, with a voxel resolution of about 1 μm, including (1) multiphase particle characterization by HRXMT and comparison with scanning electron microscopy (SEM), (2) particle damage state as a result of blasting/comminution, (3) liberation characterization to describe expected separation efficiency, (4) exposed grain surface area analysis to explain the flotation of locked particles, and (5) floc size, shape and water content for polymer-induced flocculation. Finally, applications in mineral processing for plant-site analysis using high-speed X-ray computed tomography (HSXCT) are examined, including, for example, coal washability analysis, the analysis of crusher plant products, and the analysis of pebble phosphate products from central Florida. Scanning rates on the order of 1 kg/min for particle sizes ranging from 150 mm to 1 mm are possible, with a voxel resolution of about 100 μm. For coarse particles smaller than 5 to 10 mm, high scanning rates of more than 300 t/h may be possible at a voxel resolution of about 1 mm.

The mine, recognized as arguably one of the richest rare earths deposits in the world, is at the center of Molycorps? strategic ?Mine to Magnets? plan. It aims to secure America?s future supply of rare-earth-dependent technologies by developing a strong domestic rare earth industry. Molycorp identifies rare-earth-dependent technologies as those that cannot be produced without rare earth materials. The list of these technologies is long and growing. It encompasses everything from personal electronics and batteries for hybrid cars to permanent magnet generator wind turbines and national defense applications.

This paper describes sensors for these systems and vari¬ous system configurations. A project is described that uses a computerized guidance system on an underground mining machine for guidance and profile control.

Millions of mechanical anchor roof bolts are used each year for mine structural support. The benefit of this bolting depends on a number of factors including rock density, bolt length, in situ stresses, time elapsed between mining and installation, rock properties, bolt patterns, and tension (Lang, et al., 1979). Installation tension is a major determinant of support quality. Postinstallation tensions indicate both the usefulness of the individual bolts and the behavior of the reinforced rock structure. The importance of short- and long-term bolt tension measurements is well recognized, and such measurements are required by regulations (Fed. M/NM Nine Safety and Health Reg.). These regulations also take into account the difficulty of practical tension measurements. Only a statistical sample of the bolts installed is required to be measured using current torque wrench technology. Drawbacks to this practice are that the anchorage is disturbed and perhaps weakened, accuracy is limited by friction to about 30% (Lang, et al, 1979, and Barry, et al., 1956), and the procedure is relatively time intensive.

After almost 60 years of application in this country froth flotation is still by far the most important process for concentrating metallic ores as well as a number of nonmetallic ores including fluorspar, phosphate rock, and potash. Its use on iron ores and coal is increasing. In the metals groups the largest plants and the greatest progress are found in copper and molybdenum mills, and the section of this paper that deals with applications will be found most pertinent to that field. During its long reign the flotation process has passed through several phases of evolution and has achieved progress in economy, efficiency, and simplicity of operation. Much of today's success in the flotation of low-grade ores can be attributed to that progress. Even more important to us than our ability to cope with today's conditions are tomorrow's problems, which we can contemplate with some prescience and confidence. Our annual production of copper, lead, zinc, and molybdenum--to mention only the most important metals occurring in the U.S. as sulphides--must be held at a high level in the face of a declining grade of ore. It is probable that the tonnage of such ores mined and processed will double in this country before the turn of the century. Not only will many of the existing flotation mills be enlarged again and again, but larger mills will be built here and abroad to meet our needs. At this moment, in fact, there are at least three proposed new foreign mills or expansions that envision 100,000 tons daily milling rate on copper ores. The utilization of high sulfur Illinois coal by utility plants has been decreasing since the enactment of 1990 Clean Coal Air Act Amendment. Illinois coal producers can make their coal saleable by offering the choice of taking the combustion by-products from the utility plants and placing them in the abandoned sections of their mines. To be competitive, however, coal producers need to select an environmentally acceptable transportation-handling-placement system through which the cost-per-ton of by-product disposed can be minimized. In this paper, a few such systems are presented. The favorable operating range of each system is determined in terms of distance and tonnage. A case study is given whereby cost analysis is conducted for an underground coal mine receiving by-products from two Illinois utility plants.
