"The petroleum refiners of the United States made rapid strides in fuel economy in 1928, when the calculated number of B. t. u. required to refine a barrel of crude petroleum was 637,000 as compared with 698,000 in 1927, a decline of 9 per cent. The major portion of this indicated increase in fuel efficiency was undoubtedly due to the gain in use of the pipe-still and the continuous process of refining as contrasted with the old batch method of distillation.,Almost without exception the new refineries are equipped with one or more pipe-stills, and many of the older plants are changing over to this type of equipment. The refineries of the Appalachian area are among the oldest and most conservative of the country, yet a number of them dismantled their old shell and cheese-box stills and installed pipe-stills in 1928.The more extensive use of the pipe-still was not the only way in which the refiners lowered their fuel requirements in 1928. The use of heat-exchangers, in which the heat from hot vapors to be condensed is used to heat the incoming cold oil, also increased in 1928, and in addition the refiners have kept abreast of the times in saving fuel through better insulation and improved burners.For the year 1928 the refiners burned as fuel the following: 46,400,000 barrels of-fuel oil; 3.362,000 short tons of coal; 114,950,000,000 cubic feet of natural gas; 77,313, 000,000 cubic feet of refinery or still gases; and 470,000 short tons of coke, in addition to a little electricity. This fuel was calculated to have produced a grand total of 582,156 billions of B. t. u., as compared with 578,784 billions B. t. u. in 1927.The total of 46,400,000 barrels of fuel oil burned represents an increase over 1927 of about 5,000,000 barrels, which made it about equal to the 1926 figure. Practically all of the refinery districts used more oil as fuel in 1928. The most important increase - over 2,000,000 barrels - occurred in the East Coast district, where greatly expanded throughput of foreign crude was instrumental in increasing fuel-oil production.The use of coal for fuel at refineries again registered a material decline, the total for 1928 of 3,362,000 short tons being 33 per cent below that of the previous year. The outstanding decrease in the use of coal in 1928 occurred in the East Coast district, where coal was probably replaced by oil. The use of coal for fuel at refineries in the States of Ohio, Pennsylvania, and West Virginia declined materially in 1928; the substitute used in the majority of cases was oil burned in pipe-stills."

Some of the investigations conducted by the Bureau of Mines have for their object the collecting and disseminating of information regard- ing methods by which the fuels of the country may be most effi- ciently used. As the analysis of flue gases tends to develop better methods of firing, which in turn reduces waste of fuel, the Bureau of Mines in this bulletin presents for the benefit of those in charge of boiler plants and all other persons interested detailed information on methods of sampling and analyzing flue gases, and on the utilization of the analyses in promoting boiler-room economy. This bulletin is intended to be a companion to Technical Paper 80," and is written in plain and nontechnical language, as far as pos- sible, so that it may be readily understood by persons who have not had the advantage of a technical education. Whenever possible, illustrations of apparatus and methods of handling have been used rather than elaborate descriptions. The material presented in this report is arranged in two parts. The first part contains the description of the apparatus and the methods used in sampling and analyzing flue gases. The second part gives experimental results obtained with the different methods of sampling and collecting flue gas that are recommended in the first part of the report. Only simple apparatus and methods are considered, as they are accurate enough to show the large heat losses due to the use of too much air, and are also accurate enough to indicate any incomplete combustion losses of economic importance. Without doubt the loss due to large excess of air is the greatest one in the boiler room, and can usually be greatly reduced by making proper use of gas analysis. Before engineers in the isolated industrial plants can be induced to analyze for small traces of combustible gases, they must be first taught how to analyze for carbon dioxide (CO), and they must learn to appre- ciate the great possibilities of reducing loss from large excess of air. In This Chapter [How inert gas works to prevent methane explosions How inert gas is generated and delivered at highwall mines Volume and quality requirements for inert gas at highwall mines How an inert gas system is operated and Precautions to take during mining to prevent methane explosions] This chapter discusses a method, originally developed by Volkwein and Ulery [1993], to prevent methane explosions during highwall mining. In highwall mining, a horizontal auger or a mining machine enters the coal seam from a surface mine pit at the bottom of a highwall, and the coal is mined out from a series of parallel holes. Explosions can be prevented by injecting inert gas into each hole as it is mined. Coal near the surface has lost most of its methane gas over time. However, in recent years, surface mining has been used for deeper reserves of coal. This trend toward mining deeper reserves has increased the chance of encountering methane, and methane explosions at highwall mining operations have resulted in injuries. HOW INERT GAS WORKS TO PREVENT METHANE EXPLOSIONS A methane explosion requires the presence of sufficient amounts of both methane and oxygen, as well as an ignition source. If the methane cannot be reduced and the ignition source cannot be eliminated, then explosions may be prevented by adding an inert gas, which contains little to no oxygen, to the mixture [FWQA 1970]. Just how much inert gas must be added depends on the mining rate, as well as the composition of the inert gas. An explosibility diagram can be used to show whether a methane mixture is explosive after inert gas is added [Zabetakis et al. 1959] (Figure 10–1). This diagram indicates that gas mixtures fall into one of three range categories—explosive, explosive when mixed with air, and nonexplosive—depending on the percentage of methane and percentage of “effective inert.” Effective inert is calculated from the percentage of “excess nitrogen”3 and percentage of carbon dioxide in the mixture.

