The two HYFIFLUX cruises of the German RV SONNE (SO 99/1995 and SO 134/1998) were organized in the framework of a co-operation between several German universities and two European marine research partners. It is a multidisciplinary program for the study of hydrothermalism with its associated geological, mineralogical, and biological processes in the North Fiji Basin (NFB) in the SW-Pacific. The main achievements of the HYFIFLUX cruises were detailed multibeam Hydrosweep mapping in order to identify the detailed tectonic setting, water sampling at hydrothermally active vents, mineral sampling at inactive sites with sulfide, sulfate, and silica mineralizations, and sampling of basaltic rocks, (Halbach et al. 1999). Oceanic accretion in the NFB is characterized by a double spreading system (Auzende et al. 1994),with one spreading axis located in the median part of the basin (Central Fiji Ridge, CFR) and the second one located immediately west of the Fiji platform (West Fiji Ridge). Most of our investigations were done in the northern part of the N 15° segment of the CFR, which corresponds to area A of our program, area D is located farther south in the NFB and corresponds to the N-S segment of the CFR (Fig. 1). During previous works under the French-Japanese STARMER project, the active ?White Lady? mound and the extinct Père Lachaiseí site were sampled; these samples were studied by Bendel et al. 1993. Here an inactive hydrothermal field was studied, where there were many sediment-covered chimneys in various stages of disintegration, (Bendel et al. 1993). Underwater intervention operations have been supported by robotic systems such as remotely operated vehicles (ROV) for a long time. In particular challenging scenarios such as the deep sea, the use of ROV systems for environment awareness is in fact the main tool of choice. With the technical advances in autonomous robotics, there is an increased effort in substitute ROVs whenever possible for autonomous underwater vehicles (AUV). These systems don't have tether and thus provide large advantages from the operations and logistic point of view. However the limited options for underwater communications render them impracticable for many tasks were real time environment awareness and direct human control is needed. Emerging applications in underwater mining, both at sea [1] and in inland flooded mines [2] pose additional requirements in terms of operation support needs and environment restrictions. Two main tasks are to be addressed by assisting robots in these underwater mining operations: providing adequate environment awareness for human operators and obtain precise realtime 3D environment modelling (particularly relevant for the mining planning). The use of ROVs with umbilical cable, has in this case large limitations due to the nature of the mining cutting (performed by dedicated systems) that limit manoeuvrability and pose high risk of cutting the cable or damaging the vehicle. In this paper we present EVA (Exploration VAMOS AUV) an innovative hybrid ROV/AUV system developed for operations support in inland underwater mining operations. This robot is always operated without tether, and the can be used in a wireless ROV tele-operation mode using very short range high bandwidth underwater communication systems and in autonomous AUV mode.

Over the past century, exploration methods for volcanogenic massive sulphide deposits have evolved in response to a decreasing number of discoveries made by traditional surface prospecting and by ground and airborne geophysics. Statistical trends support the concept that fewer and fewer outcropping and sub-cropping VMS discoveries will be made in the future. In turn, this creates new opportunities to develop more sophisticated exploration models and techniques to explore at greater depth and to make blind discoveries. Current exploration models include various combinations of geological, geochemical and geophysical criteria which have been based on the results of land-based VMS research. The role of seafloor research in the development of these models has so far been only of a subordinate nature, perhaps due to a lack of direct involvment of the exploration industry in the seafloor research, and vice-versa for the seafloor researchers in VMS exploration. Another contributing factor is that exploration relies on exploration criteria that result from detailed geological, geochemical and geophysical studies of both footwall and hanging wall rocks, studies that are not possible in modern sea floor environments. Nevertheless, seafoor research has contributed to our understanding of the growth of sulphide mounds, the mechanism of sulphide deposition and of the chemistry of fluids involved in VMS systems. In particular, the role of structure and of tectonic setting has been clarified through observation of active seafloor hydrothermal systems. In turn, observations made in land-based VMS research has helped seafloor researchers to focus on key issues which, will eventually contribute to improved exploration models.

