In the mining and minerals industry, development, introduction and construction of new plant designs, to meet sustainability objectives, face a series of major hurdles. Typical are the long investment cycle times, the designer does not normally control the spending (the owner does), and the industry is inherently technologically conservative or risk adverse while accepting the often more significant geological, market and political risks.æSustainable Plant DesignÆ is an approach to plant and facility design that drives the necessary culture change and acceptance by minimising technical risk and maximising potential returns. The cost of capital is the rate at which a project's cash flow should be discounted to obtain the Net Present Value. The cost of capital is a weighted average of both debt and equity funds of a company, on an after tax basis. Two methods are described for calculating a company's cost of equity, the Dividend Valu- ation Model and, more importantly, the Capital Asset Pricing Model. A worked example is presented where the cost of capital was obtain- ed for two resource companies. The application of the cost of capital was illustrated by way of a mining equipment replacement problem. The paper outlines refinements and problems that may be encountered with the use of the cost of capital, and concludes that it is an integral part of any project evaluation.

Prior to resource modelling, sample scale data is normally grouped into spatial domains that reflect zones of homogenous properties. These domains are usually based on a combination of grade and other variables that reflect, for example, geology and alteration, or variables known to correlate with properties of the samples that affect downstream processing. Domaining and wire-framing sample scale data is a time intensive task and it is difficult to track more than a few variables simultaneously while establishing domain boundaries. This is especially the case in operations with complex data, for example, a combination of multi-element assaying of total element concentrations, and/or phase specific assaying such as sulfide sulfur, carbonate carbon, cyanide available gold, and/or downhole geophysical measurements. To minimise unintentionally grouping samples of contrasting properties within the same domain, unsupervised statistical methods are available that can automatically identify samples atypical of the domain, both as univariate tests, and as tests that take correlation within the domain into account. Unsupervised methods in this context means methods of identifying atypical samples that require just the selection of the domain and input variables. Thresholds are derived robustly from the data itself, and the results are therefore repeatable and operator independent. Atypical samples may be thought of as outliers, ie, samples that are separated from the ‘majority’ of the data. If these atypical samples are themselves spatially associated, they may be allocated to an alternative existing domain or allocated to a new domain. Care should always be taken to ensure that identified outliers are due to meaningful causes and not due to data coding and storage errors, although the identification of the latter is still valuable. *This is an abstract only. IN the course of his employment the Broken Hill Co. the writer has had occasion to use and instruct others in the use of the Shamrock rescue apparatus. This paper deals with the various types of apparatus tested. The common object of the various types of breathing apparatus is to enable the wearer to remain and work for varying periods of time in an atmosphere which is either deficient in oxygen or is poisonous that is, contains carbon monoxide or irritating and irrespirable vapours, such as the smoke from underground fires, sulphur dioxide or ammonia fumes. For any apparatus to be efficient as required in the above paragraph it must fulfil the following conditions;1. Air-tight as regards the passage of the air from the outside to the inside. In atmosphere containing carbon dioxide a slight leak would not render the apparatus useless; but where irritating vapours, such as the smoke from burning oregon and sulphides, are met with, even the slightest leak must be avoided.2. The oxygen supply must be ample, and so supplied that it is not checked by expiration.3. Expiration and inspiration must not be retarded.