"INTRODUCTION Among the hazards that may attend the use of Diesel engines in mines, tunnels, or other underground operations the presence of harmful or objectionable constituents in the exhaust gas must receive due consideration to prevent the formation of unsafe or unhealthful working environments in these places. Previous reports of this series have presented discussions of the composition of exhaust gas from engines in proper mechanical condition, 6/ the effect of adding some of the exhaust gas to the intake air of the engine, 7/ the effect of operation in atmospheres containing natural gas, 8/ and the effect on exhaust-gas composition of conditions that influence the characteristics of fuel injection in Diesel engines. In all these studies the properties of the fuels used were in general conformity with specifications usually recommended by the manufacturers of Diesel engines. In evaluating the physiological significance of the various components of the exhaust in these experiments, the toxic or objectionable gases determined were carbon monoxide, carbon dioxide, oxides of nitrogen, and aldehydes. Because of the low sulfur content of' these fuels, compounds such as sulfur dioxide and sulfur trioxide were not determined, although in discussion of the test results attention was directed to the fact that if fuels of higher sulfur content were used, the concentration of such compounds in the exhaust would become a significant factor in establishing the quantity of ventilating air required to furnish satisfactory dilut1on of the exhaust gas in underground working places."

Identity the difficulties of establishing vegetation on mining-related wastes resulting from adverse chemical, physical, and biological properties; describe the ecological and soil factors affecting the relationship between mycorrhizal fungi (soil microorganisms) and plants; and evaluate the feasibility of establishing vegetation on mine waste by introducing mycorrhizae. Problems in Revegetation Successfully using vegetation to stabilize a situ disturbed by mining-related activities depends on knowing the chemical, physical, and biological characteristics of the site prior to, or at the time of, stabilization. The primary objectives of mine land reclamation are to minimize environmental degradation and to facilitate the re-establishment of a functional plant-soil system. Mining disturbances can significantly alter the physical, chem¬ical, and biological characteristic of a site, thus affecting plant establishment, survival, and growth. The physical disturbance caused by the removal and replacement of soil and overburden, together with the waste material from ore processing, affect the chemical, physical, and biological process within the disturbed soil or waste. Additionally, variability in soil properties results from differences in climate, topography, vegetation, and parent material of the site.

To produce industrial-grade titanium castings by processes that are nonpolluting and lower cost than the currently used rammed-graphite process. Approach Foundry-grade zircon and olivine sands, bonded by waterglass or bentonite, are used to make shell or rammed molds which require relatively low-drying temperatures and do not generate noxious fumes during drying or casting. Procedures Three separate processes have been developed which meet the stated pollution and cost goals. These are: 1. Waterglass-bonded rammed zircon or olivine sand molds are dried at 480°F, zirconia washed, redried, and used in an inductoslag or skull-casting furnace. 2. Waterglass-bonded zircon or olivine sand shell molds are formed at 560°F, cured at 620°F, zirconia washed, dried at 480°F. and used in an inductoslag furnace. 3. Rammed zircon and olivine sand molds are bonded with western bentonite, zirconia washed, dried at 980°F, and used in an inductoslag or skull-casting furnace.

