McConnell Dowell is pleased to be given the opportunity to present two papers to this conference. The first is a general discussion paper on our work in the field of slurry transportation. The second will be a technical paper on the development of a welded coupling compatible with urethane lined pipework. We trust that by discussing our recent work we can leave two lasting impressions on you: the versatility and useful role of slurry transportation, and the leading role taken by New Zealand in this technology This paper discusses three recent projects the New Zealand Steel Ironsand Transfer Line the Coarse Coal Ship Loading Technology the Nerang River Sand By-pass System. These have followed on from the other slurry projects with which McConnell Dowell has been associated such as the ironsand export trade at Waipipi and Taharoa. The New Zealand Contractors Federation awarded the Construction Award for 1986 to McConnell Dowell for the Ironsand Slurry Pipeline.

A challenge on many industrial flotation circuits is controlling concentrate mineral grades using measurements that are provided infrequently. The mineral grades in concentrate streams are a critical performance indicator in any industrial flotation circuit. Failure to achieve concentrate mineral grade targets has significant financial consequences on a flotation operation. A violation of gangue mineral grade limits by the concentrator may also result in significant penalties.Online grade analysers which can provide reliable real time grade measurements are essential for effective grade optimisation. The Blue Cube MQi analyser (by Blue Cube Systems) has recently come to prominence for its ability to rapidly determine mineral concentrate grades online and has the benefit of operating in-stream. This has provided excellent insight into the actual process dynamics in the flotation circuit, and hence enabled real-time control and optimisation of concentrate mineral grades.MintekÆs Measurement and Control division, specialising in advanced control solutions for mineral and metallurgical industries, has had the opportunity to link the FloatStar Grade-Recovery Optimiser to the measurements provided by the Blue Cube system at the BCL nickel concentrator plant in Botswana. The project focused on stabilising the final concentrate grade while ensuring the final tailings are minimised, resulting in an improved nickel recovery. This site already had the FloatStar Grade-Recovery Optimiser for several years, but the original grade measurement device was unreliable and ultimately failed. The system was reactivated once the Blue Cube system was installed, replacing the old analyser. There is a strong focus in the mining industry to limit its impact on water quality and usage. This is even more evident in developing countries, where mining companies operate within local communities and have to be diligent not to affect them negatively. In mineral processing operations, the vast majority of water reclamation occurs at the tailings thickener area and tailings storage dam. It is often more effective to maximise water recovery at the tailings thickener before material transport to the tailings dam. Tailing dams are relatively inefficient, and experience a high degree of water loss due to evaporation, seepage and water retention. In addition, tailings dams present the biggest environmental liability for mineral resource projects, so it is beneficial to limit their size and loading.In the past, it was common for tailings thickener areas to have a significant footprint with several large diameter conventional thickeners, producing underflows of between 45-55% solids (w/w). At times, these multiple thickeners were difficult to operate, leading to inefficiencies in water recovery and quality. The development of High-Rate Thickeners (HRT) has resulted in improved settling properties and HRTs usually operate at significantly higher solids loadings (= 1.2 t/m2.h) when compared to conventional thickeners (= 0.1 t/m2.h). Subsequently, thickener diameters have reduced in size and HRT technology has become the preferred option for thickener circuit design in both new and existing operations. HRTs also produce higher water recoveries with increased underflow densities = 55% solids (w/w).The Carmen Copper Corporation (“Carmen Copper”) circuit upgrade is a recent example of these HRT benefits, where one, 39 m diameter, Outotec HRT treats the solids flow rate of five 76 m diameter conventional thickeners. This has allowed operations to increase dry plant tonnage by 50%, maintain key performance targets and provide a framework for further plant expansion. "An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Alpala copper-gold deposit is a recent, high-grade porphyry Cu-Au discovery located in the Imbabura Province of north-western Ecuador. The deposit lies along the crustal-scale Chimbo-Toachi Fault Zone within the Dagua-Piñon terrane, which is an oceanic plateau accreted to the South American convergent margin in the Late Cretaceous. The deposit is hosted by quartz diorite stocks that intrude andesitic volcanic breccias of the Oligocene to mid-Miocene San Juan de Lachas Formation. Miocene-age calc-alkaline plutonism is associated with porphyry Cu, Cu-Mo and Cu-Au deposits in southern and northern Ecuador. The Alpala deposit lies along a sector of the Miocene arc that has recently been underplated by the Carnegie Ridge seamount chain that induced shoaling of the subducted Nazca plate beneath northern