Modern, high-output, continuous process plant requires heavy capital expenditure and is exroected to achieve a high rate of return upon the investment made, thus its high utilisation is an economic necessity. Downtime is extremely expensive not only in terms of idle capital but also in terms of lost production and revenue. A sound maintenance management system can alleviate the problem of unscheduled stoppages and a key document in the maintenance system is the Work Order because it both initiates work and conveys maintenance control information back to the administrator. This key document must be supported by an information base that provides technical data, job procedures, spare parts, history and costing. To be effective this information must be easily and immediately available to all concerned. Computer technology has developed extremely rapidly over the last ten years and with it a wide variety of on-line computerised maintenance systems. Selection of the most appropriate system for a given industrial plant is not a straight-forward process. Computer requirements for hardware and software must be matched to the requirements of the maintenance system and such matching must be carried out in an ordered and rational way. At Kalgoorlie Nickel Smelter, time was taken to review the existing maintenance system, select, study and test the new computerised maintenance management package and plan its implementation. As a result, the initial target of equipment recognition has been achieved on schedule and within budget.

Warkworth Mining has been successfully operating a large open cut coal mining operation in the Hunter Valley of NSW since 1981.The mine is a complexmulti seam operation and utalises both truck and shovel and draglinetechniques. Warkworth Coal Sales Ltd markets approximately 10 different coal types.Since the mines inceptionthe development of mine scheduling and planning has been an ongoing programme. Resource recovery and coal utalisation have been the driving factors with this development as we strive to achieve maximum revenue for the investment dollar.The principal aim of this paper is to discuss the scheduling methodology as it is utilised todayhighlighting the interaction in the development of the final coal products schedule.Whilst the system is notperfect it has evolved and operated successfully in these difficult economic times and offers a practical and achievable approach to resource optimisation.

Ore samples from the South, Central and North ore-bodies of the King Cassilis Mine, near Omeo, Victoria, were broken and transported to Melbourne for experimental metallurgical treatment. A microscopical examination of individual unoxidised specimens, selected from these samples, was undertaken in order to thro'w as much light as possible on the occurrence of the gold which forms the valuable economic mineral in the ore.The following descriptions are the outcome' of this examination and show that very minute particles of free gold are mechanically associated with the sulphides. While the gold may be separated from the transparent gangue minerals by the flotation of the sulphides, the, actual size of the particles indicates that it is impossible to separate all the gold from the sulphides by grinding the ore to pass through a screen of 200 mesh in which the average width of the holes is 0.063 mm. A simple gravimetric procedure was developed for the rapid determination of carbon dioxide in coal mine roadway dust samples and the result is used for the subsequent calculation of incombustible matter contentaccording to the requirements of the Queensland Coal Mining Act. The carbon dioxide is determined through loss of mass by a semi-enclosed apparatus, following room-temper.ature hydrochloric acid attack on the sample.With a sample containing 36 per cent carbon dioxide, the achieved standard deviation (ls) of 0·3 per cent CO. is adequate for coal mine roadway dust analysis.This simple procedure enables relatively unskilled labour in mine laboratories, to analyze coal mine roadway dust samples in accordance with the Act. Some 50 analyses can be achieved per day compared with 8 by the Australian Standard Method for coal.

Syferfontein Colliery, part of the Sasol group of companies which specialises in the field of petro-chemical production, was established in 1990. The mine is situated about 150 km east of Johannesburg, South Africa. Two coal seams are mined, utilising two 75 m3 draglines, shovels and a fleet of 177 ton rear dump trucks. The mine will reach its full production capacity of seven million tonnes per annum in 1992. During the planning period, prior to the establishment of the mine, management were confronted with the unstable socio-political environment in South Africa which could jeopardise the eventual success of the mine. They consequently conducted a strategic planning exercise to determine guidelines for mine planning to improve the chances of success in this unstable third world environment.The strategic guidelines formed the basis for specific actions taken during the planning and commissioning of the mine. Specific actions were taken in the field of operating cost, labour relations, working environment, logistics and the general environment. First results indicate that these actions have played a major role in the success of the mine to-date. This process can be utilised by others facing similar or even totally different uncertainties.