The possibility of improving the volatilization of gold through the formation of a metal-gold chloride vapor complex was investigated. Gold-silica mixtures, containing ferrous and nonferrous minerals and salts as additives, were treated in a laboratory tube furnace with a flow of chlorine gas at various temperatures. The addition of pyrite (FeS2) to a charge of gold-silica increased the volatility of the gold from 3, 20, and 62 percent of the total gold to 62, 93, and 100 percent at 200°, 300°, and 400° C, respectively. Chemical analyses of the condensate indicated the volatile species to be FeAuCl6.

"Fatal accidents at coal mines throughout the United States killed 234 employees during January 1924, according to reports from State mine inspectors to the Bureau of Mines of the Department of the Interior, Included in the number of fatalities are 68 deaths caused by two explosions during the month, one explosion occurring in a mine at Johnson City, Ill., and causing 32 deaths, and the other in a mine at Shanktown, Pa., and causing 36 deaths. The fatality rate for the month was 3.94 per million tons, based on a production of 59,435,000 tons of coals In January 1923 the fatality rate was 3.52, based on 206 deaths and an output of 58,458,000 tons.Bituminous mines in all States reported 202 fatal accidents, the production being 51,170,000 tons., and the fatality rate being 3.92, as compared with 3.28 for January last year, For the anthracite mines in Pennsylvania, the reports covered 32 fatalities, which, on the month's output of 7,955,000 tons, indicated a fatality rate of 4.02 per million tons, as against 4.89 for January 1923.As compared with January 1923, the reports for January of the present year indicated lower fatality rates per million tons for all of the main causes of accidents except explosions. For falls of roof and coal, the fatality rate per million tons declined from 1.85 in January 1923 to 1,68 in January 1924; for haulage accidents the rate declined from 0.62 to 0.42; for explosives, from 0.19 to 0.12; for electricity, from 0.12 to 0.07. The first step to emergency preparedness is defining and analyzing hazards. Although all hazards should be addressed, resource limitations usually do not allow this to happen all at once. Risk assessments are used to establish priorities so that the most dangerous situations are addressed first and those least likely to occur and least likely to cause major problems can be considered later. While the examples provided in this training package are specific to mine fires, the concepts and tools can be applied to any mine hazard. Purpose: This training package was developed to assist instructors, as they: 1) determine how to use risk assessment to improve preparedness for mine fire emergencies and 2) present risk assessment concepts and tools to trainees. Audience: This package is appropriate for workers/trainees from all types of mines. A risk analysis can be conducted by anyone familiar with the location(s) being studied. Why Conduct a Fire Risk Assessment? During a risk assessment, hazards are evaluated in terms of the likelihood that a problem may occur and the damage it might cause. Mine fire preparedness requires consideration of all possible fires that could occur. However, at a given mine some fires are more likely than others and some would result in greater damage than would others. Conducting a risk analysis identifies these differences. The results can be used to target resources at the types of fires that are most likely and/or are most destructive. Hazards that are very likely to result in fires that would do considerable damage to people and property should be targeted first for remediation and/or effective response if remediation isn't possible. Potential fires that are less likely or that would have less severe consequences are identified for attention later, after the more serious situations have been addressed.

An electromagnetic sounder developed for an archaeological application in Egypt has been successfully tested in a California dolomite mine. Chambers in the mine 100 to 130 feet from the surface gave intense, well-defined echoes consistent with an average attenuation coefficient of 0.6dB/m and a relative dielectric constant of 11. By moving the transmitter and receiver units on the hillside above the underground chambers, various characteristics of the propagation could be observed such as dispersion, chamber aspect sensitivity and cross section. The transmitted pulse was one to one-and-a-half radio-frequency cycles long at a peak power of 0.2 MW. Frequencies employed were 16 to 50 MHz. The light weight, highly portable, battery-powered equipment is potentially suited to other underground sounding applications.