The extension of the Mid-Atlantic Ridge north of Iceland has collectively been referred to as the Arctic Mid-Ocean Ridges (AMOR). The AMOR extends from the northern shelf of Iceland, to the Siberian shelf in the Laptev Sea, passing en route through the Norwegian- Greenland Sea, the narrow gateway of the Fram Strait, and across the Eurasia Basin. The AMOR is 4000 km long and is divided into six super segments: 1) the Kolbeinsey Ridge, 2) the Mohns Ridge, 3) the Knipovich Ridge, 4) the Molloy Ridge, 5) the Lena Trough, and 6) the Gakkel Ridge. After continental rifting at 60-50 million years ago, around 2.5 million km2 of oceanic seafloor has formed by seafloor spreading - resulting in the formation of the Norwegian- Greenland Sea and the Eurasian Basin. This northernmost part of the global ridge system is anomalous in several ways: The seafloor spreading takes place at an ultraslow rate (less than 2 cm/y) with spreading rates decreasing northward to around 1 cm/y at the Gakkel Ridge - which is the most slow-spreading ridge on Earth. As a result, the volcanic activity along the northern part of the AMOR is low, the oceanic crust is unusually thin (around 3,5 km at the Knipovich Ridge, Kandilarov et al.2010), and the rift valley is deep (average water depth > 3 km). In the southern part of the AMOR, the ridge system is affected by the Icelandic plume and a hot spot below Jan Mayen. The ridge-plume interaction results in higher volcanic productivity, unusually thick oceanic crust (9-11 km, Kandilarov et al. 2012) and shallow ridge segments (1500-100 m). The AMOR also display contrasting spreading regimes, whereas some super segments are dominated by orthogonal spreading (Kolbeinsey and Gakkel Ridge) others are characterized by highly oblique spreading (Mohns and Knipovich ridges). Some ridge segment displays asymmetric spreading, like the Mohns Ridge where core complexes preferentially form along the northwestern flank. Together these variations in ridge characteristics results in large diversity of hydrothermal systems and associated mineral deposits.

The 1982 United Nations Convention on the Low of the Sea includes provisions under Article 76 for extending a coastal State's jurisdiction beyond the 200-nautical-mile (nm) Exclusive Economic Zone (EEZ) and for establishing the seaward limits of sovereign rights over natural resources. Article 76 prescribes a set of methodologies for determining these outer limits based on physiography and sediment thickness. The methodologies were applied to each of the five continental* margin areas of the United States - Atlantic, Pacific, Gulf of Mexico, Alaska, and Pacific Islands-using existing digital hydrographic and geologic data. Figures 1 and 2 show the results of applying the methodologies to the Atlantic, Pacific, Alaskan, and Gulf of Mexico continental shelves. Figure 1 depicts the preliminary limits of each of the Article 76 determinations for the Atlantic and Gulf of Mexico continental shelves. The Atlantic limits were described by Carpenter, Thormahlen, and Amato (1995) at the 26th Underwater Mining Institute.1 The limits for the Alaskan continental shelves are shown in Figure 2. Additional areas beyond the 200 nm EEZ are highlighted. These include a small area north of the U.S. - Canada boundary, containing 7,000 km2, a large area north of Point barrow (395,000 km2), and a third area north of the Aleutian Islands (178,000 km2). The shelf between the first two areas appears to have sediments thick enough to qualify for the 1 percent method (Irish Formula); however, year-round ice cover has prevented acquisition of seismic or drill data. The entire northern Alaska shelf is prospective for petroleum The Gulf of Mexico (Figure 1) has two small areas beyond the EEZ known as "doughnut holes." One is south of Louisiana and includes part of the Sigsbee Escarpment, an area believed to have potential for oil and gas. Oil was found on Sigsbee Knoll in cores from Deep Sea Drilling Project's Leg 1 cruise in 1968. The Sigsbee areas contains about 6,000 km2. The second area is south of the Florida panhandle and contains about 12,000 km2.