Oxidation of pyrite and other metal sulfides is accelerated by the activity of acidophilic iron- and sulfur-oxidising microorganisms. The ideal biocide for controlling biocatalysed acid rock drainage (ARD) would be inexpensive, inhibitory toward sulfide-oxidising bacteria at low concentrations, relatively non-toxic toward non-target organisms, degradable in the environment outside the zone of application, stable and long-lived in the impacted environment, sufficiently mobile to penetrate into piles of waste rock or tailings, and effective regardless of the metal sulfides present. A potent agent for combating ARD that fits these criteria is the thiocyanate anion (SCN-). The objective of this study was to determine the effectiveness of thiocyanate in controlling or preventing ARD within several types of sulfidic waste rock and tailings. Results were evaluated within a context encompassing process water and solids management strategies employed at different precious and base metal mines. Sulfidic rock was treated with solutions of potassium thiocyanate and subjected to accelerated weathering tests in lab-scale humidity cells, trays, and columns. Certain tests also utilised solid phase copper thiocyanate (CuSCN) to evaluate a ærelease on demandÆ strategy. Leach solutions were analysed for parameters indicative of ARD including pH, redox potential, conductivity, acidity, sulfate, iron, and certain heavy metals. Two larger scale field tests were also initiated by personnel at separate mines using, in the first case, ore containing a pyritic component in large columns and, in the second case, waste rock containing base metal sulfides in lined pits. Humidity cell tests showed low concentrations of thiocyanate solution applied to pyritic waste rock could reduce ARD formation by 90 per cent or more compared to untreated controls, with the residual release of ARD components (eg sulfate, Fe, acidity) probably reflective of strictly chemical oxidation of the sulfides by molecular oxygen. Thiocyanate applied at a concentration of 22 mg/kg to waste rock from a base metal mining operation in large laboratory scale columns reduced acidity and sulfate release by 75 per cent to 80 per cent compared to untreated controls. This extent of reduction in ARD may not meet discharge water quality criteria, but has the potential to significantly reduce lime consumption and sludge production in a conventional neutralisation facility. The use of a solid-phase metal thiocyanate compound (CuSCN) at a dosage of 194 mg/kg pyritic ore resulted in the following per cent reductions in leach solution parameters in comparison to controls: sulfate (78 per cent), acidity (93 per cent), dissolved Fe (99.4 per cent), and dissolved arsenic (99.9 per cent). This compound has the further advantage of being relatively stable until needed, dissolving only in the presence of an acidic and oxidising ARD solution. If this line of investigation progresses favorably, it offers the possibility of an ARD prevention technique that may be applicable in some settings. Mine-site pilot scale tests with pyritic ore resulted in reductions in sulfate (56 per cent) and Fe, As (66 - 68 per cent). In sum, thiocyanate at relatively low concentrations dramatically reduced ARD from sulfidic rock in a simulated heap. The pilot test using waste rock containing base metal sulfides has begun only recently. A preliminary process design and cost estimate was made for fullscale application of thiocyanate to waste rock at a hypothetical gold mining operation producing 5000 tpd of ore and 10 000 tpd of sulfide containing waste rock. The combined capital and operating costs for the full-scale thiocyanate application facility were about $US 0.25/tonne of waste rock and $US 0.50/tonne of ore. Although thiocyanate is readily available commercially, it also occurs in process solutions associated with certain types of mining processes. Such solutions after selective treatment might be recycled to sulfidic waste rock or tailings, rather than being treated for thiocyanate degradation.

Diversity is a key strength for Western Mining Corporation. An international corporation with assets of about $A10 billion, WMC is engaged in both mining and downstream processing of minerals including nickel, gold, alumina, copper and talc, as well as having interests in oil and gas production and agricultural fertiliser. The company is focusing on several core commodities that will maintain its strength in the years ahead. Although most current mineral assets are within Australia, it plans to have 25 per cent of its operations off-shore by the turn of the century, and be a major producer in at least six core commodities. WMC's strategic and management focus has shifted from a regional approach to a commodity focus so that it can more readily cater for different markets with differing sensitivities. In recent years there has been a growing recognition of the impact that mining practices have on the efficiency of mineral processing operations. Head grade, dilution, particle size distribution and their variability are known to have a significant effect on the throughput and recovery achieved in mineral processing plants. Improved process monitoring and modelling have provided the opportunity to identify and quantify some of these impacts and to define very significant incentives to optimise the overall operation from the mining face through subsequent comminution and processing. The Julius Kruttschnitt Mineral Research Centre has been undertaking research to optimise æMine to MillÆ performance through a major AMIRA research project and through individual research contracts with mining companies. This work has resulted in a broad range of field and laboratory experience in terms of both the challenges and the opportunities encountered when tailoring blasting operations to suit the overall æMine to MillÆ production chain. This paper describes the objectives of æMine to MillÆ blasting to optimise the system of rock breakage involved in the blasting, crushing and SAG milling of hard, brittle ores. The design of such blasts falls outside the conventional envelope of experience for most engineers and requires the consideration of some critical factors if the objectives of such blast are to be met and some of the potential problems are to be avoided. Experience to-date has also found that the quality of implementation is critical to the success of æMine to MillÆ blasts.

Magnetite has been used in coal processing for many years and it is likely that its use will continue well into the twenty first Century. While magnetite is only a minor cost component in coal processing, the use of processed magnetite in dense medium separation is essential to provide the split of quality coal products which the markets of today demand. The occurrence of magnetite in Australia is relatively abundant, but a combination of its iron content, magnetic properties, quality and proximity to the coal processing plants is essential to provide a low cost product for use in the Coal Industry. The demand for more splitting of coal in coal processing may require more grades of magnetite, particularly as a finer grade lower specific gravity medium to separate the finer quality low ash coals.

The ongoing need for improved fuel economy, longer engine life, reduced emissions and greater power output has driven the need for lower charge air temperatures. Cuamins will introduce a split loop, single water pump approach to low temperature aftercooling (LTA) in 1987 with the introduction of its 1492 kW (2000 BP) 16 cylinder K Series engine. The LTA system selection process considered performance, durability, fuel economy, and total engine installed cost. The split loop system selected takes full advantage of the engine cooling characteristics to provide optimum charge air temperatures at all speeds, loads and ambient temperatures. Computer simulations and engine tests were used to determine performance for each charge air cooling alternative. The split loop system chosen offers many advantages compared to the other alternative systems studied which included air-to-air and dual loop (two radiator, two water pump) systems.

