In Australian coalmines there are a number of coal quality parameters that are measured by analysing samples from boreholes. The data points are used to generate spatial models of these parameters, typically using inverse distance as an interpolation method. Numerous additional boreholes are drilled which have geophysical logs measured downhole but from which no coal quality samples are taken. Full suites of coal quality analyses are expensive and time consuming to drill and sample. If geophysical proxies for coal quality could be used, this would greatly improve the accuracy of the resource estimation without additional cost.This paper examines two of the most important coal quality parameters – ash and volatile matter – and assesses the results of a number of geostatistical interpolation methods. The aim is to improve the accuracy of the interpolated models. Auxiliary variables from geophysical logs are also trialled to improve the estimation.A multivariate analysis of ash, volatile matter and several auxiliary variables of a selected coal seam was undertaken in a spatial context, using variography. This was used to construct a model of co-regionalisation that relates all of the variables as manifestations of an underlying geological theme.The traditional inverse distance interpolation approach was compared to ordinary kriging, universal kriging, co-kriging, regression kriging and kriging with external drift approaches. The relative merits of the six interpolation methods were compared by removing all points, one at a time and estimating at the thus known location. The mean error and the root mean square error were evaluated as a measure of bias and precision.This paper demonstrates that there is significant opportunity to improve the estimations of coal quality when using kriging with external drift. For example, the results show that when using the depth of a sample as an external drift variable there is a significant improvement in the accuracy of estimation for volatile matter. Furthermore, when using borehole wireline density logs as an auxiliary variable for ash content, there is improvement in the estimation of the in situ ash. The underpinning reasons for this are discussed in the context of the underlying geology and the physical properties of the coal. Flotation surveying can be an extremely powerful means of determining opportunities for circuit optimisation and benchmarking. The type of survey employed depends heavily on the nature of the information required from the survey. It follows then that the type of survey determines the type of samples required; however, regardless of the type, the success or failure of a survey is often dependent on the correct used of appropriate sampling techniques at each sampling point. For a successful flotation plant survey it is vital that the correct samples be collected at the correct time in respect to the feed and each other. This paper discusses the current best practice sampling methods used in flotation surveying and discusses in detail the ideal sample masses based on theoretical analysis. When the human eye fails in the evaluation of quality parameters in the extraction of minerals the use of laser-induced fluorescence analysis (LIF) can supply more detailed information on the composition of rocks. On the basis of measurements of selected raw materials engineering concepts for the use of this method in the mining industry as an innovative system for horizon control of mining machines will be described and the most important analysis parameters, influencing factors and interference variables are presented.

Like all chains, iron ore values chains are only as strong as their weakest link, which in ore processing is often the humble chute. While mechanically the simplest element in the iron ore flow sheet, chutes are often the most problematic and regularly the major cause of unscheduled downtime. Chute designs have remained static for decades, despite the extra demands being placed on them by grade reduction, which impacts chutes in three ways viz: 1. Higher volumetric rates as infeed increases to meet production targets. 2. Higher moisture content as mining goes below water table. 3. Stickier properties as the dilution phase is often clay based. While there is no shortage of ideas and the geometry options are infinite, the fact is that chute design has not kept pace with grade decline and has remained essentially unchanged. One reason cited for this lack of innovation is the difficulty evaluating and de-risking designs. While the power of computers running Discrete Element Method (DEM) models has advanced, the models themselves still need to be ‘calibrated’ with the dynamic properties of the ore. Flow properties commonly measured for bin design are useful for static situations only and were never intended to predict dynamic behaviour as in chutes, a critical qualification lost in the mists of time. So while they always produce a colourful and reassuring animation, DEM models informed by static ore properties often result in wildly inaccurate real world predictions. Responding to this low success rate, many operators are now utilising physical modelling to help reduce risk and avoid the consequences of having an underperforming chute in their value chain. Physical testing, in a dimensionless scale-down of the proposed system (bulk material and chute geometry), addresses the shortcoming of mathematical models designs and when used in combination with DEM is the best option. In the ideal world, the focus of chute modelling should be innovative design concepts aimed at addressing future needs, however in reality the focus is nearly always on modifications to installed chutes that are underperforming even today. This situation can be traced back to design procedures which if informed at all, are based static ore properties. As an industry, we need to break this cycle and become more proactive, which means addressing flaws in the current design process. In 30 years of providing modelling support to the industry, I have looking at hundreds of underperforming chutes in the iron ore industry. This practical experience has led to a unique and unbiased perspective on chute design and their performance in the real world. The knowledge presented in this paper can not only be used to help avoid baked-in problems now, but also help guide and evaluate designs so we can deal with the challenges of our low-grade future.