The Martha Mine is an open cut operation situated in the midst of Waihi town which has been operating since 1987. Since then it has produced some 700,000 ounces (oz) of gold and 4,000,000 oz of silver from an epithermal vein system. It was previously worked by underground methods from 1880 to 1952 to a depth of 600 m producing 5 million ounces (Moz) of gold and 30 Moz of silver. The licensed reserves are scheduled to be mined out early in the year 2001. An additional economic resource of over 750,000 oz of gold has been identified which can be accessed by deepening the pit a further 50 m along the main Martha vein. This would extend the mine life to the year 2007. Applications were lodged on 4 July 1997 for the necessary resource consents, discharge permits and variations for the current Mining Licence conditions. The extension project requires approval from the District Council, Regional Council and the Ministry of Commerce. The consent and permitting process is extensive because of the urban setting of the mine. An approach to keep the extension as similar as possible to the current operations was adopted to give the community and authority confidence in the proposed extension. This paper summarises the extension detail and the permitting requirements it has had to address despite the extension being "more of the same". The permitting process has been exhaustive with little recognition of the standards already achieved in protecting the environment which are recognised worldwide.

Mineral resources are national assets which must be capitalised for national development. Those assets should be transferred into real economic capital and then into social capital to achieve national/regional prosperity. Successful development in the mining industry will depend on the correctness in determining the role of mining industries for regional development. Using the context of sustainable development, this paper will analyse the concept and process of mining industry development as an accelerator to achieve regional sustainable development, using the mining operations of PT Newmont Nusa Tenggara (PT NNT) in Batuhijau, Sumbawa Barat Regency as a case study. In the premining activity phase, Sumbawa Barat was dependent on the agricultural sector. Agriculture contributed around 40 per cent of the regional gross domestic product (GDP). Meanwhile, in the activity phase, mining became the sector with the biggest contribution to regional economy. From its operation in Batuhijau, PT NNT contributed around 70 per cent of the regional GDP per year since 2001. In year 2000, the GDP had increased 170 per cent from its figure in 1999. However, due to its depleting reserve, PT NNT will finish its activity in Batuhijau by year 2015. Consequently, the Government of Sumbawa Barat Regency must develop other sectors in the post-mining phase to sustain economic development. Based on location quotient (LQ) and input-output analyses, Sumbawa Barat should develop its priority sectors, ie agriculture, trading and hotel, services and construction to achieve sustainability after mining life. Development of these non-mineral sectors is expected to sustain economic growth in the region.

Using a small scale laboratory pilot plant a series of tests have been conducted with the aim of investigating the influence of the zinc/acid ratio on the efficiency of zinc electrodeposition from an acidic sulphate solution. The results have shown that current efficiency is increased as the zinc/acid ratio is increased with no evidence of an optimum zinc/acid ratio. However the choice of a zinc/acid ratio for full scale operations must be a compromise between other parameters, spent electrolyte acidity and power efficiency, which also impact upon plant performance. The effect of various impurities has also been monitored and antimony, nickel and tin have been shown to be deliterious to current efficiency.