Ecuador.Surface expressions of the deposit were recognised in May 2012 during follow-up of stream sediment anomalies, when outcropping sheeted and stockwork porphyry-related veins were discovered in Quebrada Alpala. The roots of a NW-trending, structurally-controlled lithocap were recognised over an area of 4.5 × 0.9 km. The remnant lithocap exhibits well-defined mineral zonation mapped by TerraSpecTM analyses on grid soil samples. Soil sampling, heliborne magnetic surveying and channel sampling defined initial drill targets.Seven diamond drill holes were completed in the year from September 2013. Drill hole CSD-13-005 intersected 672 m grading 0.93 per cent Cu and 0.91 g/t Au in high-temperature, inner propylitic and locally potassic-altered quartz diorite intrusions. Overlying hydrothermal clay alteration assemblages define the base of the lithocap. A NW–SE trending footwall structure defines the south-west margin of the deposit. Drill hole 5 intersected high-grade sheeted ‘B-type’ and ‘C-type’ veins (Gustafson and Hunt, 1975) that lie along the south-west margin of an 1100 × 500 m magnetic anomaly that is the focus of ongoing exploration.CITATION:Rohrlach, B, Poma, O, Rosero, B, Silva, J and Ward, J, 2015. A procedure was developed for recovering metal values from copper-smelter fume. The fume is first leached to neutrality with dilute sulphuric acid to obtain a solution of zinc sulphate containing a low level of impurities. The tailings from this leach are treated with hydrochloric acid in two stages, in which tin and zinc are quantitatively leached and recovered as a tin concentrate and a zinc sulphatelzinc chloride solution.About 80 per cent of the lead sulphate is converted into lead chloride, which can be recovered as a pure product.Data on the effect of temperature, acid concentration, aeration, and solid/liquid ratios on the hydrochloric acid leach are presented, and the fate of the most important metals during the recovery process is described. Alternative treatments of the tailings from the neutral sulphuric acid leach were briefly investigated.

Geological maps, data, and prospectivity analysis relevant to mineral exploration in New Zealand have recently been released. Regional-scale geological mapping is increasingly available for the country through the QMAP 1:250 000 Geological Map of New Zealand programme. Published QMAP sheets Greymouth, Wakatipu, Waitaki and Dunedin cover large areas of interest for mineral exploration companies. The QMAP geological data are also available in digital form for use with other digital datasets using GIS software. Crown Minerals, in cooperation with GNS, have completed two gold prospectivity studies; the first covering mesothermal gold in the South Island, and the second encompassing epithermal gold in northern New Zealand. These studies have defined areas of interest for these two mineralisation types and assembled geological, mineral occurrence and production, geochemical, geophysical, topographic and cultural data into projects for use with GIS software. Included are the results of prospectivity modeling for gold using these data and specific mineralisation models. The prospectivity studies and relevant data are freely available on CD through Crown Minerals and are intended to encourage mineral exploration in New Zealand.

In an earlier paper (Stanton, 1953) a brief account was given of the geological environment and structure of the Lloyd Copper Mine orebody, Burraga, N.S.W. The present paper is concerned with the chemical and mineralogical features of the ore from this mine.Investigation has been made difficult because of inaccessibility of the workings, which have been fallen in for many years. The exact positions within the orebody of the specimens described in this paper are known in only a few cases. The specimens examined are from the collections of the Mining and Australian Museums, Sydney, and from material collected by the writer from the upper parts of the mine and from various dumps about the old workings.However, no significant variations in the nature (as distinct from grade) of the ore have been mentioned in the old reports, or by Carne (1908) or Kenny (1928), so it is likely that the specimens examined are reasonably representative of the orebody as a whole.CHEMICAL CONSTITUTIONThe ore is of simple and apparently very uniform composition.It is essentially a copper ore, with minor amounts of zinc and very minor amounts of lead. Plotting of copper against zinc shows a more or less sympathetic relationship between these at least as far as 20 per cent. copper - the highest grade assayed during the present investigation. The trend of the plots indicates a Cu/Zn ratio of about 15/1 to this point. Lead is very low and extremely sporadic, showing no clear relationships with the other metals.MINERAL COMPOSITIONThe principal non-opaque minerals are quartz and sericite, and these are accompanied by smaller quantities of muscovite, calcite and biotite. Iron ore beneficiation plants are facing economic pressures to treat more challenging ore types, improve efficiency and improve product quality. Better control and stability of the plant process in the face of increasing feed ore variability has been a goal for many of the operations facing these challenges.Prompt gamma neutron activation analysis (PGNAA) technology has proven to be a successful measurement technique within an iron ore beneficiation plant. PGNAA was first developed in the early 1980s for the