The development of a coal project must pass through a number of phases, taking it from a preliminary evaluation through to detailed mine planning. For each phase the cost of data acquisition and associated mining studies increases exponentially for linear improvement in confidence levels. Within each mine planning phase there are four main activities. These are the economic ordering of reserves, the development of optimum mining strategies, mine design and scheduling and finally the estimation and analysis of costs. The development of the optimum mining strategy is one of the most critical aspects of a mining evaluation and the application of economic criteria at this stage of the project is vital to the successful generation of an optimised mine design. A recommended method is the concept of Economic Ratio (ER) which expresses the likely cost of mining from a given location in a deposit in terms of the value of the product likely to be recovered. The most economic mining strategy will be to mine areas from low economic ratio to high economic ratio within the constraints of reasonable equipment application. When selecting equipment a particular machine should not be selected solely on comparison with other machines in isolation, but the total application must be analysed. In the final selection the decision should be based on whether or not it has a beneficial effect on overall project economics. The economic assessment must take into account the time value of money, so the real cost can be determined with adequate provision for capital and operating costs over different time spans.

The current emphasis within the mining industry to reduce the cost of production has stimulated interest in the field of maintenance and operational reliability of capital intensive mining equipuent. The failure consequences of these machines have major safety and economic implications for a mine operator. The reliability centered maintenance (RCM) approach has been found cost effective for equipment maintenance and for achieving high level system perform- ance by many organizations such as airline, military, chemical, process and manufac- turing industries. In this paper an attempt has been made to describe in brief the basic concepts of a RCM approach, the methods of RCM analysis and its cost effectiveness for maintenance of equipment. Since this approach is comparatively new for the mining industry, suitable examples are given to illustrate the case.

Chemical species distributions in rock sequences can be modelled using Gaussian processes (GPs) to predict the weight percentage between known data points. This method can be improved by dividing the modelled area into regions of different mineralogy. In the context of many iron ore deposits, marker shales give the initial guidance of where these regions may lie. These shales give rise to distinctive peaks in the natural gamma downhole logs, which are conventionally identified by hand. A GP method has been developed to automate this task.Once the appropriate boundary has been located on the basis of shale occurrences, chemical assays from exploration drill holes are used to find the exact boundaries of interest. These boundaries divide the drill hole stratigraphy into regions of different mineralogy, each of which display their own distinct correlations between the main elements and oxides (Fe, SiO2 and Al2O3). Iron ore shows a negative correlation between Fe and Al2O3, but in banded iron formation (BIF) there is a positive correlation between these species. Similarly, SiO2 and Al2O3 have a positive correlation in the shales and ore but a negative correlation in the BIF. Correlations obtained within ore-, BIF- and shale-dominated regions are therefore better than those obtained using the entire log and can be used to improve the results obtained when modelling.

In order to formulate appropriate and useful education and training policies and practices, it is crucial to firstly consider the demographic environment of our workforce-and the direction in which it is (known to be) heading. We can predict with a degree of certainty, that the role and influence of training on the future survivability of organisations will- become increasingly critical. This will be particularly relevant for those industries and organisations which are technologically based. The ad-hoc use of training is and, will no longer be appropriate. Organisations must move toward the on-going use of a dynamic education and training strategy based on an effective staff development programme, which meets the short and medium term needs of the organisation. The Technisearch approach is based on maximizing the efficacy of training and learning. The package provides.a total service to meet clients training needs using educational techniques geared to adult learning. it stresses the importance of ongoing research into industrial adult training and its effectiveness in improving skills and productivity. Current research on roles of supervisors in the Australian workplace and the development of the Supervisory Behaviour Questionnaire. (SBQ) indicates the need for a proper framework within which the objectives of training can be addressed.

Acceptable post-closure performance of decommissioned mining operations is a critical factor in persuading todayÆs environmentally conscious public that the mining industry will not continue to burden future generations with the legacy of environmental tragedies. Post-closure impacts must be identified and managed through robust engineering design if the post-closure environment is to be environmentally sustainable. To manage potential post-closure risks (environmental, health, safety, social and economic) within acceptable limits, WMC incorporates a risk-based approach to closure planning and engineering design. WMCÆs risk-based closure engineering design process provides a simple methodology for developing robust closure plans û the process æengineers outÆ unacceptable risks and æengineers inÆ a sustainable post-closure environment. Benefits of the risk-based process include stakeholder endorsed closure criteria for an agreed post-closure land-use, focusing of resources on major risks, and a realistic and accurate estimate of the required closure provision. The outcome is an increased likelihood of satisfying the three pillar goals of sustainable development û a financially sound solution that poses a low risk to the environment and future generations.