The Offshore Technology Conference (OTC) was founded in 1969 when a group of scientific and technical societies organized an annual conference and exhibition dedicated to technologies used in the offshore oil, gas and mining industries. Currently, OTC is sponsored by 12 industry organizations and societies. These include: American Association of Petroleum Geologists (AAPG); American Institute of Chemical Engineers (AIChE); American Institute of Mining, Metallurgical, and Petroleum Engineers (AIME); American Society of Civil Engineers (ASCE); ASME International Petroleum Technology Institute; Institute of Electrical and Electronics Engineers/Oceanic Society (IEEE-OES); Marine Technology Society (MTS); Society of Exploration Geophysicists (SEG); Society for Mining, Metallurgy, and Exploration (SME); Society of Naval Architects and Marine Engineers (SNAME); Society of Petroleum Engineers (SPE); and The Minerals, Metals, and Materials Society (TMS). OTC also has two endorsing organizations, the International Association of Drilling Contractors (IADC) and the Petroleum Equipment Suppliers Association (PESA), as well as 6 supporting organizations that include the American Petroleum Institute (API), the Independent Petroleum Association of America (IPAA), the Institute of Marine Engineering, Science, and Technology (IMEST), the International Association of Geophysical Contractors (IAGC), the National Ocean Industries Association (NOIA), and the United Kingdom Offshore Operators Association (UKOOA). From its earliest years, the OTC has been held during the first week of May in Houston, TX, initially at the Albert Thomas Convention Center where OTC?69 drew 4200 attendees and 200 exhibitors. As the conference grew and became established as the world?s foremost event for the development of offshore resources in the fields of drilling, exploration, production, and environmental protection, the venue was changed to the Astrodomain Complex, with technical paper sessions and most exhibits taking place in the Astro Hall. The numbers of attendees and exhibitors varied somewhat over the years, primarily in accordance with the fortunes of the international oil and gas industry. At its height in the early 1980s, OTC registered attendance exceeded 100,000 with more than 2500 exhibitors forcing expansion into the Astro Arena and even the Astrodome.

The most exciting frontier in Ocean Technology is represented by a new class of Marine Bioproducts, the source of which lies in marine microorganisms. The microorganisms include microalgae, bacteria and archaea. These organisms represent very diverse, adaptive life forms and in their metabolic processes use carotenoids, polyunsaturated fatty acids, ultraviolet blockers, as well as a wide range of enzymes that are pivotal in the production of new pharmaceuticals and nutraceutical products. These organisms cover a wide spectrum of ocean environments, from the shallow to the deep, from the normal to the extreme. The technological challenge is in the identification of candidate organisms, in the screening for valuable enzymes, and in the industrial production. A whole new range of collecting strategies involving submersibles, ROVs and in situ ocean floor instrumentation is emerging. New non-polluting industrial chemical processes involving the use of photobioreactors and extremophile bioreactors for breeding and monitoring these organisms in neo-farming technology is emerging. The commercial value of these candidate products is immense, as is the range of potential organisms. The dimension of this new industry is global. The Marine Bioproducts Engineering Center (MarBEC), funded by the National Science Foundation (NSF), has been established at the University of Hawaii. The vision of MarBEC is to develop a seamless research system stretching from undergraduate education to industry for the purposes of producing valuable marine bioproducts outside of the normal chemical factory production. MarBEC is uniquely and strategically placed in the Pacific to explore, find, and adapt highly bioactive marine micro-organisms found in the tropical ocean. Until now, more than 200 sites of sea-floor hydrothermal activities are known on the midocean ridge but few of them are documented on South Mid-Atlantic Ridge (SMAR). This on some extent restricts our directly understanding of the hydrothermal mechanism on SMAR. In 2011, During the Cruise 22 of R/V Dayangyihao, a masive sulfide field was discovered in the center part of the first-order ridge segment that bounded between Cardno Fracture Zone and Saint Helena Fracture Zone, near 15.16°S/13.35°W, which give us an opportunity to recognize the mechanism of hydrothermal systems on SMAR directly. This newly discovered hydrothermal field, which informally called SMAR 15°S, is situated in a SE-NW offset depression of an axial neovolcanic ridge, with water depth of about 2793m. In the water column around this field, strong turbidity and temperature anomalies were detected. Ten meters high venting chimneys, hydrothermal mounds as well as a large amount of hydrothermal vent shrimps were also observed and recorded by ROV and Deep tow camera on the ocean floor. The samples we collected from this field include sulfide chimney fragments, massive sulfides and basaltic rocks. In this study, we are focusing on the mineralogy and sulfur isotope geochemistry of sulfide samples for preliminarily uncovering the geological characteristics and hydrothermal processes of this hydrothermal field.