measurement of the elemental composition of bulk materials. Today, PGNAA technology is applied for elemental analysis within the iron ore industry on both bulk materials and slurries.Traditional composite sampling throughout the wet iron ore beneficiation process provides a delayed measurement of average properties but does not capture the true variability of the process in real-time. As such this is a limiting factor towards stabilisation and optimisation of the process. A PGNAA analyser provides real-time slurry elemental analysis of feed, concentrate and tails streams within the processing plant. The analytical data from the analyser can be exploited with a control strategy to correct and stabilise the plant on a much shorter time scale, delivering significant economic benefits and greater operational flexibility. The classification performance of a Dutch State Mines (DSM) Rapped Sieve Bend has been investigated in a series of experiments. Coal slurries of a nominal 0.5 mm size were classified in the separation range of 0.10 to 0.14 mm at pulp densities from 6 to 21 per cent by mass of solids, and flow rates of 110 to 1375 litre min-1.The results obtained showed that the partition curve and water split io oversize was dependent on the solids flow rather than slurry flow rate or pulp density. For most of the operating conditions considered an accurate classification of the fine coal was obtained. The undersize efficiency was susceptible to solids flow rate, and was less than 70 per cent for solids flow rates greater than 16.7 tonne hour-1 metre-1 width of screen.

THE Yallourn chimney has aroused interest, as it is, for the time being, the tallest structural erection in Australia. Its height was not decided on, however, with the object of breaking records, but is purely incidental to the purpose which it serves. Theboiler plant at the briquetting works (first instalment) consists of five Babcock and Wilcox land-type water-tube boilers, each of 4510 sq ft. heating su:r£ace and 225 sq. ft. grate area in the form of step grates. Four boilers will normally produce 73,000 lb. of steam per hour at a gauge pressure of 265 lb. and a temperature of 6500 F., the fifth boiler being a reserve. Each boiler will consume about 100 tons of Yallourn coal per 24 hours. Provision is made for future installation of economizers, should it be found desirable. Designing for this condition, and allowing for a waste gas temperature of 3500 F. and an air temperature exceeding 1000 it was found necessary to have a draft of about 1.3 in. (water gauge) at the base of the chimney, and to deal with about 2000 cub. ft. of gases per second. Estimates were made of the cost of providing the necessary draught by means of fans and by means of a tall chill).ney. The annual charges of the two methods differed only slightly, and the tall chimney wasselected as being the more general practice in briquetting factories.Estimates were prepared for brick and concrete chiIlllleys. Yallourn bricks at that time were hand-made, and, while very suitable for domestic work, were not capable of withstanding high compressive stresses. The chimney design to suit these bricks thus required to be on very ample lines, resulting in high cost. Early in 1940 the development and sampling programmes in hand on the North and British Sections of North Broken Hill Limited were such as to necessitate the drilling of a large number of drill holes ranging up to about thirty feet in length. On the British Section, one purpose was to test the existence, width, and value of narrow lodes believed, for geological reasons, to occur in the walls of the existing workings. Another object was to definitely disprove the existence of payable shoots of ore in certain largerhodonite and quartz-garnet ("garnet sandstone") pillars which had been formerly left as unpayable.On the North Section, the main purpose of the short holes was to delineate the ore-body boundaries by drilling laterally from drives in ore, and thus enable level layout to be planned in advance of sill stoping. It was also desired to test the walls of stopes in those portions of the mine where the economic limit of mining is not rendered obvious by a clear-cut wall, but should be determined by assay. In these latter cases it was hoped to eliminate "prospecting by stoping," a procedure by which any doubts as to the existence of further good ore behind the low-grade walls were settled by continuing to stope laterally until all chance of such an occurrence was removed.LONG HOLE ROCK DRILLINGFollowing an investigation of recorded instances of similar practice elsewhere it was decided to use the rock drill for a series of trial sample holes. A 3-in. drifter was used. This was selected from those in use underground, and was given a special overhaul; had a new machine been purchased, a 4-in. type would probably have been obtained as being more suited to the work. The rods were H in. hollow round steel with a type "1" Jackrod thread. Couplings were of chrome steel, and were H in. in diameter, and 2 in. long. Jackbits (type "1" thread) in sizes from 2 in. to 4 in., with 1-in. gauge changes, gave a range of nine bit sizes. They were resharpened by hot milling, and were not milled to a definite gauge size.After sharpening, bits were sent underground without sorting into sizes, the drillers selecting the next bit with callipers. In view of the small scale of operations, it was not considered worth while to adopt special measures, such as the