SYNOPSIS This paper is based on a thesis dealing with the problem of basing the current rate at which money is collected from mine owners to pay compensation for pneumoconiosis in the future, on the current dust hazard on mines. The certification of pneumoconiotics and the incidence of pneumoconiosis are discussed against the background of existing legal provision for collecting funds for compensation. The various pneumoconiosis indices are considered. In the data analyzed, the only pneumoconiosis index common to a number of classes of mines is the time it takes to develop pneumoconiosis. Sets of dust indices and pneumoconiosis indices are computed. Expressions are derived for the time it takes to develop pneumoconiosis as a function of the dust hazard, and for the collection of funds as a function of the time available for collection. From these two expressions follows an expression for the rate of collecting funds as a function of the dust hazard.

The PPRust North project is an expansion of existing operations on the ?Platreef? orebody in the Limpopo Province of South Africa. Anglo Platinum has been mining and processing the Platreef since 1993 at the adjacent Sandsloot and Zwartfontein South open pits at a current rate of approximately 4.5 million tons per annum. This paper describes the origin of the proposed process flow sheet. A comprehensive test work programme has been conducted evaluating the best process flow sheet for the very hard and variable ore in the proposed mining area. The selection of the comminution circuit is discussed where conventional crushing and SABC options were analysed based on both extensive test work and analyses of current operational data at the existing concentrator. The application of the high pressure grinding roll technology has significant advantages?it replaces the 3rd and 4th stage crushing stages in a conventional circuit. This programme has been conducted over several years and has involved work done at site at pilot scale, internally at the company?s research facilities and externally at various sites. The on-site pilot work was completed over a 7-month period at the existing concentrator facility using a ThyssenKrupp-Polysius, ?Polycom?, 950 mm by 350 mm, high pressure grinding rolls (HPGR) machine. In excess of 185 000 tons of ore was processed through the unit during the trial period. This paper describes the test work programme and particularly the proposed application of high pressure grinding technology and its potential for further application in the platinum industry.

In late 1997 a request was received to assist with determining the powered support unit (shield) load capacities for the planned 2 seam short wall. This project had a number of aspects which made it attractive to utilize numerical modelling in conjunction with other more conventional design tools in the design of the shields. Amongst these were: The 2 seam panels were to be laid out about 25 m below the previously short walled 4 seam, the 4 seam had in turn been over-mined by the 5 seam long wall, the proposed face height of the 2 seam short wall was 5.5 m while the 4 seam had been mined at 4 m. The top seam in the area (5 seam) had been mined at between 1.5 and 2.2 m high, the face conditions with about 95 m of broken material applying dead weight loading to the 2 to 4 seam inter-burden septum were hard to predict and cyclical loading due to the presence of strong sandstone bands in the 2 to 4 seam inter-burden. The basic thrust of the study was to take the known, and successful, situation (4 seam short wall) and carry out comparative modelling to enable prediction of likely 2 seam conditions. Some two dimensional aspects studied were: 5 m goaf hanging up behind shields, stresses in beams to determine likely first goaf roof span, stresses in cantilever beams to asses cyclical loading due to sandstone bands in the interburden being loaded by the overlying goaf and stresses on chain and crush pillars adjacent to the goaf edge. Three dimensional aspects that were investigated included: Load distribution along face for close goafing and 5 m goaf hang-up and load in a 1 m wide rib modelled in the position of the powered support units. From the modelling it was possible to determine the optimal shield leg capacity of the new 2 seam equipment. These outputs were used when drawing up the technical specifications for manufacture of the new equipment. The face was successfully commissioned in August 2002. Parmi ces aspects se trouvaient : Les panneaux de la couche 2 devaient être placés environ 25 m au dessous de la couche 4 courte taille ; la couche 4 avait été remplacée par la couche 5 longue taille ; la hauteur de taille proposée pour la couche 2 courte taille était 5.5 m, tandis que la couche 4 avait été exploitée à 4 m. La couche supérieure de la région (couche 5) avait été exploitée entre 1.5 et 2.2 m de hauteur ; il était difficile de prédire les conditions de taille, avec environ 95m de matériaux cassés ajoutant une charge morte à la plaque de séparation entre les couches 2 et 4 et un chargement cyclique causé par des bandes de grès dans l’entre-fardeau 2-4. L’idée principale de l’étude fut de prendre la situation connue et réussie (couche 4 courte taille) et de faire une modélisation comparative pour prédire les conditions probables de la couche 2. Certains des aspects à double dimension qui furent étudiés étaient : Un accrochage de remblai de 5m derrière les boucliers ; contraintes dans les poutres pour déterminer le premier intervalle probable entre remblai et toit ; contraintes dans les poutres en porte-à-faux pour évaluer le chargement cyclique causé par les bandes de grès dans l’entre-fardeau qui est accablé par le remblai et les contraintes sur les piliers par chaîne et d’écrasement adjacents au bord du remblai. Aspects à trois dimensions qui furent étudiés : Distribution de la charge le long de la taille pour les remblais proches et l’accrochage de remblai de 5 m et la charge dans une nervure de 1 m de large modelée dans la position des unités de soutènement mécanisées. La modélisation a permis de déterminer la capacité de portée optimale du bouclier du dispositif nouveau pour la couche 2. The perception exists in many organizations that, once an energy management system is employed, there need not be any further adjustments to such a system. This is not true, as the field of energy management is a dynamic field, and constant feedback and adjustments are needed to enhance the efficiency of a system to the point that substantial pay-back can be obtained. It is stressed that for any energy management system to be successful, careful planning should permeate through the organization, from the top level decision-makers to the workplace. This paper describes a dynamic technique by which energy management strategies can be evaluated by viewing the effects of the strategies on the organization as a whole.