This paper describes the design, manufacture and site services associated with the supply of mine hoists for the new mine under construction by Falconbridge Limited in Ontario, Canada. Two new shafts are being sunk, and the hoisting equipment at each shaft can be summarised as follows: Ventilation shaft:4.66 m diameter double-drum second-hand hoist, originally in operation at San Manuel Mine, Arizona, to be used as the shaft sinking hoist. The second-hand hoist presented a challenge in that during its previous life, the hoist had been intensively operated during service at San Manuel Mine, and this paper describes the scope of refurbishment work undertaken, both electrically and mechanically, to ensure future reliable operation, together with the requirement to meet Canadian and Ontario regulations and codes of practice. 3.05 m diameter new single drum auxiliary hoist to be used as a second means of egress. Main shaft:4.57 m diameter new double-drum hoist to be used initially as the shaft sinking hoist, and subsequently to be converted to the equivalent of a single-drum multi-rope hoist for service duties during the production phase; 5.49 m diameter new double-drum hoist to be used for skip hoisting during the production phase; and 3.05 m diameter new single drum auxiliary hoist.The new hoists are all designed to comply with SABS requirements such that hoisting with reduced rope safety factors will be possible in the future. This paper describes the principles involved both mechanically and electrically. Particular attention is paid to the conversion of the main shaft service hoist from a double-drum sinking hoist to a multi-rope hoist.This paper describes the ac electrical powertrains (drives and motors) used that eliminate the need for harmonic filters and reactive power compensation equipment since they exhibit no negative effects on the utility electrical network system. This paper describes the logistical challenges of installing, commissioning and setting to work a series of five hoists in a short time frame.

The Buttle Lake camp is in central Vancouver Island, southwestern British Columbia, Canada. The camp hosts world-class polymetallic volcanogenic deposits of Devonian, Frasnian age (370Ma). This paper describes an on-going sulphur and lead isotope study of the major orebodies.Sulphur isotopes were determined for sulphides (pyrite, chalcopyrite, bornite and galena) and sulphate (barite). Sulphide analyses are markedly different from sulfate. The differences are explained below in a unique model.Sulphide isotopic compositions cluster tightly (del34S -6.7 to 4.6), and demonstrate isotope reversals. Calculated temperatures of correctly ordered mineral pairs are unrealistically high. We conclude that the sulphides are in isotopic disequilibrium, presumably because of rapid precipitation from a quenched plume in an anoxic environment, and because of subsequent sulphide replacement.