cold grinding of bits, which might have given a better product. A thermochemical model is developed to study the two-stage smelting reduction process for ironmaking without post-combustion. Steady-state multi-material and heat balance equations are solved simultaneously to study the effect of metallisation, slag basicity, coal rank and heat loss on consumption rates of coal, ore, flux and oxygen and production rate of slag to produce hot metal of a given composition, tapped at a given temperature. The model is applied to the commercial data for a COREX-plant producing a wide range of hot metal compositions, tapped at different temperatures. The computed rates of coal, slag, flux, ore and oxygen were found to be close to the reported ones, but an exact match could not be obtained. It is found that a four per cent change in metallisation brings changes the coal rate by five per cent, flux rate by six per cent, slag rate by eight per cent and oxygen rate by 13 per cent, while a ten per cent change in basicity changes the coal rate by ten per cent, flux rate by 13 per cent and oxygen rate by 22 per cent. Further, it is found that an increase in metallisation decreases the coal rate and export gas. At a given per cent metallisation, the coal rate and the export gas are lowest for anthracite compared to all other types of coal.

"Ore mineralogy and texture are primary variables controlling mill recovery efficiency in flotation plants. However, tracking daily variations of key mineralogical characteristics such as species-by-species liberation is not possible with current on stream analysers and assay lab techniques. In addition, traditional plant mineralogical analysis limited by long data turn-around times from central analysis laboratories typically provides only a time-averaged view of mill performance, e.g. by means of monthly composite feed, con or tailings analysis.This paper presents the results of a development and first field test of an on-site Automated Mineralogy solution (MLA or QEMSCAN) with the specific goal of monitoring recovery variation, ore quality and flotation performance on a mineral species-by-species and day-by-day basis, from up to twelve million direct particle observations per month. The trial was performed at a Pb/Zn-Ag operation in the US from November 2012 to April 2013. The focus of the study was three-fold: to validate the robustness of equipment and operational procedures for daily use by mine site technicians at a remote mine site to develop a methodology to boil down hundred-thousands of Automated Mineralogy particle data from size-by-size con and tailings samples to a couple of numbers meaningful to chief metallurgists to monitor recovery trend changes and correlate these to changes in the feed properties and/or flotation efficiency.The study focused primarily on the Pb/Ag rougher-concentrator circuit. Ten polished blocks of two and three size fractions of con and tailings were prepared by mine site technicians during a daily twelve hour shift. Eight hours of daily measurement time by the instrument revealed an estimate of the dayÆs recovery performance, ore quality and flotation performance for Freibergite (Ag-species) and Galena (Pb-species), within 36 hours from initial sampling. Data quality was assessed by means of calculated versus measured assay reconciliation. Cumulative sum curves of recovery performance, ore quality and flotation performance reveal trend changes with a frequency of 1 to 4 weeks. These were correlated to cumulative sum curves of e.g. locked and slimed particle classes of the mineral species of interest, attempting to identify a possible root cause of recovery performance trend changes. Development of Process for Beneficiation of Low-Grade Iron Ore Samples from Orissa, India The paper deals with the results of characterisation and beneficiations studies undertaken on two low-grade Indian iron ore samples (IO-1 and IO-2) with a view to develop process for beneficiation of composite of the two samples to a high-grade concentrate, suitable for iron making through pelletisation. Indian iron ores contain relatively high iron but cost effective reduction of alumina within the specified limits has been a challenging task. Characterisation of the samples revealed the ore to be laminated and fine grained with hematite as the major mineral. Clay is the dominating gangue in most of the ore pieces followed by silica. Occasionally goethite and quartz/jasper were recorded. Clay occurs either as patches within the hematite mass or as cavity/fracture fillings. Liberation studies on the representative samples crushed to 2 mm indicated that around 95 per cent of the grains are liberated below 105 micron. Beneficiation of the two individual samples and their composite based on gravity and magnetic separation techniques resulted in products with varying yield and grade of the products. The effects of various process parameters were studied. Granulometry of the feed was observed to be important for improving quality of concentrate. The results of bench-scale studies were validated through pilot-scale continuous trials. Based on the studies undertaken a suitable process was developed for beneficiation of the composite sample, comprising 60 per cent IO-1 and 40 per cent IO-2, to a high-grade product assaying over 65 per cent Fe and material balance was computed. A commercial plant for beneficiation of low-grade iron ore to produce DRI pellet grade concentrate is proposed to be installed.

