Uranium in the tetravalent state has very low solubility in acid and alkaline solutions and needs to be oxidized to the hexavalent state to become soluble. In acid leaching of uranium the uranium is oxidized by ferric iron, which in turn is reduced to ferrous iron. The reduced iron needs to be oxidized to the ferric form to allow the uranium dissolution reaction to proceed. This paper considers the known and proven oxidants used in acid leaching of uranium. These include manganese dioxide, sodium chlorate, hydrogen peroxide, ferric iron, oxygen and sulphur dioxide/air (oxygen). The reaction chemistry of each oxidant as well as the practical applications are considered and discussed. All the oxidants discussed work adequately in acid leaching of uranium and it is possible to engineer solutions for the use of the oxidants in acid leaching on plant scale. The availability and supply of the oxidant as well as the cost and environmental impact of the oxidant plays a major role in the selection of a suitable oxidant. The location of the plant will also have an impact on these issues.

Performance testing is often used by project owners and financiers to provide protection from, or assessment of, technical aspects of project design, procurement, construction and commissioning. The performance tests can range from comprehensive performance warranties relating to process performance and production in the case of lump sum turn key (LSTK) projects to less onerous demonstration tests for cost reimbursable contracts. This paper will discuss performance testing from both the contractor's and owner's perspectives and focuses on: ? when performance tests are required, ? what type of performance test/warranty is optimum for each type of project, and ? how project performance should be evaluated. The requirement for performance testing can be driven by the project financiers, particularly in the case of smaller resource development companies. In such cases, differentiation between owner's risk and contractor's risk can become contentious. At the other end of the spectrum, larger mining houses may choose to heavily influence the engineering and design process with the contractor supplying services on a reimbursable basis. In that case, the performance testing process is often limited to demonstration tests that validate performance for the owner's corporate governance requirements. This paper was prepared due to the lack of published benchmarking of performance testing and the resultant differences in expectations between a contractor and a project owner that often surface late in the contract negotiation process. The paper provides a checklist of requirements for both the owner and the contractor that may be used to provide `common purpose' early in the contract negotiation process.

The structural design of a pavement relates to the ability of the road to carry the imposed loads without the need for excessive maintenance or rehabilitation. Current techniques for the structural design of haulage roads are empirical and based primarily on the previous experience of personnel assigned to pavement design, both in terms of the strength of the structure and the quality of the wearing course material. This has the potential for unwarranted expenditure on too thick a structure or, conversely, premature deformation leading to the need for excessive expenditure on maintenance. Furthermore, the effect of larger haulage vehicles on the structural performance of a pavement cannot be predicted. Thus, there is a need to develop a portable and practical method of structural design. This paper presents an overview of structural design methods for mine haulage roads and, through an analysis and quantification of the structural performance of existing pavements, recommends the mechanistic design procedure, together with a revised structural design and associated limiting design criteria. It is concluded that the application of the mechanistic method to a design project can reduce the costs of haulage roads construction and accrue additional benefit in terms of reduced operating and maintenance costs.

Threshold blasting involves the use of small amounts of high explosive to break and fragment hard rock without having to evacuate mining personnel. The method is easily assimilated and effective in rockbreaking, but requires rigid control on drilling, charging and timing. Current underground trials are aimed at fine-tuning the amount of explosive energy and blast hole geometry to allow the firing of multiple sets of shot holes in a continuous manner. Through correct procedures, the after-blast fumes, dust and fly rock can be contained so as to provide a safe working environment. Threshold blasting hugely reduces the volumes of explosives used in mining and brings to maturity the potential of the process begun by Alfred Nobel when he introduced nitroglycerine, and later dynamite, to mining. Its key contribution is its enabling of continuous mining operations with well understood and relatively low cost technologies. The use of batch blasting, employing large burdens holds the greatest potential for delivering high flow rates of ore at minimal cost. There is good potential for rapid evolution of the concept.

