The mining. operations of Bougainville Copper Pty Limited are located at Panguna on the Island of Bougainville which is part of the Territory of Papua and New Guinea. Mineralisation in the Panguna area was first established by C.R.A. Exploration Pty Ltd in 1964. Exploration work since then has established ore reserves estimated to be 760,000,000 tons of.0.47% copper and 0.4 dwt./ton gold. An economic feasibility study completed in July of this year has enabled a decision to be made to proceed with a major mining operation. The ore will be mined by open cut methods and will be treated in a conventional concentrator with a nominal capacity of 90,000 short tons per day. The concentrate will be pumped as a slurry through a 15 mile long pipeline to a port established on the east coast where it will be filtered and dried ready for export. Other supporting facilities for the mine include two towns, a 135 megawatt steam power station, and access roads.

Blast design involves many engineering constraints and objectives. Some of the more important include the implementation costs, the desired fragmentation and shape of the muckpile. A spreadsheet has been developed to allow blast design options such as burden, spacing, blast hole diameter, decking and explosive type to be varied. As any option is varied the spreadsheet recalculates and graphs the expected implementation costs, fragmentation and muckpile shape in seconds.The spreadsheet extends the philosophy of simple robust fragmentation prediction (Cunningham, 1983) to include similar models for explosive detonation (with respect to explosive type, age, blast hole diameter and density) and muckpile shape (with respect to burden, spacing, charge location and weight). The new empirical models for explosive detonation and muckpile shape prediction have been calibrated successfully for one situation and are now undergoing further field trials.

Ground penetrating radar (GPR), a well-established geophysical technique generally used for shallow civil engineering applications, has, in the last decade, found increasing acceptance as a complementary tool in mineral resource evaluations. As new sites are trialled with the method, a greater understanding is being garnered regarding the most suitable environments for long-range radar. Although successful projects have been conducted worldwide for mineral sands, iron ore and alluvial projects – tropical weathering environments have produced some of the most impressive results. Specifically, tropical nickel laterites have shown to be, with some notable exceptions, ideal GPR environments.Such high-resolution remote sensing has particular relevance to bulk commodities or those which possess significant rheological variation within geological units, and has led to some innovative downstream uses within exploration, project development and the larger mining industry. The use of teleoperation in mining is increasing due to requirements to improve safety and reduce the number of people required to work in remote and difficult environments. We recently completed a project to develop a teleoperated control system for a rock breaker at an iron ore mine in the Pilbara region of Western Australia, with the objective of demonstrating the feasibility of remote rock breaking over long distances. This required controlling both the rock breaker and an array of pan-tilt-zoom (PTZ) cameras using joysticks. Controlling the cameras distracted operators from the primary task of controlling the rock breaker to position and fire the hammer. This lengthened task times as both the operator's attention and their hands have to swap between different control interfaces. In this paper, we present a novel design using human eye gaze as an interactive input for the remote camera control. It follows a simple and natural design principle: Whatever you look at the screen, it goes to the centre. A prototype system has been implemented by integrating computer vision based eye tracking technology, with the advantage of being real-time, robust and marker-less. We conducted a user evaluation, where users undertook a control task while obscuring the direct view of the working area and using a remote camera to transfer the live video stream as the visual feedback. Subjects were required to participate in the experiment using eye tracking camera control and traditional joystick control respectively. The statistical analysis of objective measures indicated that our novel eye tracking control significantly outperformed the joystick control. The results of the post-experimental subjective measures also revealed much higher user preference for using eye tracking control, which provides clear evidence that this design is a better interface for remote camera control in mining teleoperation settings.

Ore deposit modelling is becoming an increasingly accepted tool in mineral exploration. Successful models have already been proposed for several ore deposits of base metals and gold, but tin has so far received comparatively little attention, perhaps because of an excessive preoccupatioi with alluvial operations. This situation is rapidly changing and some of the world's most profitable and newly commissioned tin mines are large, primary tin deposits. Some basic principles of ore deposit modelling are briefly reviewed and the fallacy of an excessive reliance on grade tonnage diagrams based on the tin industry worldwide is discussed. The four proposed models and submodels of large, hard-rock, tin deposits focus on basic concepts such as the spatial relationship with "tin granites", depth of emplacement and the level of erosion. General concepts are drawn. The modelling of large primary tin deposits is reviewed not only in its geological and exploration aspects but also in its mining and economic implications.

