Increasing attention is being focussed worldwide on the strategic environmental assessment of mining projects, including consideration of cumulative environmental effects. In New Zealand there is now an end in sight for inappropriate delays in resource consent approval of responsible mining projects. This paper investigates six case examples of recently consented mining and quarrying projects, whose applications were notified. It also explores the nature of delays that occurred, the factors that contributed to the delays, and whether the consent process delivered fair and effective public participation and desirable environmental outcomes.

King Island is situated at the western approach of Bass Strait and approximately mid way between Victoria and Tasmania. The scheelite orebodies lie within the south east of the island. Ore bearing horizons from 10 m to 40 m thick occur in south and east dipping stratiform deposits. The orebodies occur in skarn formed by contact metasomatic replacement of carbonate rocks by granite intrusives. The scheelite is deposited as fine disseminated grains in and along the margins of andradite garnets in the skarn. King Island Scheelite operates two under- ground mines from which 350 000 tonnes per year are obtained. The Dolphin mine produces almost two-thirds of the total. See Figure 1. The Dolphin orebody lies beneath the sea and an area of reclamation. The orebody is inter- sected by zones of major dislocation. A chequerboard post pillar cut and fill stoping system has been chosen to provide the necessary support to the hanging wall. Because the stability of the pillars is critical to the economic welfare of the mine, considerable attention is given to the reduction of overbreak.

The existence of bias in samples taken by cross-stream sample cutters has been investigated using three-dimensional discrete element method (DEM) modelling. Detailed quantitative information on overall extraction ratios, size specific extraction ratios, missed and extra sample components can be made by comparing a reference sample to the actual sample. A key advantage of using this modelling approach over physical experimentation is that the reference sample can be measured on precisely the same portion of the stream of material as the actual sample, thereby allowing the elimination of a significant fraction of the variability and allowing statistically significant results to be obtained using many fewer replicates. Quantitative analysis of results broadly supports the commonly-used rule that the cutter aperture should be at least three times the nominal top-size of the material being sampled, but does not support the commonly-used rule requiring increase in cutter aperture if the cutter speed exceeds 0.6 m/s. Sampler performance can be understood in terms of the balance of forces in the congested region of material formed by the slowing of the particle stream due to collisional interactions around the mouth of the cutter.

Until the early 1960s the world aluminium industry was dominated by six principle pro- ducers with integrated activities from bauxite mining to aluminium production. The growth in consumption of aluminium since that time and the emergence of additional producers has broadened the market for bauxite. In addition the increase in the optimum size of alumina refin- eries has influenced competing metal producers to unite in large joint ventures to minimize alumina costs. From these bases the paper examines present and likely future markets for Australian bauxite; differing marketing phil- osophies for serving those markets; factors influencing successful marketing; and the sources and relative strength of competition which Australia faces.

The West Australian Government hold an annual ‘Mines Safety Roadshow’ around the State’s regions and the capital city, Perth. Each year presenters provide an update on legislation and safetyrelated themes. A recurring theme is the mining industry fatality rate. Professor Michael Quinlan’s ‘Ten Pathways to Death and Disaster’ (Quinlan, 2014) has been referenced regularly to assist in structuring workshops and conversations concerning fatality prevention in the mining industry. The ‘Ten Pathways’ are the outcome of an analysis of fatal injuries in the mining industry, which identified a series of common themes to the fatalities: Pathway 1: Design, engineering, technical and maintenance flaws. Pathway 2: Prior warnings or causes for alarm ignored. Pathway 3: Failures in risk assessment. Pathway 4: Failures in management systems and hazard management plans. Pathway 5: Failures in auditing. Pathway 6: Economic pressures compromising safety. Pathway 7: Failures in regulatory oversight and inspection. Pathway 8: Worker and others expressing concern prior to the incident. Pathway 9: Poor management – worker communication and trust. Pathway 10: Emergency and rescue resources and procedures. To determine a fatality risk profile we asked participants at the Mines Safety Roadshows to indicate their perception of their employer’s performance in each of the Ten Pathways. We administered the questionnaire at the Mines Safety Roadshows in 2017, 2018, 2019 and 2023. In this paper, we report on the results of the questionnaires, and suggest how organisations can improve their fatality risk score.

This paper describes some research attempts to isolate factors associated with lost time accidents and attitudes to safety. Some results of these investigations are presented and their implications discussed. Proposed future research is outlined. Error analysis and the importance of organisational variables are briefly mentioned.

Studies of many types and purposes are being carried out constantly by mining, minerals processing and other operating companies. Frequently, the staff requirements and special skills lie outside the resources of the operating companies, and needs arise for external consult- ing services. We examine the natures of a range of studies, the factors that influence whether they be carried out in-house or externally and then discuss the manner of execution. Aspects of both good and bad practice are highlighted in order to arrive at the basic principles that give the most benefit from study work. While the bulk of the discussion relates specifically to the execution of external studies of process plant projects, many of the observations can be applied equally to the execution of studies by one department of a large organisation for another, and also to studies of capital projects other than those involving process plant facilities.