The Royal Bafokeng community in South AfricaÆs North West Province represents a unique case in Sub-Saharan Africa in terms of its positioning in the natural resource economy. It receives royalties directly from mining firms for the extraction of Platinum Group Metals, which include platinum, ferrochrome, rhodium and palladium. In 2007, royalty income of about R290 million (approximately US$32.2 million) was reported. Such direct revenues have enabled the community to invest in educational, medical and other social infrastructure, thus complementing governmentÆs social provisioning efforts. Indeed, the Bafokeng community owes its present-day modernisation efforts to mineral rights, and in particular, the legal-institutional arrangement that has enabled it to play an active role in South AfricaÆs lucrative extractive economy. However, the distribution of platinum wealth in this community is not only uneven, but also appears to have had little impact on the broader socio-economic conditions in the community. Despite claims by community leaders of heavy investment in education and skills development, the community continues to be faced with very high levels of unemployment, illiteracy, sprawling informal settlements, poor access to medical facilities and malnutrition. This paper examines the sociological paradoxes and contradictions thrown up by the approach adopted to involve community members in the mobilisation of mining royalties for developmental ends. The central argument is that the current æmodelÆ contradicts the communityÆs stated goals of using platinum wealth to drive up broad-based development and modernisation. This is mainly because it leaves out the vast majority of community members, who are uneducated and unskilled. The core analysis is based on pilot data from an ongoing study in the Royal Bafokeng community.

This paper describes the excavation of No. 1 Power Station Lift Shaft at the Kiewa Hydro-Electric Project. The advantages and limitations of the borehole method are outlined, and general principles of plant design are discussed.INTRODUCTIONFor many years, attempts have been made to reduce mine development costs by various methods. Some of the, techniques of tunnelling have been adopted in horizontal headings, and in main vertical shafts, mechanical plant has displaced hand labour with notable success. However, in the field of small rises and winzes, improvements have largely been effected by attention to details of procedure. The most promising avenues for' substantial reductions in cost relate to:(a) Long-hole drilling(b) The borehole method(c) Calyx drilling.Whilst each of these methods has its peculiar advantages, the borehole rising method is probably most useful, and capable of wide application.In brief, the borehole method of rising requires a, drill hole parallel to the axis of the rise. A hoisting rope is passed through the borehole, and is attached to a platform on which the rising crew are raised with their equipment to the drilling position in the rise.When properly planned, the method is particularly safe, and has generally received the approval of mine inspectors and safety authorities. Many policy issues facing the mining industry and affected communities are at a level of complexity that they can be called ‘wicked’ problems. The term ‘wicked’ in this context is used, not in the sense of iniquity, but rather as social and economic issues highly resistant to resolution. For the resource extraction sector and affected communities there are an array of challenges embedded in the industry’s production and profit paradigm, the remoteness of mineral reserves and affected communities’ expectations of economic benefit and a positive legacy. The mining industry as a whole is dominated by economic, political, legislative and market structures that influence and constrain interactions between mine operations and local communities. For communities, with particular reference to regional Western Australia, intractable problems include the uncertainty of, yet increasing dependence on, a mining economy. Questionable outcomes for local communities include the limited realisation of local employment and business development benefits, and low overall outcomes or low multiplier effects. ‘Wicked’ problems, according to the literature, are best addressed via collaboration. In the mid-west region of WA, with mining and infrastructure construction underway, alliances have formed between mining companies, the major port and rail infrastructure project (Oakajee Port and Rail) and regional and local governance stakeholders. The major impetus for these affiliations is to expedite planning and associated infrastructure development taking into account the lessons from other mineral-led regions. What has resulted is an array of innovative approaches to stubborn problems including planning well in advance of full-scale mining; regionally coordinated procurement; ‘mine ready’ local businesses; and strategic investments in social infrastructure; including community trust funds paid in advance of project delivery. This paper examines these innovative approaches/alliances and assesses their effectiveness in addressing long standing mining/community dilemmas.