DIVERSITY There are plenty of examples to show that diversity has been the fundamental downfall of many organisations, particularly when you consider the international position. What about core business, the return of companies to key competence directions and market focus. The stockmarket for instance defines groups and companies in key groups of core business. The expectation is that companies toe the line and do not diversify across their areas of defined expertise. In essence, the market has given notice that the requirements are to focus and stick to our core business. So what right does the conference have to suggest that diversity is the key to prosperity. Hasn't the organiser read the book, studied the history, listened to the market - obviously not. Have they got it wrong, My feeling and belief is no - the organisers have got it right. However, the matter is not as simple as first perceived. What is Diversity, or Diversification as I would prefer? Is it a product position? Is it a geographic position? Is it an expansion or change in services offered? Does a gold mining company diversify into copper or diamonds or aluminium or nickel? Does a gold miner in Australia diversify into China or Kazakhstan or West Africa? How do the two relate? They don't. A successful company will always possess a 'core competence' not so much a 'core business'. The best example of this is the service company extraordinaire - McDonalds. They don't sell hamburgers or french fries, they sell a service, a convenience, a lifestyle. The core business is hamburgers and if McDonalds were to diversify further into new styles of hamburgers, I suggest to you they would fail. But if McDonalds were to diversify into other products based on their 'core competence', provision of service, then I would suggest to you they would be very successful. The paper outlines the successful application of some of the on-belt technologies available from Scantech International Pty Ltd and how these have provided benefits in a number of mining and mineral processing operations. Effective process control requires real time analysis so quality can be fed back to the previous process and fed forward to a subsequent process. A range of on-belt analysers that allows for full stream, continuous, non-contact analysis of conveyed materials is available to achieve this. Real time results can provide timely information for effective process control. Benefits of on-belt analysis systems become more evident once the true variability of material quality and moisture content in conveyed flows is measured. To obtain economies of scale in mineral processing operations large material flows are achieved using conveyors. The cost and effort to sample representatively increases as conveyor flows increase. One sample may represent a few tonnes or up to 10 000 tonnes of material. The turnaround time between sampling and availability of sample analysis data does not allow real time process control. Tonnage flow rate, moisture content and elemental or mineralogical composition are required to perform effective process control of most conveyed streams. Tonnages can be effectively measured using belt weighers. The analyses derived from small samples supplied by conveyor-based sampling systems contain high variability. On-belt, continuous analysers see all the material and, through short term compositing of analyses, supply less variable results. Real time analysis helps operators develop a better understanding of material variability. Analysers can be effectively utilised to improve the consistency of product quality through bulk sorting and blending control. Many existing users of the technologies have gained competitive advantages through their ability to supply a more consistent quality product to the market.

A number of geometallurgical tests have been developed within the AMIRA P843A Geometallurgical Mapping and Mine Modelling (GeMIII) project, an interdisciplinary collaborative research project involving four research groups and over 20 global mineral companies. Researchers at the Commonwealth Scientific and Industrial Research Organisation (CSIRO) have been focusing on the development of predictive hydrometallurgical indices for the GeMIII project via rapid, small-scale, cost-effective tests and protocols for comparative ranking of attributes relevant to leach performance. One of the focus areas has been the development of a leaching scheme for determination of the mineralogical deportment of copper in a large number of samples for geometallurgical applications.Various leaching schemes have been used over the last 20 years to identify the mineralogical deportment of copper. Typically, weak sulfuric acid and cyanide are used to target copper oxides and æsecondaryÆ copper sulfide minerals, covellite, chalcocite and bornite, respectively. Residual copper is assigned to chalcopyrite and/or bornite. Adaptations of this scheme have included the use of a weak organic acid to target oxides or ferric sulfate to target secondary copper sulfides. Testing of the weak acid/cyanide scheme in the GeMIII project using head and residue QEMSCAN mineralogical data analysed with a statistically reliable comparison method indicated that the inferred mineralogical deportment from various leaches could differ markedly from the theoretical or assumed value. Based on this initial work, test development and leach tests on samples from multiple sites has resulted in the development of a scheme to target copper oxides, chalcocite, covellite, bornite and chalcopyrite. This paper presents results from leach tests conducted on a large sample suite from two pits in a Cu-Au ore deposit with results calibrated using mineral liberation analyser (MLA) mineralogical analysis. Investment decisions in the mineral resources sector are made on the basis of an assessment of the economic potential for a mineral deposit. Given the supporting information for the location, scale, and quantity of the commodity of interest, miners and investors aim to make risk-informed decisions when considering further investment. The objective of resource classification is the synthesis of various types and quantities of geologic information used in resource model construction to assign confidence categories to the estimated mineral resources, which can then be used to support informed economic decisions. In this paper a risk-based classification scheme for iron ore mineral resources using conditional simulations is presented. The method involves categorisation of each block according to a confidence level, considering expected recoveries from a kriging model over mining production volumes. The realisations of the simulated model are used to assign risk-based confidence categories to zones of the ore deposit. One motivation for this work is to assess the sensitivity of the scheme to geologic uncertainties. Specifically, that which uncertainty in the layout of mineralising alterations and weathering overprints influence variabilities of associated rock properties and the likelihood of obtaining expected ore recoveries. It is shown these risks have material implications for a project’s economic potential. How the scheme can be extended to the grade control context and the value subsequent grade control activities is also quantified.