The Lafarge Marblehead Plant in Marblehead, Ohio, USA produces 4.2 million tonnes of sized aggregate yearly. In 1997, a program was instituted to maximise primary crusher productivity through the optimisation of blasting variables and procedures. A proprietary blasting shot report database and the Lafarge production database was statistically analysed to provide guidance in the program. Blasting powder factor (kg/m3) was the main control variable utilised to increase crusher throughput. In 2005, the program was refined to increase the production of certain high margin aggregate sizes and the reduction of fines. The principal blasting component affecting the percentage of high margin size production appears to be pattern area (burden and spacing area). This can be coupled with powder factor to optimise the production rate of high margin aggregate sizes. The size optimisation program incorporates the blasting shot report database, Lafarge production database, statistical analysis and aggregate sampling. A preliminary indication is that the production of high margin sizes (12.7 mm X 4.8 mm, 24.4 mm X 12.7 mm, and 50 mm X 25.4 mm) has been increased seven to 12 per cent utilising these techniques. As an added benefit, blasting costs have been reduced linearly as burden û spacing pattern areas have increased and powder factors have decreased. The program is ongoing and will investigate other blasting procedures and variables including electronic blasting caps to further increase the production of high margin products. The statistical methods involved in the analysis are described in this article for use in other mines and situations. The methods described can be used to optimise crusher throughput, digging rates and product size.

The regulation of environmental management in the minerals and petroleum industries has been undergoing considerable change over the past decade. In recent years, there has been a distinct trend towards smaller government and increased environmental awareness. Current regulatory systems have generally neither responded to these trends nor effectively dealt with the demands placed on them. There is a need to develop a more effective means of providing assurance to Government and the community that its environmental objectives are being met. These means must also enable industry to have an effective environmental management process.

In pursuit of optimising the cemented rockfill system fragmentation of the aggregate, while travelling through the surface-to-underground aggregate transport raise, was investigated and a æfines estimationÆ equation was determined. When used with the rockfill strength estimation equation, the fines estimation equation enables an accurate estimation of the compressive strength to be derived theoretically. Optimum fill raise orientation was examined and recommendations are given depending on the varying stope dimensions. If the maximum dimension of the stope is less than 30.5 m (100 ft), a single, centrally located fill raise will suffice. However, as the stope dimensions increase, the number and orientation of the fill raises becomes more complicated and each stope must be examined on an individual basis.

Hydro-economics is a field of research that analyses water resources from a multi-disciplinary approach (Harou et al., 2009). These models generally include one component that describes the water resources of the catchment being analysed (e.g. the physical behaviour of water), an economic component that describes users’ water demand function (changes of willingness to pay relative to availability) and a coupling methodology. These models go beyond calculating cash flows for water investments and analyse the economic behaviour of users when facing water shortages or surplus. In other words, water demand curves are defined for each water user (e.g. urban, agriculture, mining, environmental and hydropower), and they are used to retrofit the water resources component. As a result, the model approximates the catchment scale response to droughts and wet periods, including the effects of water markets, restrictions, recycling, water sharing and any cooperative efforts by users to adjust to changing climate conditions.These models are usually focused on agriculture and urban users, the main water consumers in most catchments, but they have sometimes included environmental, industrial and hydropower users (Bekchanov, Sood, & Jeuland, 2015). Nevertheless, although a relevant user of water in several catchments, the mining industry has been rarely included. This paper is part of an ongoing project that addresses this gap by developing a hydro-economic model in the upper section of the Aconcagua River in Chile. A computer simulation has been developed to model the flow of copper ore in Isa Mine. It simulates extraction of copper ore from the 1100 orebody by load-haul-dump (LHD) units to ore passes, haulage from chutes on 19 level by Rockflo trains to crusher bins, crushing and hoisting. It can assess in terms of the tonnage and head grade of ore hoisted, the effect of varying operating strategies, as well as measur- ing shortfalls in required capacities of any of the operations (extraction, hauling, crushing and hoisting). The simulation was designed as a modular, deterministic, steady-state model with parameter input allowing complete flexibility in its use. Queuing theory is used extensively to evaluate the effect of interference at potential bottlenecks. The model has been used to determine the effect on production of varying train sizes, maintenance policies on the haulage circuit, orepass capacities, and extraction operations.

A device has been developed for modelling the behaviour of coal under conditions which may lead to spontaneous combustion. It is designed to model the behaviour of a stockpile of large mass. The apparatus can test coal samples taken from the flow stream from mine through washing, stockpiling and transportation to the point of utilisation. It tests samples in an as received' condition and so takes into account the effect of aspects such as particle size and moisture content on propensity for spontaneous combustion to occur. Results of the preliminary tests undertaken are given and future applications of the apparatus are Discussed.