The release of methane as free gas from the seafloor into the water-column well within the hydrate stability field is a natural process observed today in various ocean settings, such as the Cascadia margin, the Black Sea, the Guayamas Basin, and the Gulf of Mexico. The subsequent dissolution of gas bubbles into the water-column determines the vertical distribution of aqueous methane in the water-column and the upwards methane flux. Understanding this process not only is essential to describing the impact of natural deep-sea gas seepage, but also to assessing the hazard potential from blowouts and offshore exploitation activities, which are steadily expanding to greater ocean depths. Furthermore, the fate of methane from seeps contributes to scenarios of global change in the past and future involving the large scale destabilization of gas hydrates on a. We recently reported on the extended lifetime of methane bubbles within the hydrate stability field due to the formation of a hydrate skin (Rehder et al., 2002), based on in situ measurements of methane and argon bubble dissolution in the depth range 400 to 800 m. More recently, these observations were extended to depths from 900 to 1500 m. Single bubbles were injected from the ROV Ventana into an attached, back-illuminated, flow-through imaging box. The ascent of individual bubbles within the imaging box was recorded with Ventana?s HDTV camera system by piloting the 3-ton ROV upward, at the bubble rise velocity, for up to 400 m of vertical transit. Observed rise velocities were approximately 30cm/sec for all depths. Post-dive analysis of the HDTV video allowed detailed measurements of the bubble shrinking rates. The results of the earlier and new experiments lead to the following conclusions: (A) Methane bubbles released below the hydrate stability field showed markedly enhanced lifetimes, attributed to hydrate skin formation. The change in radius with time, dr/dt, varied from -7.5 micrometer/s above the hydrate stability field to about -1 micrometer/s at the deepest release depth. (B) Bubble lifetime within the hydrate stability field increased with distance in P-T space from the hydrate phase boundary. (C) Before hydrate skin nucleation, dr/dt for CH4 bubbles was comparable to dr/dt above the hydrate stability field. Although variable, the onset time for the hydrate skin effect to occur generally decreased with distance from the hydrate phase boundary (super-pressurization and super-cooling with respect to hydrate formation). (D) Even before the onset of the hydrate skin effect, a slight decrease of dr/dt with increasing depth was observed.

The world?s data available on near sea-bottom gas-hydrate accumulation and deep-water fluid-discharge areas are presented in this paper. Gas-hydrate accumulation associated with fluid discharge (mud volcanoes, gas seeps, gas-saturated water seeps) is characterized by the following. First, the largest hydrate accumulations in sediments are located at shallow subbottom depths and have well-defined limits, especially in the upper subbottom part. Second, gas-hydrate formation in fluid-discharge areas is a present-day process, with the global occurrence of deep-water fluid-discharge areas numbering up to about ten thousand, and with all the seep areas being favorable for the formation of near-sea-bottom gas-hydrate accumulation. Third and principal, gas resources in the hydrates can be considered as renewable. Estimates of possible gas volume in single accumulations of hydrates and the global budget, as well as possible methods of gas utilization from such gas-hydrate accumulations are discussed in the paper.

"The Blue Nodules project started February 2016 as part of the EU Horizon 2020 subsidy program. Blue Nodules aims at developing a sustainable deep sea mining system for the harvesting of polymetallic nodules from the sea floor. Blue Nodules is closely related to the Blue Mining and Midas projects, both EU subsidized projects. Blue Mining mainly concerned the development of technical capabilities to adequately and cost-effectively discover, assess and transport deep sea mineral deposits up to 6,000 m water depths. The MIDAS project - Managing Impacts of DeepseA reSource exploitation - was a multidisciplinary research programme investigating the environmental impacts of extracting mineral and energy resources from the deep-sea environment.The Blue Nodules project is divided in seven work packages defined to develop mining equipment and process equipment, to assess and integrate environmental, economic and technological aspects and to assess and minimize the environmental impact of mining polymetallic nodules.This abstract will address part of the work performed in the second work package called: ‘Subsea harvesting equipment and control technology’. The main topic addressed will be the development of a propulsion system to manoeuvre the harvesting system. The propulsion system will be developed with full incorporation of economical and compliance requirements and to have a minimal environmental impact.SummaryBased on information gathered in the 70’s during the first studies into polymetallic nodules mining and more recent data and developments, an initial full scale design of the propulsion system is developed. The largest challenge for the propulsion of a deep sea mining vehicle is to drive on the soft sediments associated with these deep sea environments. A short summary of the initial design criteria is given below."