"A renewed interest in nuclear power around the world in order to reduce greenhouse gas emissions is going to increase demand for uranium as fuel. This will result in more uranium being mined, which will in turn increase associated environmental pressures, such as fresh water use. A move to lower quality waters containing impurities such as chloride would help alleviate these pressures. In this work, we determined the uptake characteristics of weakly basic anion exchange resin Ps-EDA towards uranium from saline solutions in a dynamic flow column. Breakthrough curves were produced, with suppression of uptake being observed for chloride concentrations above 5 g L-1. Calculated resin saturation capacities at zero and 5 g L-1 chloride are comparable with literature values for strong-base anion exchange resins, and exceed those published for weak-base resins up to 20 g L-1 chloride. Data has been fitted to multiple breakthrough models, with the modified dose-response model most effectively predicting uranium recovery. The results show that the ethylenediamine functionality could be suitable for use in future uranium processing flow sheets where a high-saline lixiviant is used. IntroductionIon exchange (IX) is a key technology in the uranium mining industry and is well established for the extraction of uranium from both acidic and alkaline leach liquors (Edwards and Oliver, 2000). It was first employed in 1952 at the West Rand mine in South Africa (Ford, 1993; Taylor, 2016). H2SO4 and Na2CO3 are the most commonly employed lixiviants used to solubilize uranium in acidic and alkaline leach conditions respectively. The chemistry of these systems causes uranium to form anionic sulphate or carbonate complexes, which can be taken advantage of by anion exchange resins.Another major technology for the extraction and purification of uranium from leach liquors is solvent extraction (SX). This technique involves the extraction of uranium from the aqueous phase into an immiscible organic layer. Although this is a commonly used method, there are major drawbacks to it, including the use of large volumes of flammable solvents, solvent loss, phase disengagement, third phase formation, and the production of problematic degradation products (Veliscek-Carolan, 2016). These problems can be circumvented through the use of IX resins."