Australian Bureau of Statistics (ABS) data shows that since 2006 the balance of capital costs associated with mine development has become weighted greater than 75 per cent to enabling infrastructure and less than 25 per cent on process plant, equipment and machinery. The well-developed mine planning techniques including pit optimisation and scheduling and process plant design and optimisation have typically proceeded in a linear fashion from geology, mine planning, through processing, with some iterations back to the mine. Only then is attention paid to planning and costing of enabling infrastructure in any detail.Optimisation has typically involved developing cut-off grades, mine plans and schedules and ore processing that produces maximum economic ore. Infrastructure has then been sized æto suitÆ the mining and processing core business drivers.What the ABS data, together with global trends, indicates is that infrastructure can no longer be an afterthought if miners wish to achieve robust project value estimates, realistic ore to market costing and resource statements based on achievable economic cut-off grades.In addition, with such a large proportion of the costs originating from non-mining or processing activities, a mining operation can only be truly optimal if these aspects are given due consideration in the mine design stages, based on quality geometallurgical inputs so that the size and cost of enabling infrastructure is optimised to maximise project value.This paper outlines an iterative holistic approach to mining project development, which integrates the geometallurgical approach and enables infrastructure planning into project design and evaluation. Leightons is the sole contractor at the Wahana Coal Mine Project (part of the Bayan Group), a multi-seam thermal deposit consisting of 13 coal seams with thicknesses ranging from 20 cm to 500 cm. The average dip of the deposit is 18 - 20°. However the deposit is heavily faulted in certain domains with anticlinal and synclinal structures present causing seams to dip up to 90°. Average thickness of coal inter-burdens range from less than 2 to 12 m. The minimum coal thickness being mined is 20 cm. Coal production is direct mine mouth feed and there is no coal processing plant currently used.Conventional blasting between the highly variable coal horizons in the early phases of the mine life was suboptimal from a production perspective. Drilling short holes with a reduced drill pattern, and on occasions with sloping benches, resulted in low drilling and explosives loading efficiency.A high frequency of small size blasts fired up to two times daily was required with each blast consisting of four up to five small blast areas. Each blast averaged approximately 36 000 bcm thus causing a low utilisation rate of the mining fleet from frequent blast delays and the inability to deploy larger Liebherr 9350 excavators on bench. It was identified that increasing the production targets required a more efficient drilling and blasting process. Furthermore, due to the highly variable nature of the deposit, the existing coal model was determined to not be able to accurately predict the coal seam location prior to blasthole drilling.In August 2009, Leighton Contractors Indonesia and Orica Mining Services with the full support of the Wahana team, initiated through seam blasting trials using electronic blasting systems. Further trials were conducted in November 2009. Trial evaluations indicated that the benefits from decreased lost time events due to blasting, an increased vertical advance rate per blast, and increased overall blast size could be attained while not damaging or diluting coal.Full-scale?through seam blasting has been ongoing since February 2010 for the upper eight coal seams to extract coal seam thicknesses ranging from 20 - 100 cm. This paper will discuss the parameters of the through seam blasting process in Wahana and the resulting benefits to the overall mine production.

The Radio Hill nickel-copper deposit is located 30 km south of Karratha. It is a new discovery in an area where similar mineralization had been previously discovered at Mt. Scholl and Ruth Well. Radio Hill is the first massive Ni-Cu sulphide deposit of economic significance to have been located in the Western Pilbara.Preliminary studies indicate that the sulphide mineralization occurs within gabbros, pyroxenites and peridotites of a basic igneous cumulate layered sequence. Primary sulphides have been subsequently remobilized and concentrated as stringer and massive mineralization. This is tentatively attributed to the intrusion of a further gabbroic body.The deposit appears to be of the gabbroic association type with a Ni:Cu ratio varying from 1:4 in the outer parts of the mineralized envelope to 1:0.9 towards the central zones. In drill core observations, chalcopyrite surrounding pyrrhotite was noted in many instances. Drilling has so far delineated a body developed over a strike length of 600 m and a horizontal width of up to 25 m. The mineralization plunges 20° to the southwest with a southerly dip varying from 75° in the west to about 20° - 30° in the east.The deposit is a leaf-shaped ore zone, plunging southwest from a vertical depth of 17 m in the north to 300 m in the south. The massive sulphides occur as lensoid masses within this zone. A geological resource of up to 2.5 million tonnes at 1.5 per cent Ni and l.4 per cent Cu is indicated.The predominant sulphides are pyrrhotite, chalcopyrite and pentlandite, with significant cobalt, platinum group metals and gold. Tellurides of Pd, Bi and Pb were detected by scanning electron microprobe within the pyrrhotite and other trace metals include Zn and native tin. Massive magnetite is sometimes associated with the massive pyrrhotite intersections.A test on one composite massive sulphide sample showed that pyrrhotite is present mainly as the non-magnetic hexagonal variety and only 10 per cent is present as magnetic monoclinic pyrrhotite.The deposit has no surface expression and its identification was based mainly Oil drilling targets generated by geophysical methods. No secondary minerals have been observed in association with the primary sulphides, even though the deposit is only 17 m below surface in the northern part.