INTRODUCTION Hydrothermal vents that form seafloor massive sulfide (SMS) deposits represent unique biodiversity hotspots that host many species that are found only at these sites. The destruction of these habitats remains one of the greatest environmental risks associated with proposed mining of SMS deposits. For this reason, there is a growing movement to protect active vent sites from direct and indirect effects of seafloor mining (Van Dover et al., 2018). Mitigating the adverse effects of mining on these ecosystems may prove to be one of the greatest challenges facing the marine minerals industry. At the same time, there is increasing evidence that inactive or extinct hydrothermal systems, which do not host the density or diversity of animals typical of active vents, may constitute a significant proportion of the SMS resource potential on the seafloor. Mining inactive SMS deposits may therefore present an extractive opportunity that does not necessitate the disturbance or destruction of active vent habitats. However, if mining of SMS deposits is to take place only at inactive vent sites in order to protect active vent ecosystems, a clear definition of what defines a site as active or inactive is necessary. ACTIVE AND INACTIVE SEAFLOOR MASSIVE SULFIDE DEPOSITS Our understanding of the number of inactive deposits, their size and grades, and how they are preserved on the seafloor remains limited, largely due to the challenges associated with finding these deposits. Over 90% of all hydrothermal vent fields discovered so far are hydrothermally-active. Almost all of these sites were discovered through the detection of chemical anomalies associated with active hydrothermal venting via water column surveys. Inactive sites have no associated hydrothermal plume, and thus the well- established plume survey exploration method is not effective. As a result, very few truly inactive sites inactive sites have been discovered. Alternative exploration methods, such as spontaneous potential (SP) surveys, magnetic surveys, and high-resolution mapping are required (Cherkashev et al., 2013; Jamieson et al., 2014; Tivey and Johnson, 2002). As methods for locating inactive deposits continue to develop, our understanding of the distribution and resource potential of these deposits will increase, and the focus of resource exploration will shift from active to inactive vent sites. However, for now, most exploration and deposit development activities remain focused on active vent fields.

INTRODUCTION Metal components contained in deep-seabed mineral resources are being highlighted as “energy metals”, which are widely utilized in the entire fields of energy: harvesting and generation, storage and transportation, and saving. Those are mostly trace and rare metals, and rare earth elements as well: manganese, nickel, cobalt, copper, molybdenum, tellurium, selenium, platinum, etc. Toward low carbon society, for global sustainability, the role of metals and minerals is growing up in industries of energy and transportation [1]. In this context, the production and supply of energy metals from deep seafloor have to be approached also based on sustainable development. In deep-seabed mining activity, the sustainability is focused on potential impacts on ecosystems in benthic area and water column. The environmental impacts in deep-seabed mining are caused basically by intervention in benthic zones and transportation of materials. Those are, in particular, removal of benthic habitats, generation and dispersion of sediment plumes, surface transportation of seawater and sediment, tailing from mining vessel, sound and light noises, and chemical leakage, etc. This paper is aiming at fundamental guidance towards sustainable mining of polymetallic nodules.

Gregg Marine, Inc. (headquartered in Signal Hill, California) has recently introduced an innovative seafloor drill system for offshore geotechnical site investigation and seafloor mineral exploration. The system is capable of working in water depths of up to 3,000 meters and is rated to drill to a depth of approximately 150 meters below mudline. The remote operated system integrates established drilling technology with proven Schilling telemetry and controls. The flexible nature of the patented wireline drilling technology enables the use of standard sampling systems (up to PQ-size core and 3? thin-walled tubes) as well as downhole testing systems (including CPT testing, vane shear testing, downhole sensors and borehole geophysical tools). The modular nature of the seabed drill system and the accompanying launch and recovery system (LARS) enables the use of local vessels of opportunity for projects resulting in reduced project costs and improved mobilization responsiveness times. "SUMMARYThis paper describes challenges faced when executing a programme of monitoring to measure the dynamics of currents and sediment plumes at a seamount and the solutions identified to deliver the measurements. The study site was the Tropic Seamount, which extends some 3300m above the surrounding seabed and is found at the southern limit of the Canary Island Seamount Province. The purpose of the study, which forms part of the Marine E-tech project, was to provide information on the interaction of flows with the seamount and to assess the behaviour of sediment plumes that could be generated from potential seabed mining operations targeting the recovery of ferromanganese crusts. Since the crest of the seamount is submerged to a depth of 1000m, much of the work was undertaken using remotely operated and autonomous vehicles supported by measurements from the surface vessel. Despite only limited information on currents being available for planning purposes, the combination of short term forecasting using a 3-dimesional hydrodynamic model of the study area coupled with the collection and analysis of reconnaissance data collected during the first phase of measurement activities made it possible to plan and execute a number of detailed hydrodynamic experiments on the seamount crest. The results of these experiments have advanced the understanding of the behaviour of sediment plumes in the deep ocean and will ultimately improve our ability to manage the impacts which may arise from deep sea mining operations."