Hard rock underground mining has been wedded to the drill-blast method of breaking rock. Current practice and technology have focused on greater efficiencies in the blasting and handling of ore, on the basis that thelower costs that come with larger scale operations compensate for the waste dilution associated with the bulk methods. However, it is suggested that new technology is available or is on the horizon that could completely change the shape of hard rock mining in the 21st century. Hard-rock continuous-mining machines, possibly assisted by high pressure water jets, coupled with automated sorting and materials handling systems, could re-orient the miner's focus to winning metal rather than mining tonnes of ore. More continuous mining processes could accelerate the penetration by high technology in the hard rock underground mine, with the potential of greater manpower productivities and lower costs per tonne of metal produced. This new technology will be important in maintaining a competitive supply of metals, given the falling headgrades of the orebodies remaining for development and the increasing market threat from manufactured substitutes.

The Mine Safety and Inspection Act, 1994 of Western Australia recognises the importance of ground control in underground mining. The recent safety performance of underground mining is summarised in terms of the most common causes of injury and fatal accidents. A review of current ground control practices is presented and the concepts of local and large-scale ground control are introduced. The need for a more systematic approach to ground control is considered to be directly related to requirement to improve safety performance. The new regulations will require that certain geotechnical issues be addressed during the life of a mine. To comply with the regulations it is suggested that a ground control management plan be developed for each mine. The geotechnical issues associated with the ground control management plan are reviewed and hazard recognition aspects discussed.

It has long been known that drilling and blasting operations have a direct influence over productivity and costs of subsequent operations. If mine management is to effectively optimise blasting operations, good information is required on the operating costs of each of the affected operations, together with knowledge of how they are influenced by blasting. In practice it is not possible to do enough repeats of a full scale production blasting experiment to make a statistically significant analysis of the results. By monitoring each blast and subsequent operations in as much detail as possible, enough data will be available to effectively measure the effect of blasting on costs. This gives management an insight into the blast performance and is the first step towards optimisation. An Integrated Blast-related Cost Reporting System has been developed at the Rossing Mine Open Pit, which calculates the total mining cost for each blast. In assessing the total mining cost for each blast, use was made of an.integrated planning and management information system to collect relevant production variables, current operating costs and survey data. An automatic image analysis system was employed to measure the fragmentation of the blasted material in the back of haul trucks. A shovel monitoring system is also under development for use in assessing the muckpile diggability and, in conjunction with an appraisal of shovel component reliability, to estimate the maintenance cost under various digging conditions.

In the last 40 years nuclear energy has taken its place as a major source of electricity worldwide. It now produces 17 per cent of the world's electricity and could conceivably produce a higher proportion, to displace some six billion tonnes of carbon dioxide emissions per year. Concerns about global warming and environmental quality now underline the virtues of nuclear electricity among alternative sources of energy. Global electricity demand is rapidly increasing as a proportion of total energy usage. The proportion has doubled since 1960 and the demand is expected to increase at least 75 per cent between now and 2020. The source of this extra capacity, and the replacement of present capacity, raise questions with major resource and environmental implications. Today nuclear energy is a mature technology. Over 1200 nuclear reactors have been built and operated, some of these have been decommissioned, and among the 440 reactors in commercial operation the first advanced reactors are now entering service. Some 8000 reactor-years of operation have, with the sole exception of Chernobyl, shown nuclear energy to be extremely safe and reliable. High-level wastes are being managed properly and in different parts of the world two strategies are applied to this. Australia has a major role as a long-term supplier of uranium, since it holds almost 30 per cent of the world's reserves. This, along with an impending sellers' market for uranium, is making it an opportune time to develop new mines here. However, after several decades of concern about civil nuclear energy contributing to the arms race, we now have uranium liberated from nuclear weapons stockpiles being diluted for use in civil reactors, which will supplement ex-mine supply. The public acceptability of nuclear energy remains the critical factor in its future and hence in ours.

