Seven degasification wells have been completed in the Pittsburgh coalbed at the new Emerald mine near Waynesburg, Pa. Funding was provided by the Bureau of Mines to perform stimulation treatments on five of the wells, to show that this is a feasible and economical means of degasifying part of a coalbed. The seven wells ranged in depth from 590 to 910 feet. Stimulation treatments used 25,260 to 42,660 gallons of foam and 7,400 to 12,800 pounds of 20/40-mesh prop sand. Pumping rates were 10.8 to 11.6 bbl/min and treating pressures were from 1,050 to 1,600 psig. On the day following stimulation, gas production ranged from a few hundred cubic feet per day to more than 100,000 cu ft/day.

"In this Bureau of Mines report, the Federal income tax treatment of mineral exploration and development expenditures is summarized, and changes in the tax treatment of these expenditures since 1951 are detailed and analyzed. Although no attempt is made to establish causal relationships, major tax changes favorable to exploration and development activities did occur in 1951 and 1966 when the Nation was engaged in military actions and the economy was expanding. More recent changes have been unfavorable to exploration and development and were parts of major tax reform efforts. INTRODUCTIONThis Bureau of Mines report discusses the Federal tax law provisions relating to mineral exploration and development expenditures. These provisions, contained mainly in sections 616 and 617 of the Internal Revenue Code of 1954 (Title 26 of the U.S. Code), apply specifically to minerals (other than oil and gas), and thus are of interest to the Bureau of Mines.Bureau of Mines involvement in this subject stems from the legislative mandate in the 1913 amendments to the Organic Act of 1910 (the Act creating the Bureau) to conduct economic investigations of the mineral industries. Congressional concern with the financial conditions in the economic and mineral industries was expressed more recently in the Mining and Minerals Policy Act of 1970 and in the National Materials and Minerals Policy, Research, and Development Act of 1980. The General Accounting Office recommended in 1976 that the Department of the Interior ""identify and evaluate laws and agency programs that affect maintaining and developing a sound and stable domestic mining and minerals industry"" (17, p. iii). 2Taxes, a source of revenue to governments, are a cost to private firms. Thus, taxes directly affect private sector profits, and unique tax provisions are designed to encourage (or discourage) activities such as agriculture, construction, or mining. Even the international competitiveness of the domestic mineral industries may be affected by taxes because many minerals are traded in world markets."

This publication reports on the design, fabrication and test of an Improved methane monitor system for compliance to 30CFR75.313. The system will Initiate automatic shutdown of mining machinery when excessive concentrations of methane are encountered. The prime consideration: In the design were small size, Improved accuracy and reliability, fast response and a transient resistant power supply capable of reliable operation from any mine power source. The power supply contains an internal battery that provides operating power to the detection system prior to mining machine start-up or after machine shutdown. This report documents the development program from conception through in-mine testing.

"Low-rank coals have a pronounced tendency to disintegrate or ""slack” when alternately dried, and wetted by exposure to the weather. The more readily a coal slacks the greater is its tendency to ignite spontaneously and the more care must be used in its shipment and storage. Lignite slacks very readily when exposed to the weather. Slacking trouble is also experienced in shipping and storing subbituminous coal, but not to the same extent as with lignite. As a rule, bituminous coals are only slightly affected by weathering and in general may be classified as nonslacking coals. The slacking tendency of subbituminous coal is one of the characteristics that is used to distinguish it from bituminous coal. An accelerated laboratory method of test was developed to measure such slacking tendencies. This method was applied to a number of coals, principally from the State of Washington, and the method and the results obtained are given herein.Helpful information concerning slacking tendencies of coal was received from Marius R. Campbell, senior geologist U. S. Geological Survey.Coals that slack readily contain relatively large amounts of moisture. When exposed to the weather such coals lore moisture rapidly. As the coal loses moisture at the surface there is a gradual drift of moisture from the interior of the piece to the surface. If the loss of moisture at the surface proceeds at a faster rate than it is replaced by moisture from the interior of the coal piece, there undoubtedly in greater shrinkage of the coal at the surface as tom-pared to the interior of the piece and stressed are generated in the surface coal.These stresses in the surface coal cause it to crack and disintegrate.Likewise, when the air-dried coal is wetted by rain, the exposed surface of the coal pieces gain moisture more rapidly than the interior of the piece, causing greater expansion in the surface coal and the coal breaks down further. As this process of air drying and wetting is continued when the coal is exposed to the weather, the slacking proceeds and the exposed lumps of coal may disintegrate completely."