The following notes have been compiled to assist authors in the preparation of papers for presentation to the Institute and for publication in the Journal. All papers must meet the standards set by the Council of the Institute, and for this purpose all papers are referred to at least two referees appointed by Council. STANDARDS FOR ACCEPTANCE To merit consideration papers should conform to the high standards which have been established for publication over many years. Papers on research should contain matter that is new, interpretations that are novel or of new significance and conclusions that cast a fresh light on old ideas. Descriptive papers should not be a repetition of well-known practices or ideas but should incorporate developments which would be of real interest to technical men and of benefit to the mining and metallurgical Industry. In some cases a well prepared review paper can be of value, and will be considered for publication. All papers and particularly research papers no matter how technical the subject, should be written with the average reader of the Journal in mind, to ensure wide interest. The amount of textbook material included in a contribution should be the minimum essential to the argument. The length of a paper is not the criterion of its worth and it should be as brief and concise as possible, consistent with the lucid presentation of the subject. Only in very exceptional circumstances should a paper exceed 15 pages of the Journal (15 000 words, if there are no tables or diagrams). Six to ten pages is more normal. NOTE: Papers in the Journal are printed in 10 point type, which is larger than the 8 point type used on this page. For special publications Council may decide on page sizes smaller than A4 used for this Journal. The text should be typewritten, double-spaced, on one side only on A4 size paper, leaving a left-hand margin of 4 cm, and should be submitted in duplicate to facilitate the work of the referees and editors. General: A few well selected diagrams and illustrations are often more pertinent than an amorphous mass of text. Over-statement and dogmatism are jarring and have no place in technical writing. Avoid the use of the first person, be objective and do not include irrelevant or extraneous matter. Avoid unnecessary use of capitals and hyphens, while punctuation should be used sparingly and be governed by the needs of sense and diction. Sentences should be short, uninvolved and unambiguous. Paragraphs should also be short and serve to separate basic ideas into compact groups. Quotation marks should be of the 'single' type for quotations and "double" for quoted matter within quotations. Interpretations in the text should be marked off by parentheses ( ), whereas brackets [ ] are employed to enclose explanatory \matter in the text. Words to be printed in italics should be underlined singly. For small capitals they are to be underlined DOUBLY and for large capitals TREBLY. If there is any problem in producing formulae accurately by typewriter they should be inserted by handwriting in ink in the copy forwarded by authors. Abbreviations and symbols are laid down in British Standard 1991. Abbreviations are the same for the singular and plural, e.g. cm for centimetre and centimetres, kg for kilogram and kilograms. Percentages are written in the text as per cent; the symbol %is restricted to tables. A full stop after an abbreviation is only used if there is likely to be confusion of meaning. Metric System: The Systeme International d'Unites (S.L) is to be used for expressing quantities. This is a coherent system of metric units derived from six basic units (metre, kilogramme, second, ampere, kelvin, and candela), from which are derived all other units, e.g. the unit of force is the newton (N) for kilogramms metre per second per second (kg m/s2). Always use the standard metric abbreviations. Commas must not be used for separating groups of digits. For ease of reading digits should be grouped in threes counting from the decimal point towards the left and the right. Illustrations: Drawings and diagrams are to be in black India ink and should be about 18 cm wide. When submitting graphical representations avoid a fine grid if possible. Curves should be in heavy line to stand out. Lettering too should be bold as a reduction in size is often involved in the printing process. (A single column is 8.5 cm wide.) Numbering of tables should be in Roman numerals: I, n, etc. and figures in Arabic numerals: Fig. 1, Fig. 2, etc. (Always use the abbreviation for figure.) Photographs should be black and white glossy prints. As a guide to the printer the author should indicate by means of notes in the typescript where tables and figures, etc. are to appear in the text. Paragraphs: A decimal system of numbering paragraphs may be used when the paper is long and complicated and there is a need for frequent reference to other parts of the paper. Proof correction: Galley proofs are sent to authors for the correction of printers' errors and not for the purpose of making alterations and additions which may be expensive. Should an author make alterations which are considered excessive, he may be required to pay for them. Standard symbols as laid down in British Standard 1219C should be used. SYNOPSIS It is most important that the synopsis should provide a clear outline of the contents of the paper, the results obtained and the author's conclusions. It should be written concisely and in normal rather than abbreviated English and should not exceed 250 words. While the emphasis is on brevity this should not be laboured to the extent of leaving out important matter or impairing intelligibility. Summaries simplify the task of abstractors and there. fore should present a balanced and complete picture. It is preferable to use standard rather than proprietary terms. FOOTNOTES AND REFERENCES Footnotes should be used only when they are indispensable. In the typescript they should appear immediately below the line to which they refer and not at the foot of the page. References should be indicated by super-script, thus. . .' . . .2. Do not use the word Bibliography. When authors cite publications of other societies or technical and trade journals, titles should be abbreviated in accordance with the standards adopted by this Journal. GENERAL The Council will consider the publication of technical notes taking up to three pages (maximum 3 000 words). Maximizing shareholder value has become a common aim for mining companies. This paper discusses the results of a number of studies developing strategic mine plans, covering a wide range of commodities, styles of mineralization, mining methods, and processing facilities, for single and multiple deposits. It has become evident that traditional methods and conventional wisdom often do not in fact achieve these goals. Operating policies at many mines ensure that shareholder value is not maximized. Changing the overall strategy can provide significant value gains. Typically, the new optimal plan involves a significant increase in the cutoff grade, at least in the earlier years. An increase in the underground development rate or open cut stripping rate is often associated with this, at least in the short term, to establish the new strategy. Cost minimization is found to be counter-productive. Counter-intuitive plans are often found to be optimal. For example, optimal cutoffs for different parts of an underground mine may be significantly different, even if mineralisation and cost structures are similar. Sub-optimal strategies are also frequently found to have a significantly greater financial risk than optimal plans, which have been found in many cases to be relatively insensitive to changes in major value drivers, such as metal prices. This paper shows how identifying and then operating within the framework of an optimal strategic plan can have substantial benefits over being continually driven by short-term tactical issues.