Pit lakes may form when open cut mining leaves a pit void that then fills with ground and surface waters. This often replaces terrestrial ecosystems that existed prior to mining with an aquatic ecosystem, affording an opportunity to improve regional aquatic biodiversity values through targeted aquatic restoration (McCullough and van Etten, 2011). Restoration theory provides guidance when restoring disturbed systems towards landscapes that are of regional value and relevance. But how do we identify a restoration target for a novel aquatic habitat that only exists in the new post-mining landscape? This paper presents a process of first identifying and then surveying local representative aquatic systems, to provide a direction for pit lake restoration efforts and achievement criteria for pit lake relinquishment, using a case study from a sand mining operation amongst wetlands in south-western Australia.The company mines silica sands following mechanical removal of topsoil and then extraction of the ore from below the watertable by dredging. Assessment of wetland and riparian vegetation was achieved through the establishment and measurement of temporary monitoring transects across five natural wetlands in the Kemerton area. Several more regional wetlands were also visited and observations made to supplement and validate these data.Distinct vegetation zonation was found across each wetland, although typically wetland basins were unvegetated or filled with younger woody plants with patchy distributions. Fringing riparian vegetation consisted of few species (commonly the paperbark Melaleuca rhaphiophylla and the sedge Lepidosperma longitudinale), but community composition and structure were variable between wetlands. The pattern of vegetation seen across natural wetlands was best explained by topography and soil chemistry, with low lying wetland areas more likely to experience regular flooding and accumulate organic matter and nutrients.In conclusion, where they are available, regional natural waterbodies may constitute the best valid restoration goal. Nevertheless, the goal may need to consist of a range of closure design opportunities, rather than a single target.

In an open pit mining, ensuring stability of rock slope has been one of the major challenges. As the instability of rock slopes can results in slope failures; consequently, endanger the lives of workers, affect mining operations, and often lead to economic losses. Therefore, it is practical important to study the stability of rock slopes to ensure safe, smooth, and effective mining. The stability of rock slope of about 130 m height at Higashi-shikagoe limestone quarry, which has experienced slope failures four times since 1996, was assessed. The rock mass at the quarry is consists of mainly limestone, schalstein and slate rocks intersected by clay seams of about 70 m thick at footwall of the rock slope. Previously, the effects of limestone excavation at the foot of the rock slope and shear failure due to rainfall infiltration have been investigated. Although clay is widely known to plays a vital role in the stability of slopes in engineering projects including mines, but its impacts on slope deformation at the study quarry are not adequately examined. Therefore, the present study addressed the impact of presence of clay on slope deformation at Higashi-shikagoe limestone quarry by employing both field displacement measurements and numerical simulation. Firstly, surface displacements measured by automated polar system (APS) for over eight years were analysed to understand the overall characteristics of the slope deformation. The measured results show that the displacement gradually decreases with time. The maximum displacement of about 100 mm was observed at middle of the rock slope. Secondly, the effect of deterioration and plastic behaviour of the thick clay layer were simulated using two-dimensional finite element method (2D FEM). The simulated results reveal that the clay exhibited deterioration by water contact and plastic behaviour arising from mining activities at the footwall of the clay zone. Based on the characteristics of the measured and simulated results, it was found that the displacement induced by the effect of deterioration of clay is more noticeable at the north side of the quarry whereas displacement induced by excavation is quite significant at the south side of the quarry if clay behaves as an elasto-plastic material.

