Transport Canada (Federal Government) constructed the Halifax International Airport (HIA) near Halifax, Nova Scotia, Canada in the late-1950s. Site location criteria were primarily; direct access to the city and a raised flat topography. Unfortunately, the site chosen was located on shallow Meguma group pyritic slate bedrock. In 1982, during the construction of an airport taxiway, it became very apparent that acidic run-off from excavated bedrock at the site was having a negative impact on adjacent aquatic habitat. The ensuing 20 years involved many efforts to rectify the acidic drainage problem with mixed results. Some of the techniques which have been implemented at HIA to address the acid rock drainage (ARD) issue include: dry covers, wet covers, wetlands, electrochemical treatment, open limestone channels, limestone gravel polishing beds, agricultural limestone application, and two hydrated lime [Ca(OH)2] addition treatment plants, the first producing low density sludge and the new one that creates high-density sludge. Based on over 20 years of water quality monitoring data it is apparent that only certain acid drainage mitigation methods have been effective at HIA. In 2000 when the Halifax International Airport Authority (the Authority) took control of the operation and management of the airport, including the ARD issue, it was decided to construct a modern, highdensity sludge, hydrated lime treatment system. This new $CAN 7 million system is now in operation and is achieving compliance with water quality guidelines. Due to high operating cost, a review of methods to optimise the system is being carried out. The HIA ARD problem, though minor by comparison to most mine sites, has provided unique challenges and may provide valuable insights into this urgent environmental and financial issue.

The, Ore-bodies.-The ore-bodies of the North mine, North Broken Hill Ltd.; consist of two lenses, connected by a narrow neck of mineralized country. They pitch at an angle of 40° in an easterly direction and dip north at 60° to the horizontal. The southern ore-body, on a horizontal plane, has a total maximum length of 800 feet and in one place attains a width of 230 feet, whilst the northern orebody has a maximum'length of 600 feet and a maximum width of 80 feet.

The recent installation of top gas temperature probes in blast furnaces at Australian Iron & Steel Pty. Ltd. - Port Kembla, has provided the means for studying radial gas flow distribution in blast furnace shafts. This paper describes the top gas temperature probes and outlines their development and results of initial studies aimed at obtaining a suitable relationships between temperature profiles and furnace parameters. The effects of various combinations of burden materials have been outlined by the results reported. The use of probes has also helped to clarify the effect of casting cycles on furnace operation leading to increased emphasis on the reduction of the interval between gun-up and drill-out. Areas for future studies are also broadly Outlined.

"There is a tendency to treat mine roadways with fan installations as leak proof systems. Morecomplex ventilation arrangements are being installed in coal mines out of necessity or designand these can introduce additional hazards. This paper explores the leakage paths that can existaround fans and in particular the hazards these leakage paths may generate around undergroundfan installations. The behaviour or these leakage paths in the event of a fan failure has also beenexplored. Early detection of spontaneous combustion is essential, so understanding the leakage behaviour around fans especially boosters or main fans installed underground will assist in sett ing up monitoring locations in the correct places. If this behaviour is not fully understood then monitoring may be placed incorrectly, or trends may not be picked up until it is too late."

Nickel-iron sulphide mineralization at Nepean, Western Australia occurs within a small Archaean greenstone outlier in granite south of the main Coolgardie greenstone belt. Individual sulphide ore bodies are situated near the foot- wall contact of simply-differentiated en echelon ultramafic sills that have intruded a sequence of sulphide-bearing metasediments and amphibo- lites. The paper describes a detailed section through the No. 2 ultramafic sill and its associated sulphide ore zone, which gave Metals Exploration N.L. the first significant nickel discovery in the Nepean area in 1968. The sill is variable in thickness up to 30 m along a strike length of 600 m, and is truncated to the north by pegmatite intrusion and pinches out to the south. The body has border zones of pyroxenetic composition, now represented by felted aggregates of chlorite and amphibole, and a central peridotitic core in which olivine and orthopyroxene are concentrated towards the base. Textures within the peridotite are dominated by large lath-shaped olivine grains and their serpentine pseudomorphs, which delineate triangular areas composed of talc, chlorite, and amphibole. Orthopyroxene occurs in large ovoid patches and is often replaced by Talc.