Keywords: extraction, lead refining, Pb-Tl solutions, PbCl2-TlCl solutions. The theoretical part of the paper presents an analysis of the conditions of Tl extraction from Pb using different extractants and determines the activity coefficients in liquid solutions of Pb-Tl and PbCl2-TlCl. The dependence of the solution activity coefficients upon the composition and temperature is presented in the form of Krupkowski and Krupkowski-Fitzner equations. An analysis and evaluation were made of the influence of the methods of PbCl2 introduction into a Pb-Tl solution upon the efficiency of the Tl extraction process under thermodynamic equilibrium conditions. The analysis made it possible to formulate relevant equations describing the dynamics of the process of Tl extraction from Pb under stirring conditions as well as under the extractant injection into the liquid Pb-Tl solution conditions. In the part concerning experimental work, results are given for tests on the Tl extraction process from Pb-Tl liquid solutions of initial Tl content of approximately 0.05% mass using PbCl2 or, alternatively, Cl2(g) conducted in laboratorial scale. The tests made it possible to establish the influence of time, temperature, mass and the method of introducing the extractants into the liquid upon the level of Tl extraction from a Pb-Tl solution. The classic technique to remove impurities in a cobalt stream is selective precipitation. This is usually followed by re-leaching to produce an advanced electrolyte for cobalt electrowinning. Although this technique ensures an adequate cobalt concentration in the electrowinning circuit, some of the consequences include unwanted losses through the numerous selective precipitation steps resulting in lower recoveries. One plant that currently utilizes selective precipitation is the Luilu Metallurgical Plant (Luilu) in the Democratic Republic of the Congo. This paper evaluates the benefits of using solvent extraction technology as a purification step in the Luilu Process with the aim of further increasing the overall cobalt recovery and to ensure that a suitable cobalt concentration in the advanced electrolyte is achieved. The implementation of a solvent extraction-electrowinning process is found to be beneficial in terms of achieving improved recoveries and cobalt cathode quality, however there are many other factors that impact the success of converting from the classic precipitation process used at Luilu.

This paper reviews the Mineral and Petroleum Resources Royalty Bill of 2006, identifies potential areas that require further consideration by the National Treasury and, where appropriate, offers alternatives. At its basic level a royalty regime consists of two elements: the base and the rate that must be applied to the base. Deciding on an acceptable royalty rate is a complex matter and can be done only after extensive analysis of all variables affecting the competitiveness of the regime. The proposed royalty rates are in the range of zero to five per cent and are based on sales revenue. It is argued that future investment patterns are more likely to be influenced by market cycles and commodity prices than policy events. Inevitably the current boom in the minerals sector will come to an end and the success of the proposed regime will be known only when profit margins are under pressure. Policy makers must therefore have the long run in mind when developing policies that affect the ability of industry to do business, without the need to renegotiate each time there is a change in the market. A long-run policy must be sufficiently flexible to allow for consistently fair sharing ratios and splitting of revenues between government and industry. Although broadly in line with international practice, the current version cannot be regarded as internationally competitive and efficient. In order for the royalty bill to become internationally competitive, promote beneficiation of mineral production and adequately compensate the State for the loss of a national resource, the National Treasury should heed the following main recommendations in this review: 1. Abandon the notion that each mineral product must have its own royalty rate; 2. Introduce an NSR type royalty that allows for value-addition costs to be deducted from the base; and 3. Provide for automatic relief through the use of a sliding-scale mechanism based on ability to pay, e.g. the X-Factor used in the gold mining tax formula.