This paper examines the broader implications of recent and ongoing changes in mineral resource managementå and reporting practices and the impact that these might have on mining companies. It is likely that an International Reporting Code will be developed in the near future, based on a number of National codes produced in recent years. However, this is only part of the reporting story, as an International Code brings with it a range of further issues to resolve. For the Code to be effective, there needs to be international recognition and perhaps licensing of Competent Persons and an expanded base of sponsoring professional bodies. Also, in an increasingly global business, shareholders, regulators and other interested parties need to know and understand the general processes involved in resource and reserve estimation and reporting in order to recognise companies that maintain the highest standards. There is a current trend towards greater scrutiny of company performance in a range of areas under the banner of corporate governance, and many changes are happening that will place greater disclosure burdens on all companies in the future. Good corporate governance means management of company assets for the benefit of the stakeholders. For a mining company, there is no greater asset than its mineral resources and reserves and directors are just as responsible for effective management of their mineral resources as they are for financial good practice. The paper looks at the relevance of corporate governance principles to mineral resource management and the changes that this could bring to the way that companies deal with regulators, shareholders, financiers and others. Finally, increased scrutiny and further regulation inevitably means greater effort by the industry and higher costs. Despite this the author believes that there are substantial offsetting benefits to be gained by companies prepared to take the initiative in improving resource management practices and communicating these improvements to shareholders. In order to achieve the benefits however, the industry needs to fully engage in the changes that are taking place û setting its own standards and working with the regulators rather than sitting back and being legislated against. Mineral resource reporting provides a good model of how this process can work and there will be other opportunities in the coming years as the industry seeks to develop best practice in mineral resource management. Since the introduction of froth flotation for industrial practice, the process has long been developed and improved by making cultivated guesses or by using trial and error methods to a varying degree. Fresh possibilities have emerged after development of new surface sensitive analysing methods and in situ electrochemical methods. Having had the possibility to combine different findings between science and everyday plant practice, Outokumpu has been able to develop a catch-all procedure to manage a flotation process taking into account the specific requirements set by different minerals in a slurry. A number of these procedures are available and offered globally to clients as part of a Plant Audit service. The Outokumpu Plant Process Audit (Process ef-X) concept comprises of mineralogical determinations from process samples and plant data analysis together with electrochemical process measurements using mineral electrodes. Automatic control loop analysis can also be included. The objective is to combine the results for a basis of flotation process improvement. Since this methodology has earlier been an in-house practice, it follows that the results are also reflected in the development and design of the OutokumpuÆs processing equipment. An increasing number of ores have a very intimate fine-grained texture and it may be physically impossible to combine high grade with acceptable recovery by a flotation process alone. For such cases, combinations of different hydrometallurgical û mineral separation û pyrometallurgical processes are available. Mineral specific information and chemical expertise of flotation technology can be utilised in development of other processes, as well.

The proportion of coal production from underground operations in Queensland, is likely to increase in the future. A portion of this increase will come from mines working under farming areas. The degree of compatibility between underground coal mining operations and farming is examined. Two case histories are considered in detail. These relate to farming areas in the Moura and Emerald districts. Mining the Moura, area has been undertaken for the last two and half decades, while in the Emerald area, large scale underground coal mining is currently being planned. Interference to watercourses and water harvesting programmes, damage to crops, and ponding in cultivated areas have been experienced in mining areas. With expansion of underground mining in farming areas, the principle areas of likely conflict are the effects of surface subsidence on irrigation and erosion control structures. Other potential problems that may arise in particular circumstances include reduction in availability of water for harvesting, pollution, surface cracking and damage to surface structures. Finely textured soils and erratic and violent rainfall patterns make farming in central Queensland particularly vulnerable to severe soil erosion unless strict precautions are taken. Soil erosion control is an essential part of farming. Contour banks are used to ensure that runoff velocities are suitably low. Where steep slopes are encountered, grassing is the most effective way to prevent erosion.

Results are reported for the computer simulation of heap leaching of mixed copper oxide and sulphide ores. They resemble those obtained from testwork in terms of a substantial peak in the copper concentration of the pregnant solution, an initial period when no copper emerges and a lengthy period towards the end when the copper concentration and the daily increment in copper recovery are low. The simulation can be used to forecast process results before any column or similar testwork is performed. Potential applications of the simulation to process design, operating strategy and optimisation are discussed. Three modes of operation are identified that correspond to different performance patterns and dependencies on ore and process variables. The relative merits of different operating strategies for approaching the ideal performance are being investigated. For process design and development purposes, the simulation may be used with a limited testwork programme to achieve significant savings in time and resources.

