As global energy demands increase, there will be a critical need to employ fuels that have minimal environmental impacts. While hydrogen is considered the ultimate fuel for that purpose, hydrocarbon based fuels will be in use for a considerable time and will probably be the first major source of hydrogen for next generation power systems. The best fuel for this transition will be natural gas because of the high hydrogen to carbon ratio. Natural gas hydrates have the potential to meet the global energy needs for the foreseeable future. The amount of energy stored in natural gas hydrates is significantly more than that of all the other fossil fuels combined. However, most proposed techniques for recovering the natural gas from the hydrate require too much energy input, raise safety concerns or can only recover a fraction of the gas. This paper discusses the technical feasibility of a novel method of gas production in hydrate reservoirs. The method is an in-situ process that creates a point heat source in the hydrate formation. This method not only significantly reduces the energy input, but also has the potential to sequester as much or more CO2 than would be produced from combustion of the natural gas produced, thus making this in-situ methane production technique virtually carbon neutral. Simulations using FEMLAB™ show that the method offers an energy efficient and environmentally friendly way to produce natural gas from hydrate reservoirs. Preliminary results indicate that it is possible to have an energy efficiency of nearly 90% for land based reservoirs for hydrate loadings of 20%. The simulation results also suggest that alternatives to a point source can be employed which may improve the process efficiency.

In response to the FY2008 Consolidated Appropriations Act (H.R. 2764; Public Law 110?161), the United States Environmental Protection Agency (USEPA) issued the final Mandatory Reporting of Greenhouse Gases Rule (MRR). The rule, signed by the USEPA Administrator, Lisa Jackson, on September 22, 2009, requires reporting of greenhouse gas (GHG) emissions from large sources and suppliers in the United States, and is intended to collect accurate and timely emissions data to inform future policy decisions. The MRR will go into effect on January 1, 2010, and a report of the total emissions for calendar year 2010 will be due to the USEPA by March 31, 2011. Under the final MRR, suppliers of fossil fuels or industrial greenhouse gases, manufacturers of vehicles and engines, and certain facilities that emit 25,000 metric tons or more per year of GHG emissions are required to submit annual reports to the USEPA. The gases covered by the rule are carbon dioxide (CO2), methane (CH4), nitrous oxide (N2O), hydrofluorocarbons (HFC), perfluorocarbons (PFC), sulfur hexafluoride (SF6), and other fluorinated gases as outlined in Table A-1 of Subpart A of the MRR, which is also provided in Appendix A of this report.

This contribution presents a methodology how to quantify froth zone recovery in a continuously operated laboratory mechanical flotation cell. The methodology consists of relating the overall flotation rate constant to the froth depth of the flotation cell. As a result, a froth zone recovery factor (Rf) can be extracted. This froth performance parameter has been studied as a function of the flotation cell operating variables. By understanding the effect of these operating variables on Rf, an integrated methodology for modelling froth zone performance in batch and continuously operated laboratory flotation cells has been proposed. The Rf modelling is based on a semi-empirical approach which considers a number of parameters to be used. Some of these parameters may have physical significance, i. e. they may be easily and physically measured. The modelling approach consists of taking into account the interaction between the pulp and froth zones. This interaction allows froth zone recovery (Rf) to be predicted. The whole modelling exercise process lies on auxiliaries relationships which indicate the dependence of the parameters with the operating conditions of the flotation cell. This contribution is part of a larger project that deals with the modelling and optimisation of flotation plants (Project P9L, 2000).