This paper summarizes the investigations carried out into a defect involving the corners of billets rolled from continuously cast blooms, which broke open during the rolling process. As it was believed that the defect must be connected with the formation of subcutaneous blowholes in the bloom, the investigations were directed towards an understanding of the roles of the three gases involved in the process. In an extensive trial programme, samples were taken from the heat at all stages of processing, as well as from all the raw materials and alloys. The main sources of nitrogen were found to be re blows, pick-up from the alloys added to the ladle (especially graphite), and open-stream casting. The major source of hydrogen was moisture in the alloys, especially high-carbon ferromanganese and silicomanganese. Further, it was established that the moisture content of the alloys is closely related to the appearance of the defect in steels with a carbon content of less than 0,20 per cent; 72 per cent of all the defects were present in this type of steel. Most of the remaining defects were found in steels with a carbon content of more than 0,60 per cent, where the nitrogen content was substantially higher than in the lower-carbon steels. It is suggested that the defect arises from the combined effect of oxygen. nitrogen, and hydrogen. Its occurrence in low- and high-carbon steels is triggered by the formation of subcutaneous blowholes when the critical oxygen level for carbon monoxide blowholes is lowered by the presence of excessive amounts of hydrogen and nitrogen respectively.

Generally, regrind circuits are used to increase the degree of liberation of value minerals which are fed to flotation circuits. At the regrind circuit of the Sarcheshmeh copper complex, four ball mills are in closed circuit with their hydrocyclone clusters. In the initial design of the plant, feed and underflow percent solids, and pressure drop of the hydrocyclones were 39% and 65%, and 15psi, respectively. Over the years, due to a reduction in the feed grade from 1.17% to 0.67% and changes in the operational conditions, the feed rate to each hydrocyclone cluster has decreased from 401 to 70t/h and consequently the pressure drop, feed and underflow percent solids have reduced to 4psi, 17% and 25%, respectively. The main objective of this research was to audit the feed solids concentration and pressure drop of the hydrocyclones and make the necessary modifications based on the Plitt’s model. The results of sampling showed that water recovery to underflow was 59% which was higher than normal values. By reducing the number of operating regrind mills from 4 to 2, the feed rate to each mill increased. After this modification and taking necessary measures in the plant to implement the new operating approach, the pressure drop, feed and underflow percent solids increased to 18psi, 28% and 58%, respectively. The water recovery of the hydrocyclones underflow decreased from 59% to 12%. These changes in addition to increasing the circuit efficiency saved 1000 kWh energy and decreased ball consumption by 925 ton/year because of reduction in the number of operating ball mills. At the Hansa Mine in Dortmund, Germany, coarse run-of-mine coal, up to 60 mm in particle size, has been brought to the surface hydraulically from a depth of 850 m since November 1977. Hoisting is done by a three-chamber pipefeeder, by means of which up to 400 t/h can be lifted. The pipefeeder operates without problems, and has so far shown itself to be efficient and reliable. Vertical hoisting can be carried out by water supplied from the surface, from underground, or from a surface water supply in combination with minewater from underground. Water that flows into the mine, which would in any event have to be pumped to the surface, can be utilized for hoisting operations. The energy costs per ton of coal for a lifting height of 850 m vary between 41 and 62 South African cents, and therefore lie within the range of costs that apply to conventional hoisting.