PanAust’s Phu Kham copper-gold operation (Phu Kham) in Laos is currently limited by throughput in the Semi Autogenous Grinding (SAG) mill. The ability to accurately predict SAG mill throughput (throughput) is therefore critical to accurately forecast copper and gold production. During the fourth quarter of 2016 the proportion of hard unweathered rocks in the mill feed increased, resulting in a period of lower than expected throughput. These low throughput rates prompted a study with the aim of identifying a practical solution for throughput predictions. The study identified an empirical modelling approach based on actual SAG mill throughput rates. The empirical model was then optimised by linear programming to identify the ideal feed blend of unweathered rocks to achieve a maximum SAG mill throughput.Rock strength was the initial focus of the throughput study at Phu Kham because previous studies had identified a strong link between rock strength and throughput. It was determined that there was insufficient valid data to adequately model but sufficient data to qualitatively characterise rock strength. The data identified that the weathering and lithology had a controlling influence on the rock strength. Complicating throughput predictions were operational improvements (changes to blasting and mill settings) implemented in response to the lower than expected throughput. This created uncertainty with the throughput equations. A self-learning empirical modelling method was developed to predict the throughput by incorporating fundamental rock properties with operational practices and improvements. The method is based on the proportion of mill feed with similar weathering and lithology (a proxy for comminution performance) and the actual mill throughput using the SAG mill as the analytical instrument. The modelling method simultaneously incorporated the sum and interaction of unmodelled influences including blasting, crushing and mill settings. The empirical modelling method worked at Phu Kham because the lithology and weathering has an intuitive and observable controlling influence on SAG mill throughput. The Woodcutters deposit, 65 km south- southeast of Darwin, N.T., consists of a series of veins of pyrite, sphalerite, and galena with some silver, cadmium, antimony, and arsenic minerals. The veins are hosted by the Early Proterozoic Whites Formation, a sequence of black slates with interbedded carbonate rocks and minor ash tuffs. The known orebodies occur about 300 to 500 metres above the contact of Whites Formation with the underlying Coomalie Dolomite, which consists of dolomite and magne- site. The stratigraphic setting is lithologic- ally similar to that of the Mt. Isa deposit, Queensland. The orebodies are replacement veins occ- urring along fault and dyke structures which are sub-parallel to the axes of a double-nosed faulted anticline. The orebodies are in part associated with two unusual carbonatized lam- prophyric dykes. The dykes were intruded after the fold and its slaty cleavage were formed. The ore has replaced the dykes and host rocks and is therefore late-stage hydrothermal miner- alization. The known orebodies are open at depth. A "bonanza" of high-grade ore occurs at the upper part of the largest orebody and is currently the subject of an open cut mine planning study by a consortium of companies headed by Nicron Resources Ltd.

Pre-concentration has potential to significantly improve Mineral Resource efficiency by removing gangue early in the process, before energy intensive and expensive comminution and fine processing. However, there are numerous options for pre-concentration and the performance and benefits of these are very case specific. To determine the best option for a particular deposit and to successfully integrate it into the overall mining and processing operations requires comprehensive evaluation. This needs to consider orebody suitability, technology capability and economic viability. The in-situ variability of a deposit and how it is influenced by mining methods and the liberation size of gangue are key factors which are generally not well understood. Geostatistical methods provide an insight into orebody variability, and the overall selection of any pre-concentration solution must be an integrated approach between geology, mining and processing. Many pre-concentration evaluations investigate the potential of just one option. Technology selection should start wide and may include: selective mining, pre-screening (with or without selective blasting), sorting (bulk and or particle), coarse gravity separation (e.g. jigging, DMS), coarse particle flotation, magnetic separation, etc. The upgrade performance of these processes is very ore specific and should be determined from testing, with detailed multi-component modelling used to determine the overall process performance. Many of these pre-concentration processes require significant ancillary equipment, feed preparation and materials handling. It is important to realistically estimate all costs to understand overall economics and select the best option. Some examples showing evaluation and comparison of pre-concentration options are presented in this paper. These include assessments of in-situ variability using geostatistical tools, process modelling of pre-concentration options and overall performance, preliminary layouts and cost estimates, and economic evaluations.