Experiments in reclaiming acidic surface-mined coal lands with raw fly ash from bituminous-coal-fired powerplants were conducted by the Bureau of Mines at two sites in northern West Virginia. Plots at both sites were treated with varying tonnages of fly ash from three area powerplants and were planted with a variety of grasses, legumes, trees, and shrubs. Eight grasses and seven legumes were investigated. Greatest promise for growth under harsh soil conditions was shown by Kentucky 31 fescue, rye and red top grasses, and birdsfoot trefoil, a legume. Survival of trees and shrubs was negligible. Addition of fly ash to the spoil increased the pH to a range tolerable to some types of plant growth, improved the texture of the soil, and increased the available water of the resulting mixture.

The Bureau of Mines conducted research to determine the effectiveness of long holes drilled in solid virgin coal in degasifying an area of the Pittsburgh coalbed showing that horizontal holes drilled into a virgin coalbed from the bottom of any shaft will effectively remove methane gas in commercial quantities from the Pittsburgh coalbed. The in situ pressure at a depth of 214 feet into the coalbed and the average gas and water flows from the five degasification holes were 3 lb/in2 gage and 860,000 ft3/d and 1.7 gal/min, respectively. On June 19, 1975, after 593 days of degasification, a compressor was installed and pipeline quality gas was introduced into a commercial pipeline. As of June 1, 1976, after 1,022 days of degasification, over 753 million cubic feet of gas had been drained and 117 million cubic feet of gas had been purchased by the gas company for use in the local community of Wadestown, W. Va. The gas drained to date is six times the gas estimated to be in the area subtended by the holes. Methane emissions at the working face of 1 West mains, Federal No.2 mine has been reduced by 50 pct, proving the value of methane drainage by horizontal degasification holes drilled from shaft bottoms ahead of mining.

Numerous investigators have studied grinding. Each has contributed his bit to a literature that is difficult to correlate. Too many of the results have been transformed into curves with so many "inflection points" and "counterflexures" that they obscure the issue. Some of the investigators have neglected the very essence of the problem, namely the power and the amount of material to which a known amount of work was applied. The purpose of this paper is to show the ease with which results can be interpreted when these quantities are duly recognized. Some grinding tests will be given for illustration. Grinding studies are of two kinds: (1) Study of the character of the ore and (2) study of the performance of the machines. Several ores may be crushed by a given machine, or several machines may be used on a given ore. The illustrations given in this report cover both objectives.

The W. E. Dunkle mine, sometimes called the Costello Creek coal mine, is 8 miles N. 20° W. of Colorado Station on the Alaska Railroad. The presence of coal in this area has been known since the district was extensively prospected for gold between 1911 and 1915. At that time, coal from this deposit was used by miners for blacksmithing. The increased demand for coal resulting from government defense projects in Alaska led to exploitation of this deposit in 1941. The inability of Alaska coal mines to supply the quantity of coal required by public and private consumers and by the armed forces in Alaska was responsible for establishment by the Army of the Coal Procurement Section of its Alaska Department. It proposed to investigate the deposits and to expedite production from the Alaskan coal fields. The Bureau of Mines closely cooperated in this program. The quality of the Dunkle coal and the favorable location of the deposit caused it to be one of the properties chosen for investigation under a joint Army-Bureau of Mines-Geological Survey program.

The flotation work on samples from nine fluorspar properties in Crittenden and Livingston Counties, Ky., reported herewith was part of a wartime project that resulted in increasing the supply of metallurgical-grade fluorspar. The samples were tailings, dumps, and waste rock that had been rejected in previous milling operations. All were treated successfully by flotation to yield metallurgical-grade concentrates with recoveries ranging from 77.5 to 98.3 percent of the fluorite. After the laboratory testing, the results of which were available to the owners and operators of the properties, many of the tailing ponds and rock dumps were milled. The real value of this report, therefore, is to show the operators of gravity concentration plants the possibilities of re-treating waste products by flotation either at some future time or currently with the gravity

This is the first progress report to be released on the anthracite, mechanical mining research and engineering development program of the Bureau of Mines. This phase of Bureau work, which was initiated as an aid to stimulating wartime production of anthracite, has been continued after the war to assist primarily in improving the general economic position of the anthracite industry. Field work was started in. the 1945 fiscal year with the cooperation of an advisory committee representing management, labor, and the Commonwealth of Pennsylvania. For a beginning, several matters were suggested by members of this advisory committee as being worthy of investigation, and sections of underground mines yore offered for test purposes. Among the suggestions accepted for investigation was the problem of increasing the rate of advance for driving gangways in thin, steeply pitching anthracite beds 4 to 6 feet thick and pitching 60 degrees or more. The problem was undertaken as a field study, and this report relates to accomplishments on this project to June 30, 1947.