Synopsis This is a summary of investigations in the field of pressure leaching carried out at the Institute for Extractive Metallurgy of the Technical University of Berlin-West during the last seven years. The efficient dispersion of gas in a liquid and its dissolutions as well as the events at the phase boundary when leaching ZnS are reported. At the end two examples are given for the use of pressure leaching in the processing of smelter by-products. INTRODUCTION About 20 years ago, experiments were independently started in Canada and in Berlin on the subject of dissolving sulfidic ores without preliminary treatment by means of leaching under increased oxygen pressure. In Canada ammoniacal solutions were mainly employed, and F. A. Forward and his co-workers were successful in applying this process on a large industrial scale1, 2. This process is used in Fort Saskatchewan to produce about 15,000 tons of Ni per year. In Berlin, investigations were started on leaching with acid solutions3, 4. This process had also been used on a large industrial scale in the D.S.A., but the choice of unfavourable working conditions led to great difficulties, and to giving up this process for industrial use. Later on in Berlin work was carried out especially on the kinetics of pressure leaching 5, 6, 7, 8, 9 and its applications to the processing of smelter by-products, in particular of mattes and speisses10, 11, 12, 13, 14. The dissolution of ores and by-products can be subdivided into four steps: 1. the efficient dispersion of the gas, so that its dissolution occurs over as great a surface area as possible, since only the dissolved oxygen reacts with the solid, 2. the suspension of the solid, so that the entire surface can take part in the reaction, 3. the phase boundary reaction, 4. the removal of the reaction products. The first two steps belong to the field of process engineering and will be discussed from this point of view. The aim of these experiments15 was to find out first of all the limits of efficiency of self-sucking stirrers in solutions of low viscosity with regard to the mass transfer. In addition, the effect of ultrasonics in the same reaction system was studied. The experiments were carried out in a lucite container as shown in Fig. 1. Four baffles of 0.1 d width were in the stirring vessel. The height of these baffles was adjustable. For every experiment one litre of liquid was used. An infinitely variable direct current motor, which was fixed with a hollow shaft, served as the driving power for the stirrer.

Much debate has ensued over the past few years on the speed of transformation in the mining industry. By transformation is meant the degree to which the industry has met the requirements of the Mining Charter. In response to this, the Department of Mineral Resources (DMR) commissioned a research study in 2009 to ascertain the degree of industry compliance. The mining industry in response made a presentation to the Minerals Portfolio Committee in Parliament in 2011, during which it released aggregated figures on industry compliance to the Mining Charter. The conclusions of both of the studies are widely divergent. It is argued in this paper that both processes are flawed. The government-sponsored research is empirically and methodologically weak and the results therefore have to be taken with a great degree of caution. The Chamber of Mines figures, on the other hand, while faithful to the reporting of the Chamber member companies, do not represent the entire span of the industry but only the larger mining companies. It is further argued that in order to ascertain a true reflection of the industry an independent audit be undertaken using recognized social scientific survey methods.

The Southern African Development Community (SADC) aims to harmonize mineral policies and regulatory regimes in the minerals sector. This paper provides a review of the progress made towards harmonization of mineral regimes in the region. It singles out only the mining fiscal environment, as this is normally one of the key issues of interest to potential investors as well as the host state. Indications are that the region is slowly progressing towards a more harmonized approach, and there is evidence that the ?race to the bottom? has been prevented, which is the basis for an integrated mineral sector that the region aspires to.

Mine water poses a significant problem in lignite coal mining. The drainage of mine water is the fundamental prerequisite of mining operations. Under the legislation of the Czech Republic, mine water that discharges into surface watercourse is subject to the permission of the state administration body in the water management sector. The permission also stipulates the limits for mine water pollution. Therefore, mine water has to be purified prior to discharge. Although all mining companies operate mine water treatment plants, there is hardly any utilization of the final effluent. The high expenditure involved in the more sophisticated methods of mine water treatment has fuelled the search for the commercial utilization of the effluent.

The demand for continuous improvement in the industrial world is an ongoing process. Some sectors, where the competitive forces are well established, have led the development of new and reliable technological innovations. Although the metallurgical industry can rightfully be proud of its process improvements, there is still work to be done in materials and in material handling. In some cases, the improvements will be as simple as adopting technologies that have been perfected in other processing or manufacturing industries. This paper discusses the next design generation for copper tankhouses which will yield: ?Improved copper quality ?Improved equipment availability ?Lower life cycle costs ?Safer operations. These benefits will be realized through new developments and design improvements in: ?Permanent cathodes ?Cathode washing ?Cathode stripping machines ?Anode preparation machines ?Improved lead anode design ?Recycling of lead anodes and refurbishment of cathodes. The demand for base metals, and in particular copper, has led to more research into improving efficiencies in electrowinning and refinery plants around the world. One of the areas previously taken as a matter of course was the production of lead anodes and stainless steel cathodes. In South America alone there are over 600 000 cathodes and anodes in circulation?a very significant figure.