In order for MSHA to require the use of a noise control, the control must be proven ?technologically feasible?. Technologically feasible controls must reduce a miner?s noise overexposure to the permissible exposure level (PEL) or achieve at least a 3 dBA reduction in the miner?s noise exposure. The miner?s total noise exposure should be examined from an occupational viewpoint and not solely on a machine or equipment basis. This examination requires a field evaluation of the occupation as opposed to an equipment test conducted in a laboratory. The operator of a Hilti TE MD20 LS electro-pneumatic drill realized a full shift noise exposure (TWA8) reduction exceeding 8 dBA as compared to when operating a Gardner Denver S83F pneumatic jackleg drill while installing an equal number of drill holes into the Idaho Springs Gneiss rock formation. However, the Hilti drill?s penetration rate was only 27% of that of the jackleg drill. Although the Hilti drill was proven to be technologically feasible as a noise control, its slower penetration rate would require its economic feasibility to be evaluated on a case-by-case basis.

Gentlemen, I am pleased to address this gathering of engineers and operation managers representing a large and important segment of the metal and nonmetallic mining industry. Since you know from the printed program that the theme of my paper is the furthering of safety in open pit mines, perhaps you will have guessed that I will also comment upon the image created in the public mind by the industry's safety record and the potential consequences thereof in national health and safety legislation. Operators of surface mines have some cause to congratulate themselves on the basis of figures issued by the national safety council which show that lost-time accidents per-million-man-hours in surface mining (11.18), is lower than that of all other mining. Moreover, the accident frequency in surface mining is only slightly above the median accident rate for all American industry (8.87). That is a good record.

History The Cortez Mining District has a long history of mining activity dating back to 1862. More recently, Cortez Gold Mines had operated a cyanide leach, counter current decantation (CCD) recovery gold mill from January 1969 to February 1976. This type of plant has been standard in the US for treating higher grade, finely disseminated gold in Carlin type ores. The mill was initially operated from 1969 to 1973 at 1.5 kt/d (1650 stpd) on oxidized ore from the Cortez ore body. In 1973, the mill was operated at 2 kt/d (2200 stpd) on softer, less oxidized, high clay ore from Gold Acres, located 13 km (8 miles) west of Cortez, NV. In February 1976, the oxidized portion of the ore body at Gold Acres was depleted and the mill ceased operations. Successful heap leaching of the lower grade portion of the ores was practiced at both Cortez and Gold Acres to supplement the milling operations. Valuable experience was gained in the operation of these two heap leaching programs (Duncan and Smolik, 1977). The ore heaps at Gold Acres and Cortez were releached with a limited crew from 1976 to 1979. The surge in the price of gold in late 1979 sparked an interest to incorporate new techniques into treating lower grade and less oxidized carbonaceous ores at Cortez. In early 1980, heap leaching was started on low grade oxidized dump material left from the earlier Cortez mining operation. By June of 1980, testwork was completed on the London Extension Dump, a low grade, mildly carbonaceous dump at Gold Acres. It was decided to convert the mill at Cortez from the conventional cyanide leach CCD recovery plant to a carbon-in-leach (CIL) recovery system. In May 1983, ore processing from the Horse Canyon deposit began. The Horse Canyon ore body contains both oxide and carbonaceous ores and is located 22.5 km (14 miles) from the Cortez mill. The Cortez CIL circuit was expanded to handle a blend of oxide and carbonaceous ores from Horse Canyon. Ore selection In the last quarter 1979, gold prices were increasing to a point where restarting the Cortez mill, idled since 1976, appeared imminent. Several previously explored geologic reserves at various stages of development were available as possible sources of feed for the mill. Initial metallurgical testing of dumps and tailings from earlier operations was completed, and previously uneconomic deposits were explored. It was decided to pursue sources of ore with the least lead time to production and those with the least capital cost requirements. A master plan was developed to bring the four profitable ore resources into production. Excavation in weathered rock is by NATM, using AM 50 roadheaders. Construction began in 2006 and is expected to be completed in 2008. This paper details the construction of the tunnels and cavern on the project.