"INTRODUCTION This report contains information on the approximate size of the smallest dust Particles revealed by or the limit of visibility of various microscopic systems. The information was obtained mainly for use in interpreting and evaluating results of number-contentration and particle-size, determinations on, samples of unhygienic particulate matter collected from industrial atmospheres and in developing better methods for determinations nations.Some speculation and even controversy have been published on the limit of visibility of the widely used microscopic system (16-mm., 0.25-or 0.3-N.A. objective, and axial light-field illumination) used in counting the dust in the liquid medium from impinger, 4/ 5/ filter-paper, 6/ and other samples, but little or no quantitative data have been published on the limits of visibility of this or other microscopic' system.ACKNOWLEDGMENTSThe interest, encouragement, and assistance received from H. "INTRODUCTIONThe mechanistic details of the biological events leading to coal workers pneumoconiosis (CWP) are not yet fully understood, despite several decades of extensive epidemiologic1.2 and laboratory studies.2-6 Epidemiologic studies1.2 have shown, for example, that the incidence and severity of CWP differ markedly in the different regions and mines at comparable exposures, but laboratory investigations2-6 have demonstrated only partial correlation of the epidemiologic data with the differences in the mineral composition and the rank of coal mined. In particular, while epidemiologic data indicate1.2 direct correlation of the· prevalence and severity of CWP with the rank (i.e., % carbon content) of coal, this correlation has not been established by laboratory4'6 and animal exposure3 studies. In order to explain these results, in 1980 Artemov and Reznik' suggested that perhaps they arise from the fundamental differences in the surface properties of the coal. dusts inhaled by the coal miners and those used in the laboratory studies: while the miners inhale freshly fractured coal particles, henceforth called the 'fresh' coal dust, the laboratory studies generally utilize 'aged' coal dusts (i.e., dusts that have been stored for many days or even longer). Reznik and Artemov' used electron spin resonance (ESR) spectroscopy to show that the mechanical crushing of some Soviet Union coals generated organic free radicals and that the concentration and the decay times (hence the reactivity) of these radicals were higher for the coals of higher ranks. Since some of the radicals decayed within a few minutes in air, the authors surmised that while these radical species could lead to certain specific pathogenic reactions at the sites of mining operations, this might not be the case in the laboratory studies, due to the conventional use of 'stored' dusts which would be expected to contain significantly smaller free radical concentrations. This is consistent with the recent findings that, standardized, aged coal dusts exhibit minimal cytotoxicity. 8While the above mentioned work of Artemov and Reznik7 did suggest a possible new clue to the pathogenesis of CWP (i.e., the role of the coal based free radical species), no direct biological/cytotoxicity data were provided to show that 'fresh' coal dusts were, indeed, more pathogenic than the 'stale' ones. Because of the rather significant implications of the Artcmov-Reznik hypothesis to the understanding of 1hc biochemical mechanism and, hence, the strategies for the eventual containment of CWP, we have initiated a comparative study of the free radical formation and cytotoxicity properties of freshly crushed coal ·particles. As done by Artemov and Reznik, 7 we have used the ESR technique as the direct method of measuring the concentration and decay kinetics of the coal based free radicals. Our preliminary ESR studies on two Pennsylvania coals, a bituminous (carbon content 72 % ) and an anthracite (95 % carbon) coal, have confirmed the Artemov-Reznik finding that the crushing-induced free radical sites are higher on the coals with higher carbon content (i.e., higher rank).9-11 In the present work we describe our more recent results of a parallel study of the time dependence of the decrease in the free radical content of a freshly made anthracite dust (as measured via ESR) and that of the dust's cytotoxicity potential as measured by the extent of hemolysis of (sheep) erythrocytes. We have also investigated the effects of free radical scavengers on the cytotoxicity potential of the dust and deduce that indeed the free radicals could play a significant role in the initial events in the mechanism of the cytotoxic effects due to the inhalation of coal dust inhalation."

The Hornsilver lead-zinc property was examined by the Bureau in 1942 and again in 1944. A project was started on the property in April 1946 and completed in January 1947. Silver was first discovered in this district in 1883, and while complete production records are not available, it is known that a substantial tonnage of high-grade silver ore was shipped before 1887. All of the ore was mined from surface or near-surface workings. When the high-grade oxidized ore was exhausted, the district became inactive and remained so until the 1920's. In 1928 and 1929 some activity was shown in the district, but the Hornsilver mine was not reopened until November 1937. Between 1939 and 1946, the mine produced about 16,000 tons of ore of 531 ounces of gold, 283 ounces of silver, over a million pounds of load, and nerdy 2 million pounds of zinc. The property is now controlled by the Era Mining & Development Co., which has acquired the Last Chance and Ella groups of claims, in addition to the Hornsilver mine.