"Mineral deposits found near seafloor hydrothermal venting are of great economic interest. Valuable metals such as gold, copper, zinc, and other polymetallic sulfides are found in appreciable grades in seafloor massive sulfide (SMS) deposits associated with these vents. For mapping these deposits, electromagnetic prospecting is one geophysical method that is very useful because copper/gold rich deposits are highly conductive.Ocean Floor Geophysics (OFG) in 2008 developed the first EM system to successfully map the limits of conductive mineralization in a survey at the Solwara 1 deposit (Kowalczyk, 2008). Since then, towed coincident loop time domain systems have been developed by Waseda University (Nakayama and Saito, 2016) and have successfully detected known mineralization buried at 30m depth. Using a deep tow controlled source electromagnetic (CSEM) array, very clear anomalies have been measured (Murton, 2017) over known mineralization at the TAG field on the mid-Atlantic ridge.In 2014 and 2015, OFG partnered with Fukada Salvage and Marine Co. Ltd. and the Scripps Institution of Oceanography to map methane hydrate deposits off the coast of Japan using a towed controlled source electromagnetic (CSEM) system developed by Scripps. These hydrate deposits are resistive targets, and the Scripps system successfully mapped subsurface electrical resistivity distributions to depths of several 100 metres below the seafloor. In Expeditions 22 and 26 of China Ocean Survey (COS), Chinese and Russian scientists have Carried out a lot of work to search for hydrothermal sulfide in Southern Mid-Atlantic ridge (SMAR) 19°S, but come back empty-handed at last. The sulfide formation is closely related with the water-rock reactions which are controlled by the heat source. Melt inclusions are considered to have a unique compositions in melt to reflect the deep magma processes. Fortunately, we have found a large number of plagioclase hosted melt inclusions in SMAR19°S MORB. We have done experiments by re-homogenization and re-crystallization of these melt inclusions. During the re-homogenization experiments, the forming and melting processes of the olivine crystal inside the melt inclusions indicate that the homogeneous temperature of melt inclusions is 1190-1200??. During the recrystallization experiments, the different mineral phase assemblages show H2O inside the melt inclusions has hardly ever been loss, in addition Cr element and H2O molecule in SMAR19°S magma are heterogeneity at the time of melt inclusions trapping, and then the re-crystallization experiments provide a method to prove the microheterogeneity of basaltic magma system. Combining with the bulk rock data, this study shows that the melt inclusions are formed at a low-temperature and high-pressure condition. Eventually, this paper speculates that a low temperature heat source generated by a lower mantle potential temperature or/and a thick lithosphere indicated by the melt inclusions that not experienced the H2O loss process are beneath the SMAR19°S. The low temperature heat source transmits its heat to lithosphere through the cooling thermal boundary layer (CTBL), and the thick lithosphere can sufficiently absorb and consume the heat. Under the interaction between the heat source and lithosphere, the residue heat at the infiltration depth of sea water might have been no ability to satisfy the water-rock reactions temperature, therefore, the water-rock reaction should hardly ever appear, so the theoretical reaction zone would not exist beneath the SMAR19°S. Eventually, the interaction between thick lithosphere and the low-temperature heat source should be the dominant factor that makes SMAR19°S area have no condition to form the seafloor sulfide. However, this paper is based on melt inclusions only, in fact, melt inclusions are potential to have melt compositions produced by mineral dissolution, reaction and assimilation, and the volumes of melt inclusions are exceedingly small compared to the overall size of the magmatic systems, therefore, the extrapolation across many orders of magnitude is implicit when applying petrologic information obtained from inclusions to entire magmatic systems. Therefore, there should have other more research to verify the reliability of this conclusion.

With New Zealand?s ratification of the United Nations Convention on the Law of the Sea in 1996, the government of the day increased work on developing an oceans strategy to help create a governance framework for the country?s extensive existing and potential maritime territories. This project took a new direction in 2001 with the establishment of an ad hoc committee of 6 Ministers, and their appointment of a Ministerial Advisory Committee (on which the senior author served) to consult with the public, identify widely held values and inform the development of a Vision for subsequent policy development. The current second stage of the policy development process involves a working group of officials from the relevant agencies completing a stock-take of existing laws and regulations to identify overlaps and gaps that should be addressed in the third and final stage. The public consultation process revealed, as might be expected, a wide range of perspectives but a solid consensus in favour of a coherent, and balanced, framework to enable the realization of economic benefits of ocean development so long as appropriate environmental standards (broadly expressed in terms of sustainability) are not compromised.