This paper describes a focus of work presently being conducted at the Rock Mechanics Research Group at the University of British Columbia. The underhand method under consolidated fill ensures a high recovery under an engineered back that is comprised of cemented rock fill and/or cemented paste fill. This method of mining is generally necessary either due to a weak rock mass comprising the immediate back and/or high induced back stresses. A major concern in the design of sill mats is the loading and strengths associated with the overlying sill mat. This paper reviews past practice coupled with present observations and measurements from over ten (10) mines throughout North America. It outlines areas of concern in terms of design requirements.

"Information gathered during recent months by field men of the U. S. Bureau of Mines shows that in one State alone there have been 71 fatalities from electrical causes during the last 51/2 years, of which 55 were from contact with mine trolley wires operated at 250 volts or less, direct current. The 1928 law relating to the guarding of trolley wires in the-mines of this particular State reads: ""All trolley wires carrying a voltage of class 2 must be properly shielded except where the same are at least 61/2 feet above top of rail."" Class 2 voltage is defined as being ""between 300 volts and 600 volts direct current, or 240 volts and 480 volts alternating current."" From this it may be inferred that no guards are required, for 250-volt trolley wires, and the natural conclusion to be drawn is that the lack of guards or shields must be held responsible for these fatalities. To prevent fatalities from this source, it has been advocated that every foot of trolley wire in mines should be guarded. While some such drastic step may appear to be amply justified, a closer examination of the records shows that lack of guards is not entirely responsible but rather that carelessness and neglect in the observance of certain well-established simple rules concerning installation and location of trolley wires must also bear a share in the responsibility. In -other words, if trolley wire is installed carelessly and its maintenance neglected, failure may be expected of any guards that have been put up.There are a-number of factors affecting safety as related to trolley wires in mines, among which the following may be enumerated.1. Installation relative to track and passageways.2. Guarding.3. Maintenance.4. Discipline.Acknowledgment is made to D. Harrington and K. L. Marshall of the safety division of the bureau for assistance given in securing data on cost of installing guards for trolley wires.The statement that fatalities should not be charged in every case to lack of guards is supported by the following example: A man operating a locomotive was electrocuted when the trolley wheel jumped the 250-volt trolley wire and allowed it to sag against his shoulder. He was sitting in the regular place provided in the locomotive, but the wire was 11 inches inside of the rail and only 39 inches above it where the wire touched him, or 11 inches from the roof at a distance of 12 feet from the nearest hanger. The accident occurred between two hangers 44 feet apart, and the trolley wire was inside the rail over the entire distance, being 2 inches inside at one hanger and 10 inches inside at the other hanger. A bolt in the roof indicated that there had been a hanger at one time between the two on the 44-foot span.This example is a violation of good practice in the installation and maintenance of trolley wire. In the first place the wire should have been outside instead of inside the rail. In the second place there should have been at least one intermediate hanger so that the span would not be so great and the sag would be reduced. Furthermore, it is possible that the wire was not taut enough even when the intermediate hanger was in place.To provide a degree of safety for men in the mines certain coal-mining States, recognizing the need, have enacted laws to regulate the installation of trolley wires. These limit the distance that the wire must be kept outside and above the rail. Thus, the 1927 mining laws of Ohio specify that:"

How It Works New lower ladder steps are supported by side pieces made of pretensioned, solid-wound, coil springs fabricated from high strength steel. Unlike conventional crash-resistant steps, which flex or swing freely when stepped on, the spring supported steps can maintain the same inclination as the fixed upper portion of the ladder while supporting an average-weight operator. The steps are also highly resistant to collision damage because they yield on impact if rammed into obstructions such as rocks or berms. See photograph.