The basic condition necessary for flotation is hydrophobicity of the surface of the mineral to be floated. For sulphides, this condition usually requires treatment with a collector solution. The conditions for this treatment have until recently usually been chosen by the trial and error principle which has indeed been working relatively well under favourable conditions; ie for simple homogeneous ores. However, the present tendency to increasing use of complex and often relatively lean ores sets increasing requirements for the control of the flotation process. This development is the reason for the present rapid development of process control methods in flotation. In addition to the already well-established practices of pH and reagent feed controls, the importance of measuring and controlling the electrochemical potential of the ore particles to be floated is recognised in the case of sufficiently conductive minerals. In fact, the electrochemical potential seems to be the basic quantity determining the flotation behaviour of such relatively well-conducting minerals as sulphides. Since the hydrophobicity of the mineral and, hence, its flotation properties are ultimately determined by the composition and structure of its surface, information on these under different process conditions is important for design and operation of efficient flotation processes. The basic requirement set for the methods used for obtaining this information is high surface sensitivity of the method. The recent rapid development of surface characterisation has produced several methods which fulfil this requirement. Their application to the problem of characterising surfaces of mineral samples in contact with collector solution is, however, often complicated. The main reason for this is the vacuum environment necessary for the measurement. In the case of flotation experiments this means that in most of these methods the measurement cannot be made in situ, but the sample must be extracted from the liquid and subsequently evacuated in the vacuum chamber of the instrument. It is essential to carry out these steps so as to avoid to the extent possible changes in the sample surface. For the purpose of establishing whether this has been accomplished it is important to compare the results of methods operating in vacuum with some available in situ method. An optimal choice of methods seems therefore to be a combination of the available powerful vacuum methods with in situ measurements. The most usual combination seems to be X-ray photoelectron spectroscopy (XPS or ESCA), Fourier transform infrared spectroscopy (FTIR) and electrochemical measurements. This choice combines the unique possibilities for direct elemental and chemical characterisation offered by XPS (Cecile, 1985) with the in situ capability of FTIR and electrochemistry. In the XPS measurements, it is essential to apply a special sample handling technique to avoid loss or damage of some sensitive species of the collector-based layer on the mineral surface. In the following will be given some examples of the application of the XPS technique in combination with electrochemical methods of sample treatment to studies of the layer formed on sulphide substrates in ethyl xanthate (EX)

The latest addition to the grinding circuit at Bougainville Copper Limited is another 5.5m by 7.3m primary mill (No.13). The mill can operate in a primary or secondary mode. Its distinguishing feature is its capability for speed variation, by means of a cycloconverter-fed synchronous ring motor. The engineering and metallurgical reasons for selecting such a drive system are described together with aspects of the installation and commissioning. Results of investigations into the relationship between mill speed and grinding efficiency are presented. It is concluded that mill speed variation within the range 70 to 80% of critical speed has very little effect on grinding performance. Beyond this range, grinding performance deteriorates. The same conclusions were reached when mill speed was varied at reduced ball charge levels.

There are many underground mines with shaft or decline access with limited production capacity or where the mine may become uneconomical as trucking costs escalate with increasing depth of the decline. In such cases a need may exist for a shaft hoisting system which can be constructed more quickly and more economically than a shaft sunk by conventional methods. Relatively cheap small diameter shafts can be constructed by raise boring. This paper describes a simple hoisting system which has been designed to take advantage of the benefits of raise boring. The system uses twin bored raises with a double drum winder hoisting a skip in each hole. The design concept is based on 1. accepting that the raises cannot be truly straight or vertical, 2. using the raise to guide the conveyance, and 3. minimising operating, maintenance, and capital costs. The hoisting system requires a certain degree of accuracy in the alignment of the twin raises. A survey of raise boring practice showed that the required accuracy could probably be achieved with conventional techniques. However it was thought it would be necessary to survey the pilot hole during drilling and to be able to correct the hole if deviation became

The professional geologist or engineer on a mining operation has a particular view of their operation. This is based on the factors of the operation that have a direct impact on the daily work program of the professional, such as production rates and grades. The view that would be taken by a financier who is called upon to support the project may be somewhat different. The value of the operation to the financier is in its ability to generate surplus cash for its owners and thus repay the debts to the financiers, with as low risks profile as possible. A number of tools are used to test the sensitivity of the project to variations in the key cost/revenue drivers. The Financier may call on a team of technical specialists to assist with the assessment of the cash flow and risk profile and to monitor the development of the project. The ability to offset this risk, as all projects have some degree of risk, may be a key factor in determining the level of financial support to be offered.