The discovery and delineation of significant mineralisation in the Eliwana region continues Fortescue Metals Group’s strong exploration success. In the decade after the first hole was drilled into Christmas Creek in mid-2004 a total of over 11 Bt of hematite-goethite mineralisation have been delineated supporting the raising of $13 B, construction of five mines, 620 km of rail and a five-berth port. As of June 2014, Fortescue was shipping at the rate of 155 Mt/a. The area including the Eliwana and Flying Fish deposits is one of a number of future growth opportunities that Fortescue is currently evaluating.The Eliwana and Flying Fish deposits occur on the south dipping limb of the Brockman Syncline/Jeerinah Anticline. The Eliwana group of deposits are hosted by the Brockman Iron Formation with the Flying Fish/Broadway group hosted by the Marra Mamba Iron Formation.Structurally the area is dominated by moderate southerly dips of the regional dome and keel style folding. The regional limb is locally cross-cut at a small angle by asymmetric north facing Ophthalmian folds trending 110°. These fold sets, in part, preferentially host subsequent supergene mineralisation. Faulting is only locally apparent.Early phases of exploration commenced in 2006, with mapping of Flying Fish and reconnaissance drilling in 2007. However, due to the concurrent discovery (Clarke et al, 2009) and subsequent fast tracked development of Solomon channel iron deposit and Firetail bedded iron deposit (Simpson et al, 2011) priority was placed on developing Solomon due to its relative proximity to existing Fortescue infrastructure. Staged follow-up drilling of both Marra Mamba and Brockman targets at Eliwana was progressively undertaken from 2008 onward.As of 20 May 2014 a total of 1494 reverse circulation (RC) holes for 54 248 m and 13 diamond holes had been completed, resulting in the delineation of a Mineral Resource of 740 Mt. PanAust Limited (PanAust) has successfully constructed and commissioned two mining operations in Lao PDR over the past decade and undertaken major studies for three new mine developments. The management of potentially acid generating mine waste and tailings in close proximity of local communities sensitive to water discharge quality have been recurring themes that have confronted PanAust’s project study, development and operational teams. Further compounding challenges, such as the effects of intense annual tropical monsoonal conditions, staging of embankment raises and regular lifting of spillway structures, integrating mine waste and tailings management into production plans and ensuring the long term stability of structures, have been addressed by implementing leading practice management solutions.A recognition of the criticality of managing the substantial business risks associated with these crucial activities led to the early establishment of a governance structure to ensure that the highest standards are embraced for planning and execution. Importantly, these are guided and monitored by a panel of highly experienced and qualified international specialists reporting directly to PanAust’s Managing Director – the Tailings Independent Review Panel. Removal of moisture in steam-fluidized, mainly steam-heated, fluidized beds makes possible significant energy savings over conventional forms of large-scale drying. The systens are described and their applications to brown coal and alumina hydrate are reviewed. In application to brown coal the use of the system to permit meeting diurnal variation in power station output, and the use of triple-effect drying to minimise coal usage and to avoid the necessity of recovering in the turbines the energy in the steam from the last dryer are discussed. To facilitate the rapid adoption of the systems proposed, studies are being made of heat-transfer to dried coal, of moisture equilibrium in pressurized and vacuum systems, of tapered beds as a means of reducing carrier steam and permitting wider size variation, and of the use of carrier solids for drying lump materials.