Prolonged exposure to noise over a period of years generally causes permanent damage to the auditory nerve and/or its sensory components. This irreversible damage, known as noise-induced hearing loss (NIHL), is the most common occupational disease in the United States today. Workers suffering from NIHL have difficulty understanding human speech and hearing other workplace cues. Despite the use of regulations and efforts by government and industry to reduce NIHL, the problem today is as prevalent as it was more - than two decades ago. Recently, the Mine Safety and Health Administration (MSHA) promulgated a new regulation that is designed to reduce NIHL in the mining industry. One of the more significant provisions is the elimination of MSHA's past practice of giving "credit" for the use of personal hearing protection, thereby reestablishing the primacy of engineering and administrative controls. However, there is a knowledge gap that is impeding the development and implementation of engineering and administrative controls. Although significant data exist on the exposure to noise by occupational code, little is known about the noise sources that contribute the most to the worker's dose. This is problematic in a workplace with multiple noise sources and workers who travel among noise sources. Yet without this knowledge, it is difficult to focus control efforts in any practical manner. Thus, it is important to characterize noise sources sufficiently well so that the sources most hazardous to hearing are identified and those conditions of exposure that are most amenable to engineering controls are pinpointed as well. The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) is conducting a cross-sectional survey of noise sources and worker noise exposures in the mining industry to address this deficiency. The initial effort, conducted at a coal preparation plant and results are described in this paper. Preliminary analyses indicate that the noise levels on all floors exceeds 90 dBA in most areas, and that levels as high as 115 dBA were recorded. In addition, the one worker whose responsibility is to monitor the equipment and "house clean" the plant is slightly overexposed, even though he spends only half the shift in the plant. General information on the hearing loss problem in mining, a review of hearing protection use and noise regulations in mining, and other background materials are also presented.

A primary objective of the Surface Mining Control and Reclamation Act is to establish uniform national regulatory standards to protect the environment during mining and for reclaiming land after it is disturbed by current and future surface coal mining. In recognition of the wide range of climatic and geologic conditions in coal-producing areas, Congress provided that individual states may establish their own programs for regulating surface and underground coal mining and reclamation on private land. The standards for state programs must be at least as effective as the federal standards. Initial and Permanent Regulatory Programs Congress recognized the importance of establishing regulations to implement the Act as quickly as possible, while recognizing that the preparation of such complex regulations would be a lengthy process. Consequently, a two-phase schedule was established. An abbreviated initial program was put in place immediately, followed by a more extensive and detailed permanent regulatory program. The initial program regulations were published in December 1977, and mine permits issued by states after February 1978 were required to conform with those regulations. Regulatory provisions contained in the initial program included 12 basic performance standards, continuation of existing state permitting, bonding, and enforcement processes (although if those features did not already exist, they did not have to be added), a federal inspection frequency of once every six months, joint state and federal inspection and enforcement in states that had existing programs, and the prohibition of mining in the specific areas listed in the Act. Permanent program regulations were published in March 1979, following extensive review and comment from the public, including the coal industry and organized environmental groups. The regula¬tory provisions in the permanent program expanded those in the interim program by including the implementation of all performance standards contained in SMCRA, a new permitting process, a requirement for performance bonds, an increased inspection frequency (one per month), a new enforcement process, and a process for designating lands unsuitable for surface mining. The regulations for the permanent program have been revised several times since 1979; more revisions can be made as new mining and reclamation tech¬niques are developed. Such changes were anticipated by Congress; in fact, a provision in SMCRA for experimental practices encourages advances in mining and reclamation techniques.

In December's marketing of 99.5 percent aluminum ingot, domestic producer pricing remained at 53$ per pound, while dealer quoting rose from 47.5¢ to 48.5¢. BORON Domestic production of boron minerals and chemicals reached an all-time high in 1977--1.4 million short tons valued at $236 million. Combined sales of the three California producers topped the 1976 level by 15 percent in quantity and 28 percent in value, a consequence of healthy demand in the glass and insulation industries. Unprecedented demand for boric acid as a flame retardant for cellulosic insulation stimulated producers to utilize fully all available capacity, thereby achieving a record output of 158,000 tons. One company increased output from its existing boric acid facilities and initiated production at another plant that historically had produced only sodium borates. A second company achieved a previously planned 25 percent plant expansion.