The expansive, open cut iron-ore mines in Western Australia typically experience few days of rain per annum, often amounting to less than 250 mm. Unlike mines where rainfall is frequent, they may be less prepared for extreme rainfall events. Such events can cause erosion, flooding and sedimentation, drainage alteration, spoil and stock heaps wetting and effect slope stability. Such impacts may threaten personnel safety, infrastructure, and production. The CRATER (‘Climate Related Adaptation from Terrain Evaluation Results’) framework collates and interprets a mine’s pre-existing data and semi-quantitative information to assess vulnerability to, and ultimately plan to avoid or minimise, flood-related hazard to infrastructure, people, downtime, environment and revenue. Outputs assist decision makers to design investment strategies for minimising mining operations’ vulnerability to climate. Previously developed for smaller, wetter mines in Queensland’s coal region, the outputs provide a hot-spot map, fault tree analysis and an assessment of the mine’s capacity to adapt. The multicriteria evaluation (MCE) within a geographic information system (GIS), equally suits iron-ore mines’ siteconditions (elevation, slope, drainage, soil and vegetation) to identify critical inundation areas. Hotspot results provide target zones for in-depth fault-tree analysis that, in turn, present a range of sitespecific adaptation options. Rainfall-intensity and the number of rain days since the 1970s have increased over central and eastern parts of the Pilbara Region. While tropical cyclones may become less frequent, they are projected to increase in intensity. Although some parts of the Hamersley Ranges receive more than 500 mm per annum, rainfall in the Pilbara is generally very low. Therefore, experience of the impacts of extreme rainfall events in the constantly changing topography of Western Australia’s iron ore region may be sparse. Minimising potential effects can be proactively assisted using CRATER.

The emerging coal seam gas (CSG) industry has the potential to provide a large-scale energy province for Queensland. Aquifer impacts and management of associated by-product water, both in terms of quantity and quality, are pivotal considerations for the development of a sustainable CSG industry.Legislative changes have been introduced to ensure that the CSG industry manages potential groundwater impacts and beneficial reuse of the by-product water to a level acceptable to both government and the community.The relevant new pieces of legislation covering petroleum and coal seam gas activities include the Petroleum and Gas (Production and Safety) Act 2004 (P&G Act), Petroleum and Other Legislation Amendment Act 2004 (POLA Act), the Petroleum and Gas (Production and Safety) Regulation 2004 and the Petroleum Regulation 2004. Other relevant legislation includes the Petroleum Act 1923 (Petroleum Act) and Part 7AA of the Mineral Resources Act 1989 (Coal Seam Gas Regime). The P&G Act introduces a full regime for managing water rights. This includes provisions for monitoring and reporting on the effects that the taking of underground water under petroleum tenure has on other bores in the area. The P&G Act also imposes a æmake good obligationÆ on petroleum tenure holders, which requires the restoration of bores affected by the taking of water or the payment of compensation. These provisions represent a significant departure from the Petroleum Act, which says very little about water rights and does not specify restrictions on the taking of water under petroleum tenure. This paper attempts to outline the requirements and obligations of the P&G Act for the CSG industry in terms of underground water rights, development impact assessments, aquifer trigger thresholds, monitoring and reporting requirements, as well as the make good obligations.

Canadian mining research has recently been reinvigorated through a pan-Canadian research strategy driven by the industry, the research community and government departments. These organisations have come together to form the Canada Mining Innovation Council, whose role is to focus and increase mining research in the country. One of the major themes of the organisation is environment; including major research initiatives on energy, tailings and environmental stewardship. Other major initiatives on exploration, mineral extraction and mineral processing will also consider environmental benefits in the research projects they undertake. All the initiatives have their priorities determined principally by the mining and exploration companies, whose first obligation is to determine the long-term research priorities of the industry as a whole, rather than for their individual companies. Only after industry consensus on priorities does the research community become engaged in the implementation of specific projects to address those identified priorities. A goal of the program is to effectively create a virtual mining research laboratory, by engaging all the major research centres in the country. Membership to date includes most of the major mining companies operating in Canada and almost all of the mining-related universities. Checking the quality of a blast may be considered as subjective. Checking this quality will require measuring objective parameters. One of them is the resulting fragmentation of the blasted product. Numerous fragmentation æmeasuringÆ systems have been developed and marketed, based on image-processing. This presentation of FragScan will illustrate advantages and difficulties when using such a system. FragScan is essentially defending a policy of large and representative sampling. The purpose is to show how fragmentation is discriminating both productivity and profit of quarry operations on a blast-by blast basis. The next step will then be to ædriveÆ the blasting process to reach a æbetterÆ fragmentation. Other applications require the fragmentation as an essential result: this is the case for large boulders used in structure-reinforcement. Several case-studies have shown that FragScan can be used for quality-control, checking size-distribution of the product according to the requirements of the end-user. Only clear thinking about the precise use of such a æmeasurementÆ will further the success of this task.