In 1976 the Pitjantjatjara Council was established under the Associations Incorporation Act 1985 (SA), for the initial purpose of organising and bringing together three similar Indigenous groups. These members of the Pitjantjatjara Council of Central Australia were demanding land rights and to legally protect their traditional lands. The Land Rights movement was more focused on the South Australian Government that became more receptive to the general notion that Aboriginal freehold land could be attainable.For almost five years, Pitjantjatjara CouncilÆs intense negotiations took place with the Dunstan and Tonkin Governments culminating in the final passage of legislation by 1981. A bi-partisan approach by Government and opposition applauded by all South Australians for its mature and socially responsible actions, in line with the Aboriginal Land Rights (Northern Territory) Act 1976 (Cth). Despite the similarities between South Australian and the Northern Territory Land Rights legislation, there still remains one obvious distinction. In the Northern Territory case, its legislation established æLand CouncilsÆ as statutory authorities that are responsible for the management and use of designated Aboriginal lands. On the other hand, South Australian legislation fails to include any reference to æLand CouncilsÆ as defined in the Northern Territory Act. The intention of establishing such æLand CouncilsÆ in the Northern Territory was, and is to provide legal, anthropological and other expect advisers that respond to the wishes and opinions of Traditional Aboriginal Owners. Negotiations between mining companies and Land Councils, will, after the granting of mining leases, monies are then transferred to those Councils being a percentage of royalty entitlements. While the Pitjantjatjara Land Rights Act 1981 (SA) (Act) does provide royalty arrangements to Anangu Pitjantjatjara (AP), a body corporate pursuant to the Act as a Landholding Body (and not as a æLand CouncilÆ), it does not provide any royalty payments for the legal and anthropological services by the Pitjantjatjara Council for providing essentially similar services as the Northern Territory Land Councils. The limited services by AP do provide complimentary services from other organisations û including the Pitjantjatjara Council. There are approximately 4000 Anangu members who reside on AP Lands and more than 1000 other Anangu members live near AP Lands in Western Australia and the Northern Territory. These people are defined as APÆs æTraditional OwnersÆ by virtue of their affiliation to portions of AP Lands. As a result, the depth and understanding of spiritual beliefs and customs are strongly present as it relates to the whole of the Lands. Most of these members reside at permanent communities that spread unevenly about the northern and south-western parts of AP Lands. In addition, there are numerous æHomelandsÆ where families and extended families have establish homes, with electricity and water supplies on those Traditional Lands (see Appendix 1 and 2 of this paper depicting the map showing AP Lands and also showing stunning photographs taken during late last year). All roads and airstrips are unsealed between communities and Homelands and the essential services to all communities are limited and costly to provide, and require continuous upgrading. Capital expenditure on infrastructure is sorely needed and alarming levels of unemployment is of serious concern. Tjilpi (older) Anangu members have continually discuss the urgency to provide employment and education for the future of their children and grandchildren while balancing the needs of maintaining cultural and spiritual considerations. It is thus a growing realisation by many Traditional Owners that long-term benefits occur as a result of exploration and production of oil or minerals. There are promising results from Primary Industry and Resources of South AustraliaÆs (PIRSA) Aero-magnetic Surveys on the Musgrave and Mann Ranges and soon to be completed surveys of the remaining southern half of AP Lands (see Appendix 3). PIRSA and mining companies û such as Rio Tinto Exploration Pty Ltd and Delta Gold NL û have been more conscious of the necessity for improving the dissemination of information to Traditional Owners and to AP members. With recent findings of large nickel deposits just over the border in Western Australia, there is a strong indication that discoveries may occur on AP Lands as similar geological information is present on the east Musgrave Block. Consequently there are concerted efforts by the legal and anthropological services of the Pitjantjatjara Council to arrange Workshops and Summit meeting to give extra information û particularly information concerning the true effect of large-scale mining operations û to members to properly consider these proposals. Pitjantjatjara Council will play a major role in any decisions effecting Traditional Owners and AP, and will ensure orderly and professional services when dealing with legal, cultural and sensitive matters. This paper addresses the historical and current relationship between Pitjantjatjara Council and AP, with an emphasis on mining operations on AP Lands. It argues that future economic and social development on AP Lands hinge predominantly on the legal recognition of the Pitjantjatjara Council for its ongoing role, responsibilities and protection afforded to AP and its Traditional Owners.