Copper electrowinning operations have dramatically improved their ability to produce high quality copper at low costs over the past several decades. Even so, some fundamental understandings are still lacking, which could allow operates to run more efficiently. For example, a rule of thumb exists that estimates a current efficiency loss of 2-3% per gram per liter of iron in the electrolyte. While several laboratory studies have been performed that demonstrate this rule of thumb is likely true, no definitive relationship exists. In this paper, the first steps in developing a definitive relationship are presented. The effective diffusivity of ferric ions in synthetic copper electrowinning solutions was measured using chronoamperometry and the Cottrell equation. The effective diffusivity of ferric ion was determined as a function of electrolyte concentration and temperature. Synthetic electrolytes were then used in laboratory scaled copper electrowinning experiments where relationships were found under stagnant conditions between current efficiency and solution composition.

Dump truck operators are exposed to whole-body vibration (WBV) levels that exceed the International Standard Organization (ISO) 2631-1. The WBV level measured by RMS acceleration value, for operator comfort, and long-term health and safety is under 0.315 m/s2 by these standards. However, fundamental research by Frimpong and Aouad (2009, 2012) and field experimental study by Kumar (1999) have shown that operators are exposed to extreme WBV levels exposing them to injuries and musculoskeletal diseases in the long-term. These extreme WBV values in the vertical direction are equal to 3.56 m/s2, 1.12 m/s2 and 0.87 m/s2 for the operator?s seat, lower-back and cervical regions, respectively. Drilling data from the Valley Leach Facility at AngloGold Ashanti's Cripple Creek and Victor Gold Mine has been used to develop a robust inventory estimation technique. The technique is presented along with discussion of the particular inventory components and evaluation methodologies.

Ion exchangers can be naturally occurring or synthetic; the majority of ion exchange materials in use today are synthetic resins based upon organic polymers such as polystyrene or methacrylate. Into more modern times the use of ion exchange for metal recovery was first proposed for the recovery of gold using zeolites in 1909.4 In 1939 copper was being recovered from the manufacturing of Rayon using ion exchange5 a development that continued applicability through to current times in the production/recovery of copper and nickel in ammoniacal leach processes. In early 1949 researchers at the Rohm & Haas Company discovered that hexavalent uranium existed as an ionic complex in sulfuric acid leach liquors, and that quaternary ammonium anion exchange resins exhibited a high selectivity for this ionic species6 The first commercial application of this technology went on-stream in October 1952 at the West Rand Consolidated Mines, Ltd operation in South Africa. 7 Ion Exchange has been applied for the recovery and purification of a range of metals;8 ? The human element in large measure dictates success in contracting relationships. Because of our professional backgrounds, we view contracts primarily as either engineers, contractors or owners. A beneficial contractual environment--one in which decisions, risks and benefits are shared--demands equal consideration of all three points of view. Most of the older cities in the United States, for example, suffer from bad contracts--generalized, patched-together documents that represent an accumulation of modifications originally written to compensate for specific situations that have occurred over the years. Because such documents lack coherence, they often present conflicting instructions which lead to defensive, ultimately destructive attitudes among the parties involved in the day-to-day administration of the project. Good contract development begins with a strong central philosophy to which the details of the contract can be related. First, the owner should establish a comprehensive philosophy in which risks between the parties are identified. Following this, a specific contract document can be written to satisfy this established philosophy. The contrast between two opposed contractual situations, NYC Water Tunnel Number Three and the Seabrook Nuclear Power Plant Cooling Water Tunnels, illustrates how comprehensive, well-written contracts--contracts which share both risks and benefits--provide the basis for achieving quality construction that will reward engineer, contractor and owner.

Introduction Democratic countries are founded on the principle that all citizens have the right to participate in policy setting and decision-making processes. Citizen participation is especially evident in environmental issues and policies. In the United States, there are currently over 10,000 environmental organizations and new ones are being formed each year. Many of these organizations are formed on a watershed basis and are particularly concerned about the impact mining has on the environment. While the environmental issues vary from area to area, most concerns center around mining impacts related to subsidence, water pollution, and water diversion. Citizens have a number of avenues for participating in lawmaking that affects the mining industry. Some of these avenues include participation in litigation and citizen ballot initiatives. In addition, there are less formal methods of participation that include attending public meetings, commenting on agency rules or lobbying on specific legislation. The intent of this article is outline the various public participations mechanisms, highlight the latest legal developments that have affected mining industry through citizen participation, and briefly discuss emerging issues.