When attempting to understand potential regional or community socio-economic changes that resource-extraction industries may produce, it is important to analyse the channels that promote these changes. In this study, we propose a conceptual framework to better understand how socio-economic effects are likely to emerge in regions impacted by mining. The framework considers three levels of hierarchical effects (Measham, Fleming and Schandl, 2016).In the first level, the resource-extraction industry causes four direct initial impacts on nearby communities: labour demand shock (mining employment generation), income generation (compensation to landowners and higher wages), environmental consequences and land tenure/Aboriginal issues and an increase in local tax revenues.The second level is shaped by the subsequent population increase (given by immigration of permanent or temporary residents) produced by the new levels of employment and income that resource windfalls can generate in resource-extraction regions. These increases in employment, income and population become the source for a rise in the demand for local (and non-local) goods and services.Finally, the third level is given by boomtown-like and other socio-economic effects generated from the initial effects.CITATION:Measham, T G and Fleming, D A, 2016. The relationship between the process variables and hydrodynamics of a downflow concurrent column (Jameson cell) was investigated in both two and three-phase systems. Gas holdups from 10 to -60 per cent were obtained at gas rates up to 15 cm/s (STP), liquid (slurry) rates up to 25 cm/s, frother concentrations of 5 and 25 ppm, and slurry density (silica) up to 1.23 g/cm3 ina 3.8 cm diameter, 190 cm high column with a 0.5 cm diameter nozzle. Gas holdup decreases with feed rate and increases with gas rate, reaching a maximum (-60 per cent) at a gas rate to feed rate ratio of about one. Gas holdups were higher with slurry compared to water as feed. Stable operation was difficult to maintain at high gas rates especially with low frother dosage; operation was not possible without some frother. Instability was characterised by loss of pool level or formation of slugs. The slugs could move up or down or remain oscillatory. A quantitative relationship between the variables and gas holdup or onset of instability was not identified. Conductivity and pressure-based techniques were successfully tested on-line for estimation of gas holdup and to judge the state of operation (eg formation of slugs).

Acclaimed as one of the most remarkable orebodies anywhere on account of its length and richness, the Oroya Shoot occurs on the eastern side of the Kalgoorlie gold mining district close to the contact of a fine-grained with a coarse-grained greenstone, and in association with sediments. In the same stratigraphic position on the synclinal flanks of a large drag fold there are a number of other flat ore pipes, smaller, but almost as rich in tenor. Although differing in control structure they are believed to be related genetically as all show a characteristic development of a bright-green ore known locally as "green leader". Folding and bedding structures have played an important part in formation of the ore shoots.INTRODUCTIONThe Oroya Shoot is the biggest individual bonanza of Kalgoorlie's Golden Mile. It has been stoped almost continuously over a length of 4,300 ft., and about 2,000,000 oz. of gold have been won from it. Naturally pillars are not left in the best sections of such an orebody and the detailed geology of stoped out portions can only be inferred from examination of adjacent workings.No mention is made in the literature of the actual makeup of the orebody although a few structures are shown on some of the old cross sections. A diagrammatic cross section, Fig. 1, adapted from Stillwell (1929) illustrates the form of the Oroya Shoot.Gustafson (1937) drew attention to the role of folding, previously unrecognized, in Kalgoorlie geology, and indicated that the Oroya Shoot is associated with a minor drag fold on the east limb of the Brownhill Syncline, itself part of a larger left hand drag on the Central Anticline. The latter in turn appears to be part of a regional right hand fold system as shown by Campbell (1953).

The general theme of the paper is a resume of factors which induce management to explore for oil, gas, coal and uranium in Australia. It is non-technical in the sense that apart from brief references exploration techniques are not covered. The central theme is the interplay of such diverse factors as taxation, mining 'regu- lations, exploration costs, availability of competent personnel, potential markets within and outside Australia, projected prices of sources of energy and their distortion by governmental action including restrictions on international trade for economic or political reasons, the role of the so-called multi- national companies, extreme views by pressure groups on the preservation of the environment, the availability of funds for exploration and the possible returns to the providers of exploration monies.

The Ravenswood Batholith in the Charters Towers -Ravenswood area of north Queensland, was formed by three main episodes of granitoid emplacement between the Early Ordovician and the Early Permian. Granite to granodiorite plutons of the first phase of intrusions in the Early to Middle Ordovician, probably formed by partial melting of a thin continental crust as a result of the emplacement of mafic material derived from the mantle. Some of this mafic material subsequently intruded the Ordovician granitoids as gabbro to diorite complexes. The early granitoids were deformed and metamorphosed prior to emplacement of second phase granodiorite to tonalite plutons in the Late Silurian to Early Devonian. These later plutons have generally not been deformed or recrystallised. Geochemical and isotopic data suggest the Siluro-Devonian plutonism may have been generated by a partial melting of the tholeiitic material emplaced in the lower crust during the Ordovician. A third intrusive phase consists principally off Late Carboniferous to Early Permian gabbro-granite complexes, high level granite to granodiorite complexes, and rhyolitic plugs and diatremes near the batholith margin. Gold mineralisation in the batholith is associated with two major events: mesothermal vein formation in the Early Devonian and porphyry types in the Late Carboniferous to Early Permian.