The design of a coal preparation plant using bore core data cannot be discussed without some reference to the wider considerations of design. A thorough knowledge of coal preparation processes and processors as well as ancillary equipment is essential if the coal properties determined from bore cores, are to be fully utilised. Whilst generalised information of processes is available from a wide range of publications and equipment suppliers for the intending plant designer, local operational experience must be taken into account where there are similarities. However it would be wrong to assume that satisfactory plant design can be achieved merely be repeating previous design parameters. A detailed examination of bore cores used in conjunction with well proven design 'criteria will identify important differences in design parameters without which efficient and economic plant/sectional sizing cannot be achieved.

The results expected from a longwall face can best be estimated from the ideal production rate, determined by the capacity of the equipment and the conditions in which it is installed, the effective operating hours, and the utilisation.The effective operating hours are determined by a number of scheduling factors which include the proportion of manned time to calendar time, the effective shift factor (effective time to manned time) and the move times.Analysis of the results achieved on the last 121 completed longwall panels in Australia (1984 onwards) shows a significant trend between 'actual tonnes/manned hour' and 'ideal production rate' (the measure of the capacity of the installation).Using 1982 'state of the art' longwall equipment, (the average in use in the seven year period), it should be possible to produce around 2.7M tonne/year ROM from a mine with one longwall. Few mines are achieving this.A review of production scheduling factors and general natural hazards affecting some mines suggests three things.1. Whilst some increase in average effective hours has followed the CIT decision, further improvement is possible at many installations.2. Many mines subject to general natural hazards, such as high gas make and high general stress, have found effective solutions and achieve the same utilisation as the overall average.3. A small number of faces within such mines have been severely affected, some less so. The most severe effects of natural hazards appear to be very site specific. This emphasises the need for detailed investigation of the causes, and development of means of predicting their presence. Only then can either satisfactory technical solutions be found to overcome the problems or prior decisions be chosen not to mine badly affected panels.

There are countless petroleum and mineral fiscal systems throughout the world. This is because many petroleum and mineral producing countries have developed their own methods of calculating government take through fiscal evolution or individual negotiation. Those countries fortunate enough to have petroleum and mineral reserves within their national boundaries are naturally reluctant to yield this resource without a reasonable return for their population. As resource companies are perceived to be enormous conglomerates with endless amounts of cash and resources, governments and the general public demand reasonable division of production while these finite resources last. On the other hand, because companies engaged in the exploration for, and production of, minerals, oil and gas have to be large or lucky (preferably both) to sustain the great physical and commercial risks involved, the income and profit figures look so large that the general public sees them as an acceptable target for taxation. Taxation of the resource industry has been one of the industry's greatest cash flow problems through the years. Allen and Seba (1993) attribute this to the fact that the most equitable tax systems are those that affect the widest possible total of the population.

Water is an integral and essential part of mining business. Two issues crucial in the management of this resource, scarcity and excess, are increasing awareness of the importance of water and changing the value perceptions of the industry because they affect both the existence and continuation of the business. Therefore its value should be reflected in the water management that is practised on site. Historically water in mining has been perceived to be of low value so management practices have not been good or well implemented. Political and social transformation in South Africa has been accompanied by the promulgation of new legislation. South African water law is now underpinned by Integrated Water Resource Management (IWRM) principles. It impacts water pricing, provides for water pollution charges, prioritises water users, has specific mining and water related components and requires water licensing as part of the licence to mine. Mining no longer has a priority on water resources and has to compete with other water users to gain access to resources. New institutional arrangements are being put in place to implement the regulations. All this requires a paradigm shift in miningÆs view of water. Generally the sector is still catching up with the new requirements, principles and philosophies. However, the way in which South African mining values water is changing. This is demonstrated in partnerships between the industry and other water users. These partnerships are Integrated Water Resource Management (IWRM) in practice and they achieve sustainable development goals. These partnerships are essential for mining to stay in business, expand operational capacity, reduce impacts, prevent legal action and reduce reputational risks.