The influence of pulp potential on the flotation behaviour of sulphide minerals in laboratory batch flotation tests is discussed in terms of self-induced flota- tion, collector-induced flotation, and depression.' Assuming that the pulp poten- tial is controlled by the same factors that determine the genuine redox poten- tial, an attempt is made to interpret the experimental results in terms of potential-dependent reactions based on bulk thermodynamic data. Self-induced flotation is displayed by many sulphides in moderately oxidizing solutions but not in reducing solutions. The available evidence suggests that the hydrophobic entity could be sulphur produced by superficial oxidation of the mineral but this has not been established beyond dispute. In general, flotation is observed near the potentials at which sul- phur would be expected to form and the minerals which produce sulphur seem to float the most strongly. Collector-induced flotation is most conveniently studied on minerals which have only slight self-induced floatab- ility. The mineral-collector interaction is potential-dependent hence flotation is generally only observed in limited ranges of potentials. While the general form of the floatability-potential relationship is similar to that predicted from thermody- namic data close correspondence between predicted and experimental results is not always observed.

In underground mine planning, many potentially value-eroding decisions are made due to a lack of time and proper evaluation practices. The information required for mine planning decisions goes beyond external sources of uncertainty that are recognised by typical evaluation techniques used in the mining industry, to include technical factors (eg mine development layout) and the ability of a mineral extraction project to achieve its anticipated production levels. Due to the individual characteristics that define underground mining projects, each will exhibit a different risk profile, and thus advanced optimisation and evaluation techniques are required to capture this information.As underground mine planning tools become more sophisticated, mine planners have the capacity to investigate numerous mine sequencing options to identify the best strategy for a given project, creating higher value for shareholders. This paper describes a risk-based evaluation methodology (RbEM) that accounts for financial and technical risk in the evaluation of underground mining projects. While the use of the RbEM has been described in previous works, no benchmarking of the benefits that can be realised from a change in those decisions that are made early in the process has been undertaken. To show the benefits that can be achieved from using the RbEM, this paper updates a case study to which the RbEM was applied, and takes a retrospective look at whether additional value would have been gained by following the strategic recommendation of the RbEM versus a typical optimisation exercise that aims to maximise the net present value.CITATION:Maybee, B, 2012. In 2012, in response to an increasing potential unfunded liability, the Western Australian Government passed the Mining Rehabilitation Fund Act 2012. The intent of this Act was to introduce an annual levy on tenements covered under the Mining Act 1978 based on the area of disturbed land. The fund generated from these levies could then be used to rehabilitate mining sites where all other options to ensure rehabilitation had been exhausted. The fund could also be used to rehabilitate abandoned sites or features which, in Western Australia, number over 10 000.The Mining Rehabilitation Fund (MRF) was implemented on 1 July 2013 for an initial voluntary year. It becomes compulsory on 1 July 2014. By the end of March 2014, nine months into the voluntary period, over $6.5 million had been paid into the fund. The incentive for tenement holders to voluntarily enter the fund was the opportunity to have unconditional performance bonds held against their tenements retired. While there will be circumstances where bonds will continue to be applied, it is the State Government’s intention to retire most of the bonds.The MRF has received mostly accolades from industry and companies that have entered. Most have found the system easy to use. The MRF was also cited as a reason for Western Australia’s improved position in the Fraser Institute’s annual survey of mining jurisdictions. Work is now starting on processes to select priority abandoned mines for rehabilitation.This paper explains the background to the MRF and its development, and reviews its implementation during the first, voluntary, year. Column flotation is receiving increased interest from both an industrial and research perspective in Australia. The traditional overseas application as a molybdenum cleaning cell is being expanded and a number of new applications as cleaners, scavengers and roughers are emerging in Australia. The success of column flotation has hinged on the new understanding developing from the work of Finch- and coworkers at McGill University, Canada, particularly in relation to scale-up parameters and model development. The aspiring column flotation user in Australia now a has wealth of experience to draw on when deciding on the correct procedure to follow during the process evaluation and plant installation stages of development. However, some aspects relating to column design, such as aeration mechanisms, require careful evaluation.

Background A recent development in many industries,' including the mining industry, has been ever increasing acceptance and adoption of extended (12-hour) shifts and compressed work cycles compensated by more time off work by employees between cycles. In the Western Australian mining industry development of `long-distance-commute' (LDC) coincided with adoption of 12-hour rotating shifts. Preludes to LDC were the `construction-style' rosters with two crews plus allowance for annual and sick leave relievers working the statutory 13 consecutive shifts followed by one shift off. Crews rotated day to night shift weekly or at fortnightly intervals. Average hours of 72 to 78 per week were common. The author had personal experience working these rosters in the East Pilbara of Western Australia from 1977 to 1982. Workers tolerated these rosters until a suitable combination of frustration, boredom, despair and the `Five Grand Fever' triggered them to `pull the pin' and head for relaxation in Bangkok, Manila, Nimbin, or Margaret River according to their personal tastes.