Drilling and shooting techniques at Moura open-cut have evolved over a period of 16 years and are the result of hard earned experience combined with established practices and consul- tation with professional services. The wide range of overburden types encoun- ted in the field requires varying methods to achieve the best results at all times. Safe working conditions for the employees and protection of mining equipment is of para- mount importance and close liaison is maintain- ed with the Department of Mines Queensland to keep abreast with changing legislation. Drill patterns, charging profiles, types of explosives and ultimate results are des- cribed in detail along with a resume of equip- ment. The quantity of post-consumer ‘waste’ materials generated each year is rapidly increasing. These materials can contain significant quantities of critical metals and present an environmental challenge if landfilled. The ISACYCLE™ technology is a proven solution for the processing of these materials. In the ISACYCLE™ furnace, the post-consumer materials are processed to recover energy along with any contained critical metals, in the form of a base metal alloy or matte. In addition, a clean aggregate (slag) is generated, which has the potential to be used for a range of applications in the construction industry. This slag is commonly based on a fayalite slag but is modified to manage the complex feed. This paper will review the fayalite slag system and the theoretical modifications required for treating urban wastes. Slags from an ISACYCLE™ furnace processing urban wastes have been sampled and characterised. The chemistry of these samples will be reviewed and compared to the expected theoretical modifications required.

SAG Mill process control classically maintains the SAG mill volumetric filling within a set operating range. Typically a SAG mill weight measurement, by either bearing pressure transducers or load cells, is used as an inferred measurement of volumetric filling. To maintain volumetric filling within a set operating range the SAG weight setpoint use for process control requires regular review due to changes in SAG mill charge density (rock:ball ratio) and the wearing of mill liners. At Lihir Gold Mine in Papua New Guinea, the use of SAG mill weight for process control is additionally complicated by compromised load cells and drifting bearing pressure measurements. The need for an improved method of measuring and controlling volumetric filling led to the recent installation of the Outotec MillSense, a SAG mill toe angle instrument. The tunnel alignments investigated for the Gosford Regional Sewerage Scheme are located in the Terrigal Formation and are covered for most of their length by a thick blanket of soil and weathered rock. The following techniques were found to be most effective in geotechnical investigations for tunnelling in this area: air-photo interpretation, seismic surveys to pinpoint drilling targets, in-situ measurements of strength,deformation modulus and permeability in cored holes, and the construction of rock- mass models. Cross-hole seismic modulus measurements, surface resistivity soundings and electric well-logging techniques were found to have limited applicability due to adverse local conditions.

Management of historic tailings is a major challenge facing the mining industry and its regulators. However, through improved mineralogical and chemical characterisation of such materials the opportunity to develop better rehabilitation strategies arises. Microanalytical techniques including microscopy, mineral liberation analysis and laser ablation inductively coupled plasma mass spectrometry (ICPMS) allow for improved tailings characterisation – but the challenge posed by these techniques is how to use them effectively. Additionally, data sets collected by such techniques must be properly integrated, only then can they assist in the identification of the most appropriate rehabilitation strategies. A study conducted at the Old Tailings Dam (OTD) located at the Savage River Mine, Tasmania allowed for the integrated use of several microanalytical techniques to help evaluate the benefits of a shallow water cover as a potential rehabilitation strategy. Samples (n = 144) from 14 trenches and 11 boring cores (2 m maximum depth) were collected across the OTD. These were subjected to routine acid-base accounting, with a subset subjected to detailed mineralogy using a modified sulfide alteration index (SAI), X-ray diffractometry and mineral liberation analysis (MLA). In addition, representative samples (n = 6) from across the OTD were subjected to laser-ablation ICPMS to characterise the pyrite chemistry. Our results showed that tailings in the northern area submerged under a natural water cover were relatively unoxidised from approximately 1 m depth, with SAI values of 1 to 2. Tailings from the subaerial southern portion were extensively oxidised to approximately 35 cm depth (SAI = maximum 5.8), with fresher materials observed underneath (SAI = 5 to 5.8). Pyrite from across the OTD is enriched in Co, Cu and Ni. Through the integrated application of microanalytical tools, we determined that establishing a water cover of at least 1.5 m depth across the OTD is a suitable rehabilitation option for this historic site.