The difficulty in fine particle flotation has been attributed, among other things, to a low bubble-particle collision efficiency. Many technologies have been developed which aim at increasing bubble-particle collision efficiency, either by generating micro bubbles or by enlarging particle sizes. However, commercial applications of these technologies are limited. Over the last five years COREM has been actively testing fine particle froth flotation technologies with the objective of commercialisation. Several fine particle flotation technologies, such as dissolved air flotation, electro-flotation, floc flotation, selective flocculation-flotation and carrier flotation, were tested on both single minerals and ore samples in order to identify the reasons that prevented these technologies from being used on a commercial scale. It was found that the two most noticeable factors that prevented the successful application of these technologies were: Mechanical entrainment of fine gangue minerals. This was a general problem in fine particle flotation, but was aggravated by these technologies that either generated micro bubbles or enlarged the sizes of hydrophobic particles. Oxidation of (sulfide) minerals that resulted in hydrophilic oxidation product coatings. The oxidised fine particles could not be recovered by these fine particle flotation technologies effectively. Solutions to the two problems, ie gangue entrainment and fine particle oxidation, were proposed and tested. It seems that polymeric depressants with both depression and flocculation functions could significantly reduce gangue entrainment, and hydrophilic surfaces of oxidised fine particles could be modified by high intensity conditioning or controlled sulfidisation, thus increasing the recoveries of fine valuable minerals. The improved fine valuable particle flotation and reduced fine gangue entrainment along with fine particle flotation technologies resulted in much improved flotation separation of fine particles.

"On 9 February 2014, bushfire embers landing on exposed coal in a disused pit at the Hazelwood mine in Victoria’s Latrobe Valley ignited a coal fire that burned for 45 days. The fire was the largest and longest burning mine fire to occur in the Latrobe Valley (Hazelwood Mine Fire Board of Inquiry, 2016). Two Victorian Government Boards of Inquiry have been held into the Hazelwood mine fire. The most recent, in 2015, included consideration of the regulation and implementation of rehabilitation practice at Hazelwood and the other two brown coalmines of the Latrobe Valley (Loy Yang and Yallourn; Government Gazette, 2015).The 2015 Hazelwood Mine Fire Board of Inquiry commissioned Accent Environmental Pty Ltd (Accent) to undertake a review of the financial mechanisms for mine rehabilitation and closure adopted in Australia and overseas (Accent, 2015). Specifically, Accent was engaged to identify ‘any practical, sustainable, efficient and effective alternative mechanisms to ensure rehabilitation of the mines as required by the [Victorian] Mineral Resources (Sustainable Development) Act 1990’ in accordance with Terms of Reference 10 (c) (Government Gazette, 2015).The review by Accent included consideration of a range of financial instruments such as bank guarantees, trust funds and insurance. It considered a number of financial assurance systems in operation in Australia, New Zealand, the European Union, Canada and the United States. These systems included: full and discount financial assurance systems predefined liability proportion systems pooled fund systems the use of post-closure financial mechanisms such as trust funds (Accent, 2015).What lessons can be learnt from other jurisdictions? Are there financial mechanisms already in place that could allow the Victorian Government and the mine operators to manage the risk of rehabilitation default3, lower rehabilitation liability, attain site rehabilitation objectives and allow eventual site relinquishment?CITATION:Cramer, M L and Wines, N P, 2016. Determination of the sampling constant and liberation diameter are of importance when applying the Fundamental Sampling Error (FSE) equation to optimise sampling protocols. The method for the direct determination of the sampling constant is based on the æGy 50-pieceÆ experiment and variants thereof, which is generally known as the heterogeneity test. In the coarse gold environment, the heterogeneity test is prone to poor repeatability and bias due to the very heterogeneity that it aims to quantify. A key issue is the large sample mass that can be required in the coarse gold environment, which may reach 1 t or more. The heterogeneity test often provides an evaluation of the background gold grade heterogeneity, but understates that of the high-grade coarse-gold component. This is because the total mass of fragments is usually too small to represent the mineralisation. Despite this relatively well-known problem, heterogeneity tests are often undertaken on deposits where the presence of coarse gold is ignored, not fully realised or vastly understated. Sampling types and protocol designs are frequently based on poor quality data that do not match the characteristics of the orebody. For this style of mineralisation, an empirical approach to define ore characteristics is recommended.CITATION:Dominy, S C and Minnitt, R C A, 2012.