The disposal and subsequent encapsulation of mine tailings in a cost-effective and environmentally secure and responsible manner is one of the principal issues facing any modern mining project. A careful assessment of all options available for the capping and subsequent remediation of tailings is important because it can result in large capital, operating and closure cost-savings. For these reasons, the technology of geopolymerisation is receiving increasing attention for the stabilisation and solidification of waste materials produced from mining operations. The first part of the current study investigates the application of geopolymer technology to the capping of hypersaline mine tailings. It has been found that suitable geopolymeric materials which have satisfactory compressive strength, durability as well as low permeability, can be formed using between 60 - 75 per cent of mine tailings as the main ingredient. It has been established that geopolymeric materials have the ability to suppress dust generation and prevent salt precipitation on the surface of the mine tailings. The slurry-like consistency of geopolymers would promote efficient application procedures through established tailings disposal techniques. This is a possible close-out technique for hypersaline tailings storage facilities such as those commonly found in Western Australia, which meets both regulatory requirements and community expectations. The immobilisation of contaminant metals within geopolymers has been investigated in the second part of the present study. In particular, the leaching characteristics of Cu and Pb from geopolymeric matrices derived from different fly ash sources have been examined. Potential breakdown of each geopolymer containing metal contaminants due to the leaching of Si and Al from the geopolymeric matrix has also been investigated.

Ideal iron ore sinter is produced by optimising the balance between coarse (+2 mm), stable ore nuclei and a reactive matrix consisting largely of fluxed -1 mm fines. The authors have previously published work evaluating the matrix melting behaviour of a number of fine ores, using techniques developed by CSIRO. The focus of that work was to demonstrate the contribution of the matrix to overall sinter quality, with the results showing a direct correlation between melting point, matrix porosity and strength. CSIRO has also developed a complementary test to study the behaviour of coarse ore nucleus particles in contact with the sinter matrix and provide an evaluation of their reaction and assimilation properties. This test provides valuable fundamental information that can be used to better understand the role of specific ore types and optimise blend composition.The CSIRO laboratory-scale assimilation test is carried out by embedding particles of ores of specific sizes into a fluxed matrix of known sinter blend composition, using real ores and fluxes, in a laboratory test that directly relates to pot-grate and plant sintering conditions. Samples are fired under controlled conditions in a tube furnace using a standard heating profile and a constant, low-oxygen potential atmosphere. These conditions simulate the actual sintering process while removing the effects of the many locally-variable parameters (eg temperature, oxidation potential and localised chemistry) that exist in the actual process, meaning that trends in behaviour can be more clearly seen. Designed as a compromise between the industry-standard pot-grate sintering test and a more fundamental test using chemical reagents, the aim is to isolate and evaluate the nucleus behaviour of an individual blend component to allow an improved understanding of the role that an individual ore plays in a specific blend. Measured cross-sections of the resulting fired samples provide a semi-quantitative measure of reactivity, while accompanying photomicrographs allow a qualitative assessment of assimilation properties (eg volume and distribution of secondary porosity generated during reaction).In this paper, to complement the previous work published on melting behaviour, nucleus particles were selected from hematite, hematite-goethite and goethite ores and embedded in a simulated plant sinter matrix. Drilled core particles of two sizes were tested at fixed temperatures simulating low- (<1300°C) and high-temperature (>1300°C) sintering conditions. The resulting assimilation properties are compared and discussed as a function of particle size, temperature and ore/sinter mineralogy. The geotechnical factors controlling the design of the open pit slopes of the Pasminco Century Mine near Lawn Hill, Queensland are presented below. Pasminco Century is a stratiform shale hosted zinc deposit in the Lawn Hill Formation that is overlain in part by the Thorntonia Limestone Formation. Both the mineralisation and overburden is located within a competent rock mass such that intact rock strength and discontinuity spacing is generally sufficient to prevent large-scale slope failure by breakage through the rock mass. Rather, overall slope stability issues are dominated by the major discontinuities within the rock mass. The deposit is located in a structurally complex regime, it consists of a synclinal basin which is truncated by easterly striking normal faults through its centre and northern and southern limits and by an unconformity on its eastern and western margins. Deposit geometry and slope stability is further complicated by small-scale folding, a pattern of northeast and southeast striking subvertical faults and north easterly dipping thrust faults with their associated fault emplaced blocks of Lawn Hill Formation in the overburden. The large size of the deposit requires a staged mining approach with the excavation of both final pit walls around the external sides of each stage and interim pit walls along the internal boundaries between adjacent stages. The deposit geometry and major discontinuities control not only the final pit wall design but also interim wall location and orientation, excavation sequence and in some stages the excavation schedule. Two and three-dimensional limit equilibrium stability analyses were conducted using both deterministic and probabilistic approaches to determine appropriate pit wall design criteria and to select a suitable excavation sequence and schedule.