Short-term plans must meet the long-term goals while accounting for shovel selectivity, operational space, and scheduling restrictions. There are several approaches that deal with these issues to deliver a feasible short-term schedule. This paper compares two approaches based on mathematical programming to address the short-term mining cut definition and scheduling in an integrated way. They work by scheduling extraction to comply with long-term production goals, but they differ in how mining cuts are modelled. The first approach schedules Selective Mining Units (SMUs) but aggregates them around predefined locations. The second approach does not work on SMUs; it decides directly what mining cuts are to be used from a pre-defined set of shapes. It assigns a destination and schedules the extraction for the selected mining cuts. We applied both approaches in a real case study to compare their results in terms of profit, mining cut design, expertise needed, profit, and optimisation performance.

The transient infiltration and lubrication behaviour of slag during continuous casting of steel is important for billet quality. A two-dimensional coupled mathematical mould model was developed to investigate these phenomena. The accuracy of the model was verified by comparing the calculated slag consumption with measurements by the plant. The results show that the liquid slag is consumed from the middle and late period of positive strip time to the next early period of positive strip time, including the entire negative strip time. The maximum downward infiltration velocity and positive pressure in the slag channel is at the middle of the negative strip time. Increasing the positive pressure of the slag channel is conducive to lubrication. The shear stresses acting on the shell surface and at the mould side were determined by the lubrication slag consumption and total slag consumption, respectively, and gradually decreased with increasing slag consumption. The negative strip time was lengthened to increase the slag consumption and prolong the time near the maximum downward shear stress, so as to be conducive to the demould.

Paper written on project work carried out in partial fulfilment of BSc (Eng) (Chemical) The generation and control of manganese sulphide particle size distribution using various mixing configurations were investigated. Specifically, this paper discusses how varying mixing intensities on a macro and micro scale affect the resultant manganese sulphide particle size distribution (PSD) at a constant concentration. The mixing variations were achieved using various Y- and T-mixers as premixing devices into a jacketed, agitated vessel. The reagents used to generate the seeds were aqueous manganese sulphate and sodium sulphide solutions. The results showed that the absence of micromixing resulted in very poor control of the particle size distribution, the particle size and the number of particles produced. This was due to the fact that the macromixing time is much greater than the corresponding precipitation time, resulting in different mixing regions existing within the reactor. From the micromixing experiments, the T?mixer was found to be the most effective mixing device at lower concentrations due to the T-mixer providing a faster mixing time than the other mixing configurations, thereby effectively localizing the supersaturation and hence controlling the precipitation. The results obtained from the direct addition without the extension pipe (i.e. short mixing time) indicated a general increase in mean particle size and decrease in total particle number at reagent concentration of 0.007 mol.dm-3as compared to the corresponding micromixing experiments. The phenomenon may be due to incomplete crystallization at the immediate exit of the mixing device. Further experiments need to be conducted before any conclusions can be drawn about the precipitation mechanisms.

SAMPSON, Pr. Eng., B.Sc. (Chem. Eng.), B.Econ. (Visitor) A spray roaster has been installed in the Johannesburg area for the treatment of spent liquors from a variety of small pickling operations. A new process was developed for the processing of the liquor that is contaminated with zinc chloride, and a commercial plant was built incorporating this process. An ionexchange plant separates the zinc from the iron chloride, and a liquid-liquid-extraction plant converts the zinc chloride to zinc sulphate and recovers the hydrochloric acid.

The prototype and test results of the instrument for quick determination of incombustible content in deposited dust as a protection against coal dust explosion propagation are presented. Presently existing methods do not permit to obtain quick information about incombustible content, needed for the proper protection of workings. As the operating principle for the e instrument the dependence of reflection of infrared radiation intensity on incombustible content in the sample is chosen. The construction is based on the modern electronics. The measurement will be done at the sampling site. The range of the instrument is 0-100% of incombustible, direct reading, autonomous supply, weight no more than 0.5 kg, and is intrinsically safe according to EN Standards. During the Conference the instrument will be commercialized.