Detailed porewater profiles of arsenic and other interstitial metabolites were used to assess the relationship between trophic status, sediment redox chemistry and arsenic mobility in a historic tailings repository. The results demonstrate that in eutrophied systems which exhibit greater sediment oxygen demand, the depth of the Fe(III) redoxcline, and hence depth of arsenic release, may lie in close proximity to the sediment-water interface. As a result, arsenic scavenging mechanisms are significantly reduced, resulting in a greater flux of arsenic to the water column. Such considerations have important implications for the management of pit lakes, tailings ponds and contaminated lakes which may consider: 1) the discharge of sewage to the water body during operations; and/or 2) post-closure fertilization as a remediation strategy.

Foskor operates a mine in the Northern Province of the Republic of South Africa exploiting the igneous complex at Phalaborwa. It produces about 3 million tons of phosphate concentrate per year by means of froth flotation from 26million tons of ore of which 16 million is mined and milled onsite. The remaining 10 million tons originate at the Palabora Mining Company and is pumped as a slurry to Foskor. Two types of ore are mined and milled namely Foskorite and Pyroxenite. (The main mineral content of this ore is Apatite, Phlogopite and Diopside.) After three stages of crushing the ore is milled using 24 rod mills and 5 verti mills. The apatite is then recovered using four stages of froth flotation. The stocks of Foskorite ore are rapidly being depleted and the PMC tailings will also fall away by the year 2002 so that the whole mining operation will then be centred around the Pyroxenite ore. This will lead to substantial increases inproduction costs. The recoveries achieved in the flotation plant are largely dependent on the successful operation of the comminution section. Parts of this plant are now 35 years old and the advantages of re-engineering, new technology and automation can only be applied to a limited extent in an effort to reduce costs. It was then decided to investigate alternative milling methods, both wet and dry.

The objective of asphalt mix design is to produce a mix with optimal performance using available aggregate stockpiles. Often, this process does not take into consideration aggregate plant stockpile inventories or the cost of aggregate in the mix. This is due to the lack of tools that enable the lab technician or the engineer to optimize the mix for good performance while reducing the cost of aggregate and managing the stockpile inventory levels. The Bailey method provides useful guidance on aggregate gradation selection for optimal performance. This work presents a linear programming model of the asphalt mix design problem. The algorithm is implemented in MATLAB as an Asphalt Mix Design Optimization (AMIDO) program. The program is successfully validated with real-life data. The results show that AMIDO can be used to successfully produce any mix design with known Bailey method ratios. Also, RAP can be included in a design easily by making use of the Bailey method ratios and AMIDO. This work improves the state-of-the-art in asphalt mix design for dense graded mixes and could potentially be modified for other mixes.

An ongoing research program is characterizing the ore qualities that most affect mine and mill processing of iron. Current practice uses assays of magnetic iron and silica, but additional qualities are needed for advanced process control. If additional qualities can be measured from core, blastholes, or process samples, they can be modeled and controlled similarly. What qualities, other than assays, hinder or facilitate beneficiation at each processing step, and how can they be measured in the mine/mill ore stream? This paper describes preliminary determinations of the effects of ore chemistry, hardness, blasthole drill performance, fragmentation control, and grindability on mill performance.

The main electrophysical properties, i.e., dielectric constant and electrical conductivity, of pure calcite, quartz and wollastonite mineral samples were measured and their triboelectric charge attributes were investigated by contacting minerals particles with different tribochargers made from different materials. In addition the energetic work function values for mineral samples were estimated due to their acquisition charge. Besides, the behaviour of triboelectrically charged of different particle size fractions of mineral samples were inferred. Finally an attempt were made to translate the findings from single mineral systems to a real carbonate ore. The results exposed good prospects to beneficate the examined minerals by triboelectric separation.