This report describes a U.S. Bureau of Mines investigation into the removal of gate road chain pillars in conjunction with longwall retreat mining. The research objective was to determine, through evaluations of the loads imposed on the gate road pillars and supplemental support elements in the entries, how the pillars, supplemental support, and entries were affected by the longwall abutment pressure. To achieve this goal, vibrating wire stressmeters and hydraulic flat jack pressure cells were installed in the support elements to monitor stress change caused by abutment pressure as a function of longwall face advance. The findings documented in this report are the result of information collected from instrumentation and observation at the mine. Pillar and support loading measurements and stability observations revealed that the roof and the support elements remained stable during panel retreat, while the face progressed at a normal rate of advance. The ability to safely and efficiently mine chain pillars during panel retreat increases resource recovery and can provide several other benefits described in this report.

Essentially, carbonization is destructive distillation in which the volatile matter of coal is released when coal is he ted above its decomposition temperature and passes through a plastic stage before solidifying and forming coke. The mechanics of coke formation are complex, and the specific properties of certain coals that tallow them to "cake" or form coke are still unknown. Coke is a hard, cellular, carbonaceous mass, formed by heating coal in the absence of air. It is porous, irregular in size and shape, and is similar in appearance to wood charcoal. Coke, however, is denser, more porous, and more abrasive than charcoal.

The U.S. Bureau of Mines is conducting an ongoing research project to better understand the phenomena involved within electric arcs utilized in electric furnace steelmaking. With a better understanding of the physical and electrical characteristics involved, dynamic or predictive control of electric arc furnaces may be possible. A mathematical model is presented, but not solved, and the system of coupled equations is analyzed. Characteristic parameters are used to determine relative importance. In this manner, significant quantities are dermed. The parameters found to contribute little to the system of equations of motion are ignored. A resultant simplified system is identified, and directions for further study are indicated toward control of electric arc furnaces.

[The steady increase of aluminum production means a corresponding increase of carbon consumption in the alumina-reduction cells. Improved petroleum techniques constantly reduce the amount of byproduct petroleum-coke production. These, trends threaten the alumina-reduction works with possible shortages of carbon, which must be supplied from some other source. In anticipation of this shortages, an investigation into the possibility of using coal as an alternative source of carbon was begun at the Northwest Experiment Station of the Federal Bureau of Mines. The investigation lit has developed bench-scale methods that produce carbon of higher purity than is required by specifications for anode carbon. Additional work will b required to bring these processes to pilot-plant seals and to prove the suitability of the carbons, produced or aluminum-anode consumption.]

The devitrification of lithium silicate glasses was studied to determine the effect of annealing temperature, composition, and additives on nucleation and crystallization. High-purity glasses, prepared from reagent-grade chemicals, had close to optical quality when prepared by a vacuum induction melting method developed during this research, The progress of devitrification was traced by differential thermal analysis and thermal expansion for those lithium metasilicate-silica compositions containing 80 to 90 percent silica. Microscopic studies of glasses partially devitrified at various temperatures and annealing times indicated that the primary initial mode of formation of individual crystals ,vas from densely crystalline zones that filled in as crystallization advanced Of the additives tested, calcium, potassium, and sodium helped promote devitrification with the least cracking or surface deformation. Tin oxide was most effective in reducing volume contrast ion during devitrification, but was not ClS effective in preventing cracking as calcium or potassium additions.

The Vicksburg mining property lies in the southeastern foothills of the Star mining district, Beaver County, Utah (fig. 1). Within a few miles of the Vicksburg mine, lying in a semicircle from south to northwest, are such past producers of lead-silver ores as the Moscow, Hoosier Boy, Red Warrior, Wild. Bill, Harrington-Hickory, and many others. Farther to the north, in the San Francisco district, are the famous Horn Silver and Cactus mines. The formation at the Vicksburg property consists of interbedded limestone, shale, and dolomitic limestone. These beds have been metamorphosed by the intrusion of irregular masses of porphyritic igneous rocks grading from quartz-monzonite to granodiorite. Ore deposition is in north-trending fissures of sheeted zones, contact metamorphic in type. These depositions were subsequently altered to gossan. A preliminary investigation of the Vicksburg property involving surveying, mapping, and sampling was made by W. A. Young and F. H. Gunnell, engineers of the Bureau of Mines, in the fall of 1946. As a result of the investigation, a project was set up to investigate the possibility of ore occurrence at greater depth on the fissures under the mineralized zone by diamond drilling.