The feasibility of employing a multi-stage column for the recovery of gold from cyanided pulps using extruded carbon was investigated on a pilot-plant scale. It was anticipated that the column contactor would have certain advantages over conventional carbon-in-pulp plants. The feed pulp was screened to remove particles larger than 200 µm and was diluted to a solids concentration of about 23 per cent. The column was operated continuously for 24 days at a pulp flowrate of about 60 l/min and a carbon flowrate of 44 litres per day. The average gold concentrations in the barren pulp 12 hours and 24 hours after the carbon transfer were 0,012 and 0,031 mg/l respectively. The average gold concentration in the solution phase in the feed was about 2,0 mg/L. The average gold Loading on the carbon was 6290 g/t. Calcium carbonate was removed from the loaded carbon by treatment with 0,5 bed volumes of 2,8 per cent hydrochloric acid solution at ambient temperature. The calcium concentration was reduced from about 17 000 to about 500 g/t The carbon was eluted by the Zadra procedure at atmospheric pressure. The results of the elution were highly satisfactory, the gold concentration being reduced from about 6000 to about 20 g/t in 48 hours. The eluted carbon was regenerated in a Rintoul kiln at about 700°C. The activity of the regenerated carbon was found to be at least as high as that of fresh carbon.

There are factors distinct from the mode of mechanical extraction that may have considerable influence on its prospects for extensive adoption; the rockburst factor is one of these. REPLY BY H.H. HAASE AND R.G.B PICKERING We agree with Professor O'Connor that, in conventional gold-mining operations, a disproportionate number of seismic events occur in the period immediately following a blast; rockburst activity follows the same pattern, and it has been calculated that, if the rockburst peak were spread evenly across the day, the rockburst exposure of stope workers would nearly double.

A study was made of the performance of a rod mil operating without liter bars and with different arrangements of liter bars in the lining. . The results show that striking improvements in performance, increased throughput, and reduced consumption of liner metal and electrical energy can be obtained by a change in the geometry of the liter-bar arrangements within a mil. Rod mils of equal size fitted with the same arrangement of liter bars but operating at different speeds presented apparent anomalies in the relative consumption efficiency of electrical energy for the production of material smaller than 75 µ m. Marked savings in the consumption of liner metal were achieved by the use of an arrangement of alternating lines of higher and lower liter bars. A study of the relative performances of two large tube mils showed that the use of liter bars in one of the mils resulted in a marked reduction in the consumption of liner metal and electrical energy per ton of material smaller than 75 µ m in the product.

This paper summarizes the works that the Research “Group of Ground Engineering”, belonging to the Mining Department of the University of Oviedo, Spain, has been developing in close cooperation with the Regional Mining Department, since 2001, in order to control and monitor an experimental underground limestone exploitation by the room and pillars method. The aim of the current research is not only the geotechnical characterization of the rock mass (by means of laboratory and site tests) or the instrumentation of its displacements and stress changes (using convergence meters, INCREX probe, extensometers and rigid inclusion cells), but, moreover, to undertake intensive monitoring and control of such pilot mine, which is mined exclusively in order to accomplish this research. The data transmission was made on line via Internet, to achieve a full understanding of the behaviour of the experimental mine, to access data from remote locations and to visualize results from a website. All the collected information becomes input data for several numerical models using finite differences under a program developed in the research Group, ALMEC. The simulation and a final economical analysis lead to a design of an underground exploitation, at production scale, for a resource that is traditionally mined by means of open-pit process methods that could be worked underground with less environmental impact. The main purpose achieved by this exhaustive analysis is the technical and economic viability of such mine, for their optimisation for a future productive exploitation.

Geological, tectonic, geochemical and geophysical data were utilized for the mineral resource assessment of the Biga Peninsula in NW Turkey. During the deductive phase of the project multivariate statistical methods were applied to accentuate characteristic parameters which sufficiently describe the different types of Pb - Zn mineralization. The parameters most likely to be indicative of mineral occurrences were determined. In the following prognostic phase these parameters were further statistically treated to determine favourability indexes for the occurrence of a deposit within each cell of the training area. Preliminary results of probabilistic, univariate and multivariate methods are presented.