Compare the fire endurance of paneled steel stoppings with that of traditional concrete block Stoppings. Background Permanent stoppings or partitions arc used in mines to separate ventilation airways. The ability of stoppings to retain their structural integrity for a minimum length of time under lire conditions and prevent the spread of flame and toxic combustion products to an adjacent airway is critical. The success of miners in reaching safety during a fire depends largely on the presence of uncontaminated airways. Traditionally, permanent stoppings for coal mines are constructed of concrete blocks. Recently, paneled steel stoppings that satisfy many of the requirements demanded of permanent stoppings, such as incombustibility and strength, have been introduced. Their use also introduced concerns such as the ability of a steel stopping to maintain its ventilation control function when exposed to a fire and the potential that the fire could transmit enough heat through the stopping to ignite combustible materials on the unexposed side. To address these concerns, the Bureau of Mines investigated the fire endurance of galvanized steel and concrete block stoppings.

The industrial sand industry has been exploring new techniques to reduce dust. One company was experimenting with adding water during bagging operations to the surface of the hag, and into the product as it flowed into the bag. The Bureau of Mines, using instantaneous dust sampling instruments, measured the effectiveness of three methods of adding water. Results indicated that various types of water sprays applied in carefully controlled amounts could reduce dust up to 50% at worker locations at the bagging machine and inside a railroad boxcar. This report also discusses constraints such as product handling, customer acceptance, cold weather problems, dust collector performance, and other areas.

A 180° magnetic deflection residual gas analyzer mass spectrometer with a mass range of 2 to 200 amu was used to study the nature of gases evolved during arc and electron-beam melting of certain reactive and refractory metals. The partial pressure of residual gases over molten Mo, Hf, Ti, and Fe, was found to be similar: Water and hydrogen were evolved from the samples and from the furnace components, carbon dioxide and carbon monoxide resulted from deoxidation of some of the melts. Argon and acetone were residuals in the system, and methane was a decomposed organic compound from the oil diffusion pump.

The notion of wayfinding, as conceptualized by planners, geographers, and psychologists, denotes the ability of an individual to move from one point to another through physical space. In order to achieve this movement, a person relies on a cognitive map of spatial representations [Passini 1984]. Which features of this cognitive mapping will be stressed depend, in part, on the researcher's perspective. A planner, for instance, would tend to emphasize the effect of physical structures on mobility. A psychologist, on the other hand, might focus on individual differences in how human minds encompass and represent physical space [Evans et al. 1984]. There is yet another dimension to wayfinding that needs consideration, and it rests upon the idea that reality, as experienced by human beings, is mediated: "[People] have preselected and preinterpreted this world by a series of commonsense constructs ... which help them find their bearings in their natural and socio-cultural environment and to come to terms with it" [Schutz 1967]. These "common sense constructs" are arrived at socially and constitute the agreed-upon schemas that guide people's everyday activities. According to this principle, cognition is governed by some nonlogical factors that reflect not only individual procedures but collective ones as well. These group strategies, which are shaped by shared rules and values, influence "the information gathered, the ways it is processed, the inferences that are drawn, the options that are being considered, and those that are finally chosen" [Etzioni 1992]. From this perspective, cognitive maps, rather than being individual-centered templates of environmental images [Rovine and Weisman 1989] or representations of spatial relationships [Evans 1980], are partially group-centered schematic processes. As such, they are subject to reinterpretation, revision, and outside intervention [Kaplan and Kaplan 1982]. As intermediaries between the environment and behavior, cognitive maps serve as bases for decision-making. Traditionally, it has been assumed that good maps facilitate correct decisions, which in turn leads to optimal performance during wayfinding [Hunt 1984]. Given the argument that there is a social (non¬cognitive) facet to cognitive mapping, however, this image of a cognitive map as some sort of static reference construct that motivates individual action is too narrow and mechanistic.