The Ninth International Symposium on Techniques for Decision-Making in the Mineral Industry was sponsored by The Canadian Institute of Mining and Metallurgy, McGill University and Ecole Poly technique. The investment decision under uncertainty by H. M. WELLS, Pr. Eng., M.Se. (Fellow) The future outcome of a proposed investment is uncertain at the time the decision must be made to accept it or reject it. This uncertainty can be expressed in the form of a probability distribution. An attempt is made to rationalize the investment decision under these circumstances, especially when the range of possible outcomes extends into both the acceptable and unacceptable domains. A rigorous definition of risk is proposed, and a criterion of risk aversion is developed that forms the boundary between acceptable risk and unacceptable risk (called the loss limitation line). It is shown that this decision criterion can also serve as a quantitative yardstick in the evaluation of various possibilities for 'tailoring' the proposal to mlke it more compatible with the particular financial circumstances of the company concerned.

The integration of various highly sophisticated IT applications has been implemented at Bafokeng Rasimone Platinum Mine, a new platinum mine in the Anglo Platinum Group. This system is required to assist with compiling the necessary geological and grade information together with safety, environmental, ventilation, rock engineering and logistical constraints, to allow the design of the appropriate mining layout, to schedule this design, provide the necessary output for technical review and costing as well as budgeting to allow medium- and long-term business planning. In addition the production management and short-term planning needs must be met. This includes the plotting of all underground and surface infrastructure and excavations, giving the necessary mining and best cut instructions, daily production management, ore reserve and grade management as well as assisting with budgetary management. In addition all safety, health, environment and risk assessment requirements and legal requirements have to be met. The system at Bafokeng Rasimone Platinum Mine has met these criteria. Experimental results are presented on the longitudinal atenuation of a kinetic shock wave traveling along a typical mine hoisting cable. Mathematical curve-fiting of the results established these losses to be exponential and tension-dependent. The reflection and power-transmission coeficients of a typical winding drum were also investigated. The degree of penetration of an incident stress wave onto the coil of cable wrapped round the drum is shown to be governed by a second-degree relationship, and is solely dependent on the acceleration of the cable at the cable-drum interface. Although the investigation is limited to the testing of a single hoisting cable, certain qualitative trends that were identified can be generalized and applied to other types of hoisting cable with diferent geometries, elastic properties, and instalations.

The lift system is the main part in manganese nodule mining on the ocean bed. It connects the nodule collection system (miner) with the surface platform (mining vessel) and transports the nodules from the ocean bed to the surface. China started the research on lift technology in deep ocean mining in 1991, and a slurry pump hydraulic lift method has been developed for the nodule mining system. The detailed slurry pump hydraulic lift experiments have been undertaken with crushed nodules in the vertical pipe. The lift parameters to lift coarse particles in the lift pipeline have been discussed, including the pressure drop, the solid concentration, and the mixture velocity. The author of this paper not only took part in all these studies on the lifting technology, but was also responsible for some of this research. This paper will present the component parts of the lift system and the research results of coarse particle mixture flow in the vertical lift pipeline. ARNOLDt This paper is the result of an excellent piece of work performed as a service to hyUrometallurgy in general and to the South African uranium industry in particular, and the authors are to be congratulated, Authors' reply Dr Arnold is correct in saying that the present Senbrix resins, which are based on the experimental heavy resins first developed at the National Institute for Metallurgy (NIM), need not necessarily show the same poor performance with respect to cobalt poisoning as the NIM prototypes. Oceanology International The next 01 World Conference is to be held Brighton, England, from 2nd to 7th March, 1980. The programme will concern technical advances in the offshore oil and gas industries, and is expected to include 140 papers from 20 countries.